It’s all about framing

A

ppretiare — a Latin word that means to hold and maintain value.

“That is the mission statement for my business,” said Lee Ann Whatley, owner/operator of Appretiare. “I want to be able to help my customers hold and maintain the value of their cherished objects.

She accomplishes that by offering custom framing and appraisal services at her business, Appretiare, located at 237 West Main Street.

Whatley is a conservation framer and also art appraiser affiliated with the International Society of Appraisers.

“As a conservation framer, I am concerned with the life of the object,” Lee Ann said. “I want to help preserve it and maintain its integrity for generations to come.”

Getting started While the 1993 Fredericksburg High School graduate has almost 20 years of experience in the framing business, it wasn’t the career path she started on after graduating with an art history degree from Southwest Texas State University.

She was living in Aspen, Colorado, and working for the David Floria Gallery as an assistant director of the contemporary art gallery.

She remembers the framer calling in a panic that he was behind in getting the Anderson Ranch Art Show ready for exhibition.

Floria said, “Lee Ann, I need you to go help William in the frame studio.”

“I said I don’t know anything about framing and he said ‘no worries you are going to learn. He needs your help.’”

“For the next year, I apprenticed under master framer William Merriweather and learned the art of archival fine art framing,” Whatley said.

Coming home Deciding to come back to Texas, Lee Ann recalls that 9-11 happened only a few months after making the move. She had been interviewing at museums and contemporary art galleries around Texas and “those interviews immediately dried up.

No one knew what was going to happen to the art market and to the world market.”

She knew she had to come up with something to do and on a spur-of-the-moment trip to nearby Mason to de-stress, she and her husband found a spot on the square that was being renovated.

“My husband said, ‘Lee Ann, you can start your gallery and do your framing here,’” she said.

She has now been back in Fredericksburg for four years and says she and her family, which also includes her husband, Jon Whatley, and their two daughters, are here to stay.

“When I was in high school here, I definitely wanted to go off and see the world. I never thought I would end up back here in Fredericksburg,” she said.

“But, I’m very happy to be back,” she said.

Creating art “I come from a legacy of artists and it runs in my blood,” Lee Ann said.

She is the granddaughter of locally famed artist Lee Ethel, and it’s on her bucket list to curate a retrospective exhibition of his works.

“I don’t actually create art myself,” Lee Ann said. “I find that my hands-on creativity happens in the framing studio helping people design an environment that works well with their art and with their home.”

Connecting with the client to find a style and putting all of the elements together to create a satisfying presentation is the key

to her business.

Her framing business is not limited to just works of art or new pieces. She also frames memorabilia, maps, mirrors, children’s art and much more for individual clients, decorators, designers, museums, galleries and artists.

When considering the type of framing, she said that it is important to factor in the longevity of the piece, the condition of the piece, and enhancing its beauty and the environment it is going in.

Sometimes the framing project is easy and sometimes the project comes with a problem to solve or a challenge to overcome.

“Part of the fun for me is problem solving,” Lee Ann said.

While she is a conservation framer, she said that is not a fine art conservationist.

“If the painting needs work beyond cleaning, let’s address that and get it to an art conservator who can stabilize it before it is conservation framed,” she said.

the piece will be hanging in, such as a living room, bathroom or restaurant.

“What kind of environmental factors is that piece coming in contact with that we have to plan for?” she asked.

Qualified to handle whatever situation comes in the door, Lee Ann is available to address the needs of her clients.

She said that it is also important to determine the client’s vision for each piece.

“Sometimes they have an idea and we work with that energy and sometimes they need my advice,” she said.

In addition to new frames, she also repairs and restores vintage frames.

“Framing is an expensive venture, but I do want to be able to work within somebody’s budget,” Lee Ann said.

She said that there is a saying in the framing world, “You can get it cheap or you can get it good, but you can’t get it cheap and good.”

“Money spent on framing is a personal investment,” she said.

“I want people to feel like they can come in for a consultation and know that they will be getting a great product that I will guarantee,” Lee Ann said.

Container gardening Horticulture Extension Agent says growing veggies ‘easy’

Fresh veggies grown from your very own garden?

Not by my hands, you may say.

Don’t doubt yourself just yet.

Some vegetables are simple to grow. If you combine growing these vegetables in a container, even a black-thumbed gardener should be able to get at least one green bean.

Container selection is the first step. As long as the container didn’t previously contain anything unsafe, you can garden in almost anything, provided it can drain.

Plastic five-gallon buckets are not stylish but they are cheap. With a few holes drilled in the bottom, they are easy to use for most vegetable plants. Molasses tubs, after being rinsed out and holes added, can contain bigger vegetables.

A deep container that is a foot in diameter is good for most vegetables. Spreaders such as cucumbers, squash, potatoes, broccoli, cabbage and cauliflower will do better in a bigger container than this. Leafy greens such as some small herbs, lettuce and spinach can be planted in a container smaller than 12 inches.

worry about weeding the first year.

Before you add potting soil, make sure large containers are in the spot where they will be permanently.

Choose a spot in full sun (maybe some late afternoon shade), close to a water hose, out of the way where you won’t trip over it and protected from deer.

Next is the fun part. Deciding what to grow.

If you are looking for easy options, try snap beans, onions, peppers, and radishes.

These are the vegetables that seem to have the fewest issues.

Choose varieties that are specially meant to be grown in containers, such as “Porch

Pick” for snap beans. The seed packets or descriptions should indicate if they are good to grow in containers or not.

If you’ve gardened before, you can expand your planting repertoire.

Tomatoes are everyone’s favorite vegetable to grow, but they are not the easiest. For more fruit and a healthier plant, try a cherry tomato variety in a container instead of a full-sized tomato. Varieties include “Tidy Treats F1,” “Tumbling Tom,” or “Tiny Tim.” Now this “easy” label comes with two caveats.

One, the plant will need to be watered.

Watering is the trickiest part of container gardening. You will need to test the soil to determine if you need to water or not.

Stick your finger in the soil. If the soil feels wet to the touch, do not water. If it feels dry moist, doesn’t stick together much, you should water. If it feels dry, you should have watered yesterday.

The potting soil color can also indicate when to water, but this takes experience in being able to determine. Lightly push back the top layer of soil to check the color. A dark color means it’s wet and a lighter color means it is dry.

Finally, a third way to tell if you need to water is the weight of the plant. This method, too, will take experience. If the plant feels lighter than normal, it probably needs to be watered.

One problem with watering a container grown plant is that the top part of the soil can dry out easily, while the bottom is still wet.

This is an issue with tall deep containers.

The second caveat trips up many well-meaning container gardeners.

Most potting soils come with fertilizer in the mix, but it will not last. You will need to fertilize eventually.

Check the label of your favorite fertilizer, and make sure it’s labeled for use with vegetables.

I prefer using a slow release pelleted fertilizer, because I can apply it and forget about it for a month.

Don’t be jealous of your neighbors or of those vegetables at the farmer’s market. Grow some of your own this year and join them.

City keeps watering schedule Currently, the city of Fredericksburg is in Stage 3 water restrictions.

Under the restrictions, all outdoor irrigation may occur between the hours of 5 a.m. and 9 a.m. and again from 7 p.m. to 11 p.m. on designated days.

Watering of plants with a bucket or other hand-held container, hand-held hose or drip irrigation is permitted through Stage 4 of watering restrictions without limitation as to the day of the week; however, it can only be done during the hours of 5 a.m. to 9 a.m. and again from 7 p.m. to 11 p.m.

The designated days for watering depend on what number a resident’s address ends in (see sidebar).

tion except when watering to protect foundations is accomplished by a drip irrigation system or a hand-held hose. A drip irrigation system or hand-held hose may be used to water the ground around foundations to prevent foundation cracking at any time.

Hotels, motels and other lodging must institute, offer and clearly notify guests of a “linen/towel change on re-quest only” program.

With the summer months fast approaching and water bills expected to rise, local homeowners can be proactive about protecting both their landscape and their pocketbook by reviewing the City of Fredericksburg’s water rationing policies.

Think outside the trash bin In 2018, the City of Fredericksburg and private recyclers collected more than 917 tons of materials for recycling.

That keeps the staff at the city’s recycling center busy and it keeps that much material out of the city landfill.

Yet, the opportunity to do more exists. The city operates this service at a deficit, but it is something that local citizens want to have.

Both city and county residents are welcomed to drop off their recycling materials at the center.

And even though everyone’s read or heard “Reduce.

Reuse. Recycle” a million times, locals are still getting into the habit when it comes to recycling. To improve local recycling efforts, residents are encouraged to look to Germany, for which much of a person’s culture and tradition is owed.

According to data published by the Organisation for Economic Cooperation and Development and study done by the German government in 2017, Germany leads the world by recycling 68 percent of its typical household waste. Each German city came up with its own way of curbside recycling, although most methods ended up very similar.

But, expanding local recycling efforts would require a substantial investment. In truth, most small towns do little to any recycling, due to the smaller economy size required with the operation.

Still, residents are encouraged to continue using the center.

More recycling means less land that has to be used for the landfill. And for an area that prides itself on Hill Country beauty, the need for less landfill space is a prize in itself.

Additionally, leaf compost is available from the city’s sanitary landfill. The compost is made from the leaves collected during the leaf collection programs twice per year.

It is available for sale at the landfill for $20 per cubic yard.

The recycling center is located at 302 E. Ufer St. The hours of operation are as follows: Monday through Wednesday, 7:30 a.m.-5:30 p.m.; Thursday (Closed for processing); Friday 7:30 a.m.-5:30 p.m.; Saturday 8 a.m.-noon.

Historic district expansion on docket City seeks to combat McMansions, retain town’s unique culture

“Charming.”

That’s a word used frequently to describe Fredericksburg by locals, transplants and many national media outlets.

The city’s proposed expansion of the downtown historic district seeks to retain that charm and not make it too onerous for property owners in the area.

“This is not anything to be afraid of,” said Anna Hudson, the City of Fredericksburg’s first Preservation Officer. “It will only impact those who are doing a real change to the property.”

The University of Texas graduate with a master’s degree in preservation planning, previously worked with the cities of El Paso and San Antonio, two towns with an appreciation for their own history. She also worked with Preservation Texas, a preservation advocacy group and helped

get a state tax credit passed for owners of historic properties.

The map of the expanded district (see illustration) is color-coded to include recommended expansion areas, and it delineates existing landmarks (purple properties), “contributing” to historic value (pink), and non-contributing propHudson erties.

Contributing parcels include landmarks or medium- to highpriority properties from a 2018 historic resources survey, Hudson said.

Non-contributing properties are those that are non-historic-age, vacant lots or properties with a low survey priority.

“Part of the emphasis for creating my position was looking to expand the district and wondering how the city would handle

it,” Hudson said. “There is no staff trained in it and the (volunteer) Historic Review Board had to make recommendations and decisions to the city council to get anything done.”

“Major things now go to the board, but I handle the day-to-day administration,” she said.

Sharon Joseph, chairwoman of the city’s Historic Review Board, said the members welcomed Hudson and her expertise. As to its overall mission, again, the charm factor was weighed.

“We’re trying to preserve some of the neighborhoods that we’re beginning to lose around the historic district,” Joseph said. “We would like to be able to preserve these places, before we have a block with two or three ‘Fredericksburg-type’ homes and five or six McMansions around them.”

ing people what they can do with their property in a historic district, where Texan property rights reign supreme.

“It’s not that we insist on picking your paint colors,” she said.

“It’s more like we don’t want you to paint it hot pink. Avoid the crazy stuff and it’s all good.”

Of course, what’s crazy is in the eye of the beholder. Still, Hudson helps property owners retain the historic integrity of their homes and perhaps avoid inadvertent damage to them, as well.

“If it’s something major, like a demolition, it has to go to HRB for approval,” she said. Major exterior changes to landmark or contributing properties within the district require a “certificate of appropriateness.”

But pocketbook issues dominate the owners’ thinking.

“But the No. 1 question I get is ‘will my taxes go up?’ We have a very low tax rate compared to other cities, but the appraisals affect the taxes,” she explained.

Hudson said the trend of historic properties becoming B&Bs has pros and cons.

“So many properties in the historic district are going for sale as investment properties — and the prices reflect that,” she said. “From a purely historic preservation view, that’s a good thing because those properties are being invested in and maybe they were run down. New owners are fixing them up, so it’s good.”

“But the planner in me hates to see neighbors lose neighbors,” she said.

Like Joseph, Hudson sees out-of-place, oversized homes as

something to limit.

“McMansions are what people are afraid of and it happens across the country,” Hudson said. “Property owners might think they don’t want any oversight until their neighbor demolishes two houses and has a McMansion towering over them. Then they think, maybe we should have had some oversight.”

Fredericksburg interior decorator and designer Jennifer Eggleston fell in love with the profession while studying in college.

After jumping right in to the design world, she moved to Fredericksburg where she started her own business, Cottage Industry, decorating and restoring Hill Country homes.

“I think I am someone who is not afraid to Eggleston take on something small or something large from the ground up,” said Eggleston. “Many designers won’t take clients if they are below a certain rate, but I really want to build that relationship with my clients and I value the collaboration that takes place in the whole project.”

The work that Eggleston does is organized, livable and tangible, ideas and concepts she creates even in her own home.

“I can have things falling apart around me but the minute I walk into my own home, I tune out, and I want to people to thrive in their environment that they live in, just like I do,” she said.

Favorite room While Eggleston loves working on all rooms of entire project, her personal favorite space is the bedroom.

“I don’t know what it is about bedrooms that I love so much, but it’s the place where you start and end your day. It’s the place that I like to just sit with a pile paperwork next to my dogs,” she said.

She also tries to share that same love with the clients she works with, giving them a variety of options, patterns, colors and textures.

There are also shades of browns, grays and whites that she says, lend themselves to her creative touch.

Restoring historic homes Historic homes are popular in Fredericksburg in the Hill Country and Eggleston finds herself working on these kinds of homes.

“I want to keep what works to maintain the history,” she said.

Some elements are more important to keep rather than to change.

“Things like keeping original hardwood floors, doors and windows are all things that I want to keep if I can,” she said.

Budget Friendly Updating a home doesn’t have to be a costly investment, Eggleston said, offering ideas at all price points.

“Be sure to not make spur of the moment designs, they should be thoughtful changes that aren’t trendy,” she said.

“Something in this price point is going to be dependent on the size of the space,” she said.

At the $1,000 price point, rugs can be added, new tile for a kitchen backsplash can be updated or large pieces of art can be added.

“Larger, statement pieces are going to make a bigger impact as well as grouping things together,” Eggleston said.

At the end of the day, Eggleston suggests removing or decluttering a space to make a difference.

Her journey Eggleston went to Southwest Texas State University (now Texas State University) looking to earn a degree in psychology, something that even being in the design world, she still utilizes today. She would later switch to interior design, minoring in art and psychology.

“I learned a lot from now retired professors Jene and Jean Laman and then later from Jane-Page Crump,” Eggleston said.

“They all taught me about design and how to deal with people but also the business side. They brought me into business meetings, what to spend money on and how to bill.”

Laman admired Eggleston’s ability to see the finished product first.

“He always asked me how I saw the finished project first because most people start with some kind of inspiration,” she said.

Eggleston then packed her bags and moved to Atlanta, working on opening a Ralph Lauren store.

“A lot of designers have the design side of things but don’t have the business and merchandising side, so I feel really lucky to have expertise in all areas,” she said.

Real estate sales slow after strong year

Gillespie County real estate numbers have dipped after a banner year of sales.

A total of 569 listings sold for $231,373,776 in 2018, a three percent decrease from 2017’s total sales mark of $259,940,364.

“In 2017, we saw record numbers of sales at record prices,” said Nicole Bartel, the government affairs/economic development representative of the local Board of Realtors. “This was particularly evident in residential homes in the city of Fredericksburg, where homes were selling at an average of over $385,000. Those prices were too high, and that was realized in the market in 2018. The average city home sold for $372,700 in 2018, down almost $13,000 from the previous year.”

“The high prices are great for sellers and existing property owners, but can be difficult for buyers and young families moving into the area.”

Overall, the selling price average decreased by eight percent.

Real estate sales have started quicker than last year.

During the first quarter, which ran from Jan. 1 to the end of March this year, 112 listings have been sold in Gillespie County for a total of $54,113,456.

That amount is up from the same time period in 2018, of $51,254,000.

The average selling price for a home in Fredericksburg during the first quarter is $385,149.

The price per square foot average this year is $221.75, which is approximately a five percent increase from last year’s price reflected $211.43 per square foot.

A total of 69 city lots sold last year for a total sales volume of $5,213,339. City properties spent an average of 663 days on the market before selling.

The average price of a 2018 lot is $54,126. City lots averaged 675 days on the market during 2017. Through the first quarter, seven city lots have sold for $491,537 for an average of $70,220 per lot.

By the end of last month, $18,094,920 in acreage, farm and ranch has been sold.

Last year, 91 sales combined for a total amount of $51,020,301.

Rural subdivision lots and tracts earned $7,679,876 from 35 sales. A total of 55 properties of the same kind sold for $12,671,226, down 39 percent from last year.

Real estate prices make it difficult for home buyers to find affordable residences, but hope remains for a future increase lower priced lots and houses in the city. “(The real estate numbers are) great news for investors and shows the desirability of our Texas Hill Country, but it does make it more difficult for our workforce to find homes near where they work,” Bartel said.

“We are increasingly working harder to find homes for teachers, health care professionals, hospitality workers and those in law enforcement. Some developers have realized the growing demand for lower priced, more affordable homes and lots, and I personally am excited to be working on a subdivision offering lots starting at $45,500, with homes priced under $260,000.

“Native” is one of the hottest topics in today’s garden. Think about the flowers, trees and grasses that evolved naturally in this region and greeted Spanish and German migrants to the expanse of Texas. Those plants, native in the Hill Country, thrive in our environment of thin soils, and sudden rainfall followed with drought cycles.

Unfortunately, our native insects that coevolved with our native plants don’t recognize the beautiful plants we have imported from Asia, Africa and Europe as

food for their young. While the adult may be able to gather pollen or eat the fruit, the larval stages still need the chemicals produced by their evolutionary partners.

Without the native plants, we don’t have the insect herbivores.

Further down the line, the birds have nothing to feed their young.

Our native ecology is being challenged on all sides.

BEST PLANTS Here is a small handful of possibilities to play with: Columbines are the spring choice for N.I.C.E. (Natives Improve and Conserve Environments), while Columbines have been in America for 10,000-plus years, only a few will grow successfully in the Texas Hill Country. They grow into beautiful clumps, attracting hummingbirds and bumblebees to the nectar in their deep throats.

According to Aggie Horticulture: “Two of the best are the hybrid ‘Texas Gold’ and the native species Aquilegia canadensis.

‘Texas Gold’ is a very heat-resistant plant with golden-yellow flowers that was bred from the rare Aquilegia hinckleyana which grows only along a few mountainous streambeds in West Texas.

Set out plants in the spring to early summer. Place them from one to two feet apart with generous mulching between plants.

During the blooming season the mounds of finely cut, soft green foliage with flowers may reach as much as three feet in height.

Trim off spent flower stalks before the capsules shatter to release seed, or leave them to provide fresh plants for a later season. In times of drought, the plants may go dormant for a time in the midst of the summer.”

Blackfoot Daisy (Melampodiium leucanthum) adds sparkle to a meadow with its white daisy-like blossoms, or acts as a low growing mass, tumbling over the rocks in the front of a xeriscape garden. It requires very little water and a lot of sunshine. Blooms are prolific throughout the spring and into the fall.

This is a great flower in the western part of Gillespie County; it actually prefers alkaline soil.

For an autumn flower, try Gregg’s Mistflower. It is a butterfly magnet. This particular young plant is in the shade, but it really doesn’t care if you put it in the sun or a partly shady location as long as the soil is well drained. It will fill out by seed and rhizome into whatever space you will allow.

The Gregg’s Mistflower is a beautiful, lacy plant, two to three feet tall. It is not a caterpillar host plant. The joy of having it in the garden is the rainbow cloud of butterflies that rise from it whenever you pass. It is an especially popular fueling station for the Queen butterflies and Monarchs migrating through our area in the autumn.

Plant Yellow Bells (Tecoma stans var. angustatum), also called Esperanza, in the back of the flower bed. It is tall enough (four to five feet) to be called a shrub, but unless well protected in a micro-climate, it will freeze to the ground in the winter.

This family grows throughout much of the

Americas; however, plants native to the southwestern U.S. and adjacent Mexico are Tecoma stans var. angustata, which is shorter, more drought-tolerant and more cold-tolerant than some of the tropical varieties sold in nurseries. Be aware of the name you are buying. Is it worth the pain?

It is a beautiful plant valued as much for its drought-tolerance as for its spectacular appearance. It attracts nectar-insects, bees, and hummingbirds. It is a larval host to the Dogface butterfly. I am learning about its idiosyncrasies. This is my second attempt, but I’m determined. My plants this year have new growth around the base.

Riders of the Purple Sage must have known this Texas native bush. Once Cenizo gets its roots established in the soil, it will withstand the heat and sun of a Texas August. It is also known as Texas Sage, Purple Sage and Texas Ranger.

Fitting to the name Purple Sage, the most common cenizos have gray-green leaves with light lilac blooms. With shopping, you can find deep purple and white blooms. Be sure that the cenizo you are considering has the characteristics that will fit your space. Full sun is the first requisite. This shrub grows five to eight feet tall and four to five feet wide. If you do not have that much space in the open, hunt for one of the compact cultivars. None of

the varieties tolerate heavy pruning. Then with clouds and a breath of moisture, it explodes with blossoms and native bees.

Maybe that is why it is also known as the barometer bush. If you have a fence that needs a touch of color, consider a Crossvine (Bignonia capreolata). This tendril vine is an aggressive climber; although you can prune it to direct and control its growth.

As a native plant, crossvine has a big advantage — it’s easy to grow, hardy, tolerates the heat, has a low water requirement, and can grow in both full sun or part shade.

It tolerates a wide range of soil types, so you should be able to plant it almost anywhere. Water it while it is young, to get it established, especially during the summer when it is sunny. Be sure to actively train the vine to grow where you want it to and cut it back from places when needed. You can take these cuttings to make new vines!

My vine is receiving regular visits from hummingbirds and bumblebees.

Do you have room for a small accent tree? Possumhaw (Ilex decidua) comes as either a male or female holly tree. It is a small, 15-30 feet tall, with pale gray, twiggy branches. Dark green leaves turn yellow in the autumn before dropping. The female tree remains covered with bright red berries through the winter, making it an alternative to pyracantha.
