GROWTH AND CHANGE
75 cents
BY JOHN PACHECO If you just moved to Dripping Springs, you’re not alone. Welcome to our community. We hope this guide helps you find helpful information about your new home as you settle in. If you’re a long-time resident, we also built this handy guide with you in mind. We consolidated all the information you’re likely to need in a reoccurring manner into one short booklet. Until not so very long ago, Dripping Springs was a genuinely rural community. In the 1980s and much of the 90s, Austin was one of the most affordable cities in the country to live, and people did not move to Dripping unless they wanted to be in the beautiful Texas Hill Country. It was simply understood that a forty-minute drive to the nearest HEB, or an hour to the nearest hospital, was part of the bargain. Today Dripping is undergoing dramatic growth as a new wave of residents and businesses change the formerly one-stoplight sleepy town. With the arrival of giant “box stores,” and greenlighting of over 700 homes in the heart of Dripping Springs, change is now a constant. Demographic studies conducted for the school district tell us that Dripping Springs residents have the second highest average income in the Austin area (at $107,413 per year), and are highly educated (55 percent have at least a four-year college degree vs. 41 percent per Austin). The largest employment sector in the area is now professional, scientific, and management. Combine all of this, with a desirable school district, and one can see that the growth trend is likely to continue. The Greek philosopher Heraclitus may have accurately observed that you “cannot step into the same river twice,” but for long-time residents of Dripping Springs, the river of change has become a torrent as the outside world discovers the attractiveness of Dripping and begins to move here. 6 • DRIPPING SPRINGS RESOURCE GUIDE 2018

Welcome to
DRIPPING SPRINGS
The city of Dripping Springs has changed from a sleepy, small town on the outskirts of Austin to one of the fastest growing cities in Hays County, which happens to be the fastest growing county in the United States. The most recent population estimates for the city are 3,140 in 2016, which is up around 50 percent since 2010. Those numbers only account for people living within the city limits. It is estimated that the city’s Extraterritorial Jurisdiction, which encompasses the half-mile beyond the city limits and areas where landowners have opted into the ETJ, has more than 30,000 residents. The housing boom is obvious. According to the US Census Bureau’s 2012–2016 five– year estimate, there were 860 total housing units within the city of Dripping Springs as of 2016. That number is expected to sharply rise. Currently, the city has around 10,000 homes in some phase of development. Those homes are gaining value at a staggering rate also. The Hays Central Appraisal District estimates the market value of homes for taxing districts throughout the county. Homes within Dripping Springs ISD’s boundaries increased market value to $375,339 in 2017, up 8.6 percent from 2016. Those numbers far out pace pretty much every other area in Hays County with Wimberley being the next closest in market value at $252,842. The median household income is estimated to be nearly $70,000. Demographically, the city is more than 50 percent White, 30 percent Hispanic or Latino and 1 percent Black or African American. The remaining percentage is largely made up of two or more races. The city of Dripping Springs is a Type A General-law city, which somewhat limits the regulatory authorities of the city compared to the more common Home-rule style of city government. The largest difference is that General-law cities do not have the power of annexation. Any annexation must be done voluntarily by the property owner. Once Dripping Springs reaches a population of 5,000, it will eligible to vote to become a Home-rule city. The city of Dripping Springs tax rate is set at 19 cents per $100 of taxable value. 8 • DRIPPING SPRINGS RESOURCE GUIDE 2018

DRIPPING SPRINGS INDEPENDENT SCHOOL DISTRICT Located about 20 miles west of Austin on U.S. 290, the Dripping Springs Independent School District (DSISD) is a fast growing district that features seven schools: Dripping Springs High School, Dripping Springs Middle School, Sycamore Springs Middle School, Dripping Springs Elementary, Rooster Springs Elementary, Sycamore Springs Elementary, and Walnut Springs Elementary. In 2016 –17 school year, DSISD eclipsed the 6,000-student mark, and it is still growing at a rate of 6 to 7% per year. The tax rate for the district is at $1.52 per $100 of property value. The DSISD is a District of Innovation, labeled by the state where a “local school district may want to pursue specific innovations in curriculum, instruction, governance, parent or community involvement, school calendar, budgeting, or other areas… Each innovation plan is expected to be unique to each school district, allowing for local values and goals to be incorporated into the plan,” according to the DSISD website. DSISD students outperform other districts in the state on every state issued standardized test by large margins, and achieve Advanced Performance ratings at a high rate. They truly live up to their Mission Statement. “We partner with students, parents and the community to provide a personalized and exceptional education for every student.”
Superintendent Bruce Gearing joined DSISD in 2012 and previously was superintendent of Marshall ISD and Assistant Superintendent at Mount Pleasant ISD. His academic background is a Bachelor’s Degree in Mathematics from University of the Witwatersrand (Johannesburg, South Africa), a Master of Education in Educational Administration from Texas A&M University-Texarkana, and a Doctor of Educational Administration from Texas A&M University-Commerce. DRIPPING SPRINGS INDEPENDENT SCHOOL DISTRICT
Bond Package Dripping Springs ISD will consider a bond package in 2018 that would include extensive renovations to Dripping Springs High School that would allow for a capacity of 2,500 students. Two new elementary schools will also be built if the bond passes including a new Walnut Elementary on the campus of the Dripping Springs Middle School and a fifth elementary school campus. If the $132 million bond passes, the school district expects the tax rate of $1.52 cents per $100 valuation of taxable property value to stay the same. According to the district, “This is possible because economic growth in the form of new construction and increased property values results in additional revenues from the same tax rate.”

HAYS COUNTY HISTORIC COURTHOUSE Hays County was originally created by the Texas Legislature in March 1, 1848 and was named after Texas Ranger Captain John “Jack” Coffee Hays. Hays County has been named one of the fastest growing counties in the United States multiple times over the last few years. Since 1960, with a population of nearly 20,000, Hays County has seemingly doubled in size every 20 years. The most recent estimate from 2016 said that Hays County has grown to 204,470 residents. According to the 2014 census, around 57 percent of Hays County residents were Anglo, 37 percent Hispanic and four percent African American. About 85 percent of residents had a high school diploma and 31 percent had a college degree. Hays County was originally created by the Texas Legislature in March 1, 1848 and was named after Texas Ranger Captain John “Jack” Coffee Hays. It is believed that San Marcos, the county seat, is one of the longest continually occupied areas in North America with archaeological evidence dating back as far as 11,500 years ago. The 693 acres of the county are on the border of the Edwards Plateau and the southern Black Prairie region. The divide gives the county its distinctive terrain as the southeast corner of the county’s prairie fields give way to the start of the Hill Country along the Balcones Escarpment.
