ayor’s Message

Dear Friends, Neighbors and Citizens,

abaxter@windcrest-tx.gov

March has arrived. The weather is getting warmer. I bet we all hope we get some rain this Spring. Many of the citizens will get to enjoy Spring Break. Enjoy this with your friends and family. Brush Pick-Up and Garage Sale Weekend are around the corner. Also, do not forget the Firefighter Gala is this month as well. There has been tremendous support from our city’s best asset, our residents, with regards to citizens volunteering for the different committees and commissions. We are continuing to witness the growth of TEAM WINDCREST - both city pride and citizen participation are growing. We encourage you to remain active and involved, and we promise that we will continue to modify, change and refine how we do business. As we all know: If we stay the same, we cannot improve. 6th Annual Kid’s Valentine’s Day (re-cap): This was on Sunday, February 12th at the Walzem YMCA. The Newsletter Committee hosted and coordinated the 6th Annual Kid’s Valentine’s Day Celebration and Party. This event always brings a smile to those children that attend. Every child who attended this party receives a gift. Refreshments were served and the YMCA opened its doors on a Sunday. Yes, even the indoor pool was opened for the enjoyment of the children. All Windcrest residents’ children and grandchildren were welcome. This free event was well attended. Thank you to the Newsletter Committee for their time putting on this event. It is one of my favorites, and I hope we have many more. 6th Annual Firefighter Gala: This is coming up on Saturday, March 11th. It is sure to sell out. It is the best deal in town. Food, Drinks, Entertainment and Dancing. All for a worthy cause. The proceeds go to our Windcrest Volunteer Fire Department. Be prepared to have a blast. Please call Stephanie at City Hall to get your seat(s) or a table. The 47th Annual Firefighter’s Picnic will be Saturday, May 20 at Takas Park from 9 AM – 11 PM. Admission to this event is free. 2017 Light-Up (Save the Dates): Because this is so important to our city, I wanted to keep this in my Newsletter article again so as to make sure everyone has these dates. Our city is known throughout as the “City of Lights. We show our pride and this showcases our city. It is the biggest economic generator for our charitable organizations. The city has received millions of dollars in media attention from the National to the local level regarding this event we hold every year. Next year the dates to circle are: Friday, December 1 – Deadline to Enter Light-Up Contest; Tuesday, December 5 – Judging for Contest; Saturday, December 9 – Light-Up Ceremony at City Hall; Thursday, January 4, 2018 – Light-Up Awards Party at Takas Park Civic Center. FACEBOOK: We are excited to stay ahead of the curve technologically, and as part of this effort, the City is encouraging all residents to utilize the City Facebook page. www.facebook.com/TheCityof Windcrest. We are posting regularly on the City’s page so you can see multiple times a day what is going on at City Hall and in our neighborhoods. We are also posting City events, local business grand openings, and the EDC initiative to encourage residents to frequent local businesses that includes free give-aways. Exciting things are happening as we strive to provide the most up to date information for all of our residents. Please let us know if you have a relevant event that we should consider sharing on the Facebook page. You don’t have to join Facebook to see all of this exciting information. Google search the above - what is in blue - and enjoy. Friendly reminder - Safety/Litter: With all the improved amenities – the investments in the ponds and the lighting, we have seen an increase in citizens walking, jogging, biking and taking their dogs for a stroll. Please keep your dogs on a leash, pick up after them, and keep an eye out for litter. Please report any issues to City Hall. We want to keep WIndcrest safe and clean. Continued on page 3 >>

3. Winnbrook Estates Park: The Council voted to commence with Phase 3 of this much needed park for this area. We have allocated $50,000 to be invested in this Park. The Parks and Rec will be working with the WBE HOA on this project.

Meetings with the Mayor: If anyone ever wishes to meet and/or discuss any issues they have regarding the city, feel free to call me or text on my cell at 210-846-5507. I answer most calls or they are returned timely if you leave a message. I also return all text messages. Please never hesitate to call during the day, night or weekends. I am always working. I mention this as several citizens have asked me regarding having a coffee with the mayor or other regular day once a month to have meetings. I pride myself on being available to meet around the people I serve schedules. Additionally, I am at City Hall virtually every day in the mornings, and this includes weekends. I look forward to meeting anyone who has an issue they would like to discuss. I enjoy these talks and meetings, even the ones where there is a complaint. If I do not hear about an issue, I cannot try to correct it. So again, if you need to meet or speak with me, please call or text me on my cell. I pride myself on being “on call” for all the citizens. That is why I serve.

4. Windcrest Little League Complex: The Council has approved to replace all the fencing for the Little League Fields and to add new scoreboards. A special thank you to the Public Works crew and all the volunteers that are assisting in fixing up the fields. Additionally, there are more improvements planned over the last several months. It is this administration’s goal to have a first class Little League Complex. We are working toward that goal. We could not do it without the volunteers. Thank you to all of them, and please support the Windcrest Little League! Streets and Alleys: As of the time I am writing this article, the Council has approved Phase 4 of the Street CIP Project. The city will be investing approximately $800,000 into the streets and alleys over the next 7 months. This is an all cash investment. I am confident even more will be allocated during this Fiscal Year.

Warrant Round-Ups: These were started under this administration. When we first started these Round-Ups, we advertised to our citizens what we were doing and when we were having them. Goal: We are trying to make sure that those that do not follow our laws and are ticketed - pay the price. We have generated well over $100,000 every year doing these Round-Ups. Some have asked if we still conduct these Round-Ups. Yes, we conduct at least four every year. Additionally, we have been very active with our Warrant and Court Department in bringing those with warrants to justice. We even added a tip line. Rest assured, we will continue this practice under this administration.

DATE CHANGE = Spring Garage Sale Weekend: This year it is May 4 – 7. Please sign up at City Hall if you are going to have a Garage Sale and take advantage of the free permit for this event. We ask that all those participating sign up so that we can add those participants to a map that we pass out to those desiring one. DATE CHANGE = Spring Brush Pick-Up: This service will commence on May 22 – June 9. More information will be in the next Newsletter.

*Parks and Recreation Committee: This committee, lead by Jan Leaders, is working hard for your quality of life and spending countless hours vetting and working to invest in the community and improve our quality of life. We are working on options for a Senior Citizens Center, and should have more to report soon. This is a top priority. The following four paragraphs are brief summaries of what the Parks and Rec has been accomplishing with the support of Council and city staff. All the investments are being done with cash and no debt, and work will be starting very soon – so please pardon the dust.

2. Soccer Field: The Council has voted to move forward with investing in a soccer field for our community. It will be our first! Over the next three months, you will see work being done on a soccer field on the corner of Jim Seal Drive and Crestway. I am excited about the location. I bet former Mayor Jim Seal is smiling from above. For those of us that knew him, he did so much for the quality of life, and for the families of Windcrest when he served. We are back on track and investing in these much needed amenities for our families. I think of him a lot, as he made growing up in Windcrest special.

Public Schools: This administration is committed to assisting where we can to help improve our public schools in the area. Council Person James McFall has taken the lead in these efforts. We should all commend Mr. McFall for the passion and energy he is bringing to this effort. Mr. McFall has coordinated presentations before the Council from Windcrest Elementary, Ed White Middle School and Roosevelt HS. I am a proud alum from all three!! The presentations were impressive and informative. They are archived on the website. I encourage everyone to take the time and watch these presentations. They will inform and inspire. The children are our future, and Windcrest Elementary is in the center of our city. The better these schools do, the better we will do. Additionally, Mr. McFall and his son James Carlos McFall formed the Northeast Bridge Builders. It is a 501c(3) charity dedicated to helping the cluster of schools that feed Roosevelt, along with Roosevelt itself. They meet regularly. Quite a few citizens have joined, but they need more. Please reach out to Mr. McFall at jmcfall33@gmail.com if you are interested in learning more. If you are interested in participating with their fundraiser Golf Tournament it is going to be held on Friday, April 7th, at the Windcrest Golf Course. Please call Mr. McFall at 210-473-7902. Stay tuned – much more exciting news to come.

Volunteering and Participating: We need more people on the Windcrest Citizens’ Patrol and Animal Task Force. Please call Kelly Hamilton (210) 314-9783 khamilton@windcrest-tx.gov if you wish to volunteer. Remember that there are still places of service within the City. If you want to participate or volunteer in any area of the City, you won’t be turned away. Give me a call or email me to get involved.

1. Tennis Courts: The courts at Takas Park will be receiving a long overdue investment. The courts will be resurfaced and a Pickle Ball Court added for us all to enjoy. This amenity is a valuable asset to our community and Takas Park.

Please email me if you wish me to add something to my article. When you visit City Hall, please stop in and say hello.

rcockerham@windcrest-tx.gov ALLEYS Insanity: doing the same thing over and over again expecting different results. Heavy trash trucks drive through the alleys two times a week, this destroys the surface and damages the water lines under the surface of the alleys. The City spends thousands of dollars to repair the alleys, then the cycle begins all over again; destroy, repair, spend. A resident suggested a simple solution that will not cost the citizens one tax dollar; place trash cans in the front of homes for pickup, not in the rear, as is the practice in many areas of Windcrest. As with the above resident, we are open to suggestions that will solve a continuing expensive problem. God Bless Windcrest.

FORWARD MARCH……..With March we begin Daylight Savings Time on the 12th, then we have the first day of spring on March 20th. The Little League also begins another season this month. During our February City Council meeting we approved the purchase of three new scoreboards for our ball fields at Takas Park. The old scoreboards were VERY OLD, and past feasible repair. All 3 new scoreboards are being purchased and installed for $17,800. This is a great addition for our ball fields.

Councilmember Matt Vandenberg mvandenberg@windcrest-tx.gov

An Alley Maintenance Plan for repairs and a Street Base Failure repair program were presented to the council by Leonard Young, City Engineer. An update and recommendation from our Street Capital Improvement Program package #4 was also presented. Walter Raleigh, Parkcrest, and Sunhaven were selected. All three of these projects were approved to go out for bid.

It’s an exciting time to live in Windcrest! The city newsletter and Facebook page are full of great things happening now, and they really only scratch the surface of all that is going on in the city. However, these good things don’t just happen automatically. Rather, it takes a continued, concerted effort from the city’s staff and volunteers. I’d encourage you to express your appreciation the next time that you come across one of the city’s employees as they work to better our city. I would also encourage you to consider volunteering to help the city yourself. While volunteers are always needed for the city’s official committees, there are also informal ways to assist. A perfect example is Windcrest resident Frank Martin. He learned that the Windcrest Little League could use some help and has dedicated significant time and energy into helping the League revitalize its facilities using city funds allocated for that purpose. As a result of his and others’ efforts, significant progress has been made toward revitalizing the Little League fields. And this was all done without a title, position, or election.

The council approved a plan for allocating two $2,000 Scholarships from the Roosevelt Scholarship Fund. This fund has been maintained by the city and is for current Roosevelt High School Students. Representatives of our local civic groups will select the winners. Jim Shelton Mayor Pro Tem

Undoubtedly Mr. Martin’s example is just one of countless others that could be shared and I am grateful to everyone working to strengthen their families, their neighborhoods and their city. I hope that you will all find a way to truly make this city yours by giving back to an organization, effort, cause or issue that interests you and benefits us all.

MOVING FORWARD IN THE CITY OF WINDCREST Our city is back on track going forward to repair and replace items in and around the city that have been neglected for a while. Our city is working on a plan to continue to keep the alleys clean and safe for the trash trucks to go through and pick up trash. There are approx. 10 miles of Alleys and it will cost approx. $150,000.00 a year to keep our alleys passable. Every alley was field inspected and ALL alleys will need repair.

During the month of January the Mayor and Council passed some Ordinances and Resolutions that you may be interested in. Please note that the links after the statements are links to the meetings on the City of Windcrest website. To view the whole discussion of the City Council simply type it in to the search bar on your internet browser. Ordinances 01.09.17 RCCM http://windcresttx.granicus.com/MediaPlayer.php?view_id=8&clip_ id=1823 2016-618E (O), amending Ordinance No. 2016-618D(O) enacted on May 2, 2016 by changing the commencement time of Regular City Council Meetings to 6:00 p.m.

Next our city is going forward on street repairs. Every street in the city was field inspected by our city Engineer, Leonard Young. There are in excess of 50 streets and 100 locations with immediate base failure repair needs. The estimated cost of these repairs is Approx. $152,000.00. Some of the risks, if no repairs are made, could be major street failures, more cost to the city if a contractor has to come in on short notice. As time goes by it will cost more. Also If no repairs are made it will affect all motorist driving on our streets. If all goes well and bid packages are out by the end of February or beginning of March, a contractor could be ready to start by mid April and by mid or end of June the work could be completed.

Resolutions 01.09.17 RCCM http://windcresttx.granicus.com/MediaPlayer.php?view_id=8&clip_ id=1823 2017-611(R), approving a proposal from Premier Courts Limited Company for the repair and renovation of the tennis courts and basketball court at Takas Park. 01.23.17 RCCM http://windcresttx.granicus.com/MediaPlayer.php?view_id=8&clip_ id=1833 2016-612(R) approving a memorandum of understanding with Greather Randolph Area Services Program, Inc. (GRASP) for transportation and other related social services. 2017-613(R), increasing the compensation of city employees by 2% effective January 30, 2017. 2017-614(R), extend contract for the collection of delinquent taxes provided by Linebarger Goggan Blair & Sampson, LLP. 2017-615(R), ratifying the reappointment of Jay Eldridge and Bill Zuliaca to the Parks and Recreation Commission. 2017-616(R), purchase of two (2) 2017 Chevrolet Tahoe PPV vehicles (Police Package) and one (1) 2017 Chevrolet Caprice PPV vehicle (Police Package) from Caldwell Country Chevrolet for a total price of $129,649.00.

Our Animal Control vehicle, the van, is still on track. The City is checking around for the best cost and safety package for the van. Our Police Chief and our City Manager will provide an up date by our 1st meeting in March. I want to thank Mr. Frank Martin for his hard work in going forward to present to the Mayor and Council needed repairs and additions on making our Little League baseball fields better and more enjoyable fields. Some, but not all, items discussed were fencing and score boards.

Councilmember James McFall jmcfall@windcrest-tx.gov March is the month when spring begins! It is the time of year when grass, weeds, and all vegetation begin to grow again. It is the time of year when we enjoy the outdoors, light up our barbecue pits and enjoy some great food. It is also the time when we do some spring cleaning and clean out our walkways, alleys, and swimming pools. Unfortunately, it is also the time when mosquito breeding becomes a concern.

Public Hearing Notice: Planning and Zoning Commission and Windcrest City Council will hold meetings to consider the application of EastGroup Properties for approval of a final plat for Tract 2 on Eisenhauer Rd. The meetings will be at the Windcrest City Council Chambers at 8601 Midcrown, Windcrest, Texas 78239. The Windcrest Planning and Zoning Commission meeting will be held on March 2, 2017 at 6:00 p.m. to (1) hold a public hearing and (2) consider a recommendation to the City Council. The Windcrest City Council will hold a meeting at the same location on March 6, 2017 at 6:00 p.m. The Windcrest City Council will (1) hold a public hearing, (2) consider the recommendation of the Planning and Zoning Commission, and (3) consider the application from EastGroup Properties described above.

As I drive through our city, I feel proud of the beautiful, well kept, and well manicured yards that I see throughout our city. I would like to take this opportunity to thank you for your commitment and hard work to ensure that our city stays beautiful. We are a great city and must always strive to become a greater city. We are a diverse and proud city, accepting of many different cultures and ethnicities who benefit and learn from one another. Windcrest is a reflection of what America was built on. Together there is nothing that we cannot accomplish if we all join hands and work together. As always, I look forward to hearing from you.

Chief Joshua Brown, jbrown@windcrest-tx.gov

Spring is upon us and that means more people will be out and about on the roadways, biking, walking, running and enjoying the season! Please help prevent accidents and help us protect all pedestrians. Don’t forget…it’s illegal to enter designated golf cart or pedestrian/ bicyclist lanes. The operator of the motor vehicle attempting to turn must yield right of way to the golf cart or pedestrian/bicyclist that are traveling in their designated lanes of travel. It’s very important to remember that an operator of a motor vehicle must yield right of way to all pedestrians. An example of this is a motor vehicle approaching a yield sign and a pedestrian approaching from the cross street. The operator of the motor vehicle must yield to the pedestrian and allow them to cross the street. Failing to yield right of way to pedestrians can result in a citation and even worse…serious injury or death.

“Emerald Masquerade” Our 6th Annual Firefighters Gala will be held Saturday March 11th @ Morgan’s Wonderland.

All proceeds from the Gala will go to the Windcrest Volunteer Fire Department. Tickets are $50 each to include: Hors D’oeuvre and cocktail hour, a seated three-course meal with wine, and music. We will have both live and silent auctions as well as a raffle. Seating is limited and you do not want to miss out! Please contact Joshua Brown (210) 599-6007 for Windcrest Gold Elite Membership, Sponsorship availabilities, and ticket sales. Come dressed up with your best Mask.

Serious liability issues exist for inattentive drivers. If a driver’s inattention, such as texting while driving, results in an accident that causes serious bodily injury or death …that driver may be charged with a felony crime resulting with imprisonment up to 20 years. Did you know that in 58% of all crashes, the driver was inattentive or engaged in some other non-driving-related activity…that means that 58% of all crashes could be PREVENTED! Distracted driving is never an excuse for negligence or recklessness.

Happy March, Windcrest! It’s been quite a busy month with lots of new projects that we are so excited to share with you! Ally Killian, the EDC Coordinator, has taken on a fun Facebook project including the Windcrest businesses and citizens. She is planning events and visits with different businesses around the city and posting her experiences on the City of Windcrest’s Facebook account! She has been to Taqueria Garibaldi and Thai Chalurn so far and both have been a great turn out. At Ally’s Taqueria Garibaldi event, she was a waitress for an hour and management gave free lunch special entrees to the first four people there who mentioned her Facebook post. At Thai Chalurn, two lucky people went for dinner and left with $40 gift cards! By the time you receive this newsletter she will have visited and posted about more businesses. Be sure to follow along on www.Facebook.com/ theCityof Windcrest to see what she’s up to and what free giveaways could be yours! If you don’t have a Facebook account, don’t worry! You don’t need one! You can keep up on the Internet by going to the website mentioned above. If you have a Facebook but just aren’t sure how to use it or where to find Ally’s adventures, she will be glad to help you. Stay tuned for more information regarding Facebook Tutorials at City Hall. Ally has so many fun things planned for the citizens of Windcrest, but she can’t do it without your support!

If a pet is off leash, a citation will be issued and the owner will go before the City Judge. The Judge has the discretion to fine offenders up to $2,000.00 for disobeying a City Ordinance. We do not have a dog park in Windcrest, so please leash your dogs and cats. There are many dog parks located in the surrounding cities if you must feel the need to exercise your dogs off leash. And yes, the Ordinance 6-62 specifies unaltered cats are not to be allowed to run or be off leash. Another reminder for all those visiting our parks, especially the Brook Falls Pond area - bread is NOT a food for ducks. The ducks cannot digest the bread and it is also not good for the eco system of the pond. I had an earlier article about this subject so if you are just walking in the pond areas and observe others who are feeding the ducks anything but grain, please inform them of this problem. All of us want to keep our wildlife healthy and want a pleasant park in which to enjoy ourselves. Both of these items, if followed, will help us achieve that goal.

Another project that the EDC has been working on is the Windcrest Golf Course and Club. We have signed a Letter of Intent for maintaining and upgrading the course and club into the gem of the community. By the time you read this, we will have published a survey to get opinions and views from the Windcrest citizens. You can find this survey on www.DevelopWindcrest.org. We appreciate your participation!

Jan Leaders Chairperson, Parks & Recreation Commission E-mail: saljkl29@gmail.com Phone: 386-8764

Lastly, we have updated our panoramic photos of the City on our website! Head over to the EDC’s website galleries to check it out. Windcrest has grown tremendously since the photos were last taken and we are proud to share the progress! Have a wonderful March! Check in next month to stay informed on what the EDC is doing!

CODE ENFORCEMENT UNIT

PROUDLY SERVING THE COMMUNITY OF WINDCREST SINCE 1976.

Spring cleaning time again! It’s also that time of year when the grass, weeds and vegetation start growing. As a reminder: City Ordinance states, the first violation notice delivered to your door will advise you of what the violation is and how long you have to correct it. Any future violations for the same issue within the same calendar year can result in the issuance of a citation to appear in court. Please schedule your property maintenance accordingly and help to ensure that the city stays beautiful. Take advantage of the spring curb side brush pick-up, but please, DO NOT put items out too early. Please READ the mail notification carefully in order to determine when YOUR pick up times will be, prepare a plan. Don’t forget to clean your backyard, trim your branches, cut vegetation, grass and weeds in the alley behind your property fence. It is also time to clean your swimming pools. Plan and execute a pool maintenance schedule. If possible, please try and contact your neighbor in the spirit of community betterment about their dirty pool and your concerns for mosquito breeding before calling. Please notify Code Compliance and Enforcement of any abandoned swimming pools in your area.

The New Year marks a new beginning; New people to meet, new adventures to enjoy and new memories to create. Here’s wishing you the happiest New Year ever! For volunteer opportunities with the Citizen’s Patrol, please contact Chief Al Ballew at City Hall or Col. Henry Berman.

If you should require any assistance or want to report a violation of the Windcrest City Code, please contact the Code Compliance & Enforcement Unit by calling the Windcrest Police Department Dispatcher at 210-655-2666, or you can send an email through the link provided on the Code Enforcement site.

WINDCREST ANIMAL CARE & CONTROL UNIT Officers A. Fuentes and M. Gonzales

Your Windcrest Little League is in full operation. Teams are practicing, the fields look beautiful and our new scoreboards will soon be up. We would like to thank Mayor Allen Baxter and the Windcrest City Council for generously authorizing the funding for the scoreboards and a storage facility.

Many new residents have recently moved into our City. Animal Care and Control would like to say “Welcome to The City of Windcrest.” We would like to inform new residents to register your pets at City Hall. Should they become lost, this process will greatly assist with identification and their return home. Windcrest City Ordinance requires pets to be registered with The City of Windcrest. Spring is around the corner and we will begin seeing more wildlife in the alleys and backyards, please use caution and help your pets avoid them. To help deter wildlife from entering backyards or alleys, keep trash cans closed and secured, monitor any vegetable gardens or dog food left outside. Wildlife is looking for food to scavenge and will take advantage of any opportunity that is presented to them.

Opening Ceremonies for the 2017 season are in planning, please look out for updates on our website, Facebook, and throughout the community. We invite all to stop by to see what our league’s all about and enjoy a delicious snack from our concession stand. We still have openings on several teams for boys and girls between the ages of 4 and 14. Applications are on our website www. windcrestbaseball.org or email us at Windcrestlittleleague@ gmail.com for more information.

A big thank you to our community for the support of our pet immunization clinics in January and February. Your support makes the planning and all the work worthwhile.

Worried About Living Too Long or Dying Too Soon?

If you have not registered your pet, please go to City Hall and have with you a rabies certificate, proof of sterilization and your microchip information for each pet and it will cost you nothing. Registering your pet with the city is a big help to our animal control officers and is required each year at this time.

And as you know, it is now the time of year where you will be seeing little ones appear….baby birds, baby wildlife, puppies and yes, kittens. Please do not remove kittens from an area just because you don’t see mom. She is probably out there looking for food. Help her by placing some food where you see the young, then call us and we will make every effort to try to trap the family. We try to wait until the kittens are eating the food because trapping is a lot easier. We can then trap them all, spay mom and try to socialize the kittens for adoption. If you find puppies, call animal control (655-2666) and he will make every effort to trap the whole family and take them into his care.
