Report finds management control – with some exceptions – in review of Ocean Institute’s lease.

By Parimal M. Rohit SANTA ANA — Business has been anything but usual at Dana Point Harbor during the past 12 months. The second week of May 2016 featured the first of four planned audit reports on Dana Point Harbor operations. Orange County Auditor-Controller Eric Woolery’s first audit report met with the resignation of Harbor Director Brad Gross.

Woolery’s office announced the release of the fourth and final report on May 3 – almost a full year after the first audit was released.

The fourth audit report – titled “Revenue Generating Lease Audit: OC Community Resources/OC Parks – Ocean Institute” – revealed shortcomings in Ocean Institute’s management of rent payments to its landlord (Orange County).

Auditors looked at the county’s operation of Ocean Institute – a tenant of county-managed Dana Point Harbor – between March 1, 2015 and Feb. 29, 2016.

Orange County and Ocean Institute entered into a 35-year lease agreement in June 1999; the agreement was updated in 2011.

“The purpose of the agreement is for

Ocean Institute to develop and operate county approved facilities and programs specifically related to marine science research, marine-related cultural activities/events, protection and conservation of the marine environment, and maritime and marine science education,” the county audit report stated.

County officials had three objectives in auditing Ocean Institute’s operations at Dana Point Harbor: review the organization’s records of monthly gross receipts and rent payments reported to the county; determine compliance of accounting methods and payments, per the lease agreement; and, identify possible internal control weaknesses.

Ocean Institute reported $4,109,488 in gross receipts and $36,206 in paid rent for the year ending Feb. 29, 2016, according to the audit report.

The following findings were listed in the audit report:

Earth Harp: World’s largest harp inspired by sailing 2C

Inspired by the sounds of sailing, William Close has combined his two passions (sailing and music) by creating one of the world’s largest instruments. Close’s creation, the Earth Harp, resembles a sailboat with the strings like the rigging of a boat.

Close will be installing the Earth Harp himself over three days with strings traveling more than 800 feet up and over a skyscraper. He will be performing as part of the Grand Performances’ outdoor summer concert series at California Plaza in Los Angeles. The musical performance of the Earth Harp (including a 10-person team

The U.S. may experience another El Ninõ by fall NATIONWIDE — The United States may experience El Ninõ by late summer or early fall of this year.

Not only does El Ninõ bring warmer waters, it can also contribute to an increase in hurricanes and cyclones in areas prone to such storms.

“Generally speaking, there is a link between El Ninõ and increased wind shear in the tropical Atlantic Basin,” according to weather.com.

Weather.com is reporting a 50 percent chance of El Ninõ occurring later this year.

The past couple El Ninõs brought small red crabs, called tuna crabs, to Orange County beaches due to the warmer water.

The warm water brought on by the previous El Ninõ could also be a contributing factor to this upcoming El Nino.

Danish lawmaker calls for ban on jet skis after fatal crash COPENHAGEN, Denmark (AP) — A Danish lawmaker called for a ban on jet skis off the country’s coast after two American students were killed in a crash recently.

Kenneth Kristensen Berth told The Associated Press that

Originally from the East Coast, Close resides in Malibu and keeps his 40-foot trimaran BW in Marina del Rey. His boat is named Castral, as she is like a bird in flight when sailing with the wind.

Close grew up sailing with his grandfather aboard Absinthe, a classic Concordia.

The sounds of the waves hitting the wooden hull left a lasting impression on him.

Denmark’s 98 municipalities should be able to forbid jet skis but a 2010 Supreme Court ruling allows them, citing European Union rules.

“We should roll it back, so municipalities themselves can ban jet skis near the coasts,’” said the senior member of the Danish People’s Party.

Few in Denmark’s Parliament back his idea, however. Many lawmakers say rules forbidding the use of recreational watercraft closer than 300 meters (330 yards) from the coast should be enforced.

The two Americans were killed May 6 when a jet ski crashed into their boat in Copenhagen’s harbor.

Seawalls A seawall study done back in 2011 determined the age of the existing seawall in Newport Harbor to be 78 to 88 years. Being that the lifespan of these walls is projected to be 10 to 25 years, as reported by Webb, the condition of the seawalls in Newport Harbor is “holding fairly well” with “some superficial cracks.”

The height and strength of the seawalls are the main areas of focus.

NEWPORT BEACH — A novel idea for mooring management and a newer master plan for the harbor have been recently discussed in Newport Beach.

These plans are being implemented currently or in the near future. Could such ideas spread to other harbors?

Mooring Management A new way of managing moorings in Newport Beach is planned for this summer. Starting July 1, Harbor Patrol will no longer have administrative responsibility when it comes to moorings in Newport Bay. The city of Newport Beach has signed a contract with the Orange County Sheriff’s Department. Under this new contract, the city will be taking over mooring administration including mooring rentals and transfers.

The idea is to rely more on technology and city staff, specifically at Marina Park, to offer a more efficient and pleasant process when it comes to mooring procedures.

Newport Beach’s pilot program would free up Harbor Patrol to focus on law enforcement and emergency medical services.

City Manager Dave Kiff and his staff put this plan together, and Kiff presented the plan to the Newport Beach Harbor Commission on May 10.

While the Harbor Commission and City Council want to see this new process succeed and think it’s a good idea, there are still questions and concerns.

“I am however VERY concerned about the process and pathway we’re taking and the speed (double meaning here) we’re traveling to get where we are going and it is full of risks,” Harbor Commission Paul Blank wrote in response to the new mooring management plan.

Additional reporting about Newport Beach’s mooring management will be featured in the next issue of The Log.

Harbor and Beaches Capital Plan Newport Beach Public Works Director David Webb presented highlights from the Harbor and Beaches Capital Plan at the May 9 City Council meeting. The Capital Plan was developed by the former Tidelands Committee following former Mayor Diane Dixon’s suggestion. After it was reviewed by the Harbor Commission and Finance Committee, the Finance Committee made the recommendation to add ocean beaches to the plan.

With numerous items on the plan, Webb focused on the two biggest budget items which are seawalls and dredging. The money for these projects comes from a general fund and a

Dredging Dredging is the other major budget project. Dredging is an ongoing need in Newport Beach’s upper bay, lower bay, the main channels, residential slips and commercial marinas.

“When the harbor was formed by the federal government, they had a ‘design depth.’ About 650,000 yards need to be removed to get down to that depth which is estimated to cost around $16 million,” Webb stated.

There is consideration to go even deeper than that in the main channels to allow for better navigation.

Harbor Commission Vacancies Just as the Newport Beach Harbor Commission was once again complete, an announcement was made about Commissioner Doug West’s resignation.

West is moving to the East Coast, meaning his seat will soon be vacant.

“By resigning as he has, it means there are two Harbor Commission seats to be considered for appointment at June 30,” Blank stated. “David Girling is at the end of his first term and Doug West will vacate his seat.”

Girling is eligible and plans to apply for reappointment, according to Blank.

Should harvest S. horneri It would seem far smarter to harvest the non-native and highly invasive alga Sargassum horneri that has impacted the waters off Catalina. S. horneri is already used for biofuel and other purposes in its native Asian waters. Its presence here in SoCal has greatly altered the native kelp forest ecosystems in very harmful ways.

Pathetic politicians I’ve already taken an online boater safety class 15yrs ago approved by USCG. Now politicians get there sticky fingers into boating. This state is pathetic, new taxes coming your way soon.

What they should do is make everyone who buys a boat, or any trailer for that fact take a Drivers License test !!! Boating test, eh ok.

State test is a joke Ed, now you are getting what the Masters of Towing Vessels felt when we had to take that state test for “Assistance Towing”. It was a joke. The requirements for Licensing should rest with the US Coast Guard, not the state!

The boating public is also getting what a lot of Private Pilots got when the Feds discovered that too many were failing the physical. So, they instituted a lesser class than Private Pilot. It still reams you for every dime they can wrest from you while providing a lower level of service.

Any time a state gets involved in Licensing you can bet it is for financial gain only. They can care less about the boating public.

By Parimal M. Rohit STATEWIDE — Comments and complaints of California’s regulatory procedures – and their respective effects on consumers – are a dime a dozen. Many laws created in the name of safety are interpreted as veiled attempts of state legislators and bureaucrats to collect as much money from its citizenry as possible. Perhaps a recent attempt to further legislate boating under the influence, or BUI, activities could be interpreted as state lawmakers potentially doing too much in the name of safety and public policy.

A state senator from the San Francisco Bay Area targeted drinking activities aboard boats in a bill proposal earlier this year. The bill – Senate Bill 65, or SB 65 – would aim to prohibit any drinking of alcoholic beverages while operating boat or sitting aboard as a passenger. State Sen. Jerry Hill, D-San Mateo, removed BUI provisions from SB

65 in late March.

Boaters would have faced additional restrictions on drinking activities aboard their vessels had SB 65’s original BUI provisions remained in the proposal and ultimately signed into law.

California’s Harbor and Navigation Code (section 655) already prohibits the operation of a vessel under the influence of alcohol or drugs; SB 65 would have extended BUI prohibitions into the state’s Vehicle Code.

The original version of SB 65 also proposed to prohibit marijuana use during operation of a boat or vessel.

Hill, on March 28, updated SB 65 to focus specifically on regulating marijuana use and vehicle operation. Groups such as the Recreational Boaters of California (RBOC) expressed relief when Hill removed the BUI provisions from his proposed legislation.

Boating advocates certainly view the revised version of SB 65 as a victory for recreational boaters.

By Parimal M. Rohit Several waterfronts up and down the California coast are either being redeveloped or primed for some sort of revitalization, with city councils, council governments and other agencies looking to attract as many visitors to local harbors as possible.

Boaters are trying to factor into the decisionmaking process to ensure their interests are not being overlooked in revitalization plans.

Granting public access to local tidelands and waterways – an ideal the California Coastal Commission touts as a cornerstone mission – to all people has been discussed for generations. (A National Oceanic and Atmospheric Administration document published in 1976 stated judicial and legislative action on beach access started in Texas as early as 1859.)

The same NOAA document, which outlined proceedings and discussions from a national conference on marine recreation in October 1975, stated waterfronts should be accommodating to as many interests as possible.

“One means of increasing access to combine recreation improvements with public works construction,” the document, authored by Susan H. Anderson, stated.“Coastal zone management should be structured to encourage the incorporation of environmental and recreational values by

developers, and to permit multi-purpose environmental impact statements for joint project development.”

Anderson quoted George Rounds of the National Association of Engine and Boat Manufacturers in explaining why diversification of recreational opportunities on waterfronts should be encouraged.

“No longer can we view the marina or the launching ramp as a strictly boating facility,” Rounds said in 1976.“With some rare exceptions, today’s and tomorrow’s planners are going to have to maximize the function of the waterfront development. Tomorrow’s marina will also be a waterfront park with facilities for the aged, the very young, the disadvantaged and the dyed-in-thewool landlubber who wants to look at the water.”

More than 40 years later there are development efforts in the works in San Diego, Dana Point, Redondo Beach, San Pedro and Marina del Rey (to name a few) possibly achieving what Rounds forecast.

An RBOC blog stated the removal of BUI provisions from SB 65 allows sensible regulations already on the books to remain in place.

“This provision [SB 65] would have been in addition to the significant BUI laws set forth in the Harbors and Navigation Code,” the RBOC blog post stated. “The current, extensive provisions of these state laws aim to strike an effective balance that prevents boating under the influence, effectively enforces the extensive state BUI laws, and acknowledges the boating experience.”

The prospects of added BUI regulation is off the table this year and California’s next legislative session is at about seven months away, but it’s not too early to start thinking about what

might happen in 2018 (or beyond).

Current law already prohibits the operation a boat or vessel while under the influence of alcohol or drugs. Of course the boater education card will be implemented on Jan. 1, 2018, meaning state law enforcement could be more active, as it were, in monitoring day-today boating activities.

Will state legislators try to address alcohol and/or drug use on boats in the future? Well nothing is stopping a state senator or assembly member from introducing something on Capitol Hill.

Marijuana-themed proposals could be in store down the line as the state’s “green” policies are still evolving. Boaters should ultimately be as active as possible in monitoring future proposals on boating activities with safety or substance use themes.

TAKE ACTION Future legislation of boating safety or alcohol/substance use on vessels may or may not be on the docket, but it’s not too early to reach out to local representatives or advocacy groups to speak your mind on the prospect of upcoming proposals. Did the inclusion of BUI provisions in the original form of SB 65 go too far? Is additional regulation of alcohol use on the water necessary? What statistics, if any, are available to justify additional regulations on BUI activity or other forms of substance use while aboard recreational vessels?

These questions – and any more you might have – should be directed to your representatives in Sacramento and/or regional boating advocacy groups.

Blips on the Radar Latest News Updates O.C. Parks creates advisory council for Dana Point Harbor What Happened: The O.C. Parks Commission formally established a Dana Point Harbor Advisory Council at its May 11 meeting, giving boaters at the South Orange County waterfront a non-binding oversight committee to monitor harbor operations.

A statement issued by the Dana Point Boaters Association acknowledged the advisory council has been in the works since last year.

“The Dana Point Boaters Association proposed the [Dana Point Harbor Advisory Council] last year to 5th District Supervisor Lisa Bartlett and OC Parks leadership. We did this to create a forum for public discourse and consideration of issues affecting Dana Point Harbor,” representatives of Dana Point Boaters Association said in its statement. “We believe this to be especially important as the County prepares to hand over redevelopment and operations of our harbor to a private developer/operator under a 66-year master lease.”

What’s On Tap: The advisory council will be made up of 11 members – two commissioners from O.C. Parks and nine members from the community. The members would be selected from a pool of stakeholder applicants. Members would likely be made up of two wet-slip tenant boaters, two from an education or nonprofit entity, one dry storage tenant boater, one restaurateur, one landside merchant and one at-large.

Meetings are expected to begin in March.

In a separate matter the county received two proposals for the planned Dana Point Harbor revitalization. A final decision on the revitalization vendor could be made later this year.

What Happened: Ventura Port District’s Board of Port Commissioners submitted a grant application to support an aquaculture initiative in one of the busiest harbors on California’s Central Coast.

The federal grant would provide the Ventura Port District with $400,000 – with a $200,000 in-kind or monetary match – in funding, for up to three years, to expand sustainable marine aquaculture in the harbor.

Port district staff, in a letter to California Sea Grant officials, stated the funding would support Ventura Harbor’s efforts to develop a Mediterranean mussel farm.

“Our innovative project seeks to secure all required federal, state and local permits and entitlements for twenty 100-acre mussel farm parcels that will use submerged long line technology,” port district staff stated in its grant application letter.

“At full production, the project will produce an estimated annual yield of 22-25 million pounds of Mediterranean mussels.”

Experimental kelp cultivation moorings to come to Catalina What Happened: A plan to install and operate five experimental kelp moorings offshore of Catalina Island for the next three years was approved by the California Coastal Commission at its May 10 meeting.

“Approximately 30 individual kelp plants would be harvested and attached to the cultivation structure where they would be monitored and evaluated for a roughly 30-day cycle,” Coastal Commission staff stated. “At the end of the evaluation cycle, the kelp would be harvested and taken to a nearby onshore lab for evaluation. New kelp would then be planted on the cultivation structure.”

USC and Marine BioEnergy aim to cultivate giant, feather boa, elk and oar weed kelp.

“This process of planting, cultivation, and harvest would continue at up to five separate sites – each with one anchor and buoy supported cultivation structure – for up to three years,” Coastal Commission staff stated.

What’s On Tap: University of Southern California’s Wrigley Institute and Marine BioEnergy are partnering to cultivate kelp in the open ocean. The three-year experiment would, according to Coastal Commission staff, “demonstrate that kelp farming in deep ocean waters far from shore could be commercially viable using its cultivation technique.”

Mission Bay Yacht Club to replace concrete guide piles What Happened: The California Coastal Commission, during day two of its May meetings, also approved Mission Bay Yacht Club’s request to replace 14 of its concrete guide piles within its marina and at its bayfront dock.

“The purpose of this project is to replace the old and damaged piles to ensure that the anchorage is maintained in a safe and operable condition,” Coastal Commission staff stated in a report to commissioners.

Commissioners approved the request on May 11.

California’s coastal beauty will never die, but the freedom to enjoy it is breathing it’s last.

Will the last true mariner to leave California please turn out the lights and lower the flag? Because the freedom we all used to enjoy is dying an ugly death, fueled by the punitive taxes of envy by those who refuse to produce their fair share. And will someone please tell me why we allow Governor Moonbeam to act as he will without question. We have the right to demand accountability of our Government, so why isn’t anyone doing it?

I know I can never live in CA again. I refuse to surrender my Constitutional Rights to those who come here illegally with the collusion of California’s so-called Lawmakers.

They are nothing but monkeys in a cage spending their aggression by throwing dung at one another. They do not deserve to hold office. They certainly do not deserve the power to regulate the lives of California’s citizens.

Will the citizens act to defend their rights, or once again capitulate to those who act illegally. With great sadness, I know what the answer will be. American seafarers were once the best in the world.

How sad that tradition will end, brought down by those who are no more than jackals. I wonder what will happen when the need comes again for the skills that only Professional Mariners possess. Because the professional licenses start with sea-time.

The end of a tradition Boating Licenses are just one more nail in the coffin of the Freedom of the Sea! I got my first boat at the age of 4 when my parents bought their first Cruiser. Knowledge and skill used to be the pride of Mariners.

I was so proud the day I received my first 100-ton Inspected Passenger License, and my Master of Towing Vessels, and my DDE Engineer’s License and all the other Licenses I earned through sea-time and study. Those were Professional Licenses issued by the US Coast Guard.

Boating was a family activity and kids were encouraged to learn the Rules of the Road and master the skills of powerboats, sailboats, etc. Then boating became more under the scrutiny of the US Coast Guard, it seemed every time you left the slip you would be stopped, boarded, questioned.

And the taxes that went with Marine fuel, owning a boat, etc spiked.

The Boating public seemed to lose all voice in government. I still own a house in California, but probably not for much longer. I tire of being the cash cow for illegal immigration, Illegal taxation and heaven forbid I try to enjoy the salary I earn by going out in a boat, going for a dive, going fishing….. , California under the Democrats is like watching Lava pour over the Island of Hawaii. National Park Service urges boaters to help limit the spread of nonnative invasive species.

By Parimal M. Rohit VENTURA — Federal biologists discovered nonnative, highly invasive kelp populating the waters of west Anacapa Island during an annual kelp forest monitoring survey, the National Park Service announced in late April.

Undaria pinnatifida, an alga also known as wakame and found in miso soup, is native to Asia and was initially discovered in June 2016.

“Since its initial discovery in June 2016, the invasive seaweed has spread along the entire north coast of the islet, prompting the need for public awareness and support to reduce its spread,” a National Park Service spokesperson stated.

The nonnative invasive species initially appeared in Long Beach Harbor about 17 years ago. Seven years later the wakame kelp was found in Ventura Harbor.

“Unlike Sargassum horneri, another recently introduced invasive alga, which spreads rapidly due to air bladders that allow it to float in currents, Undaria spreads slowly, unless assisted by transport on boat hulls or by other means,” the National Park Service spokesperson stated. “Now that Undaria has been established, biologists are seriously concerned about its rate of spread increasing. The cold waters at the islands are optimal for its growth.

“Due to its pattern of quick growth and its large size, Undaria may compete with native seaweeds for space and light and, as a result, may impact the marine ecosystem,” the spokesperson continued.

National Park Service staff stated boaters are essential to defending against the spread of Undaria/wakame.

“Boaters are the first and best line of defense in limiting Undaria’s rate of spread since eradication efforts are not considered a viable option,” National Park Service’s spokesperson stated.

“They can do so by regularly checking their vessel hulls, fishing gear and nets, moorings, lines, docks, and other structures, especially before leaving the harbor to visit the Channel Islands.”

National Park Service also stated boaters can remove wakame by grasping it near the holdfast or pulling it off like a root and then tossing it into the trash.

“It should not be discarded in the marine environment, as it could release spores that can remain dormant in a microscopic stage for up to two years,” the National Park Service spokesperson said.

Undaria/wakame features large and flat golden-brown blades with a prominent midrib.

“Mature individuals have a frilly reproductive structure called a sporophyll at the bottom of the stipe,” a National Park Service spokesperson

stated. “Undaria reproduces in the winter and spring. To monitor its presence, boaters can keep a special eye out for it attaching to the stern of their vessels or other areas of the hull that are less exposed to high water movement.”

Meanwhile a PhD candidate at University of California, Santa Barbara is studying the spread of Sargassum horneri in Southern California. The invasive seaweed was first spotted in Southern California waters 14 years ago. Recent research has revealed the invasive seaweed thrives under certain conditions native to Southern California waters.

California’s For-Hire Charter Licenses: What You Need to Know State’s Division of Boating and Waterways is currently in rulemaking process for licensing program.

By Parimal M. Rohit STATEWIDE — Several articles published in The Log in recent months harped on the existence of illegal charter or passenger-for-hire activities in local harbors and marinas. The evasion of regulations governing commercial use of passenger boats has led U.S. Coast Guard and local law enforcement officials to ramp up increased efforts to monitor the legality of individual charter services.

Federal, state and local law enforcement officers and policymakers consistently state the need to regulate illegal charter operations is to protect consumers from potentially unsafe navigations.

To that end Coast Guard officials have launched initiatives to either be more proactive in monitoring passengerfor-hire activities or working with local authorities to develop new policies and standards governing illegal charters.

Regulating for-hire charters – whether on state or federal waters – is still a work-in-progress. Multi-agency efforts in several regions are already underway to clarify governance and regulation of for-hire operations aboard recreational vessels.

Most of our recent coverage focused either on what consumers should pay attention to prior to boarding a passenger-for-hire vessel or the requirement necessary to operate a charter service.

California’s Division of Boating and Waterways (DBW), interestingly enough, offers a licensing program dedicated to for-hire vessel operations. The program outlines what boat owners must do to obtain a license, who must be licensed and where jurisdictional boundaries are set.

DBW’s program includes an examination step and several forms to be filled out. Study materials for the exam are available on DBW’s website about the program. The website also explains the special requirements passenger vessels must follow to be licensed.

Here is a quick primer of what recreational boaters should know while on waters within state waters (followed by a brief reminder of Coast Guard regulations for waters within federal jurisdiction).

California’s For-Hire Vessel Operator Licensing Program Boat operators carrying four or more passengers within state waters and for any form of compensation must be licensed, under state law. Water skiers being towed by a boat are considered passengers, according to DBW. Waters within California’s (and not federal) jurisdiction are specifically areas where boaters cannot navigate to the ocean or another state. Big Bear Lake, Diamond Valley Lake, Lake Elsinore and Salton Sea are examples of waterways fully under state jurisdiction.

What are the licensing requirements?

Licenses are granted to boat operators age 18 and up and have at least one year’s experience operating the vessel he or she seeks to have certified. The applicant must be in good physical condition and, according to DBW, have “adequate knowledge and skills necessary for safe operation of a passenger vessel.”

Applicants must also pass written and on-the-water practical examinations.

Obtaining a license is free of charge (though the applicant will probably have to pay a physician for the medical examination). The license, once obtained, is valid for five years.

Testing process Boaters seeking a state license to operate a for-hire vessel must pass an examination in order to receive the state’s permission to use his or her vessel for commercial operations. “EPA mandated that more ethanol be introduced into the fuel supply than ever before, fulfilling the maximum allotment by law,” the petition’s cover letter stated. “While EPA has repeatedly heard from our industry, and thousands of our stakeholders, the agency’s November decision continued to ignore our concerns – unfortunately that decision has endangered the safety of every boat owner in America.”

Petitioners offered Trump a few recommendations to realize RFS reform: restrict the nation’s fuel supply to 9.7 percent ethanol; prohibit the artificial reduction of ethanol-free gasoline supply; and, implement new or more effective misfueling mitigation measures.

The ASA-BoatUS-MRAA-NMMA coalition stated it represents 12 million recreational boat owners, 46 million recreational anglers and 35,000 recreational boating businesses nationwide.

Most gasoline blends today contain 10 percent ethanol, according to the American Petroleum Institute (API).

API, in a recently published policy position, stated increasing the proportion of ethanol in the nation’s fuel supply would be harmful to consumers.

The organization called the RFS “obsolete.”

“Extensive testing by the automotive and oil industries shows higher ethanol blends may result in damaged engines and fuel systems for owners of the overwhelming majority of cars as well as boats, lawnmowers and other gasoline engines. Automakers have warned these increased blends of ethanol could void car warranties,” API officials stated in a policy position.

Support for ethanol use in engines might be found Down Under, where the Biofuels Association of Australia published a statement on the correlation between ethanol and corrosion on its website.

Ethanol is no more corrosive than any other form of gasoline, the association stated. Fuel blends with ethanol would not cause corrosion if purchased from a trusted source, representatives of the association continued.

One caveat: all ethanol fuels sold in Australia must, by law, contain a corrosion inhibitor additive. The additive would prevent the negative effects of low-quality ethanol, according to the Biofuels Association of Australia.

WASHINGTON, D.C. — A coalition of anglers, marine businesses and recreational boaters, in a joint letter sent to Pres. Donald J. Trump on May 3, petitioned the White House to reform the federal Renewable Fuel Standard (RFS).

The coalition hopes to limit the national supply of fuel blends with higher proportions of ethanol.

Recreational boating interests such as BoatUS and National Marine Manufacturers Association (NMMA) have regularly pushed for RFS reform, stating blends of fuel containing anything more than 10 percent ethanol is harmful to boat engines and the marine environment.

More than 26,000 people signed the petition sent to the White House earlier this month. BoatUS, NMMA, American Sportfishing Association (ASA) and Marine Retailers Association of the Americas (MRAA) spearheaded the petition.

The May 3 petition specifically stated the RFS, while mostly beneficial, is discriminatory toward recreational boaters and must be reformed to benefit a larger consumer base.

“As you know, the RFS sets ambitious goals to introduce renewable fuels into the nation’s energy market,” the petition’s authors and signatories stated in a letter to Trump. “For nearly a decade it has transitioned the country towards alternative energy sources, predominantly in the form of conventional, corn-based ethanol. While the RFS has achieved success in reaching such goals, the administration of the program and its impacts on ordinary Americans has not been without controversy.

“In particular, it has discriminatorily affected the boating public – groups of boaters and anglers who purchase fuel for their boats,” the petition’s cover letter continued.

The petition stated fuel blends containing greater than 10 percent ethanol have been proven to be harmful to marine engines.

“Blends of fuel with greater than 10 percent ethanol are incompatible with marine engines and the marine environment,” the petitioners stated in their cover letter to Trump. “As proven through extensive testing in coordination with the Department of Energy, and reaffirmed by the Environmental Protection Agency (EPA) prohibition on the usage of higher ethanol blends in marine engines, boat owners depend on access to fuels with less than 10 percent ethanol.”

Representatives from ASA, BoatUS, MRAA and NMMA added they have been petitioning federal leaders for years on RFS reform – without achieving any results.

City of Avalon is contemplating a food truck on the fuel dock.

Jussila AVALON — After receiving only one proposition by the April 14 Request for Proposals (RFP) deadline, the City Council of Avalon is considering shortterm and long-term strategies for a fuel dock establishment. One possibility brought up at the May 2 City Council meeting: installing a food truck or stand at the fuel dock until a long-term solution can be found.

The RFP received by the city was from Russ and Jenny Armstrong, the current owners of Portofino and previous owners of the fuel dock restaurant, Casino Dock Café.

“We only received one response that was not responsive to the conditions of the RFP, so that was the Armstrongs’ reply in the RFP,” City Manager David Jinkens reported to the City Council.

“In that, they replied and expressed an interest in pursuing operation of a facility but not on the terms outlined in the RFP. “A lack of response indicates that businesses, at least locally or at least those that we’ve spoken with… [are] not in the position to build a facility… so we are bringing this back to you and we’re suggesting that there might be some options that you want us to pursue,” Jinkens continued.

Some of the short-term and longterm suggestions made to the City Council included consideration of a larger facility to generate more revenue as well as a portable food facility.

City Council member Joe Sampson recommended the City Council pursue the Armstrongs, since they were the only ones “interested enough to submit an RFP.” Mayor Ann Marshall pointed out this would require the city to construct the building.

“If the building had been built by

the city, based on what we’ve been told, we would have gotten more responses to the RFP,” Scott Campbell, Avalon’s City Attorney, interjected.

Yacht brokers often get a bad rap because of the misdeeds of a sleazy few.

Until we started our boat search, I was a little naïve in assuming that most brokers were like Dea, Mike and the many other reputable professionals I’d known around SoCal. Then we encountered a few scuzzbags that left me gasping in disbelief at their dishonesty and lack of ethics. There was the Florida broker who, when we called to confirm our appointment, tried to cut Dea out of her commission – not that we would have bought his rundown rust bucket. He was one of several who disapproved of female brokers and seemingly female buyers too. Fortunately the listing broker for the boat we bought was helpful, responsive and professional.

In my last column, I urged boat buyers not to let anyone talk them into buying anything. While we’ve all encountered over-zealous salespeople, that comment was inspired by the scumball behavior of the broker representing the buyer of our old Hatteras. Commissioners find substantial issues with CenterCal’s Waterfront proposal.

By Parimal M. Rohit SAN DIEGO — A proposal to drastically revitalize Redondo Beach’s King Harbor waterfront might not be consistent with public access policies and a Local Coastal Program, according to a determination made by the California Coastal Commission during its May meetings in San Diego.

Opponents of CenterCal’s “The Waterfront” project successfully appealed plans to update a portion of the Redondo Beach coast. The appeal came about two months after a majority of the city’s voters approved a ballot initiative challenging CenterCal’s plans.

Coastal Commission staff identified several issues where CenterCal’s plans might be deficient, including specifications for a boat launch ramp, lower cost visitor serving venues, parking, public access and view corridors.

The deficiencies and proposals of CenterCal’s Waterfront project, according to Coastal Commission staff, raises issues of local, regional or statewide significance. “[King Harbor] represents just 1 of 5 harbors in L.A. County and there are very few public harbors regionally in southern California. Additionally, the Harbor offers unique coastal recreation opportunities such as on and offshore fishing, paddle boarding, kayaking and canoe hand-launch locations, and visitors come from all over the region for harbor access,” Coastal Commission staff stated. “The harbor and its public access, visitor-serving amenities, and other resources are therefore regionally significant.

“Without proper protections in place for these unique elements of the harbor, the project’s redevelopment of the harbor may set a regional or statewide precedent regarding the extent to which a jurisdiction may prioritize commercial uses over public recreational, coastal-

dependent uses,” Coastal Commission staff continued.

Commissioners, after hearing a detailed staff report, quickly acknowledged substantive issues were found in the Waterfront project and agreed to consider challenges to CenterCal’s plans.

The commission’s action comes after tensions surrounding the Waterfront project reached a boiling point in recent months. CenterCal appeared to pick up momentum for its ambitious proposal to revitalize the King Harbor waterfront in late 2015. The El Segundo-based developer, however, received pushback from a local grassroots organization (Rescue Our Waterfront, or ROW), with opponents arguing the Waterfront project was too big for Redondo Beach.

City Council members approved plans to revitalize Redondo Beach’s waterfront despite concerns surrounding parking, traffic and a boat launch ramp. Boaters navigating out of King Harbor have been without a boat launch ramp of any kind since the venue was built.

Pushback on the Waterfront project reached a tipping point in August 2016, when the Redondo Beach Harbor Commission recommended approval of the revitalization’s Environmental Impact Report, or EIR. A local resident immediately appealed the EIR, but City Council members supported the Harbor Commission’s recommendations in an October 2016 vote.

ROW, around the same time, formally petitioned county officials to have an initiative placed on the Redondo Beach ballot. The initiative, through signed petitions, ultimately garnered enough support to be voted on by Redondo Beach voters in March.

Measure C, as the ballot initiative was labeled, was overwhelming approved by voters. The ROW initiative – also known as the King Harbor CARE Act – aimed to halt construction of CenterCal’s Waterfront project.

IN MEMORIAM — Latham Bell Auto collision claims life of local boater, yacht club member Latham Bell was a staff commodore at Alamitos Bay Yacht Club and swim coach.

By Parimal M. Rohit LONG BEACH — Latham Bell, an active member of Alamitos Bay Yacht Club and a regular judge on the international sailing circuit, reportedly passed away on May 5. He was 53.

Alamitos Bay YC’s website had Bell listed as its junior staff commodore as of press time. The club posted a few photos of Bell on its Facebook page, informing members of his passing.

Bell was killed after being involved in an auto collision on May 4, according to several news reports. The Seal Beach resident was reportedly driving along Pacific Coast Highway in Long Beach when he suffered a medical emergency and lost control of his vehicle. A PressTelegram report stated Bell’s vehicle crashed into a restaurant.

News reports indicated he was on

his way to a swim meet at the time of the collision; Bell was an assistant coach with Long Beach Wilson High School’s swim team.

Bell, who was also a teacher at Bixby Elementary School, regularly judged international sailing competitions. He also taught sailing techniques to young sailors, according to reports.

A celebration of Bell’s life will be held June 4 at 3 p.m. at Alamitos Bay YC.

California Coastal Commission approves plans to replace 49slip marina with 48 slips.

By Parimal M. Rohit SAN DIEGO — A plan to demolish a 49-slip marina in Newport Beach and replace it with a new boating venue with 48 slips and an expanded public waterfront was approved May 12 by the California Coastal Commission.

Lido Marina in Newport Harbor will essentially be replaced with similar sized waterside infrastructure. Tweaks would also be made to the public boardwalk to provide visitors a little more elbow room.

The marina currently accommodates boats from as small as 20 feet to as large as 92 feet. A larger number of small boats (20- to 38-footers) would be featured in the updated marina.

Upgrades would be made to all three Lido Marina’s docks, according to Coastal Commission staff.

“The applicant states that the dock floats, wood decking, guide piles and water and electrical systems have reached the end of their useful life and need to be replaced. In addition, the applicant states that the existing boardwalk is not delineated throughout the length of the marina, which tends to impede efficient access to

gangway platforms and boat docks,” Coastal Commission staff stated. “Thus, the applicant claims that a major rebuilding of the dock system and boardwalk is needed in order to improve public access, reduce the need for temporary closures and repairs and to bring the marina up to date with current building and safety requirements. Under present rules, ships, boats and recreational watercraft can only sail at 6 knots (11 kilometers, 7 miles per hour) inside Copenhagen harbor. The jet ski’s speed at the time of the accident was not clear.

Danish police have not identified the victims (at the time of this report) but Stonehill College in Massachusetts said one was Linsey Malia of Easton, Massachusetts. She was in Copenhagen with the Study Abroad in Scandinavia foundation.

The Copenhagen-based foundation said seven of its students were on “a personal excursion” when their boat was hit by “a high-speed jet ski.” The other students were briefly hospitalized then released.

AVALON — Capt. John King of Afishinados has added another boat to his fleet of charters which provides more price flexibility for those wanting to book a tour or fishing excursion in Catalina Island.

Gusto, a 30-foot long sportfisher, accommodates up to six passengers for cruising around the island.

“She is large enough to do the circumnavigation in comfort and small enough to get in close to really see the detail of the island,” King wrote in an email to The Log. Gusto’s first booked tour around the island was for a major production company scouting a location to film, King noted.

“This was a nice start to what looks like an excellent addition to the Afishinados fleet of private charter boats for fishing or touring the isle in style,” King commented.

Back in February, Avalon City Council approved a waterside permit for a smaller boat, a 14-foot skiff, for Afishinados to offer couple cruises around the island. Catallac is a highend private charter for large groups of people. The sportfisher Afishinados is the same size as Gusto; however, Gusto is a simpler, single-engine boat.

“This boat allows us to carry six passengers at the lowest rate in the harbor at a per person cost,” King stated.

Balboa Yacht Club to host two international youth regattas NEWPORT BEACH (LOG NEWS SERVICE) — Balboa Yacht Club will host two major international youth regattas this summer, open to men and women under the age of 23.

After hosting its 51st annual Governor’s Cup International Youth Match Racing Regatta from July 17-22, Balboa YC will hold the fourth edition of the World Youth Match Racing Championship from July 30-Aug. 5.

World Sailing, the sport’s governing body based in London, selected Balboa Yacht Club to host the fourth running of the World Youth Match Racing Championship based on its history of running the prestigious Governor’s Cup, an invitational that is the world’s oldest youth match racing regatta.

Changes are coming to Ventura Harbor Village, with city and port officials hoping to draw more tourists and visitors to the waterfront. But what will impending changes mean for boaters?

Ventura Harbor: It takes a village to bring people together Ventura Harbor Village is undergoing a facelift, but more changes are still in store.

By Nina K. Jussila VENTURA — Ventura Harbor Village is going through a facelift as frequent village visitors may notice new landscaping and other added design features.

As the city of Newport Beach is looking to draw more tourists by developing Mariner’s Mile, Ventura is busy with current and upcoming projects to attract more people to its harbor. Will these changes in Ventura Harbor make this quiet village a bustling tourist destination?

Palm trees, art and seating areas are just a few of the new features being added to the village in Ventura Harbor.

“I was at the village last week, and we have a new grand staircase design that’s being built and it’s starting to take shape,” Port Commissioner John Friedman mentioned.

This particular project provides village and parking lot improvements only.

Nothing dockside is being updated at this time. However, there is an element of the nearby islands being added.

“The last piece will be what I call the ‘signature piece.’ There’ll be a circular area that’ll have a map of the Channel Islands. It’ll show each island the way it was hundreds of years ago, and there’ll be a shaded area to show how much bigger they used to be [compared to how] they currently are,” Oscar Peña, general manager of the Ventura Port District, said. “It’s just part of an educational process that we’re trying to convey to the public about the Channel Islands across the Pacific Ocean from us.”

There were some delays with the project timeline due to the unusually heavy rain season Southern California experience early this year. The plan was to have all the updates completed by start of summer.

“We obviously wanted to try to get it done before the heavy season, because the harbor becomes an extremely popular place in the summertime for obvious reasons,” Friedman commented.

The wet weather set the project back a couple months but is expected to be

completed by mid- to late-July, according to Peña.

On May 24, the Ventura Port District will select one of two vendors to develop a hotel and restaurants or a fish market on either side of the village. When an RFP is selected, it will be passed onto the City Council for approval.

“That naturally helps the district in that land that’s not currently revenue producing will be revenue producing plus providing amenities for residents and visitors alike,” Friedman stated.

One frequent patron of Ventura Harbor Village and liveaboard on the harbor, Tony Alcock, thinks the changes being made to the village are a good thing for the businesses there. He did mention, however, the construction is a nuisance while the updates are being made “I think it’s going to look great when it’s finished. It’s just very disruptive when it’s going on,” Alcock told The Log. “I imagine that most businesses here in the harbor are not really very profitable and now maybe with [the improvements that will] turn around a little bit.”

Alcock also hopes the plans include additional parking as parking is already limited.

“If you add more stuff and don’t provide parking, you’ve got a problem,” Alcock said.

Adding more parking will be necessary with more businesses, but Alcock thinks “it would be a big mistake to start charging parking.”

New restaurants in Alamitos Bay Landing has caused a slew of issues including infringement on boat owner parking in that Long Beach marina, as The Log previously reported.

Additional proposals for further development in the Ventura Harbor are in the works to draw more visitors and patrons to the area, which is the goal of the city.

Plans are being drawn up for several docks to be reconfigured at Ventura Harbor Village, but that project is still a couple years away from having a completed proposal and getting all the necessary approvals.

“So many people say it’s the hidden gem or it’s the unpolished diamond… but I think it’s time we move on and make it the most it possibly can be,” Friedman said about Ventura Harbor.

San Diego International Boat Show keeps getting bigger and better SAN DIEGO — This year’s San Diego International Boat Show is bigger and better, featuring more than 400 feet of added dock space and150,000 square feet of exhibitor space.

The show is taking place at Spanish Landing Park, East on Harbor Island in the San Diego Bay from June 15-18, just in time to get ready for summer on the water.

By Nina K. Jussila BERMUDA — Top sailors from around the world will be competing in the 35th America’s Cup, one of the world’s fastest sailing races. With Bermuda hosting the event, yachts will propel through the warm, clear Caribbean waters starting May 26 with the qualifying events.

Oracle Team USA is the defending champion. Five international teams

representing Sweden (Artemis Racing), New Zealand (Emirates Team), France (Groupama Team), Great Britian (Land Rover BAR) and Japan (Softbank Team) are also competing for the America’s Cup title.

It may be called the America’s Cup but the race has evolved into a world competition. America’s Cup is actually named after America, the winning schooner of the 1851 race.

All the teams representing various countries in the race started arriving in Bermuda as late as April. The Swedish team, Artemis Racing, and Oracle Team USA, however, took residence in Bermuda for the past two years to undergo training exercises.

The qualifying races, beginning May 26 and concluding June 3, will eliminate one team from the competition. The America’s Cup Challenger Playoffs, June 4 to 12, follow and will determine the

Oracle Team USA is “led by skipper Jimmy Spithill, both the youngest helmsman to compete in the America’s Cup at age 19 and the youngest skipper ever to win at age 30,” according to the America’s Cup website.

The team from Sweden, Artemis Racing, sadly lost a crew member while training for America’s Cup in 2013.

Andrew Simpson, otherwise known as Bart, died after being pinned underneath the team’s capsized vessel in the San Francisco Bay. Competitive sailing is obviously not without its risks and challenges. The weather conditions in Bermuda are expected to be nice at the time of the event. The exact course, however, will not be determined until the day of the event after taking into consideration the direction of the winds.

With the modern day vessels having hydrofoil suspension underneath the hull, these catamarans appear to fly just above the water and have the ability to go as fast as 45 knots. In fact, America’s Cup is being compared to Formula One racing and starting to be referred to as “F1 on the water.”

Oracle Team USA, as defending champion, chose this year’s race location.

Bermuda’s Great Sound, according to the America’s Cup website, provides a perfect “natural amphitheater for the race course.”

By Nina K. Jussila The 2017 Newport to Ensenada International Yacht Race, otherwise known as N2E, involved strategic sailing with strong winds as well as some frustrating floating with no wind.

Sailing tactics were tested. Sailing crews were challenged. All were good sports with all but one boat finishing the race.

With 187 teams vying for over 50 trophies in various categories and participating sailors ranging in age from 13 to 90 years old, this was a yacht race for all levels.

This might have been the 70th year for N2E, but it was the first year with an option of three concurrent courses. The race began April 28 with one starting point off the Balboa Pier in Newport Beach. Yachts took to the waters to navigate 125 nautical miles to Ensenada in Baja California. The Transpac race persisted on an extended course of 176 nautical miles which included sailing around San Clemente Island. For those with cruisers and smaller vessels not wanting such a long race, there was a shorter course from San Diego.

Sailors aboard Jazz got stuck floating for eight hours and had engine problems, so they had to divert to San Diego Yacht Club. That didn’t stop the crew from catching a ride on some wheels to join the festivities with the rest of the sailors in Ensenada.

Parts of the race were considered a

“floatfest” with reported “lulls for more than 14 hours” due to lack of wind, according to the N2E press release. Winds kicked up as the boats arrived in the waters near Ensenada.

“When they came in on Saturday, it was blowing 27 knots with gusts up to 30 knots. This made for a wild ride out there,” Cynthia Sinclair, the photographer for the end of the race, shared in an email to The Log. Newport Ocean Sailing Association (NOSA) hosts this annual event. Next year’s N2E race will be held April 27-29.

EASTERN SIERRA — Trout season officially kicked off in California’s Eastern Sierra region on April 29. The annual inland lakes fishing season opener in the Sierra Nevada region – colloquially referred to as “Fishmas” – is a regular draw for angling enthusiasts.

This year’s opener was highlighted by the 11-pounds, 12-ounce brown trout catch at Lower Twin Lake near Bridgeport Reservoir.

Two other notable catches were made at the Bridgeport Reservoir region, making the watering hole the go-to destination for anglers this spring.

Kyle Springermeyer of Galt set the opening weekend mark with his 11-pound, 12-ounce trophy brown trout at Lower Twin Lake. Meanwhile Garth Robert Shaw of Pittsburg, California reeled in an 8-5 holdover rainbow trout, according to reports.

Kyle Shelden, also at Bridgeport Reservoir, caught a 7-4 brown trout.

“Bridgeport Reservoir produced a lot of trout and the quality was excellent across the board with most of the fish topping two pounds with a bunch of three- to five-pounders,” fishing columnist Jim Matthews stated in his May 6 report. “Upper Twin was fair to good with rainbows to five pounds, but no trophy browns.

“Virginia Lakes drew a few hardy ice-fish souls who made the two-mile trek from where the road was cleared.

Little Virginia was very slow, but Big Virginia was excellent,” Matthews continued.

The Eastern Sierra opener also attracts anglers from outside of California. Victor Tafolla of Utah, for example, won the June Lake Monster Trout Contest with his 6-pound, 7-ounce rainbow trout catch. Tafolla caught his rainbow on PowerBait.

Anglers reeling in yellowtail, playing hide-and-seek with bluefin

By Bob Vanian SAN DIEGO — The spring fishing season has provided Southern California anglers a chance at catching bluefin tuna and yellowtail in local offshore waters the past two months. This spring has also seen a lot of weather systems come through Southern California and Northern Baja waters. The bluefin and yellowtail have been holding in local offshore waters despite the numerous weather fronts, but that pattern has seemingly changed subsequent to a weather system passing through on the weekend of May 5.

The good offshore yellowtail bite has continued in the eight days following the exit of that weather system, but the bluefin bite has fallen off and turned scratchy. Anglers are hoping the bluefin are just in a temporary down mode, will pop up and be relocated again sometime soon.

Fifteen anglers aboard Seaforth Sportfishing’s Tribute on a May 14 overnight trip caught 75 yellowtail. Seaforth Sportfishing also had a three-quarterday trip the same day aboard San Diego.

The 27 anglers caught 116 yellowtail.

Point Loma Sportfishing had a threequarter-day trip fishing on Mission Belle; the 23 anglers aboard caught

115 yellowtail. H&M Landing had a three-quarter-day trip on Malihini with 20 anglers bringing in 100 yellowtail.

Fisherman’s Landing had Liberty fishing a three-quarter-day trip with 16 anglers and reeled-in 78 yellowtail and 4 bonito.

Yellowtail, in the offshore kelp paddie, have been mostly 3- to 7-pound fish with some bigger fish in the mix near 12 pounds. Most of the yellowtail are being caught on live sardines while fishing around kelp paddies. There have also been some bonito in the mix and the bonito have been 6- to 10-pound fish that have been caught from trolling strikes, kelp paddies and stopping around spots of working birds or breaking fish.

There has not been much fishing pressure at Los Coronado Islands lately.

Boats have been fishing in offshore waters for yellowtail, bluefin and bonito. The occasional report coming from Los Coronado Islands has been of a pretty good mix of barracuda, yellowtail and calico bass biting to go with good numbers of rockfish.

The surface fishing at the kelp bed areas along the San Diego County Coast has been improving with pretty good numbers of calico bass biting along with a few barracuda. The calico bass action is often better than the

The designated day aims to raise awareness of tuna populations worldwide and address threats to the highly migratory species.

More than 80 countries have tuna fisheries and thousands of tuna vessels operating in the Indian and Pacific oceans, according to the U.N. resolution.

“Many countries depend heavily on tuna resources for food security and nutrition, economic development, employment, government revenue, livelihoods, culture and recreation,” the U.N. resolution stated.

Achieving sustainably managed stocks is a substantive goal of the 2030 Agenda for Sustainable Development, the U.N. resolution added.

The resolution was approved during the U.N.’s 55th plenary meeting on Dec. 7, 2016.

Bottom Line: U.N. members and organizations, non-member groups and society at large, were asked to observe World Tuna Day “in order to raise awareness of the value of tuna, the threats facing tuna populations and the economic and social benefits of sustainably managed tuna stocks, and to share best practices.”

The World Tuna Day resolution also called for the U.N. Secretary-General “to bring the present resolution to the attention of all member states, the organizations of the United Nations system and civil society organizations for appropriate observance.”

Lingcod were also biting for anglers aboard Stardust out of Santa Barbara on May 11.

fish counts might indicate. A lot of the calico bass being caught are undersized (12- to 13.5-inch fish) and must be released.

In addition to calico bass, the kelp beds at La Jolla and Point Loma have also been providing a chance at catching yellowtail. A private boater fishing outside of Point Loma in 130 feet of water recently reported he saw, out of nowhere, some large yellowtail showing under spots working birds. Prepared for yellowtail, he was able to take advantage of the opportunity and catch two or three of the 20- to 25-pound class yellowtail on yo-yoed iron. Recent yellowtail action has also been seen outside of La Jolla; a skipper fishing outside of the upper end of La Jolla reported catching a 25-pound yellowtail on a slow trolled live mackerel.

San Clemente Island has been producing a mix of yellowtail, calico bass and rockfish, but the yellowtail bite has been just fair for most boats in recent days. The best areas for fishing yellowtail have been at White Rock and Gold Bluff along the front side of the Island, off the stretch between Pyramid Cove and China Point as well as outside of Lost Point along the backside of the Island. Live squid has been the best bait and is usually imported to San

Clemente Island from Catalina.

Catalina Island is producing a pretty good to good mix of calico bass, bonito, barracuda and rockfish and has also been producing an occasional flurry of white sea bass or yellowtail action.

The best areas for a chance at catching white sea bass and yellowtail have been while fishing between the V’s and Salta Verde. The East End of Catalina and spots along the front side of the middle part of the Island have been producing more of a mixed bag of bass, bonito, barracuda and yellowtail.

The spring fishing season continues to develop with anglers able to target fun fishing offshore, at the local islands or along the coast. A prolonged stretch of good weather should allow the developing springtime bites to kick into high gear. Keep on fishing and hope to see you out on the water!

By Terrence Berg 976-TUNA.com GENERAL UPDATE: The fishing overall was a little slower this past week due to deteriorating conditions since May 5. Weekend trips really took a hit. Blame the wind, or the moon, or just a ton of squid and other bait in the water.

SAN DIEGO BLUEFIN AND YELLOWTAIL: There are vast schools of both bluefin and yellowtail from as close as nine miles off Point Loma down the coast for 60 or 70 miles. The bluefin continue to be everything from 25 to 60 pounds or more, while the yellowtail are mostly four to 12-pound class fish. The first yellowfin tuna of the season also came in late last week, moving into this same zone of fish. The boat score really tell the story of how the bite has been up and down.

Tribute out of Seaforth Sportfishing was the first sportboat to report yellowfin tuna when it had two on board during a May 4 overnight boat.

A May 5 trip with 55 anglers produced 36 bluefin, while 30 anglers aboard a May 6 expedition landed one bluefin and 33 yellowtail.

Pacific Queen out of Fisherman’s Landing had 13 anglers on a May 9 trip and landed one bluefin and 65 yellowtail, full limits of these 4- to 12-pound class fish.

New Lo-An out of Point Loma Sportfishing had 25 anglers on its 1.5-day trip on May 7 and landed one yellowfin tuna, five bluefin tuna and 18 yellowtail.

Pacific Voyager, on a two-day trip out of Seaforth Sportfishing on May 6, had 15 anglers

who landed 36 bluefin and one yellowtail.

The three-quarter-day boats out of San Diego are also within range of the schools of bluefin and yellowfin. There have been some decent scores for these anglers this past week, but also some dismal days.

The three-quarter-day boat Mission Belle out of Point Loma Sportfishing had 10 anglers on a May 9 trip and landed five yellowtail and eight bluefin tuna. The May 6 trip with 17 anglers produced just three yellowtail, but the May 5 jaunt with 33 anglers returned with 21 bluefin.

San Diego out of Seaforth Sportfishing had 26 anglers on a May 9 trip and returned with limits of 130 yellowtail and two bonito, which is a nice bounce-back from the May 6 trip with 33 anglers (one bluefin and one yellowtail).

Malihini out of H&M Landing had 20 anglers on its May 6 three-quarter-day trip and caught one yellowtail along one keeper calico bass, three barracuda and 25 rockfish. The May 5 trip, however, had 18 bluefin tuna for 24 anglers.

CATALINA AND CLEMENTE UPDATES: The overnight boats out of the Los Angeles and Orange County landings have mostly been fishing San Clemente and Santa Barbara islands for yellowtail and bottom fish, while the full-day and threequarter-day boats have mostly been at Catalina for a mixed bag. Squid is everywhere and easy to make at both Catalina and Clemente, but finbait is also working for the yellowtail.

Thunderbird out of Davey’s Locker had 30 anglers on its May 9 overnight trip and landed 130 rockfish, 81 bonito, 50 yellowtail, 24 whitefish and 13 sheephead. The May 8 overnight with 21 anglers was even better: 116 yellowtail, 50 rockfish, 26 bonito, 20 keeper calicos, and three

sheephead.

Pursuit out of 22nd Street Landing had 28 anglers on its full-day trip to Catalina on May 8 and landed 17 yellowtail, 15 calico bass, eight perch, seven bonito and three sheephead.

The three-quarter-day Sportking out of L.A. Waterfront Sportfishing had 11 anglers on its May 9 trip and caught 47 perch, 10 sheephead, three sargo, two calico bass, one yellowtail and one sculpin. The yellowtail counts fell on this boat from a high of 46 on May 5 to the low of one on May 9.

Freelance out of Davey’s Locker was on a three-quarter-day trip with 60 anglers on May 9 and landed 58 perch, 25 bonito, 21 whitefish, four yellowtail, four sheephead and a sargo. The May 8 trip with 35 anglers produced eight perch, seven bonito, four whitefish, two rockfish, two sheephead, one yellowtail, one calico bass and one sculpin.

NORTHERN CHANNEL ISLANDS UPDATE: There continues to be a fair pick on white sea bass in the northern Channel Islands, especially at Anacapa. Gentleman out of Channel Islands Sportfishing had 14 anglers on a May 10 three-quarterday trip and landed a calico bass, three whitefish along with three white sea bass and 140 rockfish.

Aloha Spirit, also out of Channel Islands, had 21 anglers on a May 9 full-day trip and landed one sheephead, two calicos, three whitefish, three yellowtail, four white sea bass and 97 rockfish.

The May 8 trip with 22 anglers returned with 16 seabass, 10 yellowtail and one halibut.

GRUNION UPDATE: While catching grunion is not allowed in April and May, there are runs May 10-13, May 25-28, June 9-12 and June 24-27.
