Chairperson's letter

C

hange is in the air. The LGBT community recently experienced a major change, and so has the magazine you’re reading right now, the Austin Gay and Lesbian Chamber of Commerce’s The Agenda.

First, let me address the major change that the entire LGBT community recently witnessed: the U.S. Supreme Court ruling that authorized marriage equality across the country. The AGLCC applauds the Supreme Court ruling on marriage equality, as well as Austin Mayor Steve Adler’s proclamation in support of marriage equality.

However, the AGLCC and affiliated chambers across the country realize that we still have plenty of work ahead of us in terms of workplace equality. In far too many places in the United States, it remains permissible for LGBT employees to be fired just because of their sexual orientation or gender identity. The victory regarding marriage equality is not the end of the road for the LGBT rights movement.

Moving forward, we are eager to continue working with the City of Austin on economic development issues affecting the LGBT business community and the business community at large. We want to ensure a vibrant and inclusive economy in Austin. We wholeheartedly thank the City of Austin for its continued commitment to ensuring Austin remains an open, diverse and safe place for residents and visitors alike, regardless of their sexual orientation or gender identity. Our cover story in this issue of The Agenda explores Austin’s wonderful LGBT-friendly attitude.

While we celebrate the advent of marriage equality in Texas and around the country, we also celebrate the new look of The Agenda. The magazine’s Editor-in-Chief, AGLCC board member John Egan, along with AGLCC board member Shannon Mantrom, the magazine’s Creative Director; Rachelle Diaz, Art Director; and Devaki Knowles, Photo Editor, have revamped The Agenda to make it even more reader-friendly. THE FRESHMAN State Rep. Celia Israel makes a mark in her first legislative session

elia Israel’s election to the Texas House of Representatives was an unusual one. An unprecedented four separate elections in less than a year combined to form a formidable path to becoming and remaining the state representative for the 50th District, which covers a considerable swath of Austin and Travis County. In January 2014, Israel assumed the office vacated by Mark Strama, who had stepped down to accept a high-profile job with Google Fiber; she won re-election (for a full term) in November 2014.

The battle for Strama’s former House seat was fierce. Israel is a hardworking community advocate with years of experience, but she hadn’t experienced the ins and outs of running for office. That’s not to say she wasn’t schooled in the ways of government. Raised in El Paso, Israel moved to the Austin area in 1982 to attend the University of Texas. After earning a bachelor’s degree in government, Israel landed a job in the administration of Gov. Ann Richards.

Despite her government bona fides, Israel’s election opponents were at times more polished or more willing to play political games. But Israel built an army of supporters who carried her through not just her first election but three more on her way to becoming only one of two openly LGBT lawmakers in the Texas House during the 2015 legislative session.

‘TRANSPORTATION CHICK’ lthough her big legislative initiatives didn’t make the headway she’d hoped for, Israel did make an impact, especially in raising concerns about traffic in Central Texas. Israel says that while LGBT issues always are of interest, she’d rather be known as the “transportation chick.”

Despite her efforts, two transportation bills that she supported — one enabling movement of trucks off I-35 and the allowing use of highway shoulders by buses in heavy traffic — did not find their way to

the governor’s desk. Meanwhile, Gov. Greg Abbott vetoed a bill she advocated for that would have encouraged telecommuting for state workers.

Israel tells KXAN that she was disappointed by Abbott’s veto.

“If one more person who works at a state office can safely and securely do their job from home, even if it’s one or two days a week, that’s helpful to our traffic problem,” Israel says.

Another issue that Israel tackled during the 2015 legislative session was online voter registration for Texans. While her voter registration push wound up languishing in a House committee, the legislation did garner significant support from fellow House members. Although the concept of online voter registration doesn’t seem controversial, “you’d be surprised who opposes it,” Israel says. In fact, she rankled some officials in Harris County who came out against the legislation.

One measure she championed that did pass muster with Abbott was a bill aimed at protecting pregnant inmates in county jails. The bill becomes law on Sept.

The 2015 legislation aims to supply more insight into how pregnant jail inmates are treated behind bars.

WHAT DO YOU MEAN BY SELF-IDENTITY? erhaps one of the more emotional moments of Israel’s first legislative session came during a debate in March on the House floor. During consideration of a flurry of amendments, the freshman Democrat engaged in a political dance, of sorts, with state Rep. Drew Springer, a second-term Republican whose district covers 22 mostly rural counties northwest of Dallas-Fort Worth.

Israel was unsure of the underlying issue that Springer was addressing during discussion of an amendment he’d

But the issue became clearer as Springer told the story of a Texas school superintendent who was worried about boys wanting to play girls’ soccer.

Springer struggled to explain his intent.

“It has nothing to do with equity. …It was where an individual would say they ‘selfidentify’ and want to go play on a girls’ team,” he said.

“I don’t know what you mean by selfidentify,’” Israel replied.

When one of the two openly LGBT members of the Texas House asks you to clarify what “self-identify” means, it’s more of a statement than a question. Israel’s statement forced Springer’s hand.

Springer’s comeback: “Where a male is born as a male and says, ‘I decided to be treated as a female so I deserve the right to be able to play on the girls’ team.’ ” What happened next was brief. Israel managed to pause the proceedings by demanding a minute to review Springer’s

amendment. Democrats circled around Israel at the back of the House chamber.

State Rep. Eddie Rodriguez, an Austin Democrat, was at Israel’s side as she felt the emotions welling up inside her.

“Eddie, it’s about the kids… it’s about the kids,” she told Rodriguez.

Meanwhile, Republicans were surrounding Springer at the front of the House chamber.

“It was turning into a scene from West Side Story,” Israel recalls.

Seconds ticked by, with Republicans and Democrats staring each other down from across the wide expanse of the House chamber; no one was certain how this standoff would be resolved.

With Israel sprinting down the aisle, ready to talk face-to-face with her Republican colleagues, Springer was persuaded to withdraw the amendment.

For a moment, at least, Israel had helped shelter the LGBT children of Texas.

WEDDING BILLS AND BELLS erhaps one of Israel’s proud moments during this year’s legislative session was helping lead efforts to kill the only anti-LGBT bill that had gotten to the House floor. The measure was designed to strengthen “traditional” marriage in Texas by trumping legalization of samesex marriage at the federal level. Israel and other House Democrats essentially talked the anti-LGBT bill to death.

“I am relieved that the Texas House was not forced to entertain a mean-spirited, divisive bill that could keep us from doing the work our constituents sent us here to do: make the lives better for the people of Texas,” Israel said in a statement after that bill died.

Another fight that Israel had taken on during the 2015 legislative session was reversal of the state’s ban on samesex marriage. She and the other openly LGBT member of the House — state Rep. Mary Rodriguez, an El Paso Democrat —

co-authored legislation that would have authorized same-sex marriage in Texas.

Their legislation stalled, but that became a moot point June 26. On that day, the U.S. Supreme Court issued a decision legalizing same-sex marriage in every state, including Texas.

Naturally, Israel — who lives in northeast Travis County with longtime partner Celinda Garza — reacted with elation to the Supreme Court’s ruling.

In a statement she issued on the day of the court’s decision, Israel said: “Texans have been waiting a long time for today’s decision, and I could not be happier. Today we celebrate the highest court in the land reaffirming the rights of all Americans, no matter who they love. I look forward to attending a lot of summer weddings!”

Many Central Texans are looking forward to Celia Israel’s next moves on LGBT issues, traffic congestion and other pressing matters. Stay tuned.

Austin appears at No. 3 on NerdWallet’s most recent list of the top LGBT-friendly cities in the U.S. For those of us who live here, that comes as no surprise. For decades, Austin has proudly worn its rainbow-colored heart on its sleeve. To get at the core of Austin’s LGBT-friendly attitude, we posed this question to local LGBT residents and LGBT allies:

What follows are their insightful responses.

SUPPORTIVE With few exceptions — some notable as of late — our elected officials and local leaders are amazing allies. Even though we live in a largely hostile state, our city leaders make Austin a welcoming city: Years before we had marriage equality in Texas, our county clerk maintained a domestic partnership registry; our city and county governments continued to offer health insurance and other benefits to partners of LGBT employees in spite of our attorney general’s attempt

to prohibit it; and our city’s nondiscrimination ordinance protects LGBT people, even though our state law does not. t Elizabeth Brenner, Austin attorney

POSSIBILITIES Austin is a city of great possibilities for anyone who is willing to work hard and to put their dreams in action, regardless of their backgrounds.

We live in the kind of place that focuses on the good in people and the quality of their work — not their differences — and I am so proud to call Austin home.

EQUALITY One of the key reasons Austin is such an LGBT-friendly city is that, with very few exceptions, local elected officials share a commitment to full equality for all citizens. From the City Council, which enacted nondiscrimination ordinances based on sexual orientation decades ago and was the first city in the state to implement Domestic Partner Benefits and last year became the first to include transgender-inclusive health care benefits for its employees, to electing the first openly gay and lesbian legislators in the state of Texas, Austin has led the state in the implementation of progressive values.

WELCOMING As a trans Latina born in the heart of downtown Austin, I have been witness to the fabric that has woven this amazing city into one of the friendliest and weirdest LGBT places to live in the United States. We have come a long way in changing policies and laws that protect persons who identify as gender diverse. Even though there is still much work to be done, more often than not individuals set out on their daily business each day feeling free and safe to express as themselves and indulge in the riches that Austin has to offer.

FREEDOM Austin is gay-friendly because Austin — the residents of Austin — allows people to be who they are, where they are, in all their idiosyncrasies. Our beloved slogan “Keep Austin

Weird” is not about being weird for weirdness’ sake. It is about weirdness for freedom’s sake, freedom to be exactly who you are and who you might become. This shows up in our businesses, our schools and our communities. That’s all that the LGBT people I know and work with daily want: the freedom to be. That makes Austin a great city, and I love it.

OPENNESS Austinites — at least those encountered in the social sphere — are generally five things: open, smart, kind, fun and fit.

On the last count, fit from the inside out, not just cosmetically so. The top reason people of all stripes move here is to join that culture. That’s been true for generations. We’ve never had a true gayborhood because the whole city is our welcoming neighborhood. Of those five characteristics, by the way, the most salient is “open.”

We are open to difference, open to change, open to preserving what’s best about what is already here.

PROGRESSIVE I believe Austin is an LGBTfriendly community because it embraces diversity and tolerance. Higher levels of education and progressive beliefs of the majority of its citizens are probably two of many factors that make Austin an open and welcoming city for a variety of people. Austin is a place where many people are not afraid to speak out to demonstrate their principles and philosophies. Although this sometimes makes for noisy, contentious conversations, I relish knowledgeable dialogue and rational discussion. Respect and civic involvement are the cornerstones of democracy and, happily, folks in Austin understand that.

DIVERSITY Austin’s strength as an LGBTfriendly city is rooted in our “Keep Austin Weird” pride. We are a “creative class” city. And our long history of tolerance, openness and celebration of diversity makes us the place to be. IBM and many other companies welcome — and are defined by — this innovative climate, with wonderful assists from our LGBT family members, friends and colleagues. Product innovation and lifestyle creativity feed on each other, making us all stronger and more competitive in the global economy. Terrific leaders in the public and private sectors also work to keep Austin weird, winning and feeling comfortable to everyone.

Open-mindedness. I was born in Austin, and way back then, Austin’s city culture was dominated by UT. I like to think it’s this core civic legacy of true academic inquiry — nonjudgment, open-mindedness and use of reason — that manifests as an Austin civic pride that not just tolerates but celebrates free thinking, authenticity, creativity and eccentricity, all hallmarks of a thriving LGBT community.

FEARLESS Austin has always attracted people unafraid to be who they are — to march for their cause and wait until the wee hours to speak up at the City Council.

Austin’s a place where talent, generosity and authenticity count for more than pedigree and wealth; where cowboys, hippies, hipsters and investment bankers come to work, play and sleep together. Austin’s LGBTQ community has always thrived within every segment of Austin, more assimilated here than maybe anywhere else in the country. We weren’t very out in the business and political communities until the ’90s, but we’re making up for lost time.

Longtime Partners Ted Burton and Darin Upchurch Said ‘I Do’ on Day of Supreme Court Ruling

T

he morning of June 26 started like many other Fridays do. Coffee was brewed, dogs were walked, couples kissed each other goodbye on their way to work.

Ted Burton was no exception. He was already driving to work when a friend sent him this text message: “We won!”

It took a few seconds for the realization to hit. The U.S. Supreme Court had just ruled in favor of marriage equality, immediately making same-sex marriage legal throughout the country. Friday, June 26, 2015, had just become a historic day for LGBT rights in America.

Burton pulled his car off the road and called Darin Upchurch, his partner of 15 years. Having just recently retired from event planning for the Austin Convention Center, Upchurch was sitting at his kitchen table enjoying a bowl of cereal when his phone rang. “I told Darin I was coming home and that we we’re getting married,” recalls Burton, executive vice president of Austin communications firm EnviroMedia.

Both athletes, the pair first spotted each other while participating in local marathons. They began talking and soon were more than just runners, tennis partners and softball teammates.

“To be honest, I knew pretty quickly [that Darin was the one],” Burton says. “I mean, I don’t want to flatter him too much, but I had been in longer-ish relationships before and knew I hadn’t met the right guy.

I think one of the great things about us is that we have so many common interests — sports, travel, we helped form the gay softball league — I can’t think of anything that we really like or do differently. And we also have our own lives.”

Upchurch agrees. He, too, knew early on that they were in it for the long haul. “I had my own personal list, and he met all the points. He wasn’t boring; we laughed a lot,” he says. “I got down to the end of the list and had checked it all off.”

After being together for a decade, the pair began to discuss marriage in loose terms. Even in 2010 — just five years ago — the possibility of national marriage equality seemed like a dim and distant hope, especially for those living in Texas.

It would still be another three years before the Supreme Court dismantled part of the Defense of Marriage Act and officially overturned California’s Proposition 8 ruling. But as the possibility became more and more real, Burton and Upchurch FA L L 2 0 1 5 | A G L C C . O R G

decided that they wanted to wait until the day they’d be able to exchange vows in the city they called home: Austin.

Which is why these self-described over-thinkers didn’t give Friday, June 26, a second thought. They were the 24th same-sex couple in line that day at the Travis County Clerk’s Office, where they got their marriage license (and a waiver of the mandatory 72-hour wait between obtaining the license and getting hitched).

“We went to the courthouse and got married at 1:20 p.m., ” Burton recalls. “It literally took half an hour, and then some clergy from United Methodist walked us into another room and performed a more Christian, spiritual blessing for us. It was really moving.”

The pair took their tiny celebration to Gloria’s restaurant for a margarita, but their small gathering quickly multiplied as friends, family and coworkers arrived for a pop-up wedding reception. “Even strangers were buying us champagne — which really doesn’t mix well with margaritas, as we learned later that night,” Upchurch says.

Eventually, the party moved to the Warehouse District.

“It was a really great feeling to see so many people celebrating,” Burton recalls.

“We danced, we saw everyone, I ended up on stage at the [marriage equality] rally.

Then, in the true spirit of how we live our lives, we were in bed by 10:30, and on the tennis courts by 9:30 Saturday morning.”

“We have a lot of friends with different political beliefs, but everyone has been so supportive. marriage equality isn’t a political issue, it’s a civil rights issue.”

Although both decided long ago that theirs was a lifetime partnership, they can’t help feeling like something has changed after being wed.

“We used to introduce ourselves as partners. Being able to say ‘husband’ — it feels different,” Upchurch says. “It’s similar to the feeling when Obama was elected. Euphoria.”

Burton adds: “We have a lot of friends with different political beliefs, but everyone has been so supportive. It just proves marriage equality isn’t a political issue, it’s a civil rights issue.”

Speculation is rising about how the June 26 marriage ruling will affect Austin Pride festivities in late August. Upchurch thinks it’ll be the “biggest celebration ever in terms of Austin Pride.”

For his part, Burton’s pride extends beyond the beloved queer celebration. “As a native Texan, the past 20 or so years were not the Texas I know and love,” he says. “I feel like I’m reclaiming what’s mine.”

The Ride of Her Life As head of the Texas Mamma Jamma Ride, Hope Smith brings hope to breast cancer patients

ou probably won’t find a more apt name for the face of a cancer fundraising organization than Hope. In this case, we’re talking about Hope Smith, executive director of the Texas Mamma Jamma Ride. The annual bike ride raises money for organizations that provide medical

HERO SPOTLIGHT and support services for people battling breast cancer. Every September since 2012, Smith and upwards of 400 of her friends and acquaintances have saddled up and literally taken the ride of their lives.

Smith joined the Texas Mamma Jamma Ride as executive director in 2012, three years after the organization was founded as an offshoot of the Hill Country Ride for AIDS. Jan Hill (cancer survivor and longtime Hill Country rider) and Nan McRaven approached David Smith, who then directed the Hill Country Ride, about creating a ride dedicated to raising money for nonprofit groups that help breast cancer patients. David Smith agreed, and the Breast Cancer Ride was born. The organization’s name later was changed to the oh-so-memorable Texas Mamma Jamma Ride — more a reference to “mammary” than to the song, although both dovetail nicely with one another.

A $100,000 donation from local philanthropist Bill Dickson helped launch

the ride, which benefits nine organizations.

(See list at end of article.) All of the funds collected go to those groups, minus minimal operating expenses.

It was Hope Smith’s arrival in 2012 that helped catapult the ride to its status as one of Central Texas’ premiere bike rides. The 2014 ride attracted 450 riders and raised $250,000. This year’s ride is expected to draw 600 riders, with the goal of beating the ride’s fundraising record.

Smith has relied on her eight years with the Muscular Dystrophy Association, along with her 15 years as the owner of a small business, to build the ride. The Roni Kendall of The Care Communities and volunteer Michelle Zabriskie of Seton greet riders at a rest stop.

effect she’s had on the ride goes beyond her nonprofit savvy and business smarts, though. Just spending a few minutes in Smith’s presence, you feel her warmth and compassion. With her wide smile, twinkling eyes and signature pink glasses, Smith is the heart of the organization.

Smith says the ride is more than just a once-a-year event. Rather, it’s a year-round community for breast cancer patients and their supporters, including veteran and newbie cyclists.

“Whether you are a breast cancer survivor or have a family member or a friend who has gone through it, or if you’re just someone who wants to get into cycling and are having trouble finding a good group to ride with, our training ride program is amazing,” Smith says. “We have some of the best volunteers you could ever ask for that organize and run that. They will never leave you behind — ever.”

HERO SPOTLIGHT In line with the organization’s community spirit, the ride doesn’t end until every single rider has crossed the finish line.

The start and finish lines of the ride move this year to the sleepy town of Martindale, seven miles east of San Marcos.

The 2014 ride took place in Georgetown.

The Martindale location was secured by Janis Connell, the organization’s training ride coordinator. Given that the ride will enjoy full access to Martindale’s Main Street, the event will be able to make room for musical acts and picnics.

If you peddle in or observe this year’s ride, you’ll detect a tone that’s anything but somber. The riders — many of them in costume — liven up the event by sporting painted faces and wearing every shade of pink imaginable. Each themed rest stop is staffed by volunteers who dress up to match the theme. (Picture adults in giant butterfly wings.)

Organizers prefer to think of the ride as a celebration of the lives of those who matter most — mothers, grandmothers, wives, sisters, aunts, cousins, friends and coworkers who are coping with breast cancer. If you do attend this year’s celebration and happen to spot Hope Smith, don’t hesitate to approach her and give her a big squeeze. “I’m a hugger,” Smith says.

The nine organizations that benefit from the ride’s proceeds: • Breast Cancer Resource Centers of Texas. Provides patient navigation, support groups and one-on-one consultation to breast cancer patients.

• Wings. Offers no-cost treatment and followup care to uninsured patients.

• Community Action of Central Texas.

Provides education, screening, diagnosis and patient navigation in four Central Texas counties.

• Susan G. Komen Austin. Gives grants to breast cancer programs in Bastrop, Caldwell, Hays, Travis and Williamson counties.

• Team Survivor. Offers emotional support, free exercise programs and fitness opportunities for women affected by cancer.

• The Care Communities. Provides nonmedical support to people living with cancer.

• Sustainable Food Center. Offers cooking and nutrition classes for breast cancer survivors.

• Wonders & Worries. Provides professional counseling to help families facing breast cancer develop coping skills.

• Seton Healthcare Family. Offers assessments, mammography exams, breast exams, diagnostic services and emergency help for breast cancer patients.

Hometown: San Antonio What’s your personal fitness routine? Being a fitness trainer, I am always on my feet and active with my clients, though I don’t work out with my clients like many believe. I like to do something at least four to five times a week. I, of course, work out with weights in my personal training gym, but I also love to run along Shoal Creek and Lady Bird Lake.

What gets you out of bed in the morning? What drives you? My desire to continue to improve myself and my business gets me up and out of bed in the morning. Every day, I know I have to motivate others to reach their goals and that, in turn, helps me — and a cup of coffee helps, too!

What would you say to a beginner to encourage him or her to become healthy and fit? I always encourage someone who is looking to get healthy and fit to chose something they like to do or at least don’t loathe. Also, to pick something that is convenient and fairly easy starting out. If someone begins with a routine that’s too hard or sets unrealistic expectations, they are more likely to stop.

What’s your go-to cheat food? I love Indian food and tres leches cake.
