Welcome to the Green Vision Magazine A lot less talk and a lot more action. For years the Humber and offshore wind was one huge talking shop with multi millions of pounds promised to be invested but very little actual action. Over the past year this situation has most definitely changed. The Greenport Hull partnership between Associated British Ports and Siemens continues to develop with construction work ongoing at Hull’s Alexandra Dock’s along with the first stages of recruitment in place. Along with the Able’s Marine Energy Park on the Humber south bank finally got its planning approval and has signed a memorandum of understanding with offshore wind giant Dong Energy. Away from these huge developments small

businesses are also benefiting from investment in the sector. Local businesses have begun to win work and inward investors are choosing the Humber for their UK bases. Within Renewables Network we have seen huge amounts of activity over this past year with ideas and concepts rapidly turning into reality. However, we must also keep a cautionary eye on the changing political landscape. Government support for the onshore wind and solar sectors has been cut. The opposition appears to be in disarray. The renewable energy sector is being forced to change and become competitive with fossil fuel production; this will long term be our biggest challenge and the key determinant of renewable energy success on the Humber.

Communities to benefit from The Humber Gateway Offshore Wind Farm In February 2015, the first turbine at E.ON’s Humber Gateway Offshore Wind Farm generated electricity for the first time with all turbines generating electricity in May, two months ahead of schedule. This was a major milestone in the construction process of the 73 turbine project that is now providing enough renewable energy to power thousands of homes and businesses. On 30 September 2015, the wind farm was formally opened by Andrea Leadsom MP, Minister of State for Energy and Climate Change, at the company’s impressive Operations and Maintenance base in Grimsby. Matthew Swanwick, Project Manager said “it required a remarkably effective team effort to deliver this project ahead of schedule and against the challenges we faced and the outcome is something we are all incredibly proud of” The project will certainly leave a lasting legacy having invested £2m in community initiatives.

6

This will provide for: n Two new cutting-edge 16 seat electric minibuses that will help to connect communities in rural areas with vital services, including transport for social and recreational activities for youth and community groups and transport for school children to sport and culture activities n Development of a new Offshore Wind Apprenticeship Programme in North East Lincolnshire, which will give up to 10 apprentices the chance to benefit from an Advance Apprenticeship in Wind Turbine Operations and Maintenance and will bring

much needed educational and employment opportunities to that area n Fund to support smaller, sustainable projects in the parishes that border the wind farm that will help to make environmental improvements, or provide services and activities that make a difference to people’s lives and/or the economic regeneration of the area n Support for a proposed new visitor centre at one of the UK’s most important and best nature reserves, Spurn Point, delivering socio-economic, environmental and educational benefits to the area.

Strengthening Skills in the Region Businesses in Hull and the East Riding are using the Green Port Growth Programme to increase the skills capacity within their workforce in preparation for the renewable energy sector in our region. This has been done by providing guidance and funding for up-skilling initiatives and apprenticeship schemes in order to increase the capabilities of their employees. Bob Ferraby, economic inclusion manager at Hull City Council, has been involved with the employment and skills development strand. He said: “We have been working to broaden the scope for businesses to access funding and

support for skills. As a result, we now cover any advanced or higher level apprenticeship frameworks for businesses in the renewables supply chain on the north bank of the Humber. This will provide a solution for SME manufacturing employers affected by labour market displacement or churn, such as the local caravan industry.

becoming the UK’s energy capital, we need to be training young people and giving them the skills and experience they need for a bright future in this industry. Funding from the Green Port Growth Programme has enabled us to take on apprentices like Owen.” MWD apprentice Owen Taylor

“We have also incorporated specific Level 2 apprenticeship frameworks within our funding criteria for roles such as deckhands and our upskilling support is also ongoing.” Thanks to funding from the Green Port Growth Programme, Hull-based marine engineering firm MWD were able to take on local apprentice Owen Taylor, 18, who was looking to embark on his dream career as an engineer. Owen started his three-year apprenticeship in October 2014 and is hoping to stay with MWD beyond his training period. MWD Managing Director Andy Healey commented: “Investing in the future of our workforce is high on the agenda at MWD, with apprentices key to this objective. With the Humber region fast

Latitude Surveys is now undertaking CHAS accreditation and reviewing opportunities for taking on an additional staff member in 2016.” Dawn Hall, project manager for Green Port Growth Programme’s Business Support strand, added: “Latitude Surveys is one of 200 businesses to register with the Green Port Growth Programme, and one of 100 that have received significant support. This has been through funding, advice and attending our workshops. Businesses that want to make sure they’re not missing out on opportunities can join our supplier directory which aims to provide information to the renewables industry on the region’s suppliers, products and services. “We are also planning two new workshops covering social media and ports and logistics and would encourage businesses to sign up and come along.” L-R Mariano Davies, CEO of the British Chamber of Commerce in Denmark; Rachel Addison, Communications Manager, Humber, at ABP; Councillor Anita Harrison, The Lord Mayor of Kingston upon Hull and Admiral of the Humber; Councillor Peter Turner, Chairman of East Riding of Yorkshire Council; and Pauline Wade, Director of International Trade at the Hull & Humber Chamber of Commerce.

Force55 Ltd is a newly formed business built to address the increasing legislation, safe construction and navigation needs of a growing offshore renewables industry. Managing Director Patrick Bell has developed a unique system to improve communications for operations and maintenance staff working in the oil and gas industry. The business, which is backed by 20 years of extensive experience, has received interest in its products from potential investors, as well as Dong Energy UK. However, Patrick needed assistance on navigating the process of product development and to access a procurement framework before the company could be considered as a potential supplier. Dr Alan Lowdon, R&D Director of the Green Port Growth Programme, commented: “Dong Energy UK requires supply companies to register with Achilles, a procurement agency for the sector. The Green Port Growth Programme’s business support strand assisted with the registration and audit process and R&D strand helped with numerous applications most recently the protection and patenting of Force55 Ltd’s MarineStream® and WatchTower© products. This has enabled them to be in a stronger position when it comes to investment. We also put Patrick in contact with Fred Mead from UK Government’s MAS GROW: Offshore Wind Programme, which has enabled him to meet with established owners and developers. Fred has also offered guidance on potential funding options relevant to the marketing of new Force55 Ltd products. This is in response to the recent invitation by Lloyds of London to invest.”

Danish business desk set to bring European opportunities to Green Port Hull Surveyors double renewables work thanks to funding An East Yorkshire surveying firm that specialises in wind farms has seen its work double in the past year after securing a new staff member. Latitude Surveys, based in Melton, wanted to increase its work opportunities in the renewables sector. To do this it needed to recruit a new surveyor and invest in additional equipment so more work would be taken on in-house rather than subcontracted. The company enrolled with the Green Port Growth Programme in August 2014 and applied for financial support to fund the new kit. Funding was granted in October 2014 and a new land surveyor was appointed in November. In this time, Latitude Surveys has seen projects and profits increase by 100 per cent. Clever Cam Saves Energy A thermal survey was the first step in overcoming a host of problems that were wasting energy at Hull-based Ideal Boilers. Carried out by Environmental Strategies Ltd (ESL), the survey identified that the internal temperature of the powder-paint curing oven was actually 15% higher than required for the curing process due to a faulty temperature sensor. This finding has not only enabled staff to simply turn the temperature down, resulting in a huge energy saving without loss of product quality, the company are now piloting a lower temperature bake paint, which will further reduce their energy costs per component. Steve Winn, Engineering Project Manager at Ideal Boilers, commented, “With help from ESL we are using the opportunities for improvement identified from the thermal survey to develop our ISO 50001 Energy Management System.” Elsewhere, at Three Crowns Confectionary, a thermal survey identified how much heat was being lost from an extensive network of pipework that carries liquid chocolate at a set temperature around the factory. ESL developed the business case for insulating it which will prevent the company overloading their electricity supply by reducing the amount of electric heating required significantly.

The same infrared principles apply to conducting a thermal survey of a commercial or industrial building. The camera can detect missing or compromised insulation in the roof and walls; cold air infiltrating where it shouldn’t; whether HVAC systems are operating effectively; and the impact of thermal bridging. “The huge advantage of thermography is that all this can be done without disruption to production and in a very short time. It empowers the client to make informed decisions on energy efficiency improvements, potentially saving hundreds of pounds a year,” said Helen Wheeler-Osman of ESL.

ESL provides a certified thermography service to local businesses of all sizes, focussing on a wide range of energy-related aspects – from preventative maintenance on motors and bearings, to the efficiency of solar PV panels. Offshore Wind – The Health & Safety Challenge

By Scott Yates, Myton Law The generation of electricity from renewable sources is fundamental to achieving the UK’s legally binding targets to reduce carbon dioxide emissions to 20% of 1990 levels by 2050 and offshore wind will be at the forefront of the push towards that goal. The offshore wind farm (OWF) industry is already a major UK manufacturing activity, bringing significant new inward investment, businesses and jobs. However, the increased pace of construction and development of progressively large scale and far offshore OWF developments brings a corresponding risk of safety incidents. Unsurprisingly, there is renewed focus on health and safety issues specifically those involving working at height, manual handling, falling objects, personnel transfers and shipping operations.

by the Health and Safety at Work etc Act 1974 on: n employers; n employees; n self-employed; n those who have control of workplaces; n designers, manufacturers, importers and suppliers of articles and substances for use at work; These will apply equally to those involved in OWF projects. Near identical obligations are imposed on the employers of sea going crew by regulations made under the Merchant Shipping Act 1995. In essence, the obligation is to ensure, so far as is reasonably practicable, the health and safety of those who may be affected by their actions or omissions.

The relative youth and rapid pace of growth of the industry have led to a lack of international consistency in health and safety practices with the result that formulating guidelines and practices outside the scope of individual projects is largely up to the industry itself, with manufacturers, developers and operators having to tailor their approach to each country or project.

A very welcome attempt at harmonisation of industry good practice and to help stakeholders fulfil their legislative obligations in respect of persons working on board wind turbine plant and LV assembly is the RenewableUK Wind Turbine Safety Rules 2015. These are a model template of rules and procedures to help formalise a safe system of work for protecting employees from the inherent dangers of wind turbine equipment .

There are no health and safety specific regulations relating to OWF activities in the UK but there are various legal obligations imposed

Clearly training and knowledge sharing are both critical in maintaining and improving safety standards but unlike the oil and gas sector there

14

is no common approach or standard for such matters and at the very least a more integrated approach for the UK and Europe is needed. So, the way ahead is to learn from mistakes, share solutions, and develop consistent guidelines and training, while taking the best from the oil and gas industry. Offshore wind is still an emerging and developing industry and it faces a big challenge in health and safety terms.

Scott Yates is a Director and Solicitor at Myton Law and has represented several companies in relation to accidents and incidents involving OWF operations. Myton Law can advise and assist on all aspects of health and safety law applicable to the development, construction and operation of OWF operations. Scott is also a board member of the Green Port Growth Programme. Call 01482 485022 www.mytonlaw.co.uk
