Welcome to this weeks online magazine. So lets hit the road running and start with thanking everyone that stayed at home over the Easter weekend and did not get the urge to go and have a outdoor party in the park, and to those that ignored the government guidelines shame on you. Most of us want to get back to some sort of normality asap and those reckless few putting other peoples life at risk should be fined heavily. On another rant “Sorry” But the staff in nursing and care homes are just as important as the NHS and need adequate PPE too. I heard this week that the National Health Service are not paying VAT on personal protective equipment but the care industry is with one home shelling our over £8000+ VAT of their own money for one weeks PPE this is something he government needs to rectify very quickly I think On a positive note I’ve found a new found love for gardening “YES” gardening I usually cringe at the thought of cutting grass. But with more time on my hands the garden has kept my mind off the current situation even to the point that for a short time I forgot about everything and just enjoyed the moment. Plans submitted by Stride Treglown on behalf of Baylis Estates said: The proposed scheme has come forward after long discussions with potential occupants and represents a genuine improvement to the current situation. The mix of uses is appropriate and represents the most feasible scheme possible. The development will provide much needed employment opportunities and retail/leisure services to the local community and businesses in the local area. The scheme would also provide services to local residents/businesses that benefit the local economy, and more importantly, will also provide employment opportunities with companies that have fantastic employee training programmes on a vacant mostly greenfield site.
Local residents have questioned the need for another hotel but the plans say that the Premier Inns at Emersons Green and Filton are in high demand so another is required. Method Cook the rice according to the packet instructions, adding the mixed beans and chickpeas for the final 2 minutes. Drain and transfer to a large bowl. Add the spring onions, tomatoes, chilli and coriander and stir well. Drizzle the lemon juice, crumble over the feta and season to taste. Cool, cover and chill until you’re ready to eat. Can our pets become carriers of COVID-19 In a bid to stop the spread of Covid-19 vets have set the record straight on whether cats need to be kept indoors during the pandemic. The British Veterinary Association suggested there is a slight risk that the virus can be spread from animal-to-animal, but it was unlikely it could be transmitted to humans. Some reports suggested all cats should be kept indoors to help stop the spread of the disease after one pet cat was reported to have contracted the virus. The British Veterinary Association has explained this advice is only in relation to cats in infected households or where people are self-isolating. The association is not advising that all cats are kept indoors. Only cats from infected households or where their owners are self-isolating, and only if the cat is happy to be kept indoors. Some cats cannot stay indoors due to stress-related medical reasons. There have been a small number of Coronavirus cases in animals and in all cases, it is likely that the transmission was human to animal. There is no evidence that pets can pass the virus to their owners. From the small number of cases it appears that dogs do not have any signs of symptoms, but apparently cats show clinical signs of the disease being transmitted.
It is also the case that animals can act as fomites carrying the virus on their fur in the same way as the virus being on other surfaces such as tables and doorknobs. That’s why the main advice for pet owners is to continue to be practising good hand hygiene (Wash your hands regularly). As a precaution, for pet owners who have the virus or who are self-isolating due to underlining health issues the BVA are recommending that you keep your cat indoors if possible, during that time. The BVA have stated It is very important that people don’t panic about their pets. There is no evidence that animals can pass the disease to humans. Its recommended though to avoid unnecessary contact with your pets, such as allowing them to lick your face, and do not touch other people’s dogs when on walks. The warning follows a report that a tiger had caught the virus in a zoo in New York. The incident was not unexpected as new research suggests domestic cats can be infected with the virus if large doses are administered into their noses. What does this mean for our pet cats? Nothing new – at present there is still only one suspected case where an owner has spread the virus to their pet. The World Health Organisation says that while there has been one instance of a dog being infected in Hong Kong, there is no evidence a cat, dog or any pet can transmit the virus. The virus is mainly spread through droplets produced when an infected person coughs, sneezes, or speaks, the BVA said.

Lockdown doesn’t mean lazy Lockdown has put a stop to us going to the gym as part of your keep fit and weight loss program however there are effective ways to exercise at home. A lot of people just don't like the idea going to gym and would rather do exercises at home or outside in the fresh air. Here are a 5 ways to exercise at home, as well as some ideas tips on how to give your home workout plan a great start! 1. No equipment? No Worries. You can do exercises at home and away from the gym without any fancy equipment. For example, walking or jogging. There are a wide range of other exercises that are effective using only your body. Sit-ups and push-ups and are typical examples. There is also pull-ups, squats and leg lunges. Using exercises like these you can work practically every muscle in your body. 2. Get On Your Bike! If you own a bike then it's pretty easy to keep fit and shed some unwanted weight. If you usually use an exercise bike at the gym then this is a great alternative, and can be much more fun too. You get to set your own route, so you can see what you want to see as you get your exercise. You can even vary your route to keep things interesting.
4. Yoga. One of the cheapest ways to exercise at home is yoga. Although yoga isn't for everyone, it's incredibly popular and is a great way to stay healthy when taken seriously. To do yoga you really need nothing more than your body, but you might want to get a yoga mat too. That's all you'll need to start doing your own home yoga program. If you're not already familiar with yoga practice, then you can pick up some great yoga instruction online for next to nothing. 5. Use Household Items. There are several ways to exercise at home with makeshift equipment in place of the 'real' thing. For example, you don't actually need dumbbells to do weights. All you need are heavy objects that are easy to lift. For light aerobic training you can just use food tins like baked beans. For heavier weights, try using large bottles of mineral water. Both are just as good as real weights but cost nothing extra than your shopping bill! Doing exercises at home also means that, if you've got music or a TV on hand, it's your choice what to watch or listen to as you exercise. These things will help you keep motivated and maintain your fitness without heading to the gym at the moment.
3. Bench and Weights. You can buy online a bench and weights for your exercises at home if you’ve got a bit of spare cash. You can normally buy these for a pretty reasonable price and probably for more or less the same price as one month’s gym membership. With this equipment you can do practically all of the exercises that your gym weights machines do, without paying any more than it cost to buy them. In addition to that, you can use them any time you want and not just when the gym is open.

Divide the pastry into 6 even pieces. Place the pastry on a lined baking tray. Make an incision 1/2 cm from the edge of the pastry. Spoon 1 tsp of the paste/ pesto onto each of the tarts and smooth out over the pastry. Slice the tomatoes in half across the equator and place seed side up on the pastry Divide the feta on the pastry and sprinkle with the herbs. Brush the edges of the pastry with egg wash. Bake for around 20 minutes in the top third of the oven until pastry is golden and puffed up at the edges. Enjoy whilst warm with a side salad.

A Public Health England Medical Director has said younger people could well be released earlier than elderly people A University expert in Warwick expressed similar from the lockdown. ideas this week on the internet by suggesting schools could reopen as younger people are at less of a risk of catching Coronavirus. Medics and government ministers have made it clear the lockdown will not be lifted in any way for at least a few more weeks, despite a review on Thursday, and have urged people to focus on sticking to the rules stay at home protect the NHS and save lives. However, ministers are also facing questions about what the "exit plan" will eventually be once the number of the virus cases start to drop. The Medical Director of Public Health England said releasing younger people earlier than others is being considered at the moment. The Medical Director was asked directly about the idea, he told a national radio station this week that there are all sorts of things that will need to be considered and are being considered in parliament. Medics have expressed that, the risk of complications is far greater in the elderly, anyone can fall seriously ill and die from Coronavirus.

A professor said that closing schools was a very important step to stopping the spread of the virus, he said that some tragic cases of children dying are at very low risk of getting serious complications. He also stressed the importance of children’s education and that children being in school is a must. However, The Professor also warned we have a very long way to go before any restrictions are lifted at all. Several weeks isn’t an unreasonable time frame. Let’s hope it’s sooner than that though. The National Medical Director of NHS England, also suggested that in all his experience in dealing with any sort of infectious disease once you start getting things under control that is time to continue with all your measures so you can bring the disease right down, essentially to crack it across the united kingdom. He was asked if restrictions could be lifted by age and geography, he told a national TV news company that those discussions are still taking place and there are lots of options being looked at. But he emphasised we shouldn't expect any measures to be lifted any time soon and we must follow the rules. This is not something any country will be able to manage in a matter of weeks though. They are going to have to work out a strategy and an approach to managing this virus over months.

Your Garden In April Spring should be well under way this month with daffodils in full flow, their bright flowers enough to cheer up any day. Blossom trees will be blooming and fresh growth will be appearing on plants everywhere. April showers are common but don’t be deceived by sudden bursts of rainfall – you may need to start watering plants more regularly on dry, bright and windy days. With longer days and stronger sunshine growing conditions are continually improving and the warmer weather will give us all the opportunity to get busy in our gardens.
Care for your lawn The lawn will need regular mowing from now until autumn. Get some maintenance carried out to your lawn mower to ensure it stays in good running order – at the very least your mower blades should be newly sharpened ready for regular use. Keep the edges of the lawn tidy after mowing with a sharp pair of shears or a lawn edger. Don’t forget to give the lawn a spring feed after mowing if you haven’t got around to doing it yet. If a more drastic approach is needed to spruce up your lawn, sowing seeds for new lawns or over seeding dead patches can be carried out from mid-April onwards.
Sow hardy annuals Hardy annuals are plants that can be sown from seed in the open ground. Get them off to an early start by sowing in pots or modules. Modular trays are also handy for sowing summer bedding plants such as marigolds, lobelia and petunias. Label each seed tray and once they are growing put them outside when the weather is warm day and night.

Support climbers Climbing plants should be growing rapidly now, so will need ample support for new growth. Extend or replace trellis as necessary or add more wire to archers and tripods. New shoots will need to be gently encouraged sideways as they grow. This will send vital growth hormones doing the length of the shoot rather than just to the tip and so will encourage flowering all over the plant. The rest of the garden will also be growing well now, so if you have been putting off carrying out any major pruning then now is the time to bite the bullet and get it done. Trees, shrubs and hedges

Little Hollows Pasta have made the move Backwell-based artisans Little Hollows Pasta have made the move to home delivery to survive as food businesses found their route to customers changed overnight. The fresh pasta producers are delivering their restaurant-quality products to the residents of Backwell, Nailsea, Clevedon, Portishead and Bristol on a weekly basis, as are many small businesses, in response to the new trading l andscape created by the Covid-19 crisis. Previously the business, which started in 2017, had a loyal customer base at farmers’ and street food markets in Bristol and the surrounding areas, as well as a growing wholesale business supplying fresh pasta to independent restaurants and a small number of local retailers. Most of this trade became untenable after Friday, March 20, when the government announced the mandatory closure of restaurants, pubs and cafes. Chris Davis, owner of Little Hollows Pasta, said: “The response we’ve had from the respective communities that we’re supplying has been amazing. I didn’t expect to get so much interest so quickly

.“It means that we have a chance of the business surviving this very uncertain period. I can’t express how grateful I am to anyone that’s bought from us, or helped us spread the word about our new delivery model. “It’s been interesting to see how quickly you can adapt when suddenly faced with a situation like this. HOW HOMEMADE WILLS COULD LEAVE BEREAVED FAMILIES WITH LESS National law firm Clarke Willmott LLP has issued a warning against families creating DIY Wills amidst the COVID-19 crisis. Private Client specialists at the firm say enquiries about Wills have increased dramatically since the coronavirus outbreak, but with some obstacles – such as witnessing - to creating them, the team is concerned some people may go down the DIY route. According to Jacqui Lazare, senior associate at Clarke Willmott, homemade Wills can give rise to a number of problems and even result in beneficiaries receiving significantly reduced sums. Jacqui said: “here are some difficulties in executing Wills at the moment, but this means expert advice is needed now more than ever, as the situation is changing rapidly. “Homemade Wills can appear attractive because of their nominal cost and, during these unusual times, the logistics of the lockdown with people being advised to self-isolate and practice social distancing. “They can, however, cause problems which may lead to considerable stress and difficulty for the testator’s surviving family and, at its worst, result in significant depletion of the estate’s assets in sorting out the disputes that may then arise. “That’s why a professionally drafted Will is so important. Avoid causing family members any further unnecessary heartache further down the line by providing them with a solid document which is clear, structured and easy to adhere to. “A professionally drafted Will avoids problems arising from incorrect form or signature and, in an age of increasing longevity, may also lessen the likelihood of disputes over capacity as this will be assessed, and a medical opinion sought if necessary.”

Inheritance disputes have seen an upward trend since 2015. This is due to a number of factors including an increase in average family wealth and the rise of “blended” families with more complicated structures. In 2017 the Law Commission began a review and consultation on the law relating to Wills. This exercise may in the longer term lead to courts having the power to “save” a Will which is invalid due to failure to adhere to strict requirements about the form in which it should be made and signed, but even if the law is eventually changed in this way it should only be regarded as a backstop, as any court application incurs costs and creates uncertainty. The report also raised the possibility of electronic Wills, including video Wills, becoming an accepted Will-making medium in the future. Jacqui continued: “f you are making your own Will it is difficult to take an objective, detached view of the provisions you intend to include; talking your thoughts over with an experienced professional who is trained to recognise problems and pitfalls can be invaluable. “If your estate, or your children’s, is likely to pay inheritance tax, a professionally drafted Will can also help you to reduce this as much as possible. Firstly and most importantly I hope everyone including the readership of Direct Local is keeping safe and well. As you may have heard there is support offered by lenders to those who are financially suffering due to the coronavirus crisis. Each lender will have a different policy surrounding this, so here is some information to point you in the right direction. •

If you are experiencing financial difficulty, then please contact your lender ASAP to talk about how they can support you. This can be in the form of a three-month mortgage holiday or a temporary switch to interest-only. Do not miss any mortgage payments while you are waiting for a reply from your lender because this will reflect negatively on your credit history Most of the main lenders have an online application form you can fill out. They are all experiencing exceptionally high call volumes at the moment so this may save you spending time on hold. Most lenders will need to speak to the account holder, or the account holder will have to fill in the form

If you are not experiencing (nor expect to experience) financial difficulty, then try to keep paying your mortgage as normal, a mortgage holiday will only cost you in the long run if you don’t need such support. The lender is unlikely to offer support if you are not in difficulty

Do not cancel your life or illness protection policies. Statistics show this can be a direct debit that gets cancelled in times of financial hardship, but obtaining the cover again in the future may be more expensive and could even be declined if you have had any health issues

For businesses please contact your accountant to ask what support is available, who will point you in the right direction of the government schemes.

If your mortgage fixed rate is due to expire soon, contact me to talk about arranging a new product before you apply for a mortgage holiday, because some lenders aren’t allowing product transfers while a mortgage holiday is in place

Post Office launches new scheme to help vulnerable and self-isolating people access cash more easily The Post Office is making two of its products available to all UK banks and building societies to make it easier for people who are vulnerable or self-isolating to access cash more easily. Those who are unable to pick up essentials during the coronavirus pandemic will be able to ask a friend or volunteer to withdraw cash using the Post Office's latest scheme - without sharing their card details. Payout Now is a barcode voucher sent by text, email or post to a customer who can share it with a trusted person to withdraw cash. Previously, only a named individual such as a carer could collect money in this way on someone's behalf. Working with the Treasury, the Financial Conduct Authority (FCA) and UK Finance, has also sped up a process allowing cheques to be cashed at any branch. Customers need to contact their bank or building society first to check if they are providing this service. If they are, simply write a cheque to ‘The Post Office’, print the name on the back of the cheque of the person collecting it and sign that side too. That individual can then collect the cash from a Post Office branch once their ID has been verified. The process can take as little as a day to go through. The banking director at the Post Office, said: "Being able to easily access cash is a vital service for older people and those self-isolating. The Payout Now service means the self-isolating and elderly can access cash quickly and securely to repay someone for a helpful service like shopping, or simply manage their finances, providing peace of mind that cash can be securely sourced with the help of any trusted helper. The Post Office said branches do have to close at short notice for self-isolation reasons and some have reduced their opening hours since the start of the outbreak.

Finally help is at hand from the government The government has finally put a package together for businesses. Finally help is at hand from the government, but it will take time to implement. So what is this package, who does it help and does it go far enough? Firstly here's a link to the business help available https://www.gov.uk/government/publications/ guidance-to-employers-and-businesses-aboutcovid-19/covid-19-support-for-businesses And here's a link for employees and others https://www.gov.uk/government/news/coronavirus-support-for-employees-benefit-claimants-and-businesses I'm not going to rehash the information I've already given out, I'll concentrate on the new measures announced. On the face of it the announcement seems very welcome, but as always, the devil is in the detail.
Job Retention Scheme - Government will pay 80% of workers wages through HMRC. Again, very welcome but the are several questions on this that need to be answered. Firstly it seems quite complicated, and on the face of it, directors are often also employees so presumably qualify. Whereas self-employed employers will find their staff covered but not themselves. Where is the help for the self-employed? I'm sure there are many others but here's a selection. Employees will need to have their status changed to furloughed, and this will still be subject to their employment contracts and employment law. In layman's terms, it's a temporary lay-off. Claims will need to be made through a new HMRC portal that isn't yet set up. 1) What happens if an employer of laid off staff refuses to apply for them to be treated as furloughed? Does it mean they won't get payment under this scheme? 2) What happens if the employer can't pay the 20% of pay not covered by the scheme? Does that mean the government won't pay their 80% part under this scheme? 3) What if the employer goes bust during the duration of this scheme? Does that mean those on the scheme then lose their benefits under it? Why should that happen if it does? 4) Who pays the employer's national insurance due on this pay? And if the employer, why? What if they can't afford it? 5) What happens to mandatory pension contributions whilst this arrangement is in force, and who pays the employer's part?
VAT Deferral - Any VAT accruing in the period 20th March until the end of June will not be payable until the end of the 20/21 tax year. Whilst this is a welcome step, it's only a deferral. We'd have liked to see government go further and write off VAT for the next 3 to 6 months. Any VAT owing from periods outside of this date range will still be payable, but should be subject to HMRC's new extended payment plans.

6) If an employee has lost their job since 1 March as a result of coronavirus why can't they just apply to HMRC direct for 80% of their old pay up to the ceiling you set? Wouldn't that be fairer? Also, HMRC's PAYE system is shocking so given these failings, do HMRC have all the information to confirm such claims. 7) People need answers to these questions now.
Income Tax Deferral - The one break for the self-employed. Any income tax due in July will be deferred to January 2021. Cash Grants and Loans - Please follow https:// www.gov.uk/government/publications/guidance-toemployers-and-businesses-about-covid-19/covid19-support-for-businesses for full details of these and other measures. So in a nutshell, there is not much help available for the self-employed, I hope more help is on the way. However, there is help for employers to hopefully keep people employed and there is additional help in grants and loans. however, some of this help will take weeks to filter through, and given HMRC's track record, I doubt it will be trouble free. Immediate help is available through deferral of business rates and through delay of income tax. however, these will have to be paid eventually. It's my view that the government should and hopefully will do more to help small businesses, particularly the self-employed.
Making announcements without the details is not particularly either. I've spent a lot of time looking into the detail of these proposals but there isn't a lot out there. I will update you as soon as I can when we know more. Stay safe.
