be. You should call a licensed company that can make sure your water quality meets all of the State of Texas standards. They will not only check the well equipment but also take samples of the water. There are several things you should be doing at least once a year to make sure your water does not become contaminated. A good checklist for you to follow can be found on the following page.

Well, Well, Well

Conduct an annual well maintenance check, including a bacterial test, is recommended. For a small fee, the San Antonio Metropolitan Health Department will conduct this test for you. Drinking water should be checked any time there is a change in taste, odor or appearance, or when the well system is serviced.

What every water well owner needs to know about their private source of water

Keep hazardous chemicals, such as paint, fertilizer, pesticides, and motor oil far away from your well.

Whether you own a large public supply water well, irrigation well, agriculture well or a small homestead residential water well, there is some basic information you must know about your well to ensure you maintain the overall quality of your personal water supply. And if you think about that for a moment, you’ll find that there are not many more things important than that.

Periodically check the well cover or well cap on top of the casing (well) to ensure it is in good repair.

“We frequently get calls here at the District at the with residential well owners regarding problems with their wells,” said George Wissmann, Trinity Glen Rose Groundwater Conservation District general manager. “The callers will either be without water or something has happened to the water quality. When there is a company providing water service, you just call them to resolve any issues. When you’re the water supplier, it’s a different ballgame.” What if I run out of water? The first piece of information you should about the overall maintenance of your well is the depth of your well and property elevation. Next you need to know how deep the water pump is set in the well. With these two pieces of information and a quick call to your groundwater district, you can find out whether the water level in the well has dropped below the level of the pump. The groundwater district can let you know the levels of their monitoring wells that could correspond to your own well. Lowering the pump inside the well might be the best remedy here. What about when the water quality changes? This situation is the most important for you to monitor. Typically, the source of the water will not be changing, but conditions above or around the well could

Don’t allow back-siphonage. When mixing pesticides, fertilizers, or other chemicals, don’t put the hose inside the tank or container. When landscaping, keep the top of your well at least one foot above the ground. Slope the ground away from your well for proper drainage. Take care in working or mowing around your well. A damaged casing could jeopardize the sanitary protection of your well. Don’t pile leaves or other materials around your well. Keep your well records in a safe place. These include the construction report, as well as annual water well system maintenance and water testing results. Be aware of changes in your well, the area around your well, and the water it provides. When your well has come to the end of its serviceable life (usually 20+ years), have a qualified water well contractor decommission it after constructing your new system. Water well drilling, well plugging or well modifications in the Trinity District require an authorization from the District. Please contact the TGR District if you have questions

“There are several great sources of information well-owners can access for help,” Wissmann noted. “People can call us at the Trinity District, or they can find a wealth of information online. One of our favorite websites is published by the National Groundwater Association (NGWA)- www.WellOwner.org. The Texas Groundwater Protection Committee set up by the State is also a great resource for folks- www.tgpc.state.tx.us. The most important thing to remember is that while private water wells are typically expertly engineered and constructed, they must be maintained on a regular basis.” Stone Oak - August 2018 - Vol 23 No 8

Stone Oak Eagle Scout Project Shows Love Through Music for our Neighborhood’s Elderly Mothers By Rebecca Swegle

A Boy Scout’s eagle project usually creates mental images of dusty boys building trails or painting picnic tables. Stone Oak area scout, Sam Garcia, also used his eagle project service hours to build a beautiful path, but without hiking into the literal wilderness. Sam’s trail was a musical one that traveled across generations into the hearts of elderly mothers in the community. The fifteen year-old created a red carpet event, inviting members of Independence Hill and other venerable members of the area for an evening of entertainment and goodies. The event was appropriately named, “A Night with the True Stars: A Tribute to Mothers.” Our neighborhood’s senior ladies were escorted down the red carpet by Scouts of troop 429 as they arrived at the Church of Jesus Christ of Latter-day Saints’ Stone Oak building on Knights Cross. They were then treated to an evening of music, which featured some of the Stone Oak’s musical talent. Before each performance, every performer shared some fond memories of their mothers, telling how a mom’s love and support helped them become who they are today. Singer Brandon Mace, who is now a public affairs officer in the Army, recalled how his mother would always spend hours making musical theater costumes for him when he was young. Performers also included highly skilled young violinists: Sara Garcia, and sisters Viviana and Ingrid Peters. Husband and wife musicians Samuel and Kiley Hobbs played viola and cello, respectively. Those who gathered were treated to a heavenly harp solo by Nathan

Sharplin, who works at Reagan High school as the Assistant Director of Orchestras. David Bacerott thrilled the ladies with a couple of authentic hip-shaking Elvis songs, while his brother, Derek, had them blissfully swaying in their seats to the Bee Gees. Even the Beatles were represented as Adam Keller serenaded the ladies with his guitar to the tune of “Yesterday.” The night concluded with neighborhood elementary children presenting the visitors with flowers as seven year-old Daniel Garcia sang, “I Often Go Walking,” a song that ends, “Dear Mother, all flowers remind me of you.” Sam Garcia’s idea and hundreds of volunteer hours baking, decorating, and practicing all combined to show love to some of our community’s oldest mothers through the power of music.

Watering is needed only in the absence of rainfall. We often have to deal with drought, so you make want to rethink how much grass you have in your landscape. If you do have grass, remember that this is not the British Isles. Our grass does not need to be watered constantly and can survive with once-aweek (or less) watering. Insects may attack our lawns. Besides using an insecticide, the organic option is to apply beneficial nematodes in June and early July. After that, this option is not effective against turf insects.

Summertime To-Do List For Your Yard Mark Peterson, SAWS Conservation

Summertime may be filled with lazy days and scorching afternoons, but there are still important gardening projects you can do in your landscape. So apply some sunscreen, put on a protective hat and head outside to do some chores – all while taking the time to smell the blooming roses, salvias and crepe myrtles. Lawn Grass grows the fastest and strongest during this time but to maintain healthy grass and prevent annoying weeds you need to mow often. Ideally, it’s twice a week but at least once every week days is OK. Mow St. Augustine at 3 inches; zoysia at 2 inches; Bermuda at 1 ½ inches; and buffalo or one of the other native mixtures at 4 inches or more. Avoid cutting off more than one-third of the grass blade length.

Annuals Summer is a great time for annuals, but annuals require more watering than perennials. A few exceptions to this rule: zinnias, periwinkle vinca, and cosmos. Water them four or five times and go on vacation. Perennials Prune off spent flowers and the top one-third of the plant in mid-July. This dramatically improves flowering come fall. Water every other week in the absence of rainfall. Some perennials will naturally go dormant in the heat of the summer. This is normal so do not panic. They will rebound with growth and flowers in the fall. Roses and trailing lantana are examples. Others such as lantanas and esperanza thrive in the heat. Be sure to mix a variety of perennials. Trees Sit back and enjoy the shade. Not much is necessary at this time. Water occasionally. Remember, the most important watering was done in spring and early summer. For palms, on the other hand, it is the time to plant! It is important to water frequently and lightly initially, as overwatering is the main cause of death for palms. Once established palms are great in the landscape – they only need water once or twice a year!

Beat the Heat: Plant Herbs! Mark Peterson, SAWS Conservation

The weather extremes of summer can make even the most callused gardener cry. So let's hail the heroes of the landscape — herbs! For many gardeners, herbs are the answer to their prayers. Among the most popular to grow in San Antonio:

Oregano

Lemon balm

Thyme

Mint

Rosemary

Chives

Most herbs need full sun to thrive, but a handful such as mint and parsley can tolerate partial shade.

late summer, trim herbs back by no more than half to reduce their need for water and create a fuller plant.

Give all herbs a home with well-drained soil – their roots will rot if kept continually wet. If your soil consists of heavy clay, remedy the problem by mixing in some organic compost, inorganic decomposed granite, or expanded shale. In mid-to-

Nothing survives the summer heat better than herbs, and they're perfectly content just planted in a pot. Find a sunny corner of your patio or deck and put your feet up. Herbs are practical, tough and easy to grow.

Code Enforcement What We Can and Cannot Enforce

• Paint all cuts and wounds on oak trees within 30 minutes.

- Gerald Roebuck

• Remove Red Oaks identified with Oak Wilt.

Code Enforcement ensures the City’s property use and maintenance codes, inoperable vehicles, and other quality of life related codes are followed. However, we’re frequently asked to look at issues not under our purview, such as:

• Know where your firewood comes from. Don't transport unseasoned firewood from diseased Red Oaks.

Mold isn’t regulated by any city or Texas law. Frequently, it’s a result of a plumbing leak, leaking air conditioning duct or a defective roof. The best way to address this is to find and repair the source of moisture. Once done, mold can usually be cleaned using household cleaners marketed for this. Be sure and follow all the safety precautions on the label of the product. For information on mold assessors and remediators, visit the Texas Department of Licensing and Regulations (TDLR) website at www.tdlr.texas.gov/mld/mld. htm Blowing leaves unto the street is a frequent complaint and the City discourages this practice. Though mentioned in City code, its intention is to prohibit the bulk discharge of grass and leaves and doesn’t apply to incidental discharges created by lawn maintenance. Enforcement authority (Ch. 34 of City Code) is granted to the CEO/President of the San Antonio Water System (SAWS) and/or their designated qualified SAWS personnel. You can contact their complaint hotline at (210) 223-2290. Noise nuisances are regulated by the San Antonio Police Department (SAPD). To report them, call the non-emergency number at (210) 207-7273. Graffiti abatement of State highways, CPS Energy boxes, Union Pacific infrastructure is done by other agencies. The DSD Graffiti Team partners with respective City, State and private agencies to get rid of this unsightly problem. For a comprehensive list and contact information, visit us at: www. sanantonio.gov/CES/Graffiti/Abatement Deed restrictions are enforced by the mandatory neighborhood association in which your property is located. Usually exceeding City code, they’re private, contractual agreements between the subdivision developer, buyer and owners of real estate. If there isn’t an association, there’s usually an applicable City code to address health, safety and public nuisance violations. Gerald Roebuck is a Supervisor with more than 33 years of experience in the field of municipal code enforcement.

Tree Pruning Tips

- Mark C Bird, City Arborist Because trees are an important public resource that enhance the quality of life, add value to properties and reduce energy costs and pollutants, it’s important to hire a City of San Antonio Licensed Tree Maintenance Contractor to prune them. They have been properly trained and know our City’s regulations and requirements. Oak Wilt is a deadly fungal disease that infects and disables the waterconducting system in oak trees. All Oaks are susceptible to this disease, but some species more than others. With no known cure, methods to control and treatments are expensive and not guaranteed. Here are some tips to help prevent Oak Wilt in your neighborhood: • Minimize pruning oak trees between Feb. 1 and Jul. 1. This is when the Oak Wilt fungus is most active. • Best time to prune trees is either in the middle of the summer, when temperatures are the hottest, or in late fall/early winter months when temperatures can be the coldest. Stone Oak - August 2018 - Vol 23 No 8

If you suspect Oak Wilt in your neighborhood, contact the Texas Forest Service at (210) 494-1742. For additional recommendations and information, visit the TFS Texas Oak Wilt.Org website at: www.texasoakwilt.org/oakwilt/ oak-wilt-management/ Eight Step Program to Oak Wilt Management at www.plantdiseasehandbook. tamu.edu/landscaping/eight-step-program-to-oak-wilt-management/ Mark C Bird is San Antonio’s City Arborist.

National Background Checks for Contractors - Phil Laney

Homeowners often say “my home is my castle.” But even if our homes don’t have towers and a moat, homeowners still want to feel protected, like when hiring a contractor. The Development Services Department (DSD) requires all home builder and home improvement contractors to be registered with the City of San Antonio. Several criteria must be met, and only registered contractors can acquire the needed permits for their projects. As of April 1, contractors must now pass a national background check through the Federal Bureau of Investigations (FBI) prior to the issuance or renewal of these license types. The FBI background check reviews an individual’s criminal history at the local, state, and federal levels. The previous requirement was limited to information in local San Antonio Police Department (SAPD) records, which didn’t include information on other locations in Texas or in the U.S. The FBI national background check will be required when Home Builder and Home Improvement contractors are applying for their initial license or renewing their license. DSD is instituting this new customer protection initiative in response to unscrupulous and fraudulent contractors that have abused the trust afforded to them. Unfortunately, an increasing number of incidents have been documented in recent years where individuals licensed by DSD proceeded to commit crimes. These bad actors represent a very small percentage of the licensed contractors. We hope these additional steps will deter unscrupulous actors. If certain violations are present on the background check, a contractor’s license could be administratively cancelled or suspended. In addition, these violations may result in the Building Official (DSD Director) denying a firsttime initial registration. The addition of the national background check requirements ensures that we, as a department, are doing our part to prevent undue risks to customers receiving home building and remodeling services in their homes. The vast majority of licensed contractors are committed to providing their customers – our San Antonio residents – with the highest level of service and product delivery. For those few bad actors, these new requirements may deter future crimes against our residents. Information on how to obtain a national background check can be found at www.sanantonio.gov/DSD/Contractor, under the “Building.” You can also call us at (210) 207-1111. Phil Laney is a Sr. Special Projects Manager over the Code Enforcement Special Units. He has been with the City of San Antonio for 7 years. ©Neighborhood News, Inc. PAGE 6

Featured Pet of the Month Hondo is a 7 year old, 73 lb, Male, Collie/Husky mix Pet ID: #A36465071 Hello, I’m Hondo! I’m one of the remaining Hurricane Harvey dogs at ADL. I’ve been searching for the perfect home since September of last year. Unfortunately, I haven’t had the best of luck in finding a forever home but I refuse to give up! When I first came to ADL I was so bashful that I would hide in my kennel. I’m trying my best to be more brave! I don’t hide so much in my kennel anymore. The staff here has been patient with me and they’ve shown me how nice and caring people can be. I already trust the familiar faces around here and I know that I can learn to trust more people too! I’m just looking for someone who’ll give me that chance to be their best friend. It will take some time for me to get to know you. I love routines so I’d prefer to stay on the same daily routine away from too much action. I like to run, I sometimes “talk”, and I know how to strut for the girls! So if you have a calm female dog at home, we can be friends even faster! If you’re willing to help me be more brave and have a calm home for me, then let’s get to know each other better. I will be happy for someone to give me that chance!

ABOUT HONDO:

Hondo is one of our Hurricane Harvey dogs who's been at ADL since September of last year. Hondo was incredibly shy when he first arrived. He's come a long way since then! He's still a bashful boy but is learning to be more brave. He's warmed up to familiar faces around ADL. He enjoys running around in the play yards with his doggy friends and he especially likes hanging out with easygoing female dogs. Hondo is looking for a calm home where he can take it easy with his person. Visit ADL's main campus to meet Hondo.

NEIGHBORHOOD REPRESENTATIVES The Neighborhood Representative Committee meets the second Wednesday of each month (with the exception of December and January) at 7:00PM in the Director’s Room at the Club at Sonterra. These meetings last about one hour, and are designed to assist in communication between residential neighborhoods and the POA, while providing the opportunity for communities to ask questions, and trade valuable ideas and information. Past speakers have included SAWS, CPS, the City of San Antonio, SAPD, and Allied/Republic Waste. This group is vital to the Stone Oak community, and its members are usually the first to receive valuable information and updates from the POA. Many entities such as SAPD, CPS, and SAWS also have come to rely on them to get information out to the public quickly. If you do not see a representative listed below for your neighborhood, please consider volunteering. (A neighborhood is welcome to have two representatives and alternate attendance.)
