Angler on lockdown catches fish from apartment balcony in Dubai

That’s what fueled an angler in Dubai to try fishing from his apartment building – 50 feet above ground.

Philip Du Plessis told For The Win Outdoors his apartment overlooks a brackish canal that showed more promise with each passing day of what was then a two-week lockdown. Plessis is the owner of Soolyman Sportfishing Charters.

According to the publication, late in the evening on a day March, 11 days into his lockdown, Plessis put a shrimp on his hook and began to cast. The actions were captured on video and posted to YouTube. The footage shows Plessis baiting the hook, casting from the balcony, reeling in a lively bream and his accompanying joyful reaction.

“Balcony bream,” Plessis said in the video while laughing after reeling the fish up over the balcony’s railing.

The Alternate Universe of ‘Das Boot’

By Parimal M. Rohit HOLLYWOOD—We’re not too far away from the

40th anniversary of the release of Das Boot – which, in German, translates to “The Boat.” Heck, at this rate, the next time we get to set foot in a movie theater would be in 2021 – which happens to be the 40th anniversary year of one of Hollywood’s classic films.

Das Boot, which released in September 1981, is a West German war film – yes, West German, it was produced in the late 1970s and early 1980s, after all, when the United States and Soviet Union were actively butting heads against each other during the Cold War. This film, however, was about a different war: World War II. Wolfgang Petersen directed this film about the use of German U-boats. Jürgen Prochnow played the lead role, a U-boat captain, but did you know two household Hollywood names were up to star in the film in some

capacity?

The cinematic production of Das Boot, which was based on the book of the same name, went through several iterations before filming started in 1979. One iteration of the film reportedly had Robert Redford in the lead role. Another attempt to bring the war novel to the silver screen would have placed Paul Newman as the U-boat captain.

Neither actor would end up starring in the film, obviously, with Prochnow landing the role of U-boat captain in the production that eventually took off.

Das Boot, separately, remains one of the most expensive German films ever made. A website monitoring film budgets and box office revenues – the-numbers.com – stated Das Boot cost $12 million to produce – roughly $34 million in today’s dollars, when adjusted for inflation.

IMDb.com – the Internet Movie Database – has Das Boot on its list of 250 all-time greatest films; the Petersen film is ranked at No. 79, behind 1917 and ahead of Bollywood’s 3 Idiots.

IN MEMORIAM: Kevin MacDonald

Sailing aficionado operated a yacht maintenance and sales business in San Diego before suddenly passing away.

By Parimal M. Rohit SAN DIEGO—Kevin MacDonald, a yacht maintenance and sales busi-

ness owner in San Diego, has died. He was 66.

MacDonald reportedly died suddenly at his home in San Diego’s Ocean Beach neighborhood on March 27. One news report stated he died of heart failure.

The yachting and boating professional was also known for his larger-than-life personality, according to an obituary published in the San Diego Union Tribune.

“He was known as a big and bold character on the docks and in his community,” the obituary stated. “Always available to entertain family and friends on a harbor cruise or an early morning ski on Mission Bay, he never wasted a day.

His love for surfing, water and snow skiing and sailing, he settled in Ocean Beach and established his yacht maintenance and sales business.”

MacDonald was born on May 22, 1953. He is reportedly survived by his wife, America, two children, Glen and Marina, and two sisters, Dawn and Diane.

“Current culture prevents us from having a service at this time but hopefully a celebration of life can occur in the future,” an obituary in the San Diego Union Tribune stated. “Kevin would want you all to remember him with a big smile from his face to yours. On behalf of his family, we thank you for your support and please stay well.”

Governors of New York, New Jersey and Connecticut announce plans to reopen marinas, boatyards and marine manufacturers for personal use ALBANY, NEW YORK (NMMA)—

New Jersey Gov. Phil Murphy, New York Gov. Andrew M. Cuomo, and Connecticut Gov. Ned Lamont recently announced marinas, boatyards and marine manufacturers would be allowed open for personal use as long as strict social distancing and sanitization protocols are followed.

Chartered watercraft services or rentals will not be allowed, and restaurant activity at these sites must be limited to take-out or delivery only, like anywhere else in the three states. This announcement aligns the policies of the three states on this particular service.

“We’ve committed to working with our regional partners

throughout this crisis to align our policies when and where appropriate,” said Murphy. “A unified approach is the most effective way to alleviate confusion for the residents of our states during the ongoing public health emergency.”

“Throughout this pandemic, we’ve worked closely with our friends in neighboring states to implement a uniform regional approach to reducing the spread of the virus,” Cuomo said. “Aligning our polices in this area is another example of that strong partnership, and will help ensure there is no confusion or ‘state shopping’ when it comes to marinas and boatyards.”

“Our states share workforces, resources, public transit, and we all have share a connection on the water,” Lamont said.

“This is yet another example of how our states have shared interests, which is all the more reason to collaborate on these kinds of decisions. This decision provides uniformity across our marinas.”

Port Commissioners approve Ventura Harbor Marina & Yacht Yard fee increase WHAT HAPPENED: The Ventura Board of Port Commissioners ap-

proved an increase in rates for Ventura Harbor Marina and Yacht Yard at their April 15 meeting.

Ventura Harbor Marine Associates notified the Ventura Port District of the planned increases in February. The Ventura Port District has a Master Lease with Ventura Harbor Marine Associates, LLC for Parcel 20, and Ventura Harbor Marine Associates, LLC has a sublease with Ventura Harbor Marina and Yacht Yard.

Ventura Harbor Marine Associates CEO Samuel Sadove said, in an email to the port district, the business has not increased these rates since it took over from Anchors Way Marine in 2011. He said they are raising the rates to be equal to the current rate of $4 per foot at the port district’s day sail area.

He also noted the current mechanic labor rate in Ventura Harbor Boat Yard and in Channel Islands is $120 per hour.

WHAT’S ON TAP: The new rates raise the price for the day sail area from $50 to $60 per month for 15 feet to less than 20 feet, $75 to $80 per month for 20 feet to less than 30 feet and $135 to $145 per month for 30 feet and larger. The approved rate increases also raise the rates for the mechanic labor from $95 an hour to $115 an hour.

The new rates are effective as of May 1.

KD: Not much difference than any other quarantine home. You do begin to feel cabin fever – literally. Boat quarters get smaller when you spend more time on board. I’m lucky. I’m still working – working remotely throughout the week, so my time is occupied. My wife, the dogs and the cat get a lot of my attention. I’m getting more walks as well. I seem to have an on growing honey do list, not to mention I find more things I need to do to the boat.

We’ve gotten a little more creative with our cooking. We also seem to go through a bottle of wine quicker.

lockdown in response to the COVID-19 pandemic. Regattas and fishing charters have been canceled. Recreational boating and fishing activities in San Diego have been put on hold. Officials in Sacramento, meanwhile, have been limiting fishing activities in certain parts of the state, in an attempt to restrict the spread of the Coronavirus.

But what has been the true effect of COVID-19 on recreational boating? The Log’s editor, Parimal M. Rohit, spoke with his colleague (and liveaboard boater) to gather his thoughts on how the state’s Stay at Home/Safer at Home order has affected recreational boating in Long Beach. Mr. Davis also shares a few thoughts on how he’s getting by while living aboard his boat.

Fishery council recommends salmon season dates

Management Council (PFMC) submitted its recommendations for California’s 2020

Arena) would be open between May 1 and Nov. 8; and, Klamath Management Zone (between Horse Mountain and Oregon/California border) would run from June 6 to Aug. 9.

“These seasons are the outcome of a months-long public process and reflect

PMR: Continuing from the last question, living on a boat, you are in tight quarters. How do you go about social distancing, both aboard your boat and at your dock?

KD: Living on a boat we kind of have the best situation for the current social distancing situation. For the most part people on the dock keep their distance.

We also wear our masks when we are out and about.

PMR: What are some techniques you’ve been implementing to stay healthy while being aboard your boat?

KD: I try to keep a normal Monday-to-Friday routine – taking the dogs for a walk helps. I typically work out in the morning. I do a HIIT [high intensity interval training] routine along with resistance bands. I have a place on the shore out of the way that I use. However, eating right has been more of a challenge. Can you say SNACK? Boredom kicks in, so does our sweet tooth. We’re working to get our hands around this.

PMR: What’s the first thing you’ll do once the Stay at Home/Safer at Home orders are lifted?

KD: Have a drink at our local watering hole, eat out, listen to some live music.

ICAST sportfishing show will run as a virtual show ORLANDO, FLORIDA—The ICAST sportfishing industry trade show, scheduled for July 14-17 at the Orange County Convention Center in Orlando, Fla., has been canceled and will run as a virtual show. American Sportfishing Association president Glenn Hughes announced ASA’s board of directors made the decision to cancel the physical sportfishing industry trade show in Orlando due to health and safety concerns of COVID-19.

“Despite cancelling our in-person show, we are committed to keeping all of us connected as a global community this July,” Hughes said in a released statement. “As the largest sportfishing industry trade show in the world, we look forward to producing ICAST 2020 Online, our version of a ‘virtual trade show,’ that will provide a wide variety of tools and a wealth of information that you’ve come to expect from us. We will share more with you very soon!”

Details of ICAST 2020 Online are still being worked out by ASA. Hughes added that the ASA is reaching out to exhibitors to discuss their options, including how they would participate in the virtual event or full refund if desired.

LOCAL First cases of COVID-19 confirmed on Catalina Island AVALON —The fairly secluded Catalina

Island had been following the stay at home order with no confirmed cases until recently. On April 3, Catalina Island Medical Center announced the first patient had tested positive for the virus.

At the time this paper went to press, 21 people on the island had been tested, with two coming back positive.

Neon waves captured in Southern California DANA POINT—A unique phenome-

non was photographed up and down the Southern California coast in late April.

Photos posted on social media from San Diego to Newport Beach captured blue neon waves caused by the annual return of the red tide and bioluminescence phenomenon.

The Orange County Sheriff ’s Department Harbor Patrol posted a photo on Instagram on April 17 of a boat wake turned neon against the rest of the pitch-dark ocean in Dana Point. Many other photos were shared on social media of glowing breaking waves.

The phenomenon happens when phytoplankton called «dinoflagellates” react with bioluminescence when jostled by the moving water. Red tides are unpredictable and not all of them produce bioluminescence.

It’s unclear exactly how long red tides last. In the past, algae blooms have lasted anywhere between a week to a month, according to researchers.

Navigate the Federal Stimulus Bill

The National Marine Manufacturers Association said the Coronavirus Aid, Relief and Economic Security Act provides some wins, which will help marine businesses through this tough economic time.

By Lindsey Glasgow NATIONWIDE—Businesses across the country – the boating industry included – are navigating the tough economic challenges the COVID-19 pandemic has brought.

Four federal bills aimed at providing economic relief from the Coronavirus have been signed into the law, including the Coronavirus Aid, Relief and Economic Security (CARES) Act. The National Marine Manufacturers Association (NMMA) recently held a webinar detailing how the stimulus bill will help marine businesses. NMMA has been lobbying Congress to provide financial certainty for businesses, tariff relief and continued access to public waters in the stimulus bills.

During the webinar, NMMA Senior Vice President of Legal and Government Affairs Nicole Vasilaros explained the bill provides $2.2 trillion in assistance for small businesses, individuals, corporations, public health, state and local governments and education. She highlighted what she called CARES Act wins for the boating industry, which include $350 billion in loans for small businesses, delayed payment of social security payroll taxes, temporary full funding for state short-term compensation program, a new lending program for medium-sized businesses and a grant program to educate and advise businesses to utilize new programs to assist with recovery.

The Payroll Protection Program has become one of the most popular loans to come out of the package. The PPP was meant for small businesses – businesses with fewer than 500 employees and boat manufacturers with up to 1,000 employees – and offers loans of 2.5 times the business’s average monthly payroll costs, essentially eight weeks of payroll. Vasilaros said during the webinar if employees are kept on payroll for the entire eight weeks, the loan will be forgiven but the employer will still pay the 1 percent interest on the loan.

“The purpose is to keep people on your payroll, give you as an employer a break, and basically have the government pay for them,” Vasilaros said.

According to AP, the Small Business Association (SBA) announced after 13 days of the application being open, they issued 1.66 million loans from 4,975 lenders totaling $350 billion, exhausting PPP funds. More than 4 million businesses applied.

Canfield said he believes the affect on the market is temporary and felt the only possible lingering impact will be the effect on consumer confidence - an economic indicator measuring the degree of optimism that consumers feel about the overall state of the economy and their personal financial situation.

A recent survey of 120 marine businesses across the U.S. produced by the Marine Retailers Association of the Americas in partnership with Soundings Trade Only and Baird Research, found 42 percent of the 120 respondents were able to conduct most sales activities, 50 percent able to deliver boats, 68 percent able to take orders, and 47 percent able to receive products from original equipment manufacturers.

Nearly a third said they could withstand a shutdown that lasted more than three months, and 44 percent said they could last between one and two months.

Around a quarter of the dealers said they could last less than a month, the report said.

The old cliché is ringing true on Catalina Island, which has exceeded 10 inches of rain so far this season. The Catalina Island Conservancy said the island’s flora is thriving thanks to the rainfall.

“Every living thing on this island is affected by rain, and this season shows how true this is. After a fantastic rain season, the Island is green and lush certainly by Catalina standards,” Catalina Island Conversancy said in an email on April 9.

The COVID-19 pandemic has also brought another reality; areas which would normally have a heavier human footprint have gone quiet.

“Both the Safer at Home Order and above average rainfall in March and April are likely influencing some animals’ behavior as they congregate in areas they would either typically avoid during busier tourism season or areas that are unusually lush this time of year,” Conservation Operations Director Laura Minuto said in an email.

Catalina Island is home to more than 60 plant and animal species found

on Catalina and nowhere else in the world. While traveling restrictions are in place, live webcam videos, including one underwater at USC Wrigley Catalina Marine Reserve, one with views of the harbor and an eagle cam are keeping island lovers connected to Catalina’s wildlife.

Fans of the bald eagle cam in Two Harbors also have a new resident to watch. On April 5, eagles Chase and Cholyn became parents as a baby eaglet emerged.

It’s unclear when the island will welcome back visitors, but Catalina Island Chamber of Commerce & Visitors Bureau launched a video campaign called “No Man is an Island” to let visitors know they are missed. They also created a landing page, visitcatalinaisland. com/two-harbors/webcam/, so island lovers can experience Catalina virtually until visitors allowed again. It includes links to the mentioned webcams; educational resources for kids from the Catalina Island Conservancy including wildlife coloring pages; and exhibition archives from the Catalina Island Museum.

“We are here taking care of the Island as it begins to burst into bloom.

These species, and so many more, will be here waiting for your return,” Catalina Island Conversancy said in an email on April 9.

A Catalina Express boat prepares to shuttle people back to Los Angeles. The Catalina Express dock in San Pedro will cost the shuttle operator a little more money, thanks to a rent increase approved by the Port of Los Angeles.

have to pay significantly more money to continue operating at its San Pedro location. The Port of Los Angeles’s Board of Harbor Commissioners, in a teleconference meeting held on April 2, voted to increase Catalina Express’s annual rent payments by 59 percent.

The annual rent payment jumped from $322,446 ($26,870 per month) to $512,851 – which translates to a monthly payment of $42,738. Catalina Express will make the new rent payment for a five-year term, which ends on July 24, 2024. The five-year term retroactively began on July 25, 2019.

Port of Los Angeles staff, in a report to commissioners, stated Catalina Express was granted a permit to use 276,264 square feet of L.A. Harbor Department property. The permit specifically allows Catalina Express to operate and maintain a public passenger facility offering shuttle service to and from Catalina Island.

The shuttle terminal site also includes an office, call center and warehouse facility for freight services. The

Catalina Express operation provides 141 jobs in San Pedro, according to port district staff.

“This is the first compensation reset due under [the Catalina Express permit] and applies to fix minimum rent only,” port district staff stated. “Pursuant to the terms of [the Catalina Express permit], percentage rent payments and Consumer Price Index … increases for all parcels will commence in 2023.”

Catalina Express began operating out of San Pedro in 1981 and currently offers boat service from L.A. Harbor to Avalon and Two Harbors. The shuttle service company, in 2012, agreed to make building improvements, worth $5 million.

The permit governing Catalina Express’s operation at the Port of Los Angeles went into effect on March 30, 2012 and expires March 29, 2037.

The Catalina Express use is divided into three portions: 110,571 square feet of land; 113,094 square feet of submerged land; and, a 52,599-square-foot easement land located at Berth 95. Catalina Express operates out of Berth 96.

The approved rent payment applies to seven of Catalina Express’s 13 parcels.

Two of the six remaining parcels are assessed a monthly rent of $12,865.95; Catalina Express pays $4,897.35 for the other four parcels.

Commissioners approved the annual fixed rent amount as part of its consent calendar. The commission met via teleconference on April 2 due to the COVID-19 pandemic.

The annual Eastern Sierra trout opener has been delayed because of COVID-19, as the California Department of Fish and Wildlife was granted authority to suspend or delay fishing activities at specific locations across the state.

By Parimal M. Rohit SACRAMENTO —The Fish and Game Commission granted the director of the California Department of Fish and Wildlife (CDFW) authority to delay, suspend or restrict recreational fishing activity at certain regions of the state, if the action is necessary to “protect

against the threat from COVID-19 based on state, federal, local and tribal public health guidance and public safety needs.”

Commissioners unanimously approved the temporary authority during a teleconference meeting held on April 15. Commission staff stated the temporary granting of authority to the CDFW director was necessary, “in order to prevent and mitigate public health risks that may arise when people travel or congregate for fishing event.”

CDFW Director Charlton H. Bonham said the Fish and Game Commission’s action was never about a permanent statewide closure of sportfishing, but instead a temporary response to a public health emergency.

“I understand Californians desperately need the outdoors for solace, rein-

vigoration and spirituality, especially so right now,” Bonham said. “The proposal was never about a statewide permanent closure. It is about being responsive to local needs in this public health emergency, where we must do all we can as Californians to help each other make it through this together. We intend to use this authority surgically and based on local needs and knowledge.”

Fish and Game President Eric Sklar added the threat of COVID-19 is expected to be significant until at least mid-May. “Governor Newsom recently said we expect a mid-May peak of COVID19 and we must prepare for that surge,” Sklar stated. “Today’s decision is a smart and responsible approach to be ready. It does not delay or restrict specific fisheries or waters, but rather prepares us to expeditiously do so if needed to mitigate the spread of COVID-19.”

Participating on the teleconference call were Sklar, Fish and Game Commission Vice President Samantha Murray and Commissioners Jacque Hos-

tler-Carmesin, Russell Burns and Peter Silva.

The commission’s decision ultimately leaves it up to California’s 58 counties to determine whether emergency measures should be implemented in response to the COVID-19 pandemic.

The authority to limit sportfishing activity would be in effect through May 31.

A region expected to be hard-hit by the commission’s decision: Eastern Sierra, which includes Alpine, Inyo and Mono counties. This year’s Eastern Sierra fishing opener was originally scheduled to start on April 25. Bonham said his department coordinated with officials in Alpine, Inyo and Mono counties to delay the Eastern Sierra fishing opener until at least May 31.

“After talking with the county representatives, we agreed this was a necessary step toward being responsive to local needs in this public health emergency,” Bonham said in a released statement. “These counties asked for our help, and we responded.”

The Eastern Sierras opens its annual fishing season on the final Saturday of April. The trout opener is generally hailed as “Fishmas.”

Trout season in other counties was not affected by the department’s decision, according to CDFW staff.

Some readers of The Log weren’t happy with the commission’s decision.

Gail Wisniewski, in response to The Log’s April 19 posting of this news story on Facebook, said the state’s decision was unacceptable.

“California is in the twilight zone.

Glad we don’t have a boat there anymore,” she wrote. “How is this acceptable?”

Paul Ferber, in his April 11 response to a Twitter share of The Log’s report about the impending commission vote, said the state should expect a massive request for fishing license refunds.

“Over 1 million fishermen will be wanting a refund on their 2020 fishing license if it’s shut down,” Ferber said in his reply. “That’s a lot of money.”

SD FISH REPORT WARMING WEATHER BRINGS MORE ANGLERS OUT TO SAMPLE THE FISHING

anglers have been able to get out on the ocean to be able to enjoy the improving weather and do some fishing. Sportboat operations are still closed down as of the time of this writing but some private boaters have been able to get out on the water and do some fishing.



All of the San Diego County harbors are still closed except that commercial boats can come and go through San Diego Bay. San Diego Bay just opened up to allow kayak, paddle boarding and swimming activities and I would think that is a good sign that recreational boating activities might open up some time in the not too distant future. In looking at the recreational boating picture in Orange County, the current status is that Dana Point Harbor and Newport Harbor remain open.



The past weekend saw quite a few boats out fishing mainland coastal waters, the inshore waters around Catalina and San Clemente Islands and offshore waters in pursuit of bluefin tuna. The weekend’s bluefin tuna fishing was scratchy but there were a few bluefin biting for boats fishing the region of the San Clemente Basin Weather Buoy that is located at 43 miles 246 degrees from Point Loma.

There was scattered bluefin activity found around and about the Weather Buoy proper as well as between the Weather Buoy and the Corner that is located at 30 miles 256 degrees from Point Loma.

Earlier in the week there were bluefin found between the region of the 289 Spot and the lee of San Clemente Island, but that zone quieted down during the weekend. The fishing on April 25 also saw some spots of bluefin seen in the Catalina Channel, in the area to the southwest of the 14 Mile Bank. A skipper fishing that zone the next day, however, did not find any spots of breaking bluefin.

The bluefin have been in the 30- to 100-plus pound range and most have been caught by casting jigs to spots of breaking fish. Productive jigs have included the mint color and the blue and white color Salas 7X light surface iron, Flat Fall Jigs, Colt Snipers, poppers and Yo-Zuri Hydro-Minnows. Slow trolled and flylined mackerel and sardines have also produced occasional bluefin action.



Boats fishing San Clemente Island were finding good fishing for rockfish and calico bass along with an occasional bonus yellowtail or white sea bass. The best areas for a chance at a yellowtail were fishing spots along the front side of the Island between Gold Bluff and Purse Seine Rock. Pyramid Cove and Desperation Reef also provided a chance at scratching out a yellowtail and there was a recent report about a few 20pound white sea bass being scratched out at Pyramid Cove. Good calico bass fishing has been found around Purse Seine Rock, White Rock and off Gold Bluff.



fishing for an assortment of rockfish at Desperation Reef. Dileva also reported finding a school of yellowtail under working birds in Pyramid Cove. He added the yellowtail were up and down quickly and did not want to bite. While fishing their way back home on April 26, Dileva found some jumbo sized 10- to 15-pound bonito biting while trolling to the west and northwest of North Island.



At Catalina Island there were some good numbers of calico bass biting at various kelp bed areas along the back side of the Island and there were also some calicos biting around Church Rock.

There were also reports of good fishing for bonito and barracuda reported off the Rock Quarry.



The main target species at Catalina were white seabass and yellowtail and there was a chance at scratching out a white sea bass or yellowtail while fishing off Church Rock, fishing the squid grounds off the V’s and fishing the Orange Rocks area. Among those areas, the best bet for white seabass continues to be in the Orange Rocks area where the past couple of weeks have seen occasional flurries of action on 30- to 50-pound white sea bass, while fishing around areas of bottom structure in 40 to 50 feet of water.



There have also been some coastal white seabass biting with occasional reports of white seabass to 40 pounds being caught by boats fishing off Salt Creek, Box Canyon, the upper end of La Jolla and Mission Beach.



There are fish around and biting but I do not want these reports to encourage anyone to violate the current lockdown regulations. I encourage you to play things safe and adhere to the current regulations and social distancing guidelines. My feeling is that on many private boats it would be very difficult to adhere to the “social distancing” guidelines of keeping 6 feet away from other people. I encourage you to stay home as much as your situation allows and to err on the side of caution in your decision making. I practice what I preach as I have left home only once in the past six weeks. Be safe, stay healthy and I hope to see you back out on the water when the COVID-19 crisis subsides. I pray every day that this time comes very soon!

purchase of property near Redondo Beach’s King Harbor was finally completed, it was announced in early April – but the transfer of a 51-acre power plant from AES to a private real estate developer is far from being in focus.

The purchase price was not disclosed.

All we know, for now, is Leo Pustilnikov is the real estate developer who

now owns the former AES Power Plant in Redondo Beach. Pustilnikov’s name had been associated with the AES Power Plant lot for quite some time, though details of whether he would actually own the property – and what he would do with it once acquired – were never clear.

Early signs hint at Pustilnikov converting the former industry-use site into a commercial property. Will those plans include some mix of residential, visitor-service, office and retail uses? Time will tell whether any of these plans – or others – will come to fruition.

Whether Pustilnikov would pick up where CenterCal left off is also up in the air. CenterCal had proposed to overhaul the entire Redondo Beach Harbor area with its The Waterfront project, but those plans met an abrupt end after local voters expressed their displeasure

with the project. CenterCal and Redondo Beach were also engaged in a series of lawsuits about The Waterfront project.

About half of the property – 25 acres – would be used for open space, including an area reserved for coastal wetlands.

Redondo Beach reportedly has an option to purchase up to 15 acres of the former power plant site. The option is contingent upon the site being used as a power plant through the end of 2023. (The property must no longer be used as a power plant after Dec. 31, 2023, however.)

A sale of the AES property in Redondo Beach has been in the works since 2018. Los Angeles County officials hoped to do its part to see the power plant converted into a regional park. The county’s Board of Supervisors, in late 2019, considered raising $93 million to finance a purchase of the AES property in Redondo Beach. The funding would have paid for the removal of an underground power line and ultimately tear down the above-ground structures, all to make way for a public park.

Funding would have come from a fi-

nancing district created specifically for the power plant property, with property tax revenues filling its coffers, according to news reports.

Pustilnikov is listed on LinkedIn as the principal of SLH Investments. A February 2019 article in The Real Deal stated Pustilnikov and SLH Investments are known for real estate development deals in Downtown Los Angeles. The real estate developer hopes to be the person who could revitalize the King Harbor waterfront, according to news reports.

The AES Corporation, which owned the power plant property prior to the sale to Pustilnikov, is an international power company based in Virginia. AES positions itself as a company offering sustainable energy. The company was founded in 1981.

The power plant itself was originally built in 1954. AES did not enter the picture until 1998, when the energy company purchased the property across from King Harbor; the company also bought similar plants in Huntington Beach and Long Beach.

Fred Hall Del Mar will no longer be taking place on Memorial Day Weekend. The sportfishing show in San Diego County was originally supposed to take place in late March, but the COVID-19 pandemic continues to force Fred Hall Del Mar to be held at a later date. The show could return in the fall.

By Parimal M. Rohit FOUNTAIN VALLEY—The 2020 version of the Fred Hall Shows remains to be incomplete, as the COVID-19 pandemic continues to keep the Del Mar version of this year’s fishing convention in San Diego County off calendar.

Fred Hall Del Mar was originally scheduled to take place in late March (March 26-29), but California’s Stay at Home/Safer at Home mandates forced the show to be postponed. Organizers initially rescheduled the show for Memorial Day Weekend (May 21-24), but now those dates were officially taken off calendar.

It appears as if the Del Mar show will take place at some point in the fall, but a commitment has not been made to yet another rescheduled date.

The show takes place annually at the Del Mar Fairgrounds, which is located just north of San Diego’s city limits, but the venue has been closed since the state-mandated lockdown went into effect.

California officials have not allowed public gatherings of 10 or more people since mid-March – an order that would prevent the Fred Hall Show from occurring for as long as it is in effect. Social distancing

and face mask protocols have also been implemented for anyone engaging in public activities.

“The 74th annual Fred Hall Show at the Long Beach Convention Center brought enormous joy to both exhibitors and attendees. Since then we

have tried hard to produce the 44th annual Fred Hal Show at the Del Mar Fairgrounds,” show organizers said in a statement. “Unfortunately, due to the closure of the Del Mar Fairgrounds we are unable to keep our May dates and circumstances prevent us from being able to announce a firm new date at this time.

“We are determined to keep trying,” organizers continued. “Look for us to be back at the fairgrounds in the fall. Stay tuned with updates at fredhall.com to find out more about ‘Hall in the Fall.’”

The Log will also continue to report on updates about the Fred Hall Del Mar show, as soon as they become available.

SAN DIEGO —The COVID-19 pandemic

certainly has some people talking as if it’s the end of times. A growing number of people are feeling antsy and stir crazy.

Some are even saying the light at the end of the tunnel has turned itself off. Where is the bottom of the Coronavirus pit?

Perhaps there is a glimmer of hope, though, as a few places are showing signs of coming back to life. Two public boat launch ramps in Ventura County re-opened on April 24. And the San Diego region appears to be considering a series of new protocols to allow some outdoor activities to resume.

Could boating, fishing and other outdoor activities come back in May, just a few weeks after San Diego County said many of these recreational events were off limits?

An agency known as the San Diego Regional Aquatic Lifesaving Emergency Response Taskforce, or SDR ALERT, met on April 21 and developed a plan to re-open San Diego’s beaches and waterways. The plan details protocols for San Diego’s coastal agencies, such as the Port of San Diego, to implement; the protocols would have to be consistent with federal and state guidelines.

“The [SDR ALERT] document sets forth how best to enable access to public beaches while still maintaining mandated levels of public health and safety. The protocol was established through

by The Log, stated. “It provides a consistent plan to address both local conditions and operational capabilities that will be adopted by Mayors, City Managers, and public officials across San Diego County.”

SDR ALERT’s recommended protocols, however, did not come with a suggested date for the re-opening of wa-

terways and other public spaces. The document, instead, only outlined the conditions that must put into place once the public to allowed to resume activities such as boating, fishing and paddle boarding.

Every agency within San Diego County must include a plan of social distancing and sanitation before public settings, such as parks or waterways, are allowed to re-open.

“All public parks and recreation areas, including public beaches, where

social distancing requirements cannot be effectively implemented shall be closed to the public,” members of the SD ALERT team stated in their document of recommended protocols.

Beaches would be re-opened to the public so long as proper lifeguard staffing measures are in place.

San Diego’s beaches and bay shorelines would be re-opened to the public for walking or running activities only.

Social gatherings and idle activities such as standing, sitting or lying down would be prohibited.

The ocean, San Diego Bay and Mission Bay areas would be re-opened to boating, fishing, swimming, surfing and paddling activities.

“Social distancing and face covering recommended on vessels,” the recommended protocols stated about recreational activities in San Diego and Mission bays.

Parking would be allowed for vessel trailers at boat launch lots only. Only one-third of parking spaces would be available at South Shores, De Anza and Dana landings. Fiesta Island at Mission Bay, piers, boardwalks and coastal parking lots will remain closed.

“Beach accesses and stairways that cannot be transited while maintaining social distance will be controlled or closed,” the recommended protocols stated. “Face covering is recommended when reasonable. When using the

beach, please swim near a lifeguard.”

The second phase of SD ALERT’s recommended protocols is “Responsible Public Use.” The execution date of this phase has not yet been determined.

This phase would allow for all water uses at San Diego and Mission bays to resume, plus the opening of Fiesta Island, piers, boardwalks and coastal parking lots. Recreational activities would be allowed at these places assuming all public agencies are in compliance with federal, state, and local distancing orders.

Representatives from the Imperial Beach Lifeguards, Coronado Lifeguards, California State Lifeguards, San Diego Harbor Police Department, City of San Diego Fire-Rescue Department’s Lifeguard Division, Solana Beach Lifeguards, Encinitas Lifeguards, Carlsbad Fire Department Lifeguards, Oceanside Lifeguards, Camp Pendleton Lifeguards, and United States Coast Guard attended the April 21 SDR ALERT meeting.

SDR ALERT recommended its protocols be implemented by: the cities of San Diego, Chula Vista, Coronado, Del Mar, Imperial Beach, National City, Oceanside and Solana Beach; the Port of San Diego; California State Parks; and, California Department of Fish and Wildlife.

The recommended protocols are consistent with California’s and San Diego County’s public health orders.

The Log will continue to monitor the decision-making of all public agencies in Southern California and report on each development as they become available.

Boating and fishing activities at Shelter Island and Downtown San Diego have been restricted due to the COVID-19 pandemic, but officials are considering a plan to allow people to be on the water again. The plan proposes a two-phase approach to allow San Diego’s waterways to be open to the public again, with social distancing protocols in place. The protocols were recommended by San Diego Regional Aquatic Lifesaving Emergency Response Taskforce, or SDR ALERT, and would be implemented by agencies such as San Diego, Chula Vista, Imperial Beach, National City, Coronado, Solana Beach and the Port of San Diego.

Port of San Diego updates COVID-19 emergency declaration Commissioners try to maintain flexibility and authority while staff continues to position port district staff in a favorable position for disaster assistance.

Board of Port Commissioners walked a tightrope at its April 14 remote meeting, balancing the commission’s ability to manage the COVID-19 crisis while also allowing port district staff’s administrative management of the ongoing and evolving Coronavirus pandemic.

Commissioners mandated they would be updated each meeting about the port district’s budget and other issues, as they pertain to the COVID-19 crisis.

“I think the idea is it would be a placeholder, something that will always

be on the agenda,” Board Chair Ann Moore said. “It will always be there for us to discuss if we had to. Obviously, as staff is preparing the agenda for a meeting, if there is something that requires action, I would expect that that would be reflected in the agenda.”

Moore added any emergency or immediate action would be handled appropriately, whenever the situation presents itself – and port district staff would pursue the matter with commissioners, in accordance with the Brown Act. The board implemented a 60-day local emergency on March 23 – an action that could be rescinded at any time.

Boardmembers, however, wanted to be able to speak about the COVID-19 pandemic and any effects it might have on the port district – economic or otherwise – at each meeting, for as long as the Coronavirus crisis is in play.

“We can end this emergency by a vote of the commission,” Commissioner Marshall Merrifield said. “The most important thing is we’re talking about [the COVID-19 pandemic]. This is a very dynamic situation. I don’t want anyone to think we’re over-delegating

the entire authority … to the staff for 60 days, and we’re not talking about it [on the dais].

“It’s more about discussion,” Merrifield continued. “Maybe there’s action, maybe there isn’t action. But at least we’re in the loop, and the public, at least, has a chance to comment.”

The board will be able to keep the COVID-19 emergency declaration on future agendas, all while port district staff could continue to seek disaster assistance from the state of California.

“The Governor’s Office of Emergency Services requires that local agencies designate agents authorized to request such relief. Such designations are valid

for three years,” port district staff stated in a report to board members. “The board last adopted the required resolution in 2017, at its designation of agents expire on April 11, 2020. Regarding the COVID-19 emergency, the district must initially seek disaster relief through the state by April 17, 2020.”

Boardmembers, accordingly, also designated the port district’s chief executive and administrative officers, and the vice president of real estate, engineering and facilities, as its agents for the next three years. The three-year designation will allow the port district to be eligible for state-funded disaster assistance.

POSTPONED: NEWPORT BOAT SHOW AND SAN DIEGO INTERNATIONAL BOAT SHOW

Boating exhibitions in Newport Beach and San Diego could be held later this year; exact dates to be announced at a later time.

By Parimal M. Rohit FOUNTAIN VALLEY—The 2020 Newport Boat Show at Lido Marina Village and 2020 San Diego International Boat Show at Spanish Landing Park East have been postponed. Both boating exhibitions were postponed due to ongoing health concerns from the spread of COVID-19 (Coronavirus).

New dates for both shows will be announced at a later time. Show organizers stated they hope to hold each show “as soon as it’s safe to do so.”

Newport Show was most recently scheduled to take place May 14-17 at Lido Marina Village in Newport Beach.

The San Diego International Boat Show, meanwhile, was set to take place June 11-14.

The COVID-19 pandemic, however, continues to be a rapidly evolving and fluid situation. Most events in April, May, and even June are coming off calendar, whether here in California or elsewhere.

“We take the safety and health of

our communities, attendees, exhibitors, partners, and staff very seriously. We urge everyone to follow the guidelines and protocols put forth by public health officials,” the Duncan McIntosh Company boat show team said in a released statement.

Newport Boat Show was poised to celebrate its 47th year. The show highlights big boats, trawlers and sailboats. As many as 200 boats are featured at this show, which takes place at the recently renovated Lido Marina Village, located at 3432 Via Oporto in Newport Beach.

More than 150 boats were slated to be for sale at the 2020 San Diego International Boat Show – including an expanded selection of 80-foot (and larger) superyachts. The San Diego International Boat Show takes place at 3572 Harbor Drive in San Diego.

YACHT CLUBS CANCEL 2020 ULLMAN SAILS LONG BEACH RACE WEEK Regatta was originally scheduled for June, but Long Beach and Alamitos Bay yacht clubs decide to hold off on sailing competition until the summer of 2021.

LONG BEACH—Alamitos Bay Yacht Club and Long Beach Yacht Club jointly announced the cancelation of the 2020 Ullman Sails Long Beach Race Week, which was slated to take place June 26-28.

The regatta won’t be held at all this year.

The next Ullman Sails Long Beach Race Week will be held June 25-27, 2021.

“Due to the Coronavirus (COVID-19 pandemic), it was decided it would be difficult to hold the event while following current health protocols,” staff of the two yacht clubs said in a released state-

ment. “All current paid entrants will be automatically refunded their entry fees.”

Races planned for this year’s Ullman Sails Long Beach Race Week were One Design, PHRF Buoy Racing, Random Leg PHRF, ORCA and a Yacht Club Challenge.

The Golison & Kent Family Trophy would have also been up for grabs, had this year’s regatta took place.

Several prizes were up for grabs: Satariano Boat of the Week; PHRF Boat of the Week; Catalina 37 National Championship; Schock 35 Pacific Coast Championship; and, the Travel Trophy (awarded to the boat owner who traveled the farthest, based on hometown,

to the Race Week regatta).

Last year’s regatta featured the following boats in competition: Catalina 37, Farr 40, J/70, PHRF A, PHRF B, PHRF C, PHRF RL-A, PHRF RL-B, PHRF RL-C, Schock 35, TP52 and Viper 640.

Seal Beach YC this year is again coordinating a program with Cub Scout Pack 116 to respectfully retire worn and torn flags and raise funds for the local Cub Scouts.

“The Seal Beach Yacht Club had a flag retiring in 2018 and I was so impressed with the program, as Commodore I wanted to support it again,” Said SIBYC 2020 Commodore Laura Ellsworth.

Worn American flags of any size can be donated at Captain’s Locker at 194 N Marina Dr., Long Beach through June 15. Captain’s Locker is also selling new 3-foot by 5-foot flags as a fundraiser for the local Cub Scouts. Seal Beach YC said the flags for sale are durable, top quality, marine-use flags with a suggested retail of $55. Captain’s Locker is selling them for $40 plus tax, with a donation of $6.50 going to the scouts for every purchase.

Seal Beach YC member Joan Palango, who helped organize the program, said flag size was one of the biggest lessons of 2018. She said they sold 12-inch by 18inch flags the first year but only had one sale. She said they found the majority flags retired were 3-foot by 5-foot, which is the size they decided to sell this year.

“My biggest hope is we legitimately get more participation in retiring worn flags and purchasing flags from Captain’s Locker so we have a good contribution for the scouts,” Palango said.

Once COVID-19 restrictions are lifted, flags can also be dropped off at Seal Beach YC, Sun Newspapers and the Long Beach Marine Bureau office.

Flags should be replaced when they become faded, torn or badly soiled and should be retired in a dignified way. Palango said the idea for the event came about when several club members had flags to retire but weren’t sure the proper way to do it. She herself, she had just returned from cruising around the world and also had several flags she needed to retire.

“There’s a lot of ways you can do this but I wanted to make it meaningful and special for the club,” Palango said.

Palango began researching and

connected with Cub Scout Pack 116, which has some ties to the yacht club; Grant Recker is a member of the Cub Scouts and was part of the Seal Beach YC junior sailing program in 2018. The Boy Scouts have a long history of properly retiring flags and the Cub Scout pack’s leadership was very supportive of the program.

“We’re really involved with trying to do anything to honor the veterans and the yacht club is so supportive of the scouts,” said Mary Recker, who is Cub Scout Pack 116’s Webelos year one den leader and a Seal Beach YC member.

Once COVID-19 restrictions start easing, Seal Beach YC will host a series of ceremonies as part of the flag retiring.

On their website, the Cub Scouts state the traditional method of retirement is to incinerate the flag, but with a very specific process. It should be cut up with scissors or shears in a methodical manner, with the blue star field never cut.

Palango said the format will be similar to what they did in 2018, with the first ceremony held at a club meeting – she is hopeful it can be held at their June meeting. The 2018 ceremony involved several Cub Scouts presenting and Veteran’s Affairs Hospital Chaplain George Vogel blessing several pairs of scissors, which would be used by the older Cub Scouts to cut the flags. Palango said Vogel commented in his 32 years of being a Chaplain at the VA it was the first time he’d blessed scissors.

“I didn’t know how to properly retire a flag, so for them, learning this at this age is nice,” Recker said.

In 2018, a second ceremony followed a few days later at the Sea Scout facility in Long Beach – one of the few locations in Alamitos Bay where you are allowed to have an open fire. The Scouts followed with another script explaining the process and the significance of each color of the flag.

“We shouldn’t be sad about the retirement of our friend. We are not burning him in anger; we are only releasing his spirit so that he can continue to serve us in our thoughts,” part of the script read.

Seal Beach YC Chaplain Joe Negron gave a blessing reverent to the flag and the process and then the flags were retired.

The blue star field portions of the flags were donated to the Orange County Quilters Guild in Anaheim. The Guild has a proud history of making quilts for the VA out of the blue star field.

Palango said they needed something to do with the ashes and learned the patient garden at the VA hospital was looking for ashes for their compost to help grow eggplants.

“I called and he says ‘you know we were just talking about this the other day, is that we have an eggplant that’s having an issue and one of our vets told us if we had some ashes, it would help the eggplant grow better,’” Palango said.

“So I’m like okay, meant to be.”

The ashes will again be donated to the VA to contribute to the VA patient garden.

Mark Sandoval, Ventura County Harbor Department’s director, announced the following guidelines for boat launch ramp use: the ramp will open daily at 6 a.m. the ramp will close daily at 6 p.m.

launch ramps are closing around us, we are seeing an increase in crowds here at Channel Islands Harbor and beaches,” Sandoval said in a released statement. “We are making this move for the safety of our community, employees and visitors.”

Closure signs were posted, and barricades erected, formally notifying the public which areas are off limits.

ramp in Ventura County reopened on April 24. The Ventura Port District announced boaters can access Ventura Harbor’s boat launch again, beginning at 12:01 a.m. on April 24.

A few protocols will be in place, as the port district hopes to balance public access to the harbor with its management of the COVID-19 pandemic.

The launch ramp will be open 24 hours a day, seven days a week, according to Ventura Port District General Manager Brian Pendleton.

“The re-opening will provide our boating community the opportunity to get back on the water,” Pendleton said in a released statement. “In doing so, we are asking the public to be respectful of each other and practice social distancing while meeting the requirements of the Ventura County Public Health Order issued April 20.”

Board of Supervisors, in a virtual meeting held on March 31, approved two grants for the Marina del Rey Sheriff Substation. The two grants, totaling $147,725, would help deputies address surrendered and abandoned vessels while also funding the purchase of boat, dive and safety equipment.

Both grants were award to Los Angeles County by the California Division of Boating and Waterways, or CDBW. Marina del Rey’s Sheriff Substation will specifically receive $80,000 to address surrendered and abandoned vessels, while another $68,725 is allocated for purchases of law enforcement equipment.

Supervisors met virtually on March 31 due to the COVID-19 pandemic.

SAVE GRANT ($80,000) CDBW directed $80,000 in grant funds to Marina del Rey’s Sheriff’s Substation, as part of the state’s Surrendered and Abandoned Vessel Exchange (SAVE) Program. The funding comes with an $8,000 matching requirement, and the grant funds must be executed

by Sept. 30, 2021.

“This grant will assist the [Division of Boating and Waterways] in eliminating the Marina del Rey Harbor and Santa Monica Bay waters of abandoned and submerged vessels,” county staff said in a report to supervisors. “The [division] will also be able to assist registered owners of recreational vessels who

are no longer able to pay their slip fees due to economic hardships and have expressed an interest in surrendering their vessel through the SAVE Program.”

L.A. County – and the Sheriff Substation in Marina del Rey – will use the $88,000 in total funding to remove, dispose and destroy abandoned or surrendered vessel removal. Funds would also be used to cover storage fees.

LAW ENFORCEMENT EQUIPMENT GRANT ($68,725) Marina del Rey’s Sheriff Substation will also receive $68,725 in grant funding, with no matching requirement, for law enforcement equipment.

The funds must be fully applied by Sept. 30, 2034.

“The MdR Sheriff’s Station was selected to receive grant funding in the amount of $68,725 to assist with the purchase of miscellaneous equipment, such as safety equipment, dive equipment, and boat equipment,” county staff stated in a report to supervisors. “The focus of the Equipment Program is to assist MdR personnel in enforcing all boating regulations within the harbor and Santa Monica Bay waters.”

The Equipment Program is in its eleventh year of existence.

“The Equipment Program supports the MdR Marine Enforcement Detail, which is a 24-hour a day patrol entity actively involved in federal and state-sponsored maritime law enforcement operations and training, public safety education and enforcement and safety inspections,” county staff said.

“With [more than] 5,000 recreational boats in MdR and 500,000 visitors to our inland lakes and waterways, the department’s personnel perform hundreds of rescues, investigate boating accidents, conduct evidence recover operations, and plan or participate in several disaster coordination events every year.”

SOUTHERN CALIFORNIA MARINE INSTITUTE GRANTED NEW PERMIT AT PORT OF L.A. Institute will conduct academic, marine and oceanographic research projects on Terminal Island.

Los Angeles’s Board of Harbor Commissioners approved a revocable permit for Southern California Marine Institute, April 2. The permit will allow the Marine Institute to conduct its academic, marine and oceanographic research projects at the port’s Berths 259 and 260, which are on Terminal Island.

The Marine Institute will owe the Port of Los Angeles an annual compensation of $94,830 - $22,830 in actual rent plus $72,000 “as credit for in-kind services,” according to Port of L.A. staff.

Port district staff stated the Marine Institute paid $125,628 in annual compensation to the city, which included $20,000 payable in rent and the remainder in in-kind services. The Marine Institute, with the permit approval, will be paying an extra $2,830 in cash to the port district each year, during the length of the said permit.

“Market rent for the premises is estimated at $189,660 per year. Reductions in total annual monetary compensation is provided to [Southern California Marine Institute] in exchange for approximately $465,000 in educational community benefits and $33,000 in in-kind services to the city of Los Angeles Harbor Department,” port district staff stated in a report to commissioners.

In-kind services include educational programs for K-12 and university students, as well as $33,000 of in-kind services to the L.A. Harbor Department.

Demonstration cruises are one element of the Marine Institute’s educational program. Students, through the demonstration cruises, study the physical and turbidity properties of water and collect various organisms to better understand the ocean environment.

Hands-on and practical learning activities in marine science are also offered by the Marine Institute.

The Marine Institute – referred to as SCMI by port district staff – operates a multi-campus research center and nonprofit oceanographic institution at Terminal Island. The institution supports various academic, marine and oceanographic research projects.

“The SCMI consortium represents a strategic alliance of 23 major universities, colleges and foundations in Southern California,” port district staff said in its report to commissioners.

Colleges and universities involved with the Marine Institute are: nine California State University campuses (Channel Islands, Dominguez Hills, Fullerton, Long Beach, Los Angeles, Northridge, Pomona, San Bernardino and San Marcos); University of Southern California, Wrigley Institute for Environmental Studies; University California Los Angeles; Occidental College; and, Los Angeles Community College District.

The Bay Foundation and NOAA National Marine Fisheries Service West Coast Region are also affiliated with the Marine Institute’s operation.

“SCMl’s mission,” according to port district’s staff report to commissioners, “is to foster marine research and education, focusing on urban impacts of the greater Los Angeles region on the coastal ocean, to improve scientific understanding and the development of solutions that will enable coastal waters and watersheds to thrive, adapt, and become resilient to ongoing environmental stressors.”

The port district and Marine Institute began working together in 1995; the port district previously had a relationship with USC. The Marine Institute occupies almost 71,800 square feet of Harbor Department property. More information about the Marine Institute is available online at www.scmi.net.
