Mayor’s Point Bill Krawietz Mayor of Bulverde, TX
On August 8th, the Bulverde City Council voted for and made budget amendments to fully fund, at a fixed price, right-of-way acquisition for major improvements to State Highway 46. The total cost to the City is $1,425,528.27. This represents 10% of the estimated costs of the land value today. Fortunately, due to foresight and fiscally conservative financial practices, the City was able to make the payment from our reserves. The City will continue to remain debt free. TXDOT offers several different payment options. Since the project will be broken into phases, we could also pay per phase. We could pay as TXDOT makes payments to landowners. We could make installment payments. All of these options would expose the City to cover additional expenses such as legal fees, higher land values arising from disputed appraisals, and the cost of condemnation hearings from landowners who fight the taking of their land.
Since it is not likely any landowners will donate their property or ask for less than what TXDOT is offering, the lump sum fixed priced payment will be the cheapest option for taxpayers. TXDOT will pay any difference between the fixed price and actual cost to acquire the land. The most equitable way to pay for a project that serves so many more than those who are citizens of Bulverde is through sales tax. Unfortunately, most new sales tax opportunities for the City are developing in newly annexed properties like Singing Hills. There was uphill battle to make Singing Hills a financially viable project with the City’s desire for over detention of storm water and abnormally high cost to build a sewer system due to topography. The City also wanted, in the end, to own the waste treatment plant so it could help put an end to the proliferation of problematic on-site septic systems. For these reasons, the City decided to enter into a development agreement with the developer to rebate a portion of sales tax generated by the project to help pay for this storm water and sewer infrastructure. Comal County also has a similar sales tax arrangement with the developer to a smaller degree. It is my belief that the project would not have materialized as it did without the City’s help. Yes, something would (Continued on page 4)

eventually be built on the site, but it would not have the same protections built in and would not have the ability to attract large sales tax generators like Walmart. Just to make it clear, even though Walmart asked the City of Bulverde to voluntarily annex them, the City receives not one cent of sales tax revenue. Since the sales tax limit in the City’s ETJ was already maxed out by other entities, State Law prohibits any redistribution due to annexation unless agreed to by those entities. I did my best to convince the local Emergency Service Districts that it was in their and the public’s best interests to help contribute to the right-of-way costs for 46. Mobility is obviously important to emergency vehicles. Unfortunately, the ESDs voted not to assist in improving mobility. I do understand the ESDs have significant funding obligations themselves. Like I tell my kids, it never hurts to ask! Now that the City’s financial reserves are substantially depleted, we must take another look at our economic development policies going forward. The City has grown significantly by the annexation of raw uninhabited land in the last couple of years. It is beneficial to our citizens that we now have a say in how that land develops but, unfortunately, those commercial properties will not be contributing much to our bottom line. Many businesses will not locate to areas not served by a public sewer system. We now own the $13,000,000 Singing Hills sewer system which has the potential of being a huge economic generator. It’s the only system in the area capable of serving other properties. Do we continue to be the catalyst that generates sales tax for other entities or do we reserve our resources for self-survival?

On the Cover Rangers in the making! It’s that time of year again, when local parks become a hive of activity, filled with helmets, shoulder pads, pom poms, sunscreen, water bottles, and patient parents. Rock music, whistles, and “Ready? OK!” fill the air as coaches motivate the young players and cheerleaders to learn new skills and strive for their personal bests in the upcoming football season. All hail the Texas football season! It’s no secret that Ranger Pride runs deep and wide in the Bulverde and Spring Branch communities. Club teams proliferate, with children of all ages learning and participating in the game and the cheering. Ranging in age from 5 to 12, these children are encouraged through the club program to practice excellence in both their game and their academics. Some of these kids may be the future superstars of the local high school football and cheer scene, but in the meantime, they’re learning what it takes to be a team player, to master new skills, and to test and stretch their limits on and off the field.

September is Hunger Action Month! Have you ever been hungry? Seriously, REALLY hungry? Did you ever question how or when you’d be able to have your next meal? Fortunately, most of us living in the Bulverde and Spring Branch area have not personally experienced the situation of not knowing if or when we might get to eat our next meal. However, it’s almost assured that you know someone who has. You might not know it about them, but it is a fact nonetheless. All across the United States, in every city, town, and rural community, there are people who struggle to simply meet the basic need for food for their families. In Comal County, 14.9% of the county’s population lives in a food insecure home; 24.1% of the CHILDREN in the county live in these food insecure homes. Food insecurity and hunger are pervasive and invisible. These conditions affect our friends and neighbors, most often without our knowledge, and it can happen to anyone at any time. So what does it mean to be in a “food insecure” home? The USDA defines food insecurity as a state in which “consistent access to adequate food is limited by a lack of money and other resources at times during the year.” Throughout the year, seasonal changes and events will affect a family who is struggling financially—summer months when the kids do not have access to breakfast or lunch at their schools; the back-to-school season when the need for school supplies and school clothes/ shoes take a prominent spot in a family’s budget; the fall/winter holidays when the expectation for big family meals, travel, and gifts are the norm; and the extremely hot or cold seasons that cause a spike in electricity or gas consumption in a family’s home, causing their utility bills to go up. Unexpected changes in a family’s status like the loss of a job, divorce, or a catastrophic illness or death can affect a family’s budget in such a way that they are forced to make hard choices between buying food or using those funds for other necessities like medications, gasoline, or paying rent or utilities. One significant car repair/accident or the unexpected need for vet care for a beloved pet can put a family in a dire situation, at least temporarily. No one is immune from the possibility of finding themselves in a compromised financial situation that might affect their ability to keep food on the table. September, as Hunger Action Month, is a time for communities to band together to fight hunger in their area. In the immediate Bulverde and Spring Branch area, there are four operating food pantries*: Provisions: A 25:35 Outreach (the Bulverde Food Pantry), the St. Vincent de Paul Society at St. Joseph’s Catholic Church, the Hope Center Food Pantry & Outreach, and
Helping Hands Food Pantry at Rebecca Creek Baptist Church. A bit farther afield are the Kitchen Table in New Braunfels (part of the New Braunfels/San Antonio Food Bank), CRRC at Canyon Lake, and the pantry at Summit Christian Center on Marshall Road in San Antonio. All of these nonprofit organizations are working to provide supplemental food for the families in need who live on our region. All of these organizations rely on the support of the community to continue in serving their missions to assist neighbors in need. So how can you help? There are a several ways! 1. Donate money. These small nonprofits are primarily volunteer run with a very low overhead, so you know that your monetary donation is going directly toward their mission to feed people. These organizations, as partner agencies with the San Antonio Food Bank, can leverage the procurement power of the Food Bank and increase the spending value of each dollar. Every $1 received as a cash donation can be utilized to purchase between $3 and $7 of groceries from the Food Bank as compared to making retail purchases. Your monetary donation can go a long way. 2. Donate food, toiletries, and personal care items. Every food pantry needs to keep their shelves stocked. There are always times of low inventory—between deliveries or pickups from suppliers or when an item seems to become particularly popular or in demand. Host a food/toiletry drive with your school, business, church, health club, sports team, service organization, or in other social or professional circles. Youth and children often find a terrific sense of accomplishment as they collect items and watch the bins fill up. Identify a particular need at your local food pantry and work to fill the void. Items like canned tuna; peanut butter and jelly; canned beef stew; dry beans, rice, or pasta; and personal care items like shampoo, deodorant, feminine hygiene products, diapers, toilet paper, and toothpaste are all very welcome donations in most pantries. 3. Volunteer! Food pantries need all kinds of support in terms of man power. Can you volunteer during their hours of operation? Great! If not, can you volunteer in the evening or weekends to fill a need other than that of daily client services? Are you an accountant? Are you computer savvy and good on social media? Are you a database whiz? Are you a graphic designer? Can you advocate for the cause? Will you attend special events as a representative of the organization? Do you have a truck or trailer and the time to pick up a donation once a week? These are just examples of how you can volunteer your time, talent, or treasure to a hunger relief organization near you. 4. Provide long-term, ongoing support. These small outreach programs often struggle from week to week and month to month, as the normal and typical expenses of maintaining a “business” (rent, utilities, insurance, etc.) are a given, but any unexpected expenses or financial burdens
like a major facility/equipment repair, an unexpected surge in clientele, or a change in funding status can throw wrench into already tight budgets. Benefactors who are willing to partner with an organization and commit to longterm monthly donations help to ease the concern around an unexpected crisis. So during this Hunger Action Month, make a point to seek out one or more of these food pantries in our community. Go visit, take a tour, and talk to the director. See if there is a need that you can fill. Your neighbors in need depend on the services of these organizations to make it through a tough time. In turn, these organizations rely on the support of the community to be able to continue to serve. BURN BAN & FIREWORKS BAN: AREN’T THEY THE SAME? Fire danger is on everyone’s mind and just one careless, stray spark can burn thousands of acres. The Fire Marshal continually analyzes conditions to determine whether a burn ban should be instituted and reports that important information to our County Commissioners. The Keetch-Byrum Drought Index is the guiding resource for evaluating the need for a burn ban, and on July 7th, the conditions to reinstate an outdoor burning ban were met, with the Commissioners Court adopting that order.
only last 60 hours, unless extended by the governor. This has happened a few times in recent years due to the extreme drought conditions that Texas experienced. As always, be cautious when undertaking these tasks when they are legally allowed. Visit the Comal County Fire Marshal’s website for more information: http://www.co.comal.tx.us/Fire_Marshal.htm
WHAT IS OK AND NOT OK WHEN BURN BAN IS IN EFFECT NOT ALLOWED × Camp Fires (Any Size) × Bonfires (Any size, day or night) × Burn Piles (Day or night) × Burn Piles (glowing embers) × Household Waste (Day or night in container that contains all sparks and/or flames) × Household Waste (Not in container that contains all sparks and/or flames) × Non-wood Construction Materials However, some may wonder, doesn’t a burn ban encompass fireworks? Actually, these are two different statutory regulations, and implementing one, doesn’t automatically put into action the other. Here is a brief explanation — The Keetch-Byrum Drought Index (KBDI), which measures the moisture in the soil, is the indicator specified in statute (Subchapter D, Section 352.081 of the Local Government Code) that is used to determine whether or not a burn ban is necessary. Comal County officials have determined that the conditions we experience when the KBDI is 500 or more warrants putting a burn ban in place. The confusion arises from the fact that a separate statute (Subchapter C. Section 352.051) governs whether or not a fireworks ban can be enacted. To further confuse the issue, cities can make ordinances prohibiting the use and sale of fireworks and counties cannot. In order for Comal County to ban the sale of restricted fireworks, classified as “skyrockets with sticks and missiles with fins,” the KBDI must be at 575 by June 15th for the 4th of July fireworks season and December 15th for the December fireworks season. The total ban of the sale, transportation and use of fireworks can only be enacted by a disaster declaration. These bans can Page 14 September 2017

The Buzz
From the Garden
The Bulverde Community Garden Committee is so grateful to all the volunteers that have made the Garden a successful community project. One such volunteer group, the Humans of Smithson Valley have been especially helpful. We look forward to their service again this school year.
THE HUMANS OF SMITHSON VALLEY By MS. JULIA The Humans of Smithson Valley is group of high school students who are dedicated to our community and environment. The name “Humans” is a tribute to the book “Humans of New York” by Brandon Stanton. His book is a compilation of hundreds of interviews he conducted on the streets of New York with the people he met. We were inspired by this honest depiction of community, and so we adopted its name in our mission is to serve our own community. One of our ongoing projects is operating the recycling program at Smithson Valley High School. With a “Green Team” of recycling volunteers we collect recycling from over 200 classrooms once a week. The project we are perhaps most proud of is our butterfly and native plant garden at the front of the school. Before these gardens beds were planted last year, the area at the front of the school was bare dirt, but now our garden provides habitats for butterflies and enjoyment for everyone all year around. Recently, some of our members were inspired by the water catchment systems at the Bulverde Community Garden and donated a similar system to the Bulverde Spring Branch library to be used in the children’s garden they plan to start in the fall. The Humans of SV has been happy to help out at the community garden. The most recent project we helped with was building a new garden bed for the Provisions Food Bank. With the help of our community we hope to continue our mission of protecting the environment by serving our community. If you know of a community project that could use some willing helpers please contact us at: humansofsmithsonvalley@gmail.com
If you or your business or SCHOOL would like to secure a plot (at no cost), please contact Joanne Hall at jothall@gvtc.com. Donations gladly accepted. Also, interested persons are invited to attend the Bulverde Community Garden Committee meeting on the second Monday of the month at 5:15pm at the Bulverde Spring Branch Activity Center.

Feral Cat Control: How To Do It, How We Fund It Control the Outdoor Cat Numbers Animal Rescue Connections (Bulverde) is getting calls for help every day from desperate people with the latest batch of kittens born under the deck or in the barn or even sometimes inside the home. If you are feeding outdoor cats, it is not enough. You MUST get them fixed or you will be in a crisis situation. The latest project that we are trying to resolve is at a small family home with 60 cats overwhelming them. Why? Because people with good hearts were feeding some cats but they did nothing to stop the population explosion. The result? Multiple litters of kittens and a food bill that is rising to astronomical proportions. Before you find yourself in this situation, or if you know of anyone who may be heading down this road, please check out our website www.animalrescueconnections.org for information about Trap, Neuter, Return (TNR), the humane program that works! Free TNR classes are available through the San Antonio Feral Cat Coalition. The information about TNR is the same wherever you live. It’s just the availability of resources that changes. If you care enough to help solve the crisis with over-population of
Page 20 September 2017
cats, go to this link and select a class that suits your schedule. sanantonioferalcats.org/tnr-schedule/ In Comal County, call ARC for assistance or, better still, join our team of volunteers. It’s hard work, but we have fun and we know that every cat we help has a better future. Fundraising with Goodwill Industries The rescue work and TNR must be funded, so ARC has partnered with Goodwill Industries to benefit the animals and the people that rely on the Goodwill stores for assistance. On October 7th, ARC will endeavor to “fill the Goodwill truck” come rain or shine! The truck will be at 29094 U.S. 281, Bulverde. For every truck filled with saleable items, Goodwill makes a donation to ARC. We are collecting now and storing in readiness for Oct 7th, so if you have “stuff” to donate, let us know by contacting us at animalrescueconnections@gmail.com so we can arrange pick up or delivery. Acceptable and unacceptable items for the truck can be viewed at this link http://www.animalrescueconnections.org/events
