MANAGING DISASTERS MIDST, THE URBAN CHAOS TO ACHIEVE DISASTER RESILIENCE
INTRODUCTION Disasters are seen as the effect of hazards on vulnerable areas. Hazards that occur in areas with low vulnerability do not result in a disaster. But those that actually affect the areas, the people are the ones who wind up getting all the passive effects of a disaster and intern affects their livelihood. Great damage, loss, destruction and devastation to life and property are the passive effects that nearly destroy people’s lives but that too is termed in relation with the severity of exposure, even though its not always the case. Disasters are natural phenomenon that is inevitable but suffering? Well, suffering is optional, but only when taken care of and only when a system is in place. This needs a lot of planning and a strong infrastructural as well as institutional framework in place. Institutions now-a-days lack infrastructure and lack the technology to assess the disaster beforehand to avert many casualties. All these are an evidence that there is some problem even in the institutional level and all these in turn affect the common people. And this does not even end here – these technical issues tend to affect the process. India is a leading example where in metropolitan regions, the disaster management works proactively but in other rural and slow developing states, this is a major gap which in turn damages the progress of the whole country.
WHY MUMBAI & THE MMR REGIONS? Natural disasters in Mumbai & MMR Regions, many of them related to the climate of these regions, cause massive losses of life and property. Droughts, flash floods, cyclones and landslides brought on by torrential rains pose the greatest threats. A natural disaster might be caused by earthquakes, flooding, volcanic eruption, landslides, hurricanes etc. In order to be classified as a disaster it will have profound environmental effect and/or human loss and frequently incurs financial loss.
FLOODS When a natural disaster comes into question, it is the FLOODS that crosses every mumbaikars minds. Once feared, has now become a part of the daily life of people as floods are just some friendly neighbourhood thing that comes and goes year to year. People, now-a-days, just know the way around it but this is not how a metropolitan city should function. MMR Regions are known for its proneness to floods that stagenate alot of places and hamper daily work and livelyhood of people. Keeping al this in mind, a map has been made that determines major places or hubs in the MMR Region that are prone to floods.
As a highly vulnerable city to major natural disasters, Mumbai has experienced several major extreme weather events within the past decade that have effectively brought the city to a standstill and caused severe human and economic losses. In response to the growing need for a contingency plan, the city of Mumbai drafted the Disaster Risk Management Master Plan that outlines the city's commitment to mitigating future risk and damages that could potentially result through future natural disasters.
TIMELINE The above diagram is a timeline of the most dreadfull of the accidental/ non - accidental disasters caused in the recent years that has left a scar on the city as well as its people, many of them have slaughtered families and their only source of income. This timeline reminds us how vulnerable our city is and without proper infrastructure, it cannot be tackled.
CONNECTIVITY The main domain of the Disaster Management Center is to connect to other Disaster Management Cells at all times and create a wide array of networks that could help each other and this structure would act as a main governing body with the staff and capacity to handle any catostrophes and aid to the process. Most of the times, it’s the process of acquiring various acceptence from various departments that creates a time lag and its an aim to diminish that time lag to an extent that the process carries on smoothly.
PRIMARY CONNECTIVITY The Primary Connectivity is the connection between all the Disaster Management Cells that cover its whold district. The proposed structure acts as a governing body in all aspects in which a management of Disaster situation is conducted. This structure aids not only in the communication but in Transit as well as Rehabilitation also; yet prioritising on Communication.
SECONDARY CONNECTIVITY The Secondary Connectivity is the connection between all the Disaster Management Cells and other ward units of Disaster Management. This connection is important for micro management within the city boundaries such that every area is catered for.

AT THE TIME OF DISASTER At the time a disaster takes place, the first response is to look at the target area and then focus on how it can be taken care of. If the target area is nearby the center, an Incident Response Force is deployed, or else, the command staff from Work Stations are ordered by the Comand Center to deploy their Respective Force to the site and help the distress. Data Collection is as important as Response so thats where the Comand Center and the Data Collection block keep a round the clock check and the Work Station are an array of different departments accumulated together and its their job to be connected to their Respective departments all the time.
the second aspect is the way a decision is made and it is very necessary as the power is not given to just one. It is a shared power and the decisions that are made are unanimous and are always in favor of the people that are affected. The main block that helps in making decisions are the CM’s Office and the War Rooms and the Work Stations provide with the required resources, may it be data or may it be any comunications, that can help in the decision making.
Conference room will be a designated area for the delegates to take some iimportant decisions during emergencies.
