February may be the month of the year with the least amount of days, but it does not lack for activities. This month we will witness the 5th Annual Kid’s Valentine’s Day, Super Bowl parties, Valentine’s Day and Leap year, to name a few of the happenings this month. Also, we are all witnessing the growth of TEAM WINDCREST both city pride and citizen participation are growing. We encourage you to remain active and involved, and we promise that we will continue to modify, change and refine how we do business. As we all know: If we stay the same, we cannot improve.

Council Meetings for February: Due to a National Holiday falling on the 3rd Monday of this month - February, the Council Meeting will be on the first Monday of this month – February 1st. The second Regular City Council Meeting would normally fall on the third Monday, February 15th; however, this is a Holiday. The second Regular City Council Meeting will be Monday, February 22nd at 7 PM at City Hall in the Council Chambers.

Newsletter Delivery: It was brought to my attention by a citizen that he was not receiving his Newsletter in the mail for the last several months, including the Special State of the City Newsletter. He also mentioned that some of his neighbors were also not receiving their Newsletter. After a call and some research with the publisher, we learned that some addresses were not transferred when the publisher changed their mailing software. We have identified approximately 7 addresses where this occurred. We were told that this has been corrected. Kid’s Valentine’s Day at YMCA – Sunday, February 7th from 3 PM - 5 PM: This year will be the 5th Annual Kid’s Valentine’s Day Party. It is Sunday, February 7th. This free community event is for Windcrest children and grandchildren under 15 years of age. The children must be accompanied by an adult. This FREE event is held at the YMCA on Walzem Road and every child receives a gift before they leave the party. The Newsletter Committee throws this party, and it is sponsored by the City of Windcrest and the YMCA. The YMCA opens the entire facility for us, and that includes their indoor pool! The Newsletter Committee takes great pride in this fun event every year so we hope to see you there.

Autumn Sunset and Brook Falls (Duck Pond) Park Ponds and Park Areas: As I am writing this article, the contractors will be finishing up renovations, landscaping, and new sidewalks/paths. Additionally, new lights will be added and the old lights replaced for better use of the park and its amenities and to increase safety. We are confident these areas will be utilized even more by our citizens, and yet another investment this Council has made to increase our quality of life. Whereas I, and I am sure some residents, are a little frustrated by the length of time this project has taken, I am confident it will be done right and well worth the wait. Thanks to RabaKistner Engineers and the Parks and Rec Commission.

Charitable organizations participate as well. This year the dates for the Spring Garage Sale Weekend are April 7 – 10. More information will be in future Newsletters.

Reflective Clothing: Several citizens have called me about experiencing near misses! I have to add, I can understand their concerns. With our 20 MPH speed limit, nice streets and parks, and the great security our Police Department provides, Windcrest sees a lot of walkers, runners, and bikers. We see this at all hours of the day and night, which is just fantastic! However, please remember when doing these activities at dusk and/or night time, please wear reflective clothing so that we can see our perfect record of zero pedestrian accidents under this administration continued.

Re-Cap, Thursday, January 7 Light-Up Awards Party/Ceremony at Takas Park: This was the fourth year the city expanded this celebration/ceremony. It was standing room only again. The winners all received a plaque and a check. It was a great time. Light-Up cannot be what it is, if not for the citizens who go the extra mile. Thanks to all of those that won, and those citizens who decorated their houses. We are the CITY OF LIGHTS! If you are a winner and have not received your plaque and check award, please contact Kelly Hamilton. There are a few awards that were not claimed.

Newsletter Committee: This Committee is the James Brown of Windcrest = the hardest working bunch in show business. These volunteers not only are critical to the success and professionalism of our monthly Newsletter, but they also volunteer and support literally every city sponsored event of the city. They are major reasons why Light-Up, Light-Up Awards Party, Kid’s Valentine’s Day, past Galas, July 4th Parade, etc. are such a success. 56th Annual Light-Up 2016 = SAVE THE DATES: Note, the Windcrest Women’s Club will be announcing a theme in the coming months. The following are dates to save: Friday, December 2nd will be deadline to enter Contest, Tuesday, December 6th will be Judging; Saturday, December 10th will be the Light-Up Celebration at City Hall; and Thursday, January 5th, 2017 will be the Light-Up Awards Ceremony at Takas Park.

Street Committee: We are re-configuring the Street Committee for Windcrest. This committee meets with our engineers and assists the Council with decision making with regard to our streets – CIP, maintenance and construction projects. So far, we have three long-time residents on this Committee. They are Paul Greenwood, Col. Henry Berman and Bill Zulaica. We would love to have a couple more. If you are interested, please call me at 210-846-5507. Thanks to Council Persons Jacobi and Shelton. They spent three longs years on this committee and oversaw millions of dollars of work. I cannot express how grateful we should be for their time in serving on the Committee.

Volunteering and Participating: We need more people on the Newsletter Committee, Windcrest Citizens’ Patrol and Animal Task Force. I just got home from the award ceremony for all the yards that won in our City’s Light up ( Jan 7th). It was a fun evening and I do think all the folks who put so much effort into their decorations appreciated the recognition. As was suggested at the event, I am hoping that the Women’s Club will announce the new theme for next year as soon as possible.

Compromise is “a settlement of differences by mutual concession.” Though some things should not be compromised (one’s faith, for example), by and large, compromise is a sign of true leadership. It involves personal sacrifice, but makes for stronger marriages, better neighbors, and lasting friendships.

The willingness to compromise is also a particularly important virtue in democracies.

I want to thank the Windcrest Volunteer Fire Department for another great “Fill the Boot” campaign and allowing TxWeACT to participate. The ladies who come out to stand in the cold or get sprinkled on seem to really enjoy talking with all the folks coming to see our resident’s decorations. The fire department took good care of us too. Thanks again.

Without compromise in democracy, the result is what our nation’s founding fathers called the “tyranny of the majority,”— the situation resulting from the fact that because the majority rules, a political minority is often left without recourse in a democracy. While that makes the political majority happy, it also provokes unrest among the political minority. This is particularly true when narrow margins separate a political majority from a political minority. The result in such circumstances is dramatic swings from one majority to another—with a lot of really unhappy people all the time.

Quickly we are going to have to get back out in our yards and do all those things that help our yards survive the summer heat. I really appreciate all the efforts our residents put into maintaining their yards. It improves the value of not only your home but also the whole area. Keep up the good work!

Consequently it’s crucial that we as residents and citizens to always look to find good, creative compromises, and to support others who do the same. Because even if a “no compromise” strategy may feel good when someone’s on top, it’s merely paving the path toward unhappiness when balances inevitably shift.

WINDCREST SPRING BRUSH CURBSIDE PICKUP APRIL 18TH – MAY 6TH

FREE TRAINING February 19th to 21st (CERT)Community Emergency Response Team – Respond to emergency situations in their communities. When emergencies happen, CERT members can give critical support to first responders, provide immediate assistance to victims, and organize spontaneous volunteers at a disaster site. CERT members can also help with non-emergency projects that help improve the safety of the community.

The CERT course is taught in the community by a trained team of first responders who have completed a CERT Train-the-Trainer course conducted by their state training office for emergency management, or FEMA's Emergency Management Institute (EMI). CERT training includes disaster preparedness, disaster fire suppression, basic disaster medical operations and light search and rescue operations.

Our next scheduled FREE training will be held at the Windcrest Civic Center: Friday - Feb. 19th 6:00 p.m. to 9:45 p.m. Saturday - Feb. 20th 8:00 a.m. to 4:30 p.m. and Sunday - Feb. 21st 8:30 to 3:30. On Monday, April 18th the Spring Brush Pick up service will begin. The service will be available according to which section of the city your home is located in. A map of the sections will be available at City Hall, on the City website and a postcard will be mailed out to make sure you understand which section your house is in.

Section 1: Curb service will begin Monday, April 18th and run through Friday, April 22nd. Everyone in section 1 must have their collectables out on the curb by Sunday, April 17th and no earlier than Friday, April 15th. Republic Services will go through each section once. If you are late putting your collection items out, they will not return for additional service.

Spring is on the way, so this is a great time to fine tune your property maintenance plans. Now is the time to get your lawn care tools ready for the season. Have your sprinklers checked and prepare a plan to maintain your swimming pool. Use the cooler February weather to go outside and tackle some fence, shed repairs and/or junk removal.

While cleaning up your property, prepare a plan for your property improvement projects and clean big for the upcoming spring brush pickup. A beautiful yard not only promotes increased property value, it also helps with good mental health.

The new sidewalks look incredible. Autumn Sunset Pond and Brook Falls Pond both have new sidewalks that give the parks safety and beauty. The sidewalks have all been installed and engineered using the ADA regulatory rules of installation. This assures safer walking areas. No more broken concrete to walk around when enjoying the beauty of our ponds.

There were slight changes to the layout of the sidewalks to enhance the overall presentation of the new install. We invite our citizens to enjoy the new sidewalks by taking a peaceful walk around our lovely ponds.

Please review the ordinance in Chapter 32, Use of Yards section on RV’s, Boats and trailers which clearly specifies what is allowed and not allowed. Try keeping up with the leaves on the ground.

Remember, there is no ordinance requiring you to remove your leaves off your property, however, blowing leaves or grass trimmings onto neighboring yards, streets and not collecting them is considered littering. Finally, please check the alley behind your property fence and make sure the grass is cut. All bushes and tree branches need to be cut back to your fence line.

Street indicators are being reapplied to make our streets safer and better looking. The yellow and white reflectors on our streets are glued down and from time to time become dislodged. Bruce King, our street and sign manager, has done a great job reapplying all the loose dots and reflectors.

Wear Your Seat Belt What does the State of Texas say about wearing our seat belt? Section 545.413 of the Transportation Code says (a) A person commits an offense if: (1) the person: (A) is at least 15 years of age; (B) is riding in a passenger vehicle while the vehicle is being operated; (C) is occupying a seat that is equipped with a safety belt; and (D) is not secured by a safety belt; or (2) as the operator of a school bus equipped with a safety belt for the operator's seat, the person is not secured by the safety belt. (b) A person commits an offense if the person: (1) operates a passenger vehicle that is equipped with safety belts; and (2) allows a child who is younger than 17 years of age and who is not required to be secured in a child passenger safety seat system under Section 545.412(a) to ride in the vehicle without requiring the child to be secured by a safety belt, provided the child is occupying a seat that is equipped with a safety belt. (b-1) A person commits an offense if the person allows a child who is younger than 17 years of age and who is not required to be secured in a child passenger safety seat system under Section 545.412(a) to ride in a passenger van designed to transport 15 or fewer passengers, including the driver, without securing the child individually by a safety belt, if the child is occupying a seat that is equipped with a safety belt.

Windcrest GARDEN CLUB G Lois Wooten The 4 January’s “Circle of Master Gardeners” fielded many meaningful and tough questions from attendees. It was a learning experience for everyone and an opportunity to experience the Windcrest Garden Club’s talent and knowledge.

Don’t miss our meeting on Monday, 1 February, at 10a.m. We’ll meet at the Windcrest Civic Center to hear Sir Oliver Smith, a Master Naturalist and Master Gardener, share great ideas and uses for native plants. Don’t forget to bring plants to help build our Community Service funds. Our hostesses will be Elaine Trembley, Lyn Cook, Diane Stake, Rosalinda Messer, Sue Jackson, and Mari Gentet.

February is one of our wintery months but besides that February is a month seeing more upgrades to our parks. As I described in my article in November, the long over-due revamping of our Autumn Sunset and Brook Falls parks has been in full swing. During the holidays the sidewalks were torn out and reinstalled. Autumn Sunset had the largest change of the two parks to be able to accommodate wheel chairs and scooters in accordance with the American with Disabilities Act (ADA). I have been approached by a few residents saying how nice it is going to be to be able to get their loved one outside and around the ponds without fear of problems with wheel chairs. Brook Falls had five bridges that needed to become ADA compliant as well and again the job completed is superb. While walking my dog in both parks during this renovation many people have asked about this project and are thrilled that it is being done.

Now the lights are being installed. This is again a long over-due need for the safety of our residents as well as assisting our police patrols in being able to adequately see in the park after dark. It was mentioned during a city council meeting by a citizen that the parks close at 9:00PM and it is a very short season where people would be in the parks when it is dark. That isn’t exactly factual given the number of residents I encounter during the winter months walking their dogs before bedtime in the dark. Once these lights are fully operational, I will breathe easier when walking my dog. I’m certain the police patrols will be glad they can see from one side of the parks to the other also.

People say we are spending a lot of money in these parks and they are only used by a few. The city parks are there for all residents and non-residents and no one is stopping anyone from utilizing the parks. It is a personal choice. In the 20 years I’ve lived in Windcrest, with the exception of a couple of projects done by Public Works, there has been NO monies spent on Autumn Sunset and Brook Falls parks. As the Mayor says each and every month in his newsletter article, “if we stay the same, we cannot improve”, and now through his leadership and the council approval we are improving.

Fiesta® is just a little over two months away and plans are underway to bring the Fiesta Especial® experience to the streets of the beautiful City of Windcrest once again. Join us as we partner with Reaching Maximum Independence, Inc. to host the 5th Annual Royalty Run 5K & Parade on Saturday, April 23rd from 8am – 12pm. There will be plenty to do, from games and activities in the City Hall parking lot to a 5K competitive run, 1 mile walk & fun run to a fabulous parade with a small town feel.

Fiesta Especial® brings opportunities for individuals with disabilities to engage in community celebrations. People of all abilities are encouraged to participate. The 5K & PARADE ROUTE HAS CHANGED this year, so please make sure to check out the details online at www.fiestaespecial.com/5k-and-parade.html. Those

homes on the parade route will receive notification one week before the parade. Residents are encouraged to participate in the “Fiesta® Spirit” contest by decorating your yard, watching the parade from your front lawn and cheering as participants go by.

TxWeACT We want to thank everyone who came by to donate to the “boot” after Christmas Day. We raised about $2000 to help with our animal causes.

It was a fun occasion for us and we met some really nice folks!!

We are having another immunization and registration clinic on February 20, 2016 from 9:00am to 11:00am. This will allow residents to get their pets’ vaccinations up to date and then register or re-register their pets with the city. (It is a yearly requirement.) It will be held at City Hall and no appointment necessary. Just show up, meet your neighbors and be patient. Please make sure your dogs are on leash and cats are in a carrier.

We are still working on a sponsorship program to help with the cost of the boarding of our dogs until they are available for adoption. Some of our dogs take a little bit of time before they are adopted to a loving family and sponsors would help the city with some of the incurred costs. Please watch for future information!

The Windcrest Optimist and Lions Clubs invite you to attend our 8th Annual Pancake & Sausage Breakfast on Saturday, February 27th from 8:00-11:00 a.m. The event will be held at the Windcrest Civic Center, Takas Park. Cost is $8.00 at the door - but you can buy your ticket in advance and get a $1.00 discount! Children under 10 years, Windcrest police officers and firemen eat free!

Breakfast includes pancakes, sausage, coffee and orange juice. Watch Lions and Optimists flip pancakes and serve coffee – socialize with your friends and neighbors while supporting some great community charities!

This breakfast event started in 2009 to celebrate the beginning of Windcrest's 50th Anniversary year. It was so much fun that the Optimist and Lions Clubs have continued the breakfast as an annual fundraising event. Proceeds go toward the Clubs’ activities such as our local student recognition program, youth bicycle safety, RHS LEO Club scholarships, dictionaries to 3rd grade students, and the Lions Camp in Kerrville for kids with special needs.
