Dear Friends, Neighbors and Citizens,

November is here, so that means Thanksgiving Holiday and the Christmas Season are around the corner. Also, Election Day is Tuesday, November 3 at Takas Park civic Center from 7:00 AM to 7:00 PM. Please exercise your right to vote. All you need to bring is your driver’s license. Additionally, we have the Fall City Wide Garage Sale Weekend from November 5-8. Have a great Thanksgiving and please start getting ready for Light-Up. There has been tremendous support from our city’s best asset, our residents, with regards to citizens volunteering for the different committees and commissions. We are continuing to witness the growth of TEAM WINDCREST - both city pride and citizen participation are growing.

We encourage you to remain active and involved, and we promise that we will continue to modify, change and refine how we do business. As we all know: If we stay the same, we cannot improve.

Garage Sale Location for Charitable/Civic Organizations Based in Windcrest: This is from Thursday, November 5 through Sunday, November 8. Registration is free. Please come to City Hall to register so that you are placed on the maps. Note: For Civic and Charitable organizations based in Windcrest wishing to have a Garage Sale Fundraiser, this year we are reserving the City Hall parking lot for these organizations to set up for free. One difference is that this will be from November 6 – November 8. Please contact Kelly Hamilton at City Hall to reserve a space khamilton@windcresttx.gov. The parking lot will be open to the public on Thursday, but then closed off so that these organizations can set up and sell. I am confident that these organizations would also accept items to sell and take donations. I look forward to a busy shopping weekend with plenty of deals!

Windcrest Gift Store – OPEN: One of my goals was to open a gift shop where people can purchase items branded with the Windcrest logo, as well as our flags. Well, it has finally opened. It is located next to the Post Office at City Hall. Please come by and check it out. We will add inventory slowly. It is a great pace to do some Christmas shopping. I promise you will get compliments when people see Windcrest on your chest or hat. We are – “The City of Lights.” I am hopeful that Council will agree that any profits will go towards the various charities based in Windcrest.

Women’s Club Presents the 2015 Windcrest Light-Up & Save the Dates: We want to keep reminding everyone that this year’s theme is = "Windcrest has it all from Sleigh Bells to Cowboy Boots this Holiday Season." It is time to start thinking about decorating ideas. I have received quite a few comments on the theme and people are excited. I believe this year’s Light-Up will be the grandest ever. Some save the dates: Friday, December 4 Deadline to enter the Contests, Tuesday, December 8 Judging, Saturday, December 12 Light-Up, Thursday, January 7 the Award Ceremony at Takas Park. Let’s make this Light-Up the best ever!

Fall Brush Pick-Up (re-cap): This service for the community is now complete. Due to great participation from the residents, there was much more to pick up than anticipated, more trucks and manpower were ordered. While there were a couple of day delays between Section 1 and Section 2 pick-ups, we believe that overall it was a success. This is a free service for our citizens. Remember, there will be another Brush Pick-Up service in the Spring.

National Night Out (recap): This was a fantastic event. If you attended, we are confident you were proud to be a Windcrest citizen. We cannot adequately express how great a job Chief Ballew and his officers are doing. It is amazing how far we have come as a city under his leadership. Many people attended this event and they witnessed demonstrations, saw the assets we have as a Police Department, met many of the officers, and were treated to free food and drinks.

Windcrest Citizen Patrol: They had their appreciation dinner in October.

It was well attended. I had a blast and the food was good. We should all be thankful that we have citizens volunteering to help keep our city safe. It is a division of the Police Department. They could use some more volunteers.

The business community and the citizens donated to provide most of the refreshments. Also, a big thank you to all the organizations that attended and participated. A big hug goes out to Citizens Patrol for assisting. Events like this prove we are moving in the right direction. GO WINDCREST! State of the City Newsletter: We hope you enjoyed the special Newsletter – State of the City. We have received many compliments. Several realtors, developers and businesses have asked for copies so as to help market our city with the material that is contained in this Newsletter. A HUGE thank you goes out to the staff for helping to make this a first class informational mail piece.

We take great pride in marketing our city professionally and ensuring that all citizens are informed. This is another example of this administration being as transparent as possible.

Elections, Tuesday, November 3rd at Takas Park Civic Center: There will be an election for two Windcrest City Council Positions, the Mayor and Charter Amendments. The poll is open 7 AM -7 PM on Election Day/ November 3. All voting is at the Takas Park Civic Center. All you need to have is your driver’s license or photo ID. Budget Summary: For the fourth year in a row, we will see a reduction in the City’s property tax rate. The tax rate was reduced approximately 2%. This administration formulated a seven year plan when we took office approximately 4.5 years ago. We are systematically catching up on items that in the past were neglected. Additionally, in the final/approved budget, the $5 residential permit fee and the 25% reduction of the garbage bill is included. This is a testament to all the hard work by everyone on Team Windcrest. To summarize - Windcrest Property Taxes were REDUCED by 2%, your Garbage Bill was reduced 25% for the third year in a row, and the $5 residential permit fee rate will be maintained for another year! We are on our way to having a city with zero city property taxes in the near future. We are still investing in the streets and parks and green spaces. Well, over $1.5 million dollars in cash is set aside for this Fiscal Year for more improvements. Also, did I mention that the city is now debt free! We are making all the improvements and investments in our community with cash. We have over 4.5 months of operating income in our rainy day fund! No city in Bexar County has come close to matching our fiscal record. Again, we have done all of this while still investing in our community, adding assets with regards to Public Safety – Police, Fire and First Responders, and maintaining, adding and improving our streets, parks and common areas.

Street Repairs: By the time you read this article, you will be witnessing the beginning of Phase Three of the Street CIP campaign. We are going to invest over $1 million dollars within the next 12 months on improving the streets. This is all being done with cash and no debt is being incurred. As promised, this administration is committed to systematically repairing and/ or rebuilding all the streets in the Windcrest residential area over the next 3 – 4 years. More information can be found on the Windcrest website or contact Council Persons Gerd Jacobi and/or Jim Shelton to discuss. They have been working tirelessly on this project.

Volunteering and Participating: We need more people on the Newsletter Committee, Windcrest Citizens’ Patrol and Animal Task Force. Please call Kelly Hamilton at City Hall if you wish to volunteer. Remember that there are still places of service within the City. If you want to participate or volunteer in any area of the City, you won’t be turned away. Give me a call or email me to get involved.

Race For the Cure (rec-cap): The Windcrest Women’s Golf Association held a fundraiser - Rally for the Cure Golf Tournament in October. Proceeds went towards fighting Breast Cancer. It proved to be a very successful event. Thanks to the WWGA and especially Windcrest resident Marilyn Muzny and Nancy Garrido for being the Tournament Directors. The WVFD also did a fundraiser in October as well. Many firefighters shaved their heads both to increase awareness and raise funds. Thank you to all that participated.

alamojim@sbcglobal.net I have been asked by several about the motion I made in the September 28th meeting, which set our property tax rate for 2015. My motion wasâ&#x20AC;Ś.â&#x20AC;?I move that the tax rate be increased by the adoption of a tax rate of $0.3341, which is effectively a 9% increase in the tax rate.â&#x20AC;? So why is this a tax increase? It is simply because our property values, as determined by the Bexar County Assessor, have gone up. Actually this rate represents a 2% decrease from the 2014 real tax rate of $0.3409. This reflects the yearly tax reductions that this council has done the past four yearsâ&#x20AC;&#x201D;nearly a 25% overall decrease, and we are debt free!

I want to thank the Citizens of Windcrest for their support and continued input to help our city to continue to grow and develop. It has been a great year for the City of Windcrest we brought in many new businesses and are working on our streets and parks to keep our city looking great. While like any city we have had hiccups along the way, we are not deterred in our efforts to continue to improve our city. We saw several new businesses come to Windcrest this year and it is directly reflected in our Sales Tax revenue. Even with the downturn in oil industry we still continue to see our city grow its sales tax base.

We started the bridge builders program to get our community involved in our education system here and the response has great our community has responded and it is great to see how many people care about our youth and their education as they are the leaders of tomorrow. Citizens of Windcrest please keep up the good work. Not just with this club but with all the volunteerism we have in this city is one of the great things that makes the City of Windcrest a great place to live.

POLICE DEPARTMENT NEWS Chief of Police - A. O. “Al” Ballew belonging to another without legal authority or the owner's effective consent; or 10. Seriously overworks an animal.

The City of Windcrest is a beautiful and vibrant community that cares not only about its citizens, businesses and quality of life but also about its animals, both domesticated and wild. Some residents would prefer for their yards to be free of feral cats, however, these animals, as do wild animals, wander into yards on occasion. It is very important to know that there are options available other than killing, wounding or cruelly treating these animals.

Poisoning animals is a felony crime and the penalty in Texas is 180 days to 2 years in jail and/or a $10,000.00 fine upon conviction.

The first and best approach to dealing with any unwanted animals in the City of Windcrest is to practice tolerance…understanding and acceptance of the natural patterns of animal life and respect and appreciation for all animals, both domesticated and wild. There are non-poisonous products available at area home improvement stores that can act as a deterrent to animals and will not harm your own pets.

In addition, the Windcrest Animal Control Task Force is also available to help. This volunteer group of private citizens assists the Windcrest Police Department Animal Care & Control Unit with the TNR Program in our city.

Recently, the Windcrest Police Department Animal Care & Control Unit has responded to calls for service regarding the deaths of both, feral cats, kittens and other wildlife in Windcrest neighborhoods.

Investigation has revealed that some of these animals died as a result of poisoning. It is currently unknown how these animals came into contact with any poisonous substance, whether it was accidental or purposely done. It is an ordinance violation of the City of Windcrest to cruelly treat any animal and also a violation of Texas State law for any cruelty to animals. On September 26th, the Windcrest CERT Team sponsored our First Annual America’s PreparAthon, which is a nationwide, community-based campaign for action to increase emergency preparedness and resilience through hazard-specific drills, group discussions and exercises. Conducted every spring and fall, America’s PrepareAthon provides a national spotlight on the importance for Americans to practice preparedness actions before a disaster or emergency strikes .I would like to thank the volunteers from the WVFD, Windcrest Police Department, Thrive Rep – Fran Hill, JC Ham Operator, Kerrivlle Preppers and the CERT Members who sacrificed their time to answer questions and pass out important information. I especially would like to thank WalMart for allowing us to use their convenient location.

The Windcrest CERT Team will be hosting a “FREE” 20 hour IS-317 training, spring of 2016.

The Community Emergency Response Team (CERT) Program educates people about disaster preparedness for hazards that may impact their area and trains them in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations. Using the training learned in the classroom and during exercises, CERT members can assist others in their neighborhood or workplace following an event when professional responders are not immediately available to help. CERT members also are encouraged to support emergency response agencies by taking a more active role in emergency preparedness projects in their community.

CODE ENFORCEMENT UNIT As we welcome the holiday season this year, we must think of all the visitors that will pass through our streets and come to your homes.

Public safety is a big concern for us, so, we need your help by having you inspect your property for potential traffic and property hazards. Please check your tree branches and bushes, specifically by the edge of the road and sidewalks. Minimum road clearance is 13â&#x20AC;&#x2122;6â&#x20AC;? above the roadway and 8â&#x20AC;&#x2122; above sidewalks. The street and alley clearance is most important for our emergency response crews to pass thru without damaging the vehicles. Please keep the intersections clear. Due to congested streets during the month of December, our emergency crews may need to use the alleys to respond to emergencies. Remember, streets are for public use and belong to anyone that needs a parking spot, no longer than 24 hours please. For private events, be courteous and understand there will be temporary congestion. Please monitor your guest parking by having someone check where they park. Daytime hours, make sure your guests do not park in front of the mailboxes during delivery times.

Please do not block driveways and make sure guests park as close to the curb as possible.

The City of Windcrest is proud to announce that Claudia Carrera has passed all requirements to obtain her Level I Certification. TCCA partnered with TMCEC, TMCA, and Texas State University, to create an educational development program in 1996. The Municipal Court Clerk Certification Program was established to provide professional development and educational growth to Court Staff in Municipal and Justice Courts.

The program is comprised of three levels. Participants may achieve certification upon successful completion of each of the three levels earning the titles of Certified Court Clerk Level I, Certified Court Clerk Level II, and Certified Municipal Court Clerk. Monarch butterflies will soon be seen at the Pollinator Garden on Jim Seal Drive. FOTP members will continue with more tree plantings and on-going maintenance on existing flower towers, trees and park signs. Looking ahead to 2016, FOTP members will participate again in the annual “Basura Bash” on Saturday, February 20, 2016. A Basura Bash is a once a year “trash pickup” event specifically along creek beds/drainage areas. In San Antonio, it is sponsored by the San Antonio River Authority. Windcrest GARDEN CLUB G Lois Wooten Our November meeting is a coffee at 10a.m. on Monday, 2 November at the Civic Center. The guest speaker is Arlene Hart who will share her wealth of knowledge about Monarch Butterfly Habitat. This is a great topic and will give us a start to prepare our yards to help Monarch butterflies migrate through our area. The dwindling population of butterflies, which may soon place them on the endangered species list, are a worthwhile project and a beautiful sight to have in your yard. Also, bring those plants for our first donation auction. Hostesses are Ann Lemelle, Lois Wooton, Concha Garces, Pat Couch, Majie Takas, and Pat Kendrick.

Mark your calendar and save the date, December 7th will be our annual Christmas Potluck. So, put on your Christmas Spirit and bring a friend along with one of your favorite dish to share with the Club. Hostesses are Marie Bourne, Elaine Morrissey, Annette Hoffman, and Betty Riggs.

Hereâ&#x20AC;&#x2122;s what happened last month in October. The Windcrest Garden Clubâ&#x20AC;&#x2122;s visited the Botanical Garden with our own Master Gardner, Kathy Littlefield as our guide. We had a great day together and learned about plants native to our area and saw many we could only dream of growing. The day was topped off with a delicious lunch in their garden dining area. What a wonderful asset to have near our community.

The Garden Club packed the Civic Center on 14 September for its annual potluck luncheon. Speakers from the Windcrest Elementary School share the great things going on at WES and how and how the Garden Club can help maximize our studentâ&#x20AC;&#x2122;s education experience. A large number of games were donated to help the PAL program.

PARKS & RECREATION COMMISSION November brings cooler weather allowing people to enjoy the outdoors without the sweltering Texas heat. Many residents have daily routines of walking through our parks for their exercise and walking their dogs. This will be interrupted for a short time while we do some upgrading to our parks. I’m sure residents who visit have seen the improvement signs. This activity was planned in the 5-Year Parks & Recreation outline for our city and approved by the Mayor and City Council. Both Autumn Sunset and Brook Falls will receive: new, more economical lights allowing for better safety; new sidewalks with allowance for full access for everyone to include wheelchairs and walkers; more benches and trash receptacles. The design in both parks allows for full access around each pond even when we encounter heavy rains that fill our ponds to a spill-over point. These improvements should be complete in a short time and everyone can get back to enjoying our fall weather in the parks.

Winnbrook Estates park is also adding additional play items for the children, shade covers, benches, and trash receptacles. These items were also in the Parks & Recreation Plan to develop the area that had been designated by the developer as a park and coordinated by the Home Owner’s Association and the City.

The walking trail in Takas Park has had improvements to nearly the entire trail. Our Public Works Department has done a wonderful job with this and as the budget permits additional improvements will take place. On-going maintenance of the walking trail will be done by Public Works for the convenience of all residents using this area. If you see the folks out working there while you are enjoying the trail, stop a minute and thank them for a job well done!

INSTALLS NEW OFFICERS On Thursday, September 24, 2015 the Windcrest American Legion Post 612 installed officers for the 2015-16 year at a ceremony at the Army Residence Community.

Skunks are everywhereâ&#x20AC;&#x201D;in the country and in the city. If your dog gets sprayed, there are ways you can rid him of the scent without using your entire ketchup (or tomato juice) supply to do it.

Rub the mixture through his fur, but don't leave it on him too long (peroxide can bleach his fur). Rinse him thoroughly.

Step 4: Shampoo

Over-the-counter products such as Nature's Miracle Skunk Odor Remover, which is available at most specialty pet retailers, are a quick fix, but if you don't have that on hand, try the following: Step 1: Keep Fido outside While you prepare the de-skunking solution, keep your dog outside after he's sprayed so he doesn't carry the smell into your house. Check his eyes; if they're irritated or red, immediately flush them with cool water.

Step 2: Mix the Ingredients

Next, wash your dog with pet shampoo and rinse thoroughly. By now, he should be de-skunked and smelling sweet. Thoroughly towel-dry your dog, and be sure to place him in a warm, sunny room for the next couple of hours so that he doesn't get chilled. He should also have a large dry towel on which to lie down. If you dog has long fur, you may need to use a hair dryer to dry his fur.

Owner cleanup If your dog rubbed some of the stink onto you, you can rid your clothes of the smell by using regular laundry detergent mixed with a half-cup of baking soda.

Mix together: r 1 quart of 3-percent hydrogen peroxide (available at your local pharmacy) r 1/4 cup baking soda r 1 teaspoon liquid dishwashing soap

Election day is November 3rd from 7 a.m. to 7 p.m. at Takas Park. Please remember to bring your voter registration card if possible, otherwise a valid photo ID will suffice. In the car, make sure there is good ventilation, shade and shade screens for the windows. Bring a water bowl, treats, food dish, toys, blanket and the leash. Bring plenty of bottled water in case tap water isn’t available. Dogs easily suffer heat and cold stress, so never leave your pet in the car alone. Before you book, check the in-house rules matching your pet’s size and breed. Before heading off, find out where local Veterinarians or pet hospitals are located. Also don’t forget to pack any pet medication you may need and take enough for the whole time you are away. Also keep a copy of shot records and ID tabs on hand. By paying attention to the details for your pet’s health and safety while traveling, your holiday can be fun and a stress free for everyone. Taking pets with you on trips can be a rewarding experience for everyone. Remember to spay, neuter and vaccinate your pets.
