BRAD BETTENCOURT Hello Dobson Ranch, There are cooler days ahead! As the weather cools down, keep our annual holiday events in mind. We’ll have the Spooktacular on October 24, Winter Wonderland, the Christmas Boat Parade, and Breakfast with Santa on December 5th, and a few more fun community events in between. Here’s a quick recap of how we’ve gotten back to being able to offer more community events. Back in 2023, before any of the current members joined the board, there were over $1.6 million in budget errors found, along with many questions regarding the finances. Right before the 2024 winners were announced at the Annual Meeting, our third-party auditor, Butler Hansen gave a dire forecast of Dobson Ranch’s finances. They actually chose to walk away from Dobson Ranch after seeing all these issues, as well as others that they had warned about for years not getting resolved. However, after reviewing all the changes we have made since then, they came back to us this year with excellent news! At our annual meeting of the members, Butler Hansen returned to give us the news that we had earned the highest marks for our operating finances. These financial improvements have been complemented by the Board moving forward on multiple projects that had been put off for an extended period of time. We are continuing to move forward with many other projects to maintain and improve the Ranch. Stay tuned to the board meetings, Rancher’s Roundup, and weekly emails for news regarding our advancements. 4
There is a much bigger long-term project we’ve been looking at doing and want to send our thanks to those involved who have been helpful. First off, we would like to thank County Supervisor Mark Stewart for looking out for our community at Dobson Ranch. Next, former Councilman Dennis Kavanaugh deserves credit for showing a willingness to help us move forward on updates and improvements for Dobson Ranch. Finally, our general manager Steve Burns and the rest of the management team for their contributions to this undertaking. Unfortunately, the City of Mesa has not been as eager to provide assistance on this, frequently taking weeks or months at a time to respond to requests, and even flat out refusing to assist in some respects. We are disappointed as it seems completely unnecessary on their end. However, I remain dedicated to the people I serve here in the Ranch, and I will continue to fight for each and every one of us Dobson Ranch residents. Stay tuned for more in the coming months. Have a happy holiday season and a merry Christmas Dobson Ranch!

Association General Manager
STEVE BURNS
BUDGETING TODAY TO INVEST IN OUR FUTURE As we look ahead to another year at Dobson
Ranch, an important part of preparing for the future is already underway. The Association is working through both the annual budget process and an update to our reserve study, two important financial tools that help us plan for the needs of our community today and for many years to come. With a community as large and established as Dobson Ranch, responsible planning matters. Our lakes, recreation centers, pools, parks, pathways, landscaping, and other shared amenities all require ongoing care. At the same time, we must prepare for larger repairs, replacements, and improvement projects as our community continues to age and evolve. The reserve study helps us look further down the road. It evaluates major community assets, estimates when they may need repair or replacement, and helps estimate how much money should be set aside over time. The annual budget focuses more closely on the coming year, including the services, maintenance, staffing, utilities, programs, and other expenses necessary to keep Dobson Ranch operating. Together, these planning efforts help us make informed decisions to be proactive instead of reactive when something needs attention.
The Budget and Finance Committee is made up of homeowner volunteers who give their time to help review financial information and provide another community perspective during the budgeting process. Volunteers are always welcome, and residents with a background in finance, accounting, budgeting, investments, business, or related fields are especially encouraged to get involved. There will always be projects ahead of us. Some will involve maintaining what we already have, while others will provide opportunities to improve our amenities and community. Careful budgeting and long-term reserve planning give us a roadmap for approaching those projects responsibly. Dobson Ranch has been built and cared for by generations of residents, volunteers, Board members, and staff. As we plan for the next year and beyond, that same spirit of stewardship and community involvement will help us continue protecting what makes Dobson Ranch so special while investing wisely in its future. If you’re interested in helping us keep Dobson Ranch the best place to live, please fill out a committee application, available on the community website or in the administration office at the La Casita Recreation Center.
Throughout this process, the Board of Directors, Budget and Finance Committee, and management team remain committed to maintaining and improving Dobson Ranch responsibly. That means looking carefully at where our dollars are going, planning ahead for major expenses, and balancing the needs of today with our responsibility to future homeowners. It also means recognizing that maintaining a great community is a shared effort. THE DOBSON ASSOCIATION

PREPARING YOUR HOME AND COMMUNITY FOR FALL AND THE HOLIDAY SEASON
As we transition from the extreme summer heat into the cooler months, this is an excellent time to prepare your home and property for Fall and begin planning for the upcoming holiday season. The cooler weather provides a great opportunity to complete outdoor projects that may have been difficult or uncomfortable during the summer months, while also giving residents time to organize, clean, and prepare their homes for the holidays.
Projects to Complete During the Cooler Weather • Painting: Cooler temperatures provide a more comfortable environment for completing exterior painting projects. Consider touching up areas of your home or completing projects that were postponed during the summer. • Planting Trees and Shrubs: Cooler weather can be a good time to plant trees, shrubs, and other landscaping. Properly establishing new plants now can help them become healthier and stronger before the warmer months return. • Reviving Your Lawn: If your lawn suffered damage from the extreme summer heat, now is a good time to address dead or damaged areas. Consider reseeding, repairing, or replacing sections of the lawn. • Backyard Cleanup: Take advantage of the cooler weather to clean and organize your backyard. Remove unwanted items, debris, dead vegetation, and other clutter to help keep your property looking its best. Prepare for the Community Garage Sale and Cleanup As you complete your Fall and holiday preparations, this is also a great time to declutter your home, garage, and outdoor spaces in preparation for our Community Garage Sale on Nov. 7th.
Dobson Ranch Seepage Study by Zach Hache - Aquatic Consulting
Residents are encouraged to identify items they no longer need that may still be useful to others. The garage sale provides an opportunity to declutter your property, give unwanted items a second home, and connect with your neighbors. Any items that do not sell during the garage sale can be disposed of FREE OF CHARGE at the Community Cleanup on November 14th at Los Altos Recreation Center (pg 16). This is a convenient opportunity to properly dispose of unwanted items while helping maintain a clean and attractive community. Preparing for the Holiday Season Once your winter preparations and cleanup projects are underway, you can begin preparing your home for the upcoming holiday season. Residents are encouraged to review the community guidelines before installing holiday lighting and decorations. Holiday lighting and decorations do not require approval if installed no earlier than thirty (30) days before a holiday and removed no later than twenty-one (21) days after a holiday. Please be considerate of your neighbors when displaying holiday lights and decorations, particularly regarding brightness, noise, and the placement of displays. By completing maintenance, cleaning up, participating in community events, and preparing for the holidays, we can keep our community clean, attractive, and welcoming throughout the season. Thank you for helping keep our community looking great! -Cesar Martinez -Code Compliance Officer for The Dobson Association Inc. cesar.martinez@cityproperty.com
staff on weekends. Along with the daily water level readings, any precipitation events will be monitored and recorded.
Under the management plan agreement with the Arizona Department of Water Resources (ADWR), money is set aside each year to fund projects that help maintain and preserve water within the Dobson Ranch community. This December the lakes at Dobson Ranch will be undergoing a seepage study to determine where and how quickly water is lost from the lake basins. To conduct a seepage study the lakes need to be as isolated as possible from water addition and removal.
At the end of the data collection period, the total recorded water loss of each lake basin will be calculated and compared to the expected evaporation rate to determine the amount of seepage. In general: Loss Due to Seepage = Change in Water Level – Loss Due to Evaporation + Increase due to Rainfall
The annual SRP canal dry-up is an ideal time to do a study as the community will not be receiving any water deliveries for a few weeks. The study will consist of daily water level readings for 30 consecutive days. Prior to the start of the study, staff gauges will be installed in each of the lakes to facilitate consistent water level readings by community staff on weekdays and by Aquatic Consulting
When plotting the data for a given lake basin, a rate of water loss above the predicted evaporation rate will indicate that there is seepage occurring. If the rate of water loss slows down it would indicate that the location of where the water is escaping is above the measured water level on that date. This can help to locate areas of the lake basin that need to be repaired to prevent future loss.

BUILDING MORE THAN A
D O C K
A dock is easy to overlook when it is doing its job.
Residents may walk past it, tie a boat to it, take a photo nearby, or glance at it from across the lake without thinking much about what went into building it. But when a dock begins to age, shift, or no longer meets the needs of the community, it becomes more than a structure. It becomes a reminder that shared amenities require planning, investment, and the right people behind the work. That is where Archadeck enters the story. Archadeck, a local franchise owned by Richard Vullo, was hired by the Dobson Association to install the new dock on Lake 7, remove the old dock, and, in the coming months, rebuild a dock on Lake 1. The Lake 7 project began taking shape last fall, when the Association started looking for a better long-term solution after previous dock materials did not hold up as needed.
The dock needed to be aluminum. It needed to be durable. It needed to last. Richard said Archadeck considered whether to build the entire dock custom or work with a manufacturer that specialized in docks and then finish the project with the right materials. “We are custom builders,” Richard said, “but we’re not too proud to use the right products if we can find them.” The next project will be Lake 1. Planning is already underway, and because the new Lake 1 dock will be placed in the same location as the existing dock, boat storage and access will need to be addressed before demolition and construction move forward. For Richard, working with Dobson Ranch is not just about completing one project. It is about understanding the community and responding to what it needs. As he put it, “We would like to build a portfolio of solutions for people that fits the requirements of the community.” That phrase captures the larger value of the partnership. Dobson Ranch is a community with aging amenities, high expectations, and residents who care deeply about the places they share. For residents, the new dock represents progress. For the Association, it is another step toward maintaining the amenities that help make Dobson Ranch feel like Dobson Ranch.
For Richard and his team, the Lake 7 dock was not a typical backyard project. “Frankly, for us here in Phoenix, it is new territory,” Richard said. “But Archadeck is a franchised company, and in our network, we have access to expertise from all over the country.” That network became an important part of the process. While the local Archadeck team brings Arizona experience, the larger Archadeck system gave them access to builders in other parts of the country who have worked on docks and water-adjacent structures. Archadeck began in New England in 1980 with a more structured approach to deck building. Richard explained that the company’s roots were built around drawings, construction plans, load ratings, span charts, and design details before construction began. That same mindset still guides the company today. Rather than simply asking what a customer wants built, Richard said Archadeck starts by asking how the space will be used. That question turns a project from a product into a solution. That approach matters in Dobson Ranch, where a dock is not just a dock. It is part of the lake experience. Residents walk by it, boat from it, gather near it, and notice when it changes. Shared amenities here are part of the community’s identity.

Restaurant Review: Barrio Bagel & Slice With so many lunch options surrounding Dobson Ranch, it can be difficult to find a place that feels healthy, affordable, fresh, and worth a few extra minutes in the car. Barrio Bagel & Slice, located on Arizona Avenue just south of Guadalupe Road, checks all of those boxes. Barrio Bagel & Slice also comes with an impressive connection. Don Guerra, the cofounder, won the 2022 James Beard Award for Outstanding Baker, a recognition that adds even more credibility to a place where bread is clearly at the center of the experience. Our group of three ordered a mix of items, including pizza, a sandwich, a side salad, and one of their full salads. Across the table, one word kept coming up: fresh. The salad ingredients were crisp, the flavors were clean, and the portions felt satisfying without being too heavy. In fact, one comment summed it up well: you may find yourself gravitating toward Barrio simply because you know the bread is going to be fresh and tasty. That matters. A good sandwich can fall flat when the bread feels like an afterthought, but Barrio seems to understand that bread is the foundation. The atmosphere is casual and easygoing, making it a comfortable stop for a weekday lunch, quick meeting, or relaxed bite with friends. It does not feel overly complicated, which is part of its appeal. Would we return? Yes. Barrio Bagel & Slice feels like one of those neighborhoodadjacent spots worth remembering when you want something fresh, filling, and a little different from the usual lunch routine. 18
