If everything goes according to Vulcan’s plans, the hillsides will soon be blasted away with explosives, scooped up by mammoth machines, and hauled to crushers. The material will then be stacked into huge piles, sorted by size and grade. The material will then exit the plant by an endless parade of heavily weighted gravel trucks onto our already busy roads. Typically these quarries operate 24/7.

It seems like everywhere one looks, there is construction.

Drive down a road you haven’t driven in a while, it may surprise you what has popped up. Some people like the convenience new retail has brought to the area. Many more miss the way things were, and feel the “invasion” is destroying our beautiful Hill Country.

The property is located completely outside Bulverde’s jurisdiction (except for one tiny little corner) so there is nothing the City can do about it other than protest with so many other neighbors who feel helpless. Hopefully, State officials will listen to our cries and realize the negative impact to our community will be severe.

Development requires a substantial amount of building materials. Crushed stone and concrete is literally the foundation for construction. Our rocky hillsides may not be the most suitable for planting trees or growing a garden, but this environment does provide one of the most desirable locations in the world to quarry limestone.

Quarries use huge amounts of water to control dust and wash rock. Anyone who lives in the Bulverde area (especially those on private wells) know our local aquifers are tight and don’t offer an adequate source for our current population base, nonetheless a quarry.

By now, you may have heard of the plan by Vulcan Materials to begin quarrying operations at the southwest corner of Hwy 46 and 3009. If you’re unsure of the location, just drive down 46 and look for one of the most beautifully manicured and stunning ranches around. The picturesque White Ranch may soon be a dusty, earth-shaking quarry.

So if we are so limited on water, why are so many new homes are being built on tiny, postage-stamp sized lots?

One reason is because some people refuse to believe that the area is considered critically short of water. The other reason is because purveying water in areas where water is scarce is a lucrative business.

Up until now, Canyon Lake has been the source of water fueling development in Western Comal County. That is about to change. Texas Water Supply Company (TWSC) is about to start a project that will bring water to the area from just south of the Cibolo Creek and east of 281 in Bexar County.

It turns out that there are 17 wells that were drilled years ago into our Trinity Aquifer about 1100 feet deep that have never really been used. They were drilled before the Comal Trinity Groundwater Conservation District (CTGCD) was created to help Comal County residents conserve, preserve, recharge, protect, and prevent waste of groundwater from the Trinity Aquifer, which underlies all of Comal County.

Because they were drilled prior to the establishment of the CTGCD, the rules made to protect our water resources unfortunately do not apply. Because they were drilled before the regulatory guidelines were established, the wells are “grandfathered” and can be pumped without limits.

The Trinity is very fickle. Wells in our area may only produce a couple of gallons per minute or just a fraction more.

Some of the wells owned by TWSC, on the other hand, are very large producers. The Vice President of the company claims that some will produce 1000 gallons per minute or more. Total production from the well field is anticipated at 15,000 acre feet.

TWSC is working with a pipeline company to bring this water to a distribution point on what is commonly known as the “Goldsmith Ranch” off of Amman Rd. From there it is planned to feed other high density developments planned to the west.

Very little is known about the Comal part of the Trinity Aquifer. Will this new well field dry up or deplete local residents’ wells as it appears to have done on Camp Bullis?

The City of Bulverde has NO CONTROL of these water companies. Our only tool is annexation. Since the City CANNOT regulate density outside the City Limits, is has been actively annexing raw land being marketed for development. Council is scheduled to complete the annexation process at the January 9th meeting for a large parcel of land that is proposed to be served by this new pipeline. We saw this coming and started the lengthy process several months ago.

Annexation is a process that frowned upon by many.

However, annexing undeveloped land is not what most cities go after. Most cities target high-end developments as a potential tax base bonanza, while ignoring lower priced areas that could really benefit from city services.

Bulverde has always focused on trying to preserve our beautiful Hill Country and will continue to do everything within its power to protect existing residents. Please remember though that sometimes the deck is stacked in favor of the developers.

TWSC owns another “grandfathered” well field just south of Camp Bullis. They sell that water to the San Antonio Water System (SAWS). Representatives from Camp Bullis claim that since pumping began, their well levels on the base have severely dropped.

TWSC claims pumping on the well field serving the Bulverde area will have no effect on those in Comal County. They say

Comal County Corner

Construction on the new Comal County Jail is officially underway.

More than 100 people helped the County break ground on the new facility, which will help us adequately house a growing number of inmates for years to come.

Among those in attendance were representatives from the Bulverde City Council and Bulverde/Spring Branch Chamber of Commerce—whose ongoing support of the County has been important throughout this process.

Comal County voters approved funding for the new jail and expansion of the Sheriff’s Office in November 2015. Since then, the County has hired and worked with an architect, construction manager-at-risk and project manager to ensure the project stays within the $76 million budget set by taxpayers.

The Nov. 29 groundbreaking ceremony was an important first step in turning those plans into action. Crews hired by our construction manager have begun preparing the site for foundation and utility work. Work on the jail is expected to last until the summer of 2019.

After construction on the jail is complete, crews will begin work on converting the current jail into additional space for Sheriff’s Office deputies, evidence, records and administration, among other departments.

Overall, the project is scheduled to finish in the summer of 2020.

A major undertaking like this can’t be done without the support of people from all across the county, including in the Bulverde area. Thanks to all of you for understanding the value of making sure our jail keeps up with our growth, so that we can continue serving and keeping safe the residents of Comal County.

Another Successful Holiday Hunger Run & Walk Benefit for the Local Food Pantry In spite of an early morning bank of fog that brought some chill to the air, the 7th annual Holiday Hunger Run & Walk went off without a hitch on December 2nd. Once again, Athlete Guild managed a top notch 5K, and participants helped to raise awareness about hunger and food insecurity that exists right here in the Bulverde and Spring Branch community. As a benefit for Provisions: A 25:35 Outreach, the Bulverde food pantry, the HHR&W welcomed runners, walkers, kiddos, and dogs to take part in the annual event. The top three runners for the men were Chase Junell, Garrison Mangan, and Matthew Ray, and for the women were Ashley Shea, Riley Stirm, and Leighanna Glover, with times ranging from 17:11 minutes to 21:48!! That’s fast! Provisions would like to thank all of the athletes and sponsors who supported the Holiday Hunger Run & Walk. Provisions is a nonprofit, grassroots hunger relief organization that has served residents in western Comal County and northern Bexar County for 26 years. Those individuals, businesses, and organizations who sponsored the event provide vital support for the mission of Provisions to help feed hungry neighbors, and Provisions is grateful for their donations! On the Cover The Texas Hill Country received a rare treat in early December, when a thick, gorgeous layer of snow fell on the region. While beautiful and fun for many, the snow caught unprepared Texans off guard and caused a bit of a problem for local drivers not familiar with such winter road conditions. Nonetheless, most residents enjoyed the change of pace and had fun with the fluffy cold white stuff, posting hundreds of photos on social media proclaiming #snowmageddon in Texas!

Children and adults alike reveled in the experience of the first-time snow angel, snowman, or snow ball fight. Employees at local businesses took breaks from work just to step outside to enjoy some fun among the falling flakes. The unfamiliar weather offered an uncommon photo op for local photographers looking for the perfect shot to exemplify the beautiful, other-worldly scenery in the area. A fat layer of snow certainly changes the appearance of the familiar landscape and creates scenery that is picturesque and magical, if only for a short while. Within a few hours of sunrise the next day, the snow had all melted leaving damp but refreshed landscape in Bulverde. The following days were gorgeous, leading in to the mid-days of December and the Christmas holidays. The Front Porch News wishes to thank all of our readers who sent their snow day photos for inclusion in the magazine.

The Bulverde Post Office

A brief history of the local landmark

In 1956, when Jane Wood and her late husband Charlie moved to Bulverde, mail delivery and postal services originated in a small postal operation out of a general store in Wetmore. “Wetmore was a 25 minute drive on a good day,” Miss Jane says now, “or about an hour round trip, which was a long haul just to buy stamps.”

The alternative was to leave cash and an order in the mailbox, and the carrier would return the next day with stamps and a receipt—not the speediest solution but a workable one. But by 1959, it became evident the growing Bulverde community needed a better alternative. Miss Jane, who was already operating the local general store with her in-laws, decided it was time for Bulverde to have its own post office.

Her initial meeting with US Postal Service representatives in San Antonio was not auspicious. They not only said no, “…they were rude!” she said, incredulous even after all these years. “They said we were just being self-serving!”

The news they had denied the request didn’t go over well with Bulverde residents. One petition drive later, the powers-that-be in San Antonio, although not prepared to open a USPS-operated facility, were persuaded to offer a contract. Miss Jane submitted a proposal – “I wasn’t privy to whether or not there were others,” she said – and won the contract for the princely sum of $50 a month. Thus, the Bulverde post office began operations out of a side room in the Wood’s general store. “It fit in with what we were doing at the time,” Miss Jane said, “so it was work but it wasn’t a hardship. We had room for it and we had an existing business. We certainly weren’t in it for the money!”

In 1969, the general store burned to the ground. Postal inspectors came out “before the ashes cooled,” to inventory all the assets of the postal operations. “We kept everything in a safe,” Miss Jane remembered, “and some of the sheets of stamps stuck together from the heat.” But in spite of the calamity, every single stamp was accounted for and postal operations moved temporarily into Miss Jane’s kitchen until the general store could be rebuilt. In 1979, the Wood family sold the general store operations and Jane and Charlie’s daughter Melissa took over the day-to-day operation of the post office.

But by 1980 or 1981, postal services were outgrowing the side room at the general store and the Woods began looking for other solutions.

“Charlie found that house,” Miss Jane said, referring to the building that houses the post office’s current operations on Bulverde Lane. Built around 1900, it had been a private home in New Braunfels and, coincidentally, was originally located just two doors down from an antique store she operated for years. At some point, it was moved to a house mover’s lot, where Miss Jane’s husband found it and purchased it. Moving it to its final location on Bulverde Lane was not a simple matter. “The house had to be cut in half,” Miss Jane remembered, “and I was sure people thought we were crazy!” But the moving crew got it safely in place and put back together, and local builder Lorrendine handled the remodeling. Mesquite floors were laid in the main room, a local artisan custom-built the counter, and the US Postal Service installed a bank of 398 postal boxes.

The post office has operated there ever since, while the front room—currently the home of Plantiques, a flower and gift shop—has been a real estate office, a lawyer’s office, and a jewelry store, among other things.

Sadly, the post office’s current status is uncertain. The existing contract hasn’t covered the cost of operations for some time, and negotiations with the US Postal Service have not been fruitful. But Miss Jane says she is reluctant to let the contract lapse and continues to look for creative ways to keep the post office open, in part because new contracts don’t allow for PO boxes.

“I truly think Bulverde needs their own post office!” she exclaimed. “This place is growing way too fast for the post office not to step up.” In the meantime, the little house turned post office has become an established local landmark, synonymous with the Village of Bulverde. *Francesca Watson is a resident artisan and instructor who owns The Makery, an art studio and workshop located in the Downtown Village of Bulverde. Trap-Neuter-Return Program Gains Recognition and Favor in Comal County Comal County Commissioners recently voted to endorse Trap-Neuter-Return as the preferred method to humanely control outdoor cat populations. This action is part of a growing movement to support the only proven effective method to control outdoor cat populations. TNR also is supported by the cities of Bulverde and New Braunfels.

These projects point out the need for residents of Comal County to join ARC in implementing TNR early before the numbers increase dramatically. Cats multiply quickly, so residents need to have their outdoor cats spayed or neutered as soon as they are old enough (about 3 months old). Cats can become pregnant as early as 6 months of age and can have up to three litters a year.

Residents who take control of the cats they are feeding in their own backyards help reduce the strain on local animal shelters and Animal Control, who are always overwhelmed with requests to take in kittens.

Learn how to trap cats safely. Outdoor cats are not always easy to catch, so everyone is welcome to attend a free training session run by SAFCC in collaboration with ARC and the New Braunfels Community Cat Coalition.

“The Commissioners Court endorsement of ‘TNR’ was an easy endorsement. In the long run, it will make the cat population healthier and safer and will reduce the amount of calls for our animal control officers,” said Scott Haag, Comal County commissioner.

This is welcome news to Animal Rescue Connections (ARC) and its president, Jenny Burgess, who has been spearheading efforts to introduce and establish TNR in the local area since 2004.

As one of the founders of San Antonio Feral Cat Coalition (SAFCC) and as the founder of ARC in Bulverde, Jenny is very encouraged by this recent support from the commissioners.

“I am so excited and thankful for this major step forward for Comal County. Hopefully, the encouragement from the county will translate into more residents getting involved. TNR is the logical solution to stop the over-population of outdoor cats,” she said.

“It is the humane way to take control of the numbers and will benefit not only the cats themselves but also the neighborhoods and the environment. TNR is a win–win situation.”

The need for TNR projects and volunteers has never been greater. ARC recently completed a project in which more than 70 cats and kittens were removed from one home in the area.

All animals were sterilized and vaccinated. The animals that could be socialized went up for adoption, while some were placed as working cats on farms or ranches. ARC also has launched another project that involves 35–50 cats that were abandoned when the homeowner was taken into state care.

As a result of these two ventures, along with some smaller, ongoing efforts, ARC has several cats that cannot be returned to their original places, so it is looking for good locations where the cats can have good futures chasing rodents. If you could Page 12 January 2018

Bill Brown Collects 210 Blankets in Drive for Bulverde Spring Branch Angel Tree Project The Bill Brown Elementary Student Council held a blanket drive recently to help the Bulverde Spring Branch Angel Tree Project. Student Council members made posters with the caption, “Cover Others with Kindness” and encouraged all students and staff to donate new blankets to children and families in need.

The drive was held December 4-8 and classrooms competed to see which ones could gather the most donated blankets.It was a huge success, with 210 new blankets collected for the Bulverde Spring Branch Angel Tree project.

“This is the first year for Bill Brown to have a student council and this was their first big project,” said Irene Clancy, counselor. “Everyone was very excited about the results.”

Cindy Hurst, the director of the Bulverde Spring Branch Angel Tree Project, was overwhelmed with the numbers Bill Brown produced and very grateful.Hurst met with and talked to the Bill Brown student council members about how the Angel Tree projects works and how new blankets for the project are in high demand. Hurst is a retired Comal ISD counselor, having made stops at Bill Brown and Spring Branch Middle schools during her career.

“Although the student council already knew they were working on a good cause, talking to Cindy Hurst helped them understand the positive impact volunteering and spreading kindness can have on so many individuals and families in need,” Clancy said.

A Thank You Touching Our Hearts Friday, August 25th – the date Hurricane Harvey made landfall in Port Aransas. While our area escaped the horrific destruction, our community still came together to offer our support to the victims of this storm. Donations of clothing, food, water, and love poured into the affected areas. However, what was more astonishing was that Hurricane Harvey propelled a disaster response that was the largest in Texas state history. It was Texans helping Texans, aided by people who came to Texas from all parts of the nation. Part of that response included the deployment of emergency trained personnel, which included crews from Bulverde Spring Branch Fire & EMS. The event may be slowly fading from our minds, but we were recently reminded of how grateful affected residents were for our assistance.

Fourth grade students at Fulton Elementary in Rockport spent time writing thank you notes, along with very special artwork, to send to our crews who had helped them in the recovery. Their teacher, Lisa Rozacky, shared “I can’t begin to tell you how much we appreciate all the help and hard work. Our little town is still so ravaged, but little by little, things are getting back to normal…although it is our new normal.”

Helping Out… Lieutenants Ruben Lopez and Tarik Rhadbane were deployed as part of a Fire Suppression Strike Team to Port Aransas. The city had no power or water and our Tender, with crew, was an important resource to have on hand.

Tenders are used to carry large amounts of water and our vehicles have a 1,500 to 3,000 gallon capacity per vehicle.

Paramedic Tim Seidel and Firefighter/EMT Tripp Christopher were deployed to Houston as part of an Ambulance Strike Team. Staged at the Buc-ees in Katy,

our staff was selected from among hundreds of other emergency service providers to man a Mobile Medical Unit. Our organization’s Centre for Emergency Health Sciences provides education and training for many local, state, and federal agencies. The Centre is recognized for having some of the most state of the art medical training in the world.

Lieutenant Justin Nauert deployed to Houston as well, but with a Boat Strike Team to aid in rescue of stranded citizens.

Next, one of our lieutenants, John Young, is a Texas Task Force 1 (TX-TF1) Urban Search and Rescue team member.

These individuals are trained to the highest standards and are able to mobilize by ground within 4 hours of an activation. If they travel by military or commercial aircraft, they mobilize within 6 hours. With a state of the art equipment cache, TX-TF1 is able to be self-sufficient for the first 72 hours of operation. In addition, they are able function for up to 14 days during an incident with some outside support.

Jay De Leon, Firefighter/EMT, as well as a U.S. Marine Sergeant and Infantry Squad Leader (Reserve Status), was deployed as part of the National Guard. These National Guardsmen assisted in the ongoing search and rescue effort for any Texans in immediate danger and were heavily involved in the extensive recovery effort in the aftermath of the storm.

We were honored (and very proud) to share our brave first responders and thank them for their hard work. However, our greatest joy was receiving the handwritten notes and drawings from the students in Rockport.

With Pride We Announce an Exciting Change In the summer of 2010, Bulverde Spring Branch EMS opened a new station on Rodeo Drive.

Our community discovered the uniqueness of this facility when they visited or toured, and they also learned of the extraordinary dreams of the leaders of the organization.

While committed to promoting the safety and well-being of citizens, our vision was to further reach out to the community in services beyond those of our normal expectations. Growth in the area, and the need to most responsibly serve the taxpayers, resulted in restructuring at times, but all along, Bulverde Spring Branch Emergency Services focused on our shared passions: compassionate care, expanding our knowledge through education and research, and embracing groundbreaking methods and techniques. Armed with this fervor, the members of BSB Emergency Services boldly, and without hesitation, followed our hearts and minds to work toward these visions to make an impact in our community and beyond.

Nearly 8 years later, that dedication has resulted in successes making positive differences in our local community, state, and nation. For one, students and medical professionals visiting The

Centre for Emergency Health Sciences (the Centre) have more than doubled over the past two years. The Centre has taken an active role in increasing experiential learning and research opportunities for continuing education and the future of medicine.

Experiential education, or learning by doing, complements academic classroom learning and encompasses opportunities for internships, co-ops, part-time jobs, research, leadership, and community engagement.

More achievements have been realized in our Community Health Program, one borne out of an identified need in our community. The industry standard Community Health Program is a restructuring of care, a novel delivery strategy to serve patients in the outof-hospital setting by providing needbased, at-home integrated care, but most importantly, it results in costs lower than traditional health care models. Our key objective has always been to increase access to all health services and to fill the gap until these services are offered in our rural area. Beyond the positive social impact in our community, BSB Emergency Services has also realized a tremendous economic payoff through cost avoidance measures of handling these citizens via an alternate means of 9-1-1 services.

These remarkable successes have given way to opening a new chapter for our organization. We are proud and extremely excited to announce the formation of the H.I.S. Centre, a nonprofit bridging gaps in Healthcare, Innovation, and Sciences through experiential education. We remain invested in bringing the best in care, education, research, and compassionate hearts to our community.

A large plot at the Bulverde Community Garden has been dedicated to the Early Head Start and Head Start program in an effort to provide an educational example of healthy food and where it comes from.

Garden member Gwendolyn Listerman developed the plot in September and continues to tend and harvest this plot which benefits the children enrolled in the Center for New Communities Early Head Start program of San Antonio for 0-3 year olds. Her daughter, Jennifer Parks is a registered dietician working for Head Start. They hope to expand this pilot project.

The Early Head Start program provides grants to local public and private non-profit and for-profit agencies to provide comprehensive child development services to economically disadvantaged children and families, with a special focus on helping preschoolers develop the early reading and math skills they need to be successful in school. This National program provides health, education, nutritional, social and other services to enrolled children and their families. Head Start serves over 1 million children and their families each year in urban and rural areas in all 50 states, the District of Columbia, Puerto Rico and the US territories. All services are specific to each family’s culture and experience. Early Head Start promotes healthy prenatal outcomes, healthy families, as well as infant and toddler development as early as birth.

Gwendolyn is presently growing artichokes, broccoli, cauliflower, sweet yellow onions, garlic, carrots, assorted lettuces, swiss chard, strawberries and snow peas for the children in the Early Head Start Program.

Another Fabulous Christmas Lighting!

The Bulverde Christmas Lighting Planning Committee wants to extend a huge thank you to all the businesses, organizations, and individuals who made the 27th Annual Bulverde Christmas Lighting such a great success. The Christmas tree provided by the City of Bulverde and all the lights were perfect, making Downtown Bulverde look like a Winter Wonderland. The children were so excited to see Santa arrive on the Bulverde/Spring Branch Fire Truck. They were able to visit with Santa and take lots of photos in the special Santa house provided by Storage Solutions. Other photo opportunities included an old fashioned sleigh with a life sized Rudolph.

The vendors provided great food and goodies. Anderson Aviation gave away over 1200 hot dogs, Community Bible Church’s “Holy Smokes” group provided sausage wraps, and Immersion Outfitters gave out fajitas as well as many other businesses and organizations who were very generous in the goodies they gave away to visitors.

Many of the booths had fun activities for the children as well as some great early Christmas shopping opportunities.

The entertainment was enjoyed by all. Bags and Brews had live music by Matt Zerder, sponsored by Musik in the Park, as well as the appearance of the Grinch which was a big hit. Christmas tunes were enjoyed at the Santa House and carolers from Bulverde Spring Branch Community Chorus performed around the Christmas tree. Members of Joni’s Dance Studio, Diamond Dance, and American Dance also performed their dance numbers at various locations throughout Downtown. All evening, children were able to send off their letters to Santa from the Bulverde Post Office.

Children played in real snow sponsored by the following donors: HairTech Plus, South Texas Growers, The UPS Store, Sonora Bank, Jane Wood, Frost Bank, and the Spring Branch Bulverde Lion’s Club. Admission to the snow area was a donation of nonperishable food or toys to Provisions. More than 490 lbs. of canned goods/ nonperishables and about $440 in monetary donations were collected.

Bulverde Police Chief Gary Haecker and his officers worked tirelessly to ensure event participants were safe and that the event ran smoothly. They gave away more than 500 balloons at their booth. For the first time, Bulverde Road was closed to traffic, allowing the crowd to move more freely and enjoy the 70+ vendors and the rest of the festivities.

This area holiday celebration is a community effort hosted by the City of Bulverde, Provisions: A 25:35 Outreach, and the Bulverde Spring Branch Chamber of Commerce. Batman (male) and Robin (female) are a bonded pair we would like to place in a home together. The League of Women Voters of the Comal Area (LWVCA) invites the public to learn how to evaluate print and social media reports on January 16, 2018, from noon to 1 p.m. at the Tye Preston Memorial Library, 16311 S. Access Rd, Canyon Lake, TX 78133.

“It may seem overwhelming to check everything, but it is important to check anything that you are considering sharing or acting on,” commented Roxanna Deane, President of LWVCA and a librarian with 50 years of experience. Ms. Deane will review how to combat fake news and provide a handout listing online resources for fact checking during the brown bag lunch meeting with LWVCA members.
