May, the month we celebrate Mother’s Day, has arrived. It is also the month that we have our Annual Volunteer Firefighters’ Picnic and the Community Pool opens. It also is when many college students’ semester ends and they begin to get ready for the summer break. The weather is getting warmer and warmer and the days are getting longer. There has been tremendous support from our city’s best asset, our residents, with regards to citizens volunteering for the different committees and commissions. We are continuing to witness the growth of TEAM WINDCREST - both city pride and citizen participation are growing. We encourage you to remain active and involved, and we promise that we will continue to modify, change and refine how we do business. As we all know: If we stay the same, we cannot improve.

45th Annual Windcrest Volunteer Firefighter Picnic: Please mark your calendars for the 45th Annual Firefighter Picnic to be held Friday, May 15th and Saturday, May 16th at Takas Park. This is a fun filled, family event, and yet another fundraiser for our award winning Volunteer Fire Department. Much more information can be found on page 12 of this Newsletter. The admission is free. We hope to see you out there.

Fiesta Especial (Re-cap): RMI (Reaching Maximum Independence) and the City of Windcrest partnered to raise funds and celebrate the 3rd Annual Official City Fiesta event together last Saturday, May 18th with a 5k run/walk and a City Parade. Many thanks to all the citizens who participated in the festivities and worked together to make this a special day. It was a huge success! Please look at the City Facebook page for an album of pictures from the event. www.facebook.com/TheCityof Windcrest Traffic Analysis/Study: By the time you receive this Newsletter, the CPS project of adding additional lights around Windcrest mentioned in my article in last month’s Newsletter should be complete. I have received all positive comments regarding the addition of these lights. Thank you to CPS for being responsive to our wishes and needs. This administration is now conducting a thorough traffic analysis to study traffic flow and speeds, amount/increase in traffic and the issues surrounding the findings. The City Council voted to conduct and fund this study. Our City Engineer, along with the City Manager, Fire Chief and Police Chief are working hand in hand to evaluate the data and determine the best and most effective ways to calm traffic and increase safety.

This study will take some time to complete, but it is has already commenced. As mentioned last month, we will take a measured and thoughtful approach. We also look forward to hearing citizen comments.

UBER: As many of you know, this administration passed a resolution that allows UBER to operate in Windcrest. Rackspace feels strongly that this service is needed for the enhancement of their business. They are our largest employer and presented a compelling case to show the merits of UBER. Personally, I feel it is also an alternative mode of transportation. We were the first city in Bexar County to pass this resolution and many more cities will follow. We are not endorsing UBER, the city is just allowing them to operate in Continues

Spring Brush Pick-Up (Re-cap): Again, for the convenience of the residents, the city was divided into three sections. This service is at no additional cost to you as a resident. I hope that those that needed this service took advantage of it. I wanted to state that this year, we, as a city, did not advertise this service to our citizens as well as we could/should have.

We were tardy sending out a mailer and offer no excuses; we apologize.

Rest assured, it will not happen again. The administration apologizes for any confusion and for not getting this mail piece out sooner.

Windcrest. All of us are free to choose if we want to use their service or any other type of transportation. Be proud that Windcrest took the lead and many will follow us.

Community Pool Opening: We are happy to report that it will open on Saturday, May 23rd. We are also happy to report that Jonathan Hays is returning as the Pool Manager. He does a great job and we are lucky to have him. The hours of operation are Tuesday – Saturday from Noon-8 P.M. On Sundays, the hours are 1:00 P.M – 8:00 P.M. The pool is closed on Mondays. The pool is under the supervision of Public Works Department. For more information see Director Tom Garcia’s Public Works article on page 6.

YMCA Summer Camp: Last Newsletter, we announced that the YMCA will be conducting a summer camp for children for eight weeks this summer. It will be held right here in Windcrest at the Takas Park Civic Center. Discounts will be extended to all Windcrest resident children and grandchildren. The response has been very positive and spaces are filling up fast. Please call the Walzem YMCA at 210-656-5777 and ask for Andi Anderson.

Charter Commission: After several years, the city is required to review the Charter. The Charter is kind of like the City’s Constitution.

The Committee is comprised of Col. Henry Berman, Rainbeau Presti, Majie Takas, David Diaz, Rick Cockerham, Kim Wright and Alternate member Fernando Richards Jr. Over the next several months, they will review and could possibly suggest changes. They may keep the Charter as is. Should they request changes, these changes will be placed on the ballot in November for a vote of all the citizens. All meetings will be held in Council Chambers and aired live on the internet. They will also be recorded and available to view at your leisure on the web. If you need any information regarding this Commission, please call the City Secretary Kelly Rodriguez at 210-655-0022 and she will be happy to assist you.

Condolences: Unfortunately, we lose people in our community every month. This past month we lost Bob Sefcik. Longtime resident Mr. Wolf (when you know someone since you were around ten years old, you always call them Mr. or Mrs. I would never call him by his first name, so I do not know it) alerted me to this sad news. Mr. Sefcik was involved in so many areas in the city. He was a long time Council Person serving 17 years on Council, with 9 years being the Mayor Pro-tem and an active member in many organizations. He was also a Charter Member of the Windcrest Volunteer Fire Department. He served in the Fire Department for 27 years and was an EMT for 15 years. He will be missed, but not forgotten. Our condolences go out to the Sefcik family, and to the others who lost loved ones this month.

Windcrest Little League Opening Ceremony (Re-cap): The season is in full swing. The opening ceremony was well attended and inspiring. Yours truly was honored to throw out the first pitch and to all those present, it is clear that I should have warmed up. The first throw did not go as planned, but the President was kind enough to give me another chance to redeem myself. At least the second throw, the catcher could field it. Please go out and support this league. It is a lot of fun and it is great for the children.

Economic Development: The IN-N-OUT Burger is finally open!

The grand opening for the Windcrest Cosmetic Dentistry was also a success. Wow, do those offices look great. It validates what we are doing when people choose to invest millions into our great city. This summer will be busy with many more announcements regarding businesses coming to Windcrest.

pdodson@windcrest-tx.gov Sitting here looking at all the activities on the City calendar and wondering just how many folks take advantage of everything that is offered. I know a whole lot of time is spent planning, coordinating, and organizing to get these activities available for our residents. Are you taking advantage of these times to get to know your community?

I know I try to support as many different organizations as I can. Can you say the same? Part of the fun of living in a small community is the opportunity of interacting with your neighbors. What? You say you don’t know your neighbor? Well, why not? You drive by each other’s house every day. You walk in the evening and say hello as you pass by. But you don’t know your neighbor? Shame on you! Isn’t that one of the reasons you moved here? A small community atmosphere? Well dust off your fun clothes and come on out to some of the activities the City offers and get to know your neighbor. We are really nice people who you might just come to know if you get yourself to one of the City’s activities. One of these fun activities is happening this month....the Firemen’s Picnic May 15-16.

Be sure to come support your fire department. This year on Friday evening, you will even be able to bring your dog to participate in the Super Hero Dog Costume Parade. Right before the big game between the police department and the fire department. I would like to meet you there!!

We were honored to introduce to you Roosevelt High School Principal, Melvin Echard. He has served as Principal for the last three years. He provided our City Council with an overview of TR's progress and performance. He and his staff have worked diligently to prepare their students socially and academically with a competitive advantage for either college or to enter the work force. He believes that positive relationships and positive affirmations are critical for a student's success. Over the last three years, their student's performance has improved in Algebra, Biology, and US History. TR's attendance rate is currently 93% (approx.). Their goal is a 95% attendance rate. TR's needs include after-school alternatives in the form of jobs, recreation, mentoring, guidance, shared goals with the community, incentives for attendance and funding for scholarships.

Thank-you Mr. Echard for being a good role model and for having a positive impact on the students who you serve!

Over the past I have been asked several times what my goals are for Windcrest. I have always said that I want to see Economic Development—businesses that we can be proud of. I eat out a lot and we have some very good eating establishments, but I would like to have a steak house here in Windcrest. I prefer to spend my money here, and of course I do like the sales tax that we generate.

Let's start May out right by going to the Firefighters Picnic and support our Fire Department. Bring your children, grandchildren and or friends and relatives, there is something at the picnic for everyone. Great food, rides for the young at heart, games, raffles, live entertainment, a dance and assorted booths.

Also a very important day is Mother’s Day on 10 May. This is the day that all of us should never forget because without MOM we would not be here.

From time to time I have highlighted different places where I go to eat. Now if you haven’t tried Arctic Ape Wild Desserts you have missed out on some fine eating.

On another note construction and repairs on our streets are coming up. Also I believe repairs at Autumn Sunset Park will start soon. This construction and the repairs will be in keeping our city beautiful.

by Windcrest residents, who are proud sponsors of the Windcrest Little League.

As I have stated many times before in the past, let’s keep moving forward and thanks again to the EDC members for bringing in more and more businesses to our city which in turn brings in more taxes to keep our city operating and taking care of all of our commitments.

By the time you read this, In-N-Out Burgers should be open. I’m looking forward to that too!

Values of our homes have gone up and up recently. People want to come and live here. Also many people who have moved out of our city are looking to come back and live here again. Among other things people feel secure and safe here in our city.

What else—I’d like to be able to shop for groceries right here in Windcrest.

May 10-16, 2015 is National Police Week in the United States. National Police Week honors those law enforcement officers who have lost their lives in the line of duty for the safety and protection of others. On Tuesday, May 12, 2014, the Windcrest Police Department will honor two of its own, Lieutenant John Paul Frisco and Officer Joseph Partee Marshall, who gave their lives in the line of duty.

During this week, we will also honor the officers of the Windcrest Police Department who, each and everyday wake up and prepare themselves for work…without hesitation, knowing very well that they may not make it back to their families. Without Hesitation, ready to give their lives for your protection…Selfless Service to the City of Windcrest.

Plan now to join the Windcrest CERT Team, along with Chief Ballew, the Windcrest Emergency Operations Manager, at our first annual America’s Preparathon on June 27th, from 9:00 to 12:00, Windcrest location to be determined and will be posted in the June newsletter. TX 78239.

America’s PrepareAthon is a national campaign that encourages individuals and communities to take action and increase their preparedness for natural disasters and emergencies.

Why is this preparation important? In 2012, the Federal Emergency Management Agency (FEMA) conducted a national survey (pdf) that showed 54 percent of the U.S. population didn’t believe there would be a natural disaster in their area, only 39 percent had an emergency plan that they had discussed with family members, and nearly 50 percent had not assembled an emergency supply kit.

What is the “Thin Blue Line”? It is the barrier between a civilized society and pure anarchy, between order and complete chaos, between respect for decency and lawlessness. This Thin Blue Line represents your Windcrest Police Department!

When a disaster strikes, it can happen so suddenly that there will be no time to prepare. Communication systems will likely be disrupted, family members may be separated and unable to find one another. You could find yourself trapped at home for some time with no electricity, heat or water. Participating in preparedness activities will increase your knowledge of what to expect in a disaster situation, how to respond, and how to better prepare yourself, your family, and your community for a disaster long before an actual event occurs. What can be a truly terrifying and traumatic event will be less so if you are informed and prepare by taking the action steps recommended by disaster specialists.

On May 12th please take time to join me and the officers of the Windcrest Police Department at 10:00 a.m. at Windcrest City Hall to honor the memory of our two fallen officers. Take time to say thank you to the officers that are here now, ready to give everything just for you!

Some properties have an accumulation of materials that are not intended to be left out. Any item, which is not customarily used or stored outside or not made of a material that is resistant to damage or deterioration from exposure to the outside environment for a period in excess of 24 hours, is in violation. Said items include, but are not limited to, auto parts, appliances not in service, metal or wood products or parts not converted to another use. This includes placement in a structure that is open or not completely enclosed, including any porch cover or carport or upon any open porch or under any tarp. This does not include lawn care tools or recreational equipment incidental to the use of the property.

Officers made contact with 141 people and 323 warrants were executed. We have come along way with this program. In 2011 at the start of this program, we had a warrant round like this one. At that time, officers made contact with 68 people and 97 warrants were executed.

April was a fun month with our big plant sale on the 18th at the Windcrest Methodist Church. Lots of plants and hand crafted flower pots were sold. All proceed go to our special projects funds. These funds are used for community support events like Coats for School Children and Angle Tree projects. Details in next month’s article.

The Windcrest Garden Club’s Yard Award program is on track for this summer. Judges will be out again looking at yards during the last calendar week of, May & June. Judges look for well manicured healthy lawns, flowers & shrubs, good use of color with landscaping in harmony with the home. GOOD LUCK!

Strange Dog Behaviors Some helpful tips on Strange Dog Behaviors! Dogs that eat their own waste or that of another animal are most likely eating a poor diet or are not being fed enough; dogs will seek out another food source. Most dogs adore the taste of cat poop because feline food contains a higher percentage of meat than dog food. Keep your dog’s environment free of any waste. Though humping is a sign of sexual excitement, unneutered males are the most likely culprits. Any dog can develop a humping habit. Out of play, puppies will hump each other. Pushy dogs do it as a way to control. Make sure your dog is routinely getting exercise, play, socialization and training or spay your dog to lessen urges. You can even employ a spray bottle filled with water. If your dog sucks air into his nose, while making a snorting, choking sound, it can be caused by an irritant in the air, eating or drinking too fast, by a foreign body or hair balls, or even a nasal infection. Minimize chemicals in the home. Groom your dog often, and vacuum. Tail chasing serves a dog’s need to chase something. Some dogs begin the behavior out of boredom, isolation, anxiety or underlying stress. To prevent obsessive tail chasing, be sure to keep your dog pest-free and exercise your dog daily. Provide affection and socialize. Never encourage the spinning.

THE PARK

Tucked below a hill at the foot of Jim Seal Drive, before crossing the bridge, is one of our city’s new butterfly/pollinator gardens.

The other garden is on the island at Takas Park pond. Several members of Friends of the Park were busy last month planting these vivid natural gardens designed specifically to attract Monarchs and other pollinators. By the time you read this article, it should be quite colorful! In the future it is hoped that this site can be one where children may be brought to learn about the importance of butterflies and other pollinators, and the sloping hill beside it may serve as a perfect natural amphitheater. This project was done in cooperation with the City of Windcrest.

WINDCREST ANIMAL CONTROL TASK FORCE – Pam Dodson

Flea preventative treatments are a year-round must-have for cats AND dogs! Not only are fleas a nuisance to you and your pets, they can carry diseases that can debilitate your furry friends (and in some cases even cause death). A simple way to test if your pet has fleas is to brush over your pet with a paper towel, or part the hair and look at their skin. If you don't find any adult fleas, you'll likely see their feces (also called "flea dirt") which look like small dark specks.

Fleas ingested by your pet while grooming may result in tapeworms (You may notice what looks like a piece of white rice moving on their bottom or in their stool. This is a sign of tapeworms, which can be treated with oral medication). Adult fleas only represent 5% of the flea population, so it's important to have a routine that addresses all the life stages (eggs, larvae, pupae). Monthly topical combo products (like Revolution or AdvantageMulti) can kill up to 98% of fleas in various life stages and also protect pets from ticks, heartworms (carried by mosquitoes), and some intestinal parasites (roundworms, hookworms) too! Indoor pets are also at risk! Some studies have shown that 1/3 of heartworm infections were in indoor-only pets! Keep your pets healthy and happy - talk to your vet for more info, or join the Windcrest Animal Task Force (TxWeACT) at our monthly meeting (fourth Tuesday of the month @ the Windcrest Golf Club @ 7pm).
