Mayor’s Point Bill Krawietz

Mayor of Bulverde, TX

The first sections of the City of Bulverde incorporated in November of 1997. When an unincorporated community becomes a city, the newly formed municipal organization assumes many responsibilities that were previously handled by the county. One of the most costly is street repair and maintenance. Fortunately, when Bulverde incorporated, Comal County didn’t completely cut these services in the City, instead continuing to provide assistance at a reduced level.

I noticed that in front of empty trash containers laying in residents’ yards, the brand new street topping was ripped from the pavement in four long parallel stripes. Farther down the street I spotted the offender who was tearing up the asphalt—it was a garbage truck. I watched with horror as the driver pulled the parking brake and basically jumped out of the vehicle as it skidded to a stop. He would run around the back, empty the cans into the hopper, then run back and jump into the cab just to do it all over again a hundred feet or so down the road. To make matters worse, a big squirt of nasty looking fluid would gush from the bottom of the truck when he actuated the compactor because a drain plug was not installed.

After a couple of years, though, it was time for Bulverde to stand on its own two feet. The City developed a street maintenance plan and specifications, and submitted the project to the public for bids. Soon after awarding the contract, the selected crews moved in and quickly completed the work.

I attempted to communicate with the driver, but he really didn’t seem to care when I pointed at the damage he was doing to the streets. Next, I called the number on the side of the truck. My call was answered by a machine. It took several days of calling, leaving messages, and searching for alternate contact numbers before a human was reached. That human basically said “not their problem.”

Shortly after the road work was done, I was on my way to work, traveling down Bulverde Hills Drive when

To exacerbate the problem, there was not just one company driving around destroying the streets, there (Continued on page 4)

were a total of eight separate companies providing service within the City. That meant basically every eighth house was served by a different company. Garbage trucks are some of the heaviest vehicles on the road. What makes matters worse is that they tend to drive and stop on the fragile edge of the road. Some companies were providing twice-a-week collection. If you do the math, between eight and sixteen heavy garbage trucks traveled every street weekly. It was determined that the best solution to the problem was to contract with one service provider and make that contract exclusive. This would limit the number of trucks operating in the area, and hopefully we would have oversight of the operator and receive a lower monthly rate. The decision was not the most popular one. The City opted for once a week collection. Some residents preferred twice a week, and there were protests that the City took away the residents’ freedom of choice. The whole idea started from my efforts, I stood my ground and took the heat. We have had issues with our service provider over the years, each time they have been resolved, either peacefully or by threat that the city would exercise its right to terminate the contract. The contract has been re-bid several times. Each time, the original provider was chosen because they lowered their rates each time, thus beating out the competition. The last negotiation resulted in a residential rate of $14.18 a month* for residential weekly collections. Everyone within the city limits qualifies for this rate. Compared to other service providers that operate outside of our City Limits, we are getting a great deal. (*This does not include recycling collection, which is an additional fee of $5.05 per month.) It was recently brought to the City’s attention that not all of our citizens have been receiving this preferred rate. The service provider was notified of the discrepancy and they have agreed to change their future billings. This alone, however, is not acceptable; these residents have been overcharged, so the City has demanded those customers be provided with refunds. Some customers have been overcharged up to $20 a month. Looking at the list of credits due, it appears the largest refund totals a whopping $1,236.25. We have been told the refund checks have started to be mailed out. Nobody likes paying taxes, and fortunately the City of Bulverde has one of the lowest tax rates in the State. The City is always looking for ways to offset any additional financial burdens imposed on our residents. For some households, the rate we have negotiated for trash collection more than offsets the City’s property tax compared to those who have the same service just beyond our City Limits. Page 4

Just in time for spring and summer, two major projects have been completed at Jumbo Evans Sports Park. County-hired contractors installed two new tennis courts and put in lighting for an existing baseball field— more than $500,000 in improvements for the sports park on U.S. Highway 281 just north of Spring Branch Road. The projects were selected last year by Comal County’s Parks Selection Committee as part of our ongoing efforts to improve our two sports parks for the many families who use them on a regular basis. Each year, a committee representing the organizations who lease space from Jumbo Evans and Hidden Valley sports parks reviews proposed projects submitted by those organizations, deciding how to spend the parks improvement budget allocated each year by Commissioners Court. The result over the years has been a slow and steady improvement in the amenities offered at those parks. Previous improvements to Jumbo Evans have included a new septic system and irrigation storage tanks. The park’s 64 acres now include seven soccer fields, five baseball fields, three football fields, and six tennis courts. In addition to Jumbo Evans and Hidden Valley (located across South Access Road from Canyon Dam), the county maintains two public parks that feature miles of walking trails. In the Bulverde area on Stahl Lane, Kleck Park offers three trails that circle through 43 acres of beautiful cedar and live oak. Near Canyon Lake, Curry Nature Center features stunning views and hilly terrain.

You Can Help to STAMP OUT HUNGER! The 25th annual STAMP OUT HUNGER food drive is slated for Saturday, May 13th. Local letter carriers will pick up canned goods and nonperishables at your mailbox and deliver them to the local food pantries that serve the Bulverde and Spring Branch communities. For these hunger relief organizations, every donation matters! When you donate food, it goes on the pantry shelves right away and has an immediate impact for families who may be struggling to keep enough food on the table. The most desired items in a food drive like this include shelf stable proteins like canned tuna, chicken, chili or stew, spam, and beans (pinto, ranch style, black, baked, refried, etc.) and peanut butter. Also popular are shelf stable pop-top individual servings of items such as ravioli, spaghettios or similar pasta, chili, tuna lunch kits with crackers, Vienna sausages. Canned vegetables like Veg-All mixed veggies, corn, green beans, sliced carrots, and the

like are also helpful. Dry goods like boxed macaroni and cheese, pasta, rice, beans, and breakfast cereal are always in demand. When donating from your personal pantry, please inspect the products for expiration dates—food pantries appreciate receiving donations that are still within the expiration or “best by” date so they can go immediately on the shelves with little sorting or discarding. On May 13th, the day of the collection, consider the weather and package or wrap your donation appropriately when you place it out by your mailbox. It’s helpful if you label your donation in some way for easy identification by the postal carriers as they collect the donations along their route. The local food pantries serving our community, like Provisions: A 25:35 Outreach-the Bulverde Food Pantry and Helping Hands Food Pantry, appreciate your support and assistance!

POLICE WEEK 2017

In 2016, 135 law enforcement officers gave their lives in the line of duty, an increase of 10% from the previous year. Unfortunately, Texas once again had more line of duty deaths than any other state, with 17 law enforcement officers killed. As of this writing, 34 peace officers across the nation have given their lives in the line of duty. The most recent was April 3rd in Baytown, Texas when Harris County Constable Precinct 3 Assistant Chief Deputy Clinton Greenwood was ambushed as he arrived to work. Established by a joint resolution of Congress, National Police Week pays special recognition to those law enforcement officers who have lost their lives in the line of duty for the safety and protection of others. This year, National Police Week will be recognized May 14th through May 20th with events across the nation. The largest occurs in Washington D.C., where up to 40,000 attendees arrive in the city to pay tribute to those who gave their lives in the line of duty. As in the past, the Bulverde Police Department is planning a ceremony to honor those and their families who have made that ultimate sacrifice. Every member of the police department attends the ceremony and are encouraged to invite their families. Traditionally, other city employees, council members, and the Mayor also attend. As always, the public is invited—this is your community and your police department. The event will be held in front of City Hall on Monday May 15th at 5:30 pm, cake and refreshments will follow. Regardless of where you live, please support your local law enforcement and their families, as these men and women are willing to sacrifice their lives to protect your communities.

DO NOT cut the bite open and try to suck out the venom! ! DO NOT apply a tourniquet! ! DO NOT apply ice or anything else to the bite wounds! ! DO NOT wait to have your pet examined by a veterinarian! Seek treatment immediately! Avoiding Snake Bites in Pets The best way to avoid snakebites in pets is to avoid the areas where pets are most likely to come in contact with snakes. Snakes are most active during warm temperatures above 80 degrees Fahrenheit. Snakes prefer areas where grass is high or there are bushes or wood piles to hide in. Water Moccasins prefer water or marshy areas. Keep your yard from being a good snake hideout by keeping grass short, bushes trimmed, and keeping wood piles away from the yard. When you take your dog outside in a high risk area keep them on a leash. There is a rattlesnake vaccine

for high risk dogs available at veterinary hospitals however the vaccine does not eliminate the need for immediate treatment by a veterinarian if a dog is bitten by a snake. The rattlesnake vaccine is intended to create antibodies against the rattlesnake venom to help reduce the damage done by the venom. The vaccine does not work against all types of venom and the vaccine itself does have some chance of allergic reaction. Before administering the vaccine to your dog it is important to have a conversation with your veterinarian about the benefits and risks of the vaccine for your dog. Regardless, all pets bitten by a snake require immediate treatment by a veterinarian. Take home message about venomous snake bites in pets: • Educate yourself about the presence of venomous snakes in the vicinity • In yards keep grass short, bushes trimmed, and keep wood piles away • Avoid areas where snake infestation is likely • Leash your dogs when hiking • Keep your regular veterinarian and emergency veterinarian phone numbers on hand • Take pets to a veterinarian immediately if bitten Megan Hughes, DVM, is the owner of the Spring Branch Veterinary Hospital. Golf Tournament Benefits Church Mission Team In early April, the Bulverde Baptist Church hosted their first charity golf tournament at The Club at Rebecca Creek. Ninety-eight players, along with volunteers, came out to support the church’s missions team in their endeavors to help those affected by devastation from the earthquake in Ecuador. The rain held off long enough for everyone to have a great time. Awards given for the tournament included Closest to the Pin won by Mark Deardurff, and Longest Drive won by Tori Smith. Organizers of the event wish to acknowledge and thank all of the local sponsors which included Wells Fargo, the Gear Guy, Hendrix Auto Repair, Jiffy Lube, Hair Tech, HEB, Smoky MO's, Vaaler Creek Golf Club, The Club at Sonterra, Bulverde Hills Dental, Bulverde Feed & Seed, and Edward Jones Investment. The event planners are looking forward to the 2nd annual tournament next year.

Summer Time With summer rapidly approaching, we wanted to take an opportunity to remind young drivers and parents that summer time is often a dangerous time to be on the road. Summer months often provide additional “free time” for young drivers. Unfortunately, this is also one of the deadliest periods for teen drivers. Per the American Automobile Association, the months between May and August are the deadliest for teen drivers, labeling the period between Memorial Day and Labor Day as the “The 100 Deadliest Days.” Here are a few things parents should discuss with their teen drivers to help keep them safe. Buckle up. Statistics show that seat belt usage is lowest among teenagers, even though seat belts continue to be proven as the No. 1 life-saving device in accidents. Per the CDC, of the teens (aged 13–19 years) who died in crashes in 2014 (latest data available), approximately 56% of them were not wearing a seat belt at the time of the crash. Additional seat belt enforcement periods will be utilized during the summer months and especially on holiday weekends due to increased travel. Make zero tolerance the rule for your teen when it comes to wearing a seatbelt. Don’t drink and drive. Talk with your teen about the importance of absolutely no drinking and driving and the importance of not getting in a vehicle with someone who has been drinking. Let your teen know they can call you for a ride rather than risk being the occupant in a vehicle with an impaired driver. Don’t speed. Reinforce the implications of driving over the posted speed limit. Speed limits are set for a reason, most importantly SAFETY.

Avoid distractions. Remind your teen driver to avoid distractions such as texting, loud music, and talking passengers. Per distraction.gov, 10% of all drivers under the age of 20 involved in fatal crashes were reported as distracted at the time of the crash. Passenger limits. Limit the number of passengers allowed in your teen’s car. NHTSA data shows that when there are multiple passengers in the vehicle, crash risk is 3 to 5 times greater than when driving alone. Also, be aware your teen may have driving restrictions on his/her driver’s license regarding the allowed number of passengers. Curfews. Make sure your teen knows when you expect him/her home and that it is not up for debate, and to allow enough time to get home within curfew without having to speed to get there. In addition, be aware that a teen driver’s license may have restrictions on driving times as well. The above information is talked about during our monthly POET (Police Officers Educating Teens) program which is free to anyone that would like to attend. The program is usually on the last Friday of the month from 5:30pm to 8pm. To get registered for the class please contact Mary Bell at 830-438-3612 ext 217. One last piece of information which parents may find useful and teen drivers under the age of 18 may not know. Parental consent is required for any minor wishing to obtain a Texas driver’s license, and may be withdrawn at any time. Ultimately parents have the authority to revoke their child’s driver’s license until the child reaches 18 years of age. Help make our roadways a little safer so buckle up, slow down, and don’t drive distracted!

Remembering

Brennan L. Livaudais In the March issue we described anaphylaxis, a serious, lifethreatening allergic reaction requiring immediate medical attention. The most common anaphylactic reactions are to foods, insect stings, and medications. Most importantly, though, if not treated properly, anaphylaxis can be fatal. We wanted to follow that article with another piece to stress how important it is for you, or someone you love, to carry an epinephrine auto-injector. August 7, 2010 seemed like an ordinary day for a healthy and active 22-year-old young man, but while helping his father paint a home, Brennan was stung by a bee on his lip and stomach, causing anaphylactic shock and resulting in his death. The tragedy in this story is that Brennan was knowledgeable about allergic reactions and anaphylactic shock. He had recently become a state-certified and Nationally Registered Emergency Medical Technician. Brennan did his ambulance ride-out training at Bulverde Spring Branch Fire & EMS and was an able medic. He was also a graduate of the Fire Academy and a certified firefighter by the Texas Commission on Fire Protection. Brennan had achieved his dream of becoming a firefighter, saving lives and helping his community. It was out of Brennan’s love of service that one night while driving back from San Antonio after this tragedy, Brennan’s father Ken envisioned creating a fund to help other people complete their training with some financial assistance. With Ken’s vision, the Livaudais family has set out as their objective, via a scholarship program, to help as many individuals as possible who are having a difficult time affording the basic certification classes. The Brennan L. Livaudais Memorial Scholarship was first awarded in 2012 and awarded to Collin Montgomery. Collin was hired by our department after graduation, but is currently employed full-time by the New Braunfels Fire Department. He still works part-time for Bulverde Spring Branch Fire & EMS. Ashley Hoppe, another recipient, was also hired by BSB Fire & EMS and remains a dedicated and talented part of the Centre for Emergency Health Sciences (cEHS). To date, 31 students in EMT classes in cEHS have been awarded this scholarship. The Brennan L. Liviaudais Memorial Scholarship program is administered by a five person committee composed of one firefighter, one EMT, and three members of the community. Recipients of the scholarship have been employed by BSB Fire & EMS, New

Braunfels Fire Department, San Antonio Fire Department, Gillespie County, Kerrville Peterson Hospital, and several private ambulance companies. If you would like to assist the Livaudais family in their charity to other young firefighters and to honor Brennan’s life, please consider a donation to continue his legacy of life changing service. Visit our website, bsb911.com to contribute or to apply for the scholarship.

The Buzz

From the Garden

A Brief History of Community Gardens By Lorelei Mayer

land. They donate over 30,000 pounds of produce each year! Everything’s bigger in Texas!

According to Marin Master Gardeners, “a community garden is any piece of land gardened by a group of people, utilizing either individual or shared plots on private or public land.” Some community gardens grow fruit and vegetables, some incorporate art and ecological or habitat awareness, some just grow flowers. The American Community Garden Association says, “In community gardening, ‘community’ comes first.”

So, here’s what you need to know about the Bulverde Community Garden: we have plots available at no cost, in the last two years we donated about 700 pounds of food to our local food pantry, Provisions: A 25:35 Outreach, we have a native plant demonstration bed, a butterfly garden, a compost bin, a native bee habitat, several private plots and two water collection systems. Come check us out!

Community gardens around the U.S. vary greatly by size of plot, type of garden, funding, ownership, accessibility, etc., but all gardens provide improved health through fresh food consumption and exercise; creating a sense of social community when meeting and working with like-minded people; and environmental habitats for native bees and insects, birds, and butterflies.

If you or your business or SCHOOL would like to secure a plot (at no cost), please contact Joanne Hall at jothall@gvtc.com. Donations gladly accepted. Also, interested persons are invited to attend the Bulverde Community Garden Committee meeting on the second Monday of the month at 5:15pm at the Bulverde Spring Branch Activity Center.

When did community gardening get its start? It’s thought that some Native American tribes (particularly the Hidatsa) gardened with a community approach. The European history of community gardening in the U.S. dates to the early 18th century, when Moravians created a community garden as part of the community of Bethabara, near modern day Winston Salem, NC. The garden is still active and open for visitors to this day. The first community gardens in San Antonio were started in 2006, one was a wildscape and two were vegetable gardens. Today, San Antonio has about 50 community gardens. For more information on those gardens and their locations go to: https://www.greensatx.org/communitygardens-program-network/ Austin is also home to many community gardens but the biggest and oldest is Sunshine Community Garden, started in 1979.It sits at 3 acres, with greenhouses, a chicken coop and huge mulch and compost piles. They are famous for their spring plant sale, with over 30,000 vegetable and other plants for sale. The largest community garden in the nation is the Shiloh Field Community Garden in Denton, TX at 14.5 acres of Page 18 May 2017

Benny is a 3-year-old male retriever mix. This long-legged sweet boy is the absolute best on leash, so good that he’s easily walked by children, adults with no dog experience, even with a handler in a wheelchair. He is a gentle, loving soul who would be happy with a leisurely leash walk, a soft touch, and a bed near you. Page 20 May 2017

Bernard is a 3-year-old male St. Bernard mix. More than a year ago, he was picked up stray, brought to a San Antonio vet clinic until time ran out and BAHS was asked to take him.
