Opening of VIA Stone Oak Park and Ride

O

n Saturday, June 23, 2018, there was music, food and fun as Stone Oak residents came out to help VIA Park and Ride celebrate its grand opening, and welcome them as part of our community.

VIA President and CEO Jeffrey Arndt, Mayor Ron Nirenberg, Commissioner Kevin Wolff, CPS President and CEO Paula GoldWilliams, and Stone Oak POA’s Viki Melton all helped officially open the facility.

The large state-of-theart facility is located at the intersection of Stone Oak Parkway and US281, and is the largest of its kind in the VIA network. The four-story structure offers approximately 400 free parking spaces, a full-service customer information center, a vending area, air-conditioned waiting area, and more. Through coordination with CPS, electric car-charging stations are also on site, and storm water management features have been included to help protect our Edwards Aquifer.

It is safe to say VIA has thought out what any rider might need as they work toward helping commuters in their daily travels – phone charging stations, wireless connections, Biblio Tech Kiosks, the ability to take a bike along for the ride, direct routes, and more. Direct route service is currently running from the VIA Stone Oak Park and Ride location to downtown. Another direct route runs from the VIA Stone Oak Park and Ride to the medical center.

More routes are planned in the future – you can check www.VIAinfo.net for the most-to-date route information. And don’t forget, special passes are available for students and seniors!

The San Antonio population is one of the fastest growing in the nation. VIA’s proactive planning for the future is sure to be an asset to us all. Maybe this summer vacation, have an adventure - try the direct route to downtown, and see how the bus can save you from traffic frustration!

Drip Irrigation is water conveyed through a pipe or tube, under pressure, that supplies a precise amount of water from emitters equally spaced along the pipe or tube. Drip includes a backflow device and filter to prevent water siphoning back into your home.

The last time San Antonio was under Stage 2 watering rules was 2016. So for those new to San Antonio — and for residents who may have forgotten what Stage 2 watering rules entail — we’ve compiled answers to a few frequently asked questions conservation staff has been fielding for the last week or so.

Soaker Hose are reconstituted black rubber or flat green rubber strips that gush water indiscriminately from one end to the other.

They’re not very conservation oriented so they’re grouped with sprinklers and in-ground irrigation systems.

What are the watering times for Stage 2?

Your day to water does not change from Stage 1 to Stage 2, but the times permitted to do so change to 7-11 a.m. and 7-11 p.m. You may water both in the morning and the evening.

Will my grass die?

That depends on the grass species and amount of soil, but it’s not very likely. Our research indicates that most South Texas turf varieties will survive for 60 days without water if enough soil is present. The more soil, the less likely the grass will be damaged.

What about my big live oaks — will they die without enough water?

Live oaks and other native trees have the ability to withstand significant droughts, and they have done so repeatedly. A good soaking once a month at the dripline during the summer is all they need to survive and grow well. The dripline is the edge of the tree canopy where most of the roots that absorb water and nutrients reside.

What is the difference between drip and bubblers?

Although we group drip and bubblers together, each has very specific rates. Drip is in gallons per hour and bubblers are in gallons per minute. Depending on design, drip irrigation has a run time of 30-60 minutes, while bubblers generally run for 5-10 minutes. Both may be run any day of the week during permitted times of the day.

Why do we have drought restrictions?

SAWS water management goals are twofold: to effectively manage our existing supplies and to develop new water sources for the future. Conservation — water we don’t use — is still the city’s cheapest source of water. SAWS manages water supplies through drought stage rules and long-term water conservation programs. As a result, residents and businesses are reducing lawn irrigation and other non-essential water use to ensure “business as usual” in San Antonio. This a community effort and we’ve done very well working together.

Why can’t SAWS stop my neighbor from “illegally” watering?

To present a citation, SAWS employees must see the violation in progress. Rather than give everyone a citation, SAWS is more interested in changing an offender’s behavior and encouraging water conservation. So, if someone contacts SAWS about a violation, a warning letter may be sent to the alleged violator, or a SAWS professional may contact them personally.

I have had the opportunity to serve you for one year now.

We have accomplished a lot together in just a short period of time. Let’s take a look at the year in review.

• You voted in the first ever District 9 Participatory Budgeting process (the first of its kind for the City of San Antonio), which allows you to have a direct say in how your tax dollars are spent. One of the winners out of this process is the SAPD North Substation, which will be receiving more bicycles for community policing because you made your voice heard.

• We’ve enhanced public safety by increasing the amount of SAPD academy classes, allowing us to fill longstanding vacancies. I dedicated $12,000 for the purchase of traffic safety supplies for eleven District 9 elementary and middle schools.

• I’ve pushed for several infrastructure improvement projects that were not part of the original FY2018 budget, including sidewalk improvements to West Avenue and Starcrest, and roadway improvements to Knights Cross and Evans Road.

• We fought for increased transparency in our municipal elections, requiring supplemental documentation for candidate residency verification and full disclosure for high-dollar campaign contributors. I also voted against raising the contribution limits, and am thankful that the vote failed.

Community engagement is at an all time high for District 9, and I couldn’t have done it without your help. We’re counting on your continued support to make the next year even better.

Drought Does Not Mean Death

By Mark Peterson, SAWS Conservation Drought is a normal occurrence in South Texas. But you can help minimize plant damage and mortality by following a few simple rules.

In the three decades I’ve lived in South Texas, I’ve learned three things about drought: plants rebound, preventive care goes a long way, and it’s fruitless to worry constantly about drought.

From 2009-2015 we had six years of record drought followed by 2 ½ years of record rains, and you know what? Only six percent of South Texas trees died, mostly hackberry, and the fields and highways rebounded with so much grass the Texas Department of Transportation had to spend extra money to cut it.

All it takes is a little precipitation for plants to rebound. Still, we can help minimize plant damage and mortality by following a few simple rules.

Use native species.

It’s not their first rodeo — they know how to survive the dry weather. Texas native plants thrive with minimal care and welcome the wildlife to your yard.

Add compost to turf and beds.

Organic matter from the compost increases soil’s water-holding capacity and water infiltration.

Apply mulch to landscape beds.

Two inches of wood chips or pine bark mulch retain moisture for weeks at a time and reduces the required water for plants by half.

Water in concert with nature. Water during the spring and fall if normal rainfall fails to materialize. Native trees and Bermuda grass do not expect to be watered in August, nor should you be expected to do it.

And here’s a typical irrigation schedule for a landscape in San Antonio in August.

• Seasonal annuals: three times a week by hand.

• Lawn: once a week, 20-minute run time by spray in the sun, 14 minutes by spray in the shade.

• Woody perennials: once a week, 12 minutes by spray and 50 minutes by drip (.64 inch/hour precipitation rate) • Trees: once a month, 75 minutes by drip (.64 inch/hour precipitation rate) Of course, if it rains significantly at any time during the week, then you don’t need to water at all. Drought is a normal occurrence in South Texas so relax, drink an ice tea and watch the Astros.

Six Steps to Your SAWS Irrigation Design Rebate!

The SAWS Irrigation Design Rebate program is available for homes and businesses who are tired of their irrigation systems or want to make changes or improvements.

There are a few very important facets to remember along the way. Home or business owners interested in the irrigation rebate MUST call or email SAWS Conservation to schedule a free consult BEFORE any irrigation system changes or upgrades are made. *Any irrigation work initiated before the first consult will not be considered for the rebate.* Here’s how it works: 1. Call SAWS Conservation at 704-SAVE (7283) or email consult@saws.org to set up the free irrigation consultation.

2. A SAWS Conservation Consultant will come to your home and inspect the irrigation system to record the settings and then briefly test the system to collect information on the system’s average water flow rate, maintenance issues, and number of separate zones laid out across the landscape. The consultant will talk with you about the inspection results and discuss any questions or plans you have about the system or landscape.

3. The consultant will provide you with a personalized, written rebate offer that is good for 12 months from the date of the consult based on the average water flow and number of zones in the irrigation system. The offer contains: a. The maximum rebate amount available for permanently retiring the functional or non-functional irrigation system.

4. You have 12 months (1 year) from the date of your initial consult to make any changes to the irrigation system and call SAWS to schedule and complete a Final Rebate Inspection. The consultant will inspect and confirm all changes that you’ve made. BONUS: If Stone Oak - July 2018 - Vol 23 No 7

5. The consultant returns the Final Inspection paperwork to SAWS and the homeowner will receive an email within 48 hours confirming their final rebate amount (including the 10% bonus, if qualified).

6. Rebates will be issued as a check mailed directly to the homeowner within 2 to 8 weeks after the rebate is approved. Only homeowners are eligible for the rebate… tenants are not eligible.

Customized rebate amounts start at $450 for permanently retiring a non-functional irrigation system and could possibly exceed $2,000 (amount varies based on water flow and zones) for retiring a functional irrigation system. Based on system water flow, targeted rebates (amounts vary based on water flow) for retiring individual zones start at $200 per zone, while rebates for converting spray to drip irrigation (landscape beds only) start at $100 per zone. Rebates for converting regular spray heads to pressure-reducing spray heads (grass zones only) start at $50 per zone and increase based on water flow of the system.

Targeted changes include capping entire sprinkler zones, converting entire spray irrigation zones to drip irrigation (landscape beds only) or converting all conventional spray irrigation heads in a zone to pressure-reducing spray heads (grass zones only). The maximum total rebate available for making targeted changes is limited to the same amount available to completely retire the functional irrigation system.

NEIGHBORHOOD REPRESENTATIVES The Neighborhood Representative Committee meets the second Wednesday of each month (with the exception of December and January) at 7:00PM in the Director’s Room at the Club at Sonterra. These meetings last about one hour, and are designed to assist in communication between residential neighborhoods and the POA, while providing the opportunity for communities to ask questions, and trade valuable ideas and information. Past speakers have included SAWS, CPS, the City of San Antonio, SAPD, and Allied/Republic Waste. This group is vital to the Stone Oak community, and its members are usually the first to receive valuable information and updates from the POA. Many entities such as SAPD, CPS, and SAWS also have come to rely on them to get information out to the public quickly. If you do not see a representative listed below for your neighborhood, please consider volunteering. (A neighborhood is welcome to have two representatives and alternate attendance.)
