New From the Depar tment Of Community Standards By Karen Katsos

ommunication is of the utmost importance to us in the Department of Community Standards. We want to assist our members with any questions regarding guidelines, standards, procedures, rules, complaints or other issues. We are also continuing to expand our outreach efforts. If you sign up on our website, www.plpoa.com, and register your email address, we will send you weekly announcements (E-blasts) of educational opportunities, changes in our procedures or improvement standards and let you know when the bears are out of hibernation visiting our community. These E-blasts also update you on road construction that may affect you, the latest fishing and lake news, volunteer opportunities, dances, recycling events, flea markets, music events and more. They are titled “Community News and Announcements” also available on our website and accessed under “Stay Connected”. When changes in standards or procedures are approved by the Board of Directors, in addition to sending out announcements in our E-blasts to our owners who are on the Association’s email mailing list, we are sending emails to our list of contractors who have history of working within the Pagosa Lakes POA. If you have a contractor who would like to get on this list, please ask them to contact our office at (970)731-5635 ext. 202 or karen@plpoa.com. These e-mailings can also be useful for letting contractors know about events which may be of interest to them, such as our annual Wildfire Defensible Space educational event that covers how to create defensible space to protect your property from wildfires, and both construction techniques and materials that can help protect properties if a wildfire does move through an area. We always encourage our owners to contact our office when planning on doing any improvements to the exterior of your homes or on your property to determine if you need
to submit an application or written request. Most exterior and property improvements or changes require a project permit application which must be submitted to our office for Environmental Control Committee (ECC) review and approval, before a project should begin. Many projects do not require a fee to be paid for their review. Most projects require a $30 fee, and some require more. For more information, please visit our website and look for “Building, Planning and Permits” or give us a call at (970)731-5635. If you receive a Courtesy Letter from us, please contact our office if you have any question or difficulty with the letter’s stated issue. It is always our desire to amicably work with our owners to resolve issues. Our office can assist you in receiving some of the services we provide, referring service providers, and working closely with our property owners to achieve compliance. The newest member of the Department of Community Standards is our Community Liaison, Malicia Thatcher; she welcomes communication and will make every effort to work with you. If there are circumstances we are unaware of that make it difficult or impossible for homeowners to maintain their properties properly, please let her know what the issue is. She will do all she can to assist you in finding a solution.
PLEASE REFER TO OUR “UPDATES: PROCEDURES AND STANDARDS”, WHICH ARE IN EFFECT, SOME BEING NEW STANDARDS WHICH WERE ADOPTED BY THE BOARD OF DIRECTORS SINCE JANUARY 2016.

SUMMER PROJECTS A
number of exciting projects are on tap this summer aimed at improving outdoor and recreational amenities in Pagosa Lakes. First and foremost on this list is the construction of the Vista Blvd multi-purpose trail. As many of our owners may recall the Association in partnership with Archuleta County was awarded a Colorado State Trails grant this year to help fund several key segments of new trail construction in Pagosa Lakes. A contractor was selected in May after a very competitive bid process and construction is set to begin early summer, in fact by the time you receive this newsletter much progress will have been made. The trail will run parallel to Vista Blvd from Park Avenue and northerly to the existing trail on Lake Forest Circle. We plan to have a Grand Trail opening later this summer inviting owners to come and take a walk or bike along the new path and enjoy some drinks and snacks, we’ll announce the date for this event as we get closer to completion. Some upcoming trail projects are being funded in part by the State Trails Grant, including an extension of the North Pagosa Blvd trail and a segment of crusher fine hard surface trail in the Hatcher area. The North Pagosa Blvd trail will extend from Edgewater north to Lake Forest Circle. This segment may be completed later this summer or early fall. The Hatcher area trail will extend parallel to North Pagosa Blvd from Saturn Drive southerly to Hatcher Circle and National forest access. The Edgewater segment may be completed later this summer or early fall. Some possible good news regarding the North Pagosa Blvd bridge that spans the spillway across the Village Lake dam, there have been some serious discussions with the county regarding the roadway and sidewalk on the bridge, it is our hope that this will be re-furbished in the near future with a new road surface and a separate 5 foot wide sidewalk complete with hand railing. We will need to secure funding for this segment.

more folks enjoying Vista Lake as a great place to come stretch the legs, walk the dog and enjoy some great scenery, waterfowl and wildlife. The four larger lakes were all stocked this spring with heavy numbers of rainbow trout, largemouth bass and crappie, and the fishing has been great. We also worked on addressing some trouble areas in the lakes with some aquatic weed and algae control efforts this spring. This summer, PAWSD will be pulling water out of Lake Forest to be treated for drinking water distribution via the San Juan Water Treatment Plant. This should not affect lake levels because Stevens reservoir, located above the Pagosa Lakes chain, can be utilized to bring water downhill to the lower lakes when needed. This will also help keep Hatcher at a higher level by taking some of the pressure off of the lake as the primary raw water storage reservoir for potable drinking water in the community. Hopefully, we will receive some good summer rains in order to have a beautiful, green summer.
Additionally, a number of lake improvement projects are being planned. Two new floating docks will be installed at Village Lake and Hatcher Lake. The docks will be installed near the boat launch areas to aid loading and unloading boats, and will serve as a great platform to cast a line in the water. Furthermore, to help improve riparian habitat, a total of 20 large caliper Narrowleaf Cottonwood trees were planted this spring in various areas around the lakes as part of the Vista Blvd trail wetland mitigation. The trees were set in nice deep holes with amended soils and staked and fenced for protection. This summer, a new footbridge will be constructed to replace an aging structure at Vista Lake. This bridge spans the inlet area on the northeastern end of the lake, and it is part of the natural trail that goes around the lake. We are seeing more and 18

NOXIOUS WEEDS
The Association has been working hard for many years to help control noxious weeds in the community through a number of different strategies and efforts and would like to keep the momentum going. Noxious weeds are those plants identified by the State of Colorado as non-native, serious threats to the natural environment and include such weeds as Musk thistle, Leafy Spurge, Canada thistle, Yellow Toadflax and Hoary Cress to name a few of the more common problems. If you have noxious weeds on your property please take steps to control them before they spread to your neighbors’ property. We do have some great information about noxious weeds on our website including weed identification pictures and some control strategies. If you have a heavy infestation we may be able to help with a site visit and for a small charge we can help get them under control. The Association also is utilizing a tractor with a side mounted flail mower to mow roadside weeds this summer to help keep our community looking better. If you have tall weeds along your road you can call the office and we should be able to get it scheduled to be mowed. Over the past couple of years we have been able to get to a majority of the roads at least once, however if there are deep ditches or the weeds are located farther out than our mower arm can reach it may be a little limited as to what we are able to do. plpoa.com
