ayor’s Message

By the time you get this newsletter, we will be close to or have already begun early voting for the May 5th elections. The only item that is unique to Windcrest will be the referendum. This referendum was brought to the City Council in January and placed on the ballot per our City Charter. The referendum reads: “Shall the creation of the Windcrest Volunteer Bugle Crew be repealed and cancellation of the fire protection agreement between the Windcrest Fire Department and the Windcrest Volunteer Fire Department Bugle Crew be mandated” Unfortunately, there was some confusion on the March primary election. Some years ago, the City Council decided to partner with Bexar County to accomplish elections. This was done to save money rather than pay for our own elections. The Bexar County Elections office (with guidance from the County Commissioners), decides the locations for early voting and election day. Bexar County sent the date for the March election to the City Staff just a few weeks prior to the beginning of early voting, and the Staff was not able to move previously scheduled events at Takas Park. Bexar County decided not to hold early voting in Windcrest but did set the election location at Windcrest Elementary School. They also indicated the May election early voting would also be outside of Windcrest. Councilmember Pedrotti and I visited with Jacquelyn Callanen (Bexar County Elections Administrator) to see what could be done. We are happy to announce the May elections (there will be two of them) and the November elections (early voting and election day voting) will take place at Takas Park. We confirmed with the City Staff that the dates are clear, and we are good to go. Here are the Dates: Election Day – May 5th. Early voting April 23rd through May 2nd Election Day – May 22nd. Early voting May 14th through May 18th Election Day – November 6th. Early voting October 22nd through November 2nd You may also vote by mail if: you are going to be away from the county during early voting and election day; you are sick or disabled; or you are over the age of 65. You can call the elections office at 210-335-0365 to get help with the process. The City Staff will be updating the website and we will ensure the information is on our Facebook page Coffee with the Mayor. As many of you know, I work full time running the San Antonio College Fire Academy. That schedule in normally 6AM until 4PM. I am very interested in meeting with anyone who would like to get information from me, or just give some advice on what you want for the future of Windcrest. I have decided to be at Starbucks on Walzem each Saturday morning at 8:30AM to meet with whomever wants to be there. I will get a cup of coffee and see if anyone shows. I hope you will come by. If no one shows, I will leave at about 9AM. If I can’t be there, I will get that posted on the City Web site, on our Facebook page. If you want to call me, my phone is 210-419-0099

APRIL NEWSLETTER

POLICE DEPARTMENT NEWS Chief of Police - A. O. “Al” Ballew

April is “National 9-1-1 Education Month” and recognizes “National Telecommunications Week” as well. For over forty years, 9-11 has served as the vital link between the public and emergency services. Education and awareness initiatives throughout the years have contributed to the ongoing success of the emergency communications system. We also take time to show appreciation to our Windcrest Police Department Communications Officers during the week of April 8- 14, 2018. Our Communications Officers are critical to ensuring the highest quality of public safety response in the City of Windcrest. These men and women work tirelessly providing unequaled service to our community…”A voice in the darkness that gives HOPE”! They provide all Emergency Communications to the City of Windcrest to include 9-1-1 Emergency Calls, Non-Emergency Calls and complete radio communications for a very busy Windcrest Police Department. Our Communications Officers are truly “Second to None”.

It is imperative that citizens of all ages are well versed in the role they play in ensuring effective and efficient emergency response for themselves and their fellow citizens. An important reminder… If you need emergency services in Windcrest and you are using a cellular phone when calling 9-1-1, you may reach another call center such as the City of San Antonio 9-1-1 depending on what cellular tower is involved. Make sure you tell the 9-1-1 Operator that you are in the City of Windcrest, Texas and you need Windcrest Police, Fire or EMS. This will ensure that your call is routed to the Windcrest Police Department Communications Center without delay. Calling 9-1-1 for an emergency means that your Windcrest Police Department is on the way to protect and serve!

I have heard many inquiries concerning the possibility of the newly formed Windcrest Volunteer Fire Department Bugle Crew having the ability to charge residents or property owners for providing service. Some have even said that they were told that they could be charged $500 for a service call by the fire department.

I recently attended “The Civic Engagement Summit” on the campus of the University of Texas at San Antonio. It was refreshing to see so many of our youth taking part in redefining municipal roles through education, public policy and corporate responsibility. The breakout session I selected to attend was “Joining the Compassion Movement.” In June of 2017, San Antonio became on the many cities to pass a compassion resolution. The goal is to bring compassion as an avenue to life in practical and specific ways through compassion-driven actions via neighborhoods, businesses, schools and colleges. In concert with. The efforts of SA 2020, San Antonio Peace Center and the inter-faith community, the Compassionate movement has moved forward. The Compassionate City paradigm is a four (4) phase process: 1. Discover and Assess, 2. Focus and Commit, 3. Build and Launch and 4. Evaluate and Sustain. San Antonio is in phase three (3). If this is an initiative you would like to see in Windcrest, I ask for your comments. By happenstance, I met the Community Engagement Coordinator for the Windcrest Meals on Wheels. Diana Morales is seeking volunteers in Windcrest to deliver meals to the elderly. Contact her at dianam@mowsatx. org or call 210-735-5115.

While the FIRE PROTECTION AGREEMENT between the City of Windcrest and the Windcrest Volunteer Fire Department Bugle Crew does include the standard language as follows – “3. WVFDBC may charge any resident or property owner for the provision of any service within the corporate limits of the city. However, all rates and charge schedules must be approved in advance by the city.” This standard language is provided to protect against the possibility of faulty alarms that go off regularly without being attended to by the responsible party. I can assure you that no such rates or charge schedules have even been considered by the City Council. The majority of the current sitting council has been very involved in eliminating or reducing fees to Windcrest residents for the past several years. I sure hope no one wants to reverse that trend.

During the month of February the Mayor and Council passed an Ordinance and a Resolution you may be interested in.

VOLUNTEERS IN OUR CITY

Ordinance 2018-618F(O), amending Ordinance 618B enacted on February 1, 2016 by changing the Regular City Council Meeting schedule.

Let me start by praising all of our past and present Volunteers. Our city has always enjoyed and depended on Volunteers to help make our city great. We need your help again to assist us to move forward with our task for the future of our city. There are so many opportunities to help out. You can call our city administration section to find out where you can help. Your assistance will always be appreciated. We have so many organizations, boards and committees that I am sure something will appeal to you. Again your commitment to volunteer is what helps our city to shine. On a separate issue I want to thank everyone on the WEDC for constantly trying to attract new business to our city. In the long run this will help to reduce our taxes and provide more revenue to our city budget.

Resolution 2018-660(R) approving a memorandum of understanding with Greater Randolph Area Services Program, Inc. for transportation and other related social services. Special Election is May 5, 2018 for the Referendum. Early voting is April 23rd – April 29th. Please note that Takas Park Civic Center is not polling site. Again, many thanks to Chief Jonathan Weidemann who has brought tremendous progress and improvements to our City's Fire Department. Our City's Fire Department is on a positive trend upwards. Their financial accounting (Fill The Boot fund raiser) is transparent and records are now open and available. Again, I look forward to working with the newly-elected officials to ensure that our Fire Department remains one of the top emergency responders and transparent fund-raisers in the State of Texas.

VFDP The Windcrest Volunteer Fire Department has been focusing on Emergency Medical Training the past few months. Some of the personnel have attended Tactical Medic Training which involves preparing to respond to active shooter scenarios at schools like we have seen on the news. The personnel who attended this training included Stephen Fischnar, Lilia Ayala, Kristian Leyva. This training involved working with law enforcement, weapons training, evacuation, preservation of evidence and treatment of patients. We are proud of the personnel who attended this training to insure that the department has personnel who are prepared to respond to such events if the need were to occur. It is the intent of the department to send more personnel to this type of training in the near future. Spring is fast approaching and that means spring storms. Spring storms can bring high winds, hail, heavy rain and flooding. When it comes to heavy rain and flooding, remember the phrase of “Turn Around, Don’t Drown”. Many people do not really understand the force of water. A few inches of water moving swiftly can sweep people off of their feet. A few inches of fast moving water can move a car or truck. It is better to find another route than get caught in a flood situation.

Director of Public Works tgarcia@windcrest-tx.gov Happy Fiesta to everyone. We wanted to inform those who utilize Takas Park playground that we have a new kids’ slide. This slide took the place of one that was broken. The new set up should provide lots of fun time for the little ones. ENJOY ! The City took a proactive approach and repaired the dips on Eaglecrest Blvd. Mostly, the early morning drivers were having a bit of trouble navigating this particular street. Going 30 mph on this street, some cars were bottoming out from time to time. City Engineer Leonard Young made sure the streets were made smoothly applied so commuters could pass safely. The uneven areas on the side walk in front of City hall were also fixed due to soil shifting under the side walk. Utilizing a system called “Polylevel” which uses polymer injections to stabilize and quickly level concrete our side walk was repaired in less than 3 hours and looks great.

From the Office of

Congressman Henry Cuellar

Please continue to report street light outages and street pot holes to our office.

Just a friendly reminder about Congressman Henry Cuellar’s Neighborhood Office Hours. Once a month, Congressman Henry Cuellar’s office extends office hours within his district. His staff (in this case, me) visits with constituents along with various community and elected officials. This is to personally touch base with everyone who would like to reach out to the Congressman’s office. As mentioned before, we will be in the Windcrest area every third Tuesday of the month from 2:30 pm to 3:30 pm at Windcrest City Hall. I welcome you to stop by and meet with me on any areas you would like to discuss with our office. If you need any more information please let me know.

Public Works Director Tom Garcia

Respectfully, Pete Jacob Arguello, MPS Outreach Coordinator | Constituent Service Representative Office of Congressman Henry Cuellar (TX-28)

As a chorus, we chant, “Rain, rain come this way,” however with. April showers, the chances for accidents increase as visibility decreases. Again we concur that in spite of this potential problem, if we as cognizant citizens see something troubling, we need to say something. The businesses Windcrest Citizens Patrol. Visits are saying something positive about their increased sense of protection as part of the Windcrest Community. One hotelier, compliments the WCP on dedication and accessibility and the Windcrest Police on professional attitude and quick response time. We are proud that two more Windcrest residents have join the Citizens patrol. We welcome more! If you have time to volunteer, you can pick up an application at the Police Department or contact one of the WCP Captains whose names are listed on the back of this newsletter.

CODE ENFORCEMENT UNIT Happy spring…I hope everyone is enjoying the beautiful sunny days. The city-wide brush pickup will be May 21 through June 8th this year. Please check your correct pickup dates and please do not put items out too early. Take this opportunity to remove any materials you may want to dispose of. Don’t forget to clean your backyard and dispose of any items or brush you may have collected. Remember, poor maintenance means, maintaining premises in a manner that creates an unsanitary condition likely to attract or harbor mosquitoes, rodents, vermin, or disease-carrying pests. Please remember to clean your alley area behind your property fence and keep it clear for trash service trucks and public safety vehicles to get by with no problem. I will be in the area inspecting swimming pools so please keep your swimming pool clean and properly fenced.

I would like to thank all of the participants for their dedication to the 22 hour CERT Training in Windcrest last month. There were a total of 15 participants who are now ready to respond in the event there is a disaster that requires trained volunteers to assist with local emergency crews. I would also like to thank Chief Ballew for his support as well as Mayor Reese for visiting our training and giving the support that is critical to our team.

As a reminder, if you miss brush pickup you will be responsible for disposal of excess materials. Residential garbage, waste and refuse placed outside for pickup shall be stored in a durable metal or hardened rubber container with a tightly sealed insect-proof and animal-proof lid. The only trash bags allowed on the curb are for the disposal of leaves, grass trimmings or other items, however, NO food based products are allowed.

This month we would like to offer you an opportunity to prepare your family by e-mailing us for a copy of the Family Disaster Supply Kit – How to purhase on a budget. This includes a 24 week calendar which makes this important task more affordable and not so overwhelming. It also includes tips on preparing your family for disaster. Also visit www. ready.gov. This sight has a wealth of information for you to reference. Why is this information important? In the event that you are displaced from your home, there may not be availability of food in the grocery stores, and depending on the conditions, restaurants may not be able to open, so what do you do?

If you need any assistance or want to report a violation of the Windcrest City Code, please contact your Code Enforcement Officer via the Windcrest Police Department Dispatcher at 210-655-2666 or send me an e-mail through the link provided within the code enforcement site located on my page.

For more information on CERT or Disaster Preparedness, contact Kathie Maloney at 210-887-5069 or e-mail at teamwindcrest@gmail.com You can visit our Facebook page, Windcrest City CERT, to view pics of the training. We will also be posting upcoming events. We are working on becoming the most prepared city in Texas.

Weatherization Assistance Program

WCID #10

Contact AACOG 8700 Tesoro Drive, Suite 160, San Antonio, TX 7821 Email: wap@aacog.com Phone: 210-362-5282

The Board of Directors approved the following: (1) sale of water to the new Wash Tub facility coming to Windcrest; (2) installation of bullet proof safety glass in the District office for the safety of our office personnel; (3)adoption of the Fire Hydrant policy approved by the Windcrest City Council; (4) the revised 2018 Policy and Procedures Manual and (5) a contractor’s bid for the Well 3 electrical work ($33,000 lower than our estimate).

Purpose The AACOG Weatherization Assistance Program (WAP) is designed to help low-income people, particularly the elderly and handicapped, overcome the high cost of energy through the installation of energy conservation measures at no cost to the applicant. Although the program does not address major home repairs, it can help lower the amount of energy used in a home by enhancing the structure's thermal boundary. Like a styrofoam cup, the house will stay warmer in the winter and cooler in the summer. The less energy it takes to heat or cool the house, the more money is saved.

A new water rate for both residential and commercial water service and usage was adopted by the Board of Directors. This new water rate still places our rates below the average for water in this area. There had not been a rate increase since the 1990s, and our CIP study shows that we have $13,000,000 of infrastructure that needs to be repaired or replaced in the next 1-10 years. Without the rate increase these repairs/replacements could not be paid for.

Qualification for Weatherization Services is a three-step process. The applicant's total household income must meet federal income eligibility requirements. The 2016 Federal Poverty Level is used to identify the funding source your household qualifies for. The person completing the application (The Applicant) must be a U.S. Citizen or show proof of eligible Resident Alien Status to receive federal benefits. Lastly, the home itself must be structurally sound (no major roof repairs, plumbing leaks, foundation problems, faulty electrical wiring or similar structural issues).

The Board approved Thomas Spurgeon as the District’s Bond Council. A resolution was approved to file the requisite paperwork with Texas Commission on Environmental Quality to get approval for Phase I of our Capital Improvement Plan(CIP). That same resolution approved starting all necessary documentation required to issue Tax-Exempt Revenue Notes to fund the CIP projects.

The Weatherization Process 1. Submitted application packets with required support documents are reviewed and program eligibility is determined. 2. An energy assessment and audit of the home is performed 3. Installation of approved weatherization measures (e.g., attic / wall insulation, replacement or repair of heating and air conditioning equipment, etc.). 4. A final inspection to assure work quality completeness and customer satisfaction.

A contract for sale of the District’s property at 5507 Randolph Blvd. was approved. The sales price was $270,000. The buyer will have 120 days to get the appropriate zoning for his business. The approval will have to come through the City of San Antonio. Sue Alexander President, Bexar County WCID #10 Board of Directors salexanderbcwcid10@gmail.com

WINDCREST ANIMAL CARE & CONTROL UNIT

WINDCREST ANIMAL CONTROL TASK FORCE

Officers A. Fuentes and M. Gonzales

TxWeACT

- Pam Dodson

It’s that time of year again as the weather’s warming up and all the critters are becoming active. Animal owners, please provide your pets with veterinary care to ensure good health. Make sure your pet has a complete series of vaccinations to address Kennel Cough, Parvovirus, Distemper and Rabies. Don’t forget about preventative medication such as heartworm and flea-tick control. Do not expose your pet to crowded and/or poorly ventilated areas, cigarette smoke or travel stress. Second hand smoke is very bad for animals as well!

Trap-Neuter-return (TNR) TRAP: Humanely trap cats. NEUTER: Take the cats in their traps to a veterinarian or clinic to be spayed or neutered, vaccinated, and eartipped.

Pets should always be protected from environment extremes such as storms, precipitation, outside temperatures of 85 degrees or above, and cold temperatures of 32 degrees or below. Provide your pets with alternatives from these extremes such as shade, ventilated pet houses, lean-to shelter, tent, garage, or inside your home. Be sure your pet always has access to fresh clean water. While walking your pet outdoors, remember to have them on a leash…it’s the law! Don’t forget…if the asphalt is too hot for your feet, then it’s too hot for your pet! Most importantly, remember to register-update your pet with the City each year.

RETURN: After the cats have recovered from surgery, return them to their outdoor homes where they were trapped. Trap-Neuter-Return is the humane and effective approach for stray and feral cats. Now in practice for decades in the US after being proven in Europe, scientific studies show that Trap-Neuter-Return improves the lives of feral cats, improves their relationships with the people who live near them, and decreases the size of colonies over time….. a testimony to how well this approach works. That’s why the number of municipalities that officially endorse this approach increased tenfold between 2003 and 2013. Grounded in science, TNR stops the breeding cycle of cats and therefore improves their lives while preventing reproduction. It is a fact that the removal and killing of outdoor cats is not effective. Since feral cats are not adoptable, they are killed in pounds and shelters. This community adopted the TNR program in 2009. Since then more and more people have stepped up to be a part of that solution by offering to be care-givers. That means monitoring the group of cats and making sure they have food and proper care. It is spending time and resources to trap, transporting the cat to a clinic for the sterilization and immunization and then providing the care necessary while the cat recovers. At the end, the cat returns to its area where trapped. If you are interested in participating in the TNR here in Windcrest, please contact animal control or call 210-562-0299. If you are just feeding the cats in your area, please contact that number to make sure the cats are sterilized. Then be part of the solution and become a TNR care giver.

If you have any questions or concerns about the program or want to volunteer, please contact the Animal Care and Control Unit by calling the Windcrest Police Department at (210) 655-2666.

Content contributed by Roosevelt high School Senior Ana Calderon Art teacher S'Lena Hinojosa and her Pre-AP students created an interactive sculpture, "Let Your Imagination Take Flight," for "Big Art Day" on March 1. Each year, Big Art Day kicks off the start of Youth Art Month in Texas. Senior, Jamarcus Clerkley Schools are encouraged to plan activities that bring art awareness to the campus and community.

Getthe word out

"This year, I wanted my classes to work collaboratively to create an art project that would allow others to become part of the actual artwork," Hinojosa said. "We hope that by taking pictures and sharing them with others and through social media, we can continue to spread art awareness beyond our campus." "Let Your Imagination Take Flight was inspired by the interactive sculpture, "Wings of Mexico" by contemporary artist, Jorge Marin. Since everyone worked together, they were able to complete mural in about three days.

"It was fun working on this because classes got to collaborate," junior, Kaliyah Rogers said. 13
