Members represent the business and professional leadership of the community. Three board members are elected annually and serve three-year terms. In addition to elected representatives, volunteer committees, such as the Military Affairs and Governmental Affairs committees, oversee the chamber’s activities. Harker Heights Fire Department
Staff Report
he Mission of the Harker Heights Fire Department; we will provide, with care and concern, the highest quality Fire/Rescue/EMS care and service to all persons for whom the City of Harker Heights is responsible according to Fire Chief/Emergency Management Coordinator (EMC) Paul Sims. Chief Sims is assisted in these efforts with a Command Staff of two Deputy Chiefs (DC), DC Glenn Gallenstein, who oversees the Operations Division, and DC/Fire Marshal Brad Alley, who heads the Prevention, Investigation, and Fire Code Enforcement & Public Education Divisions. In addition to these duties, both DC’s also serve as Deputy EMC’s for the city. Currently, the HHFD employs 43 emergency personnel as well as an Executive Assistant and a Fire Department Secretary. The City of Harker Heights is currently divided into two response zones. Central Station covers the northern portion of the City and Station 2 covers
the southern region. The Harker Heights Fire Department (HHFD) is an all hazards response organization, meaning we respond to all types of emergencies from our two station locations. These responses consist of; advanced life support (ALS) response with two Paramedic staffed ICU medic units, residential and commercial fire response, wildland fires, specialized rescue such as confined space, high/low angle rescue, hazardous materials responses, residential and commercial fire alarm responses as well as various other requests for assistance from the public. These services are provided 24 hours a day seven days a week. In addition, with the city still growing, the department is in the planning stages of fire station number 3 potential in the next three to five years. While we have determined the new station to be out FM 2410 somewhere, the exact location has yet to be established. At this time we are actively working with our Planning/GIS Department to study the data as it pertains to city growth, drive-time analysis and its effects on response times.
In addition to responding to all calls within the City of Harker Heights, the HHFD has an agreement with Bell County to provide services for fire and EMS calls within the county areas that surround Harker Heights. Furthermore, HHFD has mutual-aid agreements with many of the neighboring cities such as Killeen, Fort Hood, Nolanville, Belton, Temple and other areas of Bell County and beyond if requested. Additionally, Harker Heights has an automatic-aid agreement with the City of Killeen and the Killeen Fire Department. As a result, whenever a fire call occurs in certain areas of Harker Heights, a Killeen Engine Company is automatically dispatched at the same time as the HHFD. The purpose of the agreement is to provide enough firefighters and equipment at the scene of a structure fire to safely and effectively extinguish the fire. Likewise, HHFD is automatically dispatched to structure fires inside the areas of Killeen that adjoin Harker Heights. In addition, a disaster mutual-aid agreement also exists among the seven counties within the
Central Texas Council of Governments – Milam, Bell, Coryell, Lampasas, Hamilton, Mills and San Saba. Recently, we completed a $4 million dollar renovation and remodel to our Central Fire Station located at 401 Indian Trail. This project renovated our existing fire station, training/weight room of approximately 15,000 sq. ft. and added a new administrative section and miscellaneous storage of approximately 6,100 sq. ft. to a new total of 21,000 sq. ft. The renovation took nine months from beginning to end and while it was an arduous undertaking, the finished product has proven to be a tremendous enhancement and a real joy for the members of the department and will most certainly serve our city and the department well into the future. We are in the planning stages for a grand opening ceremony that is scheduled to take place the afternoon of May 4, so be on the lookout for more information. Some other departmental changes taking place this year are the addition of a new Training Battalion Chief that will
occur as of the third quarter of our budget year. This new position will oversee the completion of the annual required training hours for Insurance Service Offices, the Texas Commission on Fire Protection and Department of State Health Services. Furthermore, this person will serve as the lead instructor on most of our monthly, quarterly and annual
training classes that are currently in place and to create an enhanced annual training schedule for the on-going development of our personnel. Moreover, this position will serve as a component of the Incident Command structure during emergency incident scenes. Additionally, our current Captain positions are being
retitled to Battalion Chiefs (BC). These Captains, soon to be BC’s, serve as Shift Commanders overseeing three separate shifts of 13 personnel assigned to each. While their job duties and responsibilities will not change, the adjustment in the departmental structure will afford them the ability to better manage their shifts by removing them from the fire
engine and placing them in a staff vehicle. This new positioning will further allow for enhanced incident command and control on all higher level responses as it pertains to tactics, strategies and oversight. We are extremely excited about our Central Station renovation as well as other upcoming departmental changes.

Staff Report
H
eaded by Police Chief Mike Gentry, the Harker Heights Police Department is a service and community-oriented law enforcement agency that strives to assure each citizen the opportunity to live and work peacefully without fear of criminal acts. The Harker Heights Police Department is a “Recognized Law Enforcement Agency” from the Texas Police Chiefs Association Law Enforcement Recognition Program, which evaluates a police department for their compliance with over 160 Best Business Practices for Texas Law Enforcement. These Best Practices cover all aspects of law enforcement operations including use of force, protection of citizen rights, vehicle pursuits, property and
evidence management, and patrol and investigative operations. The Harker Heights Police Department became only the 67th agency in the State to be so recognized. The Harker Heights Police Department has always considered itself to be one of the best in the state. A speaker across the country about law enforcement, Gentry has a passion for his fellow officers. “No matter what you do here in the city of Harker Heights, you will be successful as long as you do it with the goal of benefitting others,” Gentry said of the mindset he preaches to his officers. “No matter what you do, it’s not about you. It’s about helping others.” The Department is responsible for the protection of life and property, the enforcement of City ordinances, state laws, some federal regulations, the
apprehension of suspects, and the recovery and return of stolen property. Additionally, the Department is responsible for assisting prosecutors in the investigation and presentation of criminal cases. These efforts are administered through a community-oriented and problem-solving approach that endeavors to integrate every available resource toward identifying and solving crime-related problems and issues. The Department utilizes volunteers to serve as patrol augmentation through a “Citizens Volunteer Program” as well as joint police-community problem-solving teams. The Department is divided into three divisions: Patrol, Criminal Investigations, and Administration, each headed by a commander and other supervisors as required.
The Administrative Division is responsible for the administration, control, support, and coordination of all Department Divisions. Additionally, the communications and records sections are included in the Administrative Division as is the Community Services Section. The Patrol Division is largest within the Police Department and is responsible for routine patrol, initial call response, crime prevention and interdiction, traffic enforcement, motor vehicle accident investigation, home and business patrol, and problem identification and solution. The Division is managed by a Commander and consists of three patrol shifts and a special operations section, each headed by a sergeant and a corporal. The Criminal Investigations

Division is charged with the responsibility of investigating those crimes not prevented or interdicted. The Division is headed by a commander and consists of the General Investigations Section and the Special Investigations Section, each supervised by a sergeant. The Division handles the storage and maintenance of confiscated property and evidence, crime analysis, and statistics as well as other traditional investigative responsibilities such as the interview of witnesses, victims and suspects, preparation of warrant affidavits and case files, and courtroom testimony. The Community Services Section, a part of the Administration Division, is overseen by a commander and a sergeant and consists of two additional officers. These officers are responsible for those functions, which facilitate the community-oriented or problem-solving efforts of the Department. Specifically, the Section provides various crime prevention services such as crime
prevention inspections and education programs. Additionally, the Division surveys the community, coordinates the Citizen Police Academy, communicates with the schools, oversees neigh-
shifts and serve to augment to Patrol forces after business hours if required. The Department has a high level of training and specialized capabilities to better serve the community.
borhood watch programs, and coordinates problem-solving teams. These officers are also available to be assigned to
Among the special abilities available are traffic accident reconstruction, special weapons, and tactics, police work-
ing dog (K9) operations, intoxilyzer operators, forensic and investigative hypnosis, forensic handwriting analysis, fingerprint classification and comparison, advanced crime scene investigations, bicycle and foot patrols, investigative statement analysis, and various other skills. The Department works to formulate programs that serve to improve the relationship and cooperation between the police and the citizenry. Operation Safe-Shopper, the Healthy Homes Program, Citizen Police Academy, National Night Out, Citizens Volunteer House Watch program, problem-solving teams, neighborhood watch, crime prevention and education programs, school liaisons, and similar efforts build a strong relationship and positive interface with the people of the community. These efforts, along with aggressive enforcement efforts to solve specific and detrimental crime problems forge a partnership in the community.

to help keep the staff happy, neat and clean. Efforts have also been made to reduce as much noise throughout the facility as possible. In one of the loudest rooms, the dog kennels, an echo is almost nonexistent. Speaking of the dog kennels, there is a drainage system that runs through each kennel so that employees can clean the area thoroughly and keep the dogs free and clear of any waste to keep diseases away. The entire system can be flushed out, leaving no trace of waste behind. A high-tech air filtration system has also been installed to ensure that the entire center, a little over 6,000 square feet, remains odor and pet dander free. The Pet Adoption Center is very environmental, pet and people friendly. The cat adoption room features glass-walled, modular condos that can be divided and configured to accommodate the cats. Sibling cats will also be able to share the same condo. The room is spacious, clean and open to view your potential next best friend. The cats in the front condos can also be viewed from the main lobby. The facility also includes a conference room, public restroom, meet-and-greet area for pets and potential adopters, 36 dog cages, 72 cat cages, a sally port where police officers can drop off animals, a quarantine area for newly arrived cats and dogs, two storage areas and a room to bathe and treat all
