Willkommen to Gillespie There are many reasons that Gillespie County always seems to be on lists of favorite places to live or visit. Although steeped in German culture, our community has become an eclectic mix of nationalities and personalities Stroeher that have enhanced the richness of what this area has to offer. With our growing farmers’ market, ecofriendly movement, award-winning wine industry, educational and recreational opportunities, variety of retail stores, abundance of churches, arts and crafts, fine arts, live music and theatre, festivals held year-round, and scenic beauty from every road during every season in the county, you will begin to experience the “tip of the iceberg” of what Gillespie County has to offer. Additionally, our wonderful schools, awardwinning hospital, first-class airport and topnotch emergency response personnel help make Gillespie County a community that is envied by many. Almost daily, I am surprised and amazed at the creativity of thought and degree of passion surrounding ideas that are brought here or started here by someone who wants to enhance our community or build a better life for themselves and their children. And yet, we have tempered our growth with common sense and an eye toward the future. Being a desired end-destination, whether to live in or visit, and through good stewardship, we have been blessed with a stable economy and growth even in the difficult times our nation has experienced the last few years. My hope and belief is that we will keep the momentum going so that Gillespie County will continue to be a “special place” for people to live and raise their families for many generations to come. So, Willkommen! Stay and enjoy all that Gillespie County has to offer. Mark Stroeher Gillespie County Judge

Welcome to the community I wish you each a warm welcome, especially those making Fredericksburg their new home. Fredericksburg is proud of its charming appeal and wants to celebrate the people who have discovered our great little town. My position as the Schandua Hospitality Hostess was started by Virginia Prehn in the early 1960s. When Mrs. Prehn moved away in 1971, she asked her friend, LaVerne Ottmers, to carry it on. Mrs. Ottmers welcomed newcomers to Fredericksburg for 40 years. I took over in October 2010 and it is a perfect fit. So what do I do? I get in touch with as many newcomers as I can and extend a hearty welcome. I also try to set up a brief appointment and present a complimentary goodie bag on
behalf of many businesses in town. At the very least, I will visit over the phone and make arrangements to get this “house warming” gift dropped off some other way. People are genuinely surprised with all it includes — maps, gift certificates, free products, discounts, information on health care, veterinarians, churches, local clubs and groups, financial information and a variety of other services. I am happy to distribute this helpful information and it is my pleasure to answer any additional questions. The two questions I am most commonly asked is, “Who are you with?” and “How did you get my information?” These are not surprising questions, since being personally welcomed to a new community is very uncommon. My answers are that I am the Hospitality Hostess and although I am not employed by the City of Fredericksburg or the Fredericksburg Chamber of Commerce, I do

Typically, a new utility hookup is how most of my contacts are generated, but if you have lived here three years or less and have not been officially welcomed — you still qualify! Gillespie County Gillespie County’s 1,061 square miles lies at the heart of the Lone Star State’s 254-county body. Visible on a Texas map because of its straight lines and near-perfect rectangular shape, the county serves as home to just under 25,000 residents, with many of those concentrated in and just outside of the county seat of Fredericksburg. County facilities County services are provided through the Gillespie County Courthouse in the heart of downtown Fredericksburg at 101 West Main Street.

Large claims dent self-funded program; options studied By Matt Ward
Numerous claims in excess of $150,000 have put the City of Fredericksburg’s self-funded health insurance fund at risk of a deficit, according to a report to the city council made during a special meeting Jan. 7. “We have experienced a large number of claims in the past six to eight months and this fund has used virtually all of its fund balance to cover these claims,” City Manager Kent Myers said. “As a result, the (current) budget includes a 15 percent increase in city funding for health insurance effective Oct. 1 and a 10 percent increase in dependent insurance effective on April 1.” Claims from fiscal year 2013-2014 have taken the city’s insurance fund reserves “down to basically zero,” Myers said, with $1.448 million currently budgeted revenues this fiscal year in the fund. Projected expenses of $2.371 million would put the fund at a balance See City insurance ▶A/B15

Exhibitors didn’t let the cold temperatures, rain and even patches of ice distract them when it came time to step into the show ring at the 2015 Gillespie County 4-H and FFA Livestock Show and Auction Thursday through Saturday. “What a great weekend,” said Blaine Hahn, president of the Gillespie County Youth Livestock Show Association. He said, “Our volunteers worked so well to make sure that everything from checking in the livestock on Thursday, to the sale on Saturday, went so smoothly despite the weather.” “I am honored to serve as president of such a worthy organization that works with the youth,” Hahn said. “I am always constantly reminded of the times I spent as an exhibitor myself

Gillespie Central Appraisal District Located in the basement of the Gillespie County Courthouse, the Gillespie Central Appraisal District is charged with determining values on every piece of real estate in the county. Each May, new and long-time property owners alike, will receive in the mail, the appraised values of their properties. They then have 30 days in which to file a formal protest if they disagree with the numbers. The appraisal district office welcomes taxpayers to visit them at the courthouse for discussions about any property values they may find questionable. Oftentimes, having a quick visit there offers both the appraisers and the property owners some insight into the situation. Because of that open line of communication, resolutions often occur at that point. In the fall of 2015, the Gillespie Central Appraisal District is expected to begin
collection of property taxes, taking over from the Gillespie County Tax AssessorCollector’s Office. Specific details will be announced once the transition has been finalized. Hill Country University Center, located at Fredericksburg’s eastern city limits, houses Texas Tech University’s regional campus and is an Austin Community College branch. The center, which opened in 2010, also has plans for Central Texas College to eventually replace ACC in the service area. The campus serves students in Gillespie and a surrounding six-county area. Evening classes are popular since many students are working adults. Eyeing this growing market, directors are looking toward professional development to help meet the area’s workforce needs. Texas Tech University-Fredericksburg also is leading the way in
the study of winemaking and hired a professor of enology (wine-making) for managing both viticulture and enology certificate programs. During its short existence, the program has brought in grape growers and wine makers from around the nation to earn a certificate. The center also offers a variety of bachelor and master level courses in general studies, education, superintendent certification, multidisciplinary science, agriculture, educational leadership, as well as bachelor’s degrees in several programs.

All of that — and much more — is available thanks to the Fredericksburg Independent School District’s Community Education program. A wide range of classes are offered for children, teens, young adults and retirees throughout the year. Some classes meet only once, while others continue over several sessions. Class times and locations of classes vary, and registration fees are kept as low as possible.
Carol Reeh serves as director of Community Education. The Community Ed office is at 234 Friendship Lane in the FISD Administration Building. The office is open Monday through Friday from 8 a.m. to 5 p.m. Reeh can be reached at 830-997-7182 or via email at carolr@fisd.org. Free brochures outlining class schedules are printed and mailed out three times a year, in the fall, spring and summer, to everyone in Fredericksburg, Harper, Stonewall and Doss. Copies are also distributed in Mason, Llano, Kerrville and Johnson City. Fredericksburg history A thriving city was only a dream when John O. Meusebach led the first group of settlers — 120 men, women and children — into Fredericksburg on May 8, 1846. That group of German noblemen, known as the Society for the Protection of German Immigrants in Texas, had started out from New Braunfels on the last leg of their journey on April 23 of that year with eight members serving as the society’s soldiers. Included in the first town residents were German noblemen (from the Society for the Protection of German Immigrants in Texas). Meusebach, revered today
as the city’s founding father, is depicted by a statue in his likeness on Marktplatz (the city’s downtown square). Meusebach (who was one of those German noblemen) was originally named Baron Ottfried Hans von Meusebach at birth in Dillenburg, Nassau. He changed his name when he came to Texas and became a naturalized citizen under that name. As the first pioneers settled in, each family received a 100-foot by 200-foot Townlot and a 10-acre “Outlot”, the latter of which was to be used as farm land. By 1850, there were 1,235 inhabitants in the county, 754 of whom resided inside
Fredericksburg. Meusebach negotiated a peace with local Indians, an agreement celebrated for never having been broken. According to 2013 U.S. census population estimates, approximately 25,357 people reside in Gillespie County. Gillespie County was created Feb. 23, 1848 and named for Captain Robert A. Gillespie, who died in the Battle of Monterrey that year during the Mexican War. The county was created from Bexar and Travis counties, encompassing 1,061 square miles. The city incorporated on Aug. 23, 1933 and is governed by a Home Rule Charter.
