Some may consider this information late since it was not included in this column two months ago. I’m just going to call it a bit early for the upcoming New Year’s Eve celebrations. Most cities just go with an outright ban on fireworks. The City of Bulverde decided a long time ago to be less restrictive and to trust residents to make the right decisions. A common-sense Fireworks Ordinance was adopted that states that if there is a County Wide Burn Ban in effect, use of Fireworks are prohibited within the City Limits. If the Burn Ban is lifted and there is little chance of causing accidental fires, fireworks are permitted. To avoid any confusion, the City relies on the Comal County Fire Marshal to make the determination of when it is safe to burn. Status of the Burn Ban and rules for burning can be found at http://www.co.comal.tx.us/Fire_ Marshal/Burn_Information.htm
The Ordinance has proven to work well for us over the years with some exceptions. There will always be those residents who push the boundaries. Let’s face it, you either like Fireworks or you don’t. Not all dogs, people with Post Traumatic Stress Disorders, or those who have to get up early for work the next morning enjoy their neighbor’s expansive array of pyrotechnics. Please respect your neighbors and cut off celebrations at a respectable hour and don’t leave piles of trash or aim missiles at their houses. Keep in mind that municipal laws are usually reactionary and are implemented to address citizens’ problems and complaints. Bulverde is always looking for ways to address issues in a common-sense fashion. The City continually reviews our existing and proposed ordinances to make sure they don’t take away too many of our freedoms. Over the past several years, our excellent City Staff has taken Council’s directive and has found ways to “fine tune” our ordinances. The scope of changes made to the Code has run the gamut, ranging from minor clarifications all the way to a complete rewrite. (Continued on page 4)

The City also prides itself on a proactive and responsive Police Department. It believes in projecting a strong presence as a deterrent and being tough of crime. Our officers are highly visible, which means they are often the “Face of the City” with whom most people are familiar. Chief Haecker realizes this and does a good job running a highly professional department. The only downside to having an energetic and talented City Staff is that they truly shine in our current tight labor market. Good talent is hard to find and is easily poached. Over the years many of the City’s personnel have been hired away by other municipalities, agencies, or the private sector. I can’t blame these good people for leaving—most of the opportunities presented to them have been quite impressive. As a result, the City is currently looking to fill several vacant positions. Current job opportunities include a Code Compliance Specialist, a Public Works Director, and Police Officers. Interested parties can go to http://txbulverde.civicplus.com/Jobs.aspx for more information.

Back-to-School Vaccinations Back-to-school season is almost here, and while you’re figuring out supplies, books, schedules and new clothes, don’t forget one of the most important parts of getting your kids ready: making sure they’re up to date on their vaccines. The Comal County Office of Public Health provides backto-school vaccines at our New Braunfels office at 1297 Church Hill Drive. We’re open 8 a.m. to 5 p.m. Mondays through Fridays (closed for lunch from noon to 1:00 p.m.); all you have to do is call 830-221-1150 and make an appointment. We tend to get busy as school gets closer, so the sooner you call, the better! You can also check our website for updates: www.co.comal.tx.us/Health.htm We accept Blue Cross Blue Shield, children’s Medicaid, Medicare, CHIP Community First, and eligible members of the Texas Vaccines for Children and Adult Safety Net programs. We encourage all of our constituents to make sure they are registered in ImmTrac, the state’s immunization registry. Once enrolled, you can get a free copy of your immunization record from us, a registered medical provider or your school. Anyone who has been in school knows how quickly bacteria and viruses can spread. Vaccines are the easiest way to make sure you and your children avoid contracting disease—and avoid passing it along to others who cannot be immunized for medical reasons, including infants. By working together, we can keep Comal County healthy through the school year. Let us know how we can help you!

V IP S M akin g a D if f eren ce In 2014, the Volunteers in Police Services programs was created with the first set of volunteers sitting down at City Hall for the classroom portion of training. In this group of volunteers were two females who through the years have continued their role as a volunteer in the VIPS program and their community. We would like to spotlight these two wonderful volunteers for their service to the VIPS program as well as their community. Nancy Cloud is one of those people who gives of her time to help make the Bulverde Community such a great place. Nancy is a lifelong Texan who was born and raised in San Antonio. She moved to Bulverde in 2005. Nancy worked for North East ISD for 27 years before she retired. Nancy continues to work and volunteer in and around the Bulverde area. Nancy has one son with six grandchildren and three great grandchildren.

Linda Hartman is the other original volunteer that we spoke about. Linda is another lifelong Texan who was born and raised in San Antonio. After high school, Linda attended the University of Houston where she graduated with a degree in accounting. She spent several years as a tax accountant while living in Texas, Saudi Arabia, and Washington. Linda and her husband Jim have been
These amazing women are just two of the many VIPS who serve to make Bulverde the great place that it is. Thank you to all the VIPS for their volunteer service to the community. Local Independence Day Celebration a Huge Success! Bulverde/Spring Branch residents were ready and excited for a long-awaited Independence Day celebration! About 3,000 people attended the 1st Annual Hill Country Fun Fest at Jumbo Evans Sports Park on the evening of July 3rd. Erinn Murray and the Spring Branch Tennis Association organized the event to share the day with neighbors and their love for Jumbo Evans Sports Park. The event provided an old-fashioned party and raised funds for an upcoming expansion. And what a great party it was! Attendees brought their lawn chairs and blankets to stake their claim in the park to watch the fireworks display and enjoy the evening. They visited with the vendors, played in the Kid’s Zone, and met old and new friends. Fast Moving Train provided old-school Country Music and had the crowd dancing. Thank you to Brittany Chenoweth and Fossil Creek Pools who stepped up and organized the Kid’s Zone area, which included three bounce houses and four inflatable game areas. Several other community businesses provided various kid’s activities as well, from ring toss to duck ponds and face painting. The Canyon Lake High School Jr NJROTC presented the colors and Gary Glenn with Fast Moving Train sang the National Anthem. Immediately afterward, the fireworks began, provided by Mike Johnson of Mr. W Superstore. It was a spectacular display! An event like this is not possible without Sponsors. A huge THANK YOU to those businesses who believed in the vision and stepped up to sponsor this inaugural event. • Red Sponsors: Brian Smith Orthodontics and Fossil Creek Pools • White Sponsors: Discount Tire, Longhorn Recycling, Mr. W Superstore and M & S Engineering • Blue Sponsors: Hendricks’ Automotive, Kathleen Banse State Farm, Physician’s Premier, Randolph Brooks FCU and Sam Robert’s Photography Plans are already in the works for the 2nd Annual Hill Country Fun Fest, July 3, 2019. If you are interested in sponsoring, being a vendor, or volunteering please visit www.springbranchtennis.com or contact Erinn Murray tennis@gvtc.com.

One More Heartbeat Cardio Pulmonary Resuscitation (CPR) is an important skill to know and one that can save lives. According to the American Heart Association, only 30% of Americans know how to perform CPR, yet it is never too late to learn! The Centre’s community outreach programs, such as our CPR education and training, are available for citizens to learn these crucial skills. Here are twenty interesting facts and statistics about CPR: 1. CPR was first started in 1740. 2. 88% of cardiac arrests happen in the home. 3. Both compressions and breaths are very important in drowning, choking, drug overdoses, and pediatric CPR. 4. Only 32% of people in cardiac arrest get CPR from a bystander. 5. If you perform CPR, you can triple the person’s chance of survival. 6. Compressions should be performed at a rate of 100 per minute (to the beat of Stayin’ Alive). 7. It is normal to break ribs when doing compressions. 8. 383,000 people suffer from cardiac arrest each year. 9. Children as young as nine have saved the lives of others with CPR. 10. Becoming certified to save a life can be done in less time than a long movie. 11. CPR guidelines are updated every five years. 12. CPR certification is valid for two years, but skills are forgotten as early as three months after training. 13. For every minute that someone is unconscious and not breathing without CPR, they have a 10% less chance of survival. 14. The more people standing around during an emergency, the less likely someone is to act. 15. The longest successful CPR save is 96 minutes long! 16. CPR training is a high school graduation requirement in 34 states. 17. 15 minutes of CPR training will burn an average of 165 calories. 18. Many Automated External Defibrillators (AED) will talk you through how to perform CPR with the press of a button. 19. AEDs are available for home use without a prescription. Wrapping up with the twentieth fact – the life you save with CPR will most likely be someone you love! – be that difference for your loved one by seeking the CPR training everyone needs! Remember, the proceeds from our first annual fundraiser, H.I.S. & her ◊ Party for a Cause!, will go toward our community education efforts, specifically CPR and Stop the Bleed. Plan to attend Saturday, September 8th, River Crossing Club at 6:00 p.m. More details available on our website, www.hiscentre.com/annual-event

Maintaining Balance Falls can occur anywhere, at any time, and are caused by a number of factors. Following a few simple suggestions can help you maintain your balance. • Stay Active—Engage in moderate exercise to improve strength, flexibility and balance • Stay Safe at Home—Improve indoor/outdoor lighting in all rooms, hallways and stairways. Use non-slip rugs and install grab bars in the bathroom and hand rails for stairs • Clear Vision—Have our eyes checked annually by an eye care professional • Managing Medication—Medications may make you feel better, but a complication of some medications can have side effects. Talk with your doctor or pharmacist about all your medications including over-thecounter medications. • Assistive Devices—Use walkers, canes, and walking sticks as needed. Check with a professional for the appropriate device for you. • Proper Footwear—Wear shoes that fit properly and have good support with non-slip soles. High-heeled shoes, floppy slippers and/or slick soled shoes may cause you to fall.

Great Decisions Discussions at the Mammen Family Public Library Great Decisions Topics 2018 is America’s largest discussion program on world affairs created by the Foreign Policy Association. (See more at www.fpa.org) The program provides background information and policy options for the eight most critical issues facing America each year and serves as the focal text for discussion groups across the country. Our library’s program model, sponsored by Mammen Investments, Inc., includes watching the DVD and hearing a speaker related to the subject prior to questions and discussion. Briefing books, which cover every topic that will be discussed, are available for $20 at the library, while supplies last. A light meal will be provided at each scheduled meeting. All discussions are on Thursday evenings from 5:45pm–7:45pm and will be held at the Library Annex at 20475 TX 46 Suite #350, Spring Branch, TX 78070. The Mammen Family Public Library will host discussions on those topics on the upcoming dates: The discussion on August 23 will focus on Turkey: A Partner in Crisis. Of all NATO allies, Turkey represents the most daunting challenge for the Trump administration. In the wake of a failed military coup in July 2016, the autocratic trend in Ankara took a turn for the worse. One year on, an overwhelming majority of the population considers the United States to be their country’s greatest security threat. In this age of a worsening “clash of civilizations between Islam and the West, even more important than its place on the map is what Turkey symbolically

represents as the most institutionally Westernized Muslim country in the world. The speaker for the evening will be Mehmet Oguz, Executive Director, Dialogue Institute of the Southwest in San Antonio and Vice President of the Turkic American Business Council. Mr. Oguz is a mathematical engineer and has a Masters of Public Administration and a Masters of Art in International Relations, along with a Certificate of Conflict Transformation Degree. He taught math and computer science for 8 years in Russia prior to being a principal at Chelyabinsk Boarding High School. On August 30, Frank Shaddelee, retired Military, will be discussing U.S. Global Engagement and the Military. The global power balance is rapidly evolving, leaving the United States at a turning point with respect to its level of engagement and the role of its military. Some argue for an “America First paradigm, with a large military to ensure security, while others call for a more assertive posture overseas. Some advocate for a restoration of American multilateral leadership and a strengthened role for diplomacy. Still others envision a restrained U.S. role, involving a more limited military. How does the military function in today’s international order, and how might it be balanced with diplomatic and foreign assistance capabilities? South Africa’s Fragile Democracy will be discussed on September 6. The African National Congress (ANC) party has governed South Africa since the (Continues on page 13)

end of apartheid in 1994. But the party today suffers from popular frustration over official corruption and economic stagnation. It faces growing threats from both left and right opposition parties, even as intraparty divisions surface. Given America’s history of opportunistic engagement with Africa, there are few prospects for a closer relationship between the two countries. Meanwhile, a weaker ANC could lead to political fragmentation in this relatively new democracy. The presenter for this discussion is Anene Ejikeme, Ph.D. Associate Professor, History, Trinity University. Educated on five continents, Anene Ejikeme received her PhD from Columbia University in 2003. A specialist in modern African history, she studies the politics of gender and economic development in colonial and postcolonial Africa. She is completing a manuscript, “From Traders to Teachers,” an analysis of the changes in women’s lives in Onitsha, an important Nigerian market town in the twentieth century. The life of the boxer, Hogan “Kid” Bassey, 1957 world welterweight champion and Nigerian nationalistic icon, is the subject of her next project. She is co-editing a volume titled “Black Women Travel,” a collection of travel narratives. Prior to coming to Trinity, Anene taught at Barnard College in New York, where she served as the Director of the Pan-African Studies Program from 2001 to 2003. The final discussion on September 13, will be Global Health: Progress and Challenges. The collective action of countries, communities, and organizations over the last 30 years has literally saved millions of lives around the world. Yet terrible inequalities in health and wellbeing persist. The world now faces a mix of old and new health challenges, including the preventable deaths of mothers and children, continuing epidemics of infectious diseases, and rising rates of chronic disease. We also remain vulnerable to the emergence of new and deadly pandemics. For these reasons, the next several decades will be just as important—if not more so— than the last in determining wellbeing across nations. The speaker for this discussion will be Richard Britz, Mobile Integrated Healthcare (MIH) Coordinator at Bulverde Spring Branch EMS and author of Have a Good Day for Jesus and John Wayne. For more information on any of the topics mentioned in this article, or to learn more about the speakers at each discussion, please visit bsblibrary.libcal.com. The Bulverde Community Chorus Offers Music that will
“Take You Home”
The Bulverde Community Chorus is preparing to entertain you once again. It’s time for our annual Broadway Comes to Bulverde program. Maybe we should say Broadway and Hollywood Come HOME to Bulverde, because that is the theme of this year’s program: “Goin’ Home.” Most of us look forward to going home, whether it is going home from work, going home to visit friends and family, going home to where you grew up, or just going to the place where you feel most comfortable. It’s a trip we anticipate. This year’s program explores the music from plays and movies that express all the feelings of love, joy, support, questions, and sometimes even disappointment, that we associate with home. But there is one home to which we all look forward to arriving, that we know will always be peaceful, where we will always be welcome, and in which we will never be frightened or disappointed. That’s our Heavenly Home. Come join us on August 24 and 25 at 7:00 PM or August 26 at 3:00 PM at Bulverde United Methodist Church, 28300 Hwy 281 North, just south of Cibolo Creek. Bring the kids. They’ll recognize and enjoy some of the music. For more information, call 830980-7745 or e-mail vicki@bulverdeumc.org. This program is free and open to the public.

But no matter your opinion of these little Barn Swallows, they are beneficial participants in the local ecosystem, keeping bugs—including mosquitos— in check. Here is a little information about our local bird friends, accompanied by photos submitted by Bulverde residents Charlie Wood, Jane Wood, and Susan Eisenbrey (cover). Swallows, of the family Hirundinidae, are among the most conspicuous, well known, and beneficial of birds; they feed in flight on numerous insects detrimental to man. Seven of the eight species occurring in Texas are colonial to some extent, and all are migratory. Most have developed close associations with man and his works, constructing their nests on bridges and buildings, or within highway culverts and birdhouses. They are streamlined in form, with relatively long, pointed wings and small feet, and, with the exceptions noted below, average between five and six inches in length. Snakes, hawks, and owls appear to be their major natural predators. All swallows are protected by federal and state law.* Most familiar to the Bulverde area are the Barn Swallows (Hirundo rustica), common residents of country and suburban areas. They display shiny blue-black backs, rusty underparts, and a band of white spots across deeply

In south central Texas, at the northern margin of their distribution, Cave Swallows (Petrochelidon fulva) recently have begun to extend their range by utilizing highway culverts as substitutes for their traditional cavern and sinkhole breeding sites. Their upper parts are medium brown, and they have prominent buffy or light-orange rumps. The tail is short and unforked, and the underparts are light in color. The throat usually is buffy. A conspicuous forehead patch is chestnut brown in color. On the walls or ceilings of caves and culverts they build nests with flaring rims, composed primarily of mud or bat guano; they use less grass in nest walls than Barn Swallows. Cave Swallows lay three to five speckled eggs and rear two or three broods. Along highways in South Texas, this species is frequently seen with the barn swallow; the two species occasionally hybridize. The Cliff Swallow (Petrochelidon pyrrhonota) is similar in size and color to the Cave Swallow, but its throat is usually much darker than that of the cave swallow, and Texas populations of Cliff Swallows may have either cream-colored forehead patches (in the northern portion of the state), cinnamon or fawn-colored forehead patches (southern portion), or chestnut forehead patches (the Big Bend). Cave Swallow forehead patches are always chestnut brown. Major behavioral differences also separate these species. Cave Swallows rear two to three broods and leave their breeding sites relatively late in the season (early September), while Cliff Swallows usually rear only one brood (three to five young) per season and leave their breeding sites early. The mud nests of Cliff Swallows are built in conspicuous locations beneath elevated rocky ledges and bridges or on buildings; they can be identified by their globular shape and tubular entrances. Urban populations of this species have been reduced in number by disturbance from the house sparrow and people; this problem continues in suburban and rural areas.1

Ask the Expert: Does a High SPF Protect My Skin Better? Expert: Steven Q. Wang, MD, director of Dermatologic Surgery and Dermatology at Memorial Sloan Kettering Cancer Center in Basking Ridge, New Jersey.
But, real life is not like a lab. In real life, products with very high SPFs often create a false sense of security. People who use them tend to stay out in the sun much longer. They may skip reapplying. And they may think they don’t need to seek shade, wear a hat or cover up with clothing. They end up getting a lot more UV damage, which, of course, defeats the purpose.
Q. Does a sunscreen with a high SPF (sun protection factor) protect skin better than one with a lower SPF? How high should I go? A. I wish I had a short, simple answer to this question, but it is a little complicated. As a dermatologist and photobiologist, I have studied the damaging effects of the sun’s ultraviolet (UV) radiation on skin, as well as how to protect against them. So I can walk you through a few important points that will make you more of a sun protection expert, too!
Two Rays, Two Ways to Protect Yourself
For people who have a history or high risk of skin cancer, genetic diseases such as albinism or xeroderma pigmentosum or certain immune disorders, SPF 50 may not be enough. Same goes for certain scenarios, such as hiking or skiing at high altitude or vacationing near the equator.
Ultraviolet light is invisible to humans, because it has shorter wavelengths than the light we can see. Within the UV spectrum, there are two types of rays that can damage the DNA in your skin cells and lead to skin cancer. It’s important to protect your skin from both types:
The Skin Cancer Foundation recommends a waterresistant, broad-spectrum sunscreen with an SPF of 30 or higher for any extended outdoor activity. Regardless of the SPF, though, it’s important to apply one ounce (two tablespoons) 30 minutes before going outside and reapply it every two hours or immediately after swimming or sweating.
UVB rays cause sunburn and play a key role in developing skin cancer. A sunscreen’s SPF number refers mainly to the amount of UVB protection it provides.
Beyond Sunscreen
UVA rays cause skin damage that leads to tanning as well as skin aging and wrinkles. The shortest wavelengths of UVA rays also contribute to sunburn. It’s important to look for the words “broad spectrum” on the label, which means the product has ingredients that can protect you from UVA as well as UVB rays.
What Does the SPF Number Mean?
The SPF number tells you how long the sun’s UV radiation would take to redden your skin when using the product exactly as directed versus the amount of time without any sunscreen. So ideally, with SPF 30 it would take you 30 times longer to burn than if you weren’t wearing sunscreen. An SPF 30 allows about 3 percent of UVB rays to hit your skin. An SPF of 50 allows about 2 percent of those rays through. That may seem like a small difference until you realize that the SPF 30 is allowing 1.5 times more UV radiation onto your skin. That is a 150 percent difference! Under ideal conditions (like in a laboratory), a sunscreen with higher SPF protection and broad-spectrum coverage offers more protection against sunburn, UVA damage and DNA damage than comparable products with lower SPF values.
Sometimes when you ask a question, you realize it’s the wrong question. Maybe the better question would be, “What is the best overall strategy to protect my skin?” Here’s the answer: It’s important not to rely on high-SPF sunscreens alone. No single method of sun defense can protect you perfectly. Sunscreen is just one vital part of a strategy that should also include seeking shade and covering up with clothing, including wide-brimmed hats and UV-blocking sunglasses. CALL

The Buzz Since its inception four years ago, the Bulverde Community Garden has benefitted from the devoted labor of volunteers and the generous donations of local individuals, groups and charities. Noteworthy over the years has been consistent volunteer and financial support from the Bulverde Garden Club. The latest donation from this group has enabled the purchase of a cast iron garden bench to provide welcome rest to those planting, watering, fertilizing, weeding and harvesting the 26 plots of vegetables and fruits in the Community Garden. The Bulverde Garden Club’s Program Chair, Lorelei Mayer, is responsible for 8 of the plots in the Community Garden that are designated for Provisions, our local food pantry. Last year Home Depot offered to construct a shaded rest area for the Garden. The Bulverde Garden Club then stepped in to provide seating for this shaded area. Heavy duty benches don’t come cheap, generally averaging from $600 to $900. The Garden Club used money from the sale of their members’ homegrown plants to fund this gift. Those attending Bulverde’s annual September Jubilee event will find these plants for sale at the Garden Club’s booth (#1 at the entrance to Jubilee). Beginning each spring, Club members propagate native and other plants from their yards for sale at Jubilee. The native plants are specially adapted to Hill Country conditions and are sold at deep discounts. The profits from the Jubilee have supported several local non-profit garden If you or your business or SCHOOL would like to secure a plot (at no cost), please contact Joanne Hall at jothall@gvtc. com. Donations are always gladly accepted to help with the growth and beautification of the Garden. Also, interested persons are invited to attend the Bulverde Community Garden Committee meeting on the second Monday of the month at 5:15pm at the Bulverde Spring Branch Activity Center. Page 18 July 2018
From the Garden projects such as the Community Garden, BSB Library’s Butterfly Garden, Comal County Habitat for Humanity, St. Jude’s Ranch for Children, and the Bulverde Community Park. The Club members meet the second Tuesday of most months for tours, yard art projects, gardening presentations, and social events. New members are always welcome. Those interested can contact Lorelei Mayer at lorelei@ gvtc.com. The Bulverde Community Garden Committee thanks the Bulverde Garden Club for their continued support over the years. The bench is a colorful addition and well appreciated.
