hildren are agents of discovery from birth as they explore the newness of the world around them turning the simplest of experiences into magical flights of fantasy. Our three -year old granddaughter Marcella is in love with “muddy puddles”, a name that applies Jeff Shabram to any splash of water deep enough to navigate in her “muddy puddle boots”. Her excitement is contagious. Every puddle is a new adventure and she never gets tired of looking for the next one. As the fullness of summer approaches, we need to catch the excitement and reengage our sense of discovery and explore with fresh eyes our own backyard. Located in the amazing Texas Hill Country, the Highland Lakes Area is famous for some of the most beautiful lakes in Texas. Outdoor activities include fishing for everything from bass to catfish, boating on the countless beautiful waterways, trails that challenge even the most avid of hikers and an abundance of swimming holes and beaches for the entire family. Want an adventure, check out Shaw Island, a primitive undeveloped peninsula along Lake Buchannan, or Krause Springs, a spring fed swimming hole that offers tent camping and RV sites. Sometimes the best vacations are nearer to home than you might think. If you are a golfer there are a host of exciting courses that range from the world famous 18- hole course in Horseshoe Bay designed by Robert Trent Jones Sr. to one of the best public golf courses in the Hill Country, Delaware Springs, located in the city of Burnet. Whether a long time resident or a newcomer to our area, take the time to enjoy this guide to the best of the best that our stunning region in Central Texas has to offer. Discovering an oasis in the summer heat By Connie Swinney Highland Lakes Staff

hroughout the Highland Lakes, local residents and visitors alike seek getaways from the hot summer sun. Surrounded by lakes, a wellspring of natural waterways abound. Water seekers can also find a few swimming pools and water recreation venues as well. From the public pool in Meadowlakes to the far reaches of Shaw Island on Lake Buchanan, summer fun in a revitalizing oasis is just a short drive away. Here are few to keep in mind for the family this summer:
• Cottonwood Shores Splash Pad A modest yet exhilarating venue between Marble Falls and Horseshoe Bay is the Cottonwood Shores city splash pad. The venue is free to the public and located on the grounds of the Community Center, 4111 Cottonwood Drive. The waterconscience feature allows youngsters to push a button and activate several ground-based pillars of water which shoot several feet in the air for 15-minute intervals. The venue also features a new playscape nearby. The splash pad is open and free to the public from noon to 8 p.m. daily. Cottonwood Shores features one of two splash pads in Burnet County; the other one is at the YMCA of the Highland Lakes in Burnet.
MAN-MADE SWIMMING VENUES • Meadowlakes Community Pool The Meadowlakes Community Pool is open Memorial Day through Labor Day Weekend. The hours are 1 p.m. to 7 p.m. and the venue is open to the public everyday except on Mondays. Non-resident visitors will stop at the gated entry prior to proceeding onto the grounds of Hidden Falls at Meadowlakes. The municipal pool is located at 220 Meadowlakes Dr. Admission is $5 for resident adults and $3 for resident children 12 and younger. For non-resident adults, admission is $15 and $9 for non-residents children. For more information, call 830-693-3300. The pool is located next to the Hidden Falls Golf Shop and the 19th Hole Bar & Grill. The golf course is a city facility available to the public with membership or day-use fees. The restaurant is a private venue serving appetizers, salads, sandwiches and a full bar and featuring a jukebox and shuffleboard table. For more information, call 830-693-4467. • YMCA of the Highland Lakes, Burnet The YMCA of the Highland Lakes not only features an outdoor splash pad but an indoor Olympic-sized swimming pool and standard family pool. The facility is located at 1601 S. Water (U.S. 281) in Burnet. Members (4 years old and older) can use the pool for free. Non- members pay $8 per person and those 3 and younger get in free. General indoor pool times are Monday through Friday from 5 a.m. to 9 p.m.; Saturday from 7 a.m. to 5:30 p.m. and Sunday from 12 p.m. to 5:30 p.m. The facility also offers swimming lessons for all ages, open swim times, swim team competition and group water exercise. OUTDOOR SWIMMING VENUES • Krause Springs Krause Springs, founded in 1955, is nourished by 32 natural springs; several of which feed a man-made pool and the natural swimming hole which eventually flows into Lake Travis. The venue, carved by the natural flow of water and geological outcroppings, is located at 424 County Road 404 in Spicewood. Krause Springs is a well-known camping and swimming site in Burnet County. The 115-acre property is listed on the National Registry of Historical Sites and has Page 5

• Devil’s Waterhole Devil’s Waterhole, a cove carved into an inlet in Inks Lake, got its name during the time the land was privately owned by an early settler. Nestled in a shallow canyon, the landowner was known to howl out in anger whenever his wagon became stuck trying to cross areas of the waterway. Inks Lake State Park revelers can access the primitive venue on a jaunt through a wooded path. Devil’s Waterhole is located on park property at 3630 Park Road 4 West in Burnet County. State Park entrance fees apply. Day-use fees for adults are $6 each. Children 12 and younger are free. For more information, call 512-7932223.

• Shaw Island The vast expanse of Lake Buchanan features an area wellknown to lake-goers but typically discovered by accident by visitors – Shaw Island. Although the primitive, undeveloped venue is referred to as an island, the area is actually a peninsula connecting to a remote residential area with the other three-to-four sides surrounded by water, depending on the water level. Boaters access the area by docking on the sandy shoreline. A gradual slope extends out for several hundred feet to allow for shallow water play or activities. One curious feature of the water flowing around the area involves the distinct contrast in water temperature – cool to warm – on opposite sides of the peninsula. Typically, boaters must access the lake at LCRA’s Black Rock Park, 3400 CR 261 in Buchanan Dam; the Llano County Park boat ramp, adjacent to Black Rock; or private venues such as Hi Line Resort, 2421 Ranch Road 3014 in Tow.

• Kingsland Slab The Llano River Slab just west of Kingsland is the kind of swimming hole people of all ages can enjoy, but especially families with small children due to its accessibility and cool, shallow pools. The Slab is located on about a two-mile stretch of the Llano River, where the public can access the area by parking, just off FM 3404 at the low-water crossing. The primitive venue features pink granite outcroppings in the river bed and along the shoreline. People pitch pop-ups and pack picnic lunches for a day-long stop. Several areas of the river channel feature mini-tube chutes and sandy beach nooks. Since the free venue has limited facilities, Llano County officials encourage visitors to keep the area clean and avoid glass containers.

Lake Buchanan For the rest of 2018 and much of 2019, anglers can expect a bountiful offering of white bass and large-mouth bass from Lake Buchanan as well as a few abundant crappie holes and fairly consistent catfish habitats due to recent storm water runoff which filled the lake. The waterway encompasses Burnet and Llano counties. Lake Buchanan, was created in 1939 with the construction of Buchanan Dam, the first of six dams along the chain of Highland Lakes which goes from Llano County to Travis County. It is the largest reservoir (more than 22,000 acres) which primarily stores floodwaters, so the fluctuation in water level plays an important role in fish habitat. When the lake is down, brush may take hold in certain spots, but as flooding follows the brush turns into an excellent environment for fish. Some have light-heartedly referred to the spots as “fish condos.” Angler have found the most effective depths to be 20 to 30 feet. In cold weather months, much of the best fishing happens in the Beaver Creek Area about nine miles from the dam. noted for staying in the shallow. In February, anglers have found a brisk spawning season as white bass begin their run up the Llano. Find the best crappie fishing around docks, in and around coves and at depths of 20 feet or more. Lake Marble Falls If you’re looking for an easy, laid back day of fishing, Lake Marble Falls may be the place to go. While some shoreline anglers may haunt Backbone Creek which feeds into this waterway, boat fishermen have discovered this 611-acre lake provides a short jaunt to a few crappie holes as well as white bass, sunfish and catfish habitats. Lake Marble Falls, the smallest on the Highland Lakes chain, was created with the construction of Max Starcke Dam in 1951. The maximum depth is about 60 feet which much of the waterway considered to be fairly shallow (waist-deep in some spots). Most anglers have found much of their catch around docks and boat houses, with some success in the upper section of the lake. However, the shallow section populated with boulders, so smaller canoe or kayak fishing may be idea there in the spring

District’s vision is to ‘love’ and ‘inspire’ By Nathan Hendrix Staff Writer
W
hen Marble Falls Independent School District officials crafted the district’s vision statement, they didn’t want a catchy slogan; they wanted a meaningful reminder to what is important for their schools and students. “It just captures the why behind this district’s decision making,” MFISD Superintendent Dr. Chris Allen said. “It drives so much of what we do around here.” The district’s vision statement is “Marble Falls ISD has an unyielding commitment to love every child and inspire them to achieve their fullest potential.” Social and emotional learning It was loving and inspiring that prompted MFISD to go all-in on the social and emotional learning (SEL) initiative. SEL is the process through which children and adults understand and manage emotions, set and achieve positive goals, feel and show empathy for others, establish and maintain positive relationships and make responsible decisions. Allen believes that learning starts with this program. “If you don’t feel mentally and emotionally safe, you can not engage in the type of deep thinking required to do advanced academics,” he said.

MFISD started the program in the spring of 2019, and by the start of the 2019-2020 school year, the district had a full-time SEL coordinator at each campus. Allen praised the high school’s participation in the Spirit Reins program – a therapy program in Williamson County. Spirit Reins partners with licensed mental health professionals and equine professionals with horses to provide therapy to children and families who have experienced trauma. “We had a good number of students at the high school who have lost a parent,” Allen said. “We were able to form a relief group on campus because of our SEL coordinator. That’s tangible; that’s a meaningful response to what is happening to our kids. “Without the SEL coordinator, I’m not sure we would’ve had the awareness to know we needed this program, much less put it together,” he added. Career and technical education In order to assist students in “achieving their full potential,” MFISD offers more than 65 independent career and technical education (CTE) courses at MFHS. The curriculum is tailored to the community of Marble Falls and to students’ specific goals. “CTE has two extraordinary values: it helps kids figure out what they want to do, but it also helps kids figure out what they don’t want to do,” Allen said. “Those are both equally valuable.” MFHS offerings include welding, construction, medical sciences and travel and tourism. The district has more programs than most 5A districts; Marble Falls High School Principal Damon Adams said he doesn’t want the size of Marble Falls to be a barrier to a students’ dreams. “We’re a small 5A trying to be a 6A. We want our kids to have the same opportunities that kids in other systems would have,” he said. Community MFISD knows that a school district doesn’t work alone in Page 15

growing the future of young people in the area. The district partners with several community organizations to provide opportunities it couldn’t provide alone. One partnership is a deal with the local Rotary Club to provide job shadowing opportunities to juniors. “They build that plan specifically based on student interests,” Adams said. “They don’t just say, ‘we have a doctor, an
attorney and a teacher. If you’re interested, come.’ “They actually survey students to find out what they’re interested in and partner with folks to give the students a glimpse into that workforce.” The Kiwanis Club and the Highland Lakes Legacy Fund provide scholarships to students every year. The close-knit nature of the Marble Falls community is reflected in the school district. It shows in the participation numbers of community members in school events and helps provide accountability to leadership. “One of the things that makes our school system unique is you can know everyone,” Allen said. “You can see your high school principal at school on Friday, and then run into him at the restaurant on Saturday, then bump into him at church on Sunday morning. “It tends to benefit administration because we know that too. We tend to work through things together as a community rather than it being top down,” he added. When the community works together to achieve common goals, the principles are passed on to the students. “We really have a phenomenal group of kids,” Allen said. “Our staff and community empowers a student culture where upperclassmen are growing freshmen and sophomores to take on roles and responsibility.” Marble Falls just has a certain je ne sais quoi that inspires everyone – from residents to students – to be their best. “I think I became a better person when I came to Marble Falls,” Adams said. “The accountability and visibility helped a lot, but there’s something about Marble Falls that brings out the best in people.”

very school district leader touts “the people” as the main characteristic that makes their district unique. “I hear it over and over from parents, students, new staff members that there is a different feel of Burnet CISD. People are at the top of my list of what makes us special,” Burnet Consolidated Independent School District Superintendent Keith McBurnett said. BCISD utilizes the skills and compassion of their personnel to provide students with academic success, community support and several options for life after high school. Staff Employees at BCISD – teachers, paraprofessionals, principals and administrators – are evaluated on how they help students. Sometimes that means teaching evaluations; sometimes that means looking at the extra effort employees give. “If you spend a week in Burnet CISD, you’d see people doing jobs that aren’t necessarily in their job descriptions,” McBurnett said. Teachers in the district must focus on not only teaching math, science and reading but helping students become adults. “Our teachers are extremely skilled professionals. perks compared to the larger, less personal districts. “It’s nice to be in a small community where people know people and care about people. You’re not anonymous in this community,” McBurnett said. That closeness means that every member of the district administration, including the superintendent, is held accountable. At all levels – residents, private businesses and municipal government – everyone is involved in the affairs of the schools. The Hill Country Community Foundation is a nonprofit organization that gives scholarships to BCISD graduates each year. Every student receives a scholarship from HCCF ranging from $980 to $4,900 depending on class rank and standardized testing scores. The 2020 graduating class received a total of $320,000. The district even has a partnership with the police department that places a school resource officer at every campus. School security has been a priority of the board of trustees. “We know that before learning takes place, every student has to feel safe,” McBurnett said. “We want parents to feel safe in sending their kids to school. We have over 200 cameras, bullet-resistant film in all of our entryways and card entry on all exterior doors.” Programs BCISD builds a curriculum that prepares students to move on in life in any direction the student chooses, whether it’s

college, the military or straight into the workforce. The district offers seven career and technical education (CTE) programs, dual credit programs and employs a fulltime college, career, military readiness coordinator at the high school. “We pride ourselves in offering a buffet of educational experiences so the kids can choose what they want to do towards crafting their future,” McBurnett said. In the 2019-2020 school year, BCISD students earned 1,056 college hours in high school. “We want to make sure that this is a launching pad for kids to go after their four-year degree,” McBurnett said. But not every student is destined to head off to university. BCISD provides several state award-winning CTE programs. “We have a very robust pre-engineering program, that’s everything from biomedical to aerospace to computer science,” McBurnett explained. “We have a very strong health science program; you can actually walk away from Burnet CISD with your certified nurse assistant certification. “We have an award-winning ag program. Our students regularly compete at the state level in ag competitions.” Other programs include a future educator program for aspiring teachers and a culinary arts program. Recently, the district added a Chinese language class to its offerings to provide students an alternative to the foreign language requirements. “Typically, a smaller school district offers Spanish and is done with it,” McBurnett said. “We wanted to provide our kids

with other opportunities, especially knowing that Mandarin Chinese is becoming a global language.” The opportunities are not limited to secondary school students. The district’s focus in elementary schools is literacy. “We recognize that literacy is really the foundation for all learning,” McBurnett said. All of these programs and focuses factor into BCISD’s 96 percent graduation rate. McBurnett said that number “well exceeds” the state graduation rate, and it “starts in pre-K.” Growth In the 2019-2020 school year, the district grew by approximately 100 students, and 57 students transferred into the district from other areas. “We pride ourselves in offering a small school district environment while offering world-class educational opportunities at the same time,” McBurnett said. olfers of all ages and skill levels are in the right place for hitting the links; the Highland Lakes offers several golf courses with unique holes, training opportunities and tournaments throughout the year. Whether you’re a competitive golfer looking to test yourself against some of the best or a casual player wanting a relaxing outing with friends, you’re sure to find a course that suits your playstyle. Delaware Springs Golf Course Delaware Springs is an 18-hole, 6,802-yard, par 72 course built in 1992 by Bunker Hill Golf, Inc. The course features two signature holes: hole 17 is a highrisk/high-reward, 294-yard par four. Right-handed power hitters can try for a draw shot off the tee to land on or near the green. Be careful, however, because a slight miscalculation will result in a search amongst the trees; hole 13 is a 178-yard par three; the green is shaped to match the mountains in the distance. Golfers that end up on the right side of the green will face a steep downhill putt for birdie. Legends Golf Course Legends is an 18-hole, 7,159-yard, par 72 course just minutes away from Kingsland. The course was built in 2001 by Tom Kite, PGA player. The course provides a challenge for golfers of all skill levels with ample hazards, including some unique challenges. Hole 18 is a 548-yard uphill par five with a dog-leg right to the green. Power hitters can set themselves up with an eagle opportunity by taking a risk attacking the green on the second shot. The 13th hole is a 430-yard par four that features a water hazard in front of the green and a unique bunker with a tree in the middle of it.
Howard; it has no sand traps and is a relatively forgiving course for straight hitters. The signature hole is hole 14, a 378-yard par four. A C-shaped water hazard separates the tee box from the fairway and the fairway from the green. Power hitters may have to club down to avoid the water hazard before the green. Horseshoe Bay Resort Courses Horseshoe Bay Resort is home to three courses for members, resort patrons and their guests. All three are challenging courses with views of Lake LBJ designed by Robert Trent Jones, Sr. Slick Rock Slick Rock is an 18-hole, par 72, 6,867-yard award-winning course. It is home to the “million dollar” hole 14 – a 361-yard par four where players follow a path across a waterfall. The course opened in 1972. Apple Rock Apple Rock is an 18-hole, 6,999-yard, par 72 course built in 1985 that offers unique challenges to golfers with its dramatic elevation changes and 50+ bunkers. Ram Rock Ram Rock is an 18-hole, 6,926-yard, par 72 course built in 1981. The fourth hole is its signature – a 186-yard par three with an island green. Blue Lake Golf Club Blue Lake is a nine-hole, 2,376-yard par 32 course. The course is open to the public, but members get special rates and discounts.
Lighthouse Country Club Lighthouse is an 18-hole, 6,485-yard, par 71 course among the rolling hills of Kingsland. The course was renovated in 2006 by Jerry Slack and Leon Howard, and superintendent Jerrett Eledge won Superintendent of the Year in 2018. Hole six is a challenging signature hole. The fairway is interrupted by a tree at 200 yards and split by a granite formation at 150 yards. The green is protected by granite rock on the right side. The course guide suggests “lay up to 100 yards, take your par, and move on.” Hidden Falls Golf Club Hidden Falls is an 18-hole, 6,732-yard, par 72 course tucked in the community of Meadowlakes. hether it’s observing a national holiday or honoring a local tradition, there are several annual festivals in the Highland Lakes that scratch the itch for celebration. Bluebonnet Festival The annual Bluebonnet Festival in Burnet was voted “Best Festival” by the readers of The Highlander and the Burnet Bulletin. Every year on the second weekend in April, approximately 30,000 people descend upon Burnet for music, activities and food. Each year, new activities and events are added for firsttime festival goers and returning revelers alike. The 38th annual Bluebonnet Festival will be held April 9 through 11, 2021. Burnet County – Rich in history and legends From Staff Reports
B
urnet County is the home of rich history and long-told legends dating back to the frontier days following the annexation of Texas to the United States in 1845. Some of its recognized landmarks bear witness to its early founders and settlers. The name of the county comes from David Gouverneur Burnet, the first provisional president of the Republic of Texas. Marble Falls Settled on the banks of the Colorado River and named for the waterfall that once cascaded over massive limestone boulders, the 130-year-old town has a colorful history and natural beauty. Founded in 1887 by Adam Rankin Johnson, a former Comanche fighter and Confederate general, Marble Falls grew quickly with the construction of a rail yard to transport the unique Sunset Red pink granite from nearby Granite Mountain. The stone moved out across the state to construct the Texas Capitol building, among others in Austin, and Gulf Coast jetties. Completion of Max Starcke Dam in 1951 created Lake Marble Falls and the visage in the narrows of the Colorado River was transformed as the background music of rushing falls submerged. The growing economy evolved from industrial-based granite mining to tourism, commerce and leisure. Today’s city limits extend south all the way to the Burnet County line, south of Texas 71, and includes the Baylor Scott & White (BS&W) Marble Falls hospital and specialty clinic. The “constant level” status of Lake Marble Falls provides endless opportunity for water sports, swimming, fishing, bird watching, hiking and camping year-round. Other area attractions include museums, wineries, parks, horseback riding and golf courses. Burnet At the junction of US 281 and Texas 29 lies a small, historic town with a heart as big as the county it’s the seat of. Burnet, Texas, is that small town that captures the attention of visitors from all over the state of Texas and beyond. Burnet radiates that small-town vibe and offers many sources of entertainment from food and drink to annual events and concerts. It is that kind of town that you can drop in to the local newspaper to share accomplishments and jokes or catch up on the times with a friend you meet on the courthouse square. Founded in 1849 – then known as Hamilton Valley – Burnet was located just a skip and a hop away from an army outpost known as Fort Croghan. Today, the fort is preserved and used as a museum, hosting annual reenactments of times long past. Downtown, you will find many businesses, including antiques shops and boutiques, a recently renovated library, and a 100-plus-year-old bank, around the courthouse square, continuing the legacy of pioneer businesses established over a century ago. Everybody is somebody in Burnet, Texas, where we are raised on food, family, and football. celebrating its 50th anniversary in 2016, but it built on a legacy of a park system built into its first Sherwood Shores subdivision development. Lake Lyndon B. Johnson was not the first name of Lake LBJ. It was first named Granite Shoals and that seemed fine to residents when the town, nestled among granite domes and outcroppings, was incorporated in 1966. Since early residents mostly purchased land for holiday get-aways a permanent population grew slowly, first as retirees settled in and finally families, until their numbers top 5,000 today. Proudly claiming the motto “City of Parks,” those residents enjoy 19 public spaces, including 15 with waterfront access, five with boat launch space, most with playground equipment and one large feature, Quarry Park on the city hall municipal complex at 2221 North Phillips Ranch Road. High on the central hill of Quarry Park is the city hall, the primary historical feature of the town. It is historic because it is a vestige of the booming mining industry in the area. It was constructed in 1985 as offices for Capitol Marble and Granite Company. Cottonwood Shores The city of Cottonwood Shores grew out of a residential development along Ranch to Market Road 2147, situated on the Colorado River just south of Lake Lyndon B. Johnson. But its history extends back some 160 years to the Fuchs family, who settled the area of what is now Horseshoe Bay and established a post office, stagecoach stop and sawmill on Tiger Creek. The family also created a family cemetery in what is now Cottonwood Shores, where the late Adolf Fuchs and his beloved wife Luise are buried. It was Adolf who moved his family into what is now present-day Burnet County in the 1850s. Today, Cottonwood Shores has evolved out of a residential development along the banks of the Highland Lakes chain into a family-friendly city with an extensive parks system, including a nature preserve, and boat ramps to both Lake LBJ and Lake Marble Falls, giving it the nickname “The City on Two Lakes.” Page 37
Bertram The town of Bertram became a popular stop between Austin and Burnet when the Austin and Northwestern Railroad Company made its way through the Hill Country in the 1880’s. Established in 1882 and named after Rudolph Bertram, a banker from Austin one of the prominent individuals in the development of the railroads, Bertram quickly became an agricultural mecca. Business was booming for farmers and ranchers as the demand for cattle, goats, chickens, sheep, and cotton grew. Of course, the convenience of the train made shipping livestock and cotton more efficient. Bertram boasted four cotton gins, which played a significant part in the town’s economic development. At one point, a total of 11,624 bales of cotton were produced in Bertram in 1928. Today, Bertram remains an agricultural Hill Country town, and its railroad history is still recognized. Visitors from Austin and surrounding areas board the Bertram Flyer yearround and stop in Bertram for a short layover. The trip is an enjoyable occasion for children and families as they have the chance to learn about the history of the small town and its impact on the agricultural industry in its heyday. Every Labor Day weekend, visitors enjoy the famous Oatmeal Festival and parade, held in downtown Bertram.

Oatmeal Oatmeal, Burnet County’s second oldest community, was first settled in 1849 and named after a German family by the name of Habermill, who first settled in the area. Habermill, roughly translated to English, is “oatmeal,” so though the family eventually left the area, the locals called it Oatmeal, and so it has remained. Following the Civil War, a group of freed slaves created

Oatmeal Community Center
a settlement in the eastern part of Oatmeal, where each family ran farms and households in the community known as “Stringtown.” Stringtown was inhabited until the 1920s. Residents built a combination church and school building, and established the only all-black cemetery documented in Burnet County. The residents were said to have remained on friendly terms with the white families from whom they were freed, and frequently invited them to barbecues in their neighborhood. Today, Oatmeal is most known for the towering oatmeal can located on Ranch To Market Road 243, and the Oatmeal Festival hosted every Labor Day weekend in neighboring Bertram. Oatmeal is nestled in the rolling hills of Central Texas, and the scenic drive to get there will fill one with awe at the beauty of the Hill Country. Hoover Valley The community of Hoover’s Valley (better known as Hoover Valley) can be found in the far west region of Burnet County. The name “Hoover” is a derivation of the Swiss name “Huber.” The origins of the Huber name are traced back to the German word “Hube,” which means “possessor of a tract of land.” As if it were their destiny, Isaac and Anna Hoover and their family trekked from Tennessee and purchased 640 acres near what is now known as Park Road 4, creating the community of Hoover’s Valley in the early 1850’s. Isaac Hoover, a Methodist Protestant Minister who brought his beliefs and shared them with the region, began construction on a church in 1860 after making his home in the area. The Ebenezer (Hoover) Methodist Protestant Church, now known as Hoover’s Valley Chapel, still stands today, alongside the cemetery in which the Hoover family and many descendants lie. Hoover’s Valley, shortened to Hoover Valley today, is in the heart of the Hill Country, and its name, as well as the descendants of the pioneer Hoover family, are well known among the residents of Burnet.

Joppa Joppa is the center of folklore and ghost stories for the thrill-seekers of the Hill Country. The community is the site of one of three iron bridges from there to Bertram, which was constructed in 1907. The construction of the bridge was a symbol of growth in Burnet County, and remains a source of pride for residents of the small community and those that surround it. It is said, though, that there are paranormal happenings near the bridge, according to those brave enough to visit in the dark of night. Stories range from playful spirits pushing cars across the more recently constructed bridge, to the more extreme tales of trolls lurking under the bridge. Trolls and ghouls aside, the community of Joppa has a rather friendly history. To set the tone, know that the word “Joppa” is Hebrew for “beauty.” Settlers recognized this beauty and peace of the area and determined to make it their home. In the late 19th and early 20th centuries, Joppa residents are recorded to have shown a strong sense of community. On multiple occasions, families gathered for baseball games with neighboring towns and communities, frequented social events and picnics, and many other gatherings over the years. One fun social event that screams “Texas” was the annual dove hunt put on by residents. Husbands would hunt the birds while wives would congregate in the community center and fry the men’s haul, which the group would enjoy at the picnic afterwards.

Briggs Briggs, located in the northeastern portion of Burnet County about 30 miles from Burnet, was established after settlers arrived from a collection of eastern states between 1870 and 1890. Drawn by the fertile farmlands and permanent springs feeding into Berry Creek, settlers made their homes in what they called “Gum Springs” until it was deemed “Briggs” by the Post Office Department in 1898. The community thrived on cotton, and the town flourished despite many setbacks. In 1906, a tornado destroyed the school building, but residents persevered and built a high school in 1915. Briggs had many businesses, ensuring economic growth for over 20 years, until another catastrophe shook the town. Blazing fires wreaked havoc on the town, and many of the businesses were never reopened. Cruising through the community of Briggs, one can see remnants of the success of times long past, and witness the pride of the town’s residents that love their home and continue the legacy of the farmers and businessmen before them. Great pride is taken in the Briggs Community Center, which includes the old school building and serves as a central gathering place for the community. Page 39

settlers with a never-ending water supply. Oakalla was a prosperous little community; it had a post office, blacksmith shops, drug stores, a doctor’s office, a cotton gin, a school, and many other amenities. Business was booming for residents. The school, built in 1920, now serves as the community center and library. Oakalla is located in the far northeastern region of Burnet county and is close to Lampasas, Copperas Cove, and Killeen — a perfect location for those that enjoy a night on the town and wish to go home to their quiet hill country cottage afterwards. Oakalla If you want to sound like you are from this neck of the woods, you wouldn’t pronounce this community’s name as it is written. Oakalla, pronounced Oak-Alley, was not officially a town until 1879, though it was settled in the early 1850s. The area is located in the vicinity of the Lampasas River and Rocky Creek, which provided ample farmlands for those seeking a home. The soft grass provided a substantial food source for livestock, and the babbling brooks and rushing rivers provided

Burnet – Hamilton Creek Park
H
aley-Nelson, a 51-acre park, is located on Garden Trails Road off West Buchanan Drive (Texas 29 West). Hamilton Creek Park is located in the heart of the City and boasts lighted walk ways on either side of the creek, picnic areas, pavilion, gazebo, children’s play area and fountains along the creek. Parking is accessed from US Highway 281 one block west of Highway 281 on Jackson Street. Granite Shoals The city has a municipal complex at 2221 N. Phillips Ranch Road. This 131 acre tract is the site of the City Hall and the Quarry Park. Quarry Park has covered tennis courts, a butterfly garden, a ‘Hike, Bike and Run’ trail named after local Olympic hero Leo Manzano, a Wildlife Viewing Station and soon will have basketball, soccer and pickleball courts. Grants from the Texas Parks and Wildlife Department funded construction of the trails, which are dotted with granite benches, tables, monuments and exercise stations and wind alongside an old quarry. The system includes an outer loop of more than 2 miles called the Manzano Hike, Bike and Run Trail, an inner half-mile called Leo’s Loop around a large quarry pond, and several connecting trails. The trails are part of 131.6-acre park development that also includes an interpretive pavilion and wildflower garden and the Roddick Youth Tennis Foundation’s Roddick Tennis Center. The trails are open from dawn to dusk. No motorized vehicles are allowed. Alcohol and glass containers are prohibited, and fishing, swimming and diving are prohibited in the quarry ponds. Children under the age of 16 must be accompanied by an adult. Inks Lake Dam National Fish Hatchery Inks Dam NFH includes 4 trails for hiking, birding and interpretation. Southwest Region YCC program. Students interested in summer employment should contact the hatchery for applications and information. YCC students learn hatchery operations, assist with tours and maintenance projects, and even participate in stocking fish alongside fishery biologists. YCC students have also participated in the USFWS “Pollinator Challenge” Project which included habitat restoration and enhancements, luncheon meetings with staff to disseminate pollinator information and putting up a display at the Bertram Library. bird viewing, wildflower printmaking, micro habitats along the Overlook Trail and “Composting with Worms”, “Dipping for Invertebrates”, finding edible and medicinal plants along the Ashe Juniper trail, and observing various habitats along Overlook Trail, as well as Masters casters. Environmental Education Center In 2012 renovation was completed on a 70-year old stone cottage, formerly owned by the Lower Colorado River Authority, for an Environmental Education building. The Friends of Inks Dam National Fish Hatchery completed the education building interior renovations and landscaping. Llano County meaning plains formed in 1856 Special to Highland Lakes Newspapers
L
lano County was organized in 1856 after the Texas legislature formed the county from the Bexar District and Gillespie County. It was named for the Spanish word for plains. Horseshoe Bay One of Central Texas’ most capitivating features is Horseshoe Bay, a small city in both Llano and Burnet Counties. The land was a ranch when cousins Wayne and Norman Hurd began development of the Horseshoe Bay Resort area about 1972. Wayne Hurd reportedly named the community after finding a horseshoe in the lakebed during a period when the lake level was lowered by LCRA to build a power plant on the lake. During the next two decades the community grew to serve primarily retirees and resort-goers, with many of the homes serving as second homes. The city incorporated in 2005 out of the confines of the Lake LBJ Municipal District, and as of the 2010 census, it had a population of 3,418, and that number is expected to top 5,000 when the 2020 census comes out. Horseshoe Bay is on Lake Lyndon B. Johnson, which is maintained to a constant level, and on the south branch of the Colorado River, and is know for aquatic sports as well as golfing and fishing. the junction of the Llano and Colorado Rivers, where they combine to form Lake LBJ. The majority of Kingsland lies in Llano County, while a small portion is in Burnet County. Development of Kingsland began in 1883, and it was named after Martin D. King, who began the process of clearing the land a few years before. Kingsland boasts a vibrant history; those who know about Packsaddle Mountain can attest to that statement. Named after its resemblance to a saddle, the mountain is a sight to see. Located off of Highway 71, Packsaddle Mountain was speculated to be the site of the Los Almargres mine, thought to be created by Spanish explorers and the focus of a search by Jim Bowie before the Texas Revolution. The sparkling allure of the mountain drew prospectors throughout the 1920s, but the hunts for gold, silver, and other minerals soon petered out. A significant event in history occurred on this mountain on August 4, 1873. A group of ranchers, after a few incidents and rising tension, engaged in battle with an Apache tribe three times its size. Four Apache warriors lost their lives, and multiple ranchers were wounded. The Battle of Packsaddle Mountain went down in history as the last battle between settlers and Native Americans in Llano County. Buchanan Dam Buchanan Dam is the poster child for economic development in 1930’s Central Texas following the Great Depression. The dream to dam the Colorado River and harness her power began in 1854, nearly a century before it came to fruition. Construction on what was originally named Hamilton Dam began in April 1931. The struggling economy of the times halted construction, however, after just a year. Thanks to the Emergency Relief Appropriation Act, President Franklin D. Roosevelt approved considerable grants to the newly formed Lower Colorado River Authority (LCRA) for power, irrigation, and flood control, revamping the efforts to build the dam. The LCRA continued construction of the dam in 1936, providing various jobs for those that had been affected by the Great Depression. Workers finished construction of the dam in 1937. The Dam was renamed Buchanan Dam after Congressman James P. Buchanan, one of the dignitaries responsible for the establishment of the LCRA, and at 2 miles long, bears the title of the longest multiple-arch dam in the United States. Lake Buchanan, formed by the construction of the dam, has become a source of entertainment for locals and visitors alike over the decades. The town that formed around it has plenty

to offer – restaurants, recreational sites, lakefront properties, and churches, while ensuring visitors and residents are still able to enjoy the perks of a small, quiet community. Sunrise Beach Village Sunrise Beach Village is the Highland Lakes’ youngest town, established in 1958 and was one of the first lakefront retirement communities on Lake LBJ. Sunrise Beach has a population of 759, the majority consisting of retired individuals who found their lakefront property after years of hard work. The city offers recreational centers, restaurants, and motels for those looking to escape to the lake during their summer vacation.

Though its history is short and sweet, Sunrise Beach Village deserves recognition for its uniqueness and its contribution to the Highland Lakes Area. Tow Deep in the heart of the Highland Lakes lies a small community known as Tow. During the mesmerizing drive through country roads, one may have a difficult time paying attention to the path ahead, thanks to the sparkling blue waters of Lake Buchanan on the right. The area now known as Tow was settled in 1852, making it the oldest community in Llano County. A salt bed was discovered on the banks of the Colorado River in the settlers’ backyard, which eventually became a saltworks known as Bluffton-Tow Salt Works. During the Civil War, the salt cultivated was supplied to Confederate soldiers. The company soon adopted the pseudonym, The Confederate States of America Salt Works. Sadly, the salt bed was demolished by the 1871 tornado known as the “salt works cyclone.” Page 47

Tow eventually became a destination for retirees and vacationers, as its prime location on Lake Buchanan caters to those looking for a day on the lake or a lakefront property to call home. Tow offers many resorts and campgrounds for visitors to the Highland Lakes, who may get the chance to witness a work of nature only imagined to be found in exotic locations. The Fall Creek waterfall can be found after an exhilarating boat ride through Lake Buchanan. Swimmers enjoy jumping into the refreshing pool below the falls, though their hearing may be impaired by the beautiful sound of the roaring waters. If you find yourself staying along the lake in Tow, it is highly recommended that you visit the glorious Fall Creek waterfall. The Highland Lakes has another redeeming quality to add to its growing list. The fertile soils of the land surrounding Lake Buchanan in communities like Tow create a perfect environment for vineyards, ensuring success for local wineries. Bluffton The small community of Bluffton, located a few miles west of Lake Buchanan, has an interesting history known to locals. It actually used to rest where Lake Buchanan is now located. Bluffton had a unique beginning. After its development in 1852, it burned down 30 years later, and its residents moved further south to begin again. In the 1930’s, the town faced the beginnings of the construction of Buchanan Dam, which would eventually lead to the demise of the small community. Residents were urged to move away from the area, as the damming of the Colorado River meant rising waters around their homes. Some packed up and relocated yet again, while others left the area completely. Graves of loved ones were dug up for transport, and belongings were packed up and taken a few miles west of the second version of Bluffton.
When Lake Buchanan is down, the ghost town of Bluffton can be seen in the lake bed.
The inevitable flooding came soon after the dam’s completion in 1937, and the town of Bluffton was submerged. That wasn’t the last time the pubic would hear about it, though. After over seventy years underwater, the town – consisting of stores, houses, cemeteries, and other objects from a time long gone – resurfaced due to a years long drought that recently plagued the Highland Lakes, much to the amazement of Central Texans and visitors. Tombstones, foundations, and artifacts were discovered and studied, granting the small town of Bluffton more than its 15 minutes of fame. Lake Buchanan has since refilled, though residents of the Highland Lakes continue to learn about and respect our own little Atlantis.

hat started out to be a review of signage ordinances and issues baffling business owners in Horseshoe Bay in 2008 turned into a manifesto to produce an event that would showcase businesses and make residents aware of those organization’s existence, purpose and individuality. The short story is that we found a way to avoid a signage storm, yet, make residents aware of the presence of businesses and services available in, and to, the HSB community. The Business Alliance was formed by founding members; Hair by Katrina, (Katrina Beyer); A Taste of Thyme Restaurant, (Rhonda Borum); Bay Pharmacy, (Jason Pool); and, TheBRIXgroup, an Association Management Company, owned by Mike Brittain, CAE and Francie Dix, CTC. Management incorporated The Business Alliance group in 2010 as a 501c3 ‘not-for-profit’ association. The entity was incorporated by Attorney, Bob Glanville, of Horseshoe Bay. The mission statement of HSBBA is: “The Horseshoe Bay Business Alliance exists to increase awareness of businesses which rely on the residents of Horseshoe Bay for their livelihood and to promote all businesses”. “Very early in the organizing process, we recognized that

T
ucked away only five miles from the majestic Colorado Bend State Park is one of the Texas Hill Country’s most unique wineries. Fiesta Winery is situated on a working cattle ranch that has been in the Baxter family for six generations. Planting grapes on the ranch however was the inspiration of Stephen Baxter and his wife Sally in order to sell to other vineyards. One day Sally decided to gift her husband with a wine making kit just for fun. Stephen and his daughter Savannah immediately commandeered the family kitchen and began making and hand bottling wine for family and friends. When people began saying, “you need to start selling this stuff’, the idea was born for Fiesta Winery. As the name implies it is a celebration of the love and care that characterize the art of wine making in the Baxter family as well as the journey that they have taken together. Soon the family had outgrown the kitchen and needed more space and more people. In the early days the family game room was renovated to become a tasting room and all of the wine was of the sweet variety. The first year they sold 1300 cases and each subsequent year sales and production tripled. A turning point came when Stephen was able to place four
