Mayor’s Point Bill Krawietz

Mayor of Bulverde, TX Many questions and comments are often raised when one gets their property tax appraisal. Typically the first would be: “is my property worth that?” The second most likely is “who appoints the people who run the appraisal district?” My intent is not to bash or doubt the methodology used in determining the fair market value that determines the taxable value; I just thought the voting process of the Board of Directors for the Comal Appraisal District should be shared. Section 6.03(e) of the Texas Property Tax Code states “The chief appraiser shall calculate the number of votes to which each taxing unit other than a conservative and reclamation district is entitled and shall deliver written notice to each of those units of its voting entitlement before October 1 of each odd-numbered year.” So basically what that means is that out of the 5000 total available votes, the chief appraiser will tell each taxing entity how many votes they get based on their total tax levy. In simpler terms, the more taxes an entity receives, the more representation that entity gets on the board.

The entity with the largest tax receipts by far (nearly 54% of the average tax bill) is Comal Independent School District. They get 2685 votes when it comes to selecting the board. Comal County is next in line with 18% of the levy which gives them 894 votes. New Braunfels I.S.D. is at 16% with 807 votes. The list goes on to include all the other entities which the appraisal district serves. The City of Bulverde comes in at 0.3%, giving them 16 votes. If the City of Bulverde had a slate of candidates we wanted to elect to the board, it would be difficult to get them elected if other entities did not support those same candidates. To my knowledge, the only candidate the City ever made an effort of supporting was a candidate from Fair Oaks Ranch. Fair Oaks only has a small amount of property within the district, so the only get 8 votes. Together we would have 24 votes out of 5,000. The attempt proved futile since the combined votes only represented 0.0048% of the electorate. Our candidate did not have a chance without broader support. The above described process does not mean the geographic area that includes Bulverde is not represented on the appraisal board. Many good citizens of Bulverde have served on the board over the years. Knowing the process always helps when change is desired. If a candidate wishes to sit on the board and/or the community wishes to support a particular candidate, efforts need to be directed at selling them to the major stakeholders.

Trick-or-Treating and Costume Contest on Halloween! Halloween is fast approaching, so this is a great time to let the community know about a trick or treat event in the City of Bulverde. For the last several years, the City of Bulverde and the Bulverde Police Department have teamed up with Suntime Tanning and HEB for an annual trick-or-treat event in the business district located at 20475 Hwy 46 W and the businesses in the Creekside Shopping center across Hwy 46. Several local businesses participate by handing out candy at their store fronts, with Suntime Tanning giving away free hot dogs and refreshments. This year we will be joined by the Bulverde Spring Branch Library with their annual Trunk-or-Treat event. The two together should make for a great trick-or-treat event for the kids. Police officers will be on site assisting with crossing Hwy 46 to insure the safety of participants. So, come join us on October 31st from 5pm–7pm for trick or treating at Suntime Tanning and the Creekside Shopping Center. Wear your best costume as there will be a costume contest at 7pm with prizes for 1st, 2nd and 3rd place winners. While Halloween is meant to be fun, we must also keep safety in mind as well. On average, children are more than twice as likely to be hit by a car on Halloween as on any other day of the year. Safety is always one of our top priorities so here are a few safety tips while enjoying an evening of trick-or-treating: • Walk safely by using sidewalks, crosswalks and not crossing the street in the middle of the block. Instead, cross the street at corners, and always look both ways before you cross. Continue looking both ways while you are in the street. • Put away electronic devices and pay attention to your surroundings by keeping your head up. • Watch for cars that are backing up, or making turning movements, as they may not always see you.

$44

• Carry a flashlight, glow sticks or anything else that will help others see you easier. • Always go with an adult, as no one should ever go alone. Groups are much safer. Additionally, drivers should also take precautions on Halloween such as slowing down, limiting distractions, and taking extra time to look for kids at intersections. Remember that kids are excited and may move in unpredictable ways. Most neighborhoods will see increased pedestrian traffic, so drivers should be extra careful on Halloween. These are just a few things that can be done to make Halloween as safe as possible. Let’s do our part to make Halloween 2017 the safest Halloween yet. Page 4 October 2017

Bulverde Earns Certification as a Texas Scenic City In July, Bulverde was selected as 1 of 13 Texas municipalities to be awarded Scenic City Certification through the Scenic City Certification Program, a project of Scenic Texas. The Scenic City program supports and recognizes cities for commitment to highquality scenic standards for public roadways and public spaces. Five cities were certified for the first time—including Bulverde—and eight were recertified or upgraded their existing certification status, bringing the total number of certified cities in Texas to 71. The Scenic City Certification Program is the first in the United States to incorporate a comprehensive set of model standards for design and development of public roadways and public spaces into one program. Cities apply to the program for a rigorous evaluation and scoring of existing municipal standards against the model. Those with the highest evaluation scores earn certification. “Through the Scenic City Certification Program, cities access a valuable diagnostic tool,” said Anne Culver, executive vice president of Scenic Texas. “The detailed 360° analysis of existing infrastructure standards supplies cities with a roadmap for future growth and development. We are pleased so many municipalities participated this year, earning either first-time certification or re-certification.”

became familiar with the program through his contacts with officials in other certified communities. With his encouragement, City staff took the necessary steps to submit an application to Scenic City by the May deadline. Preliminary results were determined in June, with the final results being announced in July. Bulverde has been certified at a Silver level, which indicates a score that falls within 70–79% of the points available. The scoring process is explained and well-documented on the Scenic City website. As a firsttime certified Scenic City, Bulverde joins other Silver ranked cities such as College Station, Granbury, Grapevine, and Irving. Scenic Texas is a 501(c)3 nonprofit organization dedicated to preserving and enhancing the visual character of Texas, promoting enhanced design standards for public projects, sign regulation, freeway landscaping and scenic byway development. Halloween Pet Safety Tips Megan Hughes, DVM Halloween is a fun time for children and families but it can be very scary for pets! Follow these tips to keep your furry family members safe and healthy this Halloween. • Trick-or-treat candy is not for pets All forms of chocolate are dangerous for dogs and cats. Baking chocolate and dark chocolate are even more dangerous. Symptoms of chocolate poisoning include vomiting, diarrhea, rapid breathing, tremors, and seizures. Other Halloween candies and gums may contain an artificial sweetener called xylitol which is very poisonous to pets. Even small amounts of xylitol can be deadly. Symptoms can include loss of coordination and seizures. Pets are indiscriminate when it comes to eating tasty treats and can gorge themselves on snacks and food meant for humans. Large ingestions of sugary, high-fat candy can lead to gastrointestinal upset or pancreatitis in pets. Pancreatitis is inflammation of the pancreas and very painful and sometimes fatal. Symptoms include decreased appetite, vomiting, diarrhea, lethargy, and abdominal pain. Symptoms of candy related problems may not show up immediately but it is important to have your pets treated quickly. If your pet consumes any candy or chocolate you should call your veterinarian immediately.

People wearing costumes and strange noises are very scary for pets! Fearful pets may escape and run away out of fear. Some dogs may feel threatened and could bite or injure trick-or-treaters. Sadly, some pranksters with bad intentions may try to steal your pets. Keep your pets in a secure room or kennel away from the door. Make sure your pets have identification on including your phone number. Having your pet microchipped and making sure the microchip contact information is up to date is also important. • Keep decorations, wires, lights, and toys out of your pet’s reach Chewing on wires could cause your pet electrical shock or an electrical burn in their mouth. Other lights and decorations can be very dangerous if chewed on or swallowed. Candles and jack-o-lanterns can cause burns. Glow sticks cause irritation to pet’s mouth and gastrointestinal system. • Be cautious with costumes Its sure is fun to dress our pets up in Halloween costumes! Not all pets enjoy costumes so just make sure it does not cause too much stress to them. Poorly fitting costumes can cause rubs or sores. Make sure pets are always supervised so that they do not chew and swallow part of their costume. Have a fun and safe Halloween from everyone at Spring Branch Veterinary Hospital!

St JUDE’S BACKPACK NIGHT Just before school started, the Bulverde Spring Branch Area Chamber of Commerce and the Bulverde Lions Club joined up to provide backpacks filled with school supplies for each of the 29 resident students at SJRC Texas (formerly known as St Jude’s Ranch for Children) in Bulverde. Two of the youngest led us off with prayers and the Bulverde Lions Club served a bratwurst dinner with all the fixings & ice cream treats for desert that put smiles on everyone’s faces. The

backpacks, furnished by the Chamber, with grade-specific supples, were presented to each child and for everyone’s applause. To cover the cost of ongoing school supplies, the Chamber and the Lions each provided checks for $500. Special thanks to Rhonda Zunker and Diane Roberts of the Bulverde Chamber of Commerce, Kyana Beres, Ashley Pagel, Laci Bird of SJRC, and the Bulverde Lions Club Members. Most of all, we thank all the students at SJRC for the blessing of their appreciation & hugs. Lions, SJRC Texas Staff, Chamber members

Comal ISD Community Shines During Flood Bucket Challenge

Spring Branch Middle students Seneca Anthony, Kailie Gonzalez and Zachary Ross put the finishing touches on the school’s buckets filled with cleaning supplies for Comal ISD’s “Flood Bucket Challenge.”

The word “challenge” and Comal ISD go together quite nicely it seems. Just two weeks after Superintendent Andrew Kim invited students, faculty and community members to join the “Flood Bucket Challenge” to help bring cleaning supplies to those in need along the Texas Coastal Region, more than 500 fivegallon buckets left Comal ISD on a truck headed to Rockport and Houston and were dropped off on September 14.

Hanna Anderson (left) and Summer Williams fill buckets with supplies as part of Comal ISD’s “Flood Bucket Challenge.” The buckets were distributed in Houston and Rockport on September 14.

“It is great to see our students, staff, parents and community get involved in helping those impacted by Hurricane Harvey,” Kim said. “So many people wanted to be a part of this we had to extend our original deadline for buckets and supplies to be dropped off at campuses.” All 28 campuses, as well as faculty members at Comal ISD’s Support Services Building, participated. In addition, many parents and community members dropped by schools with buckets and cleaning supplies on a list provided by the district.

Smithson Valley High teacher Tina Olcott helps coordinate Comal ISD’s “Flood Bucket Challenge.” More than 500 buckets filled with cleaning supplies donated in the district were divided between Houston and Rockport on September 14. Pictured are SVHS students (l-r) Camryn Molina, Kayci Peak, Giselle Kowalski, Alyssa Duarte and Shannon Gibbs.

“This is Texans helping Texans,” said Smithson Valley High student Kori Navarro. “It’s so important to show that people still care about one another – that’s what we’re doing here.” Smithson Valley High teacher Peggy Blair and Bill Brown Elementary teacher Jenny Marshall both pitched the idea to Superintendent Kim shortly after the flooding began in Houston.

Smithson Valley High students (l-r) Brianna Stanzione and Kayci Peak are busy gathering supplies to place into five-gallon buckets destined for Rockport and Houston as part of Comal ISD’s “Flood Bucket Challenge.”

“I first heard about the Flood Bucket Challenge at my church,” Marshall said. “I thought it would be a great idea to take to my campus but I also copied Mr. Kim on the email. He thought it was an awesome idea too.” Kim and several Comal ISD administrators made a video inviting the district to the “Flood Bucket Challenge.” It didn’t take long for the video to receive several thousand views. “The great thing about this challenge was that it involved students of all ages as well as their parents,” said Blair. “I’m all about students being in service of others. If this was the first opportunity for some to get into volunteerism we may have lit a spark that might last for years to come.” The buckets were filled with items such as cleaning and working gloves, bleach, liquid laundry detergent, liquid household cleaner, bug repellent, sponges, scouring pads, clothespins, clotheslines, heavy-duty trash bags and dust masks. “We give back to others in Comal ISD,” said Stacy Wilkie, Oak Creek Elementary principal. “It doesn’t matter if they live down the block or 200 miles away. That’s what we’ve always done and that’s what we’re going to continue to do.” Page 12 October 2017

FRIDAY NIGHT LIGHTS & MORE When people think of Fire and EMS, we are most often associated with flashing lights and big trucks rushing to help with severe injury and illness, but did you know that every week Fire & EMS is stationed at events where most are perfectly healthy and nothing is on fire? Every week emergency services are behind the scenes at many of the community and sporting events in Bulverde and Spring Branch. Often one of our certified Mobile Intensive Care Units, well-equipped ambulances staffed by highly trained paramedics, is stationed at the events. Other times there is a medic standing by with a fully equipped 52 pound medical bag. No matter the event, you will likely see our emergency personnel standing in the wings, just in case there is an illness or injury, or in the event that the worst-case scenario happens. These medics are trained and at the ready to deal with minor first aid issues all the way to catastrophic emergencies. In addition to standing by, Bulverde Spring Branch Fire & EMS is also the resource for first aid and CPR training for our community. Most of the youth organizations for sports and outdoor activities require first aid and CPR training. Our education division, the Centre for Emergency Health Sciences at our Central Station on Rodeo Drive, is both an American Heart Association Training Center and a licensed provider for the American Red Cross. Halloween Safety Tips One of the most popular holidays, Halloween, requires careful attention to safety precautions. A recent report from the National Fire Protection Association (NFPA) lists Halloween as the fifth highest day of the year for candle fires (behind Christmas Eve, Christmas, New Year’s Eve and New Year’s Day). Make sure you follow these tips for avoiding firerelated accidents and other injuries: Candles: • Keep jack o’ lanterns and other decorations containing lighted candles away from flammable materials. Cornstalks and hay bales are highly flammable! • Battery powered lights and flashlights are good alternatives to candles. • Avoid placing candlelit luminaries along pathways where trick-or-treaters’ costumes may brush the luminaries and possibly catch fire. Other Fire Safety Tips: • Remember, incandescent light bulbs also generate heat and can cause fire if they come into contact with flammable materials. • Never drape a fabric ghost or other figure over a light bulb. • Buy costumes, wigs, and props that are labeled flame resistant or flame retardant • Teach children the “stop, drop & roll” technique in case their clothing catches fire. Halloween Injury Prevention • Older children who trick-or-treat without parents should follow a planned route within their neighborhood. Make sure they travel with a buddy. • Be extra careful on Halloween to obey all traffic rules; children should stay on sidewalks and cross only at corners—never between parked cars. • Trick-or-treaters of all ages should carry flashlights or light sticks so they are visible to motorists. • Costumes should be short enough to deter tripping and masks should provide full vision, while not interfering with breathing. If a dark colored costume is worn, reflective tape can be added to enhance visibility after dark. • Treats should be inspected at home before they are eaten. Children dressed in costumes excitedly running door to door to trick-or-treat, festive decorations like glowing jack-

o-lanterns, paper ghosts and dried cornstalks adorning front porches—these are some of the classic hallmarks of Halloween that make the holiday special for kids and adults alike. By planning ahead and following these tips, you can help make this Halloween a fire-safe and fun one.

ISO Ratings for BSB Fire & EMS Service District Now Official BSB Fire & EMS was evaluated earlier this year and our ISO ratings have been officially approved by the State. The review has specific criteria assessing the fire prevention and fire suppression capabilities of individual communities or fire protection areas. For citizens living in Emergency Services Districts #4 and #5, there is the likelihood that your rating has changed for the better! If your home is located within five road miles of a station and within 1,000 feet of a fire hydrant, the new rating is a 3. For homeowners residing in ESD #4’s service area, that rating changed from a 5 to a 3. In the service area for ESD #5, the rating changed from a 7 to a 3. For homes located five road miles from a station, but outside the 1,000 feet of a fire hydrant parameter, the new rating is 6. Previously, ESD #4’s area was rated an 8 and ESD #5’s area was a 9. The Insurance Services Office is a for-profit organization that evaluates municipal fire protection efforts in communities throughout the United States. ISO is NOT an insurance agency, but they do provide advisory services and information to many insurance companies. Also, your insurance company may, or may not, elect to use their information in determining your insurance premiums. If you would like to confirm your rating to determine whether it has improved for your specific address, please contact us at (830) 228-4501 or via e-mail at ops@bsb911.com.

TNR PROJECT It’s been an exciting couple of months for Animal Rescue Connections with a large Trap-Neuter-Return project and an evacuation due to Hurricane Harvey. What started out as a large TNR project in early August turned out to be a super-sized project within a couple of weeks. And if that wasn’t enough, we had to evacuate our cats and kittens from PetSmart due to Tropical Storm (at the time) Harvey. PetSmart and ARC agreed that due to the possibility of power outages and heavy flooding, we would take our fur babies back into foster until it was safe for them to return. If you haven’t been following along in our blog, here’s the scoop on the TNR project. Jenny, our fearless president, received a call for help from relatives of a hoarder. No one really knew how many cats were in and around the home but it was clear that immediate intervention was needed. Jenny, Jan, and Willie successfully trapped 22 cats on Aug. 6. They saw more adults that needed to be trapped as well as three mama cats with 18 kittens in a back bedroom. We thought we would be able to wait until the kittens were weaned to take them.

Volunteers Milber and Monica joined in the fun, getting the cats in traps ready to go to the vet. Then Jessica and her two girls jumped in with Rosemary, Willie, and Jenny to help with more transport and the recovery. A week later, the number of cats trapped had jumped to 61, including the kittens, and we were on the lookout for volunteers to help bottle feed the youngest kittens because one mama cat was trying to nurse all of them. The two other mamas really were just kittens themselves and didn’t understand what was going on. A few days later, we left seven traps at the house, and the homeowners trapped 15 more cats. With one elusive cat to go, that brought the total to 77 cats at this one house. As you can see, this was a tremendous effort and could not have been accomplished without faithful, dedicated volunteers and the help of partner organizations such as Bulverde Area Humane Society, which helped evaluate the nursing kittens and took in a few that needed extra attention, and Hill Country Animal League, which spayed/ neutered and vaccinated all the adult cats without batting an eye. TNR, recovery, and fostering is hard work but so rewarding as we see cats get the medical attention they need and know that we have helped stop this group from adding to the explosion of cats in Comal County. The adult feral cats will be returned as a non-breeding colony, and those that are friendly will be fostered through adoption, as will be the kittens. This project illustrates the importance of TNR and of spaying/neutering cats. Too often, well-meaning folks don’t have cats sterilized for one reason or another and then quickly end up with an out-of-control situation like this. If you would like to help with future project, or know of someone who needs help with TNR, please contact us at animalrescueconnections@gmail.com, We can help get you the connections you need to do a successful TNR project and help stop the breeding. And if you would like to help fund the recovery and foster efforts for this project, please go to www.animalrescueconnections. org and click on the Donate button.

Meet Marlene Mueller If the lady at the front desk is wearing a hat, it must be Tuesday and it must be Marlene. Marlene Mueller has been our Tuesday gal for two years. And yes, she always wears a hat. When you ask Marlene how she came to love hats, her face lights up and she says “My Mother.” It seems her mother always wore a hat. When Marlene’s mom would visit, one of the things they would do would be to go shopping for a hat. Marlene has been married to the love of her life for 61 years. She and Don raised three wonderful children, David, Kim, and Shelly. Twenty-six of those 61 years were spent in the military. Marlene’s favorite place was London, England. It was where their first child was born, their first car was bought, etc. Military life taught Marlene there is always more than one way to do things right and there are always new friends to be made. Marlene also taught school for 25 years in both public and private education. She taught in almost every place she and Don lived. Marlene loved teaching. Every day was different and the students were so special. Marlene had wanted to be a teacher since her second grade year. Marlene has lived in Texas since 1979. She loves being a Texan and loves being in the Bulverde area. The reason she came to the Bulverde Spring Branch Activity Center was just by chance. A friend recommended she and Don stop by to play cards. That was 8 years ago! Come meet Marlene Mueller on any Tuesday and see her hat. She will give you a tour. You will leave with a smile on your face. For more information on what the Bulverde Spring Branch Activity has to offer call 830-438-3111 or visit our website bsbac.com
