Mayor of Bulverde, TX
There are several ways to subdivide land and sell it off in smaller tracts. One of the simplest and cheapest methods is to make the subdivided tracts larger than 5 acres. State law allows for subdivisions with tracts of this size to bypass the platting process and most city and county regulations altogether. Most developers find that putting one house on 5 or more acres is not rewarding enough. They tend to try to cram as many houses as possible on a given tract of land; when density increases, however, so does the need for infrastructure to service it. In a high density development, storm water and sanitary sewer systems are a must. Because Bulverde is not serviced by a regional sewer system, it means not only must sewer lines be laid, but a processing plant must be built as well. This becomes a very costly endeavor.
It is the responsibility of the developer to construct all of the required infrastructure, or provide surety to make sure that it is built before lots can be sold. Most developers don’t want to, or cannot afford to tie up this much money on a project. There are different funding mechanisms to pay for this infrastructure. The most commonly used is a Municipal Utility District or MUD. A MUD is a standalone governmental taxing unit that is able to issue bonds. They operate independently, without oversight from city or county government, and have power of eminent domain. If a city annexes a subdivision served by a MUD, the city must abolish the MUD and assume its debt. A MUD may expand and or be created within a city with the city’s consent, but this can be detrimental to those who are not served by the MUD. Quite possibly, those hefty MUD taxes might someday be spread among all taxpayers of the city by a simple vote of city council. This often happens when residents served by the MUD get tired of paying the tax and get enough representation on city council to abolish it. Johnson Ranch subdivision is served by a MUD. Many citizens have asked why the City has not considered annexing this property to get better oversight of the (Continued on page 4)

development. The answer is that it would be too costly for the City’s current residents. Singing Hills was developed using a different funding mechanism. It has a Water Control and Improvement District (WCID) that was specifically created by the State Legislature. Bulverde was able to annex the commercial-only portions of Singing Hills without the threat of assuming its debt or having its tax burden being passed on to other City taxpayers. The City has recently annexed several large tracts of raw land slated for near-term development. Those projects are starting to move forward. Some of those developers have come forward with requests for us to allow utility districts to be formed. It has always been the City of Bulverde’s policy that the new guys pay their own way. I assure the taxpayers of Bulverde that no utility districts will be allowed to form on these newly annexed properties that may someday have the potential tax burden that could be spread amongst our existing base. Personally, I think the developer should invest their money upfront and just add the cost of the infrastructure to the cost of the lot. We do have some developments occurring this way right now, and it has been done in the past.

SENIOR SCAMS BE AWARE Previous articles have been published right here in the Front Porch News warning citizens to be aware of scams. Even with these articles and many other attempts to educate the public, citizens continue to fall victim to scams and fraud daily. Many of these scams target the older population, which is estimated to cost seniors $2.9 billion annually. Here in Bulverde, several different scams have been reported, including a utility scam, lottery scam, warrant scam, companion site scams, and the “grandparent scam.” Typically with the “grandparent scam,” the victim receives a call and the person on the other end of the phone addresses the victim with a familiar grandparent-type name (e.g., Gramma, Grampa, or similar) and states they’ve been involved in a terrible accident in which they’ve accidently struck a small child while driving. The scammer goes on to explain

Summit Christian Center invites the community to join us on Easter Weekend for service and family activities as we commemorate the death and resurrection of Our Lord Jesus Christ with communion, praise, and worship.
Where: Summit Christian Center 2575 Marshall Road San Antonio, TX 78259 (210) 402-0565 When: Good Friday, April 14 at 7 pm Easter Saturday, April 15 at 5 pm Easter Sunday, April 16 at 8:30 am, 10:30 am, & 1:30 pm Following the 5 pm service on Easter Saturday, and all three services on Easter Sunday, enjoy an EGGNORMOUS EASTER EGG HUNT, set up for children in three age-specific areas. More than 30,000 plastic eggshells will be filled with candy, ready for children to gather over the weekend. The three areas are for children 11 and under; 7 and under; and 3 and under. Other family activities on Saturday and Sunday include carousel rides, pictures with the Easter Bunny, music, food trucks and more.

that a witness has come forward stating he observed the driver texting when the accident occurred. The scammer states they’re at the police station and in need of money for bond or an attorney, even going so far as to use a local attorney’s name to strengthen the scam. The scammer will usually ask the grandparent not to tell anyone because they’re so ashamed or that they want to tell their family on their own. The scammers may even follow up a few days later to get more money, especially if the grandparent already sent money once. Unfortunately, by the time a victim begins to realize that he or she has been scammed, the money has already been sent. Scammers know that it’s the initial call that usually catches their victims off guard and is their best shot at convincing the victim of their scam. These scammers count on the fact that most people will be sympathetic to a loved one, which always works in their favor. Just recently, a citizen here in Bulverde fell victim to the “grandparent scam” described above. There are, however, some things you can do to protect yourself, such as keeping your family life private, especially on social media sites. When the police department received the report of the scam mentioned above, a check of Facebook revealed the victim’s Facebook page was not private, allowing anyone to look at pictures, posts, and other content. Thieves will often go trolling on social media sites looking for victims. When they find someone who looks vulnerable, they may even utilize other sites to obtain additional information before attempting their scam. Anytime someone asks for money related to an emergency and asks you not to tell anyone else, there should be a huge red flag that goes up. Call other family members and discuss it, even if the requestor is asking you not to. Even if you want to respect their privacy, you should at least contact your local law enforcement agency to inquire if it could possibly be a scam. The Bulverde Police Department is here to help you, so feel free to contact us anytime and we’ll be glad to assist you. During the business week, Monday through Friday between 8:00 a.m. and 5:00 p.m. call 830-438-3612. After 5:00 p.m. and on weekends, contact Comal Dispatch at 830-6203400 to request a Bulverde Officer. The Front Porch News

Pets Get Allergies Too! Megan Hughes, DVM Yes, dogs and cats can have allergies just like humans do! In fact, allergic skin disease is one of the most commonly diagnosed skin problems in dogs! It is especially common in Texas. Pets can be allergic to environmental allergens including pollen, weeds, trees, grasses, plants, animal dander, dust mites, and many other things. Atopic dermatitis is an inflammatory chronic skin disease associated with allergies. Both dogs and cats can get atopic dermatitis. Symptoms of Allergies • itching/scratching, excessive grooming • licking and chewing at paws or skin • redness of skin and skin rashes • hair loss or dull dry coat • sneezing; watery eyes • itchy ears and ear infections Diagnosing Allergies in Pets A complete history, physical exam, and laboratory testing is needed to diagnose an allergy in your pet. Other diseases such as flea allergy dermatitis, food allergies, contact dermatitis, and infections can mimic the symptoms of

atopic dermatitis. Allergy testing, including blood allergy testing and skin allergy testing can help diagnose specific environmental allergens that your pet is sensitive to. Spring Branch Veterinary Hospital offers blood allergy testing for pets with suspected environmental allergies. Treating Allergies in Pets Treatment must be tailored to your pet’s specific allergy and symptoms. Prescription allergy shampoos can help, as well as medications that work by controlling your pet’s immune system response to allergens. Based on positive results of allergy testing, customized immunotherapy medication can be tailored for your pet to help desensitize them to the specific allergens. Immunotherapy is now available that can be given by mouth instead of injections. Never give your pet any human or over-the-counter medications without speaking to a veterinarian first. Many human medications can be very dangerous for pets. If you would like to set up a consultation to discuss your pet's specific allergies, please call us at Spring Branch Veterinary Hospital 830-438-7800 www.springbranchvet.com

The 1940’s Radio Hour S.T.A.G.E., Inc. will present The 1940’s Radio Hour, a musical by Walton Jones, beginning on April 27 and running through May 13. Set in December of 1942, the story revolves around the cast of small radio station as they prepare for and perform a live broadcast for the soldiers overseas. Challenged by an eccentric cast including a featured singer who drinks too much, an almost-over-the-hill leading lady, and a bevy of other performers and crew who possess varying degrees of talent and enthusiasm, the harassed and somewhat manic producer must make sure the show goes on. S.T.A.G.E. Director Lou Garza, Musical Director Rene Guzman, and Assistant Director Danny Moore lead cast member Sam Shelton, Ted Gibbs, Lynn Utley, John Towry, Marcia Kelly, Petra Pearce, Scott Hendrickson, Ashley Fouse, Pete Martinez, Martha Dickman, Michael Vybiral, Isaac Ouellete, Hunter Garrett, Robbie Duncan with the 1940’s Band through this lively performance. Audiences will recognize and sing along with all of the fabulous old standards of the ‘40s and find themselves caught up in the hustle and bustle of the live performance atmosphere. The April 27 opening night performance is a benefit for Bulverde Area Humane Society. All seats are $18 for the performance and no season tickets will be accepted. An optional dinner is served at 6:30 p.m. before the 8 p.m. curtain. For additional show dates and ticket prices, contact S.T.A.G.E. at (830) 438-2339. How to Be Cool as a Cucumber! With cooler temperatures, where we envisioned stews and soups to keep us warm now a distant memory, the warmer temperatures should turn our focus to staying cool. When you are sufficiently hydrated, your body more effectively releases heat. Rather than simply cranking up the air conditioner, we have some insight on a few natural, nutritional ways to cool down during the approaching hot summer days.
• Radish: Spicy as these little roots are, radishes are a terrific cooling food. In Eastern medicine radishes are known to help reduce built up body heat and to aid in digestion. They contain potassium and other replenishing minerals. Radishes come in many different varieties, and are delicious sliced or shredded into salads, or on sandwiches. Our summertime recreational activities often invite us to cool down with a refreshing alcoholic drink, but please be responsible in your consumption. Know that alcohol is a warming food, which dilates blood vessels and leads to dehydration, thereby raising your internal temperature. Stay aware of your hydration by referencing the chart pictured below.
• Cucumbers: Being “cool as a cucumber” might actually have some weight to it. Cucumbers are incredibly hydrating, and on top of that, they are a fantastic source of Vitamin K, an anti-inflammatory compound, and many antioxidants. • Watermelon: Watermelon is about 91% water and is bursting with heart-healthy lycopene, vitamin C, vitamin A, potassium, and magnesium. Watermelon is delicious on its own, or it can easily be added to smoothies and fruit salads. • Peaches: Not only are they delicious this time of year, but they also contain vitamins A and C, which promote healthy skin. • Leafy Greens: Is there anything that leafy greens can’t do for your body? Spinach, kale, collard greens and romaine take the nutritional cake for healing and helping your body. Since greens have a high water content, they’re easy to digest. This means your body doesn’t have to work as hard, which saves you energy and keeps you cool. • Lemons: Citrus has an incredible cooling effect on the body and also promotes detoxification. Everyone knows how important it is to drink a ton of water every day, but plain ole H2O can be boring. Time and time again, experts recommend adding lemon to your water, not only for its skin and immune-boosting benefits, but also because it actually encourages you to drink more water overall. • Zucchini: Zucchini is actually a type of summer squash that can range in color from yellow to a dark green. In addition to containing vitamin C and important phytonutrients, zucchini is a great source of manganese. The mineral can help protect your body from free radicals (particularly of concern during the summer months when you’re more susceptible to sun damage) and also promotes collagen production and healthy bone tissue growth.

Burning with a Purpose Eight miles west of Highway 281 on Highway 46 lies Guadalupe River State Park and Honey Creek State Natural Area; gems in our backyard. The 1,938-acre State Park and adjoining 2,294-acre State Natural Area (SNA) comprise more than 4,200 contiguous acres of Hill Country habitat. While many of us may not have taken the opportunity yet to visit these parks, they did grab the attention of local residents in February when the Park conducted a prescribed burning. This type of burning happens every few years, so we’d like to share more information on the procedure. What is a prescribed burning? A prescribed burning is a management tool widely used by foresters, parks departments, range and wildlife managers, ranchers and other landowners to manage excessive natural fuels under very specific and safe conditions. Who regulates this process? The Prescribed Burning Board (PBB) sets standards for prescribed burning and develops comprehensive training curriculum for the certification of prescribed burn managers. Working closely with the Department of Agriculture, the PBB sets standards for the certification, renewal, and training of certified and insured prescribed burn managers and instructors. Certified and insured prescribed burn managers help to manage, maintain and restore valuable ecosystems in Texas. Representatives of state agencies or institutions of higher education are chosen or appointed by the agency that they represent. Private landowners are appointed by the Commissioner of Agriculture.
What does a prescribed burning accomplish? The primary purpose of prescribed burns on Texas Parks & Wildlife Department (TPWD) lands is to utilize fire as an ecological process and simulate the effects of natural fire events. The application of fire fulfills numerous management objectives including reduction of excessive fuel loads, increased herbaceous species and available browse, control of invasive species, increasing species diversity and richness, and facilitation of the long-term objectives for natural habitat and community restoration and maintenance. How is Bulverde Spring Branch Fire & EMS involved? In the case of the Honey Creek SNA, TPWD staff notifies us of the burning, but our personnel are not active participants. We do offer resources, such as a Tender truck for water, if requested. We also stand ready to respond should the burn reach an uncontrolled state. The prescribed burning events do provide an opportunity for our firefighters to complete required hours for wildland fire training for those with that certification. Prescribed burning is one land management practice that can be used to restore the natural balance of ecosystems in a safe and calculated way, while also reducing wildfire risk. These burnings ensure we are managing our lands in a way that will actually rejuvenate wildlife habitat, provide control of invasive brush, and improve watersheds.
SEPTIC Residential & Commercial Proudly Serving South Texas for over 10 Years!
• Conventional Septic & Aerobic Installations • Aerobic Maintenance Contracts • Septic Tank Cleaning When should prescribed burnings occur? As a general rule, about 20% of upland woodland sites should be prescribed burned during late November through February on a rotational basis, burning each site every 5–6 years to remove old growth and stimulate new growth of browse and forbs. In order to have enough low level fuel to produce a hot fire, one or two years of cattle exclusion from wooded tracts may be necessary to allow growth of vegetation normally grazed by cattle. About one-third of native grass openings should be prescribe burned each year, burning each site every three years, on a rotating basis. This removes accumulated dead grass litter and controls young, invasive woody species such as cedar and persimmon.

ARC Comes to the Rescue! Comal County is full of compassionate folks who take care of animals that cross their paths. One such kind-hearted person is Tom, who realized that he was in trouble when the one or two stray cats on which he had taken pity turned into 13 mouths to feed! “I was beginning to think I was living in their space, not mine. So many cats around! The fights, and even deaths, of some were unnerving,” the Startzville resident admitted. The cats he was feeding were having kittens, and he started to worry about what he should do. It’s springtime, and there would be more kittens if he didn’t take action right away! So, Tom asked a local veterinarian for advice. “Our vet, Dr. Kaufman, told us about Animal Rescue Connections (ARC). After contacting the staff at ARC in Bulverde, they eased my mind, and I was prepared to do almost anything to reduce the population.” Tom and his brother operate a local accounting office, and the spring tax season is their busiest time of the year. They would not have the time to conduct the Trap-Neuter-Return (TNR) project that was needed to control the cats’ numbers. ARC volunteers swung into action. The TNR project was completed within 5 days. All of the cats are spayed or neutered and returned to their original location. The cats don’t need to roam looking for mates, no more kittens are being born, and Tom will continue to care for the controlled colony. “It was amazing as to their efforts to help with my cats. ARC took care of everything,” Tom exclaimed. “We now support ARC and congratulate them for a job well done.” Animal Rescue Connections is a non-profit, allvolunteer organization based in Bulverde. Contact us if you need assistance or if you’d like to volunteer to help. www.animalrescueconnections.org Helpline: 210-474-0083 (leave a message) Email: animalrescueconnections@gmail.com Page 20 April 2017

Want a New Best Friend? The Bulverde Area Humane Society recently received an appeal for help with dogs in crisis being pulled from a backyard breeding operation and abandonment. In total, 20 dogs were rescued from the breeding operation, with BAHS taking in seven shih tzus and one mini Pekingese. All were desperately in need of help. BAHS got the dogs in for veterinary evaluation, paid for spay/neuters and treatment of other medical conditions. To date, three have been adopted. Remaining and available for adoption are the following, all mini-size lap dogs, two to three years old, all with sweet dispositions, who just want a comfortable lap to snuggle in. • Two female Shih tzu, black, named Hailee and Holly • One male Shih tzu, black, named Henry • One male Shih tzu, chocolate brown, named Vincent (aka Chewbacca) • One male Pekingese, golden, named Tyler

SPRING WATER TIPS FROM THE CTGCD Spring is nearing and many of you are getting ready to plant flowers and start gardening. While April showers bring May flowers, the practice of water conservation should be enacted as the spring months roll into the summer. At the Comal Trinity Groundwater Conservation District (CTGCD), we want residents to be good stewards of Trinity aquifer water. Here are a few tips to help with spring water conservation inside and outside of the home. Check for drips. A dripping faucet or leaky toilet waste several gallons of water in a short time. Always conduct proper maintenance at first sight of a leak or drip. Install water-efficient fixtures. From the bathroom to kitchen, water fixtures are commonplace. Toilets, faucets, shower heads, and dishwashers are all fixtures or appliances that can be replaced for more water friendly models.
Invest in rain barrels. Rain barrels are a good investment for the long run if you plan on maintaining a garden. Many garden and home improvement stores keep them in stock during peak seasons. To build your own rain barrel, go to www.SBBLions.com and scroll down to the SBBLions’ Rain Barrel Project. The project is designed to educate area homeowners on harvesting rainwater. Add mulch to flower beds. Mulch is a great aid in retaining water in garden beds. In most cases, mulch can reduce evaporation and reduce water usage by over 25 percent. Water lawns and gardens during morning or evening hours. The conditions in which you water can play into the effectiveness. By watering plants in the early morning or evening, you can reduce evaporation due to the cooler temperatures. Cut grass high. Most people mow their lawn every 7-10 days, but if you cut the grass a notch or two higher, then you can help reduce evaporation. In turn, it will help the lawn retain moisture and it will reduce watering in drier months. Per the EPA, the average family uses 400 gallons of water per day. With water use as high as this, establishing good water habits is key to Comal County water conservation. If you can contribute inside the home and outside as well this spring, then you will help our Trinity water use go down. Connect with your CTGCD by visiting their website and signing up for their water conservation e-blast of upcoming agenda at www.ComalTrinityGCD.com. Licensed & Bonded Residential & Commercial

5 Things Every Driver Should Know About Sharing the Road with Motorcycles 1. Always check your blind spots! This is possibly the number one reason for accidents involving motorcycles and cars. Motorcycles are smaller than other vehicles and can be even more difficult to spot while merging or changing lanes. The shape of motorcycle and rider is also more likely to blend into the images you see in your rear-view and side-view mirrors than that of a large automobile. Take your time before merging and devote several seconds to searching each of your car’s blind spots before proceeding with your intended maneuver. 2. Be extra cautious when passing. It is lawful to pass a motorcycle in the same way you would an automobile, assuming that you are driving on a section of roadway that allows passing; however, the gust of wind that results from your increase in speed as you pass could cause the motorcycle to become unstable and blow the rider off of the road. Make sure
to signal your intention to pass a slower motorcyclist by using your left turn signal. Always make sure you are several car lengths ahead of the motorcycle before returning to your lane. 3. Remember that motorcycles react more quickly than cars. Make sure that you maintain an adequate following distance behind motorcycles. Rear-ending a motorcycle can be fatal to the rider, particularly if you drive a large, heavy vehicle. 4. Weather warning Weather warning: bad weather has more drastic affects on motorcycle riders than it does on automobile drivers. Rain and winter weather in particular can make it almost impossible for motorcyclist to continue to travel. Windy conditions can make it difficult for motorcyclists to control the their vehicle on the road. Also remember that weather conditions often reduce your own visibility and may cause motorcycles to be more difficult to see. 5. Night-riding can be treacherous for motorcyclists. Help riders stay safe after dark by increasing your following distance, ensuring that your high-beams are turned off when you notice an approaching motorcycle, and refraining from passing.
