Board Meeting Minutes April 16, 2019 The Board of Directors for Timberwood Park Owners Association (TPOA) held a public meeting at the TPOA Clubhouse. It was called to order at 7:00 pm by Karen O’Neil with a quorum of board members in attendance. Karen O’Neil introduced Spectrum Management members in attendance for members to talk with after the meeting. TPOA Board members present were Karen O’Neil, Chris Martinez, Craig Zenner, Paul Rutkowski, Ricky Martinez, Shawna Klein and Paula Dimmitt. Approval of Minutes of October 2018 Board Meeting The board reviewed the February 6, 2019 Board Meeting Minutes. The motion to approve the minutes was duly made by Shawna Klein and seconded by Ricky Martinez and the minutes were unanimously approved by the board members. Financial and Management Review Karen O’Neil explained that after working for months with Pacific Premier Bank, their underwriting requirements were changed after receiving information from our lawyer. The bank added that it was necessary before closing for the current deed restrictions to be amended to allow for special assessments in the future if necessary. Ms. O’Neil explained that our attorney confirmed to the Board and the bank that our current deed restrictions do not explicitly grant authority for the Board to levy a special assessment. She also relayed that the Board had no intention to amend our deed restrictions and doing so would require a majority vote of each one of our 65 units and this is nearly impossible to accomplish. The Board has contacted other banks to continue to proceed toward a closing date on a new loan. Paul Rutkowski, reported that Current Total Assets are $973, 227.38 (Operating $718,609.43 + Reserve $254,617.95). Total Accounts Receivable are $180,429.28. Total Other Assets are $36748.16. Total Fixed Assets are $153,230.90. Total Assets are $1,343,636.72 (Operating of $1,089,018.77 + Reserve of $254,617.95).

Current Liabilities Total is $353,319.87. Total Equity is $917,646.77 (Operating: $663,325.16 + Reserve: $254,321.61) Total Net income Gain is $72,670.08 (Operating: $72,373.74 + Reserve: $268.34). Total for Liabilities & Equity: $1,343,636.72 (Operating: $1,089,018.77 + Reserve: $254,617.95) Paul further reviewed a line by line breakdown of the how the above totals were assessed over the past month. Paul also explained his approach to invest “Idle” cash/funds until they are needed, at competitive market rates. He will use several financial institutions to invest in a series of Certificates of Deposit at varying lengths – dependent upon when the funds will be needed. This will include 3 mo., 6 mo., 7 mo., 9 mo., 12 mo., & 15 mo. CD’s. His investment activity will be overseen by the Board and the Independent Owners’ Financial Advisory Committee. Clubhouse Project Update Karen O’Neil reported that we are ready to submit the final stage of permitting once a new loan is secured. Committee Reports I. Financial Advisory Committee: Paul Rutkowski announced the committee members and introduced those which were present at the meeting. Members are: Pete Gise – CPA & CEO; Gina Statham – Auditing government programs and Jai Sondhi – Trust Company II. Social Committee: Paula Dimmitt reported that 30+ volunteers would be helping with the Easter Egg Hunt on 4/20 from 8 am to 12:30 pm. Music in the Park total expenses are approximately $20,000. In addition, each food truck per event had to pay a $50 sponsor fee. New Business I. Pool Opening News: The opening was pushed back to allow for the new gate key FOBs to be issued to assess the park gate and pool gate. The pool will open on 5/3/2019. Our new Head Lifeguard has been hired and on duty setting up and teaching (Continued on page 3)

Gate System Replacement & new Access FOB System: Ricky Gonzales reported the new system is state-of-the-art digital system costing $25,500.00. The FOBs are 64 bit that you wave at the new reader on the front and back park gates. If you have purchased a Pool Pass, your FOB will open the Pool gate. Pool passes can be purchased by check or credit card. Open Forum Karen O’Neil explained that Stephen Barkalow would be starting an Eagle Scout project at the park this summer. He will build a metal hand railing on the stairs between the TWP Park and The Villas. Herb Finmark, Crime Watch Chair, announced that the Sheriff would be present at the June 16, 2019 TPOA Meeting to discuss TWP Traffic Control using off duty constables. Adjournment President, Ms. O’Neil, adjourned the meeting at 7:57 pm to be followed by an executive session. The next Board Meeting will be on Tuesday, June 18, 2019 at 7 pm. Bexar County Sheriff’s Office Alarm Detail Below are instructions and pertinent information from the Bexar County Sheriff’s Office (BCSO) on acquiring an alarm permit. Instructions JJBCSO does NOT accept walk-ins. JJPermits can only be issued through the mail. JJPermits are only good for 12 months. JJIt is the Permit Holder’s responsibility to renew their permit ANNUALLY. JJPlease print clearly or type. JJCashier’s checks, checks, and money orders are the only accepted forms of payment and should bemade payable to BEXAR COUNTY SHERIFF’S OFFICE. Stay Plugged In: Volunteering for a TWP event, you are able to be at the front lines to understand how it is run, know what is going on that affects your property and community, gain an understanding of the rules/regulations/laws, how things are being tackled and have a very active role in finding solutions in building a better community for all. 2. Grow & Be Challenged: Working with other people you wouldn’t otherwise work with can be challenging. It can be frustrating but it is also fantastic as it makes you learn and grown as a person. Anything that challenges us is a good thing!!! 3. Increase Your Network and Build Your Resume: You will work with other people that are outside your usual contacts, this allows you to expand your network of contacts. Volunteering also helps your resume. Any community service volunteering is favorable in the eyes of employers. 4. Personal Satisfaction: Volunteering is extremely rewarding! You may find yourself leading or being involved with projects that you wouldn’t ordinarily ever get the opportunity to do. Completion gives a great feeling of satisfaction from contributing to something that a lot of people benefit from. In a small way, you positively help to push your community forward. 5. Build Community: You get to build community and bring people together. The sense of personal achievement is fantastic! 6. Hone Skills that are Not Used: Sometimes you have a skill set that isn’t getting used at work or at home, so why not put it to use for your community! Keep that skill set from getting rusty. 7. Pay your Dues: Get a real sense of giving something back. We are all here for a reason, and one of the most important reasons is a need of helping one another. Volunteering fulfills that requirement - it’s a personal justification. 8. Make a Difference: YOU really do get to make a difference. Things we personally can do can make a major difference even if it is just ideas or pushing up our sleeves and getting in there with the heavy work - all this helps the community move forward in a positive way. Resources and opinions of volunteers are highly valued. 9. Build Confidence: We all have areas we are unsure of ourselves, if you don’t then you are lying to yourself. Volunteering you often work in situations that can help boost your confidence, all the while by being supported by an organization of fellow volunteers around you. 10. Have Fun!! Finally, you know with the hard work comes a lot of fun, good times, laughter, and you do get a real sense of comradeship. There is not a clique(ness) as some may think, just gratefulness that you are willing to help and donate your time. There are always ways to help. Volunteers are vital to unity within any

If you need suggestions do not hesitate to contact a Board Member. Give to your Community and it will give back to you three-fold. Volunteering doesn’t take much, sometimes it’s just a few hours a week if that and frankly the benefits outweigh any down side. So, what are you contributing to the community?

Actually, this is a reoccurring question. There are two ways to obtain the most recent financial report. The first and timeliest way would be to attend the Board Meetings at the Clubhouse. The Financial Spending Sheet is printed out and anyone there is able to obtain a copy for review. The second way is through the Spectrum Homeowners Website for TPOA. If you have not signed up on the website, we urge you to please do so as it contains a vast amount of information pertaining to TWP property owners. We will walk you through how to navigate the website first with the where to find the financial statements following: How to Navigate the TPOA Website… • Go to https://spectrumam.com/ Once there, click on the left-hand side “HOMEOWNERS”. From there you will sign in with your account (email/password) or create a new account. You do need to be the property owner on record in TWP to access the internal TPOA page. Ownership is verified by Spectrum upon your account creation. • Once signed in you will see our Home Page. Residents Gather to Honor Long-time Timberwood Mascot Red the Dog

By Timberwood Park Pets On Easter Sunday Timberwood Park lost its long time mascot Red the Dog (or Lion, or Bear as he was known by some) to a hit and run driver. Red was abandoned by his original owners about 15-years ago. Due to the overwhelming response from the neighborhood over the loss of Red, a celebration of Red’s life was held at the Craven’s home on 26 April. The turnout was amazing with over 100 residents sharing their stories, photos, and memories of the long time TWP mascot. With Mindy Farek Beltran and Dorothy Tarbox working the details of Red’s cremation and memorial event, residents were given the opportunity to meet the Cravens and express their condolences and love for Red. They were overwhelmed with the turnout. Thanks to generous donations from TWP residents, the cost of Red’s cremation was covered in full and the remaining donations will go to a memorial picture book and a Texas Redbud tree and memorial plaque that will be planted on the Craven’s property at ‘Red’s Corner’ A campaign to remind travelers to slow down while traveling through Timberwood Park has been started with the Slow Down - Remember Red signs that you see posted throughout the community. Timberwood Park truly is a very special community. As one neighbor commented at the memorial ‘What a wonderful neighborhood we live in where the community comes together to share their love for a dog no one could touch’.

Like most Americans, you are probably planning to have a festive Fourth next week. No July holiday celebration would be complete without enjoying the fireworks that celebrate our country’s birthday. And here in the local area, some residents like to start the celebration early. With fireworks going on sale soon, we can expect fireworks to be lit the weekend before through the weekend after the 4th. Unlike people, pets don’t associate the noise, flashes, and burning smell of pyrotechnics with celebrations. Pets are terrified of fireworks, and often panic at the loud whizzes and bangs they produce. The American Humane Association reports that July 5 is the busiest day of the year for animal shelters. The day after Fourth of July and they are “inundated with pets that panicked at the noise of firecrackers and fled into the night, winding up lost, injured or sadly, killed.” Here are some tips on how to prepare to keep your pets safe this Fourth of July holiday. 1. Have Your Pet Properly Identified. This goes for any time of the year. If your pet manages to break loose and become lost, without proper identification it will be that much harder to get them home. Pets should be microchipped. It’s the law within city limits but the smart option regardless of where you live. Collars or harnesses should have ID tags with your phone number and preferably, the pet’s name. 2. Keep your Pet Home and Indoors at All Times! It may seem obvious, but even if your pet is used to being outside, the resulting panic caused by fireworks or other loud noises may make them break their restraint or jump a fence in a terrified attempt to find safety. It can happen in an instant, even if you just let them out for a second to do their business. Provide a safe place inside for your pets to retreat. 3. NEVER use Fireworks Around Pets. While lit fireworks can pose a danger to curious pets and potentially result in severe burns and/or trauma to the face and paws, even unused fireworks can be hazardous. Some fireworks contain potentially toxic substances such as arsenic, potassium nitrate, and other heavy metals. Fireworks, lit or unlit, should always be kept away from pets and children. 4. PLEASE remind guests visiting the neighborhood to adhere to our speed limits and be aware of wildlife and pets that may be disoriented due to the fireworks. The safest and best bet for celebrating this Fourth of July with your pets is to exclude them from holiday festivities altogether. Instead, find a safe, secure spot in the home for your pets while you go out and enjoy the loud bangs, bright lights and spectator fun. Your pets will appreciate the quiet a lot more while you enjoy the festivities. Have a safe and happy holiday everyone! 14
