Welcome y’all! Dripping Springs Mayor Todd Purcell is 100% Dripping. Although born in Austin, he grew up in Dripping Springs and is a Dripping Springs High School graduDWH $ Ă€UHĂ€JKWHU E\ WUDGH KH JUDGXDWHG IURP $XVWLQ¡V Ă€UHĂ€JKWHUV DFDGHP\ +H KDV EHHQ PDUULHG WR KLV ZLIH Connie for 28 years and has 2 sons. His family roots run deep in Dripping, having lived in the area for over 100 years. “I never wanted to be mayor,â€? Purcell said. He owned an electrical business and watched the area develop with unrestricted growth. He decided he wanted to protect the small town atmosphere and also wanted to be able to provide jobs for the residents who were leaving the area DQG PRYLQJ LQWR $XVWLQ DQG 6DQ $QWRQLR LQ RUGHU WR Ă€QG work. He started by being named to the Planning and Zoning Commission as a volunteer for two years. He found Dripping Springs “unorganized as a cityâ€? and that “they were reactive instead of proactive.â€? He ran for city council and received the most votes ever by a candidate as they “hit every door in the city limits,â€? Purcell recalled said. 3XUFHOO EHFDPH PD\RU SUR WHP DQG WKHQ PD\RU IRU Ă€Iteen years. His goals in his role as mayor were for Dripping Springs to become a “proactive city for growth, and to protect the heritageâ€? of the city. Austin tried to extend its boundaries to include Dripping Springs, but through lawsuits, ordinances and zoning, Drippings Springs retains its small town atmosphere. “We have a great staff. I’m not their boss, everyone walking through the door is their boss,â€? Purcell said. He likes for the city to direct and manage growth and keep the same lifestyle that he grew up with. But some things turn out differently once you’re in the top spot. 10

DRIPPING SPRINGS Ready for development
By Bonnie Gonzales DS Century News There are thousands of lots in the Dripping Springs area on the brink of development. “When you look at the number of platted lots, it’s impressive. I think a roughly calculated number we have right now is around 7,000, and that’s in the city and the ETJ all together,â€? said Jon Thompson, Planning Director for the City of Dripping Springs. “Growth is happening all around the city.â€? Thompson said the estimated population of Dripping Springs has gone from 1,788 to 1,919 in just four years. That’s a 7.8 % increase just inside the city limits. When you consider all of the people who live in the city’s extraterritorial jurisdiction, that population number is VLJQLĂ€FDQWO\ KLJKHU 7KRPSVRQ HVWLPDWHV WKH FRPPXQLW\ includes around 32,000 people. ,W¡V NHHSLQJ FLW\ RIĂ€FLDOV OLNH 7KRPSVRQ QRWKLQJ VKRUW RI busy. He remembered one year when they only issued about 20 building permits. “That was a busy year. But now that we’ve started permitting [subdivisions like] Reunion Ranch, Saratoga Hills, we’ll be doing Headwaters, Caliterra,â€? Thompson said. “Our numbers went from like 20 to suddenly we’re issuing permits to probably a few hundred.â€? There’s plenty more to come. “We have more building going on in Harrison Hills.

But by percentage, I’d guess probably about 10 -15 % out of the overall number of permits we do [are commercial],â€? he said. Thompson doesn’t expect the number of permits they’re dealing with to slow down any time soon. “It’ll just keep going up. The residential for sure will just keep going up if nothing changes. We’ve begun to grow very fast, certainly faster than we’ve ever experienced growth before.â€?

HOUSING VALUES GETTING HIGHER By Dalton Sweat DS Century News
Home values in Hays County are exploding and Dripping Springs is no exception. In fact, it is one of the driving factors behind the growth of one of the fastest-growing counties in the nation. The average market value for homes in Hays County grew by 12.4 percent between 2014 and 2015. That’s almost double the rise in value between 2013 and 2014, HCAD Chief Appraiser David Valle said. “Last year we had a seven percent average home value increase. It’s trending higher just with more growth,” Valle said. Dripping Springs was one of the strongest sectors in Hays County. The market value for homes within the Dripping Springs Independent School District rose from $293,178 last year to $324,336, representing a 10.6 percent increase. The market value of a home in Dripping Springs is also the top in the county. “You get into supply and demand, and that is what is playing a large role in the increase of home values,” Valle said. Commercial and industrial property increased in value in Hays County by 15.9%, from $1.64 billion in 2014 to $1.9 billion this year.
“Hays County is one of the fastest-growing counties in the state,” David Valle, chief appraiser for the Hays Central Appraisal District, said. “Hays County continues to show strong growth and prices are trending higher. The market value that we are putting on properties then goes up as well.” There were 2,764 homes sold in Hays County last year. The Dripping Springs area saw the second most homes sold in the county, coming in with 589 total sales. “A lot of that is a lot of high end subdivisions on Highway 290, and a lot of those sales are driven in Belterra and similar high-end subdivisions,” Valle said. Most of the increase in property values in Dripping Springs came from single-family residential homes. The total appraised value of property within DSISD’s boundaries was just over $4.57 billion, about a $600 million increase over last year. Of that increase, more than $400 million was from single-family residential homes. The numbers provided by Hays CAD show that 516 new residential homes were built in Dripping Springs and there were no new multi-family houses built.

Rose said. “Because of all we have to offer, I believe additional primary sector growth will occur with people interested in working in the same community they raise their family. “Taking a step back in time” is a common phrase you will hear as you stroll down Mercer Street or Old Fitzhugh Road, enjoying the architecture of buildings, many of which were built between 1870 and 1940 and are home to thriving businesses today. Mercer Street was the home of some of WKH ÀUVW EXVLQHVVHV LQ 'ULSSLQJ 6SULQJV and many of the storefronts have remained unchanged for decades. Whether it’s shopping at one of the quaint boutiques, dancing at an old style dancehall, grabbing a beer at the well-known “Barber Shop” or treating your taste buds to some ice cream and frozen yogurt, there’s something for everyone in downtown Dripping Springs. In late 2013, the city of Dripping Springs began the Mercer Street Improvement Project to improve connectivity, mobility,
safety and security. More than 2,600 feet of sidewalk was added, as well as a pedestrian bridge to cross the actual dripping springs, crosswalks, bicycle racks, benches, streetlights and historic district monument signs. “Both the city and the Dripping Springs Chamber of Commerce recognize the importance of making the downtown area the crown jewel of Dripping Springs,” said Sherrie Parks, executive director of the Dripping Springs Chamber of Commerce. In addition to the city’s improvements to Mercer Street, the Chamber has assisted local merchants in kicking off “First Thursday Dripping Springs,” a monthly event that extends the business day and provides family-oriented activities for both kids and adults. Each First Thursday of the month, merchants extend their hours (between 7 and 10 p.m.) and have a variety of specials which might include one-day sales, special activities, food, music and art. “We have businesses participating located at Hwy. 290 and Ranch Road 12, along Hwy. 290 in Dripping Springs and, of course, on Mercer and Old Fitzhugh Streets. and Goodie Two Shoes. “Both were on South Congress in Austin before moving here, and the owners, Debra Clark (Pink West) and Christine Ann (Goodie Two Shoes) were instrumental in starting First Thursday in Austin,” said Pam Owens, director of tourism for the Dripping Springs Chamber. “There are businesses that people can go to in the day or the night. It’s turning into a family-oriented entertainment district.” Other businesses along Old Fitzhugh include Yapa Artisan Empanadas and the Sidecar Tasting Room, a prohibition style wine bar. The Dripping Springs Chamber of Commerce and Visitors Bureau, located at 509 Mercer Street, has brochures about First Thursday, the Historic District, as well as local events and points of interest. DRIPPING SPRINGS EXEMPLARY
SCHOOL DISTRICT By Dalton Sweat DS Century News The Dripping Springs Independent School District is one of the best in the nation – and that’s not just hyperbole. According to Newsweek, Dripping Springs High School was the 274th best in the entire United States and 17th in the state of Texas. The high school was also ranked 83rd in the nation by the website Daily Beast and 422nd by the U.S. News and World Report. “This is a unique district,” Dripping
Springs ISD Superintendent Dr. Bruce Gearing said. “Often in districts, you see success at elementary level and then it drops off at the high school level. In this district, while we see success at the elementary, we see a substantial amount at the high school. The reason is that we are doing all the right things at each level at the elementary and middle. Some of the right things don’t get us recognized in the eyes of the ranking or on standardized test, but they are the right things for our children, and they ultimately lead to success. But it’s not just the high school that is excelling. The entire district has noteworthy endorsements.” The organization Children at Risk named Dripping Springs ISD the best school district in Central Texas and ninth in the state. The school district was also D ÀQDOLVW IRU WKH + ( % ([FHOOHQFH LQ Education: Large School District of the Year award. The success translates to the State of Texas Assessments of Academic Readiness (STAAR) test. On the 2014
STAAR, Dripping Springs ISD students outperformed the state on every test, in most cases by 15 to 20 percentage point. Students also achieved the Advanced Performance assessment at a much higher rate than their peers across the state and met the passing standard at all grade levels in all subjects. “For us, standardized tests are not a focus at all,” Gearing said. “It’s just an expectation for our kids to perform well. It is a minimum standard for us. We are hitting in the 94 to 95 percentile range, and that is what we expect to happen, and it’s because we are doing a lot more higher-level work for all of our kids throughout the year so they are able to perform on those test.” Overall, 99 percent of students graduate and 93 percent of students pursue higher education. Of the 48 categories rated by the Texas Education Agency for student and community engagement DFURVV DOO ÀYH VFKRROV DQG WKH GLVWULFW as a whole, DSISD received the highest rating of exemplary in 46 categories.

By Dalton Sweat DS Century News Dripping Springs High School is a public high school consisting of grades nine through 12. The enrollment is typically in the area of 1,550 students. The high school holds a standard of excellence that few schools can match, as it is consistently ranked, by multiple sources, as one of the top high schools in the state and country. In addition to the national accolades, students consistently perform at a high level on state assessment test and college admission exams. The Class of 2014 scored well above state and national averages on both the ACT and SAT college entrance exams. Dripping Springs’ average ACT score of 24.3 topped the state and national average 24

by 16 percent. On the SAT, students’ average score of 1618 bettered those of their peers in the state and nation by 13 and 8 percent, respectively. When it comes to Advanced Placement courses, nearly 80 percent of students who took the exams scored high enough to earn college credit. This success goes beyond the classroom and extends into the school’s extracurricular activities. A strong athletic department is now run by Galen Zimmerman, who was promoted into the Athletic Director’s position in May 2015. “We want to makes sure our students on the athletic side had the chance to be successful,” Gearing said. “We have
sports that aren’t as typical, like wrestling and a shooting team, that are both doing very well at the state level. In football, we reorganized the whole department to make sure we could bring in the higher the level of staff to make sure we can get to that OHYHO RI DFKLHYHPHQWV ,W¡V QRW D VDFULĂ€FH VRPHZKHUH HOVH ,W¡V that we want to bring all of our opportunities up to that level of success.â€? The DSHS band is also a former state champion in marching, DV ZHOO DV D PXOWLSOH WLPH VWDWH Ă€QDOLVW )LYH 'ULSSLQJ 6SULQJV High School students were named to the Texas Music Educators Association 5A All-State Band this season. The high school’s One-Act Play advanced to the state Ă€QDOV SODFLQJ VL[WK DQG WKH musical production in the spring of 2014 earned 12 nominations in the Greater Austin High School Musical Theatre Awards. “In general, our philosophy is we want to connect our
students to their interest and their passions to provide them the opportunity excel in whatever area,â€? DRIPPING SPRINGS MIDDLE SCHOOL By Dalton Sweat DS Century News The Dripping Springs Middle School serves around 1,200 students per year and is the only middle school for Dripping Springs ISD while a second middle school is being constructed for 2017. “The middle school is really an outstanding campus,â€? Dripping Springs Superintendent Dr. Bruce Gearing said. “It’s a very large campus, and the numbers help us on the athletic side and academic extracurricular side, so we do well.â€? The Dripping Springs Middle School was the runner-up for the National Association of Middle School Principals School of the Year Award in both 2014 and 2015. On the State of Texas Assessments of Academic Readiness (STAAR) test, the middle school met all standards set forth by the Texas Education Agency including Student Achievement, Student Progress, Closing Performance Gaps and Postsecondary Readiness. DRIPPING SPRINGS VOTERS APPROVE By Bonnie Gonzales DS Century News

“You know, the growth issue is here and it’s going to stay,� said Bruce Gearing, Dripping Springs Independent School District Superintendent. “We are planning new facilities in the district.� That’s a result of a $92.4 million bond program approved by voters May 2014. A new elementary school and middle school will be built on Sawyer Ranch Road near the Highpointe Neighborhood. “We are going to be seeing this new elementary school and new middle school coming online in 2017,� Gearing said. He said the new schools will share a roof but will function as two separate schools. Zoning for who will attend those schools is yet to be determined. “We will wait until the 2016-2017 school year, the year before we open the new facilities, because we need to have accurate counts of how many students are realistically on the ground,� Gearing said. “At the same time, we’ll do the naming of those new facilities at that time as well.� Besides the new campuses, the bond will also fund district 32

The baseball/softball complex is expected to be completed by January of 2016. “The stadium is opening in fall of 2016 for football season, and then the instructional facility should be complete by May of 2016. That will allow us the summer to move in, do professional development in the building and open for school in August of 2017,â€? Gearing said. Based on enrollment projections, the number of elementary and middle school students in the district is expected to exceed the current capacity of existing facilities within the next two years. A new elementary school, to serve Grades PK-5, and a new middle school, to serve Grades 6-8, will be built on district-owned property at Sawyer Ranch Road. The two campuses will be built next to one another and share support facilities, such as kitchen and mechanical equipment, to save operational and maintenance costs. The elementary school will be built to serve 850 students. The middle school core spaces, such as gymnasiums and cafeterias, will be built to a full capacity of 1,200 students, while classroom spaces will be built to an initial capacity of 850 students with the ability to add classrooms as the district grows.

One could get lost in all that is available in the Founders Memorial Park.

The biggest jewel in the park is the Pound House, the original 1854 home of one of the founders of Dripping Springs. Dr. Joseph 3RXQG¡V +RXVH VHUYHG DV WKH WRZQ¡V ÀUVW VFKRRO church, hospital and doctor’s residence. Filled with original furnishings donated by Dr. Pound’s descendants, it truly is like stepping back in time.

Charro Ranch Park
Charro Ranch Park was donated to the City of Dripping Springs by Lucy Reed Hibberd in December of 2008 after being in her family for about 50 years. Hibberd developed trails, created areas IRU UHĂ HFWLRQ DQG LQVWDOOHG VLJQV LGHQWLfying tree species. It is the perfect place to do some bird watching, hiking or picnicking. There are gardens, xeriscaping and a solstice circle that are tended by the Master Naturalists of Hays County. Just minutes away from the city, one can get lost in nature and contemplate the beauty and peace that Charro Ranch Park has to offer.

Veterans Memorial Park
Veterans Memorial Park was bought by the city from Hays County and is the cornerstone of the Triangle where the Farmers Market meet to sell their produce. There is a monument and remembrance area to remind citizens that many from the area gave their lives for the freedom we enjoy. The American DQG 7H[DV à DJV à \ RYHUKHDG VR WKDW ORFDO UHVLGHQWV do not forget that freedom isn’t free. There are picnic tables and benches to enjoy an outdoor treat while contemplating the price that many have given for this country.
