Dredging and harbor management – Duffield’s dual focus Newport City Council member wants to finish his term on the dais ensuring safe but fun water uses and achieving the harbor’s designed dredge depth. Rohit NEWPORT BEACH—Dredging and harbor management – these are the two drums Newport Beach City Council member Marshall “Duffy” Duffield has been beating since he became a policymaker and thought leader in one of Orange County’s most recognizable cities. The city council member who was born and raised in Newport Beach spent about two hours speaking to the membership of the American Legion Yacht Club on Feb. 13. Much of his presentation focused on Duffield’s youth,
on Newport Beach Harbor Commission and five years (so far) on the City Council, said. “Those are my two issues. I’m not a politician. I’m not going to be a Congressman or a Senator or any of that.” Duffield said his biggest complaint is the lack of boating representation on the dais. Newport Beach’s City Council was lacking in mariner experience just before Duffield’s election to the dais in 2014. (Brad Avery, another experienced mariner, would be elected to the council a few years later.) “The tendency of the last 30 years for council was to avoid the [Newport] Bay at all costs. The Newport Beach City Council member said the new harbormaster is working hard to ensure people observe the rules of the road and everyone has a great time on the harbor. Dredging was also one of Duffield’s talking points at the American Legion Yacht Club dinner. He pointed out the harbor was first dredged to its design depth in 1936. “It has never been to that design depth since that time,” Duffield said. “One of my goals is to try to get it there.” Accomplishing the harbor’s designed dredge depth would help improve water quality,” Duffield said. Duffield, who served as Newport Beach’s mayor in 2018, said the city spent four years and $2 million of taxpayer money to campaign federal officials in Washington, D.C. to commit $23 million for the city’s long-term dredging efforts. The campaign has not yet been successful, but Duffield does believe Newport Beach’s efforts will yield positive results sooner than later. He also spoke about sediment buildup in Upper Newport Bay, a solar-powered trash-collecting vessel (to pick up marine debris) and how he built a company around his invention, the Duffy boat.

Unmanned ghost ship turns up on Irish coast after 17 months By Lindsey Glasgow
IRELAND — After floating unmanned and mostly unseen for more than a year, MV Alta will not be doomed to sail the oceans forever, such as the Flying Dutchman. The 77-metre (252-foot) cargo vessel traversed the Atlantic with no crew and no passengers for about 17 months until a February storm ran it aground near Ballycotton, a fishing village in County Cork, Ireland. The unmanned voyage began in 2018 when the ship became disabled while traveling from Greece to Haiti, according to media outlets. Un-

In a spooky coincidence, another seemingly abandoned ghost ship washed up without a crew close to Ballycotton, almost exactly 125 years to the day that MV Alta was discovered, according to Irish Examiner. In February 1895, the Saga was discovered “derelict” and “rudderless” near Ballycroneen, between Poor Head and Ballycotton, according to a report in the Cork Examiner at the time.

Letters/Online Comments RE: “Possible Water Board hearing on desalination plant is nearing” (Feb. 21-March 5) The Poseidon project’s growth inducing effects are unknown. The position Poseidon has taken is they will offer water for sale. The use of the waters will be decided by that purchaser(s) of their water. Growth inducing effects include population growth which in southern California will mean high density apartment and condominiums projects. The California Department of Housing and Community Development has issued their Regional Housing Needs Assessment (RHNA) for southern California. The state is mandating southern California cities and counties each do their share by zoning land to accommodate 1.3 million new housing units by 2029 (Then a new additional housing allocation will occur). In order for Southern California to continue to grow, Southern California
needs more water. One alternative is desalinization (Poseidon), another is recycling waste water into drinking water. I don›t favor more growth, more traffic, congestion and air quality impact. While Poseidon has deferred identifying the use of the water to the purchaser, it is obvious the water will support new development. David Tanner

RE: “Volunteer citizen scientists help photograph King Tides for sea level rise research” (Feb. 20-March 5) As a surfer since the early 1960’s I can tell you the sea level is not rising. I surf spots that are high tide breaks that have rocks that barley stick up out of the water. They are the same amount sticking up now as there where was back when I was a kid in the 60’s. Orca: The (Brief) Tale of a Famous Lobster Boat By Parimal M. Rohit NEW ENGLAND —Spoiler alert:
the 25-foot behemoth of a shark in “Jaws” dies at the end of the film – but not before it destroyed Orca, the small fishing boat attempting to wrangle the sea menace just off the coast of the fictional Amity Island. We all know the shark in “Jaws” wasn’t real – but did you know the destroyed Orca was actually a replica? There were two Orcas on the set of “Jaws” – Orca I was the actual wooden fishing (lobster) boat featured throughout most of the film, and Orca II, a fiberglass replica seen during the final act (when she was pummeled and destroyed by the mechanical shark). Orca I, a 29-foot trawler, was originally known as
Warlock. She was used as a lobster boat in the New England area. The “Jaws” production team purchased Warlock from Marblehead, Massachusetts, according to Bangor Daily News. “This is the boat used in most of the regular fishing scenes,” the Bangor Daily News article on Orca I and II stated. “But when you see a boat that’s sinking or being destroyed, that’s Orca 2.” Orca II was not equipped with an engine. She did have a few breakaway sterns, though, and was prominently featured when the mechanical shark landed on her back and ate Capt. Quint alive. Orca I, meanwhile, made it back to Universal Studios after filming and was sold to an L.A.-area fisherman (before the film was released, according to Bangor Daily News). Universal Studios reportedly
purchased Orca I back from the fisherman shortly after “Jaws” became a summer blockbuster hit – at a price significantly higher than what the studio sold it for prior to the film’s release. What happened to Orca II? Here’s what the IMDb.com page on “Jaws” says about the replica: “After filming, the second Orca, used for the sinking scenes, was left on … the beach along the estuary across from the town of Menemsha. The boat remained a minor attraction over the years, but without security much of it was vandalized by souvenir hunters, and storms and lack of maintenance soon destroyed most of the structure. As of 2019, most of the boat is buried, with only the skeleton and part of the stern remaining visible. The spot is easily accessible to boaters.”

Scripps Institution of Oceanography is home to many programs and technologies and some already have a little crossover with the Coast Guard. The Coastal Data Information Program (CDIP) runs an extensive network of buoys across the U.S., which monitor waves and other information along the coastline.
The partnership between Scripps – a leader in oceanography – and the U.S. Coast Guard will allow the maritime law enforcement branch to explore ways to implement new blue technologies to improve Coast Guard capabilities. By Lindsey Glasgow SAN DIEGO—The U.S. Coast Guard has teamed up with Scripps Institution of Oceanography at the University of California, San Diego to identify blue technologies to assist the maritime law enforcement branch’s efforts including search and rescue, marine border patrol, oil spill prevention and illegal fishing enforcement. The Coast Guard and Scripps Institution of Oceanography launched the Blue Technology Center of Expertise (COE) on the institution’s La Jolla campus with a ribbon-cutting ceremony and expo Jan. 24. The Coast Guard was authorized to establish the Blue Technology COE by the 2018 Save Our Seas Act. Blue technology is any technology, system or platform designed for use above, on or below the surface of the ocean that can support or facilitate Coast Guard maritime domain awareness, search and rescue, emergency response, maritime law enforcement, marine inspections and investigations. “They [Coast Guard] turned to Scripps as being a leader in oceanogra-

The two program managers will serve as liaisons of sorts, talking to the Coast Guard about their needs and Scripps about their research and technology and proposing ways for those technologies to fill Coast Guard gaps. “The Coast Guard has 11 missions that it tries to achieve,” Ibavaen said. “We’re hoping that we’re going to be able to find some technologies that will help us.” Those missions include search and rescue, marine environmen-

CDIP CDIP has been around since the 1970s. The program runs an extensive network of buoys across the U.S., which monitor waves and other information along the coastline. CDIP Programmer/Analyst Randy Bucciarelli said they have 70 buoys around the U.S., most in the line of sight from the coast. The buoys measure data every second and send a reading every half hour of wave height, wave direction, wave period and sea surface temperature. “They [Coast Guard] use our data in search and recovery but they also help us if the buoys get hit, and these things are drifting around, they help us go get it,” Bucciarelli said. The program’s real-time measurements are distributed to thousands of users - harbor masters, lifeguards, mariners, recreational boaters, surfers and beachgoers- each and every half hour

tal protection, marine safety and law enforcement. “Maritime Domain Awareness (MDA) [anything impacting the security, safety, economy, or environment] is currently a high-visibility focus area for the Coast Guard, and any existing technology that will help with MDA is an ideal candidate for consideration via the BTCOE,” said Wendy Chaves, U.S. Coast Guard Chief of Research, Development, Test and Evaluation and Innovation, in an email. “This could include unmanned systems such as unmanned aircraft systems, unmanned surface vehicles, unmanned underwater vehicles, sensors and other technologies.” Scripps Institution of Oceanography is home to many programs and technologies and some already have a little crossover with the Coast Guard. The Coastal Data Information Program (CDIP), HF-Radar Network, a fleet of research vessels and unmanned technology are among the significant programs and technologies at the institution.
Beyster, and the famous research platform FLIP – are equipped with state of the art technology, including unmanned technologies such as unmanned aircrafts and underwater robots, among others. Scripps has researched, worked with and even developed several unmanned vehicles, including wave-gliders long-duration ocean robots which measure things such as water temperature, salinity, currents and plankton size. In 2015, one of Scripps’ underwater robots roamed the area near the oil spill off Santa Barbara to collect data to build models to predict how far and where the oil slick would travel. In 2017, Scripps teamed up with the Icelandic Coast Guard on a groundbreaking study of the extreme ocean surface conditions that characterize the waters off Iceland’s coast to provide ocean condition situational awareness to the ICG for their maritime mission to serve and protect commercial marine traffic. Wave gliders were used in the study to make long-duration mobile measurement platform of the winds and ocean response to the weather.

While the data can be used by recreational boaters, lifeguards and harbor masters to determine average wave height and direction, the buoys also provide more detailed information used by scientists and engineers. “At any given moment there could be seven different swells in the water and so these [buoys] break them all down and that’s what of interest to a lot of the

Most of the remote sensing technology is shore-based, with installations along cliffs and near shorelines. However, in 2010, Scripps installed mapping radar on the BP-operated oil platform Atlantis in the Gulf of Mexico. The radar data has been used to identify and map in near real-time the loop current and eddies in the Gulf. The technology could also provide helpful information for cleanup efforts should an oil spill occur.

The workshops will be offered in Oakley (March 19), West Sacramento (April 2) and Santa Cruz (May 14). The California Coastal Commission and California State Parks host all workshops. “Everyone accessing California’s waterways is invited to learn how to prevent the further spread of aquatic invasive species (AIS) into uninfected waterways,” an email flyer advertising the free workshop series stated. “These free workshops will help the public learn how they can recognize AID in their region and how to take action to prevent it from spreading.” Each workshop, according to the flyer, will educate boaters to the effects of AIS on the environment and how to recognize aquatic invasive species in their region. The workshops will also teach attendees “how to take action and prevent spreading the invasive species by inspecting and cleaning equipment and watercraft.” The first free workshop will be held at Big Break Regional Shoreline Park in Oakley (Contra Costa County) on March 10. Shark fin sale ban moving through Florida legislature
ST. PETERSBURG, Florida—A pair of bills are moving through Florida’s legislature which may impact shark conservation and shark anglers in Florida. HB 401 and SB 680 from Rep. Kristin Jacobs (D-Coconut Creek) and Sen. Travis Hutson (R-Palm Coast) – are planning to ban the possession and sale of shark fins on a state level. In an effort to appease local fishing businesses, lawmakers added an amendment excluding commercial fishermen who currently have federal shark fishing permits from the export ban until Jan. 1, 2025. Shark-finning was banned nationwide in 2000 by then-president Bill Clinton. Shark-finning involves cutting the fins off of live sharks, then dumping the fish back in the water and leaving them to drown or bleed to death. Many states since then have also banned the import, export and sale of fins, which is different from finning but nonetheless controversial. Robert Hueter, director of the Sarasota-based Mote Marine Laboratory’s Center for Shark Research, told The Associated Press banning the import and export of fins in Florida will merely push the illegal trade underground, preventing regulation, and promote wastefulness by forcing local fishermen to throw away the fins on the sharks they catch. Meanwhile, Over 150 scientists signed a letter in 2017 urging Congress to pass the Shark Fin Trade Elimination Act, which would have banned the trade of shark fins nationwide. Florida’s SB 680 has a scheduled hearing in the Rules Committee while HB 401 is
LOCAL SpaceX approved for 10-year lease at Port of Los Angeles
LOS ANGELES—SpaceX has been granted landing approval in the Port of Los Angeles. On Feb. 25, the Los Angeles City Council unanimously approved leasing 18 acres of the former Bethlehem shipyard to Elon Musk’s Hawthorne-based company for new facilities that will house aerospace research, design and manufacturing on Terminal Island. The permit was green-lighted by the LA Board of Harbor Commissioners the week before. The deal comes with a price tag of $2 million a year for 10 years. The new facility would be home to 130 engineering jobs, plus construction work, estimated to include about 700 other jobs.
Dockwalkers trainings planned in Southern California in March, April and May
SOUTHERN CALIFORNIA—A slew of organizations will be hosting Dockwalkers trainings in the coming months. Dockwalkers are trained to engage members of the public and the boating community to adopt clean boating practices. Dockwalkers share clean boating information with boaters and distribute educational 2020 California Boater Kits, while visiting marinas, launch ramps, marine supply stores, boat shows and special events (i.e. regattas, opening days, among others). The training provides an overview of potential sources of boat pollution, federal and state laws, environmentally-sound boating practices, information on how to conduct Dockwalking, and an overview of the educational materials Dockwalkers will distribute. Trainings are free and last roughly three hours. Trainings are scheduled for March 28 in Newport Beach, April 25 in San Diego, May 8 in Oxnard, May 9 in Marina del Rey and May 16 in San

New California coastal state park planned for 2022 opening
SAN FRANCISCO (AP) —The first new
state park campground on the California coast in 30 years is expected to feature ocean frontage on Monterey Bay when it opens in 2022. Fort Ord Dunes State Park has 4 miles of ocean beach on the bay and is located near Marina, south of Moss Landing and north of Monterey, The San Francisco Chronicle reported. A former military unit, Fort Ord Dunes opened 10 years ago with little supporting infrastructure and is one of a handful of state parks providing free parking and access. The area is sometimes overlooked because unlike most state parks along the Pacific Coast Highway, Fort Ord Dunes does not have a direct turnoff to parking from Highway 1. The campground’s plan places the new campground site at a spot called Bunker 4 that is designed with three separate units, a California State Parks official said. The plan proposes a unit with 45 recreational vehicle sites, including drivethrough sites with hookups for electricity and water. Another unit is designed for family camping, with 40 sites for tents and small, self-contained RVs. A third area will have walk-in sites for backpack-style campers and be available for cyclists. A boardwalk has been planned to allow access to the beach without damage crossing sensitive dunes. Two overlook areas are expected to provide views of Monterey Bay, historic Fort Ord and oceanfront cities Sand City, Seaside and Monterey.

Port of San Diego accepts SAVE grant funds What Happened: The Division of Boating and Waterways (DBW) awarded $200,000 to the Port of San Diego as part of the state’s Surrendered and Abandoned Vessel Exchange, or SAVE, program. The funds are provided to agencies like the Port of San Diego to help them with abatement, removal, storage and/or disposal of water hazards (i.e. abandoned boats) or surrendered vessels. DBW awarded the $200,000 grant to the port district on Dec. 19, 2019. The port district’s Board of Port Commissioners, at its Feb. 11 meeting, voted to accept the grant funds. Acceptance of the grant means the port district must enter into an agreement with DBW, “for the removal and disposal of abandoned, wrecked or dismantled non-commercial vessels … or any other partially submerged objects which pose a substantial hazard to navigation within the district’s jurisdiction.” “The San Diego Harbor Police is responsible for removing marine debris or abandoned vessels, which are then transported to the Marine Group Boat Works facility for storage and disposal,” port district staff said in a report to commissioners. “Grant funds are used to reimburse the costs associated with the storage and disposal of marine debris and abandoned vessels.” What’s On Tap: The port district agreed to provide matching funds of $472,000, which means the full SAVE program amount is $672,000. “The grant funding will enable the district to remove derelict and abandoned vessels that can cause navigational hazards and environmental pollution in San Diego Bay,” port district staff told commissioners in a report about the

What’s On Tap: Marina Recreation Association President Scott Robertson will kick off California Boating Congress the morning of March 31 with his opening remarks. LOS CABOS, Baja California Sur, Mexico—Picturesque sunsets, freshly caught seafood available at local restaurants, late night parties at the central business district, sandy beaches ideal for sunbathing and one of the most diverse ecosystems on the planet – yes, such a place does exist, and it’s not as far away as you might think. Of course we’re talking about Cabo San Lucas, which is one-half of the Los Cabos region, on the southern tip of Mexico’s Baja California peninsula. Los Cabos (which also includes the more mellow San Jose del Cabo) has, in recent years, become a popular destination for Southern California boaters (and Hollywood types, just the same). Modern-day Cabo San Lucas is known as a tourist attraction – and it’s quite evident, when you are here, how much the city caters to its (mostly) American audience. Most of what we see in Cabo San Lucas today began to take shape after World War II, what with the local sportfishing industry being a major attraction to anglers from El Norte (and points beyond). The southern tip of Baja California was unknown to most of the world for thousands of years. The Pericú tribe, according to a few historical accounts of Baja California Sur, originally occupied Los Cabos (and nearby La Paz). Europeans (Spaniards) would arrive in La Paz in the early 1500s, setting the stage for Los Cabos to become a sleepy Mexican fishing outpost. Fishing interests from the United States started to establish themselves in Cabo San Lucas (and the Los Cabos area, in general) in the 1910s. The commercialization of Los Cabos as a tourist destination – whether those visitors are anglers, boaters or resort-goers in general – has been steadily growing since the 1950s. A large chunk of the Cabo San Lucas economy is now based on tourism. It’s not uncommon to see the two marinas here packed with boats from other locales – mostly from outside Mexico. Los Cabos is ultimately a playground – a place for boaters to come to town and enjoy the local beaches, some fishing, a little golf, a dash of culture and plenty of nightlife. Culinary delights are aplenty. The Log presents the first of an intermittent series of stories on Los

Rohit OXNARD—Channel Islands Harbor hopes to have a fireworks display to celebrate Independence Day on the Fourth of July. Funding for the fireworks display won’t be coming from the city of Oxnard or county of Ventura. The community surrounding the harbor, accordingly, banded together to raise $42,500 to help the Ventura County Harbor Department and Oxnard City Hall put on a fireworks show for the Fourth of July. The fundraiser was launched on Feb. 6. Organizers have until the end of March to come up with enough funding to pay for the Fourth of July program, according to Ventura County staff. They have, to date, raised less than 10 percent of the funds necessary to fund the Fourth of July fireworks show. “We are appreciative of the people who have stepped up so far to save the show,” Harbor Director Mark Sandoval

Last year the City of Oxnard cut off its funding support for the event due to budget problems, and the same is true again this year, which means there is a $50,000 gap to fill in order to bring back the fireworks,” the GoFundMe page, which was started by someone named Steven Kinney, said. “The County Harbor Department is struggling with its own budget issues and cannot fill the void.”

The project involves growing Mediterranean mussels via submerged long lines in twenty, 100acre plots in federal waters near Ventura Harbor. Ventura Port District General Manager Brian Pendleton said a total of five sentinel lines will be deployed in the proposed growing area, the first of which happened on Feb. 8. After all five are deployed, juvenile mussels will be attached for data collection and monthly lab testing at CMB to meet newly adopted federal data requirements aimed at ensuring the safety of shellfish grown and harvested for human consumption. Meanwhile, the Ventura Port District, another partner in the project, has been working to get everything in order for the U.S. Army Corps of Engineers to review their permit application. VSE submitted permit and project applications in October 2018 to the Corps and California Coastal Commission. Pendleton said the Corps needs two things to happen before they will process the application: a navigational risk assessment required by the U.S. Coast Guard and resolution to a jurisdictional boundary issue raised by the Ventura Local Agency Formation Commission (LAFCo). The boundary issue revolves around the district’s ability to get permits in federal waters. “The District is working cooperatively with the LAFCo and is pursuing state legislation to resolve the matter,” Pendleton said. A fundraising effort is afoot to save the show, but more funds are needed to fund the fireworks program. Spearheading the fundraising effort is the Harbor Lessees Association. “Community members around the harbor, both individuals and businesses, have spoken in the past about being willing to support this event because of its great popularity, so this looks like the time to step up and do just that,” the fundraiser’s narrative on GoFundMe stated. “It’s going to take the combined work of hundreds of us to make this happen, especially since the money is needed by the end of March in order to schedule the show.” Oxnard and Ventura County’s Harbor
Department have generally split the costs associated with Channel Island Harbor’s Fourth of July fireworks celebration. Provided services were also split up. “The city of Oxnard would provide traffic control and the Harbor Department would provide portable restrooms, extra bins for waste, and staff to clean the Harbor during and after the event,” county staff said in a released statement. “Last year the city of Oxnard notified the Harbor Department that it could not pay its half of the fireworks display ($12,500) and asked the Harbor See FIREWORKS page 17

If passed, the bill would “authorize the Ventura Port District, to the extent permitted by federal law, to construct, maintain, operate, lease, and grant permits to others for the installation, maintenance, and operation of aquaculture plots in federal waters off the coast of California in order to aid in the development or improvement of navigation or commerce to the port district.”
Meanwhile, a staff report released on Feb. 28, recommended a firm to complete the navigational risk assessment required by the U.S. Coast Guard. The assessment will evaluate the level of potential risk of the proposed aquaculture project on commercial and recreational shipping; impact to vessel traffic patterns and traffic constraints; and identify potential mitigation measures that, if required, will reduce navigation risk associated with the aquaculture project. Pendleton estimated the assessment would be completed by the end of June. Efforts to bring aquaculture to the Ventura Harbor area have been afoot since 2015 with hopes of bringing safe, sustainably produced, and locally grown shellfish while also boosting the local economy. A report from VSE in July 2019 was hopeful the project could begin sub-permitting agreements and initial project implementation in the winter of this year or early 2021. Pendleton said depending on when AB 2370 is voted on, project implementation in the winter of this year or early 2021 could still be possible. The Harbor Department covered the second half of the fireworks display and the cannabis industry in Port Hueneme paid for the cost of Oxnard Police Department staff overtime.” The county won’t be able to cover the costs of this year’s event on its own, according to Sandoval. “Unfortunately, we cannot count on the donations received last year, and the budgetary situation of the Harbor Department is likely more severe than the city’s, as we are projected to lose nearly $1 million this fiscal year,” Sandoval said in a released statement. “If we cannot raise the funds previously provided by the City of Oxnard, we will be forced to cancel the fireworks.” The GoFundMe fundraiser had raised $3,627 – more than $38,000 short of the goalpost – as of press time. What happens if Harbor Lessees Association can’t close the gap and enough funds aren’t raised for this year’s Fourth of July show at Channel Islands Harbor? “If it should happen that the fireworks show cannot be saved, you may send your request for a refund,” according to the fundraiser’s narrative. “Or, any funds left at the end of this effort will be given to the Harbor Foundation, the 501(c)(3) charity which promotes marine education and public interaction with the marine environment.”

Auberry said shoppers can also take advantage of picnic tables situated on the marina office’s front lawn to relax and enjoy a great view of the marina and harbor. Catalina Connection By Lindsey Glasgow TWO HARBORS — The Wild Buffalo Relay will be no easy feat. Competitors in small crafts will complete a 41–mile open ocean course from Two Harbors on Catalina Island to Newport Dunes in Newport Beach on April 5. The Wild Buffalo Relay is an all small craft relay race within the SoCal Ocean Racing winter series – a group of paddle sport races up and down the coast from San Diego to Santa Barbara; October through April. The Wild Buffalo Relay is put on by Puakea Designs, a Southern California-based paddle sport design company. This will be the third iteration of the event.
“We have always had worldwide participation,” said Race Director Kelly Schwartz in an email. “Racers from Canada, Tahiti, New Zealand and all over the US have come to race.” The relay includes all small craft divisions with relay teams of two to four people (depending on the craft) or select solo divisions. Crafts allowed include one-man and two-man outriggers, surfskis, SUPS and prone boards. Each team must have a safety escort boat to accompany them. Schwartz said they are always looking for more safety boats if anyone is interested. The race will be preceded by a slew of events in Two Harbors. Marina Cove Ltd, the longtime lease holder of King Harbor Marina, entered into a purchase agreement with Majestic KHM LLC to take over the lease. REDONDO BEACH—King Harbor Marina in Redondo Beach has a new leaseholder. Marina Cove Ltd (MCL) entered into a purchase agreement for Majestic KHM LLC to take over the lease for an undisclosed price. The Redondo Beach City Council approved the assignment of lease on Feb. 18. “The assignment does not come with any requests at this time for any modifications to the master lease, so the master lease as its drafted today would just move over to the new ownership group,” Waterfront and Economic Development Director Stephen Proud said at the Feb. 18 City Council meeting. About 13 years remain on the master lease before it can be renegotiated with the city. ities that run the length of Mole B. “This is the largest lease, I think, in the entire harbor,” Mayor Bill Brand said at the Feb. 18 City Council meeting. Proud said the council generally has no control over a lease sale, outside of determining if the person to whom the lease or the entity to whom the lease is being assigned has the financial and operational capacity to carry forward the agreed upon obligations. The city utilized the services of Kosmont Associates to conduct an extensive due diligence review of Majestic, Proud stated in an administrative report to the City Council. The report said results indicate that Majestic has the financial and management capacity to assume the obligations of the lease. Majestic is a limited liability corporation managed by Kobe Group. Dr. Allen Ginsburg is the president of Kobe Group and is also the leaseholder of the Crystal Cove Apartments and Chart House restaurant. “We wish Dr. Ginsburg and his team every success and we encourage him to support the many community groups that will depend on him for continued growth,” said MCL President, Maryann Carroll-Guthrie at the Feb. 18 meeting. MCL held the lease for King Harbor Marina for approximately 50 years. MCL is owned by the Guthrie family, who was praised by the public and council members at the Feb. 18 meeting. “When I think of King Harbor I think of the Guthries,” Brand said. “The name Guthrie is synonymous with the harbor so I think even as you go off into your sunset that legacy still carries on,” Council Member Christian Horvath said.

The Port of San Diego’s Board of Port Commissioners continues to have talks about bringing Top Golf to East Harbor Island. Commissioners agreed it would be a revenue generator for the port district. One commissioner, however, wondered if the recreational gold venue could be built anywhere in the San Diego area.
PORT OF SAN DIEGO WEIGHS IN ON POTENTIAL ARRIVAL OF TOP GOLF AT HARBOR ISLAND Commissioners are hopeful the golfing amusement venue, if approved, would add some diversity of use at East Harbor Island. By Parimal M. Rohit SAN DIEGO—East Harbor Island could soon be activated and become a draw for more than boaters. The Port of San Diego’s Board of Port Commissioners is looking into allowing a Top Golf venue to be built at East Harbor Island, where Sunroad Resort Marina is located. Port commissioners, on Feb. 11, had a general discussion of having a Top Golf venue being built at East Harbor Island; no decisions were made at the meeting. “Today we have a huge opportunity to begin the discussion of how we’re going to potentially modernize, redevelop and reinvigorate East Harbor Island,” Jason Giffen, the port district’s vice president of planning, environment and government affairs, told commissioners. Commissioners seemed to generally support the idea of a Top Golf location at East Harbor Island. “There are only so many hotels and restaurants we can do,” Commissioner Michael Zucchet said, adding Top Golf could be a revenue generator for the port. “It’s a diversity of something else.” Commissioner Rafael Castellanos was the voice of caution and didn’t think Top Golf was the best use of space. “I just feel like it’s a bunch of land, that, instead of being occupied by humans, by people, it’s not. It’s expensive,” Castellanos said. “I feel like you can put this anywhere.” The Top Golf property is expected to occupy about 12 acres on East Harbor Island. A Top Golf representative said the company could build as many as three Top Golfs in the San Diego area; the first one is planned for East Harbor Is-
land. A second location could be built in Carlsbad; such plans, however, are merely in the idea phase. Bringing Top Golf to East Harbor Island, ultimately, would draw people to this portion of the San Diego waterfront, between downtown and Point Loma. The first phase of East Harbor Island’s redevelopment could bring online the following: Top Golf; two-lane vehicle access roadway; waterfront public park space; pedestrian accessways; and, a 500-room hotel. A second phase could add another 360 hotel rooms to East Harbor Island. There is a contingency for a third phase of construction, should one of the attractions planned in phases one and two not be realized. The third phase would allow for the development of a 500-room hotel, as a replacement for one of the potentially unrealized attractions of phases one or two. Redeveloping East Harbor Island comes with a few constraints. Building heights, for example, must be restricted since the island is adjacent to San Diego International Airport. Port district staff added the need to preserve Harbor Police’s existing operation at East Harbor Island is also a restriction. Reconfiguring of the entrance to Harbor Island at Harbor Island Drive is also a limitation, according to port district staff. “The limitations on the configuration of the entrance road are due to the curve that transitions the road from north-south orientation to the east-west orientation,” port district staff said in a report to commissioners. Top Golf would have to come back with additional information, such as its revenue models and plans for on-site parking. The proposed Top Golf project at East Harbor Island would likely be on the board’s agenda for March. Construction of Top Golf could begin as early as 2022 – assuming the project is approved by all the proper agencies and the environmental review is completed in a timely manner. Port district staff stated construction could take 12 months to complete, meaning the earliest Top Golf could be operational would be in early 2023.

Rohit SAN DIEGO—College basketball’s championship tournament season is around the corner, which means it’s time for the March Madness Regatta, hosted by Cortez Racing Association. The regatta will be held March 14 on San Diego Bay and is open to all members affiliated with a US Sailing organization. Boats will race in the following class breaks: PHRF Spinnaker (Classes 1, 2, 3, 4 and 5), Non-Spinnaker (Class 6), Multi-Hull (Class 8) and One-Design. One-Design classes will comprise of five or more entries. Two races are scheduled as part of March Madness Regatta. The first race’s warning signal will be at 11:55 a.m. A warning signal for the second race, according to Cortez Racing Association staff, “will be as soon as possible after the completion of the previous race.” The final warning signal will be given at 3:30 p.m. Cortez Racing Association members can regis-
ter for the regatta at no cost. Non-members must pay a $40 entry fee, while US Sailing Association members can register for $35. All eligible boats must register online (www. cortezracing.com) by 6 p.m., March 13. Sailing Instructions and the course chart will be available online by March 13 at 5 p.m. “The starting area is in the vicinity of the halfmile marker mid-Harbor Island,” the Notice of Race stated about the regatta’s start line. “The racing area covers the general locale known as San Diego Bay. For navigation, refer to NOAA Chart #18773, San Diego Bay.” A post-race party will be held at Fiddler’s Green Restaurant, located at Shelter Island, immediately after racing. Classes with two to four boats would be eligible for one prize. Two prizes would be up for grabs in classes of five to seven boats. Those classes with eight or more competitors will be eligible for three prizes. “Each boat’s score shall be the total of her race scores,” the Notice of Race stated. “No score shall be excluded. PHRF ‘RLC’ ratings will be used as the default for scoring all races and to determine class breaks. However, the PRO may elect, on a race-by-race basis for each class, to use the ‘buoy’ ratings, should conditions permit. The Bogart Race comes to Newport Beach on March 21 and 22. The first day of racing will start in the vicinity of the Santa Ana River Jetty and finish at the Avalon Casino on Catalina Island. Day two of racing will start off Avalon Casino, with competitors racing toward the finish line at Balboa Pier in Newport Beach. “Boats will be placed into classes based on their Area D Random Leg Rating,” the Notice of Race stated. “Race Committee may assign a boat to a class it deems appropriate.” First warning signal will be given at 10:55 a.m. on both days. The entry fee for the Bogart Race is $50. Sailing instructions will be available at the Bahia Corinthian YC office one week prior to the first race. Changes to the schedule of races will be posted on the Race Bulletin Board at Bahia Corinthian YC (and online at www.bcyc.org) at 7 p.m., the day before the race. “Scoring for the Bogart Race Overall (class and overall) will be based on the sum of each Final Corrected Time,” the Notice of Race stated. “There are no throw-outs. A boat that did not start, did not finish, was disqualified or retired, shall be scored points for the finished place one more than the number of starters for the race.” Take home trophies will be awarded after each race (Santa Ana River Jetty to Avalon Casino and Avalon Casino to Newport Beach). Bahia Corinthian YC is located at 1601 Bayside Drive in Corona Del Mar. The Bogart Race, named after actor Humphrey Bogart, is Bahia Corinthian YC’s longest-running race. Sailors race to Avalon, spend the night there, and return to Newport Beach the following day. The race traces its roots to 1950, when Bogart competed in a sailing event to Avalon. He would win that race aboard his boat, Santana. Bahia Corinthian YC, which formed in 1958, would eventually establish and organize the Bogart Race Series, in honor of the actor’s Avalon race.

American Legion Yacht Club is the organizing authority. The race, which is classified as a Category A event, is open to PHRF, PHRF Non-Spinnaker and Non-Spinnaker Cruising classes. Non-Cruising class entries must be a member of PHRF of Southern California, possess a valid rating certificate and be a member of a Southern California Yachting Association/US Sailing Association yacht club. “Cruising Class racers need not be members of PHRF. Boats entering the Cruising Class are eligible for adjustments to the boat’s RLC Rating. [American Legion YC] will assign an arbitrary rating to any Cruising Class boat without a PHRF rating,” the Notice of Race stated. Entries must be submitted online, via the US Sailing Regatta Network. The entry fee is $35 if submitted before 5 p.m. on March 13. Late entries will be subject to a $40 fee after 5 p.m. on March 13. “Cruising Class entrants without PHRF Certificate are required to submit a completed and signed Cruising Class

The plight and recovery efforts of Southern California’s white abalone A relatively new installation at the Santa Barbara Museum of Natural History Sea Center highlights the conservation work to bring the local species back from the brink of extinction. By Lindsey Glasgow SANTA BARBARA—White abalone were once numbered in the millions off the coast of California. They were caught, sold, shucked and enjoyed in a thriving industry. Today, NOAA Fisheries estimates population numbers sit around 1,600 to 2,500. NOAA Fisheries attributed the decline to commercial fishing. In 2001, the large sea snails were the first marine invertebrate listed as endangered under the Endangered Species Act in 2001. Efforts to revive the wild population have been around for the past two decades, with the Santa Barbara Museum of Natural History Sea Center a player in those efforts. For the past 13 years, the Sea Center has been home to a cohort of mature white abalone. In July 2019, the Santa Barbara Museum of Natural History Sea Center brought more light on those efforts with the opening of a new exhibit titled “Saving the White Abalone,” illustrating the abalone life cycle and detailing conservation efforts. The Santa Barbara Harbor Commissioners were the latest to be looped in, getting an update about the exhibit and recovery efforts by Sea Center’s Aquarist Manager, Thomas Wilson on Feb. 20. “It’s universally accepted that the species has not undergone any significant reproductive success in the wild since the 70s,” Wilson said during his presentation at the Feb. 20 Harbor
Commission meeting. Sea Center is a member of the White Abalone Restoration Consortium (WARC), a collection of groups working to expand scientific knowledge of white abalone and increase public awareness of the endangered species. The Saving the White Abalone exhibit highlights conservation efforts, including the White Abalone Captive Breeding Program and White Abalone Recovery Program, which breed, raise and study abalone in captivity. The exhibit provides a look some of what goes into that, featuring a grow-out display demonstrating the process of raising white abalone from larvae in captivity. “It mimic’s grow-out troughs for recently settled white abalone larvae,” Wilson said. While the exhibit is new, the plight of white abalone is not. White abalone conservation efforts date back to 1997 when it became illegal in California to fish for white abalone. According to NOAA Fisheries, the closure may have slowed the animals’ decline, but likely not by enough to recover the population. “It was recognized by the scientific community that the only way for this species to recover would be captive breeding,” Wilson said. A White Abalone Captive Breeding Program was launched at University of California, Santa Barbara Marine Science Institute (UCSB MSI) with the first captive spawning attempt taking place in 2000. The program moved to Northern California in 2011, where it remains today, headquartered at UC Davis-Bodega Marine Laboratory (BML). Every year BML is involved in captive spawning attempts and in 2013 Sea Center was asked to participate. “We were never intended to spawn any of our animals,” Wilson said. “We were just there to have them on display so that the public could see them and educate them.” Sea Center has since been continually involved in spawning efforts, with mixed results, according Wilson. How-

They are now listed as endangered and efforts have been around for the past two decades to bolster the wild population. ever, the program has experienced overall success in their spawning efforts, leading to BML reaching capacity with holding animals in recent years, Wilson said. In 2015, Sea Center received 50 white abalone from those spawning efforts and 50 more again in 2018. Those white abalone are on display for the public at the Sea Center. In April 2019, Sea Center celebrated another first, receiving abalone larvae from BML, according to Wilson. After abalone eggs hatch, they turn into larvae, which float for a week or two before finding the right hard substrate to attach to. The snails then begin to develop the adult shell form. Wilson said 40 viable larvae survived. The larvae are now about a centimeter big and continue to grow each day. Sea Center will continue to monitor shell lengths and weights of the sea snails. “As we move forward we are trying
to research the best holding conditions for these animals so that we can grow the most robust animals we can in captivity,” Wilson said. Another major success in the recovery efforts happened last December when WARC was able to out plant the first batch of white abalone in Southern California, according to Wilson. “It’s the first time in the history of the program they’ve been able to do so,” Wilson said. “It’s a huge milestone.” Wilson said these conservation efforts are full steam ahead. “The overall goal is to out plant these animals to bolster the wild populations,” Wilson said. “Its estimated the wild population is dying at a rate of I believe 14 percent every year.” The Saving the White Abalone exhibit can be viewed at Sea Center, 211 Stearns Wharf, Monday through Friday, 10 a.m. to 5 p.m.

$65 MILLION ASIDE FOR FISHERY DISASTER RECOVERY
Yurok Tribe in California is among the recipients of the federal funding, which covers fisheries disasters occurring between 2017 and 2019. By Parimal M. Rohit WASHINGTON, D.C.—Communities in Alaska, California, Florida, Georgia, North Carolina and South Carolina will receive a combined $65 million in federal funding assistance, Commerce Secretary Wilbur Ross announced on Feb 27. The communities – including California’s Yurok Tribe – are receiving the assistance because they suffered fishery disasters between 2017 and 2019. Fisheries identified by the Commerce Department suffered from some sort of natural disaster and were in need of assistance in order to fully recover. “Fisheries play a critical role for coastal economies, providing jobs for fishermen, fish processors, and other related maritime industries,” National Oceanic and Atmospheric Administration (NOAA) staff said in a released statement. “However, fisheries can experience natural disaster events and other circumstances beyond the control of fishery managers, resulting in sudden and unexpected losses within the fishery and leading to serious economic impacts to those who rely on them.” Ross added the federal wounds would “help impacted fisheries recover from recent disasters and make them more resilient to future challenges.” Commerce Department staff worked with NOAA Fisheries to make the specific allocations to those who needed the funding. NOAA Fisheries reviewed commercial revenue loss information to determine where funding should be allocated.

seen within this zone. Where there have been recent catches of bluefin tuna has been at the offshore waters outside of Punta Colnett. Sportboats fishing 1.5- and 2-day trips to the Punta Colnett area during the winter season normally target reds, rockfish, lingcod and yellowtail, but the past couple of weeks have also featured some bluefin biting offshore. At times, some of the sportboat trips running down this way have spent part of their day focused

on fishing offshore waters and have caught bluefin, up to 120+ pounds. Tomahawk out of Fisherman’s Landing, out on a 1.5-day trip on Feb. 29 with 19 anglers who caught 13 bluefin, had limits of rockfish and eight lingcod (to 22 pounds). Pacific Queen out of Fisherman’s Landing had 33 anglers fishing on a 1.5day trip that caught 240 rockfish, 60 reds and eight lingcod. The bluefin caught on Tomahawk were reported to be in the 70to 90-pound class.

What has been another significant early sign of spring has been the improving yellowtail fishing around Los Coronado Islands. The yellowtail bite had been slow but took a big turn for the better on Feb. 27, when San Diego out of Seaforth Sportfishing fished a full-day trip and had 14 anglers catch 63 yellowtail, 10 reds and one bonito. Private boater, Capt. Bob Fletcher of Fletch, reported he was fishing aboard San Diego out of Seaforth Sportfishing when they made the catch that included 63 yellowtail. Fletcher reported about the trip and called it an excellent day of fishing in nice weather. He added the yellowtail were being caught from stopping on sonar marks and most were caught on yo-yoed iron fished right near the bottom. Fletcher said it usually did not take long to find another school of fish to stop on and the yellowtail oftentimes responded to the chummed sardines and would come up and boil around the boat. The Rockpile area has been best for the yellowtail, while working to the southwest, south and southeast of the Rockpile. Most of the yellowtail have been in the 14- to 18-pound class and the yellows have ranged in size to 20 pounds. Seaforth Sportfishing reports there were also a few yellowtail caught on surface iron on its Feb. 27 trip aboard San Diego. Good choices for surface iron include Tady 45’s and Salas 7X lights in blue and white, mint, and sardine colors. Good choices for yo-yo iron include Salas 6X, Salas 7X heavy and Salas 6X Jr. jigs in blue and white, blue and chrome and scrambled egg colors. The rockfish opener in Southern California waters was on March 1, but a lot of anglers stayed home due to the poor weather forecast with Small Craft Advisories being posted. Anglers have been anxious to get back out to the rockfish grounds and drop baits down to fish that have been closed to fishing for the past two months but a lot of anglers decided to wait due to the bad weather forecast for the opener. There were a few sportboats out on opening day giving it a try and they did find some good action. Premier out of H&M Landing fished two half-day trips with 77 anglers who caught 410 whitefish, 136 rockfish, seven sculpin, one sand bass and one sheephead. Dolphin out of Fisherman’s Landing fished a morning half-day trip with 40 anglers who caught 148 rockfish, 8 sculpin, two sand bass, two sheephead and one calico bass. Productive rockfish areas in the San Diego County region which are expected to produce some action following the
two-month rockfish closure include the International Reef located a short way above the Mexico border, hard bottom areas to the west, southwest and southeast of the Whistler Buoy at Point Loma, the Point Loma Pipeline, the hard bottom outside of the Green Tank at Point Loma, the 270 to the west of Mission Bay, the area outside of the lower and the upper ends of La Jolla, the ridge outside of Del Mar, the hard bottom outside of Leucadia, and Box Canyon. The rest of the fishing along the San Diego County coast has been good for a mix of sand bass, calico bass, perch and sculpin along with an occasional bonus halibut or yellowtail. There have been occasional showings of yellowtail along the San Diego County coast but they remain inconsistent and unpredictable as to where and when. One sign to look for is that the schools of yellowtail are usually found in areas where there is a lot of bait. The two areas where the yellows have had a tendency to show in recent weeks have been in the region of the Imperial Beach Pipeline, and in an area ranging from outside of Mission Bay on up to the lower part of the MLPA closure zone at the lower end of La Jolla. A good depth range to try and locate yellowtail has been in 18 to 30 fathoms of water. The yellowtail along the coast have been mostly 18- to 25-pound fish and they have been located by finding sonar marks, meter marks. Fish are up working on the surface under spots of diving birds. Once located, yo-yo iron, surface iron, mackerel and sardines have all been working for yellowtail. A surface iron cast to a spot of breaking fish before they sound has been working the best. Spring will be here soon but Southern California anglers are already experiencing some spring like surface fishing for yellowtail and bluefin tuna. A few of the restaurants mentioned in the section below are also walking distance from the Hacienda. Hotels immediately nearby the Hacienda are Breathless Cabo San Lucas Resort and Spa, Cabo Villas Beach Resort and Spa, Marina Sol condos, Bahia Hotel and Beach Club, Casa Dorado Los Cabos, Pueblo Bonito Los Cabos Beach Resort and Marina Fiesta Resort and Spa. Farther outside of town are Hard Rock Hotel and Nobu Hotel, both of which are located at Playa El Suspiro and Diamante Cabo San Lucas. Boaters looking for familiar hotel chains can find a pair of Hyatt properties and a Holiday Inn at San Jose del Cabo; there is also a Fairfield Inn at Cabo San Lucas.
WHERE TO EAT Culinary options exist almost anywhere and everywhere in Cabo San Lucas. The question is not where you will go eat – it’s, which places will I save for the next trip! Stray a little bit off the waterfront and you’ll find a trio of restaurants worth trying at some point during your visit: Edith’s, Tres Sirenas Cocina del Mar and Bar Esquina at Hotel Bahia. All three restaurants are within a stone’s throw of each other. Edith’s is the heavyweight here, which fuses Baja California and Guerrero cuisines. Come here for the steaks, locally caught seafoods and handmade tortillas. Daytime eating will offer you views of Medano Beach and El Arco, while nighttime dining features a romantic atmosphere of candlelit tables and palapas. Captain Tony’s at Fisherman’s Landing is one of the most frequented seafood destinations on the waterfront. The restaurant certainly offers traditional Mexican flair, such as chile relleno, fajitas and enchiladas. There are also soups, salads, pastas, and even a hamburger – but seafood is the name of the game here. Cabo Fish and Chips is beer battered yellowtail served with French fries, while Coconut Shrimp is a coconut-breaded shrimp served with mango sauce, rice and vegetables. The Captain Tony’s Fish item is a steamed fish served with shrimp, veggies and herbs.
WHERE TO PLAY There is no shortage of nightlife in Cabo San Lucas. Portions of the central business district, which is walking distance from the city’s marinas, feel no different than Miami’s South Beach or the Las Vegas Strip. One place to visit in Cabo San Lucas’s central business district: Slims Elbow Room, which is known as the world’s smallest bar. There are only four stools at Slims Elbow Room. You can literally walk from one end of the bar to the other end within 2 seconds. Stand on the sidewalk at the bar’s entrance,
take two paces in and you’ve walked as far into the bar as you can. Slims Elbow Room is located at Plaza Mariachis, Paseo de la Marina Boulevard. Other bars in the business district include The Giggling Marlin, El Squid Roe, Mandala Los Cabos, Saloon, Harbard, The Jungle Bar and Cabo Blue Bar and Grill. Cabo San Lucas, of course, is much more than a party town (even if some might tell you otherwise). There are plenty of activities to do during the day, whether it is aboard your boat, at one of the many beaches in town or a short trip to areas on the city’s periphery. Sportfishing is, hands down, one of the most popular pastimes here in Cabo San Lucas. There are several fishing tournaments happening here every year – the most famous one being Bisbee’s Black and Blue Tournament (which takes place Oct. 23-27 this year). Walk anywhere along the waterfront and you’ll find no shortage of solicitors trying to sell you a fishing trip. Each solicitor will tell you they know where all the hot fishing spots are – only to find out they will take you to the same places as everyone else. Purchase a fishing trip from a solicitor, hop on a pre-planned charter or just navigate your own boat – whatever you decide, there are plenty of fish in the Sea (of Cortez). Some of the fish species anglers come here to catch include marlin, wahoo, amberjack, bonita, cabrilla, mahi mahi, roosterfish, sailfish, yellowfin and yellowtail. Head slightly east (toward San Jose del Cabo) and you’ll find Bahia Chileno (which is also home to Playa El Chileno). Bahia Chileno is a perfect bay to drop anchor and float in place while you enjoy a meal on your deck or choose to drop a line in the water for some casual fishing. Diamante Cabo San Lucas is a must-visit for anyone who loves to hit the links. This waterfront destination is more than a golf course and resort: there is also a Nobu Hotel and Restaurant on the beach (Playa El Suspiro). Don’t forget to visit the most famous “playas” of Los Cabos: Lovers Beach and Divorce Beach, both of which are located next to El Arco, the famous archshaped rock formation at the farthest edge of Baja California. El Arco, as it were, is also considered the official dividing line between the Pacific Ocean and Sea of Cortez (aka Gulf of California). Faro Viejo – an old lighthouse on the far edge of town – is worth checking out. The property itself can’t be accessed by land, but if you are on your boat, head out to the Pacific side of Cabo San Lucas and head toward Playa El Suspiro and the Diamante resort area. You’ll see Faro Viejo (which literally means “old lighthouse”) on the bluff overlooking the water, before you reach the Diamante resort area. It’s definitely worth navigating this way and viewing a rare piece of Baja California’s ruins. Is art your thing? Then head to San Jose del Cabo’s Gallery District, where you can visit several galleries as part of the local Art Walk.
