Dear Friends, Neighbors and Citizens,

June is the month when summer officially begins. Most schools are now on break. June is also the month of Father’s Day. Celebrate this day set aside for dads. I lost mine several years ago. He is missed, but never forgotten. Enjoy the weather and go watch a Windcrest Little League game, walk the parks and go by the community pool. Windcrest has so many beautiful amenities. Please take advantage of them all. There has been tremendous support from our city’s best asset, our residents, with regards to citizens volunteering for the different committees and commissions. We are continuing to witness the growth of TEAM WINDCREST - both city pride and citizen participation are growing. We encourage you to remain active and involved, and we promise that we will continue to modify, change and refine how we do business. As we all know: If we stay the same, we cannot improve. Firefighter Picnic Re-cap: This was the third year that this picnic was made a 2 day event. The 1st Annual Softball game between the Fire Department and the Police Department was “entertaining.” The Police won handily, but the Firefighters vow to be ready next year. We hope this becomes a tradition. Both days were successful, and this Picnic was fun for the whole family. It also was a successful fundraiser for our Windcrest Volunteer Fire Department. A huge thank you goes out to the Volunteers, the Fire Department and to Heather Weidenbach. Fire Department: The Council has committed over $300,000 for new equipment over the next six months to upgrade transportation assets. Additionally, the process to hire a new Fire Chief is progressing. We hope that by July 1, a permanent Chief will be named. ICSC CONVENTION: This is held in Las Vegas every year. This year, several of the WEDC Board went, along with Council person Jim Shelton. They marketed our city to developers, franchisees and investors to encourage economic development. Several cities in our surrounding area go as well. For instance, Live Oak and Converse are two that attended this year. We have found that the money invested produces great returns. Last year, it helped us land IN-N-OUT Burger. This year, at least two deals were signed as of the time of this article – PDQ Restaurant and Buffalo Wild Wings. PDQ Restaurant will go next to the IN-N-OUT Burger at the site of the Old Frost Bank Building. Buffalo Wild Wings will be where the old Marie Callendar’s Restaurant stood. Great job to the EDC Board and Robert Colunga!! More will be reported on in the July Newsletter. Continued on page 3

dential area over the next 3 – 4 years. More information can be found on the Windcrest website.

Windcrest Property Tax Rate: Many citizens have asked the question – Are we going to see a reduction in the property tax rate again? Yes, this administration promised that we would run the city more efficiently and would encourage Economic Development. For the third year in a row, we will see a reduction in the property tax rate. I will propose at least a 21% reduction in the City of Windcrest Property Tax Rate for this coming year. Additionally, I will encourage the Council to vote to continue for next year the $5 residential permit fee and the 25% reduction of the garbage bill. This is a testament to all the hard work by everyone on Team Windcrest.

Winnbrook Estates Park: This park is scheduled to break ground in June. It will be done in 3 phases. We look forward to seeing the completion of phase one by August 1. A big thank you goes out to the Parks and Recs Committee and to the Winnbrook Estates HOA. This is an amenity that the residents will be proud of. Condolences: Unfortunately, we lose people in our community every month. This month we lost Garlene Bach. She was involved in so many areas of the city. She was a former Windcrest City Council Person who served multiple terms and was an active member in many organizations. She loved and was committed to the City of Windcrest. She was especially involved with the Women’s Club, and was instrumental in Light-up. She worked very hard for the community. She will be missed. Our condolences go out to the Bach family, and to the others who lost loved ones this month.

Develop General Master Plan Committee (Update): Several meetings have been held and this process is moving along. Several workshops were planned and were well attended. If you were unable to attend, contact someone on the committee. Please make sure your voice is heard. Takas Park and Takas Park Pond: At the time you receive this Newsletter, the Takas Park pond will be open to the public. I am confident that you will be both impressed and proud. We will still schedule a celebratory grand opening. Additionally, there will be upgrades to the playground area grounds in the next several weeks. Also, plans are being made to improve the sidewalks, lighting and benches in all the parks to match what has been done at Takas Park. You will also see improvements being made to the Civic Center and the Community Pool. These are projects of the Parks and Rec Committee. They are working hard to make the city even more beautiful, and are committed to improving the quality of life. Thank you for all their hard work.

Volunteering and Participating: We need more people on the Newsletter Committee, Windcrest Citizens’ Patrol and Animal Task Force. Please call Heather Weidenbach at City Hall if you wish to volunteer. Remember that there are still places of service within the City. If you want to participate or volunteer in any area of the City, you won’t be turned away. Give me a call or email me to get involved. Please email me if you wish me to add something to my article. When you visit City Hall, please stop in and say hello. Remember that I welcome and answer every phone call and email.

Street Repairs: We are currently in the construction phase of approximately $1 million of street repair and rebuilds. This will take several months. Pardon the dust and the inconvenience. As promised, this administration is committed to systematically repairing and/or rebuilding all the streets in the Windcrest resi-

Let me start by thanking all the residents who served as Mayor, City Council and on one of the many committees for our city in the past. Those of you that have served know how time consuming and at times how difficult it was to try and please everyone. But just like our current involved residents we serve to make our city a better place to live.

None of us who served and are currently doing so, were or are in it for financial gain. Most of us could give the time for our duties because we, or at least some of us, are in a retired status.

FROM YOUR

Disagreements, yes, conflicts, yes but hopefully as in a family we can work these things out. Can we work together and achieve a compromise that is beneficial to the majority of our residents?? I sure hope so. Could our problems be resolved here among ourselves?? Every time our issues are made public other's outside are so happy to point a finger at Windcrest and say things like" see even the better run cities are messed up." Does any of this negative publicity benefit any of us? I don't think so.

Mayor Pro-Tem, Pam Dodson pdodson@windcrest-tx.gov By now you should be aware there is committee of citizens working on the City’s master plan. In April we held a number of workshops to hear what your ideas were about the future of our community. In May the committee continued to meet while we worked through the suggestions made and found the proper words to convey those thoughts. This month we continue to work on producing a document to present to the Planning and Zoning Board that will then review our efforts. Again you could have participated in any of these meetings. They were even aired on the website for your viewing. After the Planning and Zoning Board has reviewed this document and possibly made some suggestions, it will be placed before the council for their final approval. All of these meetings and discussions were and are open to the public, we hope you have made every effort to be informed about this important project by attending or viewing the meetings on the city’s website.

Other city residents are jealous of us because we have overcome many setbacks and are doing better than they are. Our taxes are down, we have wonderful service and we are again the most admired, upcoming city in Texas. Let's see if we can keep it this way and work together for the benefit of us all.

Dear Neighbors, I’ve been accused of being “political” in my May newsletter article during our May 5, 2014 council meeting by a citizen to be heard. Personally, I don’t like politics period! Heck, look at Washinton D.C. The gist of my article was simply to say that all of us are Windcrest residents, not one of us is perfect, and we should all work together to make Windcrest proud! That is why we have citizen involvement in virtually everything we do as we work through city issues. We will not always agree, but we should be able to “cooperate and graduate” and do what’s best for Windcrest.

Life is far too short to do it any other way! For example, we lost Garlene Bach last month. She truly loved our city and was very active in many areas. I considered Garlene a very good friend. We discussed many city issues and, no, we did not always agree. That’s OK, we were still friends. God bless her soul! I will miss her smile.

COMPLETE LAWN & TREE SERVICE As you can see by just driving around Windcrest, the street work is in full swing. Hopefully we will complete this current phase before the end of our fiscal year. We are investing almost 1.2 million dollars in this portion of the project. As we have said, we are serious in getting our streets up to par. They did not get in the condition they are in overnight, and it is taking a long time to get all of the work done. Remember, we are in the second year of a three year capital improvement plan, with plans to extend to the out years as necessary.

Our Windcrest City Audit has been completed, and successfully, I am happy to report. We are in the process of contracting with a new Audit firm, as our current company has been utilized for the maximum allowable three years provided by law. We have had a good relationship with our current company and feel confident in their work, but a change is not a bad thing.

CHILD PASSENGER SAFETY SEAT SYSTEMS

During the month of April the Mayor and Council passed some Ordinances and Resolutions that you may be interested in. Please note that the links after the statements are links to the meetings on the City of Windcrest website. To view the whole discussion at the Council Meeting simply type it in to the search bar on your internet browser.

In the Transportation Code, Sec. 545.412 CHILD PASSENGER SAFETY SEAT SYSTEMS; OFFENSE a person commits an offense if a person operates a passenger vehicle, transports a child who is younger than eight years of age, unless the child is taller than four feet, nine inches, and does not keep the child secured during the operation of the vehicle in a child passenger safety seat system according to the instructions of the manufacturer of the safety seat system. An offense under this section is a misdemeanor punishable by a fine of not less than $25 and not more than $250. Buckle up the children!

ORDINANCES SCCM 04.07.14 Ordinance No. 2014-710(O), an ordinance approving and adopting an amendment to the City of Windcrest budget for the fiscal year beginning October 1, 2013 and ending on September 30, 2014 for the expenditure of $300,000.00 for the Fire Department, and adopting an amendment to the City of Windcrest budget for said fiscal year using $300,000.00 from CIP fund balance on capital equipment repairs and replacements and establishing a savings clause and an effective date. TIPS FOR THE ROAD Did you know that motor vehicle crashes are the number one killer of kids. This is because in many cases, children are either not properly buckled into their safety seats or parents don’t realize that a booster seat is vital to ensuring children fit safely in their vehicle’s seat belt. Don’t take a chance. Have your child’s safety seat inspected!

evargas@windcrest-tx.gov

THANK YOU WINDCREST

By the time you read this…Summer will be upon us! Many of you will be out and about with your families, going to the zoo, the park or taking a lengthy family vacation. An important part of each trip includes being safe on the roadways. Wear your safety belts…Click It! Make sure your children are secured in the correct restraint including safety seats, booster seats or just the seat belts. If you are unsure or what the law requires, please contact your Windcrest Police Department and we will provide you with the information you need. The 13th Annual Click It or Ticket campaign reminds Texans to buckle up each and every time they get in a vehicle. Buckling up not only saves lives, it also protects motorists against expensive citations. Although this year’s “Click It or Ticket” campaign takes place from May 19-June 1, 2014, the Windcrest Police Department will be working hard throughout this Summer to ensure motorists are buckling up…so the Heat is on!

The Windcrest Volunteer Fire Department Firefighters and Medic’s would like to thank everyone who sponsored, volunteered, participated and supported us during the 44th Annual Firemen’s Picnic!!! We sincerely thank our Windcrest Gold and Windcrest Gold Elite members for your continued support; without your gracious donation this event would not be a success. A special thank you goes out to our Windcrest Police Department and Public Works Department for all of their hard work and manpower they provided for the picnic. We would also like to send a big thank you to the following: Whitney Vargas and 9-year Laurel for singing the National Anthem, former Mayor Jack Leonhardt who presented the colors during the National Anthem, Brian Ferguson-Bagpipes, Roosevelt Roughriders Drum Line, Home Depot, Head Country BBQ, H-E-B, Costco, Airlife, and to ALL the volunteers who helped make this Firemen’s Picnic a success!

Wearing a seat belt increases your chances of surviving a serious crash by 45%. Unbelted back seat passengers can become human projectiles in a car crash. Texas law requires the driver and all passengers in a vehicle to be secured by a seat belt or proper child restraint. If you’re the driver, it is your responsibility to ensure that everyone in your vehicle is buckled up and safe. So…Buckle Up Windcrest and help us keep you and your loved ones safe all Summer long!

Schools out for

Windcrest Bravest (Fire) and Windcrest Finest (Police) took to the ball field for the 1st Annual Softball game to kick-off picnic festivities. Although the Finest beat the Bravest during this friendly completion, fun was had by all! Thank you to all who came out to watch and support both teams!

Friends of the Park

Watch out for pedestrians!!!

Have you been in our parks and adjacent green spaces this month? You may have noticed some new young trees! On April 12, Friends of the Park (FOTP), through the help of Mr. Tom Garcia and his Windcrest Public Works Department, had a tree planting event in which 19 native trees, carefully selected for suitability, were planted throughout Windy Hollow, Autumn Sunset, Brook Falls parks and adjacent green spaces. Public Works dug the holes and is providing the city water truck; FOTP planted the trees and assumes responsibility for watering throughout the coming year. The trees can be identified by their ‘Gator’ bags…green water reservoirs encircling the trunks which provide slow and steady moisture. Many more trees will be planted, cooperatively, in the year to come, replacing existing dead or dying trees. Guiding and educating FOTP members throughout the day was Mark Kroeze (pictured left), Texas Forest Service, assuring proper procedure was followed. If you would like to know more about Friends of the Park, please email: contact@windcrestfotp.org.

Kids are out for the summer and I need to remind folks to tell your children that playing in drainage ditches and tunnels are not only dangerous but also a violation of city code Section 18.301. The alleys are only allowed to be used for ingress and egress from your properties. Playing in alleys or walking through alleys could result in contact by the police since your actions could be in violation of city code Section 18.301. Please remember the ordinance regarding the grass and weeds. You could be subject to receiving a court summons for not keeping up with your property maintenance.

Well maintained properties play an important role in keeping crime down; if anything else it helps increase your home appraisal value. If you have a poorly maintained home due to health or financial distress, seek out your neighborhood kids for assistance who may offer a lower price. Remember, it is highly recommended to check the references on all contractors you use for repairs.

JUNE NEWSLETTER

Windcrest Lions Club

The Windcrest CERT team is aggressively looking for volunteers to join us. Under the direction of the Emergency Operations Manager, Chief Ballew, CERT volunteers help provide critical support by giving immediate assistance where needed, in the event of disaster, when the Emergency Crews are depleted, due to needs throughout the community. The role of a CERT volunteer is “Doing the most good for the most amounts of people in the shortest amount of time”. Let’s not wait till a disaster hits our city and then wish we would have prepared. The next scheduled 20 hour CERT training will be held for 5 consecutive Wednesdays, May 21 through June 18 at the San Antonio Fire Academy, 300 S. Callaghan at Hwy 151. 6:00 to 10:00 each night. This training is for those who would like to join a team whether in Windcrest or other parts of South Texas, or to learn what to do for your family and neighbors.

Windcresttx.lionwap.org Are you interested in saving the sight of kids in our community? Then YOU should be a LION! We’re excited about our new project: the Lions KidSight Program. We have been training to use a handheld screening device, which identifies vision problems in children as young as six months old! The screening takes only seconds and does not require physical contact with the child. Yet it is highly accurate in identifying farsightedness, nearsightedness, and lazy eye. Studies have shown, early detection of vision problems greatly improves the chances for correction.

We need local churches, businesses, individuals and previously trained volunteers to join our teams. No matter your talent, sex, or age we have something for everyone to do. If interested please contact Kathie Maloney, 210-887-5069 or e-mail at teamwindcrest@gmail.com. For more information, visit www. facebook.com/CERTbexarcounty and to keep posted on upcoming events as well as pics of the most recent training held here in Windcrest, with 15 participants graduating.

Vision is so important to learning and development in children. We need more volunteers to make this project a success. You can be trained in just a few hours, right here in Windcrest. If you are interested in being trained on this state-of-the-art, yet simple to operate, vision screening program, or just want to learn more about it, please come to our Lions Club meeting on Tuesday, June 10th or Tuesday, July 8th to learn more about our KidSight program and how you can make a difference in Windcrest! A small investment in time will generate huge results -- what is the value of saving one child’s eyesight?

Hassle Free Printing We Take Printing Seriously…Not Ourselves.

We meet monthly on the 2nd & 4th Tuesdays at 6:30 pm at the Windcrest Civic Center. Please call Lion President Rick (6565779) or membership chair Lion Bob (455-3662) for more information or just come to a meeting. WANTED: A few more LIONS to help children in our community!

JUNE NEWSLETTER We all know the water situation in our area has not improved and we started the summer off with Stage III watering restrictions. The Garden Club has therefore decided we must support and encourage everyone to follow watering guidelines. To do that, we are temporarily suspending our “Yard of the Month” program. This will allow everyone to nurse their lawns/gardens back to health and still follow watering restrictions. Before you put on your hat, pull on your gardening gloves, and pick up your trowel, take time to renew your Windcrest Garden Club membership or become a new member. You don’t want to miss out on another season of informative speakers, interesting field trips, fun workshops, and sharing ideas with other avid gardeners. Garden Club membership is open to all ladies from Windcrest and surrounding communities. Most meetings are held in Windcrest Civic Center, 9310 Jim Seal Drive, Windcrest, TX. Our next regular meeting is 8 September, at 10a.m. in the Civic Center. Your Executive Board is already busy preparing for September, and your paid dues go a long way in helping them plan the best year possible. Additionally, 1 July, is now the cut-off to ensure your name will appear in the next Windcrest Garden Club Yearbook. So before you go pull the weeds, complete the membership form below and send it with a check for $10.00 (payable to WGC) to Windcrest Garden Club, 413 Zephyr Dr, Windcrest TX 78239. Happy Gardening!
