February is upon us. This is the month of Valentine’s Day – a day to recognize our loved ones. The Newsletter Committee is planning their 4th Annual Kid’s Valentine’s Day Celebration, which is sponsored by the city of Windcrest, on February 8th at the Walzem YMCA. This has proven to be a lot of fun for residents’ children and grandchildren. Also, do not forget to get something special for your loved one(s) on the 14th! There has been tremendous support from our city’s best asset, our residents, with regards to citizens volunteering for the different committees and commissions. We are continuing to witness the growth of TEAM WINDCREST - both city pride and citizen participation are continuing to grow. We encourage you to remain active and involved, and we promise that we will continue to modify, change and refine how we do business. As we all know: If we stay the same, we cannot improve.

4th Annual Kid’s Valentine’s Day: Sunday, February 8th at the Walzem YMCA is the 4th Annual Kid’s Valentine’s Day Celebration and Party. This event always brings a smile to those children that attend. Every child who attends this party receives a gift. Refreshments are served and the YMCA will open its doors, including the indoor pool, for the enjoyment of all Windcrest residents’ children and grandchildren. We hope to see you and your children at the party sponsored by the City of Windcrest. More information about this party is on page 11 of this Newsletter and/or call Heather Weidenbach at City Hall for more details.

4th Annual Firefighter Gala: This is coming up on Saturday, March 6, and as the best deal in town is sure to sell out once again. Food, Drinks, Entertainment and Dancing are included. All for a worthy cause, the proceeds go to our Windcrest Volunteer Fire Department. The theme this year is DISCO, so come dressed in your Disco attire, or dress from business attire to formal. Please call Heather Weidenbach at City Hall to get your seat(s) or a table of 8. More information is on page 7 of this Newsletter.

2015 Light-Up (Save the Dates): This year we had a record number of entries into the contest and I believe it was the best ever. Our city is known throughout as the “City of Lights.” We show our pride and this showcases our city. It is the biggest economic generator for our charitable organizations. The city has received millions of dollars in media attention from the National to the local level regarding this event we hold every year. Next year the dates to circle are: Friday, December 4 – Deadline to Enter Light-Up Contest; Tuesday, December 8 – Judging for Contest; Saturday, December 12 – Light-Up Ceremony at City Hall; Thursday, January 7, 2016 – LightUp Awards Party at Takas Park Civic Center.

Light-Up Maps/Fill the Boot UPDATE: Light-Up maps were available Friday afternoon, December 12th at City Hall. The WVFD passed out maps and asked for donations in exchange for the maps throughout the Holiday Season. They also included other organizations to share in the fun. The Windcrest Little League and the Animal Task Force are two organizations that participated with these efforts. We are proud to report that the donations for the maps set an all-time high of over $30,000! This coupled with the increased sponsorships raised for the maps realized again an all-time high in revenues brought in to help various charities. A huge thank you to Continued on page 3

Street Repairs Phase Three: This Phase will begin in Spring. We did not want to interrupt Light-Up, so we suspended work until after the Holiday Season. Rest assured, this administration is committed to continuing to improve our infrastructure and amenities. As you know, we are systematically improving all the streets in Windcrest over the next several years.

Windcrest Women’s Club: Citizens, we all owe many thanks to all the ladies of the Windcrest Women’s Club. They do so much for our community with regard to Light-Up. They have been the main sponsor from day one – over fifty years. Many people do not realize how much work goes into this event. On page 10 in this Newsletter is a list of all the winners. Thanks again.

Windcrest Golf Course Snack Bar and Restaurant: This snack bar/bar has new management. They are also open to the public. They wrote me to ask me to mention that everyone is welcome and they would like to win your business on a consistent basis. They serve food and both alcoholic and non-alcoholic beverages at very competitive prices. It is owned and operated by two long time Windcrest residents – Roy Hood and Mike Ahern. Again, it is open to the public, and you do not have to be golfing to come and visit with them.

Light-Up Awards Party: Thursday, January 8, 2015 was the Awards party for all those that won a Light-Up Award. It was held at the Takas Park Civic Center. All the citizens were invited to cheer on and applaud the winners. Free food and beverages were available to those that attended. We had a packed house. Plaques, checks and ornaments were given out to the winners. Also, pictures were taken. I am confident everyone that attended had a good time. I look forward to this event every year. Congrats to all.

Warrant Tip Line: We continue to try to improve. A citizen came up with the idea of a tip line to assist in apprehending people with outstanding warrants. I ran this by the court staff and they loved it.

It is great to hear from our best asset – the citizens. We listened and now we have added this as another tool in our tool box to locate and apprehend person(s) with outstanding warrants. The rewards for information leading to the arrest of a person with an outstanding warrant will be from $50 – 100. Marketing Director/Public Affairs/Event Coordinator: This position was created approximately four years ago. It was a position that I pushed for as the city needed to market ourselves better and to improve our events. Katye Brought was our first hire. She did an outstanding job, and as many know she received a great opportunity to take her outstanding talents to the Witte Museum. Krysten Vela came in and she did a fantastic job. However, like the Spurs, others are always looking at our people. She received an incredible opportunity to take her talents to the NSISD. They are lucky to have her. We have now hired a new person for this job. Kelly Hamilton took over this position on January 14th. Take some time and come meet Kelly at City Hall. I am confident you will be impressed. She has impressive credentials. All are excited that we will continue to improve.

Volunteering and Participating: We need more people on the Newsletter Committee, Windcrest Citizens’ Patrol and Animal Task Force. Please call Kelly Hamilton at City Hall if you wish to volunteer. Remember that there are still places of service within the City. If you want to participate or volunteer in any area of the City, you won’t be turned away. Economic Development: The Buffalo Wild Wings had a very successful grand opening. Those that attended, I am confident, had a lot of fun and were awed by the décor. The food and service was fantastic. It is very nice and there is no shortage of TVs. The new IN-N-OUT Burger construction is moving along at a fast pace. They will be open sometime in the Spring. We should have more details by the next Newsletter.

I got a call from a resident who has experienced this and she asked that I warn her neighbors. Of course, they ask for money to be sent and they are quite convincing that you need to do this. The IRS does not call you….they send certified letters if there is a problem. Always check with someone before you send money anywhere because of a phone call or a letter.

911. . . A number that I hope you won’t need to use, however if you need Police Service, it is very important that you know what to do. If you live in Windcrest and call 911 from your home (land line) you will be connected to our Windcrest Dispatch Office. If you use a cell phone from your home, car or any other place while making a 911 call you should immediately tell the operator that you want Windcrest Police. This will save you 1520 minutes or more of response time. Cell phone usage is dependent on which cell tower handles your signal. Just a tip for your safety.

Here is an update on my proposals for January.

• The condition of our fences has been passed on to the Code Committee that meets January 21st in the council chambers at 7pm. I am sure they will do the necessary study to determine what we might do to improve the appearance of our perimeter fence line.

• Since we met only one time in January, Chief Ballew provided us an update on the traffic study at one of the meetings this month.

• Met with Sarah and the personnel manual should be presented to the council for their approval this month.

I had the privilege of attending the opening of BUFFALO WILD WINGS at 8450 N I- 35. Wings (regular and boneless) with a flavor and temperature for everyone, sides, salads, sandwiches, desserts and a wide variety of drinks are available. Check it out and welcome Windcrest’s newest eatery.

After an unfortunate incident, SWEET KARMA Cupcakes & More has reopened. They are located at 4938 Windsor Hill here in Windcrest. With Valentine’s Day just around the corner, this is a great place to pick up something special. Cakes, cookies, cupcakes, brownies and more are available. SWEET KARMA’S products are authorized for school usage and parties.

This month I will suggest that we have a meeting about the Master Plan which the Planning and Zoning Board presented to the council last year. The Master Plan committee along with the Planning and Zoning Board has given a lot of time developing this plan and some final action is necessary.

2014 was again, a very busy year for the Windcrest Police Department!

During the month of December the Mayor and Council passed some Ordinances and Resolutions that you may be interested in. Please note that the links after the statements are links to the meetings on the City of Windcrest website. While we were very busy with total calls in 2014, exceeding 35,000, we experienced a decrease in both violent crimes and property crimes since 2012. Both violent crimes and property crimes have decreased overall since 2012. I attribute this success to the unequaled support I receive from our City Manager, City Council and Mayor, in regards to hiring, equipment and overall support of public safety. Our exceptional use of proactive policing initiatives such as directed patrol and deployment, community oriented response and programs such as “Operation Grinch” and “Operation HAWK” as well as our crime prevention partnership with each of you…the residents and businesses of Windcrest, Texas!

ORDINANCES SCCM 12.01.14 Ordinance No. 2014-721(O), an ordinance amending Chapter 103, Buildings and Building Regulations, Article II, Technical Codes, Division 1, Generally, Section 103-23, by repealing outdated national and international codes and adopting the current versions of said codes.

Arrests in 2014 for crimes such as, theft, burglary vehicle, alcohol violations, driving while intoxicated, possession of narcotics and weapons violations, experienced an increase exceeding twenty percent compared to total arrests in 2013! I attribute this to our aggressive enforcement stance on crime and zero tolerance for criminal activity in the City of Windcrest. Reporting of suspicious persons and activity increased as well throughout 2014, this increase is attributed to the CityCrime Watch Program which was initiated in 2012 as well as increased crime prevention education and awareness. Citizens’ Patrol assisted throughout the year as our eyes and ears, and into the holiday season helping to prevent crime throughout the City.

The City of Windcrest, your city…experiences a tremendous range and variety of people traversing through our City on a daily basis and this includes the criminal element as well. Your Windcrest Police Department continues to fight hard…strengthening the “Thin Blue Line” in the war on crime! I will be initiating new crime prevention programs throughout 2015 to further our efforts in stopping crime. We are certainly on our way to becoming one of the top safest cities in the United States. I certainly believe we are sending out a very loud and clear message to the criminal element!

Warmer weather is coming soon, so we need to prepare for our property maintenance routines specifically when it comes to grass. This is the time to get your lawn care tools tuned up for the season. Invest in a hand held tree trimmer for some of the low hanging branches. When trimming the branches and needing to go a little higher, take precautions to prevent falls and have someone help with the ladder. Use the cooler weather to go outside and tackle some fence and/or shed repairs or junk removal. Remember, you still need to hydrate even in cold weather. Good January rains have made us GREEN again. The life giving rain that is so vital to all Texans has kindly made its way through our city once again. We really needed it!

Public Works will continue to run the street sweeper for 2 extra hours each day to catch up on the accumulation of leaves in our city. The sweeper was out of service for many weeks during the leaf falling season. Chris Estes, our street sweeper operator has taken the challenge and will make sure we are caught up soon.

By Kelly Rodriguez, Municipal Court Clerk, krodriguez@windcrest-tx.gov (210) 655-0022 ext 2250 Failure to Appear and Capias Warrants Many people do not realize that with Municipal Court there are two different types of warrants which are Failure to Appear (FTA) and Capias warrants. An FTA is issued when a person receives a citation and does not appear or make arrangements with the court on or before their assigned appearance date. If they post a bond that the Judge sets, they can avoid jail time and speak with the Judge to make payment arrangements. A Capias warrant is issued when a person fails to comply with the Judge’s orders. If a person is captured with a Capias warrant they have to either pay the total amount in full or set it out in jail.

We are accepting registrations for the next CERT Training, to be held at Rack Space, on 5 consecutive Tuesday evenings, March 3rd to the 31st. Time of class is 5:45 to 10:00. There is no charge for this 20 hour Course that will train you to prepare for unexpected disasters that might affect you, your neighbors and your local community. Following the training, you will be equipped to prepare yourself for a disaster and respond as a CERT Team member, or just take care of yourself and your neighbors. The more people in our city that are trained, the more help available in a disaster, affording the Emergency Professional teams to take care of what they are trained to do in more critical situations. CERT Teams do not replace Emergency Crews, but are equipped to respond if called out by our Emergency Operations Manager, Chief Ballew, in the event the emergency overwhelms resources available to our city. WINDCREST ANIMAL CARE & CONTROL UNIT Officers A. Fuentes and G. Bayer Many families have received a new puppy over the holidays.

You may have had fun picking out a new bed, toys and food, but another very important thing to pick out is the right training for your breed of dog. All dogs are different; therefore training may need to be different. Dogs want to follow commands and follow their pack leader. They need to be taught about excessive barking, aggression, where to potty, where to eat, and what they are allowed to chew on. They may think biting your ankles is playing but it doesn’t feel very fun. They need to be taken out on a leash to the same place every time when potty training. Eventually they will remind you when they need to go out. Never yell at or hit your dogs. They need to be taught correctly and it takes patience and time. Dogs are a commitment; they are family members and not property. There are a number of dog training locations throughout Bexar County that offer classes with accredited trainers. There are also many websites and YouTube tutorials on training as well. Dogs not only require shelter in the elements, fresh clean water, healthy food and medical care, but require love. Remember to vaccinate, spay or neuter, microchip, tag and register them with the city so we can make sure they get back home safely if they get loose.

Our second immunization clinic will be on the third Saturday of this month (Feb. 21st) from 9 – 11 am at City Hall. On that day, we will continue to offer free City registration (along with a photo taken) so come on over to our table.

There are a lot of eyes out in our community that help reunite a lost dog with their owners…..that is the goal for all of our dogs. If you do pick up a dog wandering the streets, please call animal control and let them know. Give them a full description of the dog and where you picked it up. If you would like to foster the dog while the required seven day hold is ticking, let them know that. It is a lot less stressful for a dog if it is in a home environment while we wait for the owner to locate their pet. This also allows notices to be posted of a found dog.

Hopefully our animal control officer can match the “lost dog” to the “found dog” and we have a happy ending. Just know that not all dogs wandering our streets are dumped dogs….there are families out there searching for their loved pet. We need to do our best to help them find their dog. And letting animal control know you have a “found dog” is the first step in the process. Of course the best way to help a “lost dog” or “found dog” is to make sure they are wearing a collar with a name tag that has a good contact number and getting your pet micro chipped; this will allow for animal control to find the owner when the pet has been scanned for a microchip.
