Los Angeles County continues to discuss charter regulations

MARINA DEL REY — Charter operations in Marina del Rey continues to be a difficult issue for local officials to pin down, as the Los Angeles County Department of Beaches and Harbors provided a brief presentation of passenger boating services at the Small Craft Harbor Commission’s November meeting.

County officials have been contemplating how to regulate charter operations in Marina del Rey for some time now, both with respect to the permitting process and how to crack down on illegal passenger services aboard recreational boats.

The crux of county staff’s presentation at the Small Craft Harbor Commission’s Nov. 8 meeting focused on charter operation permitting.

There are two avenues to operating a charter service in Marina del Rey, according to Michael Rodriguez, Department of Beaches and Harbors’ chief property manager: applying for use of Dock 55 or obtaining a permit through leasehold.

Access to parking at Dock 55 was one concern addressed during the public comment period.

Rodriguez said the county’s decisionmaking process would, in part, be determined by whether the charter operator proposed a viable parking plan.

Commissioners requested from county a staff to provide a list of potential Dock 55 users as part of its continued deliberations on the matter.

A review of the various marina redevelopments in Marina del Rey could also become a factor in how L.A. County shapes the regulation of charter operations at the large recreational boating harbor. The proximity of charter operations to recreational marinas and liveaboards is one of the top concerns among local boaters. County officials could look into managing recreational and commercial uses of the harbor, as to keep charter operations from comingling with boaters and liveaboards.

Charter operations must have a U.S. Coast Guard licensed captain on board and be visually inspected. All charter vessels must have its inspection forms certified and documented and carry valid insurance. Operators must also possess a valid county business license and permits to serve food and alcohol.

Former lifeboat now used as an AirBnB rental

NORTHERN IRELAND — A former RNLI lifeboat is now a houseboat-for-rent at a waterfront location in Northern Ireland, according to a current posting on AirBnB’s website.

One news report identified the houseboat rental as a “pirate ship.”

A fishing club in Northern Ireland apparently refurbished a former lifeboat to make it habitable for tourists. The houseboats featured three bedrooms (with six total beds), Jacuzzi, sauna and an indoor fireplace.

A jury sided with the city after a trial and an appeals court upheld that verdict. Lozman, however, took the case to the Supreme Court, arguing in part that U.S. appeals courts across the country are split on the issue of retaliatory arrest versus free speech.

The Supreme Court will likely schedule oral argument in Lozman’s latest case for late this winter or early spring. The case comes at a time of more frequent

The crabbing season reportedly opened Nov. 15.

At least 19 humpback whales, two blue whales and one leatherback sea turtle were found tangled up in commercial crab gear off the West Coast last year and the figure has been rising in recent years, according to the Center for Biological Diversity.

The center sued the California Department of Fish and Wildlife in October, alleging it failed to prevent unlawful entanglements of whales and other marine life.

Crow’s Nest San Diego purchased by yacht brokers Eric Pearson, Michael Selter SAN DIEGO — Yacht brokers Eric Pearson and Michael Selter have purchased Crow’s Nest Yachts, it was announced in mid-November.

Crow’s Nest, located at San Diego’s Shelter Island, will reportedly focus on upgraded personal service and “fit and finish” operations, according to a released statement. The yacht sales brokerage launched in 1975 and offered its customers a variety of sportfishers, recreational vessels and luxury yachts sized from 40 to 150 feet.

Pearson and Selter plan to contemporize all business operations as well as brighten the firm’s 1,650-square foot offices, enhance exterior signage, and fully outfit its privately owned 23-vessel capacity sales marina, the released statement continued.

Pearson began his yacht broker career at Crow’s Nest more than a decade ago. He spent the last 12 years as a broker at Fraser Yachts. His father founded Pearson Fuel Dock, which is walking distance from Crow’s Nest.

Selter, meanwhile, was a yacht broker and brokerage owner affiliated with Fraser Yachts. He formerly owned and operated American Yachts, a full-serve brokerage with offices in Newport Beach and San Diego, which was located directly across the street from Crow’s Nest.

Port of Long Beach receives U.S. EPA grant to cut pollution was enacted in 2005 and provides grants to state, local and tribal governments for programs to reduce emissions from diesel engines, according

LONG BEACH, Calif. — The Port of Long Beach has been awarded $2.4 million from the U.S. Environmental Protection Agency to help Stevedoring Services of America (SSA), Foss Maritime and Curtin Maritime replace equipment with zeroemission or cleanest-available equipment.

The Diesel Emission Reduction Act money will enable SSA to retrofit three rubber-tired gantry cranes to all-electric operations, entirely reducing related emissions and diesel fuel consumption. The funds will also assist in retrofitting four tugboats operated by Foss and Curtin with the newest and cleanest engines available.

Over the next two decades, the projects are expected to reduce carbon dioxide by 15,606 tons, nitrogen oxide by 1,649 tons, carbon monoxide by 267 tons, diesel particulate matter by 61 tons and hydrocarbons by 40 tons. The equipment is scheduled to be in place by the end of 2019.

Aquaculture is the longterm solution Mother Earth needs In regard to your article regarding Offshore Fish Farming offshore of San Diego in the Nov. 3 issue of The Log, I would like to expound on the sustainability of such endeavors and illustrate that there is a much better solution to feed and nourish the future generations of planet Earth. Aquaculture is comparable to riding horses for transportation instead of driving automobiles or flying in propeller planes in lieu of using jets. Let us skip the inefficient and ecologically destructive practice of fish farming and just proceed to the future of food production; the growing of protein in labs (warehouses) in which cloning and in-vitro production is used to produce fish and meat products.

Google Finless Foods or Memphis Meats and you will see what the future holds; real sustainable food that will feed the billions of humans without the destruction of our environment. Like Apple and Microsoft, there will be large

sums of money made on the investment of feeding the world sustainably with this process, using a long-term, positive solution; not with some temporary, negative impact, limited money making investments like aquaculture.

By Parimal M. Rohit STATEWIDE — California Coastal Commission’s final meeting of 2017 is expected to be a little salty, as the quasi-judicial agency’s staff is expected to make an informational presentation on seawater desalination, Dec. 13.

Specifics of presentation were unknown at the time this editorial was written, and commissioners won’t be taking any sort of action on whatever they do discuss. Yet the presentation’s timing is not random or coincidental – plans to build a massive desalination plant on the Huntington Beach coast could be in front of the Coastal Commission in the not too distant future.

Poseidon’s desalination plant plans cleared its first significant regulatory hurdle in October,

when the State Lands Commission tossed its support in favor of the saltwater conversion venue.

Two more approvals are needed before Poseidon can dig a shovel in the ground and begin construction. One of those two approvals must come from the Coastal Commission.

Perhaps the upcoming presentation will give us some insight as to what the Coastal Commission would require of Poseidon. We won’t know specifics, to be sure, of the commission’s position, as the Dec. 13 informational presentation is neither a deliberation nor a case for or against Poseidon’s plans.

What the Coastal Commission can do during its informational presentation is set the bar for Poseidon. Desalination, as The Log has previously reported, is not a silver bullet solution to California’s water insecurity, but converting saltwater to freshwater could certainly be a useful tool from the shed in our quest to withstand intense dry spells and recurring drought cycles. FAST FACTS: Two Harbors’ One-Room Schoolhouse

By Parimal M. Rohit TWO HARBORS — Long commutes might not be a thing for a vast majority of people living on Catalina Island. A small group of students living at Two Harbors, however, endure a meandering path to and from school during the academic year.

The Little Red Schoolhouse, a one-room building in Two Harbors, is currently closed due to a lack of school age children (Kindergarten to Fifth Grade) on the isthmus – meaning the handful of parents at Catalina’s west end have to send their young ones to Avalon.

Traveling from Two Harbors to Avalon via road means zigzagging through Catalina Island’s interior – which can be a time consuming trip, considering the hilly rout and lack of paved roads for most of the trip.

Long Beach Unified School District, which manages and administers the Little Red Schoolhouse, requires at least nine Two Harbors area children be able to attend classes in order for the one-room educational venue to be open.

There are only six children, ranging in age from 10 months to four years, currently living at Two Harbors. Three others who are in sixth grade and higher also live in Two Harbors and are bussed to Avalon for the daily educational endeavors.

And due to funding, Long Beach Unified is requiring a minimum of 9 kids in order to have it re-opened,” Leslie Boutillier, a sales and catering manager with Santa Catalina Island Co., told The Log about the Little Red Schoolhouse. “With such a wide range in ages, the minimum of 9 school age kids (K-5) unfortunately does not look as though it will be met anytime soon.”

The one-room schoolhouse was built in 1986 as a gift to Two Harbors. A 2013 news report in the Daily Breeze stated Long Beach Unified School District spent $100,000 per year to teach six students at the schoolhouse. The schoolhouse has been dark since 2014, according to the Orange County Register.

the Coastal Commission would moderate expectations and ensure Poseidon embarks on the most reasonable path to water security as possible.

The Log had already hashed some of the questions surrounding Poseidon’s saltwater conversion plan out in previous write-ups, such as whether it is sensible or responsible to spend $1.1 billion on a desalination plant to provide about 400,000 people with converted freshwater, or if the plant’s intake system would be hazardous to marine life.

Other questions to be asked included whether Poseidon has the best plan in place in terms of what it’ll do with the salt removed from the water and if there are other models state and regional agencies should be reviewing before validating the State Lands Commission’s Oct. 19 decision.

Plans to build a desalination plant in Dana Point, for example, reportedly carries a $100 million price tag – roughly 10 percent the cost of Poseidon’s plan. The plant would eventually provide about 15 million gallons of freshwater daily, compared to about 50 million gallons daily at Poseidon’s Huntington Beach plant.

This is not to say the costs associated with Dana Point’s desalination plant should be equally proportional with Poseidon’s plan in Huntington Beach, so $100 million for 15 million daily gallons converted freshwater doesn’t necessarily have to translate to $333.3 million for 50 million daily gallons of converted freshwater.

But $1.1 billion is a lot of money – the full burden of the cost eventually falling onto Orange County’s ratepayers.

Would it be too much to ask the Coastal Commission to contemplate the most efficient cost strategies for desalination and require Poseidon to implement such efficiencies into its plan?

Cost concerns aside, commissioners must also deliberate whether Poseidon’s desalination plant project is consistent with California’s Coastal Act requirements, particularly with respect to plankton and other near-shore marine life.

“Minimizing environmental damage in the process of extracting fresh water from seawater is an important part of the desalination process. The intake of plankton such as the larvae of fishes and marine invertebrates often destroys it during the filtering process,” a 2008 article on intake pipes in desalination plants – published by Scripps Institution of Oceanography – stated. “Some portion of the destroyed larvae would have gone on to become adult fishes and invertebrates, meaning that their loss could damage the ecosystems from which they were removed.”

Poseidon’s executive team will – and most certainly should – be questioned about whether its Huntington Beach plans meet or exceed the Coastal Act’s environmental standards. Minimizing the desalination plant’s environmental hazards – of which there will be some – would go a long way in bolstering Poseidon’s efforts (even with the $1.1 billion price tag).

Salt disposal is yet another concern.

Scripps Institution of Oceanography researchers states one created gallon of freshwater requires two gallons of saltwater – potentially leaving behind byproduct with high salinity. What will the Coastal Commission require of Poseidon when it comes to disposing of such byproduct?

Of course there are several more questions to ask – and, hopefully, we’ll have some insight about what direction the Coastal Commission would head with respect to desalination, both in Huntington Beach and statewide.

California, after all, has endured and will continue to endure through extreme drought cycles, meaning creative solutions to the state’s water insecurity. What role desalination plays in California’s response to its drought cycles remains to be seen, but policymakers and private

firms such as Poseidon will certainly seek saltwater conversion opportunities going forward – particularly with tens of thousands of desalination plants already operational worldwide.

A handful of desalination plants already exist along California’s coast, and the Coastal Commission could be reviewing several more saltwater conversion plans in the very near future – meaning the Dec. 13 presentation could influence the quasi-judicial agency’s upcoming policy considerations.

The Coastal Commission’s December meetings will be held Dec. 13-15 at the Ocean Institute in Dana Point; desalination is on the Dec. 13 agenda. Public comments could be submitted to commissioners leading up to the meeting.

The public is encouraged to share their opinions. What role should desalination play in securing California’s water future?

CenterCal files second lawsuit against Redondo Beach What Happened: CenterCal Properties, the El Segundo developer who proposed a $400 million revitalization of the King Harbor waterfront area, reportedly filed a second lawsuit against Redondo Beach.

The developer filed a federal lawsuit against Redondo Beach in June, according to news reports. CenterCal’s second lawsuit, which alleges breach of contract and due process violations, was reportedly filed in state court, Nov. 9.

Redondo Beach, coincidentally, terminated its lease agreement with CenterCal – just days ahead of the developer’s federal lawsuit filing.

Both sides have been engaged in a legal battle since Redondo Beach voters approved Measure C – a slow-growth ballot initiative effectively challenging CenterCal’s waterfront revitalization plans – in March.

What’s On Tap: Both lawsuits make similar allegations, according to news reports. CenterCal could pursue one lawsuit and drop the other depending on how a judge rules on the federal filing.

Oceanside Sea Center to move into Helgren’s Sportfishing building City Council approves changes to waterfront, ending months of contention.

OCEANSIDE — Helgren’s Sportfishing will move out of its two-story building –where it had been based out of since 1979 – and relocate to a nearby kiosk, Oceanside’s City Council decided, Nov. 15.

The City Council decision opened the door for Oceanside Sea Center, a joint venture pursued by Sea Star Capt. Joe Cacciola, Pfleger Institute of Environmental Research (PIER) and Chubasco Sportfishing, to finally be realized.

Oceanside issued a Request for Proposals (RFP) in 2016, seeking vendors to re-purpose Helgren’s Landing.

Cacciola, who replied to the RFP, was eventually informed he and his team could negotiate with the city to bring a new visitor-serving destination to the harbor.

The sea center, Cacciola told The Log in late 2016, would combine sportfishing with fishery science and marine education.

Matters, however, would become contentious in the following months as Helgren’s and the group behind Oceanside Sea Center were at the center of a dispute.

Complicating matters was the impending expiration of Helgren’s Sportfishing’s lease. The lease was set to expire May 5, but it became unclear whether Cacciola and his team would be able to pursue their plans as the city, apparently, also began talks with Helgren’s.

The situation remained unresolved through April, just a few weeks shy of the May 5 lease expiration, when the City Council finally voted to extend Helgren’s lease through November.

Helgren’s Sportfishing’s extended lease finally came to an end last month, allowing the City Council to approve the company’s move to a nearby kiosk.

The new lease agreement, according to city staff, does not contain any exclusivity clauses for uses within Oceanside Harbor, meaning Helgren’s will no longer be the sole provider of various charter services (such as sportfishing

or whale-watching).

Helgren’s new lease begins Dec. 1 and will continue through Nov. 30, 2027; rent will be $2,000 per month or a percentage of gross revenue, whichever is higher. The agreement includes two five-year extension options.

Oceanside 95, Helgren’s sportfishing vessel, will still be docked in the same location, according to city staff. The kiosk is located at 1350 Pacific Street, the southwest corner of Oceanside Harbor.

Oceanside Sea Center, meanwhile, will begin its lease term at the old

Helgren’s location (315 Harbor Drive South) beginning Dec. 1. The Sea Center lease, similar to Helgren’s, will continue through Nov. 30, 2027 (with two five-year lease options).

The city’s lease terms require Oceanside Sea Center to pay at least $3,000 per month or a percentage (6 percent for the first five years and 7 percent in years six to 10) of gross revenue, whichever is higher.

Council members approved both leases as part of their Nov. 15 consent calendar, without comment from the dais or public.

NEWPORT BEACH — The upcoming calendar year could bring a few interesting changes and updates to Newport Beach Harbor, as the city’s advisory board for waterfront matters provided what could be a sneak peak of what they might address in 2018.

A fee structure for large transient vessels, clarification of liveaboard regulations and an updated definition of what constitutes a derelict vessel were among the topics discussed at a recent Newport Beach Harbor Commission meeting.

Commissioners fell short of making any definitive recommendations on the three issues at their Nov. 8 meeting at Newport Beach City Hall, but much can happen by this time next year.

The seven-member advisory commission could soon be recommending a new fee plan for visiting superyachts or megayachts. Newport Beach Harbor had attracted large yachts, such as the 216-foot Invictus, in the past. The question has always been whether the city charged the visiting superyacht/

people a chance to comply and write or rewrite conditions that make sense in today’s world before any enforcement would be meaningful. This matter will get further attention in the coming months.”

Also up for discussion: derelict vessels. Newport Beach received funding from the state to help boat owners part ways, for one reason or another, with vessels they might have otherwise abandoned.

Commissioners might also recommend an updated definition for “derelict vessel” in 2018.

“There are boats identified that can be removed under this programs and that will likely begin in the new year,” Blank said. “In addition, the definition of what a derelict boat is will likely get some attention in [2018], along probably as part of the Title 17 update,” Blank said. “There is a community in Florida that has determined an effective definition and will be used in whatever we consider doing. It’s a challenging situation as the boats in question were somebody’s dream/love at some point and may still be.”

Commissioners, city staff and council members could also finalize a plan to streamline public pier signs across Newport Beach.

He was 91.

The boating industry executive forayed into the world of maritime in the mid-1930s, when he sailed his 8-foot dinghy in Newport Beach Harbor. He actively participated in racing events, rigging and sailboat repair.

Miller, who also served in the U.S. Navy, eventually founded Stan Miller Sailboats with his brother in 1955. Construction began in Seal Beach, where masts, rudders and leeboards were built. This two-level building would later become the Stan Miller Sailboats & Hardware store.

Close friend and sail maker Lowell North, who was in the process of developing and growing North Sails, was located upstairs.

The Millers love of sailboat racing continued, and in the early 1970s, Miller and his partners bought a New Zealand-built sailboat Ragtime.

Each harbor along the Southern California coastline will host its respective annual holiday boat parades. Mild winter weather from San Diego to Santa Barbara certainly provides an ideal environment for boat parades to christen the holiday season.

Decorated boats participating in the parades will have a chance to win in various categories as they cruise along the water. There may be a fee for boating participants. It is free for the public to view and enjoy the festivities.

Santa Barbara: A Hot Spot for Juvenile White Sharks Local marine biologist identified species as overfished and in need of protection.

SANTA BARBARA — Juvenile white sharks regularly frequent the Southern California Bight and are frequently found off the Santa Barbara coast, a marine biologist told members of the Santa Barbara Harbor Commission, Nov. 16.

Dr. Chris Lowe, director of California State University, Long Beach’s Shark Lab, spoke to Santa Barbara’s harbor commissioners about shark predation off the Central California coast.

Years of historical data indicate white sharks are quite common south of Pt. Conception and north of the Baja California peninsula – an area also known as the Southern California Bight.

Hot spots for juvenile white shark populations, which could cover a 40- to 50-mile area, existed at several locations along the Southern California Bight, such as Santa Barbara/Ventura, Santa Monica Bay, Huntington Beach & Long Beach, Dana Point and Oceanside, Lowe told commissioners.

The largest population of juvenile white sharks have been found in the Santa Barbara area, Lowe said.

White sharks, which are vulnerable to overfishing, are attracted to the southern edge of the Central California coast, possibly to feed on birthing elephant seals in the area, according to Lowe.

Overfishing of white sharks – a protected species – is quite common due to the species’ physiological development and maturation process, Lowe said.

Female white sharks give birth to two or 10 pups every three years, Lowe said. White sharks, in general, take about 12-14 years to mature and have a life span of 70-some years. The extended amount of time it takes for white sharks to mature and develop makes it difficult for the species to replenish if fishermen are landing high numbers of the marine predator.

Lowe added a formal fishery for white sharks has never existed. “[Overfishing of white sharks has] never occurred at high enough numbers. When they have been caught as by-catch, they have been landed, and, of course, their parts have been sold,” Lowe told commissioners, adding a set of white shark jaws could sell on the market for about $16,000.

“The fins will sell for $200/pound,” Lowe continued. “From an adult white shark you can get about 80 pounds of dried fin.

The lack of movement from hot spot areas in October, November and December 2015 was noticeably different from the same period in previous years: the white sharks previously migrated to warmer waters south of Southern California.

“None of the sharks we tagged [in summer 2015] left Southern California. In previous years, all of the sharks left.

- Dr. Chris Lowe The likelihood of spotting – or catching – a white shark coincides with water temperature: the warmer the water, the more likely they’ll be in the area.

Water temperatures at 60 degrees or cooler is cold for juvenile white sharks, meaning the species would likely migrate toward warmer waters near Baja California or farther south, Lowe said. Anything warmer than 82 degrees, Lowe said, would likely be high for juvenile white sharks. Adult white sharks, however, would likely have a greater resistance to temperature variances.

Lowe and his team used acoustic receiver technology to monitor white shark activity at various hot spot locations between Santa Barbara and Baja California. The species’ migratory patterns had significantly changed in 2015, due to warming waters and El Niño conditions.

Water temperatures off the respective coasts of Ventura, Santa Monica, Manhattan Beach, Huntington Beach and San Clemente never dipped below 65 degrees during the final three months of 2015, according to Lowe, meaning the white sharks never left the

“The next spring, a new batch of newborns started showing up, and the public started calling and saying, ‘what is going on, looks like the white shark population has exploded,’” Lowe continued. “It wasn’t that the population exploded, it’s that El Niño changed their migration behavior.”

Of course El Niño conditions have dissipated since 2015 and white sharks aren’t migrating north into Southern California waters (and staying) as frequently as they did two years ago.

“We still don’t have good answers of why sharks select certain beaches [and] why they move between certain beaches. To help answer those questions we’re developing new technology,” Lowe said.

The marine biologist will be using robotics technology, drones and new tagging sensors to help figure out the migratory patterns of Southern

California’s white sharks.

Information gathered from drone technology could be used as a public safety device, Lowe added, as officials could use the aerial cameras to monitor white shark activity at local beaches.

White sharks, as a species, have been protected off the California since 1994.

Leopard, soupfin and thresher sharks are the other species found off the Southern California coast, according to Lowe.

Lowe noted he and his team did not observe aggressive behavior by juvenile white sharks spotted along the coast.

“My best example is Santa Monica Bay in 2013. We had, probably in the neighborhood of, 20-25 young white sharks within 100 yards of the shore. Between Hermosa Beach and Manhattan Beach [piers], there can be 4,000-5,000 people in the water. Those people were amongst those sharks every day this summer,” Lowe said. “We know those sharks are there everyday, because we have data for that.”

Juvenile white sharks aren’t really a threat to human beings, Lowe added.

White sharks become less shy as they become older, however.

“Those are the ones we know least about,” Lowe said, speaking to the commission about adult white sharks.

The marine biologist advised lifeguards who spot white sharks measuring at least 8 feet in length to consider taking public safety measures and warning people to stay out of the water.

Technology does exist to provide real-time data of shark activity in local waters, though such monitoring is expensive.

Lowe said his research and technology should not be used as an early-warning tool but instead as an educational opportunity.

The Santa Barbara Harbor Commission also discussed protocols for posting beach advisories when sharks are spotted in local waters.

SAN DIEGO — Aren’t we fortunate in our wonderfully mild Southern California climate, which enables us to enjoy our boats year round? Even on a cold-for-SoCal winter day or night we rarely need more than a jacket, though I admit to dragging out an old down jacket and mittens for chilly boat parades.

Those temperatures compared favorably to the first Parade of Lights I experienced in Annapolis, Maryland, where boat owners had to de-winterize their boats to participate. The mercury dipped into the teens on the night of the parade. Everyone viewing the parade sported heavy parkas, hats, scarves, gloves and boots and was necessarily well-fortified with spirits. Cold as I was, I forever fell in love with holiday boat parades.

AVALON — One of the most iconic buildings on Catalina Island will host a holiday open house, Dec. 7.

Mt. Ada, known to many as the Wrigley House, will be open for tours on the first Thursday of December.

The Catalina Island Co., Rotary Club of Avalon and Catalina Island Foundation are collectively present the open house, which starts at 2 p.m. on Dec. 7; the open house will continue through 6 p.m.

Ticket holders will be able to tour the Wrigley home, win raffle prizes and buy a chance to stay the night at Mt. Ada.

Cookies, drinks and music will be on hand during the four-hour open house; Santa Claus will also be on hand.

Mt. Ada – currently a bed-and-breakfast – served as the Avalon residence of William Wrigley and his wife, Ada. Projects for waterfront wharf repairs, hut replacements approved by Coastal Commission Santa Catalina Island Co. to update infrastructure supporting two waterside restaurants in Avalon.

BODEGA BAY — Separate requests to alter Avalon’s waterfront were approved by the California Coastal Commission, Nov. 9, allowing for infrastructure improvements to be made at the Bluewater Grill and Antonio’s Pizzeria location and Quonset huts along Pebbly Beach Village Road to be replaced with prefabricated residential units.

The wharf supporting two waterfront restaurants – Bluewater Grill and Anthony’s Pizzeria – will be repaired, according to a California Coastal Commission-approved plan.

Pleasure Pier in Avalon, was originally built in 1924 and has been modified several times in its 93 years of existence.

Steamer ships from Los Angeles would berth at the wharf (and attached pier), bringing passengers to Avalon.

Steam ferry service ended in 1975; the pier extending into Avalon Harbor to connect passengers from vessel to land was removed, but the wharf has since remained to this day.

Strong Santa Ana winds damaged the wharf’s pilings during the final hours of 2014.

“As winds swept through Avalon

Harbor, strong swells released debris and boats from their moorings in the harbor, impacting the pier’s foundation piles. The resulting damage included the loss of two piles, and approximately half of a third pile. Emergency repairs completed in October and November 2015,” Coastal Commission staff told commissioners in a report.

City officials plan to schedule construction during fall and winter months.

The public would be able to walk on the sidewalk along Crescent Avenue and in front of the wharf during construction, according to Coastal Commission staff.

Quonset Huts Replacement The Coastal Commission also approved Santa Catalina Island Co.’s proposal to replace eight existing Quonset huts on Avalon’s Pebbly Beach Village Drive with prefabricated residential units.

Each World War II era hut stands about 14 feet high and occupies 900 to 1,500 square feet of space. The new residential units would stand 15 feet high and take up 954 square feet of space, according to Coastal Commission staff.

“The new prefabricated units will be placed in the same approximate locations and will have smaller footprints than the existing structures. The residences are currently utilized as housing for the employees of the Santa Catalina Island Company,” Coastal Commission staff stated in a report to commissioners.

“Each new unit is proposed to have one parking space in front of the new unit that is sized for a golf cart, autoette, or a full size vehicle.”

Pebbly Beach Village is already home to 26 single-family residences. Phased construction would take place over three years.

Measures must be taken to prevent construction spillage or runoff from entering into nearby ocean water.

The proposed development must also abide by conditions in the Coastal Act and provide public access to the coast.

Both items were listed separately on the commission’s Nov. 9 agenda.

Commissioners met Nov. 8-9 in Bodega Bay. The next California Coastal Commission meeting will be held at the Ocean Institute in Dana Point, Dec. 13-15.

Sailors hoping to participate in the 2020 Games at Tokyo were given a sneak peek of what to expect at the quadrennial event, as World Sailing officials announced the format for the Summer Olympics in Japan.

World Sailing reveals racing format for 2020 Games Council also approved qualification system for next Olympic Sailing event.

PUERTO VALLARTA, Mexico — The next Summer Games is more than 950 days away but competing sailors are on notice of what to expect in several racing categories, as World Sailing officials announced the sailing format for 2020’s Olympics in Tokyo, Japan.

Sailing events at the Tokyo Games are: 470 (men and women, two-person dinghy); 49er (skiff men, FX women); Finn (one-person dinghy, men); Elliott 6M (one-person dinghy, women); Laser (one-person dinghy, men); Laser Radial (one-person dinghy, women); RS:X Windsurfer (men and women); Star

(keelboat, men); 20T+ (mixed); and, Nacra 17 (mixed).

Four events – men’s and women’s 470, Finn, Laser and Laser Radial – will sail an opening series, followed by a double point “Medal Race,” according to a roundup of the World Sailing’s annual conference in Puerto Vallarta.

Those sailing in the men’s and women’s RS:X event will also follow an opening series and double point Medal Race format, though wind conditions could alter the start and finish.

Decisions were also made on two 49er events.

“World Sailing’s Council had a discussion and debate on the 49er and 49erFX Medal Race format. The Events Committee proposed that three singlepoint races on the final day shall be sailed with the use of boundaries at the discretion of the Race Committee,” the conference roundup stated.

“Council voted against the proposal and the 49er and 49erFX fleets will now sail an opening series and a single double points Medal Race,” the roundup continued.

The Nacra 17 format, despite not yet being fully tested, will maintain an opening series and single double points Medal Race, it was also announced at the World Sailing conference.

The Aarhus 2018 Sailing World Championships will serve as Tokyo 2020’s principal qualification event, according to World Sailing.

The International Olympic Committee will review all qualification systems in February 2018.

Also to be decided in the near future: the field of play; venue development; and, equipment procurement.

Sailors will be able to use the 2018 World Cup Series Japan in Enoshima as

a test event; the test event for 2019 has not yet been decided.

Preparations for sailing events at the 2024 Games in Paris and 2028 Games in Los Angeles are already underway, according to World Sailing.

World Sailing’s next meeting will be held May 12-15, 2018, in London, followed by the annual conference at Orlando, Florida, Oct. 27-Nov. 4, 2018.

The International Olympic Committee, earlier this year, proposed 10 sailing events for Tokyo 2020.

Committee members also reduced the athlete quota for sailing event to 350 (down from 380).

Caleb Paine was the only member of the U.S. contingency to bring home a sailing medal; the San Diego area native won bronze in the Finn – OnePerson Dinghy (Heavyweight, men), behind Giles Scott (Great Britain) and Vasilij Bogar (Slovenia).

SAN DIEGO (LOG News Service) — The next America’s Cup will be contested in radical, single-hull boats that will rise up on hydrofoils and speed across the tops of the waves.

America’s Cup champion Emirates Team New Zealand, always bold in pushing the envelope of yacht design, unveiled the concept for a fully foiling monohull for the 2021 regatta in Auckland.

The 75-foot boat, designed in conjunction with Challenger of Record Luna Rossa of Italy, will use twin canting T-foils to help lift the hull

completely out of the water in order to increase speed. The foils will be ballasted to provide righting moment when sailing, and roll stability at low speed. The AC75 will not have a keel.

The AC75 will replace the AC50, a 50-foot foiling catamaran used in the 35th America’s Cup earlier this year in Bermuda.

In the normal sailing mode, the AC75 will skim above the waves on the leeward foil and rudder, with the windward foil raised out of the water to reduce drag. Both foils can be lowered in pre-starts and through other maneu-

vers to provide extra lift and roll control, which also will be useful in rougher sea conditions.

“Our analysis of the performance of the foiling monohulls tells us that once the boat is up and foiling, the boat has the potential to be faster than an AC50 both upwind and downwind,” Team See AMERICA’S CUP page 23

OCEANSIDE — Oceanside Yacht Club will host Poinsettia Regatta, a Sabot sailboat race at San Diego County’s northernmost harbor, Dec. 9. The open regatta does not require any of its participants to have a yacht club affiliation.

Poinsettia Regatta will feature five races throughout the day, with the first warning signal at 11:57 a.m. (first start at noon); no races will start after 3 p.m.

High school sailors will compete against each other for the Robert Anderson Trophy as the SoCal Series makes its third stop at San Diego’s Mission Bay, Dec. 10.

A post on Thunderbird’s Facebook page hailed the trip as historic, with 26 of the 38 bluefin tuna caught weighing in at triple-digits.“38 Bluefin Tuna......26 fish over 100 pounds. A Thunderbird post on Nov. 17 said anglers returned to shore with 47 bluefin (to 50+ pounds) and 24 yellowfin (to 60 pounds).

Federal agencies seek to improve conservation efforts ahead of a species’ placement on Endangered Species Act.

By Parimal M. Rohit WASHINGTON, D.C. — A pair of federal agencies hope to work with the public in improving conservation efforts of potentially endangered species, hoping to expand the group of stakeholders invested in protecting various fish and marine life from disappearing altogether.

Officials from the U.S. Fish and Wildlife Service and the National Oceanic and Atmospheric Administration (NOAA) Fisheries announced they are working together to “engage conservation partners and the public in the search for improved and innovative ways to conserve and protect imperiled species, even before they are listed under the Endangered Species Act (ESA).”

public input on a planned action, in a Federal Register notice published Nov. 22 stated, by Jan. 22, 2018.

Members of the public and various stakeholders can assist federal officials through the Fish and Wildlife Service’s Candidate Conservation program, which encourages the voluntary development and implementation of conservation agreements for declining species before they become listed under the ESA. Non-federal property owners who participate in the program – also known as Candidate Conservation Agreements with Assurances, or CCAA – would agree to reduce or altogether eliminate threats to declining species.

“Candidate Conservation Agreements with Assurances are designed to provide an incentive to landowners to implement specific conservation measures for declining species that are not currently listed under the ESA,” Fish and Wildlife staff said in a released statement. “To participate in a CCAA, non-federal property owners can voluntarily implement specific

Release requirements for sharks caught in Eastern Pacific to go in effect

WASHINGTON, D.C. — The National Marine Fisheries Service, or NMFS, has issue a final rule for the management of shark species in the Eastern Pacific Ocean. Purse-seine vessel owners, operators and crewmembers, as of Jan. 1, 2018, will be required to follow specified release requirements for sharks.

New federal regulations will also prohibit such longline vessels from using “shark lines” when targeting swordfish or tuna, according to a NMFS final rule published Nov. 28.

Bluefin and yellowfin bites continue into holiday season

SAN DIEGO — The Thanksgiving holiday has come and went, but the 2017 Southern California offshore fishing season powers on with good numbers of bluefin tuna and yellowfin tuna still biting in local offshore waters.

Water temperatures continue to hold at 66 to 67 degrees and the tuna have been content to hold in those temperatures. As this report is being written, there are Small Craft Advisories posted for northwest winds to 25 knots.

Who knows if this will be enough of a weather event to roll the water and send the tuna away? It could happen at any time but has not happened as of yet!

The current hot spot area for bluefin tuna is the 60 Mile Bank where good numbers of bluefin have been biting that have been running from 15 to 200+ pounds. Most of the bluefin of the past several days have fallen within the 15- to 100-pound range. Boats have been finding action on bluefin while sitting on the anchor, while drifting and while slow trolling with nose hooked sardines.

I talked with a private boater who reported catching five larger bluefin out of 10 hookups on a recent trip to

the 60 Mile Bank. He reported getting eight on the slow trolled sardines and two hookups from yo-yoed Flat Fall jigs.

They caught good sized fish and had one bluefin heavier than 100 pounds, one bluefin in the high 90s, two bluefin that were in the 70- to 80-pound range and another bluefin of 45 pounds. He said using smaller hooks and using live bait outfits with 40-pound test fluorocarbon leaders produced the stealth they needed to draw strikes from the bluefin while slow trolling.

Yellowfin tuna are still in the offshore picture with the post-Thanksgiving Day weekend seeing yellowfin biting at the Butterfly Bank and the upper end of the 9 Mile Bank. Most of the yellowfin action was associated with porpoise with the fish biting on sardines and on trolled feathers, Rapalas and Halcos. There were a few yellowfin stops reported by boats fishing around the western wing of the Butterfly Bank, the eastern wing of the Butterfly Bank and the southeastern edges of the Butterfly Bank. Some of the action originated on the troll while fishing the porpoise but what was working best was to drift or slow troll with sardines around a meter mark, sonar mark or spot of working birds found with the porpoise. It was hit or miss action but there was some action to be found. The

yellowfin around the Butterfly Bank were running from 15 to 60 pounds.

On the Sunday after Thanksgiving, the yellowfin tuna bit wide open for boats fishing around porpoise found at the upper end of the 9 Mile Bank.

The marlins have been thinning out but some are still being spotted.

A few marlin jumpers were seen at the 60 Mile Bank and 43 Fathom Spot areas. There was also some marlin activity reported at the San Salvador Knoll inside of the Butterfly Bank. The recent reports from the eastern part of Catalina show marlin fishing have been slow but there have been a few swordfish showing outside of Avalon and around the Avalon Bank.

The fishing along the San Diego area coast is still producing pretty good fishing for bonito and yellowtail for boats fishing areas between the Mexico border and the La Jolla Canyon. The best techniques to locate the bonito and yellowtail have been via trolling strikes on feathers, cedar plugs and Rapalas as well as by looking for meter marks or sonar marks to stop on and fish with sardines.

A specific productive area has been at the Imperial Beach Flats while fishing a short way above the Mexico border in 18 to 25 fathoms of water.

ranging from west of the Whistler Buoy at Point Loma on up to the Jetty Kelp outside of Mission Bay in the 18 to 40 fathom depths. The area outside of the upper end of La Jolla has also been a productive zone while fishing from the edges of the kelp on up to the deep water of the La Jolla Canyon.

The edges of the kelp beds along the San Diego area coast are still producing fair numbers of calico bass and a few bonito but more and more boats have been shifting over to fishing for rockfish as the water continues to cool.

The late season tuna fishing will eventually succumb to the change of seasons and go away for the winter but anglers are certainly enjoying the fishing while the fish are still with us. NOAA Fisheries seeks input on proposed sea lion removal at Willamette Falls WASHINGTON, D.C. — Oregon’s Department of Fish and Wildlife (ODFW) has applied to remove California sea lions – potentially by lethal force – preying on endangered and threatened salmon and steelhead near Oregon City, according to a federal notice.

A task force created by National Oceanic and Atmospheric Administration (NOAA) Fisheries will accept public input on the application, according to federal officials.

ODFW seeks the permission to remove “problematic sea lions” from the Willamette River area to prevent a similar preying of endangered and threatened salmon and steelhead near a damn on the Columbia River, according to NOAA Fisheries.

“California sea lions have preyed on threatened and endangered salmon and steelhead at Bonneville Dam for years, as shown, and increasing numbers have moved up the Willamette River to similarly prey on fish at Willamette Falls,” NOAA Fisheries staff stated in a published article on ODFW’s application.

“The first step in this review process is the formation by NOAA Fisheries of a Pinniped-Fishery Interaction Task Force that will include scientists, tribes, and representatives of fishing and conservation groups,” NOAA Fisheries’ article continued. “The task force will provide

NOAA Fisheries with a recommendation on whether the agency should approve Oregon’s request as described in its application.”

NOAA Fisheries published a Federal Register document, Nov. 9, seeking public input and inviting nominations for the task force.

Comments and nominations must be submitted by Jan. 8, 2018.

The ODFW application is based upon about 10 years of data tracking, according to NOAA Fisheries. The California sea lion’s West Coast population, according to NOAA Fisheries, is “healthy and flourishing,” with about 250,000 members of the species swimming in the Pacific Ocean region.

“Removal of sea lions preying on the vulnerable fish would reduce that risk of extinction, ODFW biologists estimate,” NOAA Fisheries staff stated in its published article.

The task force, once functioning, will review data provided by ODFW officials and comments submitted by members of the public.

By Terrence Berg 976-TUNA.com BLUEFIN TUNA OFFSHORE UPDATE: The bite on big bluefin tuna continues to be hot for Southern California fishing the banks off San Clemente Island. The bulk of the fish being caught are over 100 pounds, and the smaller fish are mostly 40 to 60 pounds. Boats from San Diego, Orange and Los Angeles counties are making the run for these fish, mostly on 1.5-day trips.

Pacific Queen out of Fisherman’s Landing had 34 anglers on its Nov. 22 1.5-day trip and landed 24 bluefin to 170 pounds, with 15 of them around 120 pounds, the rest nice 50 to 60 pounders.

New Lo-An out of Point Loma had 33 anglers on its Nov. 21 1.5-day trip out to the bluefin grounds and landed 40 bluefin in an incredible bite on the big fish. Thirty were more than 100 pounds with an average of 130. The big fish was 162 pounds.

SAN DIEGO THREE-QUARTER-DAY: The three-quarter-day trips out of San Diego fishing around the Coronado Islands are finding a good mixed bag bite with bluefin, yellowtail, and big bonito in the mix, but few boats are making the run these days.

The three-quarter-day boat San Diego out of Seaforth Sportfishing had 25 anglers on its Nov. 22 trip and landed two bluefin tuna, four yellowtails, 125 bonito (limits), and five calico bass.

Pursuit out of 22nd Street Landing had 30 anglers on its Nov. 21 full-day trip and landed 202 rockfish, 150 bonito, 23 whitefish, 18 bocaccios, 16 red snapper, seven sheephead, five perch, and two calico bass.

VENTURA-SANTA BARBARA UPDATE: The Ventura and Santa Barbara area landingsí boats continue to have excellent rockfish action. There continue to be a few yellowtail and calico bass in the catch, too, especially on the overnight trips.

At Channel Islands Sportfishing in Oxnard, Mirage was on an overnight trip Nov. 22 with 24 anglers and landed three yellowtails, limits of 240 rockfish, 172 whitefish, 10 lingcod, and three sheephead. Gentleman was on a three-quarterday trip Nov. 21 with 54 anglers who slammed the whitefish, landing 500, and that was in addition to 475 rockfish, 27 perch, 17 lingcod, and two sheephead.

At Hook’s Landing in Oxnard, New Hustler had nine anglers on its Nov. 20 overnight trip and landed limits of 90 rockfish and two sole. But Outrider was on a 1.5-day trip with 10 anglers

At Ventura Sportfishing, Amigo was on a full-day trip with 24 anglers, Nov. 22, and landed 50 rockfish, 48 lingcod, 45 whitefish, two sheephead, and one perch. Pacific Dawn had 24 anglers on an overnight trip Nov. 20 and landed 10 yellowtails along with 162 rockfish, 27 whitefish, and five lingcod.

At Sea Landing in Santa Barbara, Coral Sea was out Nov. 22 on a three-quarter-day trip with 19 anglers and landed 189 rockfish, 126 whitefish, six lingcod, five sheephead, and one Cabazon.

In the local surf, the barred surfperch bite remains consistent on better quality fish up to three pounds on live lugworms, blood worms, ghost shrimp, or free-dried blood worms.

At Virg’s Landing in Morro Bay, Rita G was on a half-day trip with 23 anglers and landed 180 rockfish, 50 red snapper, and eight lingcod. Fiesta was on a full-day trip and the 24 anglers landed 200 red snapper, 90 rockfish, 50 bocaccios, and 48 lingcod.

At Morro Bay Landing, Avenger had 20 anglers on its Nov. 22 three-quarter-day trip and landed 230 rockfish, 33 lingcod, and 10 red snapper. Avenger had 21 anglers on its Nov. 21 half-day and caught 170 rockfish, 23 lingcod, 10 red snapper, and five bocaccios.

At Patriot Sportfishing in Avila Beach, Patriot had 51 anglers on its Nov. 22 half-day and landed 171 whitefish, 33 rockfish, and one
