SAMUEL CHAMPLAIN (1567-1635) "The Father of New France French navigator, cartographer, draftsman, soldier, explorer, geographer, ethnologist, diplomat, and chronicler. He founded Quebec City on July 3, 1608. He drafted an accurate map of the coast.
CONCEPT DESIGN ARUP + DISSING & WEITLING+ ROY ASSOCIÉS ARCHITECTES + GROUPE SM • USA: The Champlain Bridge is used by up to 60 million vehicles per year and is one of the busiest vehicle crossings in Canada, vital to the economy of both Quebec and Canada. • CITY: The New Champlain Bridge will replace the existing Champlain Bridge and connect the Island of Montreal with the South Shore through complex highway junctions and smaller bridges including a new Ile des Soeurs bridge. • TRANPORT: The design accommodates future public transport plans by retaining the flexibility of running buses or a light rail train on a central transit corridor. • LANDSCAPE: A unique signature bridge design, sensitive to the needs of Montreal and with the appeal to become a new icon for the St. Lawrence River, Montreal, and Canada as a whole. • LENGTH: The architectural features of the new 3 km long bridge have been developed alongside rigorously defined technical criteria that will achieve a 125-year design life. • VIEWS: Connectivity between the South Shore and Montreal is further enhanced by a multiple-use path over the bridge and by viewing platforms both on and near the bridge that will showcase views of the city and the Saint Lawrence River. • FORM: The curved alignment and sculptural piers create an instantly recognizable shore-to-shore design with the elegant main tower and its harp of cables adding a unique accent to the bridge. • P3: The team has also contributed to a new procurement approach with Canada as this will be the first time that a Canadian public private-partnership procurement will include a definition design for a bridge which ensures that the architectural vision is realized in the finished product while leaving the freedom of innovation to the short listed consortia bidding to design, construct, and operate the new bridge.
P3 PROJECT A Public-Private Partnership (PPP, 3P or P3) is a cooperative arrangement between two or more public and private sectors, typically of a long-term nature. Governments have used such a mix of public and private endeavors throughout history. However, the past few decades have seen a clear trend towards governments across the glove making greater use of various P3 arrangements. There is no consensus about how to define a P3. Infraestructure P3 as a phenomenon can be understood at five different levels: • • • • •
Particular project or activity. Form of project delivery. Statement of government policy. Tool of government. Wider cultural phenomenon.
Common themes of P3 are the sharing of risk and the development of innovative, long-term relationships between public and private sectors. The use of private finance is another key dimension of many P3. A P3 typically involves a private financing, constructing, or managing a project in return for a promised stream of payments directly from government or indirectly from users over the projected life of the project or some other specified period of time.
