yle has experienced unparalleled growth over the past 15 years. It is strategically located along the I-35 corridor, between two top performing cities in Texas.

Just seven miles south of Austin city limits and 39 miles north of San Antonio city limits, Kyle is in the enviable position along the booming corridor in the direct path of rapid growth.

Just a decade ago, if you would have stood on the corner of I-35 & FM 1626, you would have seen only cow pastures as far as the eye could see. Kyle did not even have a grocery store. Kyle looks to businesses to help build new brand

ith sky-high aspirations for its new moniker as the Pie Capital of Texas, Kyle is offering businesses a chance to carve a slice of it.

Kyle’s new initiative, which was rolled out by city leaders in late January, would allow commercial entities of all kinds to find creative ways to incorporate the city’s pie-centric theme.

Kim Hilsebeck, Kyle communications specialist, said becoming “Certi-pied” is a way to help the city push, promote and build its new brand, with the hopes of increasing traffic to town.

“It’s an initiative that will unify the business community, create economic development opportunity and increase traffic and customer base,” Hilsenbeck said. “We want to become a city where people come off of the highway and stay here and spend a little money.”

Kyle’s initiatives directly relates to its push to become the “Pie Capital of Texas.” Kyle officials in 2016 applied with the U.S. Patent and Trademark office for the moniker.

Hilsenbeck said focusing on pies is the identity the city has been looking for, something the city can “embrace and that would put us on the map.”

She said the pie theme was idealized based on the popularity of people taking photos in front of the 3D cherry pie slice on top of the Texas Pie Company in downtown.

However, focusing one business isn’t the primary goal of the program, Hilsenbeck said.

The idea is potentially embrace pies of all kind, ranging from pizza pie, frito pies and everything in between.

Dripping Springs, which is known as the Wedding Capital of Texas.

Sarah Watson, Kyle events coordinator, said the city’s branding initiative aims to give residents and business leaders ownership of its moniker.

“This year, we will be boots on the ground, building the brand and getting everyone on board,” Watson said.

The focus now centers on trying to get buy-in from commercial entities on becoming “Certi-pied,” which can be a challenge for businesses that

don’t cater to food or pies.

Three local businesses are currently “Certi-pied” based on current practices.

Hilsenbeck cited Broadway Bank’s effort to become a sponsor for a handful of pie eating contests that will take place during the year.

Allison Ullom, realtor with Sky Realty in Kyle, said her business gives away a pie to clients who close on a house.

The practice was done prior to the city applying for the “Pie Capital” name.

Ullom said offering the pie helps not only build the city’s brand, but also allows them to point out all areas of the city to new residents, primarily the downtown sector.

“The more people enjoy a town, the more activities there are and the higher quality of living there is, it increases property values and people wanting to live here,” Ullom said. “The better the branding

efforts go, the better it is for everyone’s business.”

Hilsenbeck said giving businesses opportunities to tie into the branding effort could allow for “uniqueness” and for people to have fun with it.

The city’s branding effort may also harbor residual benefits for all businesses, even those who may not participate.

Hilsenbeck said a possible influx of foot traffic could lead to more money for hotels and restaurants. It could also allow people to inject more disposable income into the economy based on pie-related festivals and events.

The economic opportunities that could come as a result of Kyle’s pie-centered theme are “unlimited,” Hilsenbeck said.

Creating an “economic stimulus program” that gives people a reason to operate and expand a business in Kyle, as well as stay in the city, is a primary objective.

“Businesses get something out of it and they can thrive, both small and large ones,” Hilsenbeck said. “We want people to come to our local businesses.”

Austin Community College and local representatives threw the “first dirt” on the official groundbreaking of Phase 2 of the Hays Campus in May 2017.

More than 100 people, including local citizens, students, governmental representatives, builders, architects and ACC officials welcomed the start of construction of the $22.4 million project.

This building will be used for criminal justice and emergency medical services professions programs. According to ACC’s website, the expansion will prepare students “for critical front-line roles in law enforcement and emergency medical services.”

The new facility, which encompasses 38 acres, will include emergency management operations training classrooms, EMT simulation labs, a tactical indoor firing range, swift-water rescue course and necessary training labs for criminal justice and first responder training.

Phase 2 of the Hays Campus is part of ACC’s $161.2 million Proposition 2 bond initiative, which was approved by voters in May 2014. Funds under Proposition 2 extended to various construction, renovation and equipment improvements district-wide.

Construction on Phase 2 is expected to be completed in October 2019.

There will also be expanded CTE facilities at both existing comprehensive high schools, a new music building at Hays High School, and one of the most eagerly anticipated items, a new baseball/ softball complex at Hays High School. New Hays CISD head shares vision for district

BY MOSES LEOS III When the clock struck 12:01 a.m. Jan. 1, Dr. Eric Wright officially took the reins as Hays CISD’s next superintendent.

Wright said he realizes the potential in a distict that is working to meet the rapid growth going on around it.

“I’m excited about the opportunity,” Wright said. “The people I’ve met so far have been upstanding and eager to get to work and move the school district onward.”

Wright, whose contract was approved by district leaders Dec. 7, 2017, transitions from a school district in Fredericksburg, which had roughly 100 students move in per year, to Hays, which is growing at a rate of 700 students per year.

However, Wright said Hays CISD has so far managed growth as far as facilities and logistics “very well.”

“It’s quite a bit different,” Wright said. “But with the resources available through

One of the key challenges Wright plans to work on will be to have systems that are common throughout the district, which he utilized during his time at Fredericksburg.

Wright said the goal is to align curriculum across the district, as well as to address professional learning communities (PLC) to “de-aggregate data for each kid.”

However, Wright also sees the struggles taking place within the district. One major issue is getting Hemphill and Camino Real elementary schools removed from the Improvement Needed designation by the Texas Education Agency (TEA).

As a result of the designation, Hays CISD was required earlier this year to come up with Campus Improvement Plans.

Wright said he didn’t believe the designations stemmed from a lack of effort from teachers or students. However, he said the district must look at the curriculum structure and assessment part of the equation.

“We need to make sure it is aligned,” Wright said. He added the district must work on tracking student progress and applying any intervention when needed.

Adhering to State of Texas Assessment of Academic Readiness (STAAR) standards will also be his goal once in office.

he felt there is “no reason we can’t” reach minimum requirements.

Collaboration with stakeholders and parents is also a key component he aims to employ. Wright hopes to host meetings with different parent groups, chambers of commerce and municipalities to gather input.

“The more we get together, the better product we produce,” Wright said.

One example of collaboration with stakeholders would extend to block scheduling at the high school level, which Wright oversaw while at Fredericksburg.

In 1880, the original platting of Kyle included 2 acres in the center of town known as “Town Center�.

When the Historic Kyle City Hall was built in the early 1900s, this area was designated as City Square Park. The park includes a gazebo, benches and information marquee. Regular events and festivals are also held here.
