Strategic Development Plan 2013 - 2022

Through consultations with community residents, local service groups and Richer Community Club Inc. (RCC) board members, the RCC had developed a 10 year plan for the Dawson Trail Park from 2013 to 2022 laying out our goals to improve the quality of life for both local and area residents.

The end result of this mission is to create a community park that is welcoming and activity filled. A welcoming park will encourage residents of the area to participate in organized ventures along with creating a venue that can be utilized for daily leisure and sport activities.

With that said, the RCC recognizes that time and funds must be invested in the park.

When at all possible, time investment will be volunteered in order to keep costs low.

Further, the RCC has set a goal to never spend a dollar unless it is leveraged with sponsorship and grants in order to get “a bang for the buck.� While this goal is never going to be 100% successful, an attempt must be made.

A key factor in achieving the RCC goals is a partnership with the municipal government and corporate sponsors.

The RCC created a “wish list” of amenities for the park, some that can be achieved in the short term and some that will take longer to implement due to costs.

TIME LINE

In the first year we accomplished our goal to host a large scale rodeo that would gain recognition throughout the province and establish a new community event that was not only fun but could be used to raise funds to offset capital costs of needed infrastructure in the Dawson Trail Park. The rodeo went on to raise approximately $15,000 and attendance was triple our initial 1,000 estimate. To date the annual rodeo has increased in attendance as some dollars raised are re-invested in more attractions for children and families.

After the inaugural rodeo, the RCC was able to construct 30 picnic tables and a covered structure that doubles as a meeting/picnic shelter and an area that can host tradeshow/markets. This structure is valued at approximately $28,000. The RCC, with some key donations, was also in the position to build a small covered stage and a raised announcer’s booth.

Following, in year two, the RCC was able to construct bleachers/grandstand that are now valued at approximately $90,000. This was accomplished with hundreds of hours of volunteer labour from community residents leveraged against the purchase of steel and wood. The RCC was also able to construct more picnic tables, repair some plumbing, update some electrical, and purchase two large outdoor tents.

In the third year, the RCC constructed a new playground structure which is valued at approximately $35,000. Further, the RCC constructed a storage unit that also doubles as a walk-in cooler. More picnic tables were built along with multiple portable concession booths, corral panels purchased, secured over 350 railway ties (to raise the bleachers project), and raised the grade of sections of the park that were holding standing water.

In the fourth year, the bleachers were raised about 24�, stage 2 of the playground was completed and fire rings were installed.

In year five, work started on the permanent rodeo arena as some panels were purchased and installed and bucking chutes were purchased and refurbished. The permanent concert stage was constructed along with handicap seating.

In year six, the permanent rodeo arena was completed. The RCC also upgraded both electrical and plumbing. The RCC set up a skate board/BMX park - stage 1. A new portable timberframe stage was also built.

PARTNERSHIPS

With larger capital investment/commitments, the RCC is hoping to cover the outdoor rink and grandstands and complete electrical upgrades such as improved lighting. The RCC realizes this is a long term project but it can be achieved with key financial municipal government commitments in order to leverage other funding from different levels of government and businesses/corporations in the area. Other smaller projects will be completed such as furnishing the park with benches, family BBQ stands, benches and bike racks. We will also be investigating the potential of a storage facility. The perimeter running path will be tackled only if funding is available after other projects are completed.

While this strategic build in the park is progressing, the RCC will also continue with its two winter themed festivals, Canada Day Celebration/Fireworks display, summer outdoor teen dances, youth activity nights and more. The RCC will continue to work with area service groups such as Mockingjay Archery Club, the Ste. Anne Lions Club, the Ste. Anne Knights of Columbus, the Dawson Trail Museum, the RCC Rodeo Committee, the Richer Firefighters, the Richer Fireside Youth, the Richer Daycare, the Richer Fellowship Church, Young at Heart Club, Helping Hooves Ride and more. The RCC will offer support and logistics to these other groups to assist in their success. Most events, other than the rodeo, are free or at cost for residents to take in.

The RCC is constantly developing its social programs, adding to events and activities every year as opportunities arise. We are also listening to community members and incorporating their ideas into our planning.
