THE COMPLICATIONS OF IMMIGRATION NATION

There are an estimated 42 million immigrants in this country. It is estimated that 11.3 million of those are undocumented/illegal. In 2013, immigrants contributed $1.6 trillion to the total US gross domestic product (GDP). Giving legal status to those 11.3 million undocumented workers would inject around $832 billion into the U.S. economy, and $109 billion in new tax revenue over a ten year period. A pathway to citizenship would permit undocumented workers to contribute even more meaningfully by joining the formal economy. Immigrants are consumers as well as employees. They contribute to the economy by purchasing services and goods. When money is put back into the economy, businesses are more successful. When businesses are more profitable they need and can afford to hire additional employees. In fact, immigrants are much more likely to start their own business than nativeborn Americans.

Recently, the National Academy of Science released its annual report looking at the effects of immigration titled “The Economic and Fiscal Consequences of Immigration.” The report acknowledged there were both pros and cons to immigration but ultimately concluded that immigration is “integral to the nation’s economic growth. The inflow of labor supply has helped the United States avoid the problems facing other economies… In addition, the infusion of human capital by highskilled immigrants has boosted the nation’s capacity for innovation, entrepreneurship, and technological change.” According to Pia Orrenius, who served on the Academy panel that produced the report, “immigration fuels the economy. When immigrants enter the labor force, they increase the productive capacity and raise GDP.” They keep the labor market flowing by entering areas and industries where there is a

need for workers. As our Baby Boomer population and work force ages, we will need immigrants to fill those gaps.

The Academy’s report found that less-skilled immigrants working for low pay lowered the costs of goods and services for millions of Americans.

Some of these consumptions costs include child care, construction, health care, and food preparation. But this also drove down wages for domestic workers. The benefits of immigration are reaped primarily by the owners of capital, eg the business owners, land owners, and investors. Immigration of less-skilled workers “lowers the wages of competing workers.” The negative wage effects are seen largely by low-skilled workers versus high-skilled workers. Native-born high school dropouts seem to suffer the most wage consequences, and they make up about 11.5% of the population, or roughly 25 million people, over the age of 25. Their wages would be higher if there were no immigrants.

But with immigration as it is, there is little impact on the number of jobs available, and or the number of hours available once on a job, to this sector.

Trump has tapped into some of these frustrations of Americans. He still talks of building “an impenetrable physical wall on the southern border” between the United States and Mexico. Interestingly, Border Patrol apprehensions have been on the decrease in recent years. In 2015, the Border Patrol apprehended 337,117 people, down almost 30% from 2014. It has been suggested that tough border control and a slow US economy have contributed to slowed immigration from Mexico. According to the Pew Research Center, more Mexicans have left the US than have entered in the last five years. The number of illegal The New Police Leader Magazine l Summer 2018 13

immigrants from Mexico has actually decreased since 2007, to the tune of 1.1 million. However, Border Patrol still sees a fair number of Central Americans trying to cross the border.

Trump has also spoken of a mass illegal immigrant deportation plan.

Some mayors and other local government authorities have stated that they will remain friendly to immigrants, welcome their presence and limit their cooperation with federal authorities. Some cities have deemed themselves “sanctuary cities,” meaning the city does not ask anyone for immigration status documents and has decided not to pursue any criminal measures, such as deportation proceedings, against undocumented immigrants. Since Trump’s election, at least eighteen sanctuary cities have pledged not to cooperate with federal immigration authorities, including San Francisco, Chicago, Denver, Baltimore, New York, Los Angeles, Oakland, Minneapolis, Portland, Sante Fe, and Seattle. Trump has retaliated by threatening to cut off federal funding to sanctuary cities. On Trump’s website he lists his “10 Point Plan to Put American First” with respect to immigration. Number four is “End sanctuary cities.”

Low-skilled workers stand to gain benefits with a mass deportation of undocumented workers. But the rest of the economy stands to suffer.

The American Action Forum states that Trump’s policy would cause the US economy to shrink by $1 trillion. This figure includes lost labor and money that would be injected back into the economy through the purchase of goods and services. The Institute of Taxation and Economic Policy found that undocumented workers pay nearly $12 billion in state and local taxes each year. It’s estimated about half of undocumented workers do not file tax returns. The Social Security Administration estimates that undocumented workers contribute a net of $13 billion in pay roll taxes each year. This helps strengthen our social security system. Some of those workers qualify for social security benefits, but are not receiving them due to their immigration status. Penn Wharton released a paper in June 2016 titled “The Effects of Immigration on the United States’ Economy.” The paper acknowledged that immigrants can impose a heavier tax burden on local and state governments compared to natives, particularly low-skilled immigrants. These immigrants tend to have larger families and more children utilizing the education system, which is the biggest portion of state government budgets. If the children do not speak English, that imposes even more educational costs. However, the paper concluded that “[t]hese factors impose short-term costs on state budgets. Over the long term, however, the upward economic mobility and taxpaying lifetime of second generation immigrants more than offset the initial fiscal burden.” Overall it is believed they contribute more to taxes than the benefits they use up, but there is a great variance from city to city.

Population decline has been an issue for some American cities, and immigrants have helped with that problem. In order to thrive cities need to have population and economic activity. Immigrants provide both.

population. The rust belt is a region extending from the upper northeast and west into the Midwest (from New York to Iowa) and refers to cities that have suffered population loss, urban blight and economic decline as a result of the loss of industry—steel, coal, automotive, manufacturing, and others. The labor market of many cities in this region revolved largely around big industries. Once those industries declined or moved elsewhere, the city’s economy had difficulty surviving. Detroit has been affected by the decline of the automotive industry. Dayton has dealt with negative consequences by the relocation of the manufacturing industry further west or overseas. Scranton, Pennsylvania suffered from the loss of the coal industry.

For Gary, Indiana it has been the struggling steel industry. The US steel industry has not had the most success competing with cheaper Asian steel. Gary Works, owned by US Steel Corporation, employs 5,000 people currently compared to 30,000 back in the 1970s. Recently, 300 workers were laid off and the coke plant in Gary was closed down. Trump has said that he plans to put steel workers back to work, suggesting that trade deals are to blame for the loss of jobs in this industry. However, the argument has been made that technology and automation, rather than bad trade deals, are the reason for the loss of jobs in the steel industry. Steel production began to require less workers as technology advanced. Historically speaking, steel workers are paid better today than in the past, but fewer of them are needed.

There are some cities targeting refugees to come and populate the local workforce. Eighteen “rust belt” cities have implemented programs to attract refugees. Columbus, Ohio was one of the first cities to reach out to immigrants. Other Midwestern cities have jumped on board – Indianapolis, Louisville, and Dayton, Ohio. Other “rust belt” cities such as St. Louis, Detroit and Baltimore have joined these welcoming cities.

The cities work to provide environments where immigrants can establish themselves and assimilate more quickly. Some of those efforts include partnering with local companies and nonprofits to provide translation and interpretation services, English and citizenship classes, job training, and business loans are offered to those who want to start their own

business to encourage entrepreneurialism. Programs are implemented to help nurture immigrant businesses, promote entrepreneurship, and work to lower the barriers to entry and growth of these small businesses. Some cities have partnered with companies to provide seed funding and technical assistance to help jumpstart these companies.

Other initiatives include placing refugees in rehabilitated homes and creating programs to retain international students. Companies are also establishing themselves in these cities to help integrate immigrants into the job market. Some companies, such as Upwardly Global, specialize in integrating high-skilled immigrants into the workforce. Highly skilled immigrants make an extremely positive contribution to the economy.

These immigrants help to increase per capita growth, as well as help increase wages and employment on the national level. In key technology fields at our universities, a majority of the graduate students are international students. Half of America’s start-up companies that are valued at over $1 billion were created by immigrants. Immigrants hold a third of our patents.

Immigrants have excellent potential for revitalizing neighborhoods and urban communities, especially those with vacant and distressed properties. Rust belt cities are experiencing significantly higher immigrant population growth. The Fiscal Policy Institute released research in 2016 that shows that there is a higher percentage of immigrants who could qualify as home-buyers in the rust belt cities.

These cities suffer from distressed real estate and immigrants could offer a solution to that issue. In Detroit, almost a quarter of the city’s properties are held by the city’s land bank. Land banks maintain and manage vacant, abandoned and foreclosed properties. Land banks give communities the opportunity to repurpose these buildings, or demolish them and create green spaces, for example. Land banks should focus on immigrants as potential home buyers. Detroit’s city council approved of the creation of a municipal identification card which will help immigrants open bank accounts and obtain mortgages and gain access to social services. Some states require state or federal-issued identification, which an undocumented immigrant would not be able to obtain. Some cities

are actively working to circumvent these requirements and provide opportunities to a growing segment of our society.

Immigration is a complicated issue, full of encouraging pros and concerning cons, and affecting different segments of society differently.

Everyone is not going to win, but it is important to look at the larger effects of immigration rather than just the immediate consequences.

Time will tell how Trump will implement his immigration policy and what that will mean for undocumented immigrants, immigrants who have been able to stay here due to Obama directives, and those who want to come to this country in the future. We should all remember that we are a nation of immigrants.
