Mayor’s Point Bill Krawietz

Mayor of Bulverde, TX

It’s official. Comal County now is the second fastest growing county in the country. Many things are helping fuel this influx of new residents. The numbers are staggering; we are looking at more than a 29% increase in population since 2010. Gathering up one’s belongings and making a longdistance move is a major decision and shouldn’t be taken lightly. Most people put in much thought and research before undertaking such a change. Quality of life, schools, environment, and financial security top the list of determining factors on where to settle down. Will the choice of this new community be viewed as favorable for years to come? It is quite clear that the Texas economy and the beauty of the Hill Country are a major attraction, but what has led to Comal surpassing the rate of our neighbors Kendall and Hays Counties?

Since incorporating in 1997, Bulverde’s ordinances establishing safeguards to protect the health, safety, and welfare of its citizens have been routinely adopted or amended by the City to effectively manage growth. Could these high standards, however, have the unintended result of stimulating interest in Bulverde as a choice for so many when buying a new home? It appears that our high standards are very desirable and are being sought out by new residents. Recently, Bulverde City Council unanimously approved two new amendments to our subdivision regulations. The first amendment addresses drainage and water quality; the second addresses street construction standards. Both of these items will go a long way in protecting our existing residents, the environment, and taxpayers from shoddy development. The City’s latest watershed management amendment deals with “Riparian Buffer Zones or Corridors.” A riparian corridor is an ecosystem that includes the stream channel, floodplain, and transitional vegetation. Riparian corridors play important roles in water supply by filtering pollutants, aiding recharge, reducing floodwater, and providing recreational landscaping. They also provide habitat and travel corridors for wildlife. Property values tend to increase in areas that preserve these valuable natural resources. The new City regulations will require existing drainage and vegetation features to remain in their natural state for areas (Continued on page 4)

in which there is a 25 acre or more watershed. This rule does not replace existing storm water controls or detention requirements, rather, adding to their effectiveness. The other amendment pertains to street standards. Our previously existing standards basically mirrored that of the County and other local municipalities. To ensure that these standards were being complied with, the City increased oversight and monitoring of construction, and required sampling and testing of materials by independent geotechnical labs. After careful engineering evaluations, it has been determined that large pavement sections in newer neighborhoods are failing at an unacceptable rate even with increased scrutiny during the construction phase. These roads met the established standards. If the standard is being met but fails to meet expectations, changes need to be made. Quite a bit of research has been done over the last year in developing new pavement guidelines. There is usually a compromise between cost and life expectancy of the roadways. The City decided to go with a well-established guideline that has years of trials to back them up. “Perpetual Asphalt” was chosen as the new standard. Costlier than traditional paving methods but considerably less expensive than concrete, Perpetual Asphalt promises to be the best choice for Bulverde. This method puts much more emphasis on the road bed or base. Then, multiple layers of flexible asphalt are applied as the driving surface. The result is a long-lasting roadway that requires only minimal maintenance. The goal is that a new road built by the developer today will not become a burden to maintain by the City or County. New roads should outlast every “New Home for Sale” sign in a subdivision. Existing taxpayers should not be responsible for funding new development. New development should fund itself. Will these new standards result in more people being attracted to the area? Probably so, but that is not the intent. The City is focused on preserving and protecting the Texas Hill Country. The last thing we want is to ruin what we have and wind up as a “has been” community with plummeting property values.

Comal County Corner By Bobbie Koepp

More than 22,000 Comal County residents turned out for the March 6 primary elections, but we’re not done yet! Although all local races selected nominees for the general election without needing a runoff, several statewide races will be decided Tuesday, May 22. Here’s what you need to know about this election: • The voter registration deadline was April 23. If you successfully voted March 6, you are registered to vote in this election (and in November). If you’re registered but did not vote in the March 6 primary, you can still vote in whichever party’s runoff you like. However, you cannot switch parties. If you voted in the Democratic primary in March, you cannot vote in Republican runoffs this month. • Early voting will be just one week long, May 14-18. Like in March, voting in the Bulverde area will be at the Comal County Bulverde Annex, 30470 Cougar Bend. Early voting also will take place at the Comal County Elections Center,396 N. Seguin Ave., New Braunfels; the Comal County Goodwin Annex, 1297 Church Hill Drive, New Braunfels; Mountain Valley Middle School, 1186 Sattler Road, Canyon Lake; and Garden Ridge City Hall, 9400 Municipal Parkway, Garden Ridge. Early voting will be open from 7 a.m. to 7 p.m. at all five locations that week, except Monday, May 14, in Garden Ridge, where it will be from 8 a.m. to 5 p.m. • Polling places for the runoff are determined by the political parties, and will be different on May 24 than they were on March 1. In the Bulverde area, precincts 102, 106 and 405 will vote at Bill Brown Elementary School, 20410 Highway 46 West, and precincts 204 and 206 will vote at the Comal County Bulverde Annex. Polls will be open from 7 a.m. to 7 p.m. at all locations throughout the county. • The election will feature the top two vote-getters from any races in which the first-place finisher received less than 50 percent of the vote. Races headed to a runoff that Comal County voters will see on their ballots are U.S. House District 21 for both Republicans and Democrats, and governor for Democrats. You can get all of the early voting and Election Day times and locations, as well as sample ballots for each party, on the Comal County Elections website, votecomal.com. We’ll see you at the polls May 22! Bobbie Koepp is the Comal County Clerk, and in that role serves as the county’s Elections Administrator.

V IP S M ak in g a D if f eren ce Volunteers in Police Services, better known as VIPS, have been patrolling in the community for a few years now. Many of the articles written about the program have focused on the purpose of the program and recruitment. This has been necessary to get volunteers and to get the program started. Now that the program has been in place for a while, we can start talking about some of the resulting successes. A recent success story occurred in January. VIPS Bob Boyd and Keith Schuler were out on a Friday evening patrol from 6pm to midnight. During their shift, they were patrolling a local business when they were approached by a business owner. The business owner gave information about suspicious activity happening behind the business center. The owner stated it wasn’t unusual for people to be hanging out behind the building and felt the subjects may be using narcotics as well. VIPS Boyd and Schuler documented the information on their patrol sheet and turned it in at the end of their shift. Later, the patrol sheet was reviewed by police administration who noted the suspicious activity and placed the location on an “extra patrol” list that’s maintained in the COPsync software used in all BPD patrol units. Just a few days later, while providing the extra patrol coverage at the business center, Bulverde Police Officer Christopher Ahumada encountered a subject sitting in his vehicle behind the building. Almost immediately, Officer Ahumada smelled marijuana and asked about the odor. The subject admitted to smoking marijuana with friends behind the business center. Upon conducting a search, marijuana, a controlled substance, was located. The subject was arrested and taken to the Comal County Jail. Without the VIPS out and about patrolling, the information about suspicious activity may have never been received. VIPS Bob Boyd and Keith Schuller did a great job receiving and documenting the information, and kudos to Officer Ahumada on following up on the extra patrol request. This is just one example of how VIPS are making a difference in our community. Please contact the police department if you’re interested in volunteering to help keep Bulverde the great community that it is.

The BSBEDF follows the objectives as laid out in the Bulverde/Spring Branch Area Economic Development Plan to strategically grow the local economy by attracting more capital investment to create jobs, increase revenues, and facilitate infrastructure improvements to better serve the citizens and businesses of the Bulverde/Spring Branch Area. For that reason, when the BSBEDF decided it was time to redesign our website, we went searching for a web design firm that specialized in economic development and could give us the best bang for our buck. As a result, the BSBEDF partnered with Marketing Alliance, Inc., a national firm that specializes in economic development marketing from strategic branding and messaging to dynamic 3D videos, from cost-effective web design to cutting-edge, lead-generating analytics. We want our target industries and their site selectors to discover why Bulverde/Spring Branch is the ideal strategic location to relocate, start, or expand their or their clients’ business. Marketing Alliance had the toolkit needed to help the Bulverde/Spring Branch Area standout in this highly competitive market to attract our desired business targets. We are thrilled with the new website and hope that you will check it out! On another note, the SH 46 Expansion Project in Bulverde has been delayed another two years. Per the March 26, 2018 Alamo Area Metropolitan Planning Organization’s (AAMPO) Transportation Policy Board (TPB) Meeting, amendments to the Metropolitan Transportation Plan (MTP) and the FY 2017-2020 Transportation Improvement Program (TIP) were made to move this project from 2020 to 2022 and revise the funding distribution. This project is broken down into two segments: S1) US 281 to Farhills Drive at an anticipated construction cost of $26M and S2) US 281 to Bentwood Drive at an anticipated construction cost of $14M. Current road sections are to be expanded from 2 lanes to 6 lanes with raised median or central turning lane. From what we’ve been told, the delay is due to right-of-way acquisition challenges with effected property owners and their legal counsel. Therefore, TxDOT will not be able to make “Advance Acquisitions” as hoped and as a result, the right-of-way acquisitions will now go through the condemnation process. On the other hand, the US 281 Expansion Project is slightly ahead of schedule and TxDOT has indicated in all discussions at the AAMPO meetings that they will let the construction contract for Phase II from TPC Pkwy/Stone Oak Pkwy to the Cibolo Creek in July of this year versus December. If you have traveled in or out of San Antonio recently you have probably noticed that they are moving right along on Phase I of that project. Best wishes to our students and their teachers for a smooth end of the school year. And, congratulations to all our graduating seniors! Hope everyone has a great summer! Sherry Mosier President of the BSBEDF

Practice Makes Perfect

Practice makes perfect…a rather tiring cliché, but here at the Centre for Healthcare, Innovation & Sciences, the ability to practice is priceless. Repeated practice, by definition, is all about reducing variation, and that practice yields perfection in activities that have rigid, unchanging sets of rules. Now, imagine yourself needing a serious surgery. You would find comfort in knowing that your surgeon practiced his or her skills to perfection in an advanced classroom and laboratory before treating real patients. Our innovative, State Anatomical Board approved facility allows for such invaluable practice. The following story is but one example of how that age-old adage came to life here at the Centre. A vibrant young woman, an active military officer overseas in combat, was diagnosed with a large cancerous mass in her lower left abdomen. As a result, she returned stateside to San Antonio for a treatment plan work up and orthopedic oncology services. As with so many American female officers, she had a wonderful sort of bravado about her, and she requested the following of her doctors: “I have plans in life. I want to finish a marathon and have a baby.” The doctors had come to realize that although initial efforts to treat the cancer were designed to simply save her leg, the aggressive nature of her cancer resulted in the need for a change in the treatment plan. The required surgery now was a hemipelvectomy, a lifesaving operation with mass removal that would amputate half of the pelvis and the leg on that side. It is among the most rare of lower extremity amputations. The operative concerns of the doctors included the officer’s life, neurology and vascular compromise, as well as abdominal and reproductive organ involvement. Fortunately, a local resource, the Centre for Emergency Health Sciences, could allow the surgical team a chance to practice the skills and procedures needed for an optimal result in this difficult case. They worked for two lengthy days at our Centre, repeatedly practicing the grueling procedure. Without the opportunity to practice, prepare, and plan in the cadaver lab for such a complex procedure, the likelihood of a positive outcome for the

patient would have been reduced significantly. The surgeons and operating room staff not only saved the officer’s life, but she participated in a mini-marathon riding a modified bike, and has been blessed with the delivery of a wonderful baby. According to the surgeons leading the team, there is no doubt that the unrestricted dissections, practice, and planning contributed to the success of this marathon surgery effort. Regular exercise of an activity or skill is the way to become proficient in it, and in the Bulverde Spring Branch community, a facility that maintains dedicated human anatomical centric staff and faculty, as well as the equipment and specimens to deliver the hands-on practice, is redefining healthcare in a broad spectrum of ways. At our Centre, we are very proud to have the team and tools that culminate in saving and enriching lives.

The Buzz

From the Garden

Gardening for Wildlife By: Lorelei Mayer

Have you ever wondered why you don’t have many birds or butterflies in your yard? Do you want to attract more birds, butterflies, pollinators and other native wildlife to your yard? The National Wildlife Federation is the best resource for this goal. For 45 years they have been helping homeowners, churches, community centers and even cities become Certified Wildlife Habitats through their Garden for Wildlife program. “Wildlife gardeners play a particularly important role when they provide habitat for dwindling pollinators such as monarch butterflies and native bees” says Mary Phillips, Director of the Gardening for Wildlife program. “It’s a way that ordinary people can make a real difference for biodiversity in the own backyard.”

The Federation started certifying backyards back in the early 1970s when the national Forest Service released a study on how to convert residential properties into haven for native species. In 1973, when the program launched, 249 backyards were certified. In the 40 + years later, the idea has evolved to include schools, college campuses, zoos, government facilities, botanical gardens, baseball stadiums, places of worship and even entire cities. To date, over 217,000 private and public sites across the country, an estimated 1.5 million acres, have been certified! Scientists are also uncovering evidence that the program is working in saving species and attracting more species than non-certified gardens. The University of Wisconsin compared 50 certified properties with 100 non-certified in Orlando, Florida. They found that certified properties had 51 species of birds, bees, mammal, butterflies and other animals compared to only 14 in non-certified yards. What can you do in your own backyards? The Federation calls for the following steps to be taken to be more wildlife friendly: Provide a Food Source: Provide plants that have berries, seeds, nectar, nuts, fruit, pollen or sap. You can also provide supplemental feeders of seeds, suet, hummingbird feeders and squirrels. Page 18 May 2018

Water Source: wildlife need a clean water source for drinking and bathing and this can be done with birdbaths, season ponds, streams, water garden, rain gardens or puddling areas. Place for Cover: Animals need shelter from bad weather, for hiding from predators. This can be provided by having a wooded area, dense shrubs, rock piles/walls, roosting boxes, brush/log pile or a water garden or pond. Raising Young: Wildlife needs places to engage in courtship behavior and to mate and then to bear and raise their young. This can be done by offering mature trees, nesting boxes, host plants for caterpillars, dead trees/snags, meadows/prairies and dense shrubs. Sustainable Gardening practices: How you manage your garden or landscape has a direct effect on the health of your soil, air, water and habitat for wildlife. You can be more sustainable by conserving/collecting water, reducing green lawns, using mulch and drip or soaker hoses, using water-wise landscaping. Using sustainable practices also recommend using native plants, removing invasive exotic species, using integrated pest management, eliminating chemical pesticides and fertilizers and creating a compost pile. If you want to go all out and get certified, contact the National Wildlife Federation and apply on-line at www.nwf. org/certifytoday. But you don’t have to be certified to create a better, happier place for our area’s wildlife! The BCG Planning Committee thanks the Bulverde Garden Club for their generous monetary donation which has been used to purchase a bright blue bench for the garden. Garden participants and visitors can now enjoy a comfortable place to sit and contemplate the beauty of nature. There will be a plaque attached to the bench commemorating the Bulverde Garden Club in the near future.

If you or your business or SCHOOL would like to secure a plot (at no cost), please contact Joanne Hall at jothall@gvtc.com. Donations gladly accepted. Also, interested persons are invited to attend the Bulverde Community Garden Committee meeting on the second Monday of the month at 5:15pm at the Bulverde Spring Branch Activity Center.
