It’s hard to believe we are about to enter into the final quarter of 2011. The time has gone so quickly but progress has been excellent from a Chamber perspective and I am looking forward to further progression through the remainder of the year and into 2012.

Locally quarter three has seen the Chamber relocate to its new offices within the University of Chester’s Riverside Innovation Centre, created to help inspire and develop business potential. Jointly funded by the European Regional Development Fund, this vibrant hub in the heart of Chester offers space for innovative business start-ups; access to support and expertise; conference and meetings facilities. The Chamber is working closely with all those key partners involved in the new Centre to ensure that the Chamber is at the heart of Business Support in the area. We have also seen some great networking events which have helped bring together a diverse range of businesses and provide a network which will help our members prosper – remember all Chamber networking is FREE of charge so please keep your eye on our forthcoming calendar of events on the website to see what’s on and when.

July saw our Summer Cocktail Party at the Eaton Estate where over 85 guests enjoyed the superb surroundings, live music, champagne and canapés and our thanks go to His Grace, The Duke of Westminster for his provision of such a fabulous venue.

Regionally saw the third meeting of the Chamber’s Business Council which convened at the OpTic Glyndwr in St Asaph and brought together key economic stakeholders from across West Cheshire and North Wales. The Council debated key issues affecting the regional economy such as A55 performance, Apprenticeships and Planning. We also saw the meeting of the Managing Directors Forum which saw some key business leaders debate the issues affecting North Wales. Both Forums provide a fantastic opportunity for the Chamber to engage in matters affecting its members. As we move forward we look ahead to further such meetings which again see the Chamber driving the growth of business across West Cheshire and North Wales Nationally the Chamber was recognised by the British Chambers of Commerce as having met the agreed accreditation. We are one of just 53 chambers in the UK to achieve such status.

Start-up growth focus for new business hub Chester’s new business incubation hub has set itself the task of challenging some of the key problems facing business in the North West, whilst encouraging the region to focus on new business growth.

The £6 million Riverside Innovation Centre, based at the University of Chester’s Riverside Campus, is ready to help develop untapped business potential and hopes to address the statistics that highlight regional shortcomings.

Professor Tim Wheeler, the University of Chester’s Vice Chancellor said: “When we applied to the European Development Fund (ERDF) for financial backing, we were able to highlight the vital contribution of small business growth to the regional economy.

“The Prime Minister David Cameron has referred to the job creation capability of small, high growth firms, adding that ‘...so far from ignoring the start ups, the insurgents if you like, we should be laying out the red carpet for them’. Professor Wheeler continued: “There was a record number of 279,000 business closures nationally in 2009, and it’s clear that the North West can’t afford to stand still. We lost 30,000 businesses across the region, around 1,500 of which were in Cheshire West and Cheshire, while there were just 24,000 business births, around 1,200 locally.

Realistically, the statistics for 2010 are likely to tell a similar story.”

So where does this leave Chester and the North West? Professor Wheeler said: “It’s more vital than ever to support business start ups and prevent talented individuals from leaving the region. This is exactly where the Riverside Innovation Centre comes in. Not only are we providing a state-of-the-art centre to foster entrepreneurial talent, we are offering wider services to the local business community to help secure its future.”

The North West 500 is a campaign to engage businesses across the North West to work together with Young Enterprise in a joint mission to practically invest and nurture the future talent of the region. Ed Barnes, Partner at DTM Legal looks at the importance of a powerful contract for renewable energy developers.

Renewable or green energy is a fast growing part of the UK economy, with subsidies and feed-in tariffs providing impetus for investors in energy supplier companies. Only last month the DECC announced that production from Britain’s wind farms increased by 131% from April to June compared with the same period last year. Whilst generation schemes can vary in size from a handful of solar panels to a large scale wind turbine farm, the legal issues remain much the same.

Typically a renewable energy development company will require investment funds. However, before pursuing this avenue it would be useful to outline what legal issues any investors will want to see addressed before proceeding to release cash.

Banks will often want to see at least 12 months statistics on wind speeds or hours of sunlight, backed up by credible academic research. Technical experts don’t generally give warranties with their work, so finding a credible data source is crucial. It’s vital that experienced and reputable companies in the field supply any power projection figures.

Assuming investors like what they see, a series of key documents need to be negotiated.

These would probably include joint development agreements, where the roles and responsibilities as investor and developer are clearly stipulated. This would include defining the key procedures, roles and financial figures before starting out.

Before building anything the questions surrounding land ownership, access rights or any points relating to the lease must be looked at of course. The land rights may form part of the security provided to investors too, so if such rights are assigned to a developer, then it’s important to ensure land rights can be transferred at a later stage. The planning rules surrounding the type of development and the location also need to be assessed carefully.

The power purchase agreement (PPA) is perhaps one of the most important points to look at, as it defines what power companies will pay for the energy generated, over the lifespan of the particular project. It is essential that the power company doesn’t have the right to penalise the developer if a lack of sun, tidal movement or wind strength means power cannot be generated.

In some countries, such as Germany, the feed-in tariff is set by statute, but it’s important to note if any tariffs will be negotiated locally, or varied in future, according to demand.

Once building is underway it’s usually a good idea to have just one company responsible for the project management and that all site responsibilities, building schedule and costs etc are clearly defined in an EPC (engineering, procurement and construction) contract. Any warranty or equipment maintenance issues also need to be looked at and it’s probably wise to choose a construction partner that has experience in the sector and can set out terms that leave both developer and investor happy.

The Chamber has been work hard over the last few months to grow its social media presence.

As regards wind power projects, the turbine suppliers often act as construction service provider too, whereas with solar panel facilities, the manufacturer may have an approved installer list, or leave it to the purchaser to arrange all installation. If so, there is a potential risk allocation on any panels during shipment and banks may insist that the risks and responsibilities during transit are clearly defined in advance.

The UK renewable energy market is buoyant and the opportunities are there for investors and developers alike. But never underestimate the power and reassurance of having an effective contract in place.

Procurement Professionals Join Chamber to Reduce Members’ Business Costs North West based procurement consultancy NJG Purchasing Services Limited has joined the West Cheshire and North Wales Chamber of Commerce in order to provide a FREE cost reduction service to its members.

20 Questions Interview Name: Alex Walters Job Title: Director Company: NatWest Commercial Banking Lives: Chester What brings you to the industry?

I was destined for a career in engineering! My great grandfather was an engine builder at Vauxhall Ironworks which became Vauxhall Motors in south London. My grandfather too was a toolmaker at Vauxhall in Luton and my father became press shop manager at Vauxhall, Ellesmere Port.

What advice would you give anybody wanting to get into this industry?

Fundamentally you must be comfortable dealing with people. The industry has changed so much in the last 30 years. The generalist banker role still exists but the opportunity to specialise in a diverse financial market place means that you should be prepared to switch to different parts of the industry.

What is the most important thing you look for in a new recruit?

That’s an easy one to answer. Attitude and enthusiasm. Within reason, you can teach everything else.

If you could employ anybody from the world of business who would it be and why?

John Timpson, CBE. A local businessman who runs a successful nationwide chain. The thing I like about Timpson’s is the autonomy that each employee has to make decisions which are right for their business in their location.

Would you say you live for work or work to live?

I definitely work to live. However I really enjoy my job and the colleagues I work with are dedicated professionals and make coming into the office worthwhile.

Who is the most famous person you have ever met – what were they like?

Sir Matt Busby. He was an absolute gentleman and as a Manchester United fan a fantastic moment for me. I met him again 12 months later, and he remembered my name!

Who in your view is your industry’s role model and why?

Given the media coverage of my industry in the last 3 years, it would be easy to see everyone in the sector as a pariah. I can only really speak parochially and say that Stephen Hester is doing a very good job at getting the RBS Group back on track.

What is your biggest achievement?

Fathering two beautiful, intelligent and personable daughters.

And your worst quality?

Intolerance!

What was your first job and the amount in your first pay packet?

I worked as a Saturday sales assistant at Duttons Menswear in Chester. They had two stores one located on Bridge Street and a larger one which is now Argos on Foregate Street. I was paid around £8 a day. Great fun !

What has been your most satisfying moment in business?

There have been many. If I have to choose one it would be having enough trust in my relationship with an MD to tell him he needed a new MD if his business was to survive and seeing that through with him to a point where

My favourite day of the month is when I host an entrepreneur lunch for a group of customers and I really enjoy the wide ranging debate around the table.

If you could work in a completely different field what would it be?

There were two things I really wanted to do.

One was to be long distance trucker and the other was to work as a keeper at Chester Zoo If you could turn the clock back what would you have changed about your business career?

I think I would have moved to work in London.

In saying that I am very happy to have started my career in Chester and I couldn’t have imagined being back in Chester as the director of Commercial banking. I am not sure a move to London would have delivered that.

What hobbies do you have?

I play golf a couple of times a week and although my handicap has slipped out of single figures in the last month I know my greatest round is still to come! I enjoy motorsport, walking and cooking. I am a lifelong Manchester United supporter and get to Old Trafford at least 10 times a season , but having been raised in the city I also watch Chester…

Cheshire’s most innovative businesses and enterprising people receive recognition from the Queen Three local companies to be honoured at Buckingham Palace after winning the Queen’s Award for Enterprise Cheshire’s most enterprising people and businesses attended an evening reception at Buckingham Palace on July 14th, after they were announced as this year’s winners of the Queen’s Awards for Enterprise 2011. Three businesses from Cheshire will have the opportunity to meet Her Majesty The Queen and other members of the Royal Family: the ultimate recognition of their commitment to enterprise and innovation.

The winners include Barrett Dixon Bell from Altrincham and Genesys from Middlewich, who both win The Queen’s Award for International Trade, and EA Technology from Capenhurst who scooped The Queen’s Award for Innovation.

Genesys International Limited formulates, manufactures and distributes a range of speciality antiscalent and cleaning chemicals for the water industry. The chemicals are manufactured exclusively in Middlewich and distributed overseas by over 40 appointed distributors. Over 90% of the company’s turnover comprises exports and overseas orders have trebled in the last 6 years.

Business Secretary Vince Cable said: “It’s important we create the right conditions for Britain’s new and up- and-coming entrepreneurs to succeed and I strongly encourage businesses to start thinking about nominations for next year.”

Monetary Policy Committee visit the North West 19th October 2011 The West Cheshire & North Wales Chamber of Commerce and the Bank of England’s Monetary Policy Committee are delighted to extend an invitation to Chamber members to attend a lunchtime seminar 19th October 2011 at the Holiday Inn South, Wrexham Road, Chester, CH4 9DL, where Paul Fisher from the Bank’s Monetary Policy Committee will provide those attending with a brief presentation and question and answer session. The event will include a two course lunch Paul has been the Bank of England’s Executive Director for Markets since 2009. He and his directorate are responsible for all Bank operations in financial markets and their balance sheet consequences; managing the UK’s official foreign exchange reserves

on behalf of HMT; managing intelligence for monetary and financial stability. Paul is a member of the Monetary Policy Committee as well as several senior management committees of the Bank.

Welsh Government seeks answers on the economy

The Welsh Government has commissioned four studies aimed at improving understanding of exports, high growth companies, the labour market and entrepreneurs in Wales.

Robert Huggins of the University of Wales Institute, Cardiff, will try to answer the question: “What makes a successful entrepreneur in Wales?”

Other studies include “Exporting activity and productivity in Wales: a micro-economic analysis”, led by Catherine Robinson of Swansea University.

Pornsawan Evans of Swansea University will

investigate the comparative performance and sustainability of high-growth businesses in Wales with help from Swansea Metropolitan University and the University of Leeds.

And labour market transitions in Wales will be put under the spotlight by Melanie Jones of Swansea University with backing from Cardiff University.

The research grants of between £10,000 and £20,000 were designed to help develop research capacity and widen knowledge of the economy in Wales by encouraging innovative, smaller-scale economic research.

They were introduced on the recommendation of the Economic Research Advisory Panel, the Welsh Government’s economic research think tank.

The studies will start this autumn and are due to be completed during the following 18 months.

Cheshire West & Chester Commission New Research to Gauge Business needs Cheshire West and Chester Council recently completed two significant pieces of work to get an up to date view of the local economy; the Local Economic Assessment and Business Needs Survey.

Both of these pieces of work are intended to assist with targeting support available to local business, to enable a better understanding of the area’s economy and enhance the support role of local economic development.

The assessment encompassed some of the key factors that determine the success of a local economy.

Some opportunities identified:

Availability of experienced and skilled workforce not all of whom are work within the borough.

The area has a significant strength as a location for a variety of service sector activities.

The area has some less obvious strength in areas such as science, technology and R&D as well as niche activities such as veterinary services.

Chester remains an important focus for employment and has significant in- commuting as well as links given proximity to North Wales.

The strength of the ‘Chester’ brand and its transport links, which are likely to generate continued investment interest.

However threats included: l

Population ageing faster than UK average could erode economic activity levels and wealth generated.

Ageing population and low levels of migration are expected to limit population growth.

Declining household size will result in a need for appropriate scale of new house building.

Higher paid residents are increasingly seeking employment opportunities outside the Authority (Liverpool, Manchester and Warrington).

Potential decline in employment in market towns may diminish their vibrancy and create dormitory status.

Parts of CWAC remain susceptible to continued declines in manufacturing.

In parallel with the Assessment, the councils of Cheshire and Warrington commissioned BMG Research to undertake a Business Needs Survey. 500 West Cheshire businesses were interviewed during January and February 2011 – intentionally sampled to be representative in terms of sector and size.

The results from the survey give some indication of business confidence and future optimism, indicating that businesses are still hesitant about the coming 12 months, however nearly a third expect their business climate to improve over the next 12 months, with just under a quarter expecting a worsening climate.

A quarter of businesses in the area intend to expand their geographic market over the next 12 months. The survey identified a relatively low rate of recruitment difficulty – only 8% of respondents reported having a hard-to-fill vacancy in the year prior to survey. Other messages from the survey covered choice of location, training, the environment, IT infrastructure and sources of advice.

Prestigious Regeneration award for RHYL

By Mark Dixon, Strategic Regeneration Manager Denbighshire County Council Denbighshire County Council’s regeneration of the seaside town of Rhyl received a major plaudit in May when one of the Council’s flagship projects was declared the winner of the regeneration category of the Royal Institute of Chartered Surveyors’ awards for Wales 2011. The project concerned was the restoration of a derelict property in Edward Henry Street in the heart of the town’s west ward which in the last few years had made a regular appearance at the top of the Welsh Government’s “Index of Multiple Deprivation”.

In its heyday, the 1865 built property had been split into a pair of prominent four storey villas which featured in a painting by the Salford born artist L S Lowry who used to spend his holidays in Rhyl. By the time the Council acquired them in 2005, they had fallen on hard times: they were in a crime hot spot, had been subject to incidents of arson, and the only residents were pigeons who gained

access through where the bay windows had once been at the rear of the premises.

With financial assistance from the European Regional Development Fund, the Welsh Government and the Heritage Lottery Fund, the villas were restored and converted into one unit with offices available to rent which are now all fully occupied. Although not Listed, the building was considered to be sufficiently important to deserve the Heritage Lottery Fund grant provide through Rhyl’s Townscape Heritage Initiative. The general layout of the building has been retained in accordance with conservation principles but nevertheless

provides all the facilities expected of a modern office building including lift access to upper floors, IT cabling, security features and high energy efficiency.

RICS said that they decided that the project deserved to win the award because of its impact on the wider area and because it represented a “beacon of hope” in this once very elegant part of Rhyl. This is not the first time that the Council’s regeneration work in Rhyl has been acknowledged by RICS: the new Drift Park on the town’s western seafront just a few metres from Edward Henry Street was runner up for the same award in 2008.

Hill Dickinson hosted its latest Developers Conference on 29th June at Chester Zoo. This year’s theme was the Localism Bill and its implications for developers.

Chris Brown, Chief Executive of Igloo Regeneration, and development manager of the Igloo Regeneration Fund, gave the keynote speech.

In his speech, Chris talked about the steps Igloo will be taking in readiness for the Bill being passed into law and how developers, communities and local authorities can prepare for the changes envisaged.

Another year of growth In spite of challenging economic conditions, Hill Dickinson has reported a firm-wide increase in revenue to £100.1m for the year ended 30th April 2011. This represents a 14.9% rise from the year ended 30th April 2010, when turnover was at £87.1m.

Net profit rose to £14.4m from £13.5m the previous financial year.
