In a Nutshell

I

assumed the position of General Manager here in mid-summer. I want to thank all the residents of Pagosa Lakes and everyone in Pagosa Springs for the warm welcome. The community of Pagosa Lakes is beautiful and has so much to offer ensuring a fantastic quality of life while living here. The staff here is experienced, knowledgeable and dedicated to providing great services, programs and facilities.

I am truly excited about being a resident and the general manager of the PLPOA. Working with the residents and the greater community of Pagosa Springs to continually improve Pagosa Lakes is something I look forward to.

This past year consisted of various improvements and changes within the POA. The most obvious improvements came with the construction of additional trails. The addition of a new trail is part of the Seven Year Trails and Parks Plan.

This year we constructed the Vista Blvd. Trail which goes from Park Ave to Lake Forest.

The Recreation Center continued to receive a great deal of use resulting in obvious wear to the facility. This fall we replaced the partitions in the locker rooms which had become rusted, unsafe and an eyesore. The Family Locker Rooms were reconfigured to make them meet ADA requirements and new tile was added as well. In the Aerobics room, we were finally able to remove the carpet and install sports flooring.

This improvement will provide a better surface for activity, make a more sanitary environment and create less maintenance.

The PLPOA maintenance staff have been busy with improvements of their own. These consist of the removal and building a new footbridge at Vista Lake, construction of a new dock at Hatcher Lake jetty, relocating the mailboxes on Butte Drive, installation of a new entry sign, and the processing of wood chips from over 2 acres of collected brush and limbs next to our maintenance facility. In addition, the staff has been busy with many other projects and daily maintenance.

The Community Lifestyle Services has continued to grow and expand the many services we provide residents here in Pagosa Lakes. We logged over 700 uses of the Clubhouse this year which includes clubs, groups and classes plus numerous special events such as dances, live music, holiday events, kid’s activities and Music in the Mountains. You may want to consider using the clubhouse for your next get-together.

We have continued our emphasis on community enhancement projects and services to strengthen our relationship with the community.

Free services offered by the PLPOA include clean-up dumpster days, pine needle pick-up, brush, limb and yard waste drop-off, house checks, elderly assistance, appliance removal and the coming of the Christmas tree collection. I hope more residents will take advantage of these services.

Our objective with covenant and rules compliance is to notify owners and work with owners to a resolution. Residents live in a HOA because the standards that are set for property maintenance, desirability and attractiveness preserves property values and provides public safety. The Association is here to assist owners to resolve issues. The Association does offer a program for owners that need help in resolving maintenance compliance issues. The Association will enter into a contract to have work done and owners sign an agreement to make payments over time to pay back the Association. This assistance provides resolution to those that cannot do the work themselves or can’t afford the full cost right away. Most non-compliance issues are simple resolutions. Please do not be upset if you receive a notice of non-compliance. Communicate with us and let us work together so everyone is doing their part to ensure Pagosa Lakes remains a beautiful community to live and property values are maintained.

2017 Budget Process The fall season means different things for many people. It could mean annual yard clean-up, leaf touring, holidays, getting outdoors or many others. Here in PLPOA the falls means budget time. The process begins with management developing the budget based on prior year expenses, projecting anticipated expenses for the coming year, utility or service increases, contracts, planning documents, reserve study and many other items. All sources of income are examined such as assessments, interest on investments, fees from the Rec Center, Clubhouse, programs and events and other miscellaneous income. Recommendations from the various Standing Committees are considered as well when creating next year’s fiscal budget.

The draft is then reviewed by the Finance Committee and presented to the Board of Directors at the October regular Board meeting in compliance with the Bylaws. The working draft will go through many revisions; reviewing the expenses, income and capital and reserve projects until they all balance. The Board will use as many work sessions as they deem necessary to arrive at a final budget document. Ultimately, a final draft is presented to the Board of Directors at the regular December meeting for formal approval. You can view a copy of the 2017 budget online at plpoa.com.

Happy New Year to all of our owners in Pagosa Lakes. In looking back on 2016 a number of projects were accomplished that we feel owners in Pagosa Lakes are going to appreciate. With regards to Park and Trail projects, the Vista Blvd multi-purpose trail was completed in late October, a 3900 lineal foot hard surface trail along the length of Vista Blvd providing important connections to the existing main trail system. This project was partially paid for by a Colorado State Trails grant and partially paid for by PLPOA Capital funds approved by the owners of Pagosa Lakes in 2014.

The Department of Property Environment had a busy summer and fall working on a number of other projects as well including: chipping operations at the Trails Brush Collection Area and providing a mountain of fresh woody mulch for owners; installing several new post office boxes and new pullout location in Lake Pagosa Park; installing new floating docks at Village and Hatcher Lakes; re-construction of the foot bridge at Vista Lake; roadside mowing operations in most of the subdivisions; noxious weed control in the general Pagosa Lakes communities; boat ramp improvements/modifications at Hatcher lake, and new large caliper cottonwood plantings around three lakes.

Many of you may have noticed that the parking lots at the Recreation Center, Administration offices and Park Avenue trail were seal coated and striped this fall, a preventative maintenance measure to extend the lifespan of important facilities. The Village Lake Dam outlet pipe was completely repaired in the summer and fall of 2016 as well, a welcome relief after several years of looking at options and costs (this project came in under budget and was partially funded by a SWCD grant), and it did not require that we drain the reservoir as we once thought it most likely would.

ICE FISHING Now that winter is upon us many folks are looking for outdoor recreation opportunities. Please take a minute to read the informational release from the Pagosa Ranger District included in this newsletter. Of course one of the outdoor activities many of our owners enjoy is ice fishing on the four Pagosa Lakes which generally starts up in mid December and runs through the middle or end of March depending on ice conditions. We anticipate that the ice fishing will be very good this winter, the lakes were recently stocked with several thousand pounds of rainbow trout. Please make sure ice conditions are safe before venturing out onto the frozen surfaces of the lakes, six inches minimum of solid clear ice and stay well away from open aerator openings in the lake. The Association is planning on sponsoring a Winter Ice Fishing Tournament in late January or early February, look for announcements in our weekly e-mail updates soon. We’ll select one of the lakes, pick a Saturday and plan for a fun day out on the lake with cash prizes for winners in several categories and a separate kids contest with neat prizes. We’ll throw some burgers and hot dogs on the grill and make a day out of it, should be fun.

It looks like 2017 is going to be just as busy for the department with two segments of multi-purpose, hard surface trail construction projects planned on North Pagosa Blvd; re-construction of a long segment of the National Forest boundary fence line; purchasing a new grinder chipper for the brush collection facility utilizing a Dept of Natural Resources grant award; significant landscaping improvements at the Recreation Center; several lake improvement projects including some required maintenance on the dams; National Forest trailhead facility improvements; along with all the day to day maintenance and upkeep of grounds and facilities. Several board approved and scheduled reserve replacement projects will include some much needed work at the Clubhouse including replacing the 20 year old roof, replacing the two furnaces that are near the end of their useful life and installing new restroom partitions. We are looking forward to another great year in Pagosa Lakes, stay tuned for more information on these projects in the spring newsletter.

Recreation Center News 2016

2016 has been a productive and enjoyable year, and promises to go out with a bang! We have 2 projects to finish in this already busy year. The 2 projects include replacing the carpeted floor in the Aerobics Studio with a sports floor system, which includes a “floating floor”. The floor surface will be maple wood. It is the type of floor designed specifically for aerobics/sports. The other project includes replacing the partitions in the men’s and women’s locker room, as well as upgrading the family locker rooms as far as their ADA compliance. This will entail moving the sinks, removing and replacing the wainscot tiles and adding some grab bars. We are excited for these projects and look forward to the upgrades.

Throughout the year we upgraded several pieces of equipment. We purchased a Power Cage, some new benches, a deadlift platform and a new Treadmill. We also purchased new plate weights and new black matting.

The addition of new equipment afforded us the opportunity to rearrange the workout area. We spent an inordinate amount of time planning and sketching out various layouts, and we feel that the current one “flows” very well.

This will give us additional space for a myriad of activities and classes. We are very excited about this project and hope to complete this in late spring. There will be some impact on users but as with the expansion we will try to keep closures to a minimum.

This year we continued our annual maintenance program.

To accommodate this we closed the Rec Center for one week in October, with the pool closure a few days longer.

The extra pool closure facilitated the curing of the epoxy paint that we applied in the pool. It turned out great and we have received many compliments on how nice the pool looks. We performed many tasks and projects to maintain

New From the Department of Community Standards

T

he Department of Community Standards had an extremely busy 2016. As Pagosa Lakes POA continues to develop, people are more mobile than ever. We are strongly encouraging everyone to update their contact information with us to reflect the best and fastest way to communicate with you. We especially encourage sharing your email addresses with us and also signing up for our weekly email news. If you sign up for the email news service, you will be informed of new services available, policy changes, news about events, the recreation center, fishing and other community news that can be of great service to you. We usually have an owner’s primary residence mailing address information on file, but it is imperative and the owners’ responsibility to update their contact information when they move or have made changes to any contact information. When owners are travelling or when they are here visiting, we are often unable to communicate with them until they go back home, sometimes months later, to find they have missed an important deadline or they had a maintenance or security problem at their house, which we were unable to communicate. Email addresses and cell phone numbers make communication with our owners far faster and we can be more responsive. Please write, call or email us with your most up to date contact information so that we can serve you better.

This year, we had large numbers of Project Permit Applications being submitted, processed, reviewed and tracked through their completion. The large number of permit applications received illustrates the economy bouncing back after the recession of 2008.

As of the first of December, we have had 76 new homes approved to be constructed and more are coming in for review in December.

We encourage all of our owners to communicate with us about any issue that faces you as a member of the community association. Our covenant compliance was active, with our Community Liaison working very hard to guide property owners through the process and ensure that they bring their properties back into compliance if that has been an issue. In several neighborhoods there are continuing problems with dogs barking incessantly and running at large. Please keep your dog under control at all times. The Association is working with the Sherriff ’s Department to address this issue and will continue to look for ways to reduce the number of dogs running loose in the subdivisions.

A large percentage of the complaints we receive are about exterior lighting not being “fully shielded”. The issues reported are light trespassing both onto neighboring properties and into their windows, or lights directed onto roadways, affecting pedestrian and vehicular traffic’s ability to see well. We encourage all home owners to assess their exterior lighting and how it might be affecting their neighbors.

The Environmental Control Committee (ECC) is looking at ways that would make it easier to construct more affordable housing within the Pagosa Lakes Development, while preserving and enhancing the property values within the Association.

Many owners have asked that we create a faster way to review permit applications. Though the existing process must continue for most applications due to covenant restrictions, the ECC has responded to the owners by designating some of their approval authority to specific staff who will be able to review and approve several types of requests.

In 2016, the Association continued providing pine needle collection, totaling 8,262 bags. In prior years, some lot owners requested us to pick up 60 to over 100 bags, which became too costly, thus we had to establish a limit per lot of 20 free bags. Any bags above the 20 are charged $2 per bag. We plan to continue to provide this service as many property owners really appreciate it, it keeps the neighborhoods looking tidy and reduces fire danger. In the spring, notice will be posted in our weekly news email about when this service will begin again.

Animal Enclosures, Resolution 2016-003: Before the installation of prefabricated or panelized animal and/or bird enclosures, this resolution establishes standards and a requirement that owners must submit a written request for review for the installation of animal and/or bird enclosures. There is no charge for this request.

Furthermore, this resolution limits the size and possible approvable locations for these enclosures.

Modular Homes now Allowed on MH50 lots in the Vista Subdivision, 12/1/16: This change allows quality homes to be installed on small lots that have a 400 square foot minimum living space requirement. Snow Removal Equipment, Resolution 2008-02: This resolution, passed in March of 2008, allows storage of snow removal equipment on properties from December 1 to April 1. It was recently discovered that the rule established within this resolution was never included in the Neighborhood Rules and Regulations document. It has now been added. These rules do not include walk behind snow blowers, ATVs or small home garden tractors with blowers or blades. They do include mid-sized (compact) tractors with blowers or blades, or skid steers.

FOREST SERVICE ANNOUNCEMENT ON WINTER

By Paul Blackman With winter approaching, weâ&#x20AC;&#x2122;d like to remind PLPOA residents of some of the winter recreation opportunities and activities on adjacent National Forest lands, as well as provide some guidelines for use of the forest during the winter.

Most forest roads are closed to wheeled vehicle travel by mid-December, but this doesnâ&#x20AC;&#x2122;t mean they are closed to other forms of recreational travel. While some roads are plowed by landowners with private in holdings within the forest and are closed to snowmobile travel as a result, most roads are suitable for snowmobiling, cross-country skiing, snowshoeing, and fat bike riding. Some roads are groomed for recreational purposes by the Wolf Creek Trailblazers (please contact us for specific route information).

The Forest Service grooms over 10 kilometers of ski trails in the Coyote Hill area for cross-country skiing, as well as a 2 mile series of loops for snowshoeing. Snowshoeing and walking on the groomed ski trails is not recommended given the damage it can cause to trail surfaces. Snowshoers may travel parallel to the groomed ski trails, and general cross-country travel/exploration is strongly encouraged.

For the same reason, please consider leaving your dog at home if you are planning to ski on the groomed trails at Coyote Hill. If you must bring your dog, please do so only during the early morning or late afternoon hours when the snow is firmer and the potential for damage to the carefully maintained surface is reduced somewhat. As a rule of thumb, if your dog is leaving prints one inch or deeper, then he or she should not be on the trail, as repairing this kind of damage is extremely time-consuming and expensive. Adhering to this guideline, as well as immediately cleaning up after your dog, is essential if these trails are to remain open to dogs in the future.

Additionally, as was done last year, the Forest Service will be grooming several miles of summer single- track trails in the Turkey Springs area for the increasingly popular activity of fat tire biking. While these trails are not closed to other uses, they are being maintained specifically for the purpose of biking. Snowshoeing, skiing, walking is not prohibited. However, all users need to recognize the multiple uses that may be occurring and be respectful of others. Skiers and snowshoes are not prohibited from venturing off these maintained routes, and in fact we highly encourage this practice: there are many joys to be found when traveling off groomed routes.

Finally, it is worth noting that, because snowmobiling within the PLPOA is prohibited, snowmobilers will need to trailer to a suitable trailhead, such as the Turkey Springs trailhead on Piedra Road, in order to access the many trails and areas open to snowmobiling on the adjacent forest. We highly encourage all snowmobilers to avoid the non-motorized trails and opportunities just noted, and be aware of the negative impact that travelling on these routes may cause.

PLPOA ACQUIRES 3 LOTS FOR RECREATION COMMON AREA The Pagosa Lakes Property Owners Association has acquired 3 lots in the Martinez Mountain Estates off North Pagosa Blvd. These lots were obtained from PAWSD from an agreement made in 1982. The agreement that was made by Eaton International Corp. (Declarant) to sell the three lots to PAWSD for $10 (ten) so they would be able to construct sewage disposal ponds. The agreement further stated that once PAWSD failed to use the property for a period of 60 days or more that the property would automatically revert back to the Pagosa Lakes Association and PAWSD would be responsible for the restoration of the property back to its natural condition.

PAWSD stopped using the property several years ago and returned the property to its natural condition and with a state inspection approving the mitigation met all state standards. The property has since been idle with PAWSD still holding title to the three lots. The Association began meetings with PAWSD in an effort to have the three lots returned to Pagosa Lakes Property Owners Association.

PAWSD agreed to honor the agreement and transfer title back over to Pagosa Lakes at no cost to the Association.

So, you are probably thinking what are the Associationâ&#x20AC;&#x2122;s plans for these three lots? Well the three lots all border the National Forest located in Martinez Mountain Estates close to Sugarloaf Drive off of North Pagosa Blvd. The lots will be designated common area and could be used for multiple types of recreation for all residents of Pagosa Lakes. One such use can be a parking area and trailhead for use of the National Forest. However, the Board of Directors will assign the Parks and Trails Committee to get owner input and come up with a proposed plan of what they would like to see be done with this property for the future benefit of all Pagosa Lakes Property owners.
