Welcome, everyone to this year’s Cinco de Mayo Fiesta, May 6-7 on the Historic Caldwell County Courthouse Square!

Cinco de Mayo is an annual celebration traditionally held on May 5, which is a date observed to commemorate the Mexican army’s unlikely victory over French forces at the Battle of Puebla on May 5, 1862, under the leadership of General Ignacio Zaragoza Seguín.

This year, our community gathers to commemorate this occasion with a fun filled family tradition. Friday, the festivities will kickoff with a welcome by Caldwell County Greater Hispanic Chamber of Commerce President Marisa Islas with food and arts and crafts booths. There will be a carnival for the kids and music throughout the event.

Mayor Pro-Tem Angie Gonzales-Sanchez will deliver the City’s proclamation honoring the celebration and the band Gary Hobbs will provide Friday night’s entertainment.

Saturday, May 7, will feature the annual 5K and 10K Walk/Run Races beginning at 8:00 a.m. in downtown historic Lockhart. Also, Saturday, May 7, will be an all day affair with more food, music, arts and craft booths. The carnival will also be in full swing.

Saturday’s featured entertainment will be Sunny Sauceda, who will pack the Square.

Our businesses on the square will be open as usual as will be the Farmers Market on Saturday morning. So come on down to the square for a warm welcome, cool refreshments, great music and give a big thanks to the Greater Caldwell County Hispanic Chamber of Commerce!

Gary Hobbs – Friday, May 6 Gary Hobbs' rise among Tejano Music's elite performers has taken years of determination. Gary's history of hit records, gold and platinum awards, industry achievements, humanitarian contributions and hard work are legendary. Gary is an artist with a great tradition of excellent music with his very own style which makes him one of the most versatile singers in the Tejano Music Industry. His non-stop touring, recording and dedication to the Tejano industry have earned him the respect of his peers and adoration of his of fans.

Throughout Gary's career he has recorded for several major record labels including RCA International, CBS International, Capitol/EMI Latin and Sony Discos.

Gary Hobbs enters 33 years in the Tejano Music Industry this year, 2016.

Sunny Sauceda Saturday, May 7 Sunny Sauceda’s career started as a childhood star in San Antonio, recording his first CD as a young boy at the age of 5. During a lifetime spent with music - first with his family then with successful groups and now as a solo artist, Sauceda’s songwriting, recordings and performances have been enjoyed by fans around the world. As the front man for Grupo Vida, his stage presence influenced a decade of up and coming performers. He is the recipient of two Grammy Awards, among other honors.

Sauceda and his group Y Todo Eso, venture out of the accordion/vocalist box to create and invite listeners to observe the lush sounds of the Accordion Monarch’s singing ability in their latest compact disc, Camaleón. In what others might consider a risky move, Sauceda highlights this album with his innate vocal ability, his unique delivery, and his interpretation of each tune. At the same time, the musical chameleon changes his accordion style confirming that he is a true musical Genius.

Running With a Reason: 5K/10K supports scholarship chances While creating a weekend filled with family fun, the Greater Caldwell County Hispanic Chamber of Commerce has not taken their eye off the need for service – particularly service to the community’s youth.

To that end, the GCCHCC will start Saturday morning early, with the Sixth Annual Cinco de Mayo 5K race through Historic Downtown Lockhart.

This year, the GCCHCC has also added a new component, a 10K race, adding an additional layer of challenge to the already full and competitive race.

With traditions steeped not only in barbecue, but in running, Lockhart is the best place in Central Texas for races of this type; what’s more, the proceeds from the Cinco de Mayo 5K (top) and 10K (bottom) will help to fund scholarships for youth in the Lockhart and Caldwell County area.

Registration for the races remains open until race time. Participants may pre-register online at http://www.tinyurl.com/2016CincoRun, and registration will be open on Race Day, Saturday, May 7, beginning at 7 a.m.

Registration for the 5K Run/Walk is $25 for participants over the age of 18, and $15 for those under 18. The 10K registration is $35 for those over 18, and $25 for runners under 18.

Registration will remain open on Race Day until 7:45 a.m., with start time for the 5K at 8 a.m. sharp. The 10K will begin shortly afterward.

Why do we celebrate Cinco de Mayo?

Cinco de Mayo, which means May 5 in Spanish, is probably one of the most misunderstood Mexican holidays in the United States. Cinco de Mayo is not Mexico’s Independence Day—the most important national holiday in Mexico—which is celebrated on Sept. 16.

Cinco de Mayo is actually a commemoration of a victory by Mexican troops in La Batalla de Puebla more that fifty years later, on May 5, 1862. The Mexican army’s unlikely victory over French forces of Napoleon III at the Battle of Puebla on May 5, 1862, under the leadership of General Ignacio Zaragoza Seguín, a Texas native.

Events leading to the Battle of Puebla From the time of Mexican Independence in 1821 to the time of this battle in 1862, México suffered numerous setbacks in its attempts to form a stable republic, and endured several incursions into its sovereignty as an independent nation. Fifteen years into its independence, Texas seceded from México. The Texas Revolt was led by “American-Mexicans,” Anglos who immigrated from the United States to México, promising to obey Mexican laws and respect Mexican traditions. This revolt eventually led to the Mexican-American War (1846-1848), a war won by the U. S. As a result, México was forced to surrender approximately half of its territory to the U. S. México, which had never been financially stable, underwent a severe economic crisis during the 1850s.

Cinco de Mayo has its roots in the French occupation of Mexico, which took place in the aftermath of the Mexican–American War of 1846–48 and the 1858–61 Reform War. The Reform War was a civil war and it pitted Liberals (who believed in separation

of church and state and freedom of religion) against the Conservatives (who favored a tight bond between the Roman Catholic Church and the Mexican State). These wars left the Mexican Treasury nearly bankrupt. On July 17, 1861, Mexican President Benito Juárez issued a moratorium in which all foreign debt payments would be suspended for two years. In response, France, Britain, and Spain sent naval forces to Veracruz to demand reimbursement. Britain and Spain negotiated with Mexico and withdrew, but France, at the time ruled by Napoleon III, decided to use the opportunity to establish a Latin empire in Mexico that would favor French interests, the Second Mexican Empire.

French invasion Late in 1861, a well-armed French fleet stormed Veracruz, landing a large French force and driving President Juárez and his government into retreat. Moving on from Veracruz towards Mexico City, the French army encountered heavy resistance from the Mexicans close to Puebla, at the Mexican forts of Loreto and Guadalupe. The 6,000-strong French army attacked the much smaller and poorly equipped Mexican army of 2,000. Yet, on May 5, 1862 the Mexicans managed to decisively crush the French army, then considered “the premier army in the world.”

CONTINUED FROM PAGE 10 Mexican victory The victory represented a significant morale boost to the Mexican army and the Mexican people at large. In the description of The History Channel, “Although not a major strategic win in the overall war against the French, Zaragoza’s success at Puebla represented a great symbolic victory for the Mexican government and bolstered the resistance movement.” As Time magazine remarked, “The Puebla victory came to symbolize unity and pride for what seemed like a Mexican David defeating a French Goliath. It helped establish a much-needed sense of national unity and patriotism.

Events after the battle The Mexican victory, however, was short-lived. A year later, with 30,000 troops, the French were able to defeat the Mexican army, capture Mexico City, and install Emperor Maximilian I as ruler of Mexico. The French victory was short-lived, lasting only three years, from 1864-1867. By 1865, with the American Civil War now over, the U.S. began to provide more political and military assistance to Mexico to expel the French. Upon the conclusion of the U.S. Civil War, Napoleon III, facing a persistent Mexican guerilla resistance, the threat of war with Prussia, and “the prospect of a serious scrap with the United States,” retreated from Mexico starting in 1866. The Mexicans recaptured Mexico City, and Maximilian I was apprehended and executed, along with his Mexican generals Miramón and Mejía, in the Cerro de las Campanas, Querétaro. On June 5, 1867, Benito Juarez finally entered Mexico City where he

installed a legitimate government and reorganized his administration.

Had the French defeated México at Puebla, France would have aided the South in the American Civil War in order to free Southern ports of the Union Blockade. During this time, Confederate General Robert E. Lee was enjoying success, and French intervention could have had an impact on the Civil War. It seems that even people not of Mexican descent may also have an indirect reason to celebrate Cinco de Mayo. Whatever the case may be, people should realize that this holiday does have some historical and cultural significance to millions of people and that not everyone considers it an excuse to go out and party. National Hispanic Institute offers broad education On a quiet estate in Maxwell, a small staff coordinates with dozens of volunteers across the world, offering assistance and a chance for a college education to a student population who would otherwise be lost.

“When we started the Institute back in the early 80s, what we wanted to do was focus on helping kids in the community to learn how to navigate systems and make their way through college,” said Ernesto Nieto, the founder and president of the National Hispanic Institute.

“There were services for English Language Learners, and there were services for the kids at risk for dropping out. There were plenty of services for those kids, so those were not the kids we wanted to try to help.”

Instead, Nieto said, he founded his organization with the intention of partnering with school districts and universities to help students who wanted to succeed pave their path to their futures.

“I grew up with parents who were involved in the community, who were involved in politics, so I grew up understanding those systems and with a family who had established those connections,” said Nieto, a Houston native and graduate of Southwestern University in Georgetown. “But so many of these kids, they might be first-generation college students who don’t have those connections. They can’t pick up the phone and call the admissions director or president of a university.”

To that end, the National Hispanic Institute developed a series of immersive-learning workshops, teaching students as early as Freshman year how to navigate their way into, and through, college.

All of this is done without Federal or State grant funding, and is paid for through relationships with universities and school districts and with generous contribution from NHI alumni and volunteers.

“What we are, we are investors,” Nieto said. “We’re investing in the kids, and adding value to the leadership of the local community.”

That investment program has been effective, Nieto said, as evidenced by statistics that show 90 percent of NHI participants complete their college degree in four or five years, and 65 percent of those continue on to post-graduate studies.

“We are connected to every university in the United States,” he said.

“And our programs are dedicated to making sure that our kids finish college.”

The training starts Freshman year, with the Great Debate, a language acquisition program that helps youngsters re-learn language, articulate their thoughts and become acquainted with the language of higher education.

The next year, NHI students participate in the Lorenzo de Zavala

Youth Legislative Sessions, which teach students how to navigate their way through collegiate systems, and network with peers and professionals for a strong social foundation.

Finally, the Collegiate World Series is an immersive program that focuses on life skills, teaching students how to manage their finances and their choices, to avoid standard pitfalls that plague many first-year college students.

“We all know that credit card companies set up on campuses to offer kids credit cards,” Nieto said. “And too often, they take those cards and don’t use them to buy books or pay for education, but instead they’re buying things for their rooms, taking trips, and next thing you know, they are $6,000 or $7,000 in debt, with no real way to pay for it and nothing to show for it.”

The NHI programs are hosted at universities across the United States, and are traditionally led by volunteers and NHI alumni who offer their time and talents to give back the gifts given to them as youth.

“Our graduates take time off work and run these programs because they know it’s important,” Nieto said.

In recent weeks, Nieto said NHI has attempted to rekindle their relationship with the Lockhart Independent School District because, being located in the District’s back yard, they want to help closer to home.

“We focus on the rural communities more than in the cities,” he said.

“We could fill up [all the seminars] easily in the cities, but it’s the kids in the rural communities that need the help, too, and those are the kids slipping through the cracks.”

Located on the legendary Schawe estate, the National Hispanic Institute is often misunderstood, even by locals.

“I’ve heard that we’re from Spain, I’ve heard all kinds of things,” Nieto said. “And while we do focus on a Latino perspective, our programs are for all kids. We don’t ask those questions [about race or creed], because we really don’t care about that.”

“People who drive by our place might not even know why we exist or what we do,” Nieto said. “A lot of our work requires extensive travel nationwide and in Latin America, but there is always someone there at the office.”

Battle of Plum Creek military site Lockhart State Park and environs are believed to be located within the battle area, but archeological surveys of that area to date have produced no conclusive material remains relating to the battlesite.

R ICH H ISTORY A CROSS C ALDWELL C OUNT Y CONTINUED FROM PAGE 22 Caldwell County Courthouse (Caldwell County Courthouse Square) Constructed in 1894, the Caldwell County Courthouse is one of the most-photographed buildings in Texas. Though exterior renovations are being completed, the Caldwell County Courthouse remains true to the architectural schemes of its time.

Dr. Eugene Clark Library (215 S. Main St.) Built in 1899 and dedicated on July 6, 1900, this library was financed with funds bequeathed by Dr. Clark, who was a prominent physician of Lockhart and San Antonio. It is the oldest continually-operational library in the State of Texas.

Susanna Dickinson Hanning (308 W. San Antonio) At this site once stood the home of Susanna Dickinson Hannig (1814-1883), who came to Texas from Tennessee in 1831 with her husband Almeron Dickinson. He died at the Battle of the Alamo on March 6, 1836. Susanna, with her daughter Angelina, was among the survivors. She carried news of the Alamo’s capture to Gen. Sam Houston, commander of the Texas Army. Susanna settled in Lockhart in 1855 and bought this property.

The Gaslight-Baker Theatre company, Lockhart’s own community theater, will be hosting their spring comedy, “Who’s In Bed With the Butler,” beginning May 13, 2016.

The annual Al Hopkins Tolbert Texas State Chili Championship is held the third weekend in March each year at the Lockhart City Park, 504 E. City Park Road. The 30
