LETTER FROM THE PRESIDENT Hello Neighbors, I’m proud to be writing my first President’s letter to you. For those of you who weren’t there or didn’t hear, I was appointed TPOA President at the February 7 TPOA Board meeting. This is really a great time to be taking over as President for a lot of different reasons. The association is in outstanding financial shape with a significant cash balance, a strong reserve fund, and steady and reliable revenue streams. There have been a lot of park amenity upgrades and additions in recent years, and we have more planned, including efforts to move forward with a new clubhouse, park lighting plan, and other shorter-term projects, plus longer-term initiatives that will be outlined in a park master plan that we are currently working on. The concerts and social events get bigger and better every year, and Karen O’Neil and her Social Committee have the best lineup yet planned for this year. Administrative functions have been streamlined and/or implemented to better handle things like Architectural Control Committee processes, deed restriction violations, collections, etc. And of course we have all of this for the annual assessment fee of $217 a year, which has not increased in many years. I’m not aware of a neighborhood anywhere, in San Antonio or anywhere else in the country, that offers so much for that price. Furthermore, this Board has no intent of changing it because there really is no need, and we can still make the investments we have planned without doing so. All of this is thanks in large part to the individuals who have served as President before me. As you know, my immediate predecessor is Scott Myles. Outside of those who have served on the TPOA Board with him and probably his family, I doubt anybody else has any clue about the countless hours he has given over the years to serve this community. Beyond lending his construction experience to help us get projects done in the best and most cost-effective way possible, he has spent untold hours working on the less-visible administrative efforts I mentioned above and other issues. And I am very thankful that he agreed to serve as Vice President of the Board this year. Prior to Scott, Marty Bartlett served as President in a critical time when the association was turned over from developer G.G. Gale, and TPOA essentially had to be built from the ground up. We are also thankful to Marty for moving on to represent our neighborhood and area’s interests as a member of the Comal ISD Board of Trustees. And we have former President Cindy Griffin to thank for her leadership in the lengthy effort to get the association All Meetings are held at 7:00 p.m. at the turned over from G.G. Gayle, as well as her efforts to help Clubhouse at the Park. negotiate the non-annexation agreement we have with the City of San Antonio.

dedicated individuals putting in a lot of hours working together for the betterment of the community. And despite the fancy title, it’s important to keep in mind that the President only accounts for a single vote on the Board. The TPOA Board consists of seven individuals, and decisions the Board makes are based on a majority vote of the Board. I am starting my fifth year on the Board and have been part of many Board decisions. They have ranged from being very easy to very difficult, and from involving very little discussion to intense debate. But unfortunately, no matter how hard we try, our decisions may not please everybody in the community. With thousands of residents, that is likely impossible. Please remember that each of us is a volunteer and each of us has a family and a career, but we’re all committed to doing what we believe is right for the community as a whole, and making it an even better place to live.

The Clubhouse is open to property owners and their guests. Thursday through Sunday, 9:00AM - 9:00PM. The Clubhouse is closed on Mondays for cleaning. Fitness Center Hours: Monday: 12:00PM - 9:30PM Tuesday-Sunday: 5:30AM - 9:30PM The Fitness Center is closed on Monday until 12:00PM for equipment maintenance and cleaning.

Thanks for your time, and I’ll see you around the neighborhood!

To reserve the clubhouse, please contact the onsite office Thursday & Friday from 3PM - 7PM, Saturday from 9AM - 1PM at 830-980-3349.

Timberwood Park Owners Association Board Meeting Minutes February 7, 2017 The Board of Directors for Timberwood Park Owners Association (TPOA) held a public meeting at the TPOA Clubhouse. It was called to order at 7:00 pm by President Scott Myles with a quorum of board members in attendance.

Mr. Matula thanked Mr. Myles for his past years of service on Board and as President. Mr. Matula assumed the President role for the remainder of the meeting. Financial Report Mr. Zenner referenced the financial state of the association, reporting that TPOA’s total amount of money in all accounts at the time of the meeting was $589,172.70. $70,844.25 in delinquent assessment fees remained outstanding as of Feb 6, 2017. It was noted that $48,632.27 of the delinquent assessment fees were from 2017, so were just recently past due. Mr. Zenner also noted that the association’s Reserve Account had a balance of $185,275.14.

TPOA Board members present were Chris Martinez, Greg Matula, Doug Eberle, Scott Myles, Karen O’Neil, and Craig Zenner. Rick Mesa was absent. Approval of Minutes of October Board Meeting The board reviewed the October 4, 2016 Board Meeting minutes. The motion to approve the minutes was duly made by Mr. Matula and seconded by Ms. O’Neil. The minutes were unanimously approved. Appointment of Board Officers Mr. Myles took suggested appointments from the Board for officer positions for 2017.

Park Master Plan - Ms. O’Neil discussed the park master plan. She stated that the Board had received several architect bids and that AP Architects out of Boerne, TX was selected.

A motion was made by Ms. O’Neil to appoint Mr. Matula as President. This was seconded by Mr. Zenner. Mr. Matula was appointed President by unanimous approval of the board members present.

Clubhouse Architectural Plan - Mr. Matula discussed the status of the clubhouse plan. A question was brought up by a general member during the December Annual Meeting regarding the right of an HOA to take out a loan per a Texas code. Until this question was answered, a motion to approve a budget of $30,000 for an architectural clubhouse plan had been tabled. TPOA sought a legal opinion and found that there is no such code prohibiting HOA’s to take out a loan. This is also allowed in the TPOA bylaws.

A motion was made by Ms. O’Neil to appoint Mr. Myles as Vice President. This was seconded by Mr. Martinez. Mr. Myles was appointed Vice President by unanimous approval of the board members present. A motion was made by Mr. Myles to appoint Mr. Eberle as Secretary. This was seconded by Mr. Zenner. Mr. Eberle was appointed Secretary by unanimous approval of the board members present.

Mr. Myles made a motion to approve a budget up to $30,000 for an architectural firm to develop a proposed clubhouse plan. This was seconded by Ms. O’Neil and called to vote by Mr. Matula. The motion was passed by unanimous approval of the board members present.

A motion was made by Mr. Myles to appoint Mr. Zenner as Treasurer. This was seconded by Mr. Eberle. Mr. Zenner was appointed Treasurer by unanimous approval of the board members present.

Lithium Ion Battery Safety for Consumers

Lithium ion batteries supply power to many kinds of devices including smart phones, laptops, scooters, e-cigarettes, smoke alarms, toys, and even cars. Take care when using them. In rare cases, they can cause a fire or explosion.

The problem

Signs of a Problem

• These batteries store a large amount of energy in a small amount of space. • Sometimes batteries are not used the right way; batteries not designed for a specific use can be dangerous. • Like any product, a small number of these batteries are defective. They can overheat, catch fire, or explode.

Stop using the battery if you notice the problems. — odor — change in color — too much heat — change in shape — leaking — odd noises

Safety Tips • Purchase and use devices that are listed by a qualified testing laboratory. • Always follow the manufacturer’s instructions. • Only use the battery that is designed for the device. • Put batteries in the device the right way. • Only use the charging cord that came with the device. • Do not charge a device under your pillow, on your bed or on a couch. • Keep batteries at room temperature. • Do not place batteries in direct sunlight or keep them in hot vehicles. • Store batteries away from anything that can catch fire.

If it is safe to do so, move the device away from anything that can catch fire. Call 9-1-1.

Battery Disposal — Do not put lithium ion batteries in the trash. — Recycling is always the best option. — Take them to a battery recycling location or contact your community for disposal instructions. — Do not put discarded batteries in piles. — Lithium ion batteries should be placed in a sealed metal container.

Overcrowding at Smithson Valley High School By Marty Bartlett mithson Valley High School is now over capacity and is projected to add 175 students per year for each of the next 10 years. Numerous studies have shown that learning can be greatly impacted when there are too many students in a classroom for a teacher to effectively provide instruction. This is a problem that has been developing over the last few years, with an explosive growth of new homeowners in our area. In fact, Comal ISD is experiencing the second fastest growth rate in the state, only behind Round Rock. Well, we are about to have an opportunity to do something about it. At a recent meeting the Comal ISD trustees approved a $263.5 million bond package that will go before voters on May 6. This bond package will build a new 2,500 student Timberwood Park High School, to relieve crowding at Smithson Valley. It will also build a 1,500 student high school in Garden Ridge to relieve Canyon High School overcrowding. The high school being built in our area will be on Borgfeld Road, near Bulverde Road, adjacent to the middle school currently under construction. They will share a common football stadium, athletic complex, and practice fields. If this bond passes, our new high school will open in 2021. If the bond does not pass, Smithson Valley is projected to go over 3,500 students that year.

S

An immediate question that arises when we talk about holding a bond election to build new schools is “How much will my taxes increase?” Since we are adding new homeowners and additional tax base at such a fast rate, we will be able to pass this bond with no tax increase! That’s right – we will be able to build 2 high schools, purchase land for future schools, purchase much needed buses, and design a new elementary school without our tax rate increasing a penny. Speaking of taxes, our tax rate makes our area one of the most desirable in the region. Despite being one of the fastest-growing areas along the IH-35 corridor, Comal ISD’s tax rate of $1.39 remains one of the lowest around. Comal ISD is one of the only school districts along the IH-35 corridor that provides a 20 percent homestead exemption on top of the $25,000 homestead exemption granted by the state. In fact we pay the second lowest effective tax rate out of the 43 school districts in the entire San Antonio and Austin region. The school district is very happy to be able to bring forward this bond package and still keep that very low tax rate in place as is. Over the next couple of months we will provide you with additional information on the bond package as well as where and when you go and vote to help make our new high school a reality.

Let’s break down those tasks into manageable chunks — in this case, five in five: Five tasks spread over five weekends.

LAWN MOWING SERVICE By Timberwood Resident

Weekend 1: Cut back perennials. Cut back your perennials after the last freeze date in your area. This year in San Antonio, we’ve had several freezes so most of us can’t wait to cut back. However, do wait until the last freeze date as all that frozen back foliage is protecting the plant and keeping it warm (insulated). Cut back everything too soon and you’ll make the plant more vulnerable if there’s another freeze. Also, if we have a winter where it doesn’t freeze, remember your perennials will still benefit from early spring haircuts.

Weekend 2: Weed. Try to hand pull weeds when you see them pop up. The secret to weeding is to wait until after a rain when the ground is soft. The weeds come right out with minimal effort. I get a lot more weeding done in less time with this method.

5 Weekends to a Gorgeous Garden By Heather Ginsburg, SAWS Conservation Consultant

Weekend 3: Prep bed for new plantings. After you cut back and weed, prep the soil in the bare areas where you decided you needed evergreen interest or to fill in a sparse area where you want to add perennials. Do this by top dressing the area with a high

There’s no such thing as a nomaintenance garden. But you can have a low-maintenance garden — one that only asks five tasks of you to look good the whole year through.

(Continued on page 15)

I can’t be the only one who gets overwhelmed when I look out at my garden and see how behind I am in upkeep. And to make matters worse, rather than get out there and tackle one task to completion and move forward, I get overwhelmed when I see everything I need to do and avoid going out at all. Guess I’m hoping the work will magically go away. I’ll share a little secret with you — it won’t. In fact, here’s another revelation: There is no such thing as a no maintenance garden. Seriously, repeat that three times until it sinks in. There is such a thing as a low-maintenance garden, one that requires a minimum of five basic tasks to do in early spring to help your garden sail through the year and beyond.

Weekend 4: Shop the nursery and plant. It’s time to plant all the new plants you’ve been dreaming of. It takes a lot of restraint not to plant during the summer. It’s best to wait until fall, winter or early spring. When you shop the nursery, I challenge you to choose native plants or mostly select plants that are native to your area and soil.

Weekend 5: Mulch. Mulching is the icing on the cake and makes everything look finished. More importantly, it helps your plants by keeping the roots cool and retaining water after watering events. Use an organic mulch — cedar is a good option — and keep it at least several inches away from any stems or trunks.

5 Fun Ways to Decorate for Spring Flip-flop welcome sign Favorite warm-weather foot gear can be used to create a cute sign welcoming guests to your home. Buy four pairs of colorful flip flops from any dollar store. Line up and then adhere each side together with hot glue (eight flip-flops total glued together). On the heel of each sandal paint a letter from “Welcome!” When done, let kids adorn with colorful gems, stickers, and other fun spring details.

(BPT) - Spring is the perfect time to shake things

up with your home decor. As Mother Nature transforms her landscape with fresh buds and blooms, you’re probably longing to refresh your home, too. These five easy craft projects are perfect family activities and the results will add touches of springtime throughout the house. Rain boot wreath Do you have a pair of rain boots your kids have grown out of? Use these as an adorable way to display silk flowers in the entryway. Simply select your favorite long-stem flowers from your local craft store (hint: tulips are perfect for spring). Have kids help arrange flowers inside boots and then hang with a large decorative ribbon on your door. Thumbprint flower pots Jazz up boring terracotta pots with acrylic paint and the tiny fingerprints from your mini helpers. Have kids wear a smock (acrylic paint can stain), then carefully dip fingertips into paint and press onto the pot. For example, red fingerprints can be turned into cute ladybugs with a few black details when dry. You can also use fingerprints to create flowers, butterflies and more.

PEEPS spring centerpiece PEEPS is the quintessential springtime candy, but is also great when used in crafts like this colorful centerpiece. Just follow these easy DIY directions and you’ll create a centerpiece that will be a real conversation starter for kids and adults alike. Supplies: t 4-inch cube vase t 6-inch cube vase t Jelly beans t 30 Gerbera Daisies or silk flowers of choice t 20 PEEPS Bunnies (Continued on page 17)

Directions: 1.

Center one vase inside the other and insert jelly beans (in any colors you like) between the walls of the two cubes.

2.

Place PEEPS on top of jelly beans, making sure to save a few for the corners of the vase. Don’t be afraid to squeeze them into the space. You should have enough to fill in any gaps.

3.

Gerberas are usually sold with plastic tubes on the stems for support. Keeping the plastic in place, cut the flowers to desired length and arrange them in the smaller vase.

4.

Cutting shorter stems for the outside flowers and longer stems for the inner ones will give you a nice rounded top. And don’t skimp on flowers: If you don’t want to use that many gerberas, find a pair of smaller vases.

Pastel painted pine cones Take kids on a nature walk and collect pine cones. Brush off dirt and allow to dry if moist. Then, lay out paper and have kids paint pine cones in festive pastel colors. Mint green, soft pink and sky blue are classic spring hues. Once dry, display in a decorative bowl and hang from strings in front of a window. Source: www.brandpointcontent.com

Beware of Scammers We are frequently reminded to be wary of scams and you may have come across articles on this topic, but the warnings bear repeating. 1. If the offer seems too good to be true, it almost certainly is. If in doubt, check it out! Google is a good source for information. 2. If a caller asks for private information, such as Social Security or credit card numbers, never give this information by phone! 3. An ad on the internet or in the paper contains grammatical errors. Scammers may be savvy about appealing to people, but they are not always well-educated. 4. Never pay fees or taxes in advance unless you are 100% certain you know the company you are working with. 5. Do not respond to e-mails stating that you have won a prize or inherited money! These scammers often ask for money to “process” your prize or inheritance. No reputable law firm asks you to do this. 6. Do not allow anyone to access or remotely take over your computer unless you have contacted them and know with 100% certainty that you are dealing with the party you contacted. 7. Do not give in to scammers who apply pressure to you to buy a product or service. A genuine business will make a genuine offer and never pressure you to buy their product or service. Remember: The best way to avoid being the victim of a scam is to be aware of warning signs and to heed them.

Walking Safety Tips t Walk Facing Traffic: If there is no sidewalk and you must walk on the side of the road, choose the side where you are facing oncoming traffic. This gives you the best chance to see traffic approaching closest to you and take evasive action when needed. t Cross Safely: Mom was right- look both ways before crossing any street. At controlled intersections, it is wise to cross only when you have the pedestrian crossing light, but even then, drivers and bikers may have a green light to turn and won’t be expecting you to be in the crosswalk. Make eye contact with any drivers who may be turning. Give them a wave. Make sure they see you. In a car-walker interaction, you can only lose. t Walk Single File: Unless you are on a sidewalk separated from the road or a wide bike lane, you should walk in single file. This is especially important on a road with lots of curves, where traffic has only a split second chance of seeing you before hitting you. While it can be enjoyable to walk down the road two to three abreast chatting merrily, drivers don’t expect it and you may lose your best walking buddies. t Stay Aware of Bikes and Runners: Share the road and path with bikes and runners. Bike riders should alert you when approaching from behind with a bike bell or a “passing on the left/right.” Listen for them, and move to walk single file, allowing them to pass safely. Runners should also call out for passing. Bike-walker collisions can result in broken bones or head injury for either — and you aren’t wearing a helmet. t Be Visible: Wear bright colors when walking in daytime. When walking at night, wear light-colored clothing and reflective clothing or a reflective vest to be visible. Drivers are often not expecting walkers to be out after dark, and you need to give them every chance to see you, even at street crossings that have crossing signals. Be just as cautious at dawn or twilight, as drivers still have limited visibility or may even have the setting or rising sun directly in their eyes. Source: www.verywell.com
