April has arrived. The weather is getting warmer and warmer. I bet we all hope we get some more rain this month. April will be very busy. We have Fiesta – with our very own Fiesta Event (Fiesta Especial) and Parade, Windcrest Little League has started and Easter Holiday, to name some of what is happening this month. We are also ramping up for the WVFD Firefighter Picnic which is next month. There has been tremendous support from our city’s best asset, our residents, with regards to citizens volunteering for the different committees and commissions. We are continuing to witness the growth of TEAM WINDCREST - both city pride and citizen participation are growing. We encourage you to remain active and involved, and we promise that we will continue to modify, change and refine how we do business. As we all know: If we stay the same, we cannot improve.

Northeast Bridge Builder Golf Tournament Fundraiser, Friday, April 7: This is a major fundraising event for this locally based charity whose mission is to help the cluster of schools feeding into Roosevelt High School, from the elementary to middle school level, as well as Roosevelt. This tournament is on Friday, April 7 and will be at the Windcrest Golf Course. Registration is at 11 AM. Tee off at 12 noon. This tournament will sell out, so please sign up a team or as an individual early. Call James McFall at 210-4737902 for more information and to sign up. If you are not a golfer, please come and buy some raffle tickets or bid on the silent auction and live auction items. All of this will be at the Windcrest Golf Course from 11 AM- 7 PM. 5th Annual Firefighter Gala (re-cap): This is an event that I started five years ago as a fundraiser for the Windcrest Volunteer Fire Department. The Newsletter Committee and myself worked extremely hard to lay the foundation for continued success. Because of the date selected, I was unable to assist as I have in the past and I was unable to attend. I am proud to state that all reports that I received were very positive. It was another success. At the time I am writing this article, we have not been given the financial results. It was well attended, so we all hope that it was just as much of a financial success as it has been in the past. Everyone I spoke to that attended had a great time. Looking forward to next year!

State of the City Newsletter: This Special Edition Newsletter, that I am asked so much about, should be in your mailbox by the end of the month. It is loaded with facts and figures to keep you updated on the financial health of our city. I believe you will be impressed. This is all part of trying to be the most transparent city in Texas. As you might recall, typically, the State of the City Newsletter comes out in October right after the new fiscal year budget is passed. The prior Council voted to change the release date until the Spring. Thus, that is why it is tardy to get to you. The current Council has reverted back to past practices, and the next State of the City Newsletter will be mailed out in October after the FY 2017-2018 budget is passed. I will also be giving my annual State of the City Address at an upcoming Council Meeting.

for the soccer field, but there will be a slight delay as we are having the city engineer research some issues with regards to expansion.

Winnbrook Estates Park will also be receiving some improvements in the coming months. Additionally, we are going full steam ahead and exploring all options with regard to the Senior Citizen Center for Windcrest. This administration is fully committed to making this happen within the year.

the starting times for Regular City Council Meetings from 7 PM to 6 PM. This was done to be more efficient and productive with the professionals that come to the meetings that are doing business in our city – contractors, engineers, etc. It costs the city less for their hourly wage by having this earlier time. It also is more convenient for the city’s staff. Most get off work at 5 PM. The 6 PM as opposed to 7 PM start time afforded the staff less time away from their family, while also allowing them to get home and cut down on hours spent at City Hall.

Most of these staffers arrive for work at 8 AM or earlier. However, no one is more important than our citizenry. Several times throughout the years, I have asked for your comments with regard to starting time. I great majority of who I spoke with support this 6 PM start time. Let me hear from you. Call or email me to voice your opinion.

Street and Alleys: In the very near future, we are going out to bid with the next phase of the Street CIP. We have budgeted over $800,000 for improvements for this fiscal year – all cash. We anticipate the work starting in late May or June, and commencing well before the Holiday Season. Stay tuned, more to come.

Economic Development: During the last month, I have attended many very encouraging meetings. We met with the CEO of Rackspace along with several members of his team. We are working together to develop the campus/headquarters. We are also looking to extend the Master Economic Incentive Agreement (MEIA) we have with Rackspace. Rest assured, they are happy with Windcrest and wish to extend the relationship for many years. We have also met with developers of the land on Eisenhower and I-35. This corner is going to be retail, restaurants, and a hotel. We have meetings set up at the Annual ISCS Convention in May, and we hope to close some deals at that time. We have some other exciting things being worked on, and I hope to be able to announce soon. All of this will be more amenities for our residents and millions of dollars in sales tax revenue.

Windcrest Little League: The Season has started and is in full swing.

The fields are looking great. The Little League volunteers, along with Public Works and the Parks and Rec Commission spent weeks getting them ready for this season. There will be some challenges as new fencing is going to replace the old decades old fencing in the coming months. So pardon the dust during this short period. Please go down there and cheer these young people on. It is a lot of fun.

Firefighter Picnic: Please mark your calendars for the 47th Annual Firefighter Picnic to be held Saturday, May 20th at Takas Park. It starts at 10 AM. Admission is free and open to everyone. This is a fun filled, family event, and yet another fundraiser for our award winning Volunteer Fire Department. Much more information will be in the next Newsletter.

Spring Brush Pick-Up: This service will commence on May 22 and run through June 9. Again, for the convenience of the residents, the city was divided into three sections. This service is at no additional cost to you as a resident. Please use this service if needed. More details will be in next month’s newsletter.

Fiesta Especial: Fiesta® is just a few weeks away, and you’re invited to participate in the festivities right here in the City of Windcrest.

On Saturday, April 22nd. Grab your chair and find a spot along the Fiesta Especial® Royalty Run 5K & Parade route and watch an amazing display of Fiesta® spirit go by.

Garage Sale Weekend: This will be from Thursday, May 4th to Sunday, May 7th. If you plan to have a garage sale, please sign up at City Hall. There is no charge for the permit, but we like to add the participants on the map we hand out to folks wanting to know where all the sales are happening. If you are a charity and/or civic organization in Windcrest, and wish to conduct a garage sale to raise money for your organization, we are providing City Hall on the Friday and Saturday to stage your sale at no charge. STREET CLOSURES will begin at 7:30am for the 5K/1 Mile and will conclude at 12pm along the parade route. Parade and 5K routes are posted online at FiestaEspecial.com Parks and Recreation Commission: They have been working hard.

Ahhh, April is here, one of my favorite months of the year. Baseball is in full swing, including our Windcrest Little League. It is a lot of fun watching those young athletes. Give it a try some Saturday.

San Antonio Pets Alive gave an educational presentation on February 28, at Takas Park. Windcrest Lions Club sponsored this event.

It was a very informative, heartwarming and inspiring presentation. Pets Alive Everyday Adoption Center is located at 8520 Fourwinds Dr., Windcrest, TX.( inside PetSmart. Pets Alive is a life savings organization that solely rescues dogs and cats selected for euthanasia at the San Antonio city shelter. Their mission is to make the San Antonio area a NO KILL COMMUNITY. They have saved over 33,000 lives since 2012. Pets Alive is an organization that all can be involved in by fostering, adoptions, volunteering and donating. I highly recommend Pets Alive to the citizens of Windcrest as an organization that you can donate to, resting assured you are helping to save the lives of dogs and cats. Thanks to the Windcrest Lions Club for sponsoring the Pets Alive event and PetSmart for providing the space for the adoption center.

This year, like most years, Easter comes in April. This is the favorite Sunday of the year for many people.

Fiesta Especial 5K Run and Parade will be held Saturday April 22nd. The Run begins at 8 AM, and the Parade follows at 10 AM. You may enter or see the Parade and Run routes on www.FiestaEspecial.com. The best viewing spots are City Hall, Windcrest Elementary School or The Windcrest Golf Club Parking Lots, or on your front lawn if you live on the parade or Run Routes. Come out and enjoy!

Great things are happening in the city, and I encourage residents to attend or watch City Council meetings to learn more about all that is going on in our city. However, it is also important to keep abreast of developments in the state capitol now as the state legislature continues its biennial legislative session. Often cities' prerogatives are preempted by legislation passed at the state level.

Numerous pieces of legislation have been proposed and are under consideration that would impact the way our city is governed -- in ways ranging from caps on property taxes to the form of recall petitions to imposing term limits for elected officials or allowing voting by mail or expanding the sale of fireworks. Others seek to specifically preempt cities from addressing local problems such as short-term rentals.

Our city is still the envy of most cities in the State of Texas. Some of the reasons are that we are fortunate to have a great Police Force and Fire Department. But also, that we are able to attract so many businesses to our area. Our Windcrest Economical Development Corporation or WEDC, is working hard to continue to bring in more business development not only by the In-N-Out Burger area but also along the area off Eisenhauer Road.

April should also be a time to start getting your swimming pool cleaned and ready for summer fun if you have one. The pool cleaning and constant upkeep are very important to keep the mosquitoes away. I have a pool and I run my pool pump at least 8 hours a day, at night time only to make sure the water is moving and circulates the chemicals, and yes, I use 3 inch chorine tablets for my pool. If you do not run your pool pump on a regular basis mosquitoes will breed. If you have a pool company that takes care of your pool, you don't have to do anything.

Did you know that April is “National 9-1-1 Education Month” and recognizes “National Telecommunications Week”? For forty years, 9-1-1 has served as the vital link between the American public and emergency services.

Education and awareness initiatives throughout the years have contributed to the ongoing success of the emergency communications system. We also take time in April to show appreciation to our Windcrest Police Department Communications Dispatchers during the week of April 9th – 15th. Our Communications Officers are critical to ensuring the highest quality of public safety response in the City of Windcrest.

These men and women work tirelessly providing unequalled service to our community…”A voice in the darkness that gives HOPE”! They provide all Emergency Communications to the City of Windcrest to include 9-1-1 Emergency Calls, Non-Emergency Calls and complete Radio Communications for a very busy Windcrest Police Department.

Our Communications Dispatchers are truly “Second to None”.

6th Annual Firefighter’s Gala (Re-Cap): This year was the year of the Masquerade and what a wonderful show it was! Thank you to all who showed up with the exquisite mask and costumes. The venue, the meal, and of course the Amazing South Texas Jazz band. Without the AMAZING support of the GREAT citizens of Windcrest we would not be able to purchase some of the items that were on display or send the volunteers at no cost to the member to school.

47th Annual Firefighter’s Picnic Saturday May 20, 2017 at Takas Park The 47th Annual Picnic will be once again held at Takas Park. The fire department with the help of Steve Riggs will once again be cooking all of the food using the recipes that the community grew to love and cherish for so many years. Last year the only complaint that we heard was that we ran out of food and we are planning for even more food sales this year! Picnic will be filled with entertainment, Auctions, Raffles, Games, Food and Drink.

We will have the Country Store that will be selling Homemade Baked Goods. So if you would like to donate your best goods to be sold you can bring them to Takas Park on Saturday May 20th @ 9am or by the Fire Department on Friday May 19th by 1 pm

It is imperative that citizens of all ages are well versed in the role they play in ensuring effective and efficient emergency response for themselves and their fellow citizens. An important reminder…

If you need emergency services in Windcrest and you are using a cellular phone when calling 9-11, you may reach another call center such as the City of San Antonio 9-1-1 depending on what cellular tower is involved. Make sure you tell the 9-1-1 Operator that you are in the City of Windcrest, Texas and you need Windcrest Police, Fire or EMS. This will ensure that your call is routed to the Windcrest Police Department Communications Center without delay. Calling 9-1-1 for an emergency means that your Windcrest Police Department is on the way to protect and serve, and our average response time is just 1 minute, 47 seconds!

ECONOMIC DEVELOPMENT CORPORATION Happy April, Windcrest! It’s been another busy month for the Windcrest EDC. In case you haven’t heard, Ally, the EDC Coordinator, has taken on a fun Facebook project to promote local businesses and to get citizens actively involved. She has been planning events and visits with different businesses in Windcrest and posting her experiences on the City of Windcrest Facebook page. She has been to Taqueria Garibaldi, Thai Chalurn, and Urban Air so far but by the time you receive this newsletter, she will have visited more! Another project that is succeeding is the development project on the corner of I35 and Eisenhauer Rd. The final plat of the project was recommended to Council by Planning & Zoning to include retail and light industrial. City Council approved the plat so get ready Windcrest! It’s clean up time and your chance to dispose of unwanted items from inside and outside your homes. The 2017 City Wide Brush Pickup is scheduled to start on May 22nd thru June 5th. Please DON’T put items out too early. Check when YOUR pick up times will be, prepare a plan. Please don’t block sidewalks and roadways. Take advantage of this service to remove any material(s) you may want to dispose of. Don’t forget to clean the backyard, trim branches and cut vegetation, grass and weeds in the alley area behind your property fence. It is also time to clean your swimming pools. Contact your neighbor about their dirty swimming pool and your concern for mosquito breeding.

We have had some great rain just before April and the good forecast of weather is promising some healthy grass growth. With that being said please watch out for those hard working PW crews mowing and trimming in the city. Sometimes they don’t see oncoming traffic because they are so hard at work.

I want to thank the Windcrest Garden Club for their help and expertise around various parts of the city. The organization has volunteered to help keep up some garden areas of our beautiful city. They contribute labor and knowledge to make things even more appealing in Windcrest.

If you missed brush pickup, please be advised, you will be responsible for disposal of excess materials. Reminder, residential garbage, waste and refuse placed outside for pickup must be placed in a durable metal or hardened rubber container with a tightly sealed insect-proof and animal-proof lid. Trash bags left out can only be used for disposal of leaves, grass trimmings or other items. Absolutely, NO food based products please. You also need a permit in order to have a garage sale.

Please make sure to empty out any and all containers that may hold water after a rain to keep mosquito population down. The city has been doing as much as they can to help with this ongoing problem.

Please do your part and keep areas extra dry where mosquitos may try to breed . Also, please keep your yards mowed because mosquitos can and will breed in tall wet grass. Thanks again.

Here are some tips to assist in locating a lost pet! Search areas where you would normally take your dog for a walk such as a park or, if you’ve moved recently, check around or adjacent to your old address.

Ask your neighbors to check their sheds or garages or anywhere else your dog may have become trapped. If there are any building sites nearby ask them to look around also. Take treats and your pet’s favorite toy when out on your search, as familiar scents and sounds (their favorite squeaker) may alert them to your presence.

Inform your microchip company and Windcrest Animal Care and Control that your pet is lost as soon as possible, ensure that details are up to date should anyone find your dog and needs to contact you.

Check with your local veterinary clinic and surrounding areas as your dog may have wandered off much further than expected. Don’t forget to check your own home… if you have a small pet, check anywhere within the house they could possibly be hiding.

Spring is nearly upon us and with warmer weather comes more outdoor activities. All tennis players and now pickle ball players will have noticed that there is construction on the courts. Yes, the Parks & Recreation Commission has a company redoing our tennis courts and creating a pickle ball court from the old basketball court. Once all the work is completed, everyone will be vying for a court on which to play.

Another area that has had a facelift is the kitchen in the Civic Center. If you haven’t been in the center in the last month, you will see we now have a new stove, a new refrigerator and an ice machine. As anyone who used the old ones will attest, the stove and refrigerator had seen better days. Also, by having an ice machine, bags of ice won’t have to be purchased for events at the center any longer. One thing I am asking is: any organization who uses these facilities, please, please keep these items clean for the next user. Also purchased were another dozen warming trays for the warming oven. These trays disappear too frequently from the kitchen after events. They are convenient for carrying things out to the cars but they are the property of the city and removing them is prohibited.

Wind Brook Estates residents can be on the look-out for a contractor installing shade structures over the spring riders and umbrella shades over new benches in the park. These shades were always a part of the master plan for the Wind Brook Estates park. Public Works will also be installing benches and trash receptacles.

Dogs on Leashes are new red signs added to our parks in accordance with the Ordinance 6-62. With the addition of these signs, there is no excuse for owners to continue to allow their dogs off leash. *Please note that cats are not required to be on a leash. Pet cats are allowed outdoors and should be registered, sterilized and wear a tag or be micro-chipped. “Community cats” are covered under the TNR ordinance, Trap, Neuter and Release, and are cared for by community citizens.

Emptying Swimming Pools in the Street Summer is fast approaching. No doubt may of our residents are getting there yards and pools ready. Please remember that the City of Windcrest has an ordinance against emptying your pools in the street. It reads as follows in Sec. 103-121. - Emptying pools into streets prohibited. “It shall be unlawful for any owner, tenant, or occupant of any property or residence in the city, on which is situated a swimming pool, to drain, cause to be drained, or permit to be drained any swimming pool in any manner whatsoever that causes or permits any amount of water therefrom to reach any street, alley or public way in the corporate limits of the city.” If you are unsure on how to empty your pool, please call Code Compliance at 655-2666.

Community Involvement Neighbor 4 Neighbor (N4N) A group of local neighbors has formed with the mission of assisting neighbors that are in need of help. On the third Saturday of the month we will gather to assist our neighbors in need. This help will be in the nature of minor repairs, yard work, or some other assistance that could be accomplished in one to four hours. The target group will be those in our community who are not able to complete some tasks around their home.

We have no funding so these would be low cost projects and we may require the person helped to fund the project. If you are someone who would like to participate as a helper or you are a person in need please contact us. EDUCATION APRIL SCHOOL NEWS A new community garden is under construction at Roosevelt High School.

Viva Fiesta® Windrcrest! Fiesta® is just a few weeks away, and you’re invited to participate in the festivities right here in the City of Windcrest. On Saturday, April 22nd, avoid the traffic and crowds of downtown San Antonio, grab your chair and find a spot along the Fiesta Especial® Royalty Run 5K & Parade route and watch an amazing display of Fiesta® spirit go by.

• STREET CLOSURES will begin at 7:30am for the 5K/1 Mile and will conclude at 12pm along the parade route. Parade and 5K routes are posted online at FiestaEspecial.com • Fiesta Especial® Royalty Run 5K registrations are $35/person or 1 Mile registrations are $25/person • The FIESTA® SPIRIT AWARD can be yours! It will be presented to the home with the most Fiesta® Décor, most number of people watching the parade with a Fiesta® spirit! A yard sign and prizes will be presented to the selected home at the conclusion of the race. Get your friends out there!

AMERICAN LEGION POST 612 FLAG DISPOSAL CEREMONY, FLAG AND FIESTA MEDAL SALES The Windcrest American Legion Post 612 will again be conducting a flag disposal ceremony on Wednesday, June 14, 2017 as part of a Flag Day observance. The ceremony will be conducted at Takas Park at 6:00 p.m. and Windcrest residents are invited to attend. If any resident has an “unserviceable” flag, please call Buddie Cooper, 656-3426 or Jack Leonhardt, 654-8088 and they will pick up the flag. And unserviceable flags can also be dropped off at the Windcrest City Hall and the Post will pick them up there. You can also purchase a new flag from the Post.

Post 612 is selling a 3’ x 5’ U.S. Flag for $22.00 per flag. The price of $22.00 is a savings over comparable flags. The Post is selling the U.S. Flag and not stands or flag poles. The flags will be purchased from the American Legion Flag & Emblem Store. This is a quality, nylon flag that has a brilliant color, is lightweight, quick drying and flies with the slightest breeze and 100% made in the U.S.A. The project is being spear-headed by Misty (last name), a teacher at Roosevelt who over two years ago envisioned a place where students and teachers from many academic disciplines could join together with others outside of the school to design, build and maintain a garden to benefit the entire community.

This vision has resulted in a design incorporating not only vegetables, herbs, and the various plants one would expect in a garden but also signage insuring the garden will be assessable to everyone and artwork depicting the history of the school.

In the last few months, work began on the construction of the garden.

Students and teachers, as well as community members such as representatives from Windcrest Garden Club spent Saturdays working to make a community garden a reality. Concrete walkways were installed, subsoil compacted, and raised beds built and placed.

Windcrest Garden Club members also helped students identify the attributes and requirements for the various plants which will be used. It’s not too late to help take part in this exciting project. If you want to help contact Windcrest Garden Club President Betty Riggs for more information.

W/NBB Has Successful Used Book Collection The Windcrest/Northeast Bridge Builder's (W/NBB) Drive-Thru Used Book Collection was a huge success. On Saturday, March 18th from start to finish, the Bridge Builders had non-stop traffic, vehicles and walkers, pass through their Windcrest City Hall Parking Lot collection site. In just two hours, the group collected more than 850 gently used books, CDs and DVDs for PTAs/PTSAs in our area. The amazing response and numerous requests for another one has prompted W/NBB to make their Used Book Collection an annual event.

Moreover, W/NBB would like to thank Councilmen Jim Shelton and James McFall for the help they provided at this event. Although they had only come to donate items, neither hesitated to help unload vehicles when the stream of donators increased. Additionally, W/NBB thanks everyone who contributed to the success of their event.

As a new fund-raising project, Post 612 has had an American Legion Fiesta Medal designed and manufactured; it is a first edition – red ribbon with a 1.75” gold and red colored medal displaying a sun, star, long horns, US and Texas flags and identified as a Fiesta 2017 First Edition. Cost is $10 and medals are available for inspection and sale by calling Buddie Cooper, Jack Leonhardt or Jim Shelton, 247-8500.
