ROADWAY IMPROVEMENT PROJECTS Avenue D (US 1 to Indian River Drive):
Upon completion of the construction of Indian River Drive, this section of Avenue D is proposed for a complete reconstruction to include new roadway, sidewalks, landscaping, streetlights and upgraded drainage systems to improve the overall look and livability of the street.
Challenge:
The Right-of-Way is limited in this area, but a safer, more livable roadway is the goal.
Solution:
Improving this roadway will provide more of a neighborhood feel for residents and visitors.
Benefit:
Ensuring the safety and community feel of this roadway provides benefits to the city.
Estimated Cost: $2,500,000.00
Wendell Road (8th Street to 7th Street):
Reconstruction of this roadway will provide new drainage systems, new sidewalk, utility upgrades and a new roadway surface. Proposed improvements can increase safety and livability on this street.
Challenge:
As on many roadways within the city, Right-of-Way is limited however improvements can increase livability and safety for all users.
Solution:
Improving drainage can help prevent future flooding issues and safety improvements can help all users.
Benefit:
Improvements to drainage will reduce flooding problems and minimize the need for maintenance in the short term while allowing better roadways and sidewalks to improve safety concerns for citizens and residents.
Estimated Cost: $1,200,000.00 11TH STREET – BOSTON – PRESTON STREET RECONSTRUCTION:
11th Street from Boston Ave to Orange Ave, Preston Court from Boston Ave to Delaware Ave, and Boston Avenue from 10th Street to 13th Street is an area in need of many updates. This area is near the Creative Arts Academy of St. Lucie (CAST), so safety and amenity improvements will help students as well as residents. New roadway and drainage improvements, driveway and sidewalk improvements, and roadway resurfacing can make significant improvements in this area.
Challenge:
This project involves coordination with existing utility and drainage connections and with the school. It is important that we prioritize safety both during construction and with the overall project scope.
Solution:
Improving the sidewalks, roadway, pavement marking and signage can all create a safer atmosphere for residents and students.
Benefit:
This project will provide a more livable neighborhood that should reflect the partnership of the City of Fort Pierce with school and residential neighbors.
Estimated Cost: $3,200,000.00 13TH STREET – PHASE 2 FROM GEORGIA AVENUE TO ORANGE AVENUE:
This project includes a full upgrade of this roadway. Full roadway reconstruction, new drainage and utilities, new sidewalk, streetlighting and limited landscape will make this section of 13th Street an example for the city!
Challenge:
Install improvements in this mostly residential area that will increase livability, safety, and neighborhood inclusivity.
Solution:
Implement proven safety countermeasures and improved engineering principles to create a safe and efficient roadway.
Benefit:
Ensure the roadway meets the needs of the community.
Estimated Cost: $3,500,000.00
13TH STREET – PHASE 3 FROM AVENUE E TO AVENUE Q:
Full reconstruction of this roadway to include drainage and sidewalk reconstruction will continue improvements along 13th Street and ensure increased livability and safety.
Challenge:
For many city roadways limited Right-of-Way in largely residential areas can be challenging to minimize impacts to private property owners and provide amenities that provide safer and more livable streets.
Solution:
Implement proven safety countermeasures and improved engineering principles to create a safe and efficient roadway.
Benefit:
Improved roadways can encourage private property owners to develop and improve within their own neighborhood.
Estimated Cost: $4,500,000.00
13TH STREET – PHASE 4 FROM VIRGINIA AVENUE TO GEORGIA AVENUE:
This section of 13th Street is mostly residential, but Dan McCarty Middle School and St. Lucie Elementary school provide a significant opportunity to increase safety along this roadway. The project includes full reconstruction of the roadway with plans to enclose the existing canal on the west side to provide additional sidewalk. Drainage and streetlighting are also included with the anticipation that utilities will also see upgrades.

Challenge:
Enclosing the canal on the west side of this stretch of South 13th Street will involve significant funding issues, but the result will be a more pedestrian friendly environment for students and families.
Solution:
New sidewalks, drainage, and roadway improvements will make this section of 13th Street more user-friendly.
Benefit:
These improvements can improve livability and neighborhood cohesiveness for a more efficient and safer roadway.
Estimated Cost: $8,000,000.00 7TH STREET RECONSTRUCTION FROM AVENUE D TO AVENUE H:
This reconstruction project includes new drainage, sidewalks, and street lighting improvements along North 7th Street from Avenue D to Avenue H to create safer and more livable roadways providing more resources for all residents to get to businesses and community services.
Challenge:
As with many streets within the historically urban areas of Fort Pierce, Right-of-Way is limited, and expanding amenities can be difficult while maintaining private property accessibility.
Solution:
Take a balanced approach to determine how to best accommodate the needs of the community.
Benefit:
These improvements will support access, safety and capacity needs of the roadway.
Estimated Cost: $1,665,000.00
AVENUE I CORRIDOR (25TH STREET TO 13TH STREET):
This project will improve the roadway with new drainage, sidewalk, and utility repairs in the Lincoln Park area of Fort Pierce.
Challenge:
This corridor improves the area near Lincoln Park Academy. Drainage improvements can minimize flooding issues. Utility improvements ensure fewer disruptions to residents. Roadway and sidewalk improvements can increase safety for students, residents, drivers, pedestrians, and bicyclists.
Solution:
Implement improvements along the corridor to enhance the community cohesiveness in the Lincoln Park area.
Benefit:
These improvements will provide a safer, more efficient, and reliable corridor for all users.
Estimated Cost: $4,000,000.00
33rd Street/Delaware Avenue Reconstruction:
33rd Street from Delaware Avenue to Orange Avenue and Delaware Avenue from 33rd Street to 17th Street are proposed to be completely reconstructed including water and sewer replacement, sidewalk improvements, safety improvements, and streetscaping.
Challenge:
Improve the safety, reliability, and community cohesiveness of the corridor and enhance the neighborhood.
Solution:
Incorporate improvements along the corridor to enhance safety for all users of the roadway.
Benefit:
Improve safety, efficiency, and reliability for the community.
Estimated Cost: $7,000,000.00
CITRUS AVENUE RECONSTRUCTION (S 7TH STREET TO US 1):
Complete roadway reconstruction to include the reduction of dual westbound one-way travel lanes to one lane with on-street parking, new drainage, utility upgrades, new sidewalk, street lighting, landscaping, and brick paver crosswalks.
Challenge:
Improve the aesthetic of this downtown Fort Pierce roadway.
Solution:
Incorporate improvements along the roadway to enhance parking, drainage, and safety.
Benefit:
A new look for this roadway to enhance the Downtown Fort Pierce atmosphere.
Estimated Cost: $1,400,000.00
5TH STREET (ORANGE AVENUE TO AVENUE A):
This project includes reconstruction of the roadway, drainage, sidewalks, street lighting and landscaping to reinforce its aesthetic in the Downtown Fort Pierce area.
Challenge:
Improving this roadway to reflect the Downtown Fort Pierce view and encourage the Peacock Arts District vision of the area.
Solution:
Incorporate a modern upgrade to the roadway and amenities.
Benefit:
Provides more cohesiveness to the Peacock Arts District.
Estimated Cost: $750,000.00
HIBISCUS PARK NEIGHBORHOOD REVITALIZATION:
This project identifies multiple improvements to about 3.5 miles of roadways within this neighborhood including roadway resurfacing, upgrades to curb and gutter, drainage improvements, sidewalk improvements, street lighting and landscaping improvements.
Challenge:
While preliminary designs have been completed, updates are required to ensure current design standards and the needs of the city are met.
Solution:
Coordination between the residents of this community and the city will ensure the success of the proposed improvements.
Benefit:
It is hoped that the revitalization of this community can increase property values and enhance safety for all roadway users.

NORTH 29TH STREET (ORANGE AVENUE TO AVENUE Q) – SAFETY IMPROVEMENTS:
In coordination with the St. Lucie County Transportation Planning Organization, the need for safety improvements along North 29th Street was recommended to receive Congestion Mitigation Process (CMP) funds to incorporate traffic calming and proven safety countermeasures to improve safety along this corridor.
Challenge:
Identifying the most efficient traffic calming, safety, education, and enforcement needs is critical to ensure safety is significantly improved.
Solution:
Using CMP funds and pursuing other safety funds and countermeasures to increase the safety of this roadway.
Benefit:
Improvements will provide enhanced safety and relief for residents and students at Chester A. Moore Elementary and the neighborhood.
Estimated Cost: $625,000.00
SAFETY IMPROVEMENTS The City of Fort Pierce recently completed a Comprehensive Safety Action Plan that identifies some roadways in need of safety improvements. These improvements could include new roadway, new sidewalk, new signalization, new signing, new pavement markings, and even new streetlighting.
Challenge:
While most improvements are “low cost” proven safety countermeasures, the list includes many streets in the city that are owned and maintained by other agencies. Significant coordination will be required.
Solution:
Build strong relationships with St. Lucie County and FDOT to implement the safety needs on roadways they maintain.
Benefit:
Improving safety on our roadways benefits all users.

SIDEWALK/TRAIL PROJECTS There exist multiple sidewalk needs within the city of Fort Pierce From upgrading sidewalk that is too narrow and doesn’t meet current standards to constructing sidewalk in areas where there is none, Fort Pierce has extensive opportunities to encourage and enhance the walkability of our neighborhoods. There are opportunities for bicycle friendly amenities in many areas too.
Challenge:
Identifying a prioritized list of sidewalks/trails is important. In many cases in the city, the lack of Right-of-Way could impede the construction of these amenities.
Solution:
Implement a comprehensive plan to improve pedestrian and bicycle access.
Benefit:
Sidewalks and trails can provide improved social and physical benefits for our citizens.

STORMWATER QUALITY PROJECTS In an effort to improve water quality for the Indian River Lagoon, the city of Fort Pierce will continue to pursue projects that provide benefits to our citizens and our environment.
Challenge:
Continue to identify water quality projects and implement the improvements around Fort Pierce.
Solution:
Implement improvements to water quality resources and infrastructure.
Benefit:
Nearly all the projects in the Sales Tax list can provide water quality improvements. These projects provide long term benefits to residents, visitors, wildlife, and the Indian River Lagoon.

STREET RESURFACING The City of Fort Pierce will continue to prioritize resurfacing city streets to provide better roadways for our residents. We are planning a pavement assessment throughout the city to create a data driven priority list to ensure we meet the needs of the roadway system. Ensuring the stability of our roadways can improve safety and efficiency of our roadway system.
Challenge:
Annual resurfacing can extend pavement life and reduce significant reconstruction costs.
Solution:
Continue to prioritize and implement roadway resurfacing on city streets for a safe and efficient system.
Benefit:
Better roads improve the safety, efficiency, and reliability of our transportation infrastructure for vehicles, bicyclists, and pedestrians.
