Trinity-Milberger Partnership Sonterra Security Snuffs Out on Sweetbrush Earth Day / Donation & Dumping Events Proposed 2017-2022 Bond Program Help Ensure Stronger Mail Theft Laws in Texas
Stone Oak Neighborhood Representative March 2017 Meeting Report 2017 Bond & Mail Theft Update The Stone Oak Neighborhood Representative Committee met on Wednesday, March 8th, at their new meeting location, the Club at Sonterra. Mr. Mike Frisbie, the Director of Transportation and Capital Improvements with the City of San Antonio, gave an informative presentation on the Proposed 2017 Bond. More than 1,400 San Antonio residents contributed comments, and through public meetings and citizen committees, 173 projects were approved and recommended to the City Council for consideration at their January meeting. City Council then added 7 additional projects, and all 180 projects will be included in the May 6, 2017 Bond election. Improvement areas will include: drainage, streets and sidewalks, parks and recreation, library and cultural facilities, public safety facilities, and various neighborhoods. Perhaps the project of most interest to the Stone Oak area is the extension of Hardy Oak Boulevard to Sonterra Boulevard, and the extension of Huebner Road to Hardy

Oak Boulevard. This will greatly reduce traffic on Stone Oak Parkway. A large park area with ball fields off of the planned Hardy Oak Boulevard connection would also be included, as well as a new senior center for District 9 off of West Avenue. These are just a couple of items – we encourage you to read more about the proposed Bond, and find much more detail regarding each facet of the proposed improvements, including questions regarding funding, at www.SanAntonio.gov/2017Bond. US Postal Inspector Robert Strande spoke at the February meeting, and attended the March meeting, along with SAPD SAFFE Officer Dennis Quinn, to provide updates regarding the ongoing mail thefts in San Antonio. Unfortunately, this crime continues to expand and increase in occurrence. The US Postal Service and their maintenance team has been overwhelmed with requests for mailbox repairs. Currently there are approximately 15,000 mail boxes needing to be replaced within San Antonio due to vandalism. This is a source of frustration for everyone- residents, the postal service, SAPD, and the postal inspectors. He stressed the importance of stronger mail theft laws to ensure criminals are arrested and charged, providing longer sentences, thus deterring them from breaking into the boxes. Officer Quinn pointed out it is difficult for SAPD to arrest some of these individuals without appropriate legislation. Both Mr. Strande and Officer Quinn pleaded with the Committee to encourage residents to contact their State Representatives and/or State Senator and ask for stronger mail theft laws by encouraging the passing of House Bill 1747 which would provide such legislation. at this informative meeting, some are still lacking representation. Please check our website, www. StoneOakPOA.com, under the “Neighborhoods of Stone Oak” tab, and see if a representative is listed for your neighborhood. You can also find these names listed in this Stone Oak Newsletter. Remember- the members of this group are usually the first in the Stone Oak Community to find out news from the POA! If one is not listed for your neighborhood, please consider becoming a representative for your community. It is also possible for two people to represent a neighborhood, and alternate months attending- that way you always stay informed. The meetings are the second Wednesday of each month (with the exception of December and January). They meet at the Club at Sonterra in the Director’s Room at 7:00PM, and meetings are kept to one hour. We will even give you a sweet treat to enjoy during the meeting! Speakers are always informative, and it is an opportunity for you to find out what is happening, as well as what is planned, for your Stone Oak community. Call our office at 4909481 for more information, or to sign up to represent your neighborhood. Thank you to all our volunteers!

Trinity, Milberger’s Create Partnership for Aquifer Protection Charles Martelli’s landscape haven, known as Milberger’s Landscape and Nursery, is 25 acres of beautiful plants, shrubs, trees and anything else you can think of that will brighten your own home’s landscape. But, a colorful yard is only part of the Martelli mission. He is very much interested in helping people save water and protect local aquifers. That is why it makes so much sense that the Trinity Glen Rose Groundwater Conservation District (TGR) partner with Milberger’s in creating awareness about the Trinity Aquifer and the work of the Trinity District. “When we started thinking about creating a program to partner with local businesses to reach out to people in the Trinity District, Milberger’s was at the top of our list,” noted TGR General Manager George Wissmann. “Landscapes help provide a great quality of life in the District’s neighborhoods, but they also use a lot of water. And, if they’re not fertilized properly, pollutants can run off into the Trinity Aquifer. So, part of our job at the TGR is to tell that story and get people throughout the District to work with us on conserving, protecting and preserving the Trinity Aquifer.” Starting March 1, Milberger’s will be offering a $25 coupon for anyone signing up to receive the Trinity Glen Rose monthly newsletter at the TGR website. Those who already subscribe will also have the same opportunity. You should visit www.TrinityGlenRose. com for more information. “An informed public will make good decisions when it comes to creating a landscape that is meant for this region of Texas,” Wissmann stated. “We’re also pleased to announce that Dr. Calvin Finch will be joining our team to help inform people in the District about all aspects of creating low-water use and colorful yards.” Finch is one of San Antonio’s foremost experts on horticulture and water-saving landscapes. After retiring from a successful career in Horticulture and Water Conservation with Texas A&M University and the San Antonio Water System, he continues to appear regularly on television and radio in the San Antonio area. Finch also has a weekly horticulture column published in the San Antonio Express-News and six other South Texas newspapers. Dr. Finch’s work in water conservation, horticulture, the media and with volunteers has garnered numerous state and national awards. He received a Ph.D. from Texas A&M in Horticulture. Calvin’s Landscape Recommendations for March • Aerate and top dress your lawn. Use an aerator that cuts and removes a plug of soil which it places on the soil surface. The machines can be rented or the service purchased. Apply one half -inch of compost after the aeration. The compost penetrates the aeration holes to bring organic material into the root zone. • It is too early to fertilize. Wait until real grass has been mowed twice. • Apply a pre-emergent herbicide to reduce summer weeds from germinating. This is especially important if you were bothered by sandburs and/or crabgrass. Halt, Dimension, Crabgrass Preventer, Amaze and XL are good herbicides for the job. Note that a second application should be applied in mid-June. • To be ready for the hot weather when it arrives, call in your irrigation contractor to check out and repair your system. Make sure the rain sensor is working and all leaks are repaired. Have him/her instruct you how to change the watering amounts if necessary. • Have your mower blades sharpened and the engine tuned up. Mow in March to keep the lawn weeds in check. To view an entire year’s worth of landscape recommendations, visit the new Trinity Glen Rose landscape page at: www.TrinityGlenRose.com/landscape
Sonterra Security Snuffs Out on Sweetbrush Thursday, February 2, 2017 • 10:15 p.m. Residents in the Estates contacted the Sonterra Security Control Center to report smelling smoke. Officer Jasmine Tolbert was off-duty, but volunteered to search the area in a golf cart. She noticed thick heavy smoke coming from the Greensview neighborhood. Officer Tolbert determined the origin of the smoke was from the grounds of a property on Sweetbrush. Flames were growing and Tolbert checked to see if anyone was outside. A resident was walking his dog and she asked if he had a fire extinguisher. He did and they were able to successfully put out the flames. When the San Antonio Fire Department arrived Officer Tolbert indicated where the fire was and overheard a SAFD responder say the house was on fire. The firemen safely removed the resident from the house and garage wall was breached to find the source of the fire and extinguish it. It was determined the fire was likely caused by an electrical short in the garage wall. Sonterra Security Officer Jasmine Tolbert was commended for outstanding performance of duty in taking action to help prevent a lesser incident from becoming a major disaster.

Extensive public input contributed to the development of the proposed 2017-2022 Bond Program. More than 1,400 residents attended 25 public meetings convened by the five Community Bond Committees appointed by the Mayor and City Council. Committee members heard 350 public comments during the public testimony portion of their meetings. After careful deliberation, the citizen Committees approved 173 projects and presented their recommendations on January 11, 2017 for City Council’s consideration. City Council added seven projects and approved 180 projects to be included in the May 6, 2017 Bond election. The $850 million proposed Bond Program is divided into six propositions:
STREETS, BRIDGES & SIDEWALKS IMPROVEMENTS
DRAINAGE & FLOOD CONTROL IMPROVEMENTS
PARKS, RECREATION & OPEN SPACE IMPROVEMENTS
LIBRARY & CULTURAL FACILITIES IMPROVEMENTS
PUBLIC SAFETY FACILITIES IMPROVEMENTS
NEIGHBORHOOD IMPROVEMENTS
A City of San Antonio property tax rate increase is NOT planned to fund the proposed 2017-2022 Bond Program. The City’s current debt service property tax rate is projected to be sufficient to fund the debt service payments for the program. This Voters Information Guide includes the name, location, preliminary cost estimate and a general description of each of the projects that comprise the $850 million proposed Bond Program.

HI, I’M COOKIE As you can see, I have a lot of cattle dog in me, and you know what that means – I’m smart, and you can’t get much by me! I’ve reached the age where I’m not at all ready to quit, and I have plenty of spunk, but I do enjoy taking it easy sometimes, especially when I can cuddle under a blanket with a favorite human. I have a lovely, calm temperament and walk nicely on the leash. Right now I’m not allowed to run around too much because when I was brought here, they found that I had a healing hip fracture and some BBs in my pelvis, but I’m on the mend and as soon as it’s all healed, I’ll be as good as new. Being in a forever home would be so great for a convalescing Cookie, don’t you think?

Please see the below message from US Postal Inspector Robert Strande. NEIGHBORHOOD REPRESENTATIVES The Neighborhood Representative Committee meets the second Wednesday of each month (with the exception of December and January) at 7:00PM in the Director’s Room at the Club at Sonterra. These meetings last about one hour, and are designed to assist in communication between residential neighborhoods and the POA, while providing the opportunity for communities to ask questions, and trade valuable ideas and information. Past speakers have included SAWS, CPS, the City of San Antonio, SAPD, and Allied/Republic Waste. This group is vital to the Stone Oak community, and its members are usually the first to receive valuable information and updates from the POA. Many entities such as SAPD, CPS, and SAWS also have come to rely on them to get information out to the public quickly. If you do not see a representative listed below for your neighborhood, please consider volunteering. (A neighborhood is welcome to have two representatives and alternate attendance.) Call the POA office at 210-490-9481 for more information. Arrowhead Subdivision Carl Kight 210-416-4774
