March has arrived and the weather is getting warmer. I bet we all hope we get some rain this Spring. Many of the citizens will get to enjoy Spring Break with friends and family. Brush Pick-Up and Garage Sale Weekend are around the corner. Also, do not forget the Firefighter Gala is this month as well. There has been tremendous support from our city’s best asset, our residents, with regards to citizens volunteering for the different committees and commissions. We are continuing to witness the growth of TEAM WINDCREST both city pride and citizen participation are growing. We encourage you to remain active and involved, and we promise that we will continue to modify, change and refine how we do business. As we all know: If we stay the same, we cannot improve.

5th Annual Kid’s Valentine’s Day (re-cap): This was on Sunday, February 7th at the Walzem YMCA. The Newsletter Committee hosted and coordinated the 5th Annual Kid’s Valentine’s Day Celebration and Party.

This event always brings a smile to those children that attend. Every child who attended this party received a gift. Refreshments were served and the YMCA opened its doors on a Sunday. Yes, even the indoor pool was opened for the enjoyment of the children. All Windcrest residents’ children and grandchildren were welcome.

This free event was well attended and the pool was particularly popular this year. Thank you to the Newsletter Committee for their time putting on this event. It is one of my favorites, and I hope we have many more.

5th Annual Firefighter Gala: This is coming up on Saturday, March 5th and is sure to sell out. It is the best deal in town with food, drinks, entertainment and dancing, all for a worthy cause. The proceeds go to our Windcrest Volunteer Fire Department. The theme this year is Roaring Twenties. Be prepared to have a blast.

2016 Light-Up (Save the Dates): Because this is so important to our city, I wanted to keep this in my Newsletter article again so as to make sure everyone has these dates. Our city is known throughout as the “City of Lights.” We show our pride and this showcases our city. It is the biggest economic generator for our charitable organizations. The city has received millions of dollars in media attention from the National to the local level regarding this event we hold every year. Next year the dates to circle are: Friday, December 2 – Deadline to Enter Light-Up Contest; Tuesday, December 6 – Judging for Contest; Saturday, December 10 – Light-Up Ceremony at City Hall; Thursday, January 8, 2017 – Light-Up Awards Party at Takas Park Civic Center.

Meetings with the Mayor: If anyone ever wishes to meet and/or discuss any issues they have regarding the city, feel free to call me on my cell at 210-846-5507. I answer most calls or they are returned timely if you leave a message. I also return all text messages. Please never hesitate to call during the day, night or weekends.

I am always working. I mention this as several citizens have asked me regarding having a coffee with the mayor or other regular day once a month to have meetings. If I do not hear about an issue, I cannot try to correct it. So again, if you need to meet or speak with me, please call or text me on my cell. I pride myself on being “on call” for all the citizens. That is why I serve.

Windcrest Little League Complex: A special thank you to the Public Works crew and all the volunteers that are assisting in fixing up the fields. Additionally, there are quite a few improvements planned over the last several months. It is this administration’s goal to have a first class Little League Complex. We are working toward that goal.

We could not do it without the volunteers. Thank you to all of them, and please support the Windcrest Little League!

Warrant Round-Ups: These were started under this administration.

When we first started these Round-Ups, we advertised to our citizens what we were doing and when we were having them. Goal: We are trying to make sure that those that do not follow our laws and are ticketed pay the price. We have generated well over $100,000 every year doing these Round-Ups. Some have asked if we still conduct these RoundUps. We conduct at least four every year with the next one slated for March. Additionally, we have been very active with our Warrant and Court Department in bringing those with warrants to justice. We even added a tip line. Rest assured, we will continue this practice under this administration.

Public Schools: This administration is committed to assisting where we can to help improve our public schools in the area. James McFall has taken the lead in these efforts. We should all commend Mr. McFall for the passion and energy he is bringing to this effort. Mr. McFall has coordinated presentations before the Council from Windcrest Elementary, Ed White Middle School and Roosevelt HS. I am a proud alum from all three!! The presentations were impressive and informative. They are archived on the website. I encourage everyone to take the time and watch these presentations. They will inform and inspire. The children are our future, and Windcrest Elementary is in the center of our city. The better these schools do, the better we will do. Additionally, Mr. McFall and his son James Carlos McFall formed the Northeast Bridge Builders. A 501c(3) charity dedicated to helping the cluster of schools that feed Roosevelt along with Roosevelt itself. They meet regularly. Quite a few citizens have joined, but they need more. Economic Development: The Pear Tree Hotel closed its doors many months ago. This is actually good news. At the time I am writing this article, the hotel has been demolished, and the lot is getting ready to break ground on a new business. We are seeing that as with the old Frost Bank Building site, the land in the Windcrest Business District is precious and becoming more and more valuable. It has grown so valuable that we are seeing tear downs and rebuilds. Pollo Tropical Restaurant has broken ground next to the IN-N-OUT Burger. On the annexed land to the south of Rackspace on Eisenhower Road, we are seeing the construction of new buildings that will be bringing jobs to our city. We are very close to making some major announcements.

These new businesses will bring much more revenue to our city.

Additionally, more amenities for all of us to enjoy! With the great job the staff and EDC are doing, and if we can keep stability and the momentum moving forward, we will see our sales tax revenue increase over 50% within the next three years. Our home values are increasing at an unprecedented rate. I believe we are well on our way to lowering the Windcrest residential property tax rate again for the fifth year in a row!

Spring Garage Sale Weekend: This year it is March 7-10. Please sign up at City Hall if you are going to have a Garage Sale and take advantage of the free permit for this event. We ask that all those participating sign up so that we can add those participants to a map that we pass out to those desiring one.

Volunteering and Participating: We need more people on the Newsletter Committee, Windcrest Citizens’ Patrol and Animal Task Force. Please call Kelly Hamilton at City Hall if you wish to volunteer.

Remember that there are still places of service within the City. If you want to participate or volunteer in any area of the City, you won’t be turned away. Give me a call or email me to get involved.

pdodson@windcrest-tx.gov I don’t know if you are aware that the 6pm time for city meetings has been changed to 7 pm so that more residents can attend. If you still are unable to attend, I encourage you to watch city meetings on your computer so that you are aware of the decisions coming from city hall. Whether it is your Council, EDC, Board of Adjustment, Planning and Zoning or the Code Committee, everyone should know and understand where we are as a city and where we hope to be in the future. If you are unsure how to watch those meetings on your computer, call me (562-0299) and I will walk you through the steps for the City website viewing. www.windcrest-tx.gov

jshelton@windcrest-tx.gov Clearing up the facts….In my January 2016 newsletter article, I said the Mayor asked the Council to select me as the Mayor Pro Tempore.

I DID NOT SAY the Council did in fact select me. Dodson, Wright and Vandenberg opposed the Mayor’s choice of me for an open-ended term. That has always been the normal procedure here in Windcrest since the city became a home rule city. After a few more meetings, a 12 month rotation was turned down by a 3-2 vote. A six month rotating system for Mayor Pro Tempore was selected by the same 3-2 vote. I was nominated for the first 6 month cycle (which ends on or about May 16th). I declined this. Fast forward to 1 February (remember this began December 7, 2015), I tried to change the rotation to go from Place 1 through 5 for the six month cycles. I was not allowed to do this, as it was stated that because I had been nominated and serve in Place 2, the rotation would go to Place 3. Pamela Dodson will continue to be the Mayor Pro Tempore for this cycle. Following the May 2011 election, Dodson was selected by the Council, at the request of the Mayor, to be the Mayor Pro Tem; and has held this position continually without further vote from the Council.

In the next month or so we will be reviewing our personnel manual (which is required annually) so that it reflects the standards we set for our community and gives our employees the information they need for their success.

We have additional policies that require reviewing or developing. To name just a few: Ethics Code, Security Code, Budget Policy and an Overtime Policy. All of these policies should be based on what works best for our community and how it aids in the efficient running of our city hall. If you are interested in any of these topics, be sure to watch for the posting of the meeting you might want to attend.

Before that happens, I hope the Council can take steps to improve the experience at Takas Park during early voting and on Election Day for municipal elections.

During elections, Takas Park has come to resemble a tailgate party more than a polling place. There are tents, tables, and a slew of vehicles belonging to candidates and campaign volunteers. The result is that those coming to vote have to park far away and wade through a sea of political campaign headquarters before exercising their right to vote. I can’t imagine that anyone enjoys this.

To fix this, I propose that during Early Voting and on Election Day we prohibit the placement of tables, chairs, and tents in the parking lot and designate all of the closest parking spots as short-term parking for those coming to vote.

MARCH NEWSLETTER On a lighter note, I want to thank the many men and women of our city who have called me to thank me about having written my last month’s article about our American flag. All who called were thankful for my support of our flag and our country. Thank you all again.

Allowing individuals to campaign for their candidates is essential free speech, and we can’t—and shouldn’t—restrict that. However, I think we can safeguard that right and still have candidates or their representatives available for discussions with voters without turning the parking lot into a tailgate party. Office issues and procedures should be just that, office issues. Not used to lay blame on our employees.

I have recently received questions from citizens regarding the roadway striping (vehicle-golf cartpedestrian/bicycle) on Windrock. A motor vehicle traveling on a roadway with this type of striping must utilize the vehicular lane of travel at all times.

A motor vehicle turning right from Windrock onto a secondary roadway must turn right from their lane of travel without entering the golf cart or pedestrian/ bbicyclist lanes. The operator of the motor vehicle while preparing to make a right turn off of Windrock w onto a secondary roadway, must also yield right of way to the golf cart or pedestrian/bicyclist that are traveling in their lanes of travel.

Our 5th Annual Fire Fighter’s Gala is Saturday, March 5th from 6 P.M. until 11 P.M. at Morgan’s Wonderland, which is located at 5223 Edwards Dr. San Antonio, TX. 78233. We couldn’t be more excited to share an evening with you all, in our chosen theme of “The Roarin’ Twenties.”

I have also received some complaints from citizens who are jogging and/or walking on various roadways in Windcrest, regarding motor vehicles failing to yield right of way to them. An operator of a motor vehicle must yield right of way to pedestrians. An example of this would be a motor vehicle approaching a yield sign and a pedestrian approaching from the cross street. The operator of the motor vehicle must yield to the pedestrian and allow them to cross the street. Failing to yield right of way to pedestrians can result in a citation being issued and even worse…serious injury or death.

We will have the Carousel lit up and available for your enjoyment, as well as a Photo Booth set-up in front of this so that we may capture some memories from our evening for you to take home.

Our Cocktail hour will begin at 6 P.M. with a wonderful selection of hors d’oeuvres and drinks of your choice.

Serious liability issues exist for inattentive drivers. An example of this would be a driver that is texting on a cell phone while operating a motor vehicle. If a driver’s inattention results in an accident that causes serious bodily injury or death, that driver may be charged with a felony crime resulting with imprisonment up to 20 years. Did you know that in 58% of all crashes, the driver was inattentive or engaged in some other nondriving-related activity. This means that 58% of all crashes could be PREVENTED by drivers simply paying attention to the task at hand.

Distracted driving is not an excuse for negligence or recklessness.

At 7 P.M. we begin a three-course meal while enjoying each other’s company and the sounds of The South Texas Jazz Band from the comfort of our tables. Following the meal, raffle winners will be announced and the auction will begin. During which time, we will continue to enjoy live music and dancing as drinks flow, and we are surrounded by our lovely guests.

I would like to take this opportunity to thank the participants of our recent CERT Training, held at the Civic Center in February, as well as the volunteers that offered to act as victims to make the final exercise more realistic for the potential CERT members. In order to give the participants an idea of what a disaster might be like, including the emotional part with screaming and real lifelike injuries, our volunteers performed as if they were in a life-threatening situation including moulage - fake wounds. Thank You also to Chief Ballew, Officer Mark Williams and Fire Chief Josh Brown for your support to train and grow our team, making us a city that is prepared in the event of a disaster. Our team, along with the Windcrest Police and Fire Departments, look forward to offering further training in Emergency Preparedness, for our Windcrest residents. We are committed to â&#x20AC;&#x153;Empowering Communities for Disaster Readiness and Response by offering free trainings throughout our neighborhood.

If you were not able to commit to the training in February but would like to join a class that better fits your schedule, you can contact me, or you can go to Community Emergency Response Team Bexar County Facebook to see when this training will be offered throughout the County. We will continue to offer CERT training here in Windcrest once a year. WINDCREST SPRING BRUSH CURBSIDE PICKUP APRIL 18TH â&#x20AC;&#x201C; MAY 6TH

On Monday, April 18th the Spring Brush Pick up service will begin. The service will be available according to which section of the city your home is located in. A map of the sections will be available at City Hall, on the City website and a postcard will be mailed out to make sure you understand which section your house is in.

Section 1: Curb service will begin Monday, April 18th and run through Friday, April 22nd.

Everyone in section 1 must have their collectables out on the curb by Sunday, April 17th and no earlier than Friday, April 15th. Republic Services will go through each section once. If you are late putting your collection items out, they will not return for additional service.

Section 2: Curb service will begin Monday, April 25th and run through Friday, April 29nd.

Another year has come and gone and we here at the WEDC are doing better than ever, thanks to the many new businesses and the support from our great citizens of Windcrest who frequent our local businesses. I am proud to announce that Pollo Tropical has started construction of their new restaurant next to In-NOut Burger. Construction is moving quickly, so if you know of someone looking for a job they will be hiring soon. We also have construction in progress on the 111 acres tract as well. Multiple projects are currently in progress equating to over a 35 million dollar investment into the City of Windcrest.

Spring cleaning time again! It’s also that time of year when the grass, weeds and vegetation start growing. As a friendly reminder: According to our city ordinance, the first violation notice delivered to your door is to advise you of what the violation is and how long you have to correct the violation. Any additional violation notice received within the same calendar year for the same issue could result in receiving a citation to appear in court. Please schedule your property maintenance accordingly and help us ensure that our city stays beautiful.

The city wide brush pickup is scheduled to start on April 18th through May 6th this year. Please do not put items out too early. Check when YOUR specific neighborhood pick-up times will be and prepare a plan.

We hope by the time you receive this newsletter that we will have announced that construction has begun on another project and announce another new business or two coming to or re-investing into the City of Windcrest. We have seen growth like few other cities have seen in the area and we hope to continue the growth throughout this year.

Don’t forget to clean the backyard, trim your branches and cut the vegetation, grass and weeds in the alley behind your property fence. It is also time to clean your swimming pools. Contact your neighbor about their dirty swimming pool and your concern for mosquito breeding.

It is amazing to see the roses in bloom this time of year. Only mildly cold temperatures so far have made it possible to continue enjoying the outdoors. March is providing many exciting opportunities for our Windcrest Women's Club members and others living in our lovely city.

March 5th is the Fireman's 5th Annual Gala at Morgan's Wonderland. This gives us all an opportunity to thank these Volunteers for the security they provide us day and night. “The Roarin’ Twenties” is the theme. Remember to send in the reply to the invitation you received in the mail.

The Windcrest Women's Club will host our “Spring Social” on March 17th at the Windcrest Civic Center on Jim Seal Drive. We encourage you to come and enjoy an evening of fun. Dress is casual and we will enjoy music, food and wine. Call Diane Stake (946-7589) or Hazel Freeman (655-3919) for reservations. Cost is $20.00 per couple.

On March 23rd we will go by bus to one of the newly restored missions for a guided tour. We will follow that by a visit to a glass blowing factory in the Blue Star area. Lunch will be on your own with quaint shopping in the King William area. Cost of $15.00 each with reservations limited to 35. Please call Diane or Hazel and make your reservations as soon as possible.

April 13th members of the Board will show our appreciation to the volunteers that have made the events of the year possible. We will have a luncheon at the Civic Center from 11:30 to 2p.m. Reservations are required, so call you committee chairman and let her know you will be in attendance.

On Monday, 1 February, the Windcrest Civic Center heard Sir Oliver Smith, a Master Naturalist and Master Gardener, share great ideas and uses for native plants to bring color and beauty into our landscapes.

Monday, 7 March, at 10a.m. we’ll do a “make & take” at the Windcrest Civic Center. Betty Riggs will walk us through making your very own terrarium garden. Bring a glass container and small plants. Soil, charcoal, and pebbles will be provided. Hostesses will be Joan Vanacek, Rebecca McGinty, Sondra Bump, Kathy Littlefield, Myrna Waters, and Linda Oliver.

Before going any further in this article I want to set some facts straight that I have heard miss spoken and misunderstood numerous times during the residents speaking during “Citizens To Be Heard” session at City Council Meetings. First, the cost of the sidewalks and lighting is not just for one park but two parks. Secondly, the lights are not being leased or rented, but are owned by the city. Residents continually talk about safety in our city no matter where we are yet if you were to walk in the Autumn Sunset or Brook Falls parks now, before the new lights are installed, you do not feel safe for the simple reason just trying to see from one side to another in the darkness, you cannot. This also means that our city patrol officers cannot see from the streets into or across the parks to be of protection for us. Now, if you would be walking at Windy Hollow Pond at Takas Park with the lights that are there you do feel safe, you can see and recognize anyone walking toward you or the police can see into the park from the street. This is the result we are going to achieve once the new lighting is operational in the aforementioned two parks.

Another mistaken idea I have heard mentioned during “Citizens To Be Heard” is the parks close at dark. Signage in our parks state that parks are open at 6 a.m. and close at 9 p.m.

Now, speaking to our progress in the parks’ renovations, the electrical work is most likely complete by the time you receive this Newsletter as the work began the first of February. So by the time the April Newsletter is received the work should be complete. I encourage all residents to take a walk in any/all of the parks. You will have a very enjoyable and safe outing.

As the parks projects come to a close, I am looking forward to working on other projects that enhance the city for our residents.

One of the first will be working with the Little League. They made a presentation to City Council in February presenting their goals of a Capital Investment Program, including Little League field lighting, to see just what we can do over the next few years to grow our Windcrest Little League program. Here is just another example of where we need to improve so we don’t stay the same and lose out to other Little League field.

We had a very mild winter so far, but we are only in February and there is still the possibility of cold nights ahead. It is important to keep your pets warm when outside. Take a moment and check their bedding, if they have shelters in the yard, to ensure it is dry and there is enough bedding for them to keep warm.

If you have not registered your pet, please go to city hall and have with you a rabies certificate, proof of sterilization and your microchip information for each pet. With these items in place, the registration will cost you nothing. During the warm days many of us like to take our dogs for walks.

Please always have them on a leash for their safety. When loose in the yard, it is a good idea to leave a collar on in case they escape.

Check the yard and make sure there are no escape holes or gaps in fences and that all gates are closed and latched securely.

WINDCREST OPTIMIST CLUB The Windcrest Optimist Club was founded in 1964. We are a community organization that is dedicated to “Bringing Out The Best In Kids” and serving our community. Optimists are people with vision - who recognize their civic responsibilitieswho share common aspirations, interests, and desire a way of life in dynamic freedom - a person like you!

We meet monthly on the second Tuesday of the month at the Windcrest Civic Center at Takas Park at 6:30 AM for breakfast with the official meeting beginning at 7:00 AM. One of the highlights of the meeting is our Student Of The Month Recognition Program. Each of the schools in the Roosevelt Cluster are asked to choose a student who they believe exemplifies the qualities and character traits of their respective school. Students are selected for traits such as: being a hard worker, being helpful to others, demonstrating a positive attitude, and exhibiting leadership skills, to just name a few. These students join our meeting with their parents and school representative. Each student is presented to the club by their teacher or administrator who shares why the student was selected and then he or she receives a Student of the Month Plaque. Student’s pictures are taken and then displayed on the NEISD website. Our club looks forward to each meeting, sharing a delicious breakfast, and hearing about the future leaders of our community.
