The harsh environment and constant use have contributed to the deterioration of the 30-year-old transient dock, according to a staff report.

OCEANSIDE—The Oceanside Harbor District Board of Directors adopted a resolution approving plans to use a possible grant to replace the transient vessel dock in front of the Jolly Roger Restaurant, making it the second dock the harbor has plans to rebuild.

Years of wear and tear, according to grant documents, have left the concrete docks cracking and showing signs of spalling. Harbor Manager Ted Schiafone said the dock, which is often at 100 percent occupancy, needs to be replaced because it is nearing the end of its useful life. He said the rebuild would include more space, increasing the number of slips handling vessels up to 38 feet from nine slips to 16. The new dock will also increase the end tie from 42 feet to 80 feet. The harbor maintains the transient vessel dock for visitors and other boaters who can moor there at a daily rate.

According to a staff report, the replacement of the 30-year-old dock has a total price tag of $848,032. The staff report said the project would

be completed with $636,024 in grant funds from the California Department of Parks and Recreation, Division of Boating and Waterways (DBW). The city would need to provide 25 percent in matching funds in the amount of $159,006 and an additional $53,002.

According to grant documents, Oceanside Harbor Maintenance and Operations funding would be used for the required 25 percent match.

The Harbor District Board of Directors, at their Aug. 21 meeting, adopted a resolution accepting the grant funds from DBW. The grant has not yet been accepted by DBW, but required the board’s approval before moving forward in the review process.

“This project is solely dependent upon gaining approval of the grant,” Schiafone said in an e-mail.

He said they should hear the status of the grant by March 2020 and the work should take less than 60 days.

According to grant documents, the Oceanside Harbor District will continue to apply standard transient slip rates once the construction is complete.

If accepted for the grant, Schiafone said the harbor might be able to combine the construction with the replacement of J-Dock, which will be replaced in 2020/2021.

In April, the city approved a $3.2 million dollar plan to replace J-Dock, which is the oldest and second largest

“It is for that reason the harbor needs a long term plan to pay for the eventual replacement of all docks and upland assets,” Schiafone said in an e-mail.

J-Dock, according to a staff report, has also reached the end of its lifecycle. Plans for the new J-Dock include a new, modern, low-maintenance dock system with an ADA gangway, upgrades to the fire suppression system, electrical supply and storage. J-Dock is home

to more than 40 slips that are leased to long-term boat owners, including a few who live aboard their vessels.

With two docks already in need of replacing, the Oceanside Harbor and Beaches Advisory Committee has dedicated a subcommittee to looking at the long-term vision for the harbor. Part of that will entail providing input on a three-year plan to determine remaining life of all assets and docks and determining financial path to rebuild in approximately 15-20 years.

Is fishing possible in space?

NASA is one step closer to finding out. NASA is designing a spacecraft for an exploratory “fishing trip” to Jupiter’s moon to find out how friendly the liquid ocean that likely spans beneath its frozen crust might be to life. The agency announced on Aug. 19 its spacecraft, Europa Clipper, has been cleared for the final design phase and its mission has been confirmed.

The custom built 24-foot vessel, which he named Ocean Defender, endured rough weather, including when Hurricane Flossie passed within 60 miles.

The vessel, which he describes as a combination paddle board and small boat, has a sleeping cabin forward and another cabin aft with storage bins, desalination unit and solar panels for powering electronics including a computer, phone and satellite internet.

He ate dehydrated food, using heated water, and sometimes fished. He paddled eight-to-10 hours daily and slept every night.

But he said that he was always tired because he woke up hourly

It’s the kind of adventure he loves.“I like it because it’s hard,” he said in Spanish Aug. 26 from Honolulu.

According to his website his Pacific crossing is not his first adventure at sea. In 2014 he won the Rames Guyane, a rowing race across the Atlantic for single-handed boats and in 2016 he circumnavigated 2,175 miles of the Iberian Peninsula coastline by paddle surfing for 141 days.

He celebrated his 50th birthday at sea, his sister Vanesa de la Rosa explained from Spain. The siblings run an adventure tourism business in Madrid and a small hotel for athletes.

Letters/Online Comments Letter to editor With absurd increases on sportboat ticket prices and increased parking fees, the landings are now charging a 3.50 percent credit card fees on ticket purchases.

Although it might be “it is what it is,” H&M Landing is charging it on cash purchases, which I have been told is illegal. Point Loma and Fisherman’s Landing charge the same fees and when I inquired on why, I was told it is for credit fees. When you ask H&M they give you the run around on what the fee is for.

These landings have monopolized the industry and are gouging the public. The blue collar worker can hardly afford to fish anymore and any penny saved is cherished but now we are being ripped off

Diving boat fire near Santa Cruz Island leads to tragic loss of life There were 39 people onboard Conception when flames engulfed the boat on Labor Day.

SANTA CRUZ ISLAND — A well-known boat out on a Labor Day Weekend diving trip near Santa Cruz Island with 39 passengers and crew members on board went up in flames in the pre-dawn hours of Labor Day, leading to an unimaginable, tragic loss in life. It is believed that all 33 passengers and one crew member onboard were killed.

There are always dangers when being out on the water, but nothing brings more shock and heartbreak than tragedy at sea. Members of The Log family send their heartfelt condolences to the families, friends and loved ones of all the victims, as well as the entire Southern California diving community. That feeling has been echoed by many through a makeshift memorial at Santa Barbara Harbor. What happened before dawn on Conception, a Santa Barbara Harbor mainstay, is a reminder of what could unexpectedly go wrong while you are out on the water.

The National Transportation Safety Board (NTSB) and Santa Barbara County Fire and Sheriff’s departments are still investigating the incident. Many questions remain unanswered at this point including the cause; The Log will follow the developments in the investigation.

So far, it is clear that once the flames started, it was too late for any of the passengers below deck to escape. Five crew members survived, Coast Guard officials said they were on the top deck at the time of the incident and jumped overboard. The rest of the passengers were reported to be below deck asleep when the blaze broke out. As of Sept. 4, search and recovery divers had recovered 33 victims. The rescuers said there were no signs of additional survivors.

What’s not as clear, is what, if anything, could have been done to prevent such a tragedy.

Coast Guard officials said that the vessel was in full compliance with inspections and other regulations, which included requirements the boat be equipped with smoke detectors and fire extinguishers. Coast Guard officials also said the boat’s captain is required to conduct extensive safety briefings before the boat departs from the dock.

The Lone Woman of San Nicolas Island

CHANNEL ISLANDS—Imagine being all alone on a barren island, the rest of civilization only a few miles away, for 18 years. This was the life of the lady known as Juana Maria, who spent 18 years living solo on San Nicolas Island – one of the Channel Islands just off the Southern California coast.

The story of Juana Maria was memorialized in Scott O’Dell’s 1960 children’s novel, “Island of the Blue Dolphins.” Juana Maria’s story is also the subject of a film screening at Santa Barbara Maritime Museum. The film, “The Lone Woman of San Nicolas Island,” narrates Juana Maria’s time on San Nicolas Island.

Juana Maria, according to the scholarly publication JSTOR Daily, was “discovered” on San Nicolas Island in 1853, living inside “a hut made of whalebones and brush.”

“She was wearing a dress made of cormorant feathers sewn together with sinew. She had been on the island by herself for 18 years,” a 2016 story published by JSTOR Daily said. “They called her

‘the wild woman,’ ‘the lost woman,’ and ‘the last of her race.’ Catholic priests baptized her Juana Maria. In his award-winning book, O’Dell called her Karana. But that woman of San Nicolas is as famous for her namelessness as for the lonely adventure she endured.”

San Nicolas Island traces its roots to the Nicoleño tribe, which used the land as part of its network of trading. The Russians, however, challenged the tribe’s domain in the Channel Islands, according to JSTOR Daily. The Spaniards were interested in the island, as well. Sea otters were quite popular on the island – which made San Nicolas a popular destination for fur traders and hunters.

Nothing is forever, though, and the trade economy dried up by the 1830s. Catholic missionaries soon came through the area and, eventually, tried to recruit the last band of Nicoleños on San Nicolas Island. JSTOR Daily’s article on Juana Maria stated a schooner was sent to the island in 1835 as a “benevolent rescue mission or forced eviction,” picking up the last group of people living on the island.

Conception The Associated Press reported a 2016 inspection resulted in owners replacing the heat detector in the galley and one in 2014 cited a leaky fire hose. The AP reported records show all safety violations from the last five years were quickly addressed by the boat’s owners.

The boat was scheduled for a threeday diving excursion “to explore the pinnacles of San Miguel Island,” over the Labor Day weekend, according to Worldwide Diving Adventures’ website.

The 75-foot commercial diving boat based out of the Santa Barbara Harbor departed Aug. 31 and was due back on the evening of Sept. 2. At about 3:30 a.m. Sept. 2, mayday calls reported a raging fire onboard. Those mayday calls included information that is still being investigated, including a statement that doors to the lower decks were locked and a reported explosion

after the flames had already broken out.

“There is no indication at this point in the investigation that there was an explosion that preceded this fire,” Santa Barbara County Sheriff Bill Brown said during a Sept. 3 press conference.

Coast Guard officials said there are no doors to bunk rooms, only curtains.

Conception had been chartered by Worldwide Diving Adventures, which says on its website that it has been taking divers on such expeditions since the 1970s.

and crafted the tools of life: water jugs, shelter, clothing,” the JSTOR Daily story said. “Perhaps she looked toward the mainland and waited. But we’ll never know – by the time she was rescued nearly two decades later, nobody could understand her language.”

The agency says the National Marine Fisheries Service expects in-season changes to the trip limit based on harvest.

Coast Guard proposes fines for ferry jumpers BOSTON (AP)—The Coast Guard in Boston is warning about the dangers and potential penalties of jumping off ferries.

The Coast Guard, in a statement Aug. 21, said it has proposed fines of up $2,500 each to two teenagers who they said jumped over ferry railings in New England waters this summer. They say 18-year-old Luke Garrity jumped off the Island Queen in Falmouth, Massachusetts on June 23.

Eighteen-year-old Andrew Myers is accused of jumping off the Anna C in Block Island, Rhode Island on July 28.

The Coast Guard says the act of intentionally jumping into the water from a passenger vessel is considered interfering with the safe operation of the vessel, and carries a fine of up to $35,000.

The teens have 45 days to appeal.

LOCAL California sails toward biggest salmon harvest in years SAN FRANCISCO (AP)—California fishermen

are reporting one of the best salmon fishing seasons in years, thanks to heavy rain and snow that ended the state’s historic drought.

It’s a sharp reversal for chinook salmon, also known as king salmon, an iconic species that helps sustain many Pacific Coast fishing communities.

Commercial salmon catches have surpassed official preseason forecasts by about 50 percent, Kandice Morgenstern, a marine scientist with the California Department of Fish and Wildlife, said. Harvests have been particularly strong in Morro Bay, Monterey and San Francisco, but weaker along California’s northern coast.

“We’re really surprised to be seeing this many fish being landed so far this season,” Morgenstern said.

The salmon rebound comes after three years of extremely low catches that resulted from poor ocean conditions and California’s five-year drought, which drained the state’s rivers and reservoirs.

Over the past several years, regulators imposed severe fishing restrictions to protect Chinook salmon, and officials declared federal fishery disasters in 2018 to assist fishing communities in California, Oregon and Washington.

This year’s adult salmon are the first class to benefit from record rainfall that filled California’s rivers and streams in early 2017, making it easier for juvenile Chinook to migrate to the Pacific Ocean, where they grow into full-size fish.

Chinook salmon are also being helped by improved ocean conditions that have produced an abundance of anchovies, krill and other feed. Several years ago, an El Niño event brought unusually warm water to

the Pacific Coast and disrupted the marine ecosystem.

Anglers in the Pacific Northwest have not been so fortunate. A dearth of Chinook returning to the Columbia River and Puget Sound are a major factor in the plummeting population of the region’s endangered killer whales.

In Alaska, state wildlife officials who oversee salmon are monitoring reports of fish dying in warm rivers. The state in July recorded its warmest month, and heat stress is suspected in the deaths of pink and chum salmon in rivers that empty into the Bering Sea, including the Yukon and Kuskokwim rivers.

Coast Guard finds 1,300 pounds of marijuana floating near Catalina Island AVALON (AP)—Authorities found 1,300 pounds of marijuana wrapped in plastic floating in the sea near Catalina Island on Aug. 13.

A bystander reported seeing what they believed to be narcotics floating near the island, said the U.S. Coast Guard in a news release. The Coast Guard and coastal law enforcement crews rode boats into the area and found 43 bales of marijuana.

The plastic-wrapped bales were transferred to U.S. Customs and Border Protection, which confirmed the bales consisted of marijuana weighing approximately 1,300 pounds and an estimated value of $1 million, the Coast Guard said.

Federal investigators did not know where the bales came from and are continuing to investigate.

Pier and crane replacements officially underway at Santa Cruz and Anacapa islands Two projects at separate destinations of Channel Islands National Park are expected to improve visitor access and safety.

VENTURA—Construction on a new pier at Santa Cruz Island’s Scorpion Anchorage and a crane at Anacapa Island are officially underway, according to a statement released by National Park Service (NPS). Both projects, according to NPS staff, would improve visitor access, safety and park operations.

Anacapa and Santa Cruz Islands are both part of Channel Islands National Park, which is managed by NPS. Work on the pier at Scorpion Anchorage will begin in November and take between six and eight months to complete, NPS staff continued.

The crane project at Anacapa Island, meanwhile, would begin in October and continue through April 2020.

“Anacapa Island will be closed for both day and overnight use for three weeks during the month of October, and for at least a week each in November, December, and March,” NPS staff stated. “The Scorpion Anchorage pier construction is scheduled to start in November and is expected to take six to eight months. Scorpion Valley will be closed to public access for the duration of the project.”

Island Packers, which operates as the boat concessioner for the Channel Islands network, will be offering alternate destinations for its customers.

Daily trips to Santa Cruz Island’s Santa Cruz Island and special day trips to other off-the-beaten path destinations will be offered. “[Island Packers plans] to offer extended wildlife cruises including visits to Painted Cave, one of the largest known sea caves in the world as well as multi-island day trips to expose visitors to the great diversity of the Channel Islands,” NPS staff stated.

Santa Barbara Adventure Co., which offers guided kayak tours and snorkel rental services, will reportedly downsize and relocate to Prisoners Harbor during construction. The move will be temporary, as the company expects to return to its usual operation once the new pier at Scorpion Anchorage is complete.

John S. Meek Co. Inc. was awarded a $15 million contract to build the new pier at Scorpion Anchorage.

Funds for the project come from the Federal Lands Highway Alternative Transportation Program and the State of California Department of Transportation Ferry Boat Grant Program. The company also completed Santa Rosa Island’s pier in 2010.

“The new pier will improve the safety and efficiency of loading and offloading passengers and cargo with a gangway

for landing visitors and more reliable access during low tide conditions,” NPS staff stated. “It will be located about 300 feet to the south of the existing landing and will be longer, wider, and higher. It will measure at 18 feet wide by 300 feet long and will be supported by steel piles and a superstructure designed to handle storm events and wave action.”

JMG Constructors LLC, meanwhile, will complete the new crane replacement project at Anacapa Island. The project is expected to cost $5 million

and will be paid for by NPS construction funds.

“The new crane on Anacapa Island will restore essential park operations and will improve visitor and emergency services on the island. It is a two-crane design that will improve the safety of loading operations. It replaces a single crane that failed due to prolonged exposure to the harsh marine conditions on the island,” NPS staff stated. “The twocrane system mirrors the configuration of the original historic Anacapa Light

Station crane that was installed in 1932.”

NPS staff added the timelines for both construction projects could endure delays, depending upon weather and “other project considerations.”

“Once completed, these major infrastructure improvements will make substantial progress in addressing the backlog of maintenance projects at Channel Islands National Park,” NPS staff continued.

Oceanside Pier falling apart in 1980s OCEANSIDE—Oceanside Pier has been through a lot since construction for the first structure began in 1888. The pier, which was originally called a wharf, has been battered by many storms. Some might remember the storm that left the damage in this Oceanside Historical Society photo taken in the 1980s. According to the Oceanside Chamber of Commerce, in April 1976 a 600-square-foot section collapsed during a storm; a 200-square-foot section was ripped off by another storm two years later. The city decided to demolish the deteriorating pier and build a new one, which is the pier today.

In 1978 planning began. The new pier would open in 1987 and be nearly 2,000 feet long and would include a restaurant, tackle shop, lifeguard tower and restrooms.

Boating and fishing retailer kicks off the fourth iteration of its one-month fundraising campaign to help erase blood cancers.

WATSONVILLE, California—West Marine and The Leukemia & Lymphoma Society (LLS) are partnering for the fourth year in a row to raise money for cancer research. The fundraiser will take place at all West Marine stores between Sept. 1 and Sept. 30.

The money West Marine receives will be given to LLS, allowing the society to research the cure for blood cancers and provide patient services.

Customers can participate in the cancer research fundraiser by purchasing a paper sailboat during their West Marine visit. The customer can add his or her name to the sailboat, which would then be displayed in-store.

The boating, fishing and sailing retailer has raised almost $200,000 for LLS since partnering with the society in September 2016.

Paralleling the month-long paper sailboat fundraiser is the Leukemia Cup Regatta. The regatta is a series of sailing events at yacht clubs across the country.

“Since the inception of the Leukemia Cup Regatta in 1988, over $70 million has been raised to help advance the LLS mission,” West Marine staff said in a released statement.

“Regatta participants seek donations from friends, coworkers, family and companies to sponsor their boat.

Funds help support life-saving research and patient services, bringing hope to patients and their families.”

Every dollar raised by West Marine will be donated to leukemia, lymphoma and myeloma research, according to Laura Barry, the boating, fishing and sailing retailer’s director of marketing communications.

“For the past three years, West Marine has been proud to partner with LLS and our customers to contribute to the organization’s mission – a world without blood cancers,” Barry said in a released statement. “One hundred percent of each donation supports LLS to help in the fight against leukemia, lymphoma and myeloma. Each year, our associates and more so, our customers, go above and beyond to donate to this cause and we cannot thank them enough.”

Sailor Gary Jobson, a lymphoma survivor who also serves as National Chairman Emeritus of the Leukemia Cup Regatta, said the West Marine-LLS paper sailboat fundraiser actually goes a long way in supporting the battles many families endure in fighting cancer.

NEWPORT BEACH—The Newport Beach boating industry lost an iconic figure and beloved friend, Ryan Eastman.

The 47-year-old-year-old died unexpectedly of believed natural causes in his sleep on Aug. 20 while on a business trip in Florida, according to Eastman’s father in-law, Sam Hill. His exact cause of death is pending results from an autopsy.

He leaves behind his wife, Alison, and his eight-year-old son, Sam. “Whether it was body surfing with his eight-year-old son, he just loved the ocean,” Hill said.

Eastman was a longtime resident of Newport Beach. He went to school at Newport Harbor High School, then graduated from the University of Southern California and went on to earn a law degree, although he never practiced law.

Coast Guard can’t confirm when official report would be released.

SAN DIEGO—An open-ocean collision involving a 65-foot sportfisher and 332-foot luxury yacht occurred on Oct. 26, 2018, about 9 miles off the coast of Imperial Beach and somewhere near the U.S.-Mexico border. We are almost one year removed from the incident and the U.S. Coast Guard has informed The Log its investigation is still ongoing.

Several injuries were reported and the Coast Guard was deployed to rescue several passengers. At least one person died, according to news reports and unnamed sources that were on the scene.

The Log reached out to a source at the Coast Guard’s San Diego sector in March to determine whether an investigation of the open-ocean collision had been completed.

Lt. Commander Stephanie Hodgdon replied to The Log on April 1 and stated the investigation was still ongoing.

“The Attessa IV/Prowler investigation is still open and ongoing.

Therefore, we cannot disclose the details of the case at this time. The details of the case cannot be release until the investigation is closed by our headquarters in Washington, D.C.,” Hodgdon said in her e-mail response.

“At this time, I do not have an anticipated date of completion and closure due to the nature and complexity of the incident.”

She added progress of the investigation could be tracked online at cgmix. uscg.mil, with the reference number 6572770.

The Log visited the above-referenced website and typed in the reference number in the relevant Coast Guard search engine. The search engine stated it did not recognize the reference number and could not return any results of an investigation. Word searches for “Prowler” and “Attessa IV” were also unsuccessful, so The Log reached out to the Coast Guard’s San Diego sector on Aug. 27 to inform them of the search results and to ask for an update.

Prowler, a 65-foot sportfisher, was returning from a fishing expedition in Mexican waters when it collided with the 332-foot luxury yacht Attessa IV

during the early morning hours of Oct. 26. The collision occurred 9 miles west of Imperial Beach and in an area where boats commonly navigate through en route to Mexico. Prowler was headed toward Mission Beach and Attessa IV was likely headed south into Mexico.

Many questioned how a collision of this nature could happen, what with radar, AIS and other on-board technologies. Then there are round-the-clock lookouts, not to mention it’s hard to overlook a large boat in open water, be it a 65- or 332-footer.

The Log will continue to check in with the Coast Guard and report on the

results of its investigation as soon as it’s completed.

EPA’s final rule allowing for year-round sales of fuels with 15 percent ethanol was “arbitrary” and “an abuse of discretion,” according to lawsuit.

Rohit WASHINGTON, D.C.—A coalition of advocacy groups representing oil, maritime and motorcycle interests has filed a petition in federal court, seeking a formal and legal review of an Environmental Protection Agency (EPA) final rule allowing for expanded sales of gasoline with 15 percent ethanol. The lawsuit, filed in early August against the EPA and its administrator, Andrew Wheeler, was brought by the American Petroleum Institute, American Motorcyclist Association, National Marine Manufacturers Association (NMMA) and Citizens Concerned About E15.

The quartet of petitioners are demanding a review of the recently implemented final rule on expanded E15 sales, claiming the grounds of its approval was “arbitrary, capricious, an abuse of discretion or otherwise not in accordance with law.”

EPA’s final rule on expanded E15 sales, according to NMMA and the other three parties filing the claim, was also enacted “in excess of statutory jurisdiction, authority or limitations” and was

“adopted without observance of procedure required by law.”

All four parties jointly filed their complaint in the United States Court of Appeals in Washington, D.C., on Aug. 9.

The petition itself was brief, with one page stating the request for petition, followed by a description of each of the parties seeking action and relief, as well as contact information for NMMA, Citizens Concerned About E15, American Petroleum Institute and American Motorcyclists Association.

EPA’s final rule was included in the remainder of the petition.

The final rule listed “marine service stations” as an example of “potentially affected entities” by the E15 ruling.

Pres. Donald J. Trump, in carrying out a campaign promise, directed the EPA to initiate a rule making E15 more accessible on the market. The directive, which was issued in October 2018, eventually materialized in a final rule, which allowed E15 to be available between May and September each year.

E15, prior to the final rule, could not be sold in those months.

EPA staff stated the final ruling would create parity in the way the E10 and E15 are treated under the agency’s regulations. The final rule, according to EPA staff, would also increase transparency and deter manipulation or anti-competitive behaviors in the “renewable identification number,” or RIN, market.

unnecessarily limit the potential growth in biofuel consumption,” EPA staff stated in its final rule on E15 fuel regulations. “Congress intended to promote and accommodate expanded biofuel use and outlined greenhouse gas savings. While this rule alone is not expected to increase the availability of E15, it removes one barrier to such an outcome.”

Opening the door for an increase in sales of E15 was a major win for the U.S. corn and farming industry. The boating and oil industries, however, have been adamantly opposed to E15 sales. Oil companies views any mandate calling for increased sales of biofuels, E15 or otherwise, as a direct threat to sales of petroleum-based gasoline. The marine industry, meanwhile, has consistently pointed out E15 fuels are harmful to

boating engines and would void boat engine warranties.

The back-and-forth between corn, on one side, and oil and marine industries on the other has been ongoing since Congress enacted the Renewable Fuel Standard, or RFS. The RFS mandates refineries to blend corn-based ethanol into their fuel blends. Refineries who don’t fuel blends with corn-based ethanol must purchase credits from those who do.

Pres. Barack Obama’s administration prohibited the sale of E15 between May and September each year in an effort to reduce smog emissions. Trump, however, stated the difference in smog emissions from E10, sales of which has always been allowed year-round, and E15 fuels are minimal.

The Ventura Port District hopes getting into the aquaculture sector will help them further diversify their commercial fishing industry.

VENTURA—Imagine this: miles off the coast of Ventura, under the surface, hundreds of dangling ropes teeming with mussels. That is the vision of the Ventura Shellfish Enterprise (VSE).

Efforts to bring aquaculture to the Ventura Harbor area have been afoot since 2015 and the plan has been modified over the years, but it is pushing forward with the same goals: to provide safe, sustainably produced, and locally grown shellfish while also boosting the local economy.

“We want to have a strong, diverse commercial fishing industry that includes aquaculture,” Brian Pendleton, general manager of the Ventura Port District, said.

VSE is comprised of partners from the Ventura Port District, Coastal Marine Biolabs, Cultured Abalone and

Ashworth Leininger Group. The plan is to build a shellfish farm in federal waters about 3.5 miles from Ventura Harbor.

The project would entail 20, 100-acre plots in federal waters in the Santa Barbara Channel the private sector could sub-permit to grow Mediterranean mussels. The Ventura Port District submitted permit and project applications in October 2018 to the U.S. Army Corps of Engineers and California Coastal Commission.

Ventura is hoping to grow mussels on open water long lines, such as these, in federal waters about 3.5 miles from the harbor.

Maintaining your boat requires a lot of work and attention but it needs to be done. Kevin shares a few tidbits and stories with Parimal in The Log’s latest edition of Nautical Banter.

Parimal M. Rohit: Okay we’re back out here on the boat, Indy Sent Lady, with Kevin Davis and we’re talking boat maintenance. What would you say is the biggest surprise you’ve had in maintaining your boat?

Kevin Davis: There’s always something.

There’s always something to clean, always something to deal with, because your boat is out in the elements. If you learn to do it yourself, it’s better, however I don’t recommend it the first time.

You’ll make a mistake and mess something up and that’s even more costly.

Just keeping your boat clean is a big deal – keeping it scrubbed, keeping it polished, keep your gel coat. It’ll make an old boat look new.

When we first got [Indy Sent Lady] she was in pretty poor shape. She really hadn’t been taken care of for almost two years. One of the first things we did was we cleaned the hell out of the inside.

We had her taken out for the inspection.

While she was out we had the bottom hull repainted. There are a number of different places to go, I’d suggest people make sure that they do the research of where they are going, make sure it’s a reputable company.

Ask lots of questions, as far as maintaining a boat.

PMR: How often do you haul out your boat?

KD: We have our boat hauled out about every three years and have the bottom painted, have the bottom inspected, make sure there are no holes or things like that, that you may or may not be aware of, check your rudder out, it’s always good if you can afford to get your boat hauled out. It’ll save you a lot of money in the long haul.

You also need to make sure you take care of your boat all the time, not just once every three years. We have a service, actually, who comes and scrubs our hull, changes our zinc on our prop, and they come out once a month. [They] also give us a report on the bottom.

PMR: What would you say is the average time commitment to maintaining your boat? Is it monthly? How many hours per month?

KD: We’re on a routine. Once a week, go through and clean the cabin. Having pets on the boat, too, especially with hair and dandruff – and you’re in a closed space anyway – you always want to make sure you keep your cabin clean and nice. Just like any house, you want to keep it nice and tidy.

The outside of the boat – I scrub ours about once a month, and I mean a good scrubbing. It depends upon the time of the year, too, right? I like to always do it in the mornings, especially after a damp morning, when it still has dew on it. Just hosing your boat off and keeping all the dust off of it, a lot of crap that just piles up, always a good thing to do.

We have our engine looked at once a year. It’s just like maintenance on a car. You always want to make sure your fluids are good, make sure your belts are good, especially before you head out.

Redondo Beach’s white sea bass grow-out program has no home following the closure of SEA Lab.

By Lindsey Welling REDONDO BEACH—A more than two-decade-old volunteer program in Redondo Beach aiming to replenish white sea bass stocks is fighting against extinction.

The operation in King Harbor has been a part of the larger California Department of Fish and Wildlife’s Ocean Resources Enhancement and Hatchery Program (OREHP) since 1993.

OREHP was established in 1982 to research the economic and ecological feasibility of releasing hatchery-reared fish to restore depleted, native, marine fish populations to a higher, sustainable level. The fish are hatched at Hubbs-SeaWorld Research Institute in Carlsbad and raised in grow-out pens across Southern California harbors for about four to five months until they are old enough to be released into the wild.

In Redondo Beach, the King Harbor Ocean Enhancement Foundation and volunteers ran the program out of the SEA Lab. The program was left homeless when the more than two-decade old educational and rehabilitative aquarium closed in June.

“We really need a location,” co-director of the King Harbor white sea bass program John Whitaker said.

“We’ve already done it [the grow-out program] I know we can do it again.”

OREHP Coordinator Valerie Taylor said there are now eight grow-out pens currently active in Southern California.

Taylor said the King Harbor operation, over the past 25 years, has successfully reared and released more than 120,000 juvenile white sea bass. There are no numbers on how many of those King Harbor fish survived but recent studies have shown post-release survival is low, program-wide.

Whitaker and fellow co-director Rich Ford are now looking for a new location for the program in King Harbor. Whitaker said ideally they will have the program back up and running in six months.

“We have a special responsibility here in Redondo Beach,” King Harbor boater Mark Hansen said. “Only the cities that happen to have a harbor can do it [white sea bass program].”

Whitaker said Hansen is a leading force in continuing the white sea bass program in Redondo Beach. Hansen credits his granddaughter for introducing him to the white sea bass program.

He said she volunteered to clean tanks at SEA Lab and he would drive her there.

“It [white sea bass program] creates a new way of thinking for the next generation that we are responsible for our

ocean,” Hansen said.

The Redondo Beach City Council, at its Aug. 20 meeting, held a discussion about the white sea bass program to better understand the operational requirements and explore options for continuing the program within King Harbor.

– is nowhere new in the U.S., in some ways, the port district is navigating unchartered waters. While not new on a global scale, offshore shellfish farming in federal waters is still in its infancy here in the states. Diane Windham, the aquaculture coordinator for National Oceanic and Atmospheric Administration (NOAA) Fisheries West Coast Region, said there aren’t many aquaculture projects permitted offshore in California or across the U.S. and a lot goes into it, including research and environmental studies. Part of Windham’s job entails giving regulatory guidance and expertise to those seeking entry to the aquaculture industry.

She said because offshore shellfish farming is relatively new and because of the present regulatory structure, the permitting process is unpredictable.

“It’s a little bit of a moving target,” Windham said.

She said the lengthy and costly permitting process is one of the current challenges in the development of any aquaculture project. Pendleton said the Ventura Port District is hoping to remove that barrier to entry for mom and pop shops by going through the permitting process and allowing the private sector to sub-permit from them.

The sub-permits would still need Army Corps approval but it would be an expedited process.

“There’s a great alignment between our goals and creating an opportunity for the private sector,” Pendleton said.

One hope for the project is it would enhance and sustain Ventura Harbor as a major west coast fishing port and support the local economy.

“Commercial fishing is the leading part of this harbor’s economy,” Pendleton said.

Pendleton added the full project build out and operation could generate a maximum of $45 million to $55 million in annual wholesale value, with the more conservative estimates putting the predicted annual wholesale value at $22.5 million to $27.5 million.

Pendleton continued squid currently dominates the Ventura commercial fishing market. According to records held by the California Department of Fish and Wildlife, Port Hueneme, Ventura and Santa Barbaraarea landings for squid in 2018 were valued at a combined $13.6 million.

Windham said aquaculture projects create lots of potential for job creation and re-invigorating waterfront communities. NOAA Fisheries aims to foster responsible aquaculture that provides safe, sustainable seafood; creates employment and business opportunities in coastal communities.

“This project has embraced these philosophies,” Windham said.

Researchers involved in the VSE project say shellfish farms have the ability to feed more people with less environmental impact. Mussels feed exclusively by filtering naturally occurring microscopic plankton and organic particles from the water column. Researchers say when compared to beef, chicken, pork, or fish,

mussels and other bivalve produce the smallest environmental footprint.

Aquaculture is not new, but it is growing. According to NOAA, marine aquaculture production increased an average of 3.3 percent per year from 2009-2014. Windham said it is a slow growing industry.

“I do get a lot of calls from folks who are interested in developing their own aquaculture farm,” Widnham said. “The past two-to-three years there has been a huge uptick in that.”

Ventura Port District is not the only one to see opportunity in the aquaculture sector in California. Located about 10 miles out from San Pedro and six miles from the coast of Huntington Beach is Catalina Sea Ranch, which

bills itself as the first aqua farm in federal waters. The company raises mussels, kelp, oysters, scallops and more. Other mussel farms exist in state waters all across California, including the nearby Santa Barbara Mariculture Farm.

According to NOAA, aquaculture supplies more than 50 percent of all seafood produced for human consumption. Windham said the U.S. currently imports about 85 percent of its seafood. As for the future of aquaculture, Windham sees a place for both commercial fishing and seafood and shellfish farming.

“There can be a complementary relationship there,” Windham said.

She said the idea is not to take

away from commercial fishing, but to address some of the challenges including meeting rising seafood demand and allowing re-growth, all while using sustainable practices.

“We often see increased fishing conditions near aquaculture sites,” Windham said.

Windham also said it creates more job opportunities for anglers and other marine professionals. She also noted that not every part of the ocean is suitable for aquaculture, leaving plenty of water for both commercial and recreational fishers.

Reports of harmful waters have been trickling in all summer long, with several Southern California lakes dealing with the summer season phenomenon.

SOUTHERN CALIFORNIA—Labor Day 2019 is officially in the rear view mirror, which means boating season – and summer – is unofficially over. But the mercury is still rising and warm weather is here to stay for a few more weeks, at least in Southern California.

The warm weather means several lakes are experiencing harmful algal blooms.

Waterways such as Big Bear Lake, Castaic Lake, Lake Elsinore, Lake Perris, Lake Skinner, Puddingstone Lake, Pyramid Lake and Silverwood Lake have all reported episodes of harmful algal blooms since July.

Being in contact with harmful algal blooms increases the risk of being exposed to cyanobacterial toxins. No human deaths have been reported from exposure to such toxins, according to the California Department of Public Health, but there are a few con-

sequences when coming into contact with waters affected by harmful algal blooms.

A person could suffer from skin rashes, for example. Diarrhea and vomiting could occur if contaminated water is ingested. Your kidneys, liver or nervous system could also be harmed if you are exposed to higher toxin levels.

There are a few things to pay attention to determine whether you are at a lake experiencing harmful algal blooms. Is the water bright green, blue, brown or red in color? Is the water cloudy? Does the water have a bad smell, similar to rotten eggs or sewage?

Have you observed dead plants or dead fish? Answering yes to any or all of these questions would be a red flag and likely means the water is suffering from harmful algal blooms.

Summer is officially over on Sept.

21 and the weather could start cooling down a few weeks later, so the worst of algal bloom season might have already passed. A few lakes and water districts have already reported a dissipation of algal bloom events.

Lake Perris was one of several inland waterways experiencing algal blooms this summer. Will these harmful water events continue into September and October?

Resources observed a reduction of microsytins at Silverwood Lake, which is in San Bernardino County, for two consecutive weeks – allowing officials to open up the lake’s beaches, but with a caution advisory.

State officials, in June and July, also determined the harmful algal bloom at San Luis Reservoir up in Merced County was at “danger” level, meaning anyone visiting near Los Banos was advised to avoid contact with the water

or eating fish caught from the reservoir.

Algal blooms were observed at Lake Perris in May, while cyanobacteria was discovered at Lake Skinner in June.

Oxnard Planning Commission rejects Local Coastal Plan amendment, but City Council will have final say on whether area could be re-zoned for residences.

OXNARD—A proposed amendment to Ventura County’s certified Local Coastal Plan (LCP) for the Fisherman’s Wharf area was rejected, Aug. 22. The proposed amendment sought to allow residential development and taller buildings at a portion of Channel Islands Harbor where Ventura County and Oxnard city officials are seeking to redevelop and revitalize Fisherman’s Wharf.

The seven-member Oxnard Planning Commission deliberated the LCP amendment for nearly three hours before recommending against it by a 5-1 vote; one commission member was not present at the Aug. 22 meeting.

Residential development is currently restricted at Fisherman’s Wharf, and there are certain height restrictions in the area. Zoning ordinances, LCPs and land use plans currently in play were adopted between 1982 and 1986.

The commission did not review or consider specific elements or changes to the project; commissioners, instead, were considering changes to the LCP.

Plans to build a new “urban village” at Fisherman’s Wharf would not include residences but also call for structures to be as high as 55 feet tall.

Channel Islands Harbor Director made a case for why the LCP should be amended, therefore allowing the proposed Fisherman’s Wharf development to ultimately move forward.

“The Fisherman’s Wharf retail center needs to be redeveloped. It must be redeveloped,” Sandoval told commissioners. “We should increase access as we can. We should increase the desire to visit the Fisherman’s Wharf retail center, and we should develop a destination for all income levels … and enhance commercial fishing amenities and recreational boating.”

He added the property location presents several challenges, such as existing six miles away from the nearest major highway and surrounded by farmland, the ocean and a Navy base. Further harming the development potential of Fisherman’s Wharf is the area’s demographic: many residences surrounding the harbor area are second homeowners or occupied by vacationers, according to Sandoval.

TWO HARBORS—It’s not quite the moon, but Catalina Island recently served as the training grounds for NASA and two other International Space Station partners.

A two-week long NASA mission called NEEMO NXT (NASA Extreme Environment Mission Operations Neoteric eXploration Technologies) wrapped up on Aug. 28. It took place on land and in the water around the USC Wrigley Marine Science Center in Two Harbors. NASA astronaut Drew Feustel, European Space Agency astronaut Thomas Pesquet and Japanese astronaut Norishige Kanai all took part in the training. NEEMO is a long run-

ning NASA-led project where undersea spaceflight analog missions are conducted using the world’s only undersea habitat in the Florida Keys. The focus is on living in an undersea habitat and conducting undersea spacewalks on the seafloor.

This project, NEEMO NXT, is a new extension of the program, focusing on the operational aspects of piloting a subsea rover and a single person “Exosuit” to conduct exploration traverses. The space agencies used the extreme environment of underwater to test out the new technology as well as tools, techniques and training programs for space exploration. The astronauts used both the “Exosuit” and subsea rover underwater to simulate aspects of space. Pesquet said in a tweet the suit weighed about 661 pounds.

Great Pacific Airshow buzzing in, catch it from the water Boaters will be able to watch the Great Pacific Airshow in Huntington Beach, Oct. 4-6 from aboard their vessels.

By Lindsey Welling HUNTINGTON BEACH—Those on the water during the Great Pacific Airshow in Huntington Beach will get a front row seat to the action.

The fourth edition of the free show takes to the skies, Oct. 4-6, with performances from noon-4 p.m. daily. This year’s show features the Canadian Forces Snowbirds, the Royal Air Force Red Arrows, U-S Air Force F-35 Lightning-2 demo, F-18 Super Hornet, plus a host of world-class performers. It will also feature a historic JetPack Aviation performance with two Jetpack pilots. Never before have two Jetpack pilots performed together in an air show, according to operators of the Great Pacific Airshow.

Boaters will be able to watch the action on the water. The Great Pacific Airshow website states that in 2017 there were thousands of boats in a floating air show city with premier views. According to the event website, boaters should know that between noon and 4 p.m. the air show will institute what is called a sterile aerobatic box in the water, which will be marked with buoys. The U.S. Coast Guard and lifeguards on jet skis will be monitoring the area. Boaters should refer to the Coast Guard notice to mariners for further location information.

Those wanting to catch the action from the water can also hop on a luxury yacht with Prince Charters. The yacht will depart from the public dock at 3821 Warner Avenue in Huntington Harbour at 9:30 a.m. and return at 5:30 p.m.

Tickets are available for all three days and cost $250.

Spectators watching from the land can grab a spot on the beach and watch for free. The Great Pacific Airshow has several premium ticket options for those who want guaranteed front row seats and extra perks, which are on sale and can be purchased at pacificairshow.com/tgpatickets. The show center is located on the beach across from the Waterfront Hilton, with an aerial performance box of more than one mile long.

Those who are driving are advised to be prepared for traffic delays. Last year’s event attracted more than 2 million people during the three-day span.

San Pedro welcomes 4th annual LA Harbor Boat Show The final Southern California boat show for 2019 returns to L.A. Harbor’s Cabrillo Way Marina, Sept. 19-22.

By Parimal M. Rohit SAN PEDRO—The Port of Los Angeles will cap off yet another summer with a boat show, as the 4th annual LA Harbor Boat Show comes to San Pedro’s Cabrillo Way Marina, Sept. 19-22.

The annual in-water maritime event to celebrate Southern California’s boating lifestyle will again exhibit a large selection of new boats and brokerage vessels. Scores of dealers, exhibitors, new and brokerage models, and vessel types will be on display at this year’s show, which also features boater education events and live entertainment.

Several Pacific Coast brokerages will be in attendance at the four-day show. The combination of new boats and brokerages gives the boating public a chance to do side-by-side comparisons, whether you are a buyer, seller or checking out the market.

Attendees will have the opportunity to check out catamarans, cruisers, dockage, motoryachts, paddleboards, sailboats, sportfishers and tenders. Also at the boat show will be vendors providing accessories, financing, gear and other services.

More than 60 exhibitors specializing in sailing lessons, guided cruising trips, outboard motors, onboard accessories, marine financing and yacht brokerage services will be on hand. On display at the LA Harbor Boat Show will be catamarans, cruisers, kayaks, motoryachts, paddleboards, sailboats, sportfishers, tenders and trawlers.

Dining options surrounding the LA Harbor Boat Show include 22nd Street Landing Seafood Grill and Bar, Bunz Gourmet Burgers, Crusty Crab, Green Onion Mexican Restaurant, J. Show producer Tim Baker said Cabrillo Way Marina doubles in size during boat show weekend, with its docks filled with boats at various price points and geared toward every boater’s experience level.

The harbor area itself serves more than 22 million local customers yearly and reaches an upward of $300 billion in annual trade. Los Angeles city officials are in the midst of revitalizing the San Pedro waterfront. Ports O’ Call Village, for example, is currently undergoing a $100 million renovation, adding a new element to one of the busiest container ports in the world.

South Coast Yachts and San Diego Yacht Club brings the latest iteration of Beneteau Cup to Southern California, Sept. 21 and 22. There will be two fleets: First Series and Cruising Division.

San Diego Yacht Club hosts 2019 Beneteau Cup Regatta will feature two fleets – First Series and Cruising Division – based upon handicap.

SAN DIEGO—Beneteau owners are invited to participate in the 2019 Beneteau Cup Regatta, which comes to San Diego Yacht Club, Sept. 21-22.

The regatta is open to all Beneteaus and is broken up into two fleets: First Series and Cruising Division. A class for One-Designs could be set up upon request and at least five boats register as a One-Design.

A seminar on sail trim and basic racing will be held on Sept. 20, 6-9 p.m.; the seminar will be held inside the Jessop Room at San Diego YC and

presented by South Coast Yachts.

Registration begins at 8 a.m. on Sept. 21, with the Skippers Meeting happening at 9 a.m.; both registration and the meeting will take place at the Official Regatta Notice Board.

The first warning signal will be at noon; Race 2 will follow shortly thereafter. All racing begins at Coronado Roads. Competitors can enjoy live music, dinner, drinks and a raffle at San Diego YC’s Spinnaker Deck after the first day of racing is complete; the evening festivities begin at 4:30 p.m. and are expected to continue until 9:30 p.m.

Racing continues on Sept. 21, with yachts launching into competition at 11:30 a.m. Awards will be presented to winners on the front deck from 4 p.m. onwards.

“The racing area will be in the Coronado Roads on Saturday. Courses

will likely be W/L or Triangle configuration around inflatable marks. The racing area will be in San Diego Bay on Sunday. The course will be a random leg course,” the Notice of Race stated.

“For One Design fleets, and if the wind direction accommodates, the Sunday course will be W/L in the Bay, and the Race Committee will attempt 3-4 races. Start times and exact start locations will be provided in the Sailing Instructions and fleet breaks.”

All eligible yachts must register by Sept. 18 at 4 p.m.; the entry form is available online at www.sdyc.org/beneteaucup. Questions and comments about registration and the regatta in general are to be directed to the San Diego YC Sailing office’s email address, which is sailing@sdyc.org.

Entrants seeking to register after the Sept. 18, 4 p.m. deadline are requested to contact South Coast Yachts for

instructions.

The entry fee, which includes a dinner and Saturday night party, is $95; members of the boat’s crew are invited to party, with payment of the entry fee.

San Diego YC will have slips available for visiting yachts; the club will also host an overnight raft-up.

LONG BEACH — Sailors are invited to participate in the latest iteration of Long Beach Yacht Club’s Catalina Island Series, as the Isthmus Cove race takes place Sept. 20-22.

The three-day race is included to anyone who registered at the begin-

ning of the series or during any of the six regattas between May 18 and July 14. The Isthmus Cove race will start in Long Beach, head to the Isthmus, continue to Catalina Island’s West End and return to Long Beach. Warning signals are at 11 a.m. on Sept. 20 (Long Beach to Isthmus), 1 p.m. on Sept. 21 (Isthmus to West End) and noon on Sept. 22 (West End to Long Beach).

Rohit ENOSHIMA, Japan — This year’s Hempel World Cup Series in Enoshima, Japan, came to close on Sept. 1, with seven sailors from Southern California competing in the international sailing event. Only two of the five medal races scheduled to take place on the final day of racing took place, meaning there were podium finishes based upon cumulative standings of the 10 earlier races.

Finn, Laser and Laser Radial medal races were all canceled; standings from the qualifying races were used to determine who would take the podium.

Sailing conditions were not favorable on the final day of racing, what with light winds and, according to a U.S. Sailing statement, “speeds too slow for racing.”

San Diego sailor Caleb Paine, who was the only American to finish with a medal in sailing at the 2016 Summer Games in Rio de Janeiro, Brazil, finished in 11th place for the Finn class at

Hempel.

Riley Gibbs of Long Beach, meanwhile, finished in 16th position for Nacra 17 with her partner, Anna Weis (Ft. Lauderdale). Also finishing in 16th place, in the 49er class, were Judge Ryan (San Diego) and Hans Henken (Coronado).

Newport Beach’s Charlie Buckingham competed in the Laser class and had an 18th place finish.

Paris Henken out of Coronado settled for 20th position in the 49erFX class; Henken was partnered with Anna Tunnicliffe-Tobias (Pittsburgh, Pennsylvania).

Newport Beach’s Chris Barnard placed 45th in the Laser class.

Andrew Mollerus (Larchmont, New York) and Ian MacDiarmid (Delray Beach, Florida) had the best finish for USA overall at Hempel; the duo placed eighth in the 49er class.

Luke Muller of Ft. Pierce, Florida, finished one position (tenth) ahead of Paine in the Finn class.

Central California coast and Delta areas suffered greatest loss of estuaries; San Diego Bay was also hit hard.

STATEWIDE — Nearly 450 estuaries up and down the West Coast of the United States lost about 85 percent of its vegetated wetlands, according to a National Oceanic and Atmospheric Administration (NOAA) report. The hardest hit areas were the Central California Coast, Sacramento-San Joaquin Delta and San Diego Bay. The Central California Coast suffered a 91.7 percent loss of its tidal wetlands, which include estuaries. Only the Sacramento-San Joaquin Delta area suffered a greater loss of tidal wetlands (96.8 percent). San Diego Bay lost 75.5 percent of its tidal wetlands. Other areas with a high loss of tidal wetlands were Humboldt Bay (85.9 percent), Southern California Bight (58.7 per-

cent) and Newport Bay (41.9 percent).

NOAA’s report was published in mid-August. The report stated 85 percent of all historical tidal wetlands in California, Oregon and Washington have been lost.

Estuaries are where juvenile and steelhead salmon transition from saltwater to freshwater waterways; they also support a variety of migratory birds, fish, shellfish and terrestrial wildlife.

“More than a century of development has erased roughly 85 percent of original vegetated estuarine wetlands, especially around major river deltas,” NOAA staff said in a statement about the estuaries and tidal wetlands report.

“The lost estuary habitat includes areas that were long ago diked and drained for agriculture, and forested wetlands that had not been widely recognized as estuary acreage.”

Scientists who studied the estuary habitats along the U.S. West Coast said these historical estuaries once occupied up to two million acres, which is about three times the size of Rhode

One of the links found in the above referenced Google search was for whale watching out of Long Beach for $10 – clicking on the link would have taken the searcher to Davey’s Locker.

“Someone who clicked on that link may very well think they are going to a Long Beach whale watching provider (which they are not) and they have added under the $10 special language a reference to ‘*fees apply,’ DeCarlo said in his email to The Log. “That ‘fees apply’ language was inserted after the jury verdict but before the injunction was issued.”
