April has arrived. The weather is getting warmer and warmer. I bet we all hope we get some more rain this month. April will be very busy. We have Fiesta – with our very own Fiesta Event (Fiesta Especial) and Parade, Garage Sale Weekend, Little League starts and Spring Brush Pick-Up, to name a few events. We are also ramping up for the WVFD Firefighter Picnic. There has been tremendous support from our city’s best asset, our residents, with regards to citizens volunteering for the different committees and commissions. We are continuing to witness the growth of TEAM WINDCREST - both city pride and citizen participation are growing. We encourage you to remain active and involved, and we promise that we will continue to modify, change and refine how we do business. As we all know: If we stay the same, we cannot improve.

5th Annual Firefighter Gala (re-cap): This is an event that I started five years ago as a fundraiser for the Windcrest Volunteer Fire Department. The Newsletter Committee and myself worked extremely hard to lay the foundation for continued success. With the changing of the date that the Gala was originally going to be held, I was unable to assist as I had in the past and I was unable to attend. I am proud to state that all reports that I received were very positive. It was another success. At the time I am writing this article, we have not been given the financial results. It was well attended, so we all hope that it was just as much of a financial success as it has been in the past. Everyone I spoke to that attended had a great time. Looking forward to next year!

Council Meeting Start Times: Approximately five years ago, this administration changed the starting times for Regular City Council Meetings from 7 PM to 6 PM. This was done to be more efficient and productive with the professionals that come to the meetings that are doing business in our city – contractors, engineers, etc. It costs the city less for their hourly wage by having this earlier time. It also is more convenient for the city’s staff. Most get off work at 5 PM. The 6 PM as opposed to 7 PM start time afforded the staff less time away from their family, while also allowing them to get home and cut down on hours spent at City Hall. Most of these staffers arrive for work at 8 AM or earlier. However, no one is more important than our citizens. Several times throughout the years I have asked for your comments with regard to starting time. I great majority of who I spoke with supported the 6 PM time. The current Council has changed the time back to 7 PM in an effort to increase attendance at the Meetings. We have not seen an increase. We are currently doing a study to learn if more people are logging on at this 7 PM time to view the meeting online. It is my hope that if we do not see an increase either in attendance or those watching, that for the reasons mentioned in this paragraph, we return to a 6 PM meeting time. Your voice is most important. Let me hear from you. Call or email me to voice your opinion.

Trash Service: I am pleased to announce that we have signed a new 7 year agreement with a 5 year option to continue to have REPUBLIC SERVICES, our current provider, service our residential and business community with trash service/pick-up. The contract ensures that we will be able to maintain alley trash service where there are alleys and non-automated service for those residences that do not have alleys. We will not need those big blue and brown bins. All services will remain the same – twice a week trash, once a week recycle (they will include glass), two times a year brush pick and some more options. This was all done with negligible increases to the residents over the next 7 years!! We have the lowest rates of anyone in our area. This is really something to celebrate. I hope all of you are excited about this as I am.

SA Polo Club: By the time you have received this Newsletter, the city will have held two Exhibition Polo matches – weather permitting. A postcard was sent to all the homes in the residential area inviting you to attend this free event.

Economic Development: The new Pollo Tropical Restaurant located next to the IN-N-OUT Burger should be open by the end of June. As previously announced, the lot behind these two eateries will be a new hotel. It will be a Hotel that the residents will be proud of. The plans look great. This will bring in more sales tax for the city, as well as more hotel and motel tax dollars (HOT Tax). The developers handling the former Pear Tree Inn pad site have yet another restaurant deal worked out for this lot. There will be an announcement very soon. All of this is on the Windcrest residential side of the street which means 100% of the sales tax and HOT Tax revenue proportioned to the city revenue goes to Windcrest! Our sales tax revenue continues to increase every year. The Windcrest Economic Development Board, along with the WEDC Director Robert Colunga, are doing an unprecedented job. A huge thank you goes out to them. We are the envy of Bexar County.

Water District: This administration is committed to doing everything possible to keep our water rates low and the offices of the Water District conveniently located at City Hall. While the Water District is a separate entity from the city, their offices are located at City Hall for your convenience. I am happy to share that we have signed a new multi-year agreement that will keep them at City Hall and their Meetings in the Council Chambers for many years to come. As a side note, the Water District asked for more office space. My hallway office fit their request, so I gladly moved out. It now houses the GM of the Water District. Rest assured, I am still at City Hall. Unfortunately, I am not in the main hallway anymore which I loved as it was very accessible to the citizens and business folks who I meet with on a regular basis. I am now located next to the City Manager. As you know, I come to City Hall virtually every day to serve as your Mayor. Come by and see me. Also, my cell is 210-846-5507. Spring Brush Pick-Up: This service will commence on April 18th. Again, for the convenience of the residents, the city was divided into three sections.

This service is at no additional cost to you as a resident. Please use this service if needed. For more details go to page 7 in this Newsletter.

Garage Sale Weekend: This will be from Thursday, April 7 to Sunday, April 10. If you plan to have a garage sale, please sign up at City Hall. There is no charge for the permit, but we like to add the participants on the map we hand out to folks wanting to know where all the sales are happening. If you are a charity and/or civic organization in Windcrest, and wish to conduct a garage sale to raise money for your organization, we are providing City Hall on the Friday and Saturday to stage your sale at no charge. If you wish to use this area, please contact Kelly Hamilton at khamilton@windcrest-tx.gov.

Windcrest Little League: The Season is in full swing. The fields are looking great. The Little League volunteers, along with Public Works and the Parks and Rec Commission spent weeks getting them ready for this season. Please go down there and cheer these young people on. It is a lot of fun.

Firefighter Picnic: Please mark your calendars for the 46th Annual Firefighter Picnic to be held Friday, May 13th and Saturday, May 14th at Takas Park. This is a fun filled, family event, and yet another fundraiser for our award winning Volunteer Fire Department. Much more information will be in the next Newsletter. Also, see page 6 in this Newsletter for more details.

Volunteering and Participating: We need more people on the Newsletter Committee, Windcrest Citizensâ&#x20AC;&#x2122; Patrol and Animal Task Force. Please call Kelly Hamilton at City Hall if you wish to volunteer. Remember that there are still places of service within the City. If you want to participate or volunteer in any area of the City, you wonâ&#x20AC;&#x2122;t be turned away. Give me a call or email me to get involved.

Fiesta Especial: Please join us on Saturday, April 23rd in supporting Fiesta Especial with their parade and 5k run/walk. Contact Kelly Hamilton if you are interested in participating in the 5k or parade. See page 12 for more information.

Parks and Recreation Commission: They have been working hard. Have you had a chance to go by the parks at Autumn Sunset Pond and the Duck Pond at Brookfalls? The new sidewalks look great. Have you had a chance to go down there in the evening and enjoy the walk at night with the new lights that were installed. It is just beautiful. What a great asset for our community! They are now turning their attention to the Park at Winnbrook Estates, renovations at the Community Pool and analyzing with the Windcrest Little League some major investment opportunities for the complex and the fields. Morgan’s Wonderland was just the right place to have this event. The staff there was extremely supportive of the efforts of our fire secretary, Courtney, to make the evening a night to remember. The music was perfect for the theme of the evening….the roaring twenties.

The food was delicious and the opportunity to ride the carousel again after so many years was great!

SUPERVISOR a person who supervises workers or the work done by others; MICROMANAGER Everyone agrees that micromanagement is a bad thing, but not everyone knows how to identify and correct it. Micromanagement manifests itself in avoidable behaviors: 1. Measuring too many things. The advantage of technology is that you can measure your business more accurately. The disadvantage is that technology makes it too easy to measure too much. Measuring so much that it's not clear what the data really means is classic micromanagement.

2. Monitoring too closely. Monitoring is sometimes confused with measurement, but the two are different. You measure data; you monitor behavior. Monitoring becomes micromanagement if you're always looking over employees' shoulders.

3. Building too much consensus. Gathering inputs before making a decision is a good idea, especially from the people who'll be affected by the decision. However, you're micromanaging if you end up discussing things to death before making a decision.

4. Intervening too much. Helicopter managers are as bad as helicopter parents--they create helplessness in the people they're trying to help.

The only way that people can grow is by making mistakes, which means that the manager can't be jumping in all the time to fix things.

Thanks to all who take the time to read the Newsletter. It is always a challenge to draft a short article that is interesting but avoids politics and that addresses timely matters but that must be written a month in advance. Consequently, all feedback is appreciated, as are the efforts of the Newsletter Committee.

APRIL NEWSLETTER • The City and the BCWID No. 10 agreed to extend their close coordination and shared space for another seven years.

• The Fire Association and the City are working on an agreement that will help improve coordination and enhance the safety of our City.

• The City Council adopted a regular schedule for its meetings, established a mechanism for designating a mayor pro tempore on a rotating basis, and is working to make the Takas Park polling site more accessible and decrease the clutter of political signs on City property.

Yet, the most important season of the Council year is just around the corner as we soon begin efforts to adopt next fiscal year’s budget. Please make sure to reach out now to express your thoughts to the Council about priorities for the year ahead so that they can be included in our discussions about next year’s budget.

SPRING IN WINDCREST It is time to get out of the house, if you can, and enjoy the outdoors.

Work in your yard or work around your house, or just go for a ride in the country. I walk my dog Mausi at least two times a day around our neighborhood and around our newly, almost finished, two ponds. I have lived here for over 26 years with my family and it is wonderful to see the long awaited improvements taking place around our city.

These improvements should make all residents rejoice because they add to the charm of our city and will bring up property values.

Teamwork among the Mayor, City Council and the City Manager has enabled the improvements mentioned above to happen. That teamwork must allow the City Manager to manage the operations of the city without distraction for petty personal issues from the leadership of the city. With the proper alignment of functions, the progress the city has seen in the past few years will continue to flourish.

Everyone there was dressed to the nines, in our theme of the Roaring 20’s attire and you each looked amazing. We received more compliments than we can count all night on the venue, the meal, and the South Texas Jazz band. It was by far the most successful Gala to date, and we only have you all to thank! We cannot say thank you enough. We love and appreciate everyone who supported us!

We will have live entertainment from 7pm – 10pm as well.

Our Country Store is back, again! We will be accepting homemade baked goods on Saturday May 14th @ 9am. If you are unable to deliver your items to the civic center, you may also bring them to the Fire Department on Friday, May 13th by 1pm.

WINDCREST SPRING BRUSH CURBSIDE PICKUP APRIL 18TH – MAY 6TH

In the event of a disaster, you need to be prepared.

One of their brochures asks a very important question: “Are You Ready?” We live in a world filled with different types of threats, but you can be prepared and stay informed! You will find a wealth of information created for the general public, to make sure that you have the knowledge and supplies that you will need, in order to prepare and help your family, business, neighborhood and community prepare for or respond to any type of emergency. The following are topic headings for you to search: * Prepare for Severe Weather. *Stay safe and know what to do before, during, & after severe weather. *Share preparedness messages about severe weather on social media with Ready’s online toolkit. On Monday, April 18th the Spring Brush Pick up service will begin. The service will be available according to which section of the city your home is located in. A map of the sections will be available at City Hall, on the City website and a postcard will be mailed out to make sure you understand which section your house is in.

Section 1: Curb service will begin Monday, April 18th and run through Friday, April 22nd.

Everyone in section 1 must have their collectables out on the curb by Sunday, April 17th and no earlier than Friday, April 15th. Republic Services will go through each section once. If you are late putting your collection items out, they will not return for additional service.

Section 2: Curb service will begin Monday, April 25th and run through Friday, April 29nd.

It’s clean up time in the City of Windcrest and your chance to dispose of unwanted items from inside and outside your home. The city wide brush pickup is scheduled to starting on April 18th thru May 6th this year. Please do not put items out to early. Check when YOUR pick up times will be and prepare a plan. Please do not block sidewalks and/or roadways.

Take advantage of this service to remove any materials you want to dispose of. Don’t forget to clean the backyard, trim your branches and cut the vegetation, grass and weeds in alley area behind your property fence.

The City of Windcrest is thriving even with the down turn in the Eagle Ford Shale area. Thank you Windcrest Citizens for continued support of our businesses as more are coming to Windcrest.

Update on Business Development – We are seeing businesses invest in Windcrest all over the City. Our largest investment in Windcrest is over on Eisenhower Road where we expect over 75 million dollars of investment to occur here in the next year with East Group Properties doing much of it. But we believe we will have more announcements for this area coming soon. The Pollo Tropical site is under construction next to the In N Out Burger and going just fine.

At the time of printing we cannot mention the name but we believe we will have another restaurant opening next to Buffalo Wild Wings and a retail development across the street from them on Crestwind Drive. We hope our new hotel project will be under construction by the time you receive your newsletter if not it will be very soon. We have a new restaurant opening soon in what was China Rose. They have not informed me of the name as of time of print. We also have a new business going into what was the Milan Beauty School. It will be a retail Beauty Supply and the largest in 200 miles according to the owner. With several other projects in hopper we are staying busy here at the WEDC so stay tuned for more great news. New Tool for Warrant Officer In December, City Council passed a resolution approving an agreement with StreetCred for third party collection service. Historically, the warrant officer manually researches offenders with warrants to be able to locate such individuals. The previous collection agency made phone calls and sent out letters to try and collect on monies owed to the City of Windcrest via warrants. A partnership with StreetCred/Convergence Recovery Solutions, LLC will now make our court and officers measurably more efficient, reduce warrant backlogs, and improve on officer safety in the field. StreetCred/Convergence Recovery Solutions, LLC will maintain a collections effort, while also providing us with the tools to go a step further. This is at no cost to the City of Windcrest.

The Windcrest Women's Club had a lovely Membership Tea on February 24th. The ladies came with their spring hats and the tables were set with pastel cloths and the sweetest tea cups and saucers. Members and Past Presidents had a lovely afternoon. Past Presidents attending were Lilo Strait, Sally Ball, Kathy Littlefield, Lois Wooten, Patty Robles and Lea Fagin.

Our "Spring Social" on March 17 and group trip to one of our restored missions March 25 with a side trip to a glass blowing factory, was a great opportunity for Windcrest residents to come and get to better know others in their community. Be a Member and enjoy all of the benefits of membership. Our Membership Chair is Lu Nix, our dues are $20.00 per year. We meet August through May. Give her a call for more information, 653-2371.

The year is almost over and we look forward to the April 13th "Appreciation Luncheon" for all of our members who have assisted our club in any way this year. In an effort to help with the cost of boarding and caring for the dogs that are found in our community, TxWeACT is now presenting a new “sponsorship program”.

We understand that sometimes you just are not able to foster a dog that is waiting to find a forever home. But you really want to help a dog be adopted. Now a tax deductable donation for a specific dog can do just that. It costs $10 a day to board a dog. You can look at the dogs that are on the city’s animal control website and see if there is one that tugs at your heart. That donation of $10/a day for as many days as you can manage will help defray the cost of the boarding of that dog. You can donate $10 to help with the cost of a rabies shot or a $30 donation to help with additional immunizations. Sometimes a dog will need help with heart worm medication. And all dogs need to be spayed or neutered before they are adopted. You can make a donation to help with that too.
