ayor’s Message
Dear Friends, Neighbors and Citizens,
abaxter@windcrest-tx.gov
September is yet another busy month for the City of Windcrest. We will be working to complete and vote on the City’s Fiscal Year 2017-2018 Budget. Additionally, Brush Pick-Up is also this month. The city is also starting to prepare for National Night-Out, Trunk or Treat and the Halloween at the City Hall and Fire Bay. Schools are all back in session. We are all looking forward continued improvement and development. There has been tremendous support from our city’s best asset, our residents, with regards to citizens volunteering for the different committees and commissions. We are continuing to witness the growth of TEAM WINDCREST - both city pride and citizen participation are growing. We encourage you to remain active and involved, and we promise that we will continue to modify, change and refine how we do business. As we all know: If we stay the same, we cannot improve. TOWN HALL WITH THE MAYOR - Wednesday, September 27 at 7 PM at Windcrest Golf Course: As promised, and as I have done in the past, I will be holding this Town Hall Meeting from 7:00 PM – 8:30 PM to discuss next year’s budget. It will be at the Windcrest Golf Course. I would love to hear comments and field any questions that you may have in a relaxed environment. If you have a question(s) that you would like to discuss beforehand feel free to call me at 210-8465507. That is my cell number. I would love to hear from you. I hope to see some of the citizens at this Town Hall. Food and Drinks will be provided while supplies last. Meet the New Fire Chief, Wednesday, September 20th at 6:30 PM at City Hall: As reported, Windcrest hired Chief Johnathan Weidemann after an extensive search. Chief Weidemann was chosen by the Council to take the helm a couple of months ago. He was the first choice out of many applicants and the vetting process of a citizens committee. His credentials are very impressive. We are fortunate to have him. He is going to lead the Department to new heights. The dust has settled somewhat, so now we are going to hold a Meet the Fire Chief Mixer. It will be in the Windcrest Fire Bay at City Hall. It will be on Wednesday, September 20th at 6:30 PM at City Hall in the Fire Bay. Food and refreshments will be provided, It will start at 630 PM. I hope to see you there. New Council Person Jan Leaders: We welcome the newest Council Person – Jan Leaders. Mrs. Leaders was appointed to fill the vacancy created when Matt Vandenberg received a job opportunity in Austin. Mrs. Leaders has been the Chair of the Windcrest Parks and Recreation Commission for the past 6 years. She is very active in the community. Please join us in welcoming Mrs. Leaders to the Council, and we all wish Mr. Vandenberg luck with his new job. He will be missed, but not forgotten. We all thank him for his service. Mrs. Leaders’ appointment on Council also created an opening on the Parks and Recreation Board. All of these Board Members work very hard volunteering for our city. Longtime resident, Mrs. Seal volunteered. I dare not call her by her first name as I grew up with one of her sons, and she has known me for about 40 years. While Mrs. Leaders left huge shoes to fill, I can think of no one better than Mrs. Seal. She is royalty to me in Windcrest. I can go on and on about all the things that Mrs. Seal and her husband, former Mayor Jim Seal did for Windcrest. We are very lucky she is still active in the community. All of us are excited with the new additions. Upcoming Windcrest Elections (Reminder): This November, there are two Council Positions - Place 4 and Place 5 and the Mayor position in the upcoming election. For Mayor there are two candidates. They are: Alan E. Baxter and Dan Reese. For Council Place 4 there are also two candidates. They are: Rick Cockerham and Frank Archuleta. For Council Place 5 there are six Candidates. They are: Jan Leaders, Joan Pedrotti, Liz Dick, Randy Bristow, Kimberly Wright and Rusana Brooks. More to come in next month’s Newsletter and the City of Windcrest Facebook page. Please note that the only official Facebook page of the city is City of Windcrest. Please call City Hall at 210-655-0022 if you have any questions. Continued on page 3 >>

SEPTEMBER NEWSLETTER of the Public Works Director Tom Garcia with the assistance of Facilities Manager Mac McNichols. The revenues have risen dramatically over the last 5 years under their guidance, and customer service continues to improve. Jonathan Hay returned this year to be the pool manager. Jonathan and his staff have done another outstanding job. I am pleased to announce that revenues and participation were up again this year. We promise that next year President Tim Maloney recently had to step down. He had given this administration, will be even better! and this city, a one year commitment many years ago. He stayed on for over six years! Words cannot adequately describe all he did for our great city. Take a moment and Fall Brush Pick-Up: Fall Brush Pick-Up is this month. As we have done in the ask someone on Council or the EDC and I am confident they will say what an past, we have divided the city up into three sections. This year we are starting the extraordinary job he did, and how he is an even greater person. He spent countless pick-up with Section Three. By using this three section approach, we have found hours volunteering for us. With his law practice and his TV production company it to be more efficient, and the homeowners know a better approximate time really taking off, he just did not have the time he felt was necessary to give to the when their brush will be picked up. It was suggested by a citizen that we switch job. He also is confident he left at the right time as every parcel of land is now under the order so as to not always have Section One have to go first. Sounded like a contract. I know he will still be available to us for advice. He is a great friend, and I great idea and this was implemented. Thus, the change in pick up order for this am honored he came and volunteered so much time for the community. Windcrest Fall. School has started so let's be extra careful as you drive around our city streets. Be on the look out for children getting on or off the school bus. Remember children will sometimes run across the street and an accident could occur. I know that the children are usually controlled but sometimes control is lost, so please be very observant.

Mayor Pro-Tem Jim Shelton
jshelton@windcrest-tx.gov
In last month’s Newsletter I wrote that we were working to finalize the 2017-2018 budget.
The fall curbside brush pick up is scheduled for September 18 thru October 6, 2017. This year the pick up order is reversed so section three is first, then two and then one.
The majority of concerns and issues that I have received from our residents are about the condition of our streets. I have recommended an ordinance that would give our citizens an opportunity to vote on a Bond that would address major street repairs. For example a $5 Million Bond could accomplish the needed work on Midcrown and Eaglecrest plus 15-18 miles of additional streets here in Windcrest. I have been informed that all of this could be accomplished in one year. Of course, all of this would come at a cost. The estimates that I have received are an extra $100-$190 annually on your Home’s tax for the duration of the Bond. I believe we must INVEST to ATTRACT the new home buyers and economic growth that keep Windcrest moving ahead. I also believe that it is very important that all of us should have the opportunity to vote whether we move forward with such an action or not.
Hopefully our weather will start getting a little bit cooler as we are going into Fall. Again as always please send us your ideas to help us move forward with the future of our city. I can be reached at 210-657-9549. Thank you.
Councilmember Rick Cockerham
GOOD NEWS, we have a new business here in Windcrest. THIS n THAT BAKERY opened last month. They are at 4938 Winsor Hill, and they are owned by one of our own Windcrest residents. Stop by and check it out!
rcockerham@windcrest-tx.gov CITY BUDGET Let your voice be heard on the city budget during the workshop. The city is on a positive course, trending upward on quality of life issues. Top priorities; public safety, street repairs and improvements to our parks. The future holds promise as new businesses continue to open their doors on the Eisenhauer Rd., I 35 property. Our Volunteer Fire Department has improved under the leadership of Chief Weidemann. Congratulations to our new Assistant Fire Chief Robert Weidenbach and Lt. Mike Arnold on their promotions. Chief Weidemann is in the process of getting estimates on the much needed repairs for the two houses used as dormitories. Prayers for the speedy recovery of Police officer Espinoza, who was injured while on duty. We appreciate our men and women in blue who risk their lives for our safety every day. God Bless Windcrest

POLICE DEPARTMENT NEWS Chief of Police A. O. “Al” Ballew National Night Out 2017 is right around the corner and this year we are looking forward to an incredible City-Wide Event! On Tuesday, October 3, 2017, from 6:00 p.m. to 8:30 p.m., the Windcrest Police Department will be hosting a free National Night Out event at Windcrest City Hall. Please join us for free food, drinks and music, along with a display of police vehicles, equipment, police. K-9 Team and your Windcrest Police officers who can answer questions regarding crime prevention or discuss other neighborhood issues you may have questions about. Several Windcrest groups, including the Windcrest Police Department Citizens’ Patrol, the Windcrest Fire Department, Windcrest C.E.R.T., and TxWeACT will be available to answer questions about their organization, membership and how you can help make a difference in Windcrest. In addition, other federal and state law enforcement agency partners will be on-site and available as well. National Night Out is designed to heighten crime awareness; generate support and participation in various Windcrest Police Department crime prevention programs; strengthen police and community partnerships and send a message to criminals letting them know that they are not welcome in the City of Windcrest.
CODE ENFORCEMENT UNIT
This is an incredible opportunity to meet your Windcrest Public Safety Team, talk about crime prevention issues and help us make a difference in this wonderful City. Please join me at Windcrest City Hall on October 3rd to strengthen our fight against crime and to show the rest of Texas that the City of Windcrest is the place to live!
Football season is upon us and the City is looking great! Thanks to everyone for all the efforts put forth regarding property maintenance, the City appreciates all your hard work! While there are a few more weeks of summer before fall begins, please continue maintaining your properties. Prepare a maintenance plan for the fall and prepare your place for family gatherings. Maybe, clean up old junk you intended to dispose of from the so called “project car” that never came to life. Sell your junk metal and increase funds for family vacations or other home improvement projects. Storing any type of unused material in the backyard or inside garages creates a haven for critters, which damage property or can bite. Protect your family, friends and neighbors. Ask your family, neighbors or local churches for help with property maintenance if you can’t afford hiring someone. Remember to ask for permits from contractors. If you’re doing any property maintenance, please hydrate, wear protective clothing and take breaks. Maintaining your hard earned investment is good for everyone. Don’t forget to trim or cut low hanging branches over the road and sidewalks coming from your property. If you should require any assistance or want to report a violation of the Windcrest City Code, please contact the Code Compliance & Enforcement Unit by calling the Windcrest Police Department Dispatcher at 210-6552666, or you can send an email through the link provided on the Code Enforcement site.

Our experience with this project has been refreshingly easy and we can’t wait to open to serve this sector of the City,” when asked about the hotel’s progress. We are anxiously waiting to welcome our second hotel to the Windcrest community! Grand opening and ribbon cutting information will be released when the project is completed, sometime around October or November. If all goes as planned, it will be perfect timing – right before the holidays. Until then, head over to www. DevelopWindcrest.org/gallery to keep track of the Holiday Inn’s construction! The photo album consists of pictures from the very beginning of the project and it is amazing to watch it piece together.
Happy September! The Windcrest EDC has been extremely busy and we are so excited to share the many updates we have with you. We have some big plans, including multiple businesses ready for ribbon cutting and grand opening ceremonies. We are lucky to have two hotels in our Windcrest community – Drury Inn and Holiday Inn Express. Both hotels have recently made some major progress! As mentioned in last month’s newsletter, the Drury Inn was just completely renovated. The lobby, dining area, rooms, and fitness center were totally flipped and they look wonderful. Hopefully by the time you are reading this the exterior updates will be finished as well. Curt Greer, Drury Inn’s Regional Manager, commented, “Drury Hotels are proud to be part of your Windcrest community for over 25 years now. Our family owned and operated hotel company has recently totally renovated all of our 89 guest rooms, public space and completing the exterior of our Drury Inn and Suites Northeast to exceed current trends and expectations. We look forward to many more years in the future.” There will be a ribbon cutting/grand opening ceremony for the new and improved Drury Inn in the near future. Details will be posted at a later date so stay tuned. We hope to see you there!
Speaking of construction, the Eisenhauer Rd. development is also coming along in a timely manner. There was recently a connection road built connecting Galahad to Eisenhauer Rd., right off of I35. The road is near completion and will, hopefully by the time you are reading this article, be open to the public. The City is also planning on having a ribbon cutting ceremony for this road to officially open it to traffic. If you haven’t seen it, check out the photos below or drive by today! It is definitely going to be a very useful and popular road. Development further down Eisenhauer Rd. is continuing and advancing as well. US Auto Force has moved into Building 3 of Tract 5, right across the street from Stanley Steemer, occupying nearly 90,000 sf. US Auto Force opened their doors for business on Monday, August 7 and we couldn’t be happier to have them here! Once they’re settled in a bit, we will be planning a grand opening and ribbon cutting ceremony for them as well. Stay tuned for more information coming soon!
The Holiday Inn Express is not complete or open for business yet, but it is definitely on the right track. BJ Patel, Baywood Hotels’ VP of Development and Finance, estimated opening mid-late October and commented, “We are

However, to understand what is happening today at the Water District, it is necessary for citizens to understand actions taken by all Water Boards since August 2014. In October 2014, the Water Board purchased property at 5507 Randolph Road with the stated purpose of building an administrative building and maintenance facility. No records exist that any formal due diligence was performed prior to purchasing the land nor that any needs assessment was performed to determine if these facilities were needed. Factors taken into account for the electrical systems were: need for emergency backup power; need to replace aged equipment; meeting safety requirements; and meeting regulatory requirements.
At that point, a majority of the Water Board in charge from November 2014-November 2016 decided to build a maintenance facility on the Randolph Road property. Again, some of the newly elected members asked

CLUB SCOUT PACK 157
Director of Public Works tgarcia@windcrest-tx.gov Each year Pack 157 Cub Scouts participate in the Alamo Area Council of Boy Scouts popcorn sales to develop their confidence as well as to earn money for their uniforms, equipment and activities.
We kindly ask drivers to be even more aware since school is back in. Excited to see their friends and share summer time stories, kids are oblivious to traffic in the streets. Drive slowly in and around school zones. A kid’s life may depend on it.
Having already received authorization from the Windcrest Police Department, Pack 157 Cub Scouts will begin selling popcorn door to door beginning on September 9th until December 8th. These sales are scheduled on Tuesday evenings and also Saturdays mornings and afternoons and Sunday afternoons. Look for the little red wagons being pulled around by our uniformed Scouts and their adult Leaders.
The only good thing the lack of rain has brought our way is a downsizing of the mosquito population. Please continue to dump your canisters, dog bowls, old tires and other things that may hold water in and around your yard. With this kind of assistance we should be in great shape with mosquito issues. Thank you to all the proactive citizens who help by calling in issues in our beautiful city. We attend to issues as promptly as possible and as time will allow. Pot holes, street light outages, damaged signage are just a few things we take care of. Thanks for being a part of our team.
Scouts will have the following popcorn products when they come to your door: • Classic Caramel Corn - $10 • Popping Corn (you pop it yourself) - $10
WINDCREST LIONS NEED YOUR HELP
• White Cheddar Cheese (ready to eat) - $15 • Jalapeno Cheddar Cheese (ready to eat) - $15 • Caramel Corn with Almonds, Pecans and Cashews - $20
We are always appreciative of the support Windcrest residents give to our different fund-raising projects (Chili Dinner, Christmas Greenery, and Pancake & Sausage Breakfast). We are now seeking residents who desire to serve more as a Windcrest Lions Club member. If you want to help others in the community, you could spend time on one of the following projects: • Provide student dictionaries to 3rd Graders in five local Elementary Schools. • Provide free eye screening though our Lions Mobile Eye Screening Unit. • Provide free eye screening for infants and children 5 and under through our Lions KidSight program. • Interact with students at the Lion-sponsored LEO club at the Roosevelt High School and provide scholarships to outstanding LEOs. • Sponsor a Peace Poster art contest at Ed White Middle School and provide awards to outstanding entrants. • Assist local teachers by providing free classroom supplies • Help fund and build PETs (Personal Energy Transport wheelchairs). The chairs are hand pedaled and provide personal transportation for handicapped people in undeveloped countries who would otherwise have no means of transportation.
• Unbelievable Butter (18 pack - Microwave) - $20 • Kettle (18 pack - Microwave) - $25 • Salted Caramel with sea salt (Ready to eat) $25 The support of Windcrest residents has always been awesome! This year we have new Scouts selling for the first time. We hope you will be favorably impressed by each Scouts sales presentation and the reciting of the Scout Oath and/or Scout Law. If you would like to order items by phone please contact Sonia Cortez, Pack 157 Committee Chair or Al Cortez, Pack 157 Cubmaster at 967-7369 or 317- 4864. We will be happy to have a Cub Scout deliver the items to your door. Pack Leaders and other parents will supervise the Cub Scouts at all times. Pack 157 is sponsored by the Windcrest United Methodist Church. If you are interested in the Cub Scout program (boys ages 6 to 10) contact Al Cortez, Cubmaster, 210-967-7369 or aacortez@earthlink.net

WINDCREST ANIMAL CARE & CONTROL UNIT Officers A. Fuentes and M. Gonzales Fall is approaching…but summer continues to bring those hot temperatures, please remember to keep your pets comfortable and cool. If they are outside, keep them in the shade and provide a source of fresh water throughout the day. When out for walks, be mindful of the hot pavement which may be too hot for their pads and can cause injury and pain. Several inquiries have been received from Citizens regarding pet vaccination events by Vanguard Clinic. These events will be returning in January and February of 2018. Animal Control would like to extend special thanks to those residents who have graciously provided donations and TxWeACT for all of their hard work in helping with pet adoption events. City of Windcrest pet adoption events continue to be very successful and enable the Animal Care and Control Unit to place dogs in a safe and caring environment. If you need assistance with an animal related matter or have a question regarding Animal Care and Control, please call your Animal Care and Control Unit at 210.655.2666. We have solutions and we are here to help!
The Rough Riders are coming off a fourth place finish in last year’s District 26-6A race and hope to continue building momentum as we rise towards the top in 2017. The football players have been hard at it putting in tons of work since November. The 2017 Rough Riders will be fairly young this year following the departure of seven scholarship signees off of last year’s squad. The Riders will be led by a veteran offensive line consisting of three year starters Dylan Johnson, Manuel Hernandez, and David Pavon, who will make the move to TE. Other returners in the offensive line include Francisco Sandoval, Anthony Roeder, and Jesus Lira. The Rough Riders should be able to control the line of scrimmage this year and create first downs. Other contributing returners on offense include Felton Walls, Moises Fokomla, Nathan Jacques, Carlos Garibay, and place kicker Austin Schulze. With many other talented new comers the Rough Riders look to lead the district again in rushing offense and increase our passing yards. On the defensive side of the ball the Rough Riders will have a lot of new talented faces. We do not anticipate being the biggest team on the field but we will aim to make up for it with speed and quickness. The back half of the defense is where you will find what few returners we have coming back such as Jacob Infante, Tyrell Darden, Davion Goodlow, and Jacobe Jackson… all of whom saw action last year under the lights. We are really excited about what we have seen out of many of our newcomers this year like Kaleb Keith, Josh Hollis, Devon Smith, Ishmael Muhammad, and Elon Gonzalez. Controlling the defensive line will be Jalen Murray, Marquise Finch, Garrett Lockamy, and Michael Gutierrez. As the head coach I infuse a philosophy committed to developing hard work, attitude, respect, and Discipline. I do guarantee that this 2017 Football team has embraced all of these qualities and have established the work ethic it takes to make a playoff run in 2017. I am proud of the 2017 Rough Rider football team. These players have worked diligently in the off-season and we have high expectations for them in our very difficult 26-6A District! The hard work and dedication of these players will become a tremendous asset to them in all their future endeavors. Go Rough Riders!!! Coach Carroll

KS P AA R ND R E C R E AT I O N COMMISSION
Jan Leaders Chairperson, Parks & Recreation Commission E-mail: saljkl29@gmail.com Phone: 386-8764 As September closes out Fiscal Year 2016-2017, I’d like to recap a couple accomplishments of the Parks and Recreation Commission. First is the installation of all new fencing for our Windcrest Little League fields. This comprised replacing 4 foot fencing with 6 foot fencing on all three of our fields and installing 4 foot fencing for the T-ball field which previously had construction netting for fencing. These fences were done not for the aesthetics of the fields, but the safety of the players. This was a large ticket purchase but one that could not be ignored any longer.
SEPTEMBER NEWSLETTER Another project, using hotel/motel occupancy (HOT) tax dollars, was the purchase of three new appliances for the Civic Center. That purchase consisted of a large refrigerator, a new stove and an ice maker. Any who had used the old stove and refrigerator knew just how badly these needed replacing. As for the ice machine, we hadn’t had one before so now there is no longer the necessity of buying bagged ice for events at the civic center. As our residents use this wonderful facility, they can appreciate the nice things we have been able to do with the HOT tax monies. We try to keep our civic center as a place we can be proud and where various activities, both private and public can be held. While finishing up the budget planning process for Fiscal Year 2017-2018, the Parks & Recreation Commission will be prioritizing how our new budget will be spent. The P&R meetings are held the 2nd Wednesday of each month and are streamed live to all who wish to attend or view. All items we address are to continue improving the quality of life of our residents. Please come to a meeting and voice your ideas as to things you would like to see accomplished by your P&R Commission.
LIGHT UP IS JUST AROUND THE CORNER! As you all are aware, residents were put to a vote regarding the Light Up theme and dates for this year. We were thrilled with the turnout and support and are pleased to announce the theme of “Enjoy the Light of Windcrest this Holiday.” With voting results of 306 to 140 in favor of an earlier Light Up season, the dates chosen by residents are December 9th December 31st. The City of Windcrest’s Annual Light Up celebration will be held on Saturday, December 9th with the Women’s Club voting and winner selections held on Tuesday, December 6th and Awards Ceremony on Thursday, January 4, 2018. Celebrate the season with us this year and help us make Light Up Brighter than ever!
