Hardy Oak Blvd/Huebner Rd Connection – UPDATE On Saturday, December 8, 2018 the Stone Oak and surrounding communities came out to support the relaunching of WinterFest and Reindeer Run. Over 2,500 community members enjoyed 30,000 pounds of SNOW, SANTA and Shopping. River City Attractions provided our Carnival this year lending a fun way to entertain the kiddos after a chat with Santa. Performances were brought to us by over 15 choirs and dance groups; as well as fun and interactive vendor booths from our sponsors! Our first annual Reindeer Run benefitting Ronald Reagan HS Spirit drew 250 runners! We greatly appreciate the support of our local business owners at this year’s event! A portion of the proceeds for the run will be donated to Ronald Reagan HS Spirit and a portion of the ticket price for WinterFest will be donated to San Antonio Threads. San Antonio Threads is a local nonprofit organization that assists TEENS who are in foster care or otherwise displaced. They provide NEW clothes, toiletries and other necessities like shoes and jackets to underprivileged teens. Thank you to our community participants and all of our sponsors, including the Stone Oak POA! Your support this year allowed us to bring an amazing community tradition back to life. So, three cheers to each and every one of you!

The City of San Antonio office of Transportation and Capital Improvements (TCI) has informed the Stone Oak POA the Hardy Oak Blvd/Huebner Rd connection originally scheduled to open in December 2018 has been delayed. There have been some CPS and materials delays that impact the illumination of the project. To ensure public safety, engineers have recommended the opening not take place until all lights are in place. Therefore, the opening is now planned for April 2019. This date is tentative as weather, or other delays, could affect the project further. However, TCI will work closely with the Stone Oak POA to ensure residents are kept informed. As part of this project, the City is placing a new stoplight at Summer Knoll/Huebner Rd. This project was originally intended to start in December 2018, but the contractor has been delayed, in part due to the delay with the Hardy Oak Blvd/Huebner Rd connection. Therefore, this stoplight is currently scheduled to begin construction in the Fall of 2019. Again, weather delays or other issues could affect this projection, therefore, TCI will continue to keep the Stone Oak POA informed. TCI is aware everyone is anxiously awaiting the opening of the roads. The hope is once these roads open, some of the morning and afternoon congestion along Stone Oak Parkway will be alleviated. Please continue to watch the Stone Oak POA website at www.StoneOakPOA.com, and the Stone Oak Newsletter for updates.

How to Avoid Late Fees Stone Oak is a Master-Planned Community managed by the Stone Oak POA. If you own property within Stone Oak POA boundaries, you pay assessments to the Stone Oak POA. This applies to residential property as well as commercial property. You can see our boundaries, and read details as to what these assessments are used for on our website, www.StoneOakPOA.com If your property is residential, you also have a neighborhood HOA to which you pay assessments. This can be confusing to some new residents to the Stone Oak area. The purchaser should receive all POA and HOA documents during the “closing” of a residential property sale. The Stone Oak POA documents can also be found on our website, on our “Governing Documents” page. On our “Neighborhoods of Stone Oak” page, you will find a listing of neighborhoods with the name of the designated area representative, and the neighborhood HOA management company. (Please note we try to keep this list as updated as possible, but management companies change from time-to-time, and we have to rely on them to notify our office.) January 2019 assessment invoices were mailed out to all Stone Oak residential and commercial property owners in mid-December. If you have NOT received your invoice, please call our Accounting Staff at 210-490-9481. It is the responsibility of the property owner to notify our office of any changes in mailing address, or any changes that are made to the deed of the property due to death, divorce, etc.

And finally, please realize your privacy is of the utmost importance to us. For that reason, our office accounting records are not joined in anyway with the website registration information. Therefore, even if you have supplied your information, or updated it online through our website, you still need to contact our office to update or change any contact information- address changes, name changes, etc. We are required to have these changes on file in writing from the property owner. Please visit our “Assessment Information” page on our website, www. StoneOakPOA.com for our Account Information Change Form. The Stone Oak POA Office Team

Upcoming Dates of Importance! Mark Your Calendars Now! Saturday, March 23rd Donation & Dumping Event 8:00AM-1:00PM POA Parking Lot (19210 Huebner Road) Saturday, May 4th Free Shredding & Electronics Disposal! 9:00AM-1:00PM POA Parking Lot (19210 Huebner Road)

If you recently sold your property, yet still received an invoice, or, if your invoice came to the attention of the previous property owner, it is possible we did not receive the proper paperwork from the title company that handled the sale. The best way to handle this situation is to first contact the title company, then contact our Accounting Staff at 210-490-9481 with the information they provide to you. It is important your current January 2019 assessment invoice balance reach our office by the last day of January 2019. On the first of each month, late fees are automatically added to any accounts with open balances, until the balance is paid. Ensuring we have your correct mailing information helps ensure you pay your assessments on time- and avoid these fees. If you pay your assessments through your personal online banking system, please set up your payment in enough time for your bank to process the payment, and mail it to our office via US Mail. You can make payments through our website. The link is on our homepage- scroll down about midway to the blue link “Click Here to Pay Now”. This will take you out of our website to a secure payment portal. You can also mail your payment to our office at 19210 Huebner Road, Suite 100, San Antonio, TX 78258. There is also a dropbox outside our entrance. Stone Oak - January 2019 - Vol 24 No 1

Electric Scooters As the City of San Antonio continues to monitor the progression of the use of electronic scooters on City streets, the Stone Oak POA Board of Directors would like to know if you would be in support of the scooters within Stone Oak POA boundaries. We invite you to reply to our survey posted on the homepage of our website, www.StoneOakPOA.com. We are collecting yes/no answers, and will supply Councilman Courage’s District 9 office with the results so he can share with City Council. Any extended comments should be addressed to the Councilman’s office, again, so he can provide community feedback to the City Council. After you reply yes/no to our survey, you can email your comments to District9@SanAntonio.gov, or call the District 9 office at 210-207-0955.

Number Etching for Recovered/Stolen Items Want to make sure your items are returned to you if stolen? Help law enforcement get them back to you quickly- for items like bikes and other large items, find an inconspicuous place and etch a driver’s license number there. What exactly should I etch or engrave? The type of ID and the number. Example: TDL-12345678 Why a driver’s license? Many people mistakenly use a social security number, which can’t always easily be traced by law enforcement. Most driver’s license numbers can be traced easily by an officer’s laptop. Why an inconspicuous spot? It needs to be inconspicuous to lessen the chances thieves will find it and obliterate it. Where can I find a tool? Etching tools can be found at arts/crafts stores, home improvement stores, and department stores. They can be manual or electric. Consider it an investment.

New Year’s Resolutions… For Your Pet! According to a recent Nielsen Survey, physical fitness, spending time with friends and family, and enjoying life to its fullest are among the top resolutions we make every year. Try a new spin on these resolutions this year by including your pets. Like most of us, your pets could benefit from physical activity. Obesity and inactivity are the leading causes of arthritis, heart disease, and diabetes. Physical activity can help minimize these signs of aging. Taking your dog on a daily walk can help them maintain a healthy weight, but how do you exercise a cat? Cats and kittens are willing to engage in active play if their favorite toy is utilized. Many felines like to chase laser lights or feather toys resembling birds. Their acrobatic antics will also provide their humans with comic relief after stressful days. A fun twist is an indoor cat treadmill available at most online retailers (remember to use Amazon Smile for donations to Animal Rescue Connections). The exerciser is a 4-foot wheel that spins with your cat’s movements. What a great way to get and stay in shape together! If your resolution is to spend more time with family and friends, your furry family member may become lonesome. What a great opportunity to adopt a companion for them! Did you know that having two pets is actually easier on you and them? With proper introductions, your pet will welcome a new member into the home, giving them a new friend for play and companionship. They will give you hours of enjoyment, and possibly even some exercise. Stop by our adoption events for cat, dog, and childfriendly companions to add to your home. Saturdays at Petco (281 & TPC Parkway) and Sundays at PetSmart (281 & Evans) from 12 to 4:30 pm. Visit us online at www.animalrescueconnections.org

Trinity Glen Rose District Gets Thumbs Up on Audit Report At the December meeting of the Trinity Glen Rose Groundwater Conservation District (TGR), the Board heard from its external auditor regarding the results of the audit of the District’s fiscal 2018 financial statements. At the conclusion of a brief status report, the lead auditor noted that the District had complied with all applicable American Institute of Certified Public Accountants reporting requirements. “While we are confident in our staff regarding financial reporting and compliance, it is always good to have a positive report from our auditor,” said TGR Board Treasurer Joe Silman. “During the past several years our board members have been focused on improving our financial position including an increase in our reserve funds while still accomplishing our mission of protecting and conserving the Trinity Aquifer. Our board has a fiduciary responsibility to ensure that we have effective internal controls over our financial reporting systems and procedures. While conducting the normal audit work steps, the auditors did not identify any apparent internal control deficiencies. Kudos to the diligence of our staff,” said Silman. Silman also noted that it is normal for small organizations like the Trinity Glen Rose District to receive financial accounting and reporting recommendations from an auditor to help meet reporting standards. However, the auditor identified no significant accounting entry adjustments and no improvements needed in the District’s systems and procedures. You can read and download the audit at www. TrinityGlenRose.com/district-business

Winter Average Period Underway!

By Nathan Riggs (Conservation Project Coordinator - San Antonio Water System) We are in the middle of the annual SAWS winter average period and this article is a reminder that several of you in the Stone Oak area are still running your irrigation systems at least once per week, sending torrents of water off your properties and down the street. If you are one of these homes or businesses still running your sprinklers on dormant grass, you are only causing your sewer charges to increase in the coming year. Why is NOT irrigating in the winter important? Your sewer bill. Yes! Your sewer bill! SAWS uses the period between November 15 and March 15 each year to calculate the winter average. SAWS averages the water consumption over three consecutive billing periods during the above timeframe to calculate the monthly sewer billing charges starting on April 1 of the following year. Why use the winter? Water use for residential customers in the winter is ASSUMED to be primarily occurring indoors, and thus exiting the property via the sewer pipes. Wastewater output is not metered for residential SAWS customers. That’s not a job ANY meter reader would want…hee hee!

Pay Attention to Consumption

If you are irrigating, draining and refilling a pool/spa, or have a bad unrepaired leak during this three-month period, you will see this higher consumption reflected in your metered domestic water use and will be included in that winter average sewer calculation. If you repair a leak during the winter averaging period, call SAWS Customer Service so a bill review can be performed and adjust for the leak (leak repair receipts MUST be provided) to make sure the sewer charges are accurate and don’t include the extra water caused by the leak. NOTE: Irrigation, filling a pool/spa, and regular consumption during the winter averaging period are not eligible for adjustments. SAWS Conservation offers FREE irrigation system consultations to any residential or commercial customer interested in saving water and developing a more efficient irrigation program. There are even cash rebates available from SAWS for certain irrigation system upgrades or permanent irrigation system retirements. Call us at (210) 704-7283 or email consult@saws.org to request an appointment today. Most appointments last an hour and you’ll end up saving water in the long run. NOTE: if there is a freeze and your irrigation goes off, frozen water in the street as a result of irrigation runoff could potentially result in slippery driving conditions that may present even bigger problems than a water waste letter or citation. Please be aware of weather conditions and turn those irrigation systems off. Here’s a New Year’s resolution for you: Next time you’re in the garage (or wherever your irrigation controller is installed), stop by “Hunter” or “Rain Bird” (whatever your brand of irrigation controller) and switch them to OFF or Manual between November 15 and March 15. Your budget will appreciate the attention to detail! Stone Oak - January 2019 - Vol 24 No 1

It’s Bulb Time! By Mark Peterson, Garden Styles and SAWS Conservation For those of us who greatly miss our tulip time in the Midwest, there is redemption and opportunities for a South Texas spring bouquet of tulips, daffodils, and iris. One, however, must be selective to be successful. First, a short review. There are three forms of “bulb-like” structures: bulbs, rhizomes, and corms. Bulbs are oval or egg shaped root structures that when cut open appear to have layers upon layers. Tulips and daffodils are examples. Rhizomes are stems that grow horizontally, just below the soil surface. Gingers and iris have rhizomes. Corms can be bulb shaped but are frequently in the shape of a large bagel. Gladiolus and crocuses are grown from corms.

Best “Bulbs”

Tulips: There is only one tulip that will grow year after year in South Texas and that is the Persian or Byzantine or Clusium tulip (Tulipa clusiana). Traditional Dutch bulbs may be used but they are really only good for one year, so dig up and discard in June. Daffodils: Narcissus will provide consistent color year after year if in the right place, that is, in beds with spring sun and summer shade. Choose the older varieties which are rugged and remain active for years. • ‘Grand Primo’ and Grand Monarque’ (Narcissus tazetta) • ‘Trevithian’ (Narcissus jonquilla) • Paperwhite (Narcissus papyracerus) Iris: Tough, drought tolerant, and deer resistant, iris can frequently be found in old cemeteries throughout Texas. • Bearded iris (Iris germanica) • White flag (Iris albicans) • Hybrid Dutch iris – ‘Prof Blau’, ‘Wedgewood’ Gladiolus: Gladiolus will be the tallest of the “bulbs”. Best planted at several different times in the winter and spring to ensure flowering throughout the year. • Byzantine gladiolus (Gladiolus byzantinus) • Corn flag (Gladiolus communis)

Planting

For all the “bulbous” plants, create a special bed or use a large, shallow container for best results. Use a sandy loam with small amounts of organic matter and an inert material like perlite or decomposed granite. I add a pinch of coffee grounds to acidify the soil. Plant the root structure just below the soil surface – not too shallow, not too deep, but just right.

Maintenance

Water consistently but not to excess. Therefore, no sprinkler systems! Water once every other week in addition to natural rainfall. Water once a week, if no rainfall occurs. Remove dead foliage but do not cut back until September. Divide the beds every other year. Fertilize in the off year fall with any 3-1-2 ratio lawn fertilizer. Enjoy a little Midwest spring and summer in South Texas by planting tulips, daffodils, and iris this week! Veel succes!!! Stone Oak - January 2019 - Vol 24 No 1

Lost & Found

Pets

https://www.facebook.com/StoneOakLostFoundPets

Similar to when it is hot outside, never leave your pet alone in a car during cold weather either. In the winter, a car holds in the cold like a refrigerator and your pet could potentially freeze to death. Dogs and cats get frostbite! Any dog or cat who is exposed to very cold temperatures for more than brief periods of time can develop frostbite. If pets begin to shiver or their eyes, tail, and feet show signs of frostbite such as redness in the early stages and pale, white or patches in more advanced cases of frostbite, bring them inside immediately. Starting a car to warm it up in a garage will trap carbon monoxide. It can only take a few minutes for a small pet to die in a sealed garage with a car running. Be Kind: Keep your pets in the house when it’s cold outside.

NEIGHBORHOOD REPRESENTATIVES The Neighborhood Representative Committee meets the second Wednesday of each month (with the exception of December and January) at 7:00PM in the Director’s Room at the Club at Sonterra. These meetings last about one hour, and are designed to assist in communication between residential neighborhoods and the POA, while providing the opportunity for communities to ask questions, and trade valuable ideas and information. Past speakers have included SAWS, CPS, the City of San Antonio, SAPD, and Allied/Republic Waste. This group is vital to the Stone Oak community, and its members are usually the first to receive valuable information and updates from the POA. Many entities such as SAPD, CPS, and SAWS also have come to rely on them to get information out to the public quickly. If you do not see a representative listed below for your neighborhood, please consider volunteering. (A neighborhood is welcome to have two representatives and alternate attendance.)
