LETTER FROM THE PRESIDENT Hello again neighbors. Lots to talk about this month. The August Board meeting was very well attended with over 160 residents packing the clubhouse making for standing room only. Typically, between 30-50 residents attend the meetings. Many residents could not make it inside for the meeting. So why all the sudden interest? I believe it was because the Board has begun preliminary planning on a clubhouse project. Many residents were attending because of information that had been posted on social media sites including Nextdoor and Facebook. While I agree that it is important for all residents to be informed, some of this information on these sites was and is incorrect. I want to share my personal experience with the Nextdoor site. I was informed by several residents that there were some posts that included misinformation about the clubhouse project and HOA related topics. After reading the posts, I decided to respond to the misinformation with my own post. The point of my post was to caution readers that much of the information in the posts was incorrect and some of the information was based on the OPINION of the author. My post was flagged and removed from the site two days later. My post did not contain any inflammatory or inappropriate language but it did have contradictory viewpoints to some of the other posts. I contacted the site administrators and asked why my post was removed but received no response. I’m aware of four other residents who also had their posts removed without explanation or justification from the site’s administrators. I normally don’t have much spare time on my hands so I don’t visit the social media websites often. But after having my post and other posts flagged for removal and not receiving an explanation as to why, it is clear to me that the administrators of the site have their own agenda, one that includes posts that are not accurate, and on occasion, inflammatory. So why am I sharing this information? Why is it important? The social media websites can be dangerous to individuals who take all information and assume it is correct and accurate. Do you personally
know the writer? If not, you may want to meet these individuals before you buy in to what they have to say. I’m not saying that every post is incorrect and there is some information that is accurate. What I’m recommending is that all readers consider the source. If you want to know the true information and discussions that occur at the board meetings, then you should come to them and hear the info for yourself. Don’t rely on the opinions of others to form your decisions. That in itself is a dangerous practice. This is a very important issue and based on the potential size and cost of the project, there is of course considerable debate on the subject, as there should be. But it has been disappointing to see and hear of numerous instances of heated arguments between individuals via social media and other means that have resorted to name calling, accusations, and borderline harassment. So please, regardless of what side of the debate you are on, I urge you to remain civil. We are one community, and not only are such confrontations not constructive, they are not neighborly. The board's role in this effort is to gather information on this project, present it to the community, take input, and move in the direction that we believe is in the best interest of the community as a whole. beginning, it is hard to please everyone all the time, so no doubt, whichever path we take; there will be some disappointed individuals. The Board members strive to do what is right by the majority of the community
The Clubhouse is open to property owners and their guests Thursday through Sunday, from 9:00AM to 9:00PM. The Clubhouse is closed on Mondays for cleaning.
That being said, please see the article later in the newsletter regarding the latest information on the clubhouse project. As of the August 8th, (the date I’m writing this article) not much has changed over the past two months as we are still in the discovery stages. After hearing the request from some residents at the last meeting, and the fact that a clubhouse project would be a major expenditure for the HOA, the Board has decided to put the project to a vote. Although the Board is not required to put this to a vote, we believe it to be in the best interest of the community. We have not determined the methodology of the vote, so stay tuned for E-blasts regarding the vote and keep yourself and other as informed as possible. We are planning on having the vote as soon and we would like to hear from EVERY resident. As it has been mentioned before in almost every newsletter, if you are not signed up for E-blasts, then please do so you can let your voice be heard. Please see the article later in the newsletter on instructions for getting on the E-blast system.

The Halloween event is arguably the most attended event in the park. As more and more residents move into the neighborhood, the size of the event has grown significantly. In an effort to make the event as safe as possible and to ensure that the event is being attended by TPOA families and their guests, we will make a few changes to the event. Please read about the changes later in this newsletter and take action so your family and friends can have an enjoyable event. With the winter season quickly approaching, so does the annual TPOA Board Member election. The election will be held on December 6th during the TPOA Annual meeting. Again this year, there will be three vacant positions. We will need votes from at least 10% of the property owners for the election to be valid, so if you can’t attend the meeting or don’t wish to attend the meeting, please be sure to vote by proxy. Proxy votes will be e-blasted to residents that have signed up with Spectrum around 10/21/16. Please also see the candidate profiles later in this newsletter. The candidates will be introduced at the October 4th Board meeting @ 7:00 p.m., so please come to the meeting and meet the candidates for yourself and form your own opinion. Timberwood Park Owners Association Board Meeting Minutes August 2, 2016 The Board of Directors for Timberwood Park Owners Association (TPOA) held a public meeting at the TPOA Clubhouse. It was called to order at 7:00 pm with a quorum of Board members in attendance. TPOA Board members present were Doug Eberle, Chris Martinez, Rick Mesa, Greg Matula, Scott Myles, Karen O'Neil, and Craig Zenner.
Treasurer’s Report Mr. Zenner referenced the financial state of the association, reporting that TPOA’s total amount of money in all accounts at the time of the meeting was $515,222.01. Approximately $34,000 in delinquent assessment fees remained outstanding as of July 31, 2016.
Social Events Update
Board Election Timeline Mr. Myles then discussed the timeline for the upcoming TPOA Board elections. Three board positions will be open. A e-blast would be sent out to property owners on August 3 announcing the election and calling for interested candidates to fill out a candidate profile and return it to Spectrum by August 11 so that it and other profiles can be included in the September newsletter. All candidates will then be introduced at the October Board Meeting and will be given the opportunity to speak. Annual meeting notices and proxy/ absentee ballots will be sent to the printer on October 19 and will then be mailed once they are printed. Proxy/absentee ballots will also be e-mailed to all residents on October 24. The date of the Annual Meeting and election is December 6.
Projects Update
Ms. O’Neil reviewed upcoming Music in the Park events. She also stated that the Board is working on making procedural changes to the Halloween in the Park event to help reduce the number of individuals who are not Timberwood Park residents or are not invited guests of Timberwood Park residents. She noted that more details on these changes would be announced via e-blasts and newsletter articles.
Pavilion columns – Mr. Myles stated that the stone/masonry work on the columns had begun. New swing set – Mr. Myles noted that the new swing set had been installed and work to install protective ground cover and borders around the swing set was nearing completion, and it should be completed within 10 days from the meeting. Volleyball court – Lastly, he reported that work to install a 9-foot netting enclosure around one of the sand volleyball courts along with other improvements to the court would begin within two weeks of the meeting.

After Mr. Eberle’s update, there was considerable discussion among all in attendance. Major points discussed included several individuals’ desire for a vote of all Timberwood Park property owners that would allow them to approve or disapprove moving forward with the project. The state of the association’s reserve account was also discussed. The reserve savings account is currently funded at $120,000, however Mr. Zenner noted that the association has much more cash on hand and has budgeted to add additional money to the account this year. Mr. Eberle noted that in the 2014 Reserve Analysis Study, which is posted on the Spectrum website, the Ideal Accumulated

Clubhouse Update If the project does indeed move forward, it would most likely be partially financed through a loan. In order to estimate potential loan costs, a local bank was contacted to determine potential interest rates and financing terms. The board has created a quick financing spreadsheet model in order to weigh these options.
While the new or remodeled clubhouse issue continues to generate much discussion, board members have continued research efforts to help determine the best path forward for the project. It is important to note that no TPOA funds have been spent on this effort, outside approximately $30 for the online survey that was done earlier in the year. Another new development is the fact that, at the request of various individuals, a communitywide vote will soon take place so that community members will have the opportunity to vote in favor or against the board proceeding with the project. More details on this vote will be announced soon.
Assumptions in the model are 25% down payment with a 10-year loan at 4.25% fixed rate or a 15year loan at 5% fixed rate. The board has looked at potential build costs of $500,000, $750,000 and $1,000,000. Bear in mind that these are all potential costs and this model is just intended as a tool to give a better picture of what the clubhouse might actually cost us so that an informed decision can be made. Payments will be made out of the annual assessments, so no additional money will be required per household to make these payments. And it would be paid out of annual capital funding that would be budgeted – reserve funds would not be used to finance any part of this clubhouse. We are also a very low risk investment for a bank as TPOA assessment income is very stable.
Since the last update, board members have met with the City of San Antonio to research compliance requirements that will be needed from the City side. The park is currently an unplatted area within Bexar County and is within the ETJ of the City of San Antonio. Permits must be filed with the city in order for us to make improvements. Board members have also met with the county Fire Marshall. The board has also begun to interview several local architecture firms and has received two bids at the time this article was written to create schematic level concept designs for the clubhouse. The firms have been asked to review options to remodel or to build from scratch. The board is in the process of reviewing these bids and is discussing with additional firms.
The table below summarizes the two loan options and three build costs to put financing into perspective. Again this would be paid from our $217 a year assessments, with no increase needed. And, the association already has enough cash on hand to cover the down payment, without touching the reserve fund.

How are ideal reserves amounts calculated? The Ideal Reserve fund is an amount of cash that is recommended to be saved to repair or replace major assets of the Association. To calculate the Ideal Reserve amount for a given capital asset, divide the assets age by its useful life and multiply by the assets current replacement cost. A simplified way to think of this is if you use cash to purchase a car for $20,000 today and you assume the car has a useful life of 10 years, you don’t immediately put an additional $20,000 in a savings account to replace the car tomorrow. Instead, you put $2,000 per year in savings. At the end of 5 years, your Ideal Reserve would be $10,000 and at the end of 10 years, you have enough to purchase another car. This equation is applied to all identified assets. Each asset’s Ideal Reserve amount is then summed together to arrive at the total Ideal Reserve amount.
TPOA’S RESERVE FUNDING EXPLAINED In recent weeks there has been discussion and confusion among some residents on the state of TPOA’s reserve cash balance, and the findings of a reserve study that was commissioned and completed by the TPOA Board in 2014.
According to the reserve study performed in 2014 Ideal Reserves were listed as $187,908. Several major items listed in the 2014 study, including the playground, pavilion painting and pool filtration system have since been replaced. The board maintains a Reserve Funding Schedule, which estimates the current Ideal Reserves to be approximately $165,000. Annually the TPOA board of directors prepares a detailed budget to ensure funds are available to meet maintenance and operational costs of the association. Additionally, funds are budgeted for reserve to cover the replacement of those capital assets that have exceeded their lives and are no longer of use or for assets that have unexpectedly failed regardless of their remaining life. Within the TPOA’s 2016 budget $60,000 has been earmarked to be placed in the existing reserve fund. Currently, TPOA has $125,280 in reserve as of August 10th, 2016. The 2016 year-end Ideal Reserve amount is projected to be approximately $180,000. Bear in mind the reserve is only one of TPOA’s savings accounts. The TPOA has always been mindful to keep excess cash on hand and adequate insurance coverage to cover unexpected requirements and/or catastrophic events.
What is a reserve study? A reserve study is a long-term capital budget planning tool which identifies the current status of the reserve fund and a stable and equitable funding plan to offset ongoing deterioration, resulting in sufficient funds when those anticipated major common area expenditures actually occur. In 2014 the TPOA contracted Armstrong, Vaughn & Associates to conduct a study on the associations capital assets. The initial step of the reserve study was to identify and quantify the associations existing capital assets. Subsequently, for each asset, the replacement cost, useful life, and remaining life were assigned so an Ideal Reserve Funding Schedule can be constructed.

Please Be Respectful/Mindful When It Comes to Bulky Waste Bulk Pick-up Guidelines Acceptable Materials for bulk collection include: • Furniture and large appliances (excluding refrigerators) • Household garbade and cardboard (including items that don't easily fit into the trash cart) • Yard debris (including items that don't easily fit into the trash cart; the lid should closed completely for standard collection; see additional requirements for preparing yard debris below*) When preparing yard debris for bulk collection, remember the three B's: Bagged, Bundled or Boxed! • Grass, leaves and other small items should be bagged and ARE NOT to Exceed 50 pounds per bag. • *Tree limbs and cuttings cannot be longer than four feet and must be bundled and tied with twine, string, duct tape or similar cord so one person can handle them. There continues to be a problem in Timberwood Park with illegal dumping, especially in or around empty lots and home construction sites. Not only is this unsightly for the neighborhood, it is illegal and you can EH FLWHG DQG ÀQHG E\ ODZ HQIRUFHPHQW DXWKRULWLHV LI you are caught dumping trash or other waste on another person's property. Please be advised that dumping construction dumpsters is also illegal, and costs the builder and ultimately the homeowner money. Timberwood Park makes every effort to host two bulky waste and brush drop-off events at the park each year, and the next one will be held in November. An announcement of the exact day and time will be made very soon. Another option is the City of San Antonio's Bitters Bulky Waste Collection Center located at 1800 Wurzbach Parkway. They will accept brush and bulky waste from Timberwood Park residents, but there will be an additional fee since we are not an annexed part of San Antonio. Sand Volleyball Enclosure Update The board has received many requests for improving usability and safety of the beach volleyball court at the park. Players usually play beach volleyball in bare feet and the open court that we have requires people to constantly chase the ball across multiple rough surfaces when the ball goes out of bounds. There is a risk of having feet cut on sharp rocks or sticks and the proximity to the parking lot and the caretaker’s driveway means that frequently the ball rolls into areas where they may be moving cars, which could be a dangerous situation.

In order to improve both usability and safety of the court, the board has purchased a 9’ tall netted enclosure that will surround the court. This enclosure consists of padded steel poles which will be embedded in the ground, an overhead cable stretched between the poles outside the perimeter of the court and outdoor rated, UV/Mildew resistant netting, which will hang from the overhead cable using carabiner clips.

PROCEDURAL CHANGES TO HELP ENSURE SAFETY & FUN AT HALLOWEEN IN THE PARK As our neighborhood continues to grow, we have more residents that participate in our events. The largest and most attended event is our Halloween Celebration in the Park. We will be implementing some new procedures this year in an effort to reduce the number of people who aren't Timberwood Park residents or their invited guests, and to keep our residents and their guests as safe as possible during the event. Once the parking lot is full, no more vehicles will be admitted until the event is over. The parking lot W\SLFDOO\ ÀOOV YHU\ TXLFNO\ Entrance and Guest Policy: Residents may bring family members and outside guests in with them provided they show their gate card at the entrance.
